ABOUT YOUR PUBLIC WORKS The Incline Village General Improvement District Public Works Department provides water and sewer services, as well as management of the solid waste contract, to the residential and commercial users located within Incline Village and Crystal Bay. The Public Works Department takes responsibility of providing clean and safe drinking water and collecting and treating sewage very seriously and is evidenced by our highly skilled staff, well maintained infrastructure, excellent customer service and our secure financial position. - We provide clean, safe and delicious drinking water. DRINK TAHOE TAP! - We collect raw sewage, treat it and safely transport it as effluent to the Carson Valley. - We provide internal services to all District venues for Engineering projects and Fleet maintenance.

PUBLIC WORKS history In 1961, the community of Incline Village was being developed by the Crystal Bay Development Company. In order to pay for improvements, The Incline Village General Improvement District (IVGID) was created by Washoe County on June 1, 1961 authorizing the newly created District to levy taxes to pay for improvements and for five elected Trustees to set up and run the District. The District’s first job was to construct, maintain and operate the District’s sewer and water systems and to build roads to Washoe County specifications, which were then later dedicated to the County for maintenance and were no longer a District responsibility. The original systems included the Burnt Cedar water intake pump station, which supplied water to 2 one-million gallon reservoirs and water rights totaling 1,250 acre feet for domestic consumption. Today it supplies 4,294 acre feet. In 1963, the District’s original sewage treatment plant was completed and designed to handle sewage originating from commercial and multi-family residential areas only. The original design of Incline Village was to permit each single-family residential lot to construct individual septic tank systems, therefore, capacity was not designed into the original plant for single-family residential sewage. Treated effluent was stored in the winter and irrigated the golf course during the summer. In 1969, Incline Village Inc. proposed to develop an additional 4,000 equivalent residential lots in Incline Village. The Incline Village General Improvement District commissioned an engineering study to determine the water and sewer system improvements to serve all of the present and planned development within the District. IVGID REC CENTER PUBLIC WORKS Incline Village Inc., the water and sewer system improvements were constructed according to the original plan to serve the developable lots. A regulation that was passed in the late 1960’s necessitated the construction of the effluent export system to pump treated effluent out of the Tahoe Basin. This was necessary because of a state and federal mandate that the use of septic tanks in the Tahoe Basin be discontinued and that all treated effluent be exported out of the Basin. By 1971, The District had complied with the federal mandate and IVGID’s treated effluent was being used for irrigation on a ranch in Douglas County in the summer and was being discharged into the Carson River in the winter. New regulations on the disposal of wastewater required IVGID to either upgrade its treatment facility in order to continue disposing of the treated effluent in the Carson River or to have a year-round land-based disposal system. In 1983, IVGID completed the purchase of 900 acres in Douglas County to be used for development of a disposal site for its treated effluent. Construction of the Wetlands Enhancement Facility was completed in 1984 with local and federal funding. The wastewater treatment plant went through a major

upgrade in 1992. These upgrades included improvements to the aeration system and solids handling facilities, which improved treatment efficiency, redundancy and increased capacity. Construction of IVGID’s Burnt Cedar Water Disinfection Plant was completed in 1995. The plant used ozone to disinfect IVGID’s drinking water and allowed IVGID to receive an exemption from the filtration requirements of the federal Surface Water Treatment Rule. The Federal Government passed the Long Term 2 Enhanced Surface Water Treatment Rule in 2006. This rule required enhanced disinfection for additional protection from diseasecausing microorganisms and contaminants that can form during treatment. This rule applies to water systems that use surface water as their raw water supply such as Lake Tahoe. The rule requires that IVGID add a second disinfection process by 2013. The Capital Improvement Project included a UV disinfection system to be added to the water treatment plant and the replacement of the ozone disinfection equipment, which was installed in 1995. This project finished construction in 2012 and is in operation. An important project in the Capital Improvement Budget is Phase II of the Effluent Export Project. The Effluent Export Project started in 2003 with a planned completion date in 2011 to replace six miles of pipeline, make upgrades to the Spooner Pumping Station, and convert two State Parks wastewater plants into raw wastewater pumping stations with installation of a new forcemain to deliver that wastewater to the District. Through a total of six miles of pipeline have been installed and the work for State Parks has been completed. A total of $18 million have been spent and the total of all the project phases is expected to cost $21 million. The remaining $3 million in project costs was spent upgrading the Spooner Pumping Station which was completed in 2013. Phase II will replace the remaining six miles of aging pipeline within the Lake Tahoe basin. The six miles of pipeline is comprised of approximately 17,300 lineal feet of welded, cement mortar lined, high pressure pipe and 13,700 lineal feet of bell and spigot, cement mortar lined, low pressure steel pipe. This pipeline experienced significant leaks in 2009, 2014 and 2015. Subsequent investigations confirmed progressive corrosion of this pipeline that necessitates replacement. Work has been completed on the areas which were identified to be the most likely failure points. Design continues on the other areas of the pipeline with construction estimated to take multiple phases over several years to complete.

honoring a lifetime of service Bob Lochridge, Public Works Superintendent, moved with family to the North Shore of Lake Tahoe in fall of 1965. Bob is one of five children - One older brother and sister, and one younger brother and sister. He worked summers since the age of 12 at a local sporting goods store while helping work nights and weekends with a familyowned laundromat, his parents owned on top of their day jobs. Bob started running backhoes, loaders, crawlers at age 16 for Ben Dar Excavating in Incline Village. At age 18, Bob worked for an underground construction company out of San Leandro – installing underground telephone lines on the North Shore and underground steam lines at University of Davis.
Then he worked for Yankton Excavating as an Equipment Operator where he progressed into his current role of Superintendent. In 1978, Bob started working for IVGID as an Operator Specialist for a year. He went back to Yankton Excavating for a period of time and returned back to IVGID in 1983 with Public Works Pipeline Division as an operator. Bob worked his way to lead man – foreman – supervisor and now superintendent. Bob has contributed 36 years + to the District. Bob has been part of Management of Water and Waste Water Treatment; Water Distribution; Waste Water Collection and Utility Maintenance Projects along with managing the Wetlands Hunting Program. Bob and his wife Paula have two children Shawn and Meghan, and three grandchildren Devan, Kole and Levi. Paula works for the Town of Minden. In Bob’s ‘younger days,’ he was an avid “Motorcycle enthusiast,” and now enjoys hunting, fishing, and camping with friends and family. Bob and family moved to Minden in 1995. He loves the opportunity to be in the high desert in one moment and in the mountains a short time later. Thank you for you 36+ years of dedication to the District.

ivgid PUBLIC WORKS launches water efficient appliance rebate program on july 1, 2019 Incline Village General Improvement District (IVGID) Public Works will be offering the residents of Incline Village and Crystal Bay, Nevada, an inaugural Water Efficient Appliance Rebate beginning July 1, 2019. The rebate will apply to USEPA WaterSense certified toilets and USEPA Energy Star certified clothes washing machines purchased and installed within IVGID’s service area between July 1, 2019 and June 30, 2020. The first 100 applications for high efficiency appliances are eligible for one rebate per parcel, up to $100 credit towards their IVGID utility bill. High-efficiency appliances eligible for the rebate include WaterSense toilets using 1.28 gallons of water per flush, or Energy Star washing machines that have a water factor of 3.7 or less.
Applicants must fill out and submit to IVGID Waste Not: 1) the High-Efficiency Appliance application 2) a copy of the original receipt (dated on/after July 1, 2019 and before June 30, 2020) 3) a photo of the installed appliance with model number. All applications will be reviewed on a first come, first serve and checked for completeness before rebate is processed. solar panel at water tank Water tanks in our District are equipped with radio communication in order for us to receive water level information. This system also communicates to the pump stations to let them know when a water tank needs more water. The water tank pictured in the photo above is located at a remote location above the upper Tyner neighborhood. It is
located a good distance from a roadway, so it does not have a power source. The communication system at this tank relies on the solar power generated on site. Therefore, when we lose communication with this tank staff must walk or snowshoe to the tank to check on the water level. The solar panel and battery upgrade project at this water tank is critical to ensure we are in constant communication for the water demands in this area.

hard work and effort was recognized by Snowboarder Magazine this spring. If you lived through the aptly named month of #FebruBURIED in Tahoe this year – 201 inches or 16+ feet at Diamond Peak during the month! – you may still be feeling the aches and pains from a month spent shoveling and clearing snow. Our staff certainly remembers it well, but we’re proud to say that throughout that challenging month we were able to maintain full operations for the vast majority of the days, with only minor delays in opening the Crystal Express chairlift during storm days.
2019 SEASON WRAP-UP Nobody is going to forget the 2018-19 ski season anytime soon – especially those of us at Diamond Peak who want to thank Mother Nature for the plentiful powder and all of our incredible guests who made it such a special winter. With decent early-season snow followed by record-setting February snow totals, we were able to extend our season by a week, hitting 130 total days and making it all the way through April 21 (Easter Sunday) this spring. Thanks to our dedicated snow making team, we were able to open as scheduled on December 13 with a great selection of terrain open – including Freeway for the first time in 10 years – and all four of our main chairlifts spinning: Crystal Express, Lakeview, Lodgepole and School House.

As our snowmaking team and Mother Nature piled up additional snow in January, our terrain park crew was able to build the first iteration of the Village Terrain Park with brand-new features for everyone to enjoy whether you were new to terrain parks or an experienced freestyle skier/rider. From the get go, the response we received from our guests was overwhelmingly positive, with many of our young skiers and riders stoked to find such great terrain park features in their backyard, and even some of our senior skiers excited to find new options to explore with their grandkids. Throughout the season, the Village Terrain Park continued to grow and evolve as our park crew responded to the storms of February and the progression they were seeing in the park, and we’re proud to say that all of their
And all of the hard work was certainly worth the effort, with huge smiles on our guests’ faces being the payoff for the long days. During IVGID Appreciation Week (February 4 – 10) we were able to provide over 2,000 free ski days to IVGID Picture Pass Holders, with seemingly unlimited fresh powder available that week. Over all this season, we saw a total of 130,922 skier visits, which works out to an average of 1,007 skier visits per day. At the same time, we managed to cut down on the peak day congestion that the resort has experienced during previous seasons. I know I speak for the entire team when I say… We’d like to personally thank every skier and snowboarder who came up and made some turns with us this season, and especially those community members who took the time to share their feedback with us via our online survey or just by dropping by our offices to chat this past winter. Your support is what makes it all worth it for us, and we look forward to seeing you again next winter!

cURRENT CONSTRUCTION PROJECTS Incline Park Ballfields Renovations The project was awarded to Rapid Construction at the March 18, 2019 District Board meeting. The project was reduced in scope to only improvements at Field #3 to include: - New Baseball specific Turf Infield, Drainage, and Irrigation - New outfield specific French Drain New Scoreboard with naming rights panel - New Modular Batting Cages with retaining/seating wall - New Foul Poles - Expansion of outfield dimensions, fencing replacement, and renovated outfield warning track - New Backer Board at Backstop/ Includes padding - New enclosed custom modular Dugouts with equipment storage - Site Signage Improvements

Mountain Golf Course Clubhouse On August 11, 2018 a fire occurred in the Mountain Golf Course lodge which completely decimated the kitchen area. Smoke damage was incurred throughout the facility, which in turn affects walls, flooring and mechanical systems. The District's insurance coverage is for replacement. However, the evaluation of what is the best solution long term for the operations indicates a revised allocation of floor space, changes to access and ultimate substantial change to customer flow requires a makeover of
Burnt Cedar Pool The Burnt Cedar Pool, constructed in the 1970’s, features a skimmer type recirculation system. The piping system and turnover times are undersized and problematic for pool clarity. This project will replace the pipes from the Mechanical room at the edge of the Burnt Cedar Pool. the floor plan. These changes facilitate other objectives including a longstanding issue of ADA accessibility to the lower level for food service. The Smith Design Group has completed design documents which have been submitted to Washoe County for permits. Once we receive comments, bid level documents will be developed. The renovation project will then either be administered through the insurance company or publically bid. Construction is scheduled for fall 2019 with substantial completion prior to the 2020 golf season. To facilitate utilization of the building for the 2019 golf season, the interior was painted and the floors were carpeted. Insurance proceeds covered the cost of the paint and carpet contracts.
Recreation Center Deck & Stairs Repair and Powder Coat all Patio Deck Railings (Recreation Center) This project will replace the railings and southern stairway on the eastside deck at the Recreation Center. The project was publically bid and received three bids. The lowest responsive bidder was Bruce Purves Construction. The contract was on the April 10, 2019 District Board meeting agenda for award. The Notice to Proceed was issued on or about April 25, 2019. The Project is expected to be substantially complete by June 24, 2019. Continued on page 24

IVGID CONSTRUCTION UPDATES Water Reservoir Safety and Security Improvements This project would replace the ladders that access the top of the water reservoirs, install intermediate access platforms, install protective railings and install new fall protection devices. The exterior access to the roof area is required to meet the needs of the District to monitor the water quality in the reservoirs and perform routine repairs to radio communication equipment. The ladders also need to be secured from access by the public. The reservoir ladders, fall protection, platforms, and protective railings will meet the current Occupational Safety and Health Administration (OSHA) safety standards. The project was publicly bid and received two bids. The lowest responsive bidder was Resource Development Company. The Project is expected to be substantially complete by June 30, 2020.
ADA Access to Golf Course Bathrooms (Mountain Course) The Mountain Golf Course on-course bathrooms at holes #6 and #13, and the site surrounding the restrooms are not in compliance with current American Disabilities Act (ADA) requirements for access due to excessive cross slopes between the golf cart parking and the restrooms entryway. This project will re-construct the cross slopes and pave access from the golf cart parking to the restroom’s entryway. The project was awarded to Colbre Grading and Paving at the January 23, 2019 Board Meeting. This project is expected to be substantially completed in July 2019.
Sewer Pump Station #11 Replacement Sewer Pump Station #11 collects and transports the raw sewage in and around Crystal Drive in Crystal Bay to the wastewater treatment plant on Sweetwater Road. Constructed in the 1970s, this station has provided
reliable service. The station contains the mechanical and electrical equipment to pump sewage to the wastewater treatment plant. The pump station to be replaced is a wet well mounted packaged pump station. The new pump station includes the insulated enclosure, two pumps, high altitude motors, heaters, a sonic start system for priming and a SCADA system. The pump was procured in December 2018 and will be installed when the weather conditions are more favorable in the coming month.
Sewer Pump Station #1 – (Overflow Parking Lot) The District owns 18 sewer pumping stations in Incline Village and Crystal Bay. Sewer Pump Station #1 collects and transports 50% of the raw sewage and transport to the wastewater treatment plant on Sweetwater Road. If something were to happen to Sewer Pump Station #8
there is a direct bypass that would send all of the raw sewage to Sewer Pump Station #1, thus accounting for 75% of the raw sewage in the District. Constructed in the early 1970s this station has provided reliable service. The station contains the mechanical and electrical equipment to pump sewage to the wastewater treatment plant. The equipment in the station to be replaced as a part of this project are the variable frequency drives for the three pumps. Jacobs Engineering is working on the design for the replacement of the three variable frequency drives (VFD’s) and replacement of the motor control center (MCC). Final bid level documents are expected in June 2019. The Engineering staff will then bid the construction project in July 2019, with Construction anticipated for the fall/winter 2019-20. IVGID CONSTRUCTION UPDATES Water Pump Station 2-1 Incline (Burnt Cedar Beach) Water Pump Station 2-1 (WPS 2-1) is located at the Burnt Cedar Water Disinfection Plant (BCWDP) and pumps the disinfected potable water into the water distribution system to serve Incline Village and Crystal Bay. WPS 2-1 was largely constructed in 1972 with minor upgrades in 1995 and 2012. The electric motor control centers (MCCs) and switchgear at WPS 2-1 date to the original 1972 installation. This equipment does not meet modern OSHA requirements for Arc Flash safety and the MCCs and switchgear are at the end of their service life and no longer supported by the respective manufacturers. Jacobs Engineering is working on the design for the replacement of the three water pump motor soft starts and
replacement of the motor control center (MCC). Construction will begin in June 2019 and substantial completion in April 2020.
WRRF Aeration System Improvements The aeration process of wastewater treatment supplies oxygen to facilitate the biological activity that converts raw sewage into treated wastewater effluent. The treatment plant has six 200,000 gallon aeration basins with two jet aeration clusters per basin. These clusters utilize pressurized air to mix and recirculate the wastewater and provide the necessary oxygen to the microorganisms. The pressurized air is delivered by multistage centrifugal blowers that are metered by electronically operated valves in order to keep the correct balance of oxygen in the aeration basins at all times. This project funds the design and replacement of the
aeration system equipment at the WRRF. The age of the equipment, the number of hours of operation, and condition assessment indicates the existing centrifugal blowers are at the end of their serviceable life. Additionally, the blowers are no longer supported by the manufacturer and replacement parts are difficult to acquire. Jacobs Engineering is working on the design documents and final bid level documents are scheduled to be completed in the June 2019 to replace aeration blowers and associated piping, valves and control system. The Engineering Staff will then bid the construction project in July 2019, with construction beginning in September 2019 and substantial completion in May 2020.

there's a big world out there to explore —By Eric Goldring, Goldring Travel As I travel the world one of my guilty pleasures is saying to fellow travelers, “When this experience is over, I get to go home to your vacation!” We are lucky to live in Tahoe, the Bay Area and/or Napa. We are also fortunate to have the time and financial ability to travel the world. Ironically, many of us are so comfortable in our “bubble” that enthusiasm for international travel or a desire to carve out time from the seasonal migrations is slight.
Experiencing such wonders as penguins in Antarctica, artistry and history of the Terracotta Warriors, pasta in Italy, wine tasting in Chateaunuf-du-pape, museums and flowers in Amsterdam, etc., allows me to better appreciate living in our slice of heaven. I also find that sometimes it is nice to take a break from our nirvana.

I have often said to myself, “Oh, I thought that was different!”, whether it be a historical event, a cuisine, an architectural wonder or, most importantly, the people I have met along the way. And traveling with one’s children is especially rewarding as it opens their minds and gives them important perspectives they cannot get at home. Some people cry when they arrive at The Great Wall of China, others see it as just another day and yet others, like me, contemplate, “Is this a monument to futility because it didn’t keep the marauders out? To greatness? To those who died, even buried in the Wall, building it for a tyrannical Emperor?” But what I truly enjoy is the cultural and nature immersion international travel affords. For me, my fondest and most compelling memories are those of the people, animals and scenery I have taken in…and the stories that are kept as treasures in my memory.

EAST SHORE TRAIL DEBUT

This summer, the Tahoe East Shore Trail will make its debut, offering pedestrians and cyclists a safe, scenic route to travel between Incline Village and Sand Harbor.

The 3-mile stretch of trail, starting along the mountainside before tunneling under the highway to follow the rugged, rocky shoreline could arguably be considered one of the world’s most beautiful trails. Designed to improve safety along the narrow stretch of State Route 28 that has historically had an incredibly high crash rate, the trail will help to reduce interactions between drivers and pedestrians. The Tahoe East Shore Trail also offers improved access to the recreation available in the area, including popular trails, coves and beaches. Parking is available at the trailhead in Incline Village near the Tunnel Creek Cafe, and bikes will be available for rent during the summer months. The family-friendly Tahoe East Shore Trail includes environmental improvements that will help protect Lake Tahoe’s famed water clarity and features 16 stunning vista points along the paved route. Each area showcases an interpretive panel that offers an opportunity for trail users to learn something interesting about local ecology, animals, history and more. Funding for the trail came from a combination of federal, state, and local sources, with over one million dollars in private donations raised by the nonprofit Tahoe Fund. Their effort was critical to the project’s success as it helped secure $12.5 million

fireworks for incline village/ crystal bay are a go! To ensure locals and visitors alike continue to enjoy one of the nation’s most spectacular fireworks shows, year-after-year, the annual 4th of July fireworks in Incline Village, NV is now being organized by Incline Village/Crystal Bay Fireworks Coalition, including individuals and organizations who have been involved with the community’s fireworks display for many years. “Thanks to the efforts of everyone involved in our firework coalition, we are anticipating a magnificent firework show right off the edge of Incline Beach,” said Andy Chapman, President/ CEO of the Incline Village Crystal Bay Visitors Bureau and one of several businesses involved in this hometown partnership. “We’re excited to bring our key leaders together to continue the tradition of hosting one of the most spectacular fireworks shows in the country.” In their own vested interest, the following businesses and organizations will present “Incline Village/Crystal Bay Fireworks” on the 4th of July in Incline Village, NV. The partner
agencies include: Incline Village/Crystal Bay Visitors Bureau, Incline Community Business Association, Hyatt Lake Tahoe, Parasol Tahoe Community Foundation, and the Incline Village General Improvement District. The community group is also receiving positive support from Washoe County, the North Lake Tahoe Fire Protection District, and other key community agencies. All donations for the Incline Village/Crystal Bay Fireworks Spectacular are stewarded by the Parasol Tahoe Community Foundation, a 501(c)(3) non-profit organization incorporated in the State of Nevada. All donations are tax-deductible to the fullest extent allowed by law (Tax ID#: 88-0362053). The Recreation Center offers year round facilities for indoor events with amenities that include a lobby for birthday parties, indoor gymnasium and indoor pool. Incline and Burnt Cedar beaches have several Group Picnic areas available to beach access pass holders to reserve for spring or summer events. The designated beach sites include barbecue grills and tables offering you and your friends an area to picnic and enjoy the beach. Two sites are available at Burnt Cedar and two at Incline Beach. These sites can only be reserved with a valid IVGID Picture Pass with beach access. Each guest is still responsible for beach access fees. There is one site available at Preston Park which is perfect for a family gathering or your child’s birthday party and can be reserved by both IVGID pass holders & non pass holders
In addition, Village Green, Preston Field and Incline Park offer wide open spaces for activities and have multi-use fields for your soccer, softball and baseball needs. These sites are available to both IVGID pass holders & non pass holders. Reservations for all sites are taken on a first-come, first-served basis at the Parks & Recreation Department Counter. disc golf course The North Tahoe Lions Club Disc Golf course includes 18 par 3 holes in a picturesque setting located within Incline Park adjacent to the Tennis Center, Recreation Center, Skateboard Park and the Ball Fields. This is a free multi-use area to be enjoyed by all ages. The Disc Golf Course was created through a partnership between the Incline Village Parks & Recreation Department and the Incline Tahoe Foundation with generous community donations. Parking is available at the Recreation Center at 980 Incline Way. Parking is not permitted at the Tennis Center. The 1st hole is located on the west side of the Recreation Center entrance road. Discs are available for purchase or rent at the Recreation Center.

skate park Hwy 28 & Southwood Blvd., Incline Village, NV 89451 775.832.1310 Incline Skate Park, centrally located on the corner of Tahoe Blvd (Hwy 28) and Southwood Blvd. in Incline Park, has something to offer everyone. There is an intermediate/advanced section of the park consisting of two 5-foot sideby-side bowls connected with a spine. In the middle of the park is a 3-foot tall fun box, and the entire right side of the small end is a 2.5-foot tall bowl for beginners. The street course is laid out on top, flowing in a circle with an 8-foot long flat rail, 6-foot long down rail, a set of 4 stairs, and a 10-foot long downward ramp leading into the bowls.
fitness trail The Incline Village Fitness Trail (previously known as the Exercourse) is an 18-station exercise course adjacent to the Village Green. The .8 mile course winds through the forest next to Incline Creek. The course contains accessible walking, running, snowshoeing, biking and exercise trails, and is used by many residents and visitors year-round. The Fitness Trail was updated in partnership with the Incline Tahoe Foundation and community funds.
