Our CEO says goodbye and thanks for the memories By the time you read this I will have become part of the history of the CCF SA. I have moved on believing that eight years in the CEO role is a good innings and presents the opportunity for me and the CCF SA to refresh and refocus.

I say confidently, given the effects of the pandemic, we can all anticipate a future that in several respects, looks different to the past. I often say we should make decisions that have more to do with the future than the past. How true this is now.

The privilege of being the CEO of the CCF SA gave me great job satisfaction and I enjoyed every minute of my tenure. I made many friends and benefitted from meeting a wide range of interesting people. Following the announcement of my resignation it was pleasing and quite heartfelt to receive many expressions of appreciation for my work – from across the full spectrum of our membership, and government at the political and agency level.

It is important for me to say it was a team effort and I had the benefit of working with the support of some very talented people. It is a special thing that people dedicate their lives and expertise to work for a salary in an Industry or Business Association to create prosperity and other benefits, which can be quite significant, for those companies and other organisations in the membership.

While I am grateful to all the staff (past and present) for their efforts, I do wish to publicly thank a number of people who have been with me throughout most of my time as CEO. This includes my loyal, multi-skilled and hardworking Executive Assistant Amber Barber who is also the events and publications manger; the Director Global Learning and Future Directions Victoria Griffith who has so capably and professionally manages Civil Train SA, NT and WA; the former Director of Finance and Business Operations Marie Paterson who was my brilliant right hand person for a number of years before becoming the CEO of the SA Construction Industry Training Board; the Training Operations Manager Matthew Blackborough and the Registered Training Organisation Manager Vanessa Powell, both have been pivotal to the success that Civil Train is; Mark Hopkins the Alice Springs Regional Manager has been ever so resilient and tenacious who has done an extraordinary job bringing the NT training business to profitability often in challenging circumstances; and finally Melissa Ekberg in the capacity of Associate Director Industry and Government Relations who was a great support to me in the

realm of advocacy and as a friendly, helpful primary contact point for members who required advice and assistance. Hats off to all of you.

My focus as CEO was to modernise the CCF SA and strengthen the entity as an industry association and business enterprise which included its financial viability. On most measures I think I left the CCF SA, as an entirely different organisation compared with the organisation I took charge of eight years previously. Importantly, the CCF SA enjoys a high level of member satisfaction.

The Association is completely focussed on helping members obtain more work, work more effectively, and make more money.

Without diminishing the importance of the many services, the CCF SA delivers, the standout result for me and most others had been around advocacy and bringing the CCF SA into the public and political spotlight much more fully. This heightened visibility gave the CCF SA much more capacity to influence government so that the importance of civil contracting is understood, and the policy and regulatory framework better supports the sector.

The robust advocacy resulted in many successes. Without CCF SA intervention, and watching the back of civil contractors, it would be a different and much more difficult world for civil contractors.

I count among the highlights during my time our push for the appointment of an Industry Advocate. This is someone internal to government who can take steps to ensure that state government projects facilitate economic activity and job creation beyond the actual project. Allied to this is was our insistence that government projects be disaggregated so that the work could be accessed by as many civil contractors and other business as possible (large and small) down the supply chain.

Giving small to medium size businesses a better go was also a particular interest for me. I pushed for a much more deliberate approach and a strong policy position by government to support smaller businesses.

Throughout my tenure the CCF SA has been a strident campaigner for public investment in infrastructure as a proven economic stimulator and job creating mechanism.

Our most stunning success in this regard, culminated in the 2020 state budget, which included up to $17 billion in transport and other infrastructure projects over the next several years. This is the highest level of investment in the history of SA and will provide work for civil contractors for many years to come.

It was immensely satisfying to contribute to the decision to have an apprenticeship in civil construction approved, and for a Group Training Organisation to be established by the CCF SA. These developments were game changers for our industry and will strengthen civil contracting and civil construction as a vocation of choice.

I had a long-held view that CCF SA House could be better utilised. Pleasingly, the extensive search for a tenant led to the leasing of the entire ground floor which is generating a useful sizeable passive income stream. This income will take some pressure off the budget and make it possible for the CCF SA to consider delivering additional services to its membership.

I was very pleased to oversee the creation of the CCF SA Retired Members Group (RMG). Through its membership the RMG creates a bridge from the past to the present and future. The RMG is a very important social focal point for those many retired civil contractors. Special thanks to all of those in leadership positions with the RMG, but I want to thank David Truran and Bob Osborne for their dedication and the contribution they have made to the success of the RMG. They have been the glue that has held the RMG together.

Finally, please indulge me while I look at the numbers! I had the experience over 8 years of participating in 60 CCF SA Board meetings, working with 3 CCF SA Presidents, 5 CCF SA boards, and 40 board members. I thank these people for their encouragement, support, and confidence. I enjoyed working with the many personalities and I now give them all a shout out for

volunteering their time as board members and making the contribution they have and do to ensure the CCF SA is everything the members expect their association to be.

On behalf of the CCF SA I advocated to 2 state governments (different political colours) and 5 Ministers for Transport and Infrastructure and at least 100 public servants at all levels in Federal, State and Local Government. I can say without hesitation all of this was a positive experience for me. I ensured that there was a healthy tension and a respectful relationship between the CCF SA and the government of the day. The inescapable fact is when government and industry work together, the community always gets a better result. Under my leadership CCF SA advocacy was always well researched and evidenced based. I always played a straight, honest, and transparent bat, regardless of the political party in office. In the political realm the CCF SA should not pick winners or play favourites.

In conclusion, it was a great honour to be the face and spokesperson for the CCF SA and our members. I hope to be remembered as a person who made the world a better place for civil contractors (regardless of sizes). I hope I was a strong voice to those without a voice. Whatever I do and wherever I go, I will always remain a champion for civil contractors.

I wish my successor Rebecca Pickering every success in the role. Rebecca’s success will mean success for the CCF SA. Goodbye and thanks for the memories.

We made it very clear that putting money in a budget is one thing, it's altogether another thing to get the projects into the economy.

The construction agencies of the state needed to get into the fast lane. Pleasingly, in this respect, there is a now a growing sense of urgency.

The CCF SA making a submission to Infrastructure Australia (to generate a pipeline of forward works for our membership) independent of the state government was a feather in our cap and placed huge pressure on Infrastructure SA to more effectively and visibly carry out their role and function. This remains a work in progress for the CCF SA. I was always proud of our training operation Civil Train. The training business has been another stand out success story for the CCF SA. From small beginnings Civil Train has grown to be one of the largest private registered training organisations in SA. As an industry not for profit trainer, Civil Train has become highly regarded universally as a quality trainer. Civil Train SA’s reach is now

New animal care centre a milestone achievement The state’s largest animal shelter has been rebuilt to a ‘fear free’ design and with larger spaces allowing it to care for more abandoned and surrendered animals.

Funded solely by donations and bequests from deceased estates, the Animal Welfare League (AWL) has spent $20 million on revamping its Wingfield base, and hopes other organisations will follow its lead to make shelters less threatening for animals.

Kennett undertook the transition with handover completed mid-2020. It was the third consecutive project Kennett has undertaken as part of the AWL redevelopment masterplan. A cattery upgrade was completed in 2016 and a crematorium built at Edinburgh North in 2018.

AWL South Australia Chief Executive Officer Dr Julie Bellamy said the Animal Care Centre had been designed with dedicated cat isolation wards, airconditioned cat interaction rooms, separate areas for pet adoptions, nurseries for kittens and puppies and a purpose-built fully equipped veterinary clinic.

Special attention was paid to lighting and to colour palettes to create a more calming environment. “This is a major milestone in the state’s history of caring for animals,” she said. “We’re excited about building a better future for animals in need here in South Australia by embracing the advancement of design technology.”

The AWL was established in 1964 and rose from humble beginnings to caring for 10,000 cats and dogs a year. The original Wingfield site was developed in 1976 and was joined by a second centre at Edinburgh North in 2005. After more than 40 years in service the Wingfield shelter and vet clinic were deemed no longer fit for purpose.

WHAT’S BEEN DELIVERED The centre has a structural steel frame with Bondek upper slab; various façade systems consisting of brick veneer, CFC/aluminium and steel cladding metal roof; extensive glazed areas; and vast soundproofing and attenuation. Both ground and first floor combined are approximately 2,600 square metres with an overall footprint of 10,680 square metres.

Project Manager Piotr Rzad said more than 300 people were inducted onto the site throughout the project which commenced in November 2019 on the Edinburgh North site. To maintain the business as usual, AWL relocated many core services for pets in need to Edinburgh North.

Temporary infrastructure had to be installed to cater for the loss of facilities at Wingfield once demolition of the existing centre took place. In March 2019, Kennett moved to Wingfield to redivert and install inground services to maintain AWL operations during demolition of the main building.

In May 2019, Kennett commenced demolition works at Wingfield. Piotr said the new facility integrates natural light wherever possible to aid with animal recovery and using LED lighting elsewhere.

It also has a best-practice veterinary clinic to prevent unnecessary offsite visits, a full fire protection system, solar power, double glazing and increased parking.

Challenges were site contamination and inground obstructions; sharing the site with the client; budget constraints; an extensive value management exercise; groundwater; and maintaining access and services to AWL occupied areas during construction.

Piotr said all of the internal partitioning and doors had been designed to achieve high acoustic/soundproofing in order to reduce animal stress due to noise transfer between dog and cat zones.

“The site is a brownfill site that years ago was a public dump,” he added. “During the initial environmental testing it was declared an intermediate contamination site. During construction it was also discovered that the area beneath the newly demolished building had pockets of high-level contamination.

“These were dealt with according to relevant environmental protocols. The building design was altered to allow the building floor to be raised, resulting in less contaminated soil coming out. Along with the design change, Kennett undertook an extensive bore-log testing regime to further pinpoint and zone off the highly contaminated spoil from the intermediate.

“These areas were excavated separately with separate stockpiles clearly defined.

Contaminates found were fragments of asbestos in localised areas, along with an extensive amount of rubbish in the form of bricks and concrete debris throughout the entire site.”

Summing up, Piotr said: ‘The building design has been very well thought out. It allows for ease of circulation and wellbeing of both people and pets. This is very important in the current COVID-19 circumstance. The design has been made very flexible to cater for any future considerations or needs.”

Dog Fence rebuild set to ease a century old problem Parts of the South Australian Dog Fence that stretches 2,150 kilometres from the Great Australian Bight to the NSW border are more than 100 years old. A rebuild begun in May 2020 promises to be a game changer for the state’s livestock industry by stopping wild dogs from migrating into land used for sheep production.

The rebuild will take five years and costs $25 million (federal government $10 million, state government $10 million, and the livestock industry $5 million). It will save farmers, land managers and pastoralists up to $97 million in wild dog management costs over 20 years. Similar exclusion measures are happening in NSW (see below).

SA Dog Fence Board chairman and Orroroo farmer Geoff Power is two hours from the barrier. His property, Sambas, carries 3,000 Merino sheep on 16,000 acres. Geoff, who has suffered losses, said some properties could no longer run sheep due to dog predation. “Over 1,000 dogs were either trapped or shot in 2019, not counting baited dogs,” he said.

“The fence has been a great barrier for over 100 years. We believe 1,600 kilometres needs replacing or serious upgrade. The challenge once the Dog Fence is rebuilt will be to remove dogs from the south.” Geoff said this would be achieved by trapping, ground and aerial baiting, and opportunistic shooting.

A $100,000 bounty scheme for pastoralists to humanely kill wild dogs on their land began in early April 2020. It is part of the state government’s $21 million drought relief package. Farmers can receive $120 an animal but they must submit photographic evidence of each dog killed humanely on their land for verification. “The scheme is working well,” Geoff said.

The genesis of the federal commitment to the project occurred in 2018 when Federal Agriculture Minister David Littleproud attended the Jamestown Show and met members of the SA Dog Fence Board.

Grasping the significance of the project, he and the Federal MP for Grey, Rowan Ramsey, worked together to secure the funding.

“Wild dogs have been tearing thousands of sheep to pieces in the areas to the south of the leaking fence,” Mr Ramsey said. “Now is the time to act and I am pleased we are stepping up to do that job.”

WHAT’S PROPOSED The rebuild program, including the fence design, has been determined by the Dog Fence Rebuild Committee following consultation with stakeholders and wild dog fence managers in other jurisdictions.

With a majority of the Dog Fence Rebuild Committee members being pastoralists, many with properties adjacent to the fence, their knowledge and working experience of the fence have significantly contributed to the new fence design.

The new fence will be 1.5 metres high and be mostly constructed using steel posts (although pine posts will be used in areas where the substrate soil is particularly saline), 15/50/15 mesh with a 40-millimetre footing on the outside to discourage any animal digging under the fence.

There will be slight variations to this standard set-up to accommodate particular terrains along the route or in areas where there are additional pressures from other pest animals such as camels.

A tender process sought applications from suppliers of materials and fencing contractors required for the rebuild. The successful companies have been appointed to panels that will bid for projects in the next round of works.

Fencing contractors chosen are: A&K Rural Contractors Pty Ltd, Birubi Australia Pty Ltd, Burra Fencing Contractors, Dixon Fencing Pty Ltd, Indelmir Contractors Pty Ltd, Kowald Industries, MG & R Harris, Mount Charlotte Trust & Figure 8 Contracting, RN & SA Hatch Fencing Contractors, RNCO Co., SA Outback Company Pty Ltd, SE & DJ Wright A & Son Pty Ltd, and Vas Martin.

Burra Fencing Contractors and supplier Elders Rural Australia Limited have completed the first rebuild contract – 11 kilometres of complete rebuild and 15 kilometres of new lap mesh contract – at Erudina and Curnamona stations in midJuly 2020. Work on the next section – 115 kilometres from Curnamona to the NSW boarder began in the last quarter of 2020.

Director of Burra Fencing Contractors, David Miller, said it was fitting that a local company would be part of building the first section.

“We have worked in the northeast pastoral country adjacent to the Dog Fence for many

years, and we are proud to use our local knowledge in this important project, which is bringing jobs and money into regional South Australia,” he said.

Wire netting was used for the original fences, initially constructed by the early pastoralists to protect their flocks from dingoes, wild dogs and rabbits. As time went on, neighbouring properties then grouped together to become enclosed within ‘dingo-proof cells’.

The first official steps towards the SA Dog Fence began with the first Vermin Districts Act passed in 1894. The amended Act in 1931 included an aim to establish verminfenced districts in areas of the state not under local government jurisdiction.

Following World War II, a review of the existing vermin-proof fences in the northern pastoral districts led to the Dog Fence Act being passed by Parliament in 1946, coming into operation in 1947. The review also determined the re-alignment of the fence, which was not completed until 1960.

The area is predominantly flat semi-rural country, with livestock production (cattle and sheep) the main primary industry activity. The substrate along the fence ranges from soft sand (sand dunes) to limestone, the latter particularly at the western end of the fence. There are also some hilly and dry creek sections.

The degree of deterioration along the fence varies with the whole fence subject to an ongoing maintenance program managed by the local Dog Fence boards, involving patrolmen inspecting the fence on a fortnightly basis and making any necessary repairs.

New South Wales is in the process of extending the NSW Border Wild Dog Exclusion Fence (currently 583 kilometres in length) by another 742 kilometres. The $37.5 million project is to safeguard drought-ravaged farms from wild dog attacks which cost NSW $22 million every year.

The new fence will stretch an extra 420 kilometres east adjacent to Mungindi on the NSW-QLD border and an additional 322 kilometres south to the River Murray at the SA border. Construction got underway in September 2020 and will take two years to complete. The first 35 kilometres south of the existing fence on the NSW-SA border was fast-tracked to meet the finish point for the SA Dog Fence (anticipated by Christmas).

Industry Advocate Update The South Australian Government spends over $11 billion a year on purchasing goods, services and construction activities. This spending underpins the provision of most public services, has a significant impact on employment, business activity and investment in the state, and also generates substantial social and environmental benefits.

Last month, His Excellency the Governor, approved my reappointment as the Industry Advocate for another three years.

The continued leadership has provided certainty to my Office and this is particularly important as industry participation associated with government contracts will play a key part in rebuilding the State’s economy following the devastating impacts from the COVID-19 pandemic.

There is a case to act now to improve the immediate impacts but in the long run, there is a need to redesign the supply chains of government funded projects where increased resilience is a key design factor.

The impact from the COVID-19 pandemic has created many challenges for global supply chains. For example, the exponential growth in demand for certain products such as Personal Protective Equipment (PPE), and the disruption from those countries who provide significant amounts of manufactured products into the country.

There were many cases where urgent action was required to improve the immediate impacts of widespread shortages for key products, but in the long run, it has become more important than ever to redesign our supply chains where increased resilience is a key design factor.

Of course, resilience in our supply chains can be achieved in many ways – from diversifying the supplier base, to utilising innovation and technology to improve productivity. Some may view this as an issue for industry alone but the public sector will play a critical role.

Long-term strategies are needed for national, state, regional and local economies if they are to recover quickly from this crisis.

In preparing strategies, we must not be afraid of change or to do things differently.

Many things we were used to will not go back to the way they were, and we must learn from the experiences and innovation gained in doing things differently as government, business and industry work our way through the crisis.

This methodology will continue to be applied to projects that have potential to deliver broader economic benefit to the State.

Upcoming projects such as Adelaide’s North-South Corridor and Victor Harbour Road Duplication will include an emphasis on opportunities for South Australian Small to Medium Enterprises, Aboriginal Businesses, Skills and Knowledge Transfer, Trainees/Apprentices, and Design and Specification.

The early feasibility work packages for the Adelaide North-South Corridor will have a focus on ensuring design and specification are not obstacles to the South Australian supply of required goods or services and that design specifications should use Australian standards, or standards regularly used in Australia, and be performance oriented rather than design specific where possible.

A MAJOR SAFETY UPGRADE IS EXPECTED TO COMMENCE AT MOUNT BOLD RESERVOIR IN 2022-23, SHOWN HERE AT HIGH WATER LEVEL.

Reservoir drained ahead of major safety upgrade Mount Bold Reservoir was taken out of commission for four to five weeks recently for maintenance and condition assessment, requiring Adelaide’s largest water storage (46.4-gigalitre capacity) to be drained for the first time in 26 years. It was to prepare for a major safety upgrade expected to commence in 2022-23.

South Australian civil engineering and construction company Bardavcol was the main contractor, with GHD responsible for design. Planning for the early investigative works began in early 2020, and Bardavcol mobilised to site in early May. For the safety of the community and work crews, the Mount Bold Reservoir Reserve was temporarily closed to the public while these preparatory works were undertaken.

On-site works were completed in early June, with the reserve reopened to the public at the June long weekend.

The downtime was used to isolate the dam’s valves and pipework, refurbish the steel gate guides and bellmouth inlets, and carry out a detailed condition assessment of parts of the structure that would usually be underwater. To enable these works, the reservoir was emptied over a period of several weeks beginning in February when the water was around 14 gigalitres — or 30 per cent of capacity.

While a small amount of water was still in the reservoir, a licensed commercial fisher removed fish, predominantly carp, which was either sent to the Sydney fish market or

supplied for fertiliser. Just over 27 tonnes of carp were removed, along with 52 turtles.

The turtles were rehomed in nearby bodies of water.

Mount Bold functions as a storage for both natural inflow and water directed from the River Murray. This stored water is diverted via the Onkaparinga River to the Happy Valley Reservoir where it’s then put through the nearby treatment plant before being supplied to a substantial part of metropolitan Adelaide — around 450,000 homes and businesses.

To ensure minimal wastage, water continued to be diverted to Happy Valley until Mount Bold was empty. Diversion of water from the River Murray to Mount Bold was also stopped during this time.

With the storages at Happy Valley full, the treatment plant was then temporarily taken offline for planned essential maintenance, with the Adelaide Desalination Plant used to provide the majority of supply for customers who usually receive a combination of water from the desalination and Happy Valley facilities, fulfilling one of the operational purposes of the desalination plant.

During the emptying of Mount Bold, water was also released from the reservoir into the Onkaparinga River, as part of licence obligations relating to the harvesting of water in the Western Mount Lofty Ranges.

This helps to support the ecological function of the connecting watercourses, primarily below Clarendon Weir.

Around 30 megalitres a day (ML/day) was released in the months leading up to the reservoir emptying, increasing to 400 ML/day in late April and then reducing to between 7.5 and 30 ML/day in the weeks following. Oversight of this ongoing environmental flow program is led by Natural Resources Adelaide and Mount Lofty Ranges, and has been developed with the support of SA Water.

NO WATER WASTED "The key point here is we haven't wasted any water from Mount Bold," said SA Water General Manager of Asset Operations and Delivery Mark Gobbie. "It’s only a four to five-week exercise and we start to fill the dam again from there. Otherwise we would have had to do that work underwater with divers, so this was a much safer — and

probably more accurate way — of doing the work."

The bulk of the safety upgrade is expected to commence in 2022–23 subject to all relevant approvals and any technical constraints. The project is part of a $91 million SA Water investment plan which will also see the start of upgrades to dam structures at Baroota and Hindmarsh Valley.

Similar works have recently been completed at Kangaroo Creek Reservoir, also carried out to align with Australian National Committee on Large Dams (ANCOLD) guidelines. SA Water raised and strengthened the dam wall and widened the spillway at a combined cost of $94 million.

Taking nearly four years, the project included the rediscovery of a 1920s bridge and the removal of more than 27 tonnes of carp.

The water level at Mount Bold was last lowered to near zero per cent of capacity in 1994, making this only the second time in the reservoir’s history that it has been emptied. Mr Gobbie commented: “The dam is 85 years old and still in very good condition. This is credit to the skills and expertise of the early engineers who designed it and the construction crews who built it.

“Following the completion of the equipment replacement and condition assessment in early June, some of metropolitan Adelaide’s normal supply from the River Murray resumed movement via the Murray Bridge to Onkaparinga pipeline, to assist winter rains in slowly refilling the reservoir.

“A timeframe for refilling is partly subject to rainfall. Our dam levels across the Mount Lofty Ranges catchments usually peak between late winter and spring each year, and we keep our storage reservoirs at a lower level, to provide room for the expected heavy rains during this time.

Planning for proposed dam safety upgrades at Baroota and Hindmarsh Valley is still in the early stages. We expect to begin works at these sites within the next four years, as detailed in our regulatory proposal for 2020–24.”

Specialists ensure councils get a better ‘bang for their buck’ South Australia’s 68 councils collectively have a billion-dollar budget available for goods and services. Helping them get a better ‘bang for their buck’ is LGA Procurement, a commercial business unit owned by the Local Government Association of SA. Andrew Haste has been with LGA Procurement for nine years, the last four as Chief Executive Officer.

Firstly, a set of contracting tools and resources including a suite of panel contracts, providing a ‘ready-made’ and efficient option for purchasing. Secondly, a consultancy service offering tendering and contracting support on an ‘as needs’ basis.

And thirdly, leadership and sector capability through training, knowledge-sharing and value adds.

“Our role in assisting councils to deliver projects is focused on ensuring the interface between councils and suppliers is streamlined and efficient,” Andrew said.

“We know some suppliers find the cost of doing business with councils high, and that suppliers will ultimately pass these costs on through the process.

“We are here to help councils provide more certainty to suppliers and reduce risk, which help them provide greatest value for money.”

In 2018-19, the consultancy team delivered over $25 million worth of council projects, from repairing jetties to constructing roads, playgrounds and major sporting facilities.

Through its Vendor Panel, LGA Procurement also facilitated 1,200 transactions valued at $90 million and $15 million in direct savings to local government. It partnered with Port Augusta City Council to re-turf the Central Oval. “We negotiated with the preferred supplier to explore potential savings through different parts of the project,” Andrew said.

[Vendor Panel is an online procurement portal that is free for councils and meets probity, reporting and auditing requirements.]

“A GREAT EXAMPLE” “By facilitating genuine collaboration between the council and the supplier, we were able to deliver the project on budget and without any compromise to functionality.

This project was a great example of a council working with industry to deliver real value for their community.”

He added: “Given the potential for council projects to interact with so many areas of community life, we have found that council engagement with business, industry and community groups is crucial to the success of the project. Council purchasing is moving away from the historic transactional nature of procurement and towards a more collaborative, partnership model.

“I have visited eight regional councils in the past month and found that, in general, councils see their communities as highly resilient and they have a positive outlook for the future. While there has been a focus on the need for councils to limit rate increases this year, and many have done this, collectively, councils still have a one-billiondollar budget available for expenditure on goods and services in support of their communities.

“This hasn’t changed and council operations haven’t slowed down. There are many ongoing programs that councils will continue to roll out. For example, the Community Wastewater Management Scheme program will release up to $15 million worth of works contracts for suppliers.

“In addition, economic stimulus initiatives have released new grant funding for infrastructure projects, and a renewed focus on regional travel and supporting local business will open up new opportunities as well. If the events of 2020 have had any impact on our operations, they have only served to highlight the need for councils to get a better ‘bang for their buck’, and that is the service LGA Procurement is here to provide.”

Andrew said a recent state government decision to outsource rural road maintenance programs only impacts roads held by the Department of Planning, Transport and Infrastructure. “Council road maintenance programs are not impacted and will operate as usual into the future.

“As always, councils can access LGA Procurement panel contracts for works to ensure they are receiving the best possible pricing outcome from the market. We always make sure our panel contracts include local providers in regional areas.”

FEATURE - PROJECTS Brukunga CFS Bushfire Recovery Works donated by CCF SA Members One of the most bushfire prone areas of the Adelaide Hills and home to the CFS state training centre and local CFS station, has had a critically overdue fire tower and siren installed free by some of CCF SA’s finest members.

The work, on the main road at Brukunga, 40 kilometres from Adelaide, commenced on 25 November after local Member for Kavel, Dan Creegan, approached Melissa Ekberg from CCF SA for assistance to help defray the sizeable costs of the work.

Brukunga, where the CFS also has its state training centre, was at the heart of the deadly Cudlee Creek fires which swept through much of the northern Adelaide Hills last summer.

Since then, the Brukunga County Fire Service (CFS) Brigade and other local volunteers, many of them recovering from their own fire impacts last summer, have worked to raise the substantial funds needed to buy a replacement new siren tower for the township’s CFS station, as well as fund a new siren and have it installed in time for the impending bushfire season.

The existing siren had become nonoperational, and an inspection of the existing tower structure had found it to be structurally inadequate.

As project costs climbed and were potentially proving beyond the reach this year of the volunteers, even with the offer of a valuable donation of $13,000 by a member of the Brukunga community, our members rallied together to help.

The tower’s installation was completed

by Davison Earthmovers providing project management, excavation for footing and labour; Load 28 providing the crane to lift the new pole into place; further equipment from Coates Hire – Boom Lift; and Southern Quarries Direct Mix providing the concrete for the footings – all of the above work and materials donated free of charge. A massive achievement by all involved.

Works were completed ahead of schedule, and the siren is now operational.

Natasha is passionate about helping businesses in the building and construction industry as well as not-for-profit industry associations. “Giving back is really important to me,” she said. “I have experience in corporate and legal governance which allows me to give back to an industry that I have really enjoyed being associated with.”

She advises many members of industry associations in SA on matters relevant to them and their business. “In relation to businesses, prevention is better than the more expensive cure (being litigation) so I am passionate about assisting companies set up properly and have documents in place and reviewed to protect them rather than not having this done and relying on litigation to resolve things.

Asked what other advice she would give, Natasha responded: “Owning a business can be tough. Learn to ride the waves because owning a business is like being in a boat in the ocean. There are days when it is calm and days when you hold on for dear life – it’s gonna be a rough night in the eye of the storm.

“Always make sure you build and maintain good relationships and work with others as that will not only help you through the harder times but ultimately defines your success.

LEGAL HEALTH CHECKS

“Litigation can be expensive, timeconsuming and stressful. Sometimes it is necessary, but if it can be avoided for a business it is more cost-effective for them.

It also allows them to focus their business moving forward rather than the issue in dispute.

“From a legal perspective, make sure you regularly do a legal health check on your business so that you are best placed with your documentation in the event that a dispute with an employee, partner, shareholder and/or client happens. Spend time to do this as working on your business is just as important as working in your business.

“The court process is required on occasions and provides justice; however, it can be stressful, time-consuming and expensive

car can be an expensive mistake. For some businesses it has been fatal and the cause of their collapse. Have a lawyer as part of your team who wants to work with you, not just for you.

“They will get to know your business and how it operates and the documentation it has in place. This will allow the lawyer to give advice quickly should a legal issue arise and allow you to pivot to respond rapidly and for a lot less money as the lawyer knows your business and is part of your external adviser team. Doing this will provide some legal security in your business operations as well.”

Clarke Hemmerling Lawyers recently won a case in the High Court 5-0. This was in relation to whether a restrictive covenant applies to subsequent purchasers of land where it cannot be seen from the Certificate of Title or documents on the register at the Land Titles Office who benefited from the restrictions.

Natasha said the decision reinforced and clarified the meaning of “notified” under s69 of the Real Property Act and resulted in the restrictive covenant not applying to their client’s land, allowing them to do what they wished with the land. “This is definitely a

career highlight as many lawyers never get to the High Court in their entire legal career,” she said. The decision was delivered in November 2020.

Her firm has successfully run several claims in SA under the Security for Payments legislation as well as cases in relation to defective works. Natasha is “most proud” of the cases that are settled quickly and cost effectively for the client with little to no court intervention.

“This gives a result – because it is out of court – that the client is in control of, which is important. Whilst it cannot always be achieved and the court is required in some cases, it is an option that should be utilised as a commercial and practical approach in business and is often the best.”

How long have you been in business?

Five years as SA Trade Licensing, six years previously as a Building Licensing Manager for Consumer and Business Services.

Just myself. I do have a contractor I engage ad hoc during peak times. However, this is just for administrative purposes. I’ve found over the years that clients want to deal with me directly due to my industry and licensing knowledge.

Where are you located?

How did you start your business? After working years within licensing and seeing tradesmen fail the technical interview because of poor advice given or just not having a strong understanding of the process, I decided to launch SA Trade Licensing to assist in paperwork, compliance and technical interview preparation for all builders’ licenses.

What are your core business activities/specialties?

Builders licence technical interview preparation. Complete and lodge all licensing paperwork on behalf of clients.

Provide templates and ensure clients apply for the builders’ conditions specific to them and their business. Consultancy advice regarding compliance for all builders licensing matters.

Creating a fixed-price, up-to-date service for clients, that provides access to the information they require to study for the builders’ technical interview. This is a first for South Australia.

WHAT QUALIFICATIONS DO I NEED TO GET INTO THE INDUSTRY? Many roles in civil construction do not need a university degree and you can enter the industry straight from school. A good work ethic and a positive attitude towards safety are by far the best start.

WHAT WOULD IT INVOLVE? As a GENERAL CIVIL CONSTRUCTION WORKER, your role will be varied and may include pipe-laying, bituminous surfacing or traffic management.

In most circumstances, operators working in civil construction undertake a Contract of Training to complete their Certificate III in Civil Construction whilst they are working full time, with a registered training provider, such as Civil Train. If you wish to become a supervisor you can also do on the job study at Certificate IV level.

As a PLANT OPERATOR you may operate one or more machines. The skill of operating large machines such as excavators, bulldozers or graders should not be underestimated and it takes years of experience to be an efficient and precise operator.

Its peak body, with a membership of more than 500 contractors and associate members, is the Civil Contractors Federation South Australia (CCF SA), founded 56 years ago to represent, promote and protect companies and other MEMBER organisations with business interests in civil construction.

He said the company’s biggest break came in the early 1970s with its heavy involvement with the oil retail/wholesale industry and its follow-on environmental needs.

CCF SA‘s Chief Executive Mr Phil Sutherland said the association was proud of the fact that there were many longstanding companies within the membership.

“The strength of the CCF SA is in its large, diverse membership,” he said.

“The longevity associated with many of our members attests to the fact we are member driven and give good value for the membership dollar. As a result, we enjoy a high level of member satisfaction.”

“The CCF SA today is highly visible and influential, delivering a range of useful services to our membership including advocacy, events, information, training, and apprenticeships.”

Two of the CCF’s original contractor members are still in business while 14 other companies are at or approaching 50 years of membership. Some of their stories are told here.

“Our biggest achievement in business was being recognised by the CCF for our commitment and long association with the industry,” said Chris.

E R SILVA PTY LTD E R Silva Pty Ltd received the President’s Lifetime Achievement Award (Corporate) in 2018. The company was founded in 1930

by Norman Leane-Silva as NJ Silva Fuel and Fodder Merchant at Port Road, Albert Park.

The name was changed to NJ Silva and Sons in 1945 and in 1950 transitioned into earthmoving and contracting, from the same location.

Managing Director Chris Silva tells this writer he never intended to be an earthmover. He started out as a cadet in the SA police force but shifted gears “when my dad offered me a job in the family business”. Asked his guiding principle in business, Chris said: “To deliver good, honest and reliable service to our customers.”

DK QUARRIES PTY LTD This Port Lincoln enterprise was started by Jim McDonald initially as an earthmoving business. Over the years, Jim and his wife Barbara expanded it into quarrying and landscaping – and notched up 50 years as a founding member of the Earthmoving Contractors Association of SA, now the Civil Contractors Federation South Australia.

Tim, their son who is Managing Director, said his most important consideration was to be able to manage the resources. The company had been working at the site since 1964 – his father had established the initial quarry to provide crushed ballast for BHP’s railway line between Coffin Bay and Port Lincoln.

Over the past 50 years, the business had been able to develop around 20 different products from the quarry, and was able to produce specific materials for large orders. It had also diversified into supplying landscaping materials and providing earthmoving services for a wide range of commercial and domestic services.

After a trip to Kalgoorlie, Joe came home to another civil construction job offer, this time within the new estate of West Lakes. “What a money pit that was,” he said. “A private developer from Sydney was making a hell of a mess. I became the works manager and had 120 people working under me including several of my brothers.

“After a change of developer, I took over the civil construction side completely. One of the first things I did was get hold of as many scrapers as I could and got the job back up and running.”

These included the base work for the Port Lincoln South Australian Cooperative (SACBH – now Viterra) silos, bunkers for the Cummins silos, supply of materials for the Lincoln Cove and Tumby Bay Marina and machinery, extensive channel work for the Tod River Reservoir, and construction of a rock seawall at North Shields. “We have also worked on the construction of landfill cells for the local council,” Tim added.

Would he do any anything differently if starting out today? “We probably should have kept the concrete batching plant that we sold to Pioneer Concrete in the 1970s.”

Will the company remain in family hands when you retire?

“I don’t envisage retiring anytime soon but (am) confident that the company will remain in the family for many years.”

TCM NOMINEES PTY LTD General contracting services such as heavy construction projects is the line of business offered by Tripodi Group (TCM Nominees) based in Cavan in Adelaide’s north. A member of the CCF for 47 years, the business was founded by Joe Tripodi in 1972 with only 25 employees.

It has flourished through the years, his achievements and resilience evident.

Joe was born in Kalgoorlie but grew up in Campbelltown where he and his five brothers and two sisters helped Dad, a market gardener. Told by his father at 15 to get a job, he walked into the Campbelltown council office and was hired on the spot as a labourer, the only credential required that he was a Catholic.

Around this time he met Rodney, ‘a good man’ and surveyor who offered him a job as a chainman. “I didn’t know what a bloody chainman was but I said yes. Rodney taught me a great deal and gave me the confidence and the ability to advance within the civil construction earthmoving industry.

“As Campbelltown Council grew, an engineer was hired who took on Rodney’s role and I was placed back into the field with a gang to manage stormwater projects.

I was 17 at the time with a crew ranging in age from anywhere up to 50.

“At 19, I left the council after winning my first tender to complete the Sturt Road stormwater project. I ended up taking a permanent position with a Dutchmen named Dan Struik. This commenced the next chapter in developing my career, not only taking on works within stormwater but also roadworks and general civil construction.

“At 21, a concreting company offered me a subcontracting role which consisted of sourcing work and submitting tenders. In addition, I surveyed all their projects and learnt about kerbing. Then I caught the eye of Rocla – they were impressed by my gang’s speed and efficiency.

“They provided me with details of a large project commencing in Whyalla through a company named Beltrame. The work in Whyalla kept me busy for a year. At 23, I married Patricia and at my father’s

Ten weeks later, McMahon’s moved him to Ceduna to complete surveying work there.

He was with McMahon three years in total.

At the ripe age of 30, Joe knew he was more than prepared to branch out on his own.

His first brave steps in officialising TCM Nominees almost 50 years ago seem like only yesterday.

Straightening Devil’s Elbow on Mount Barker Road was memorable because it attracted huge publicity. “We got that job because of our innovative approach. We installed a conveyor belt over the road and used large volumes of dynamite to move over 100,000 cubic metres of rock.”

Another major achievement was completing construction of the Port Augusta Power Station in record time in 1983 by working 24 hours, 7 days a week for 12 months.

Asked if he would do things differently if starting out today, Joe said: “Hindsight is a wonderful thing; maybe don’t be fearful of the big players.”

And what happens when he retires?

“All my children and their partners and even some grandchildren play a part in the success of TCM. I have no doubt their success will continue when I am gone.”

EICHLER EARTHMOVERS PTY LTD Mannum-based Eichler Earthmovers with 45 years of membership was recognised by CCF SA in 2017 with a President’s Lifetime Achievement Award in the corporate category.

Eichler is a second-generation family owned company. Its founder, the late Cec Eichler, obtained work constructing levee banks in Mannum during the 1956 Murray floods.

MEMBERS FEATURE CAVE QUARRIES PTY LTD AND CAVE CIVIL & ENVIRONMENTAL SERVICES The Cave family’s earthmoving business started in the 1950s when Reg and Anne Cave moved to Tumby Bay on the Eyre Peninsula with a single small woodensided truck to work with the then Highways Department.

Stephen Mattner, the longest-serving staff member of Eichler Earthmovers Pty Ltd, presenting Shane and Kerry with a memento inscribed “movin’ dirt” to mark the company’s 50th year milestone at their recent staff birthday celebration.

The partnership of RG & AL Cave grew steadily with Reg working for local councils as a cartage contractor. Reg and Anne were both active in the ECA (Earthmoving Contractors Association) and TTOA (Tip Truck Operator Association) that later became the CCF.

A grateful dairy farmer gave him a tractor which Cec used to start a solo operation, CR Eichler, which grew into Eichler Earthmovers in 1971.

Their sons Anthony and Paul joined the partnership and the business became Cave Earthmovers, later RG Cave and Co. When their parents retired in the 1990s, the brothers took over and expanded the business. They won large contracts for roads, subdivisions and grain storage bunkers and diversified the business to include rubbish collection, two landfill sites and an in-house hard rock quarry.

Following his death in 1991, Cec’s widow Claire and daughter Kerry ran the business.

Shane Yeates, Kerry’s husband-to-be, joined the firm and became a self-taught engineer who stepped into Claire’s shoes when she retired in 2005. Kerry is the company’s Business Manager.

During this time, the company employed 27 people, including four grandchildren of Reg and Anne. In 2013, the business again diversified. Paul formed Cave Civil & Environmental with a focus on waste management (later acquired by Veolia Environmental) and Civil Construction.

Her advice: “Always operate with the mindset it’s not how much money you can make but how much you can save from not spending.” Kerry adds that what put Eichler ‘on the map’ was work in the 1970s on the construction of West Lakes and Football Park and the contract for Speedway Park, a dirt track racing venue 27 km north of Adelaide in Virginia.

Anthony operates Cave Quarries which provides civil, demolition and earthworks services to the construction industry, and manufactures and supplies an extensive range of concrete products for residential construction. It also operates a hard rock quarry south of Tumby Bay and mobile crushing operations.

“We have always been grateful for the opportunity to take my Dad’s modest business from his passion to what it is today,” Kerry said. “There have been so many great moments and achievements in 50 years.”

Eichler today has a staff of 25 and a large earthmoving fleet.

“Reg and Anne’s kids, grandchildren and now great grandchildren are all growing up in and around civil construction machinery and it really does flow in the Cave blood.

Paul’s son Josh, and Anthony’s son Jacob, are now managers in the two businesses and it would be nice to think the Cave name will carry on.

“The two businesses that descended from RG Cave and Co are going well today in the current tumultuous times and an often-used quote from Reg sticks with both brothers to this day:

“If you do a job that you love, then I think you never work a day in your life.”

PRIDHAM EARTHMOVERS PTY LTD Allan Wilkey is Senior Estimator and Financial Officer for Pridham Earthmovers, a civil construction company in North Plympton. The company mission statement says “We’ll move the earth to make your next project happen,” is on the company’s business card.

The company is one of the oldest members of the CCF still operating. It was established in 1958 by two brothers and incorporated in 1975. “We like to think that because we are a family business we treat our customers like family,” Allan says. “We build up ongoing relationships with our clients in a professional manner that sees them coming back year after year.”

The highly skilled staff undertake various projects across the metropolitan area.

Recalling earlier days, Allan says: “I wanted to support my parents, Harold and Betty, in running the business. I started as a labourer, then moved into the office to learn estimating. My guiding principle in business is to treat people as I would like to be treated.

Asked if she would do things differently if starting out today, Kerry responded: “To be honest, I don’t think it would be that easy to start a business of this complexity today. With the amount of competition in our industry it would be a tough gig.

“Dad had a saying, ‘Never go backwards if you can go forwards.’ I think that was an earthmoving tip, but probably more a metaphor for life.”

In notes provided for this article, the family say the principles of hard work and fair business management passed down from Reg and Anne means there should always be a Cave in some form earthmoving on the Eyre Peninsula.

“Over the years, we have worked with a group of clients and built strong, supportive relationships, which have been mutually beneficial. My greatest moments have been seeing my sons, Tony and James, show an interest in earthmoving from an early age, and now working with them in the business.

This black and white photo was taken in about 1955 at a worksite in Newton, a suburb northeast of the Adelaide CBD. Seated in the truck and flanked by his original crew is Alfonso Beltrame who founded Expert Terrazzo & Cement Works that’s now Beltrame Civil Pty Ltd. The truck was the first owned by the business.

Starting out with a backhoe and a couple of old trucks, Beltrame Constructions successfully tendered for road, pipeline and electrical distribution construction works. After experiencing early success and growing a loyal client base, the business continued to expand.

BELTRAME CIVIL PTY LTD In 2020, Beltrame Civil celebrates 65 years of operation after being established in 1955 by the family patriarch and founder Alfonso Beltrame. Alfonso migrated to Australia from Northern Italy after the Second World War and upon arrival in Adelaide held a number of jobs before breaking out on his own to found the company, then known as Expert Terrazzo & Cement Works.

Initially focused on drainage and concrete kerbing contracts, the business grew rapidly and employed more than 60 people by the mid-1960s. In 1967, Expert Terrazzo & Cement Works became a member of the CCF SA’s founding organisation, the Earthmoving Contractors Association of SA, and has held ongoing membership throughout the past 53 years.

During the early 1970s, Alfonso was joined by his four sons as each completed his schooling, and together they formed Beltrame Constructions. Management responsibility was transferred to the eldest son, Lino. It was around this time that a tough economic environment led the business to change direction to specialise in civil construction.

Over the next three decades, Beltrame Constructions built up an extensive fleet of plant and equipment, and along with its team of dedicated staff, has delivered countless major projects across all infrastructure disciplines.

During these years, Lino and his youngest brother Claude pioneered many construction methodologies and production techniques which have kept Beltrame at the forefront of the civil construction industry in SA. In 2000, Beltrame Constructions was renamed Beltrame Civil to better reflect the expansion of services and engineering solutions being offered to clients.

Business capabilities have grown to include construction of road and bridge infrastructure; pipeline infrastructure across electrical, stormwater, waste and potable water distribution networks; electrical infrastructure including substations; bulk and detailed earthworks; wetlands and bioretention basins; major subdivisions; sports fields; airport runway and taxiway upgrades and renewable energy battery storage facilities.

In the past decade, the third generation of Beltrames have joined the business: Gerard, David, Steven and Nicholas now have roles, with Gerard becoming General Manager in 2008. Gerard has also been on the CCF SA Board for the past 12 years, serving as Branch President and National Board representative for some 4 years of that period.

Summing up, Gerard said: “Sixty-five years on, and with a third generation of our family at the helm, Beltrame Civil remains a proud family business, delivering quality projects to our valued client base across the private and public sector.

“As a CCF SA member for more than 50 years, we are passionate supporters of the civil construction industry and recognise that strong industry representation is key to ensuring a sustainable business environment for the next generation of South Australian civil contractors.”

New roadway deck for Port’s historic bridge Traffic is flowing again on Port Adelaide’s historic Birkenhead drawbridge following a $3.7 million upgrade. The timber roadway deck on the elevating ‘bascule’ span has been replaced with fibre reinforced polymer (FRP) and the eastern timber footpath on this span with an aluminium deck.

Minor steel protection works, bitumen surfacing and line-marking followed.

The Department for Infrastructure and Transport awarded the state government contract to McMahon Services Australia Pty Ltd which began construction in August 2020 and was off-site by December 2020.

Completion of the project made possible the lifting of a heavy vehicle weight limit, including buses, imposed in 2019 due to the bridge’s age and deterioration. A 10-week closure to vehicles during construction ended in early November 2020. Nowadays, 16,400 vehicles cross the bridge daily.

The original bridge carried four lanes of traffic until 2014 when two lanes were converted to pedestrian and bike paths.

The original timber deck was replaced with new timber in 1962, eliminating original fabric that might otherwise have played into heritage considerations during the latest upgrade.

The ‘new’ bridge does however retain considerable heritage significance as SA’s first bascule bridge. Maintaining the ability to open the bridge was essential and challenged the contractor to select deck replacement materials of an equivalent weight to keep the bascule balanced.

Once the old deck was removed some steel was found to have suffered corrosion and required remediation. Note: A bascule bridge – more commonly referred to as a drawbridge – has a counterweight that continuously balances the moveable span as it is raised to provide clearance for boat traffic.

On average, 15 to 20 people were at the Birkenhead project daily. Tradies included scaffolders, demolition operators and labourers, blasters and painters, boilermakers, crane operators, manufacturers (preparing new deck panels), carpenters plus a surfacing crew.

Some 185 square metres of the roadway deck were replaced with FRP. This was supplied as Wagners Bridgedeck® panels 1250mm wide and 9.5 metres long. Thirty panels were used, each consisting of 10 x 125mm SHS (square hollow section) bonded together. The panels are bolted to the existing steelwork.

“The works undertaken will ensure the bridge’s long-term structural integrity and safety for all users, including more than 16,000 vehicles that use it every day. We appreciate the patience of the community and users while these important works were undertaken.”

McMahon Services used a 12m x 6.8m barge to transport sections of scaffold to the bridge, then utilised lifting equipment (chain blocks) to lift the scaffold structures into place. This allowed most of the scaffold structures to be pre-constructed at Dock 1, reducing the construction time on the bridge, all while maintaining traffic and pedestrian access.

The timber is being disposed to a dump licensed for hazardous materials, as it was chemically treated prior to being installed in 1962, and has been surfaced with various bituminous and epoxy materials.

Minister for Infrastructure and Transport, Corey Wingard, said the Birkenhead Bridge had special significance for Adelaide. “It was South Australia’s first bascule bridge and was state heritage listed in1993 because it was also Australia’s first double-leaf bascule bridge,” he said.

FAST FACTS Birkenhead Bridge links Port Adelaide to the LeFevre Peninsula and is the first bascule drawbridge constructed in SA. It was built from 1937 to 1939 and officially opened on December 14, 1940.

The bridge is 246.44 metres long between abutment bearings. It provides two lane carriageway 9.5 metres wide, a 1.8-metre-wide footpath on the eastern side and a 4.5 metre shared cycle and footpath on the western side.

The centre span 41.8 metres wide (between trunnions) is of a double bascule type.

The fairway in the Port River for the passage of vessels is 30.5 metres wide between timber fenders.

The eight approach spans are steel girders (part riveted, part welded) and concrete deck, while the bascule span employs riveted steel cantilevered trusses with the previous timber decking.

The bridge is listed on the South Australian Heritage Register.

CIVIL INDUSTRY WORKFORCE AND APPRENTICESHIPS Uncovering insights from two top industry leaders the highest number of workers over 50 years of age, a massive 1/3 of our workforce.

The Construction Industry Training Board (CITB) report – ‘A Workforce and Skills Profile of the South Australian Construction Industry, August 2020’ provides an interesting snapshot including these highlights:.

As an unusual 2020 comes to a close, we spoke to respected industry leaders Paul Davison – Davison Earthmover’s CEO, and CCF SA President, and Michael Jeffery – LR&M Construction’s CEO and CCF SA Board Member. Paul and Michael are also Directors of the newly formed Civil Apprenticeships and Careers Ltd (CACL) Group Training Organisation (GTO), with Michael also the Chair. Topics covered relate to our Civil Industry workforce, including the need to support a much greater number of apprentices for current and future works.

PAUL: The figures from a recent industry report and ongoing Federal and State Government focus on apprenticeships, and calls for our ongoing attention and hard line action to ensure our industry and businesses address a shortfall in available skilled personnel.

MICHAEL: A ready, capable and skilled workforce is critical. Further to Paul’s comment, if the industry isn’t maintaining its commitment and making positive change to address current workforce shortfalls, our industry will suffer. We can only develop our capacity as an industry where a robust pipeline of apprentices and trainees exists.

Data suggests we still have work ahead of us.

MOST CIVIL WORKERS ARE 50+ We need only look around our projects and our workforce to appreciate youth is poorly represented. Of all South Australian construction workers our Civil Industry has

» Civil Industry has the highest number of workers in its occupations category of any other trade, achieving 9,892 (Table 1). » A massive 21% of the CITB defined ‘construction workforce’ are Civil Construction workers – this is more than the combined total of electrotechnology, carpentry and joinery, plumbing and gas fitting Civil Construction industry1. » The largest group of workers over the age of 50 at 3,3972 are civil workers. This is the highest percentage of workers over 50 in comparison to other trades in the construction sector at 26.8%. (Table 5).

Up until now, youth have overlooked our industry as we previously had no Apprenticeship pathways. Further to this, many schools and the community were also unaware of our industry – who we are, the work we undertake and its significance.

PAUL: Our industry is at risk of being depleted of skilled workers due to our aging workforce. For some time, there has been some reluctance for companies to invest in training for the future as well as small numbers of new employment out of high school.

I believe the reluctance for our youth to enter our industry in the past was due to a lack of formal outcomes. The new Apprenticeships in Civil will give a clear long-term future for the next generation of civil contractors.

MICHAEL: We currently have an excellent group of highly trained and experienced workforce out in the field, but they need a steady stream of new entrants into the field to pass their knowledge onto.

THERE AREN’T ENOUGH NEWLY QUALIFIED WORKERS TO REPLACE THOSE RETIRING To further compound our aging workforce concerns our replenishment ratio (the ratio of apprentice completions to an adjusted total employment estimate) is one of the lowest rates across the construction industry at 1.3%.

This simply means that there are not enough newly qualified Civil Tradespeople to replace those retiring or leaving the industry, to maintain our industry’s workforce, according to Australian Bureau of Statistics (ABS) estimates based on 2019 apprenticeship completions.

It is predicted this skill replacement gap will continue to increase, and the number of apprentices employed today and, in the future, will fall short of industry need.

A strong supply of apprentices is essential as it brings to industry: » quality training and outcomes » improved industry image as school students are attracted to industry careers » business confidence and greater industry participant applications across the board.

APPRENTICE NUMBERS ARE TOO LOW Both CITB Support Apprenticeship figures and Australian Bureau of Statistics (ABS) Employment data suggest Civil Apprentice numbers are too low to support our industry now and/or in the long term.

Our Civil Industry reports a Training Rate of 9% (table 4), which research suggests is 6% lower than the recommended figure of 15%.

Research by the Western Australian Building and Construction Industry Training Board in its 2018-19 Annual Report suggests “… that industry needs to train at a training rate of 15% to replace tradespeople leaving the industry through normal circumstances such as retirement.”3

PAUL: Hopefully the new apprenticeships in civil will give young adults coming out of high school the clarity that Civil Construction is a long term viable career choice. While a long term and variable pipeline of projects in SA should give companies the confidence to invest in its youth.

Unless this happens, we risk falling short on delivering quality outcomes in the future.

MICHAEL: Across our entire industry we’re looking to grow our capacity to deliver the vital infrastructure this state needs. However, at these rates of replenishment we’re at risk of going backwards, which we obviously must avoid at all costs.

COMPETITION FROM NEW INDUSTRIES With other industries also seeking apprentices, building our own strong, sustainable workforce is no mean feat. We not only compete with traditional trades (who receive greater funding and support) but face challenges from defence, space, ship building and mining (who have strong media presence and brands that appeal to our youth and their parents).

CACL and other industry representatives, attend schools and promote themselves regularly as ‘industries of choice and of the future’. Unless that can be matched by growing apprenticeship opportunities within the industry, our numbers will not grow.

CIVIL INDUSTRY WORKFORCE AND APPRENTICESHIPS PAUL: Davison Earthmovers engage apprentices through CACL to ensure CACL has a strong, passionate, consistent presence in the community, primary and high schools. It is the only ‘Civil Careers’ voice promoting us to South Australia’s youth; without CACL, kids may be drawn into other industries presenting enticing alternative career options. The advocacy CACL undertakes is critical to our industry as we as an individual business cannot access as readily the Education Department, Department for Innovations and Skills, community or schools to promote workforce needs or its opportunities.

MICHAEL: South Australian industries across the board are reframing themselves; some will strengthen whilst others will weaken, thanks to Covid-19. With both State and Federal Governments pushing manufacturing and other industries such as defence, information technology and STEM careers, our industry is at risk of losing out when it comes to attracting new industry participants and apprentices.

Without CACL promoting the new and amazing apprentice pathways into our industry we are all at risk.

LR&M Constructions supports CACL by hosting their apprentices to ensure CACL can continue to promote our industry to primary and high school students, community program participants and others as our potential next generation of workers and leaders.

WITH RISK COMES OPPORTUNITY Our workforce issues are current and real, yet present opportunities. We have an aging workforce and youth significantly underrepresented within civil construction trades; by its very nature, these two elements speak very well to the expert/ apprentice model.

Our industry will be poorer across the board where we allow proficiency to escape our workforce of tomorrow.

We now have two newly declared trades/apprenticeships for our industry, a number of entry level apprentices employed in our industry, and more on waiting lists seeking Hosts.

We have started addressing our aging workforce issues. We now need industry to embrace more apprentices and enable our aging workforce to pass on their craft.

Critically and equally important, industry needs work. CCF SA will continue its advocacy for a strong pipeline of projects to facilitate the process and boost business confidence.

ABOUT ME My name is Jaiden Crane, I am 18 years old and from Mt Barker. I went to school at Heathfield High, where I completed my year 12 and SACE, before leaving in 2019. I’ve completed my First Aid and I hold my white card and my P2’s. I completed the Civil Connexions course with Civil Train SA and I am now looking to gain my apprenticeship. In my spare time I like to play soccer and softball for Mount Barker, tinker with my car and go see my mates.

Why I want a career in Civil Construction I would like a career in Civil Construction because this industry is hands on and that is the way I prefer to work and learn. Working outdoor is another reason that I am intrigued by this field.

TRAINING Helping the next generation choose a meaningful pathway into to a career in civil construction

The CCF SA is very proud to announce the launch of Roads2Civil.

Roads2Civil is the Civil Contractors Federation SA’s pathway program for school children to pursue a career in civil construction. It includes careers education, industry tasters and accredited skills clusters to assist young people to make a decision as to whether civil construction is for them, and if so, to provide a relevant and age-appropriate educational pathway into an apprenticeship.

Why do we need a program like Roads2Civil?

Historically, civil construction has not been high on the agenda of careers education in schools.

How does this happen when most toddlers and primary school children love nothing more than to play with diggers in the sandpit, construct feats of engineering with Lego and watch in awe as they see big machinery working away on every construction site they pass?

With the launch of the civil construction apprenticeship in 2019, it is highly important that the industry provides the right messages to the future workforce to encourage suitable and aspirational young people to join a fulfilling and rewarding career in civil. CCF, as the industry association, has been at the forefront of these discussions, working closely with the SA Department for Education and the SA Department for Innovation and Skills to make the changes that are required.

The time is right VET education in school is currently at a very interesting juncture. The new ‘VET in Schools’ policy has been released for implementation in 2022, with a focus on ensuring VET education is industry led, outcome driven and meaningful for the learners taking part.

With billions of dollars for infrastructure projects on the table for SA, it is clear that our industry is seen as an integral part of the national, and local, economic recovery strategy following COVID-19.

Unfortunately, the civil construction industry has always been the poor relation when it 58

comes to young people choosing careers in construction. However, this is changing with the collaborative efforts of the CCF SA’s newly established Group Training Organisation (GTO), Civil Apprenticeships and Careers Ltd (CACL), and its Registered Training Organisation (RTO), Civil Train, through the Roads2Civil initiative.

2020 pilot with the Western Adelaide Secondary Schools Network (WASSN) Having already undertaken lots of workforce development training with the City of Charles Sturt, Civil Train was approached midway through 2020 by the Council to work on a new program with Henley High School and WASSN. They were looking for a VET program of accredited training

that would enable civil projects around the school to get completed as well as provide opportunities for participants to move into school based apprenticeships.

qualification (certificate I or II level), which is delivered one day a week for a year or two, entirely within a school environment.

We wanted to do things a little differently.

1. DELIVERING A SKILLS CLUSTER, INSTEAD OF A WHOLE QUALIFICATION: With 16 apprenticeships up for grabs with CACL, this program was employer-led.

Employers are looking for resilient, reliable and safety conscious individuals who are passionate about making civil construction their career, to become apprentices. It is important to remember that technical skills will be developed over the next three years – that is the purpose of an apprenticeship!

The units selected provided flexibility and opportunity for various practical projects to take place, whilst providing a suitable level of exposure to the industry to help students confirm their career choices. In this instance, we used paving and concreting as the projects through which students developed the knowledge and skills required for the accredited units.

2. RECRUITING FOR THE PROGRAM AS IF IT WAS A JOB: Application and recruitment for the program was robust.

Students and parents were invited to an information evening, to understand the program and the employment opportunities arising. Following presentations by the CCF SA team, students were required to submit an expression of interest, explaining why they were keen to be considered for the program.

Students were then invited to attend a recruitment day. With attendees from multiple schools, it was a great opportunity to test team work and working in new situations. The GTO conducted group interviews and team activities, followed by individual interviews which included each student having to provide a pitch to their potential employer. With a further interview

by Civil Train and a Language, Literacy, Numeracy assessment, the final 16 participants were selected.

3. PRACTICAL TRAINING ON A REAL SITE The Civil Train live works site at Burton provides a real civil construction experience for students new to the industry. What better way to immerse students into a civil construction program than to attend a real site, with real procedures, working alongside real apprentices and heavy earthmoving machinery?

Students on the program were required to commit to forfeit one week of their school holidays to attend training at the live works site. Every single student attended.

So, whilst week one and week three of the program were conducted at the school, week 2 was a full 38-hour week of practical experience at Civil Train’s site. Students then went back to school to apply their training on the final paving projects around the school grounds, with a much deeper insight of civil construction.

4. WORKING WITH INDUSTRY STAKEHOLDERS With industry heavyweights in CCF SA, CACL, Civil Train, City of Charles Sturt and the Renewal SA Works Program, Roads2Civil had all of the ingredients to be a success. But even with exceptional industry involvement, the school ethos around innovation and VET was paramount.

We needed forward-thinking schools who would dare to do things a bit differently.

Henley High School showed this leadership.

The Department for Education was also extremely supportive of the Roads2Civil pilot and have been accepting of the ongoing advice regarding how civil construction training in the school system needs to be considered as we move forward within the new policy framework.

This industry voice has been further facilitated by the CCF SA’s role on the SA Government’s Industry Skills Council for Construction, Mining and Energy, culminating in the recognition of a civil construction Flexible Industry Pathway (FIP) under the new VET in Schools framework.

We would like to acknowledge the financial support provided by the Renewal SA Works Program, who provided all students with full PPE, paid for the delivery of White Card and hosted a site tour of the Bowden development.

We would also like to thank the City of Charles Sturt who provided a superb venue in Woodville Town Hall, as well as refreshments, for both the information session and graduation ceremony, with Mayor Angela Evans making herself available to share some inspiring words with the students on both occasions.

What’s next?

The GTO is currently making the final selection of new civil apprentices from the Roads2Civil pilot, with the expectation that all 16 will make the transition to a career in civil construction. These students have gone through a rigorous, yet efficient, process to determine their suitability for a career in civil. It is anticipated most will stay enrolled at school so they can complete their SACE, whilst also undertaking a paid apprenticeship with CACL – this is known as a school based or flexible apprenticeship.

BOUNCING BACK!

Firstly, all at Civil Train NT would like to pass on our very best wishes to our interstate Civil Train and CCF family. Take care and stay safe!

The management and staff at Civil Train NT are fully aware that we are by no means in safe territory in relation to the possible devastation that could be brought on by a Covid-19 resurgence, especially in Central Australia. Civil Train NT continues to adhere to the highest level of risk management concerning all Covid-19 safety policies and protocols. We have definitely not lowered our guard!

However, with that in mind, Civil Train NT is now very much focused on the future and the opportunities afforded to our region by the recovery strategy. Our business strategy has evolved from one of survival to full steam ahead!

As with many parts of the country, April 2020 was a turning point in the NT, with significant changes in relation to how companies and

businesses were required to manage their day-to-day operations, whilst continuing to tender and plan for future activities. This was no more evident than in the civil construction industry.

The NT civil sector has received some positive news however, with further media releases in relation to additional funding being injected into the NT economy via numerous infrastructure projects, including $53 million of shovel ready road upgrade projects. This infrastructure funding injection means the NT and Federal Governments have brought forward or provided nearly $190 million across the NT in the past 8 months.

There has been a noticeable increase in relation to the demand for civil related training in the NT over the last six months.

Civil Train NT has been well positioned to provide for this growing demand.

Whilst Civil Train NT has seen increased demand for our public fee for service programs, we have also been extremely busy providing a variety of Government and private training programs including remote community work, Defence and Corrections.

Civil Train NT is proud of some significant milestones in the challenging year that was 2020.

Being part of the life-changing journey for a group of indigenous workers achieving their

These individuals are all members of the Yappa crew, (managed by Green Glass Consulting) providing labour hire for external works at Newmont mines. The workforce involves predominately Warlpiri men and women from various remote locations throughout the NT. Civil Train NT has been with them on their journey over the last few years and has seen them grow into competent and enthusiastic operators.

Civil Train NT very much looks forward to working with this crew for the foreseeable future. Witnessing individuals progress to full-time employment with the support of Newmont mines and Green Glass Consultancy, validates the immense work involved in projects such as these, by all parties.

Another positive initiative Civil Train NT was involved in, in 2020, was related to an NT Government funded Covid relief grant.

The Department of Trade, Business and Innovation (DTBI) provided funding to enable Civil Train NT to facilitate two public training programs directly targeted at individuals who were interested in transferring their employment skills into the Civil Construction sector. The program included some WHS units, basic roadworks, pothole repairs and skid steer operations. This initiative not only

provided employment opportunities for local residents, but it also addressed the shortage of civil related labour in the region.

There was also an increase in training programs conducted on remote indigenous communities in the later parts of 2020 with major housing and infrastructure projects being undertaken throughout the NT. Civil Train NT has recently been working closely with Thamarrurr Development Corporation Ltd (TDC) in Wadeye (situated 394 kilometres south- west of Darwin). This organisation has a strong focus on training and safety, and Civil Train NT is looking forward to continuing this positive working relationship.

SO WHAT IS IN STORE FOR 2021?

With the NT election held and won (Labour) and borders slowly reopening and businesses beginning to employ, we are feeling positive about the future in the NT.

CIVIL TRAIN NT WOULD LIKE TO ACKNOWLEDGE AND THANK THE FOLLOWING FOR THEIR SUPPORT THROUGHOUT 2020:

Civil Train NT is working with various Government departments regarding long term training opportunities including Education, Corrections and Defence. Civil Train NT has also been invited to take part in various forums in relation to the structure of VET in schools throughout the NT, providing an insight, in relation to an industry standard of training and expected outcomes.

INDUSTRY BREAKFAST –

Transport Infrastructure Update Tuesday 11 August 2020 – Jarmer’s Kitchen, Bowden On 11 August, the Civil Contractors Federation (SA), with the Traffic Management Association (SA), held an Industry Breakfast at Jarmer’s Kitchen in Bowden, with the support of North East Isuzu. The Hon. David Pisoni, MP Minister for Innovation and Skills, was the guest speaker.

With COVID restrictions being eased in SA, it was evident that the industry was missing face-to-face interactions, with the event selling out in record time. Members took the opportunity to catch up with each other.

The Minister spoke about the importance of training for the future. South Australia has seen a large increase of new apprentices in the construction industry compared to other states recently, which is a sign of the sustainable future for the sector. The SA Government has an estimated 4-year spend of $12.9b in infrastructure, and along with private investment, the need for a skilled workforce to complete the pipeline of work is a top priority for everyone.

WOMEN IN CIVIL

How to Network in a Pandemic One of the gifts the Civil Contractors Federation provides is to bring together like-minded individuals from the same industry to network. It’s always the biggest highlight of their events, all the way through from the Earth Awards, Gala and to the Golf Day, helping people to make new and important connections.

Unfortunately, 2020 has meant that faceto-face networking opportunities have been rare and once we were able to gather there were added complications such as social distancing, all which combined can leave networking feeling next to impossible.

Networking used to be straightforward – enter a crowded room, stick on a name tag and attempt a meaningful conversation. Not always that easy but it was a start. Faceto-face is still important and has its place.

However, now there’s a whole new realm to navigate of e-networking.

INVITE SOMEONE NEW TO A VIRTUAL COFFEE CATCH UP In the past, we might have met someone interesting in a meeting or an event and asked them to catch up for a coffee to discuss business. Whilst it might not be as easy to meet in a crowded coffee shop anymore, these types of meetings don’t need to end! It’s now becoming more popular to invite people to virtual coffee catch-ups from the comfort of your own desk, BYO coffee! Services like Zoom make connections feel more personal than a simple phone call. The same conversations can take place online as would have in public and they can be as long or as short as you both need. If you haven’t come across anyone new via email or online meetings you’re interested in catching up with, you can always put the questions out there on a LinkedIn post and you’ll surely get multiple responses!

JOIN ONLINE DISCUSSIONS There are lots of opportunities to meet new people without sending off bulk LinkedIn requests and hoping someone will accept so you can make connections. Get involved in online discussions and groups – these can be found on LinkedIn or simply by searching topics you are interested in. If you can’t find one, then you can always make your own! Ask a question you’d been wondering the answer too or raise a topic 70

and encourage people to discuss it in the comments. Not only will your profile gain more interest from individuals who may not have come across it otherwise, you will also gain some interesting new insights and connections!

USE THE OPPORTUNITY TO REACH OUT TO CONTACTS YOU HAVEN’T SPOKEN TOO IN A WHILE TO CHECK IN Still feeling overwhelmed or intimidated?

You don’t need to start with strangers! Go over your LinkedIn profile or through your phone contacts and you’re bound to come across some names you haven’t spoken to in a while. This is a great time to re-establish those connections by using the current situation as a jumping off point by sending a message or making a phone call to ask how they have been managing these sudden and stressful changes. You might even come across some coping suggestions you hadn’t yet thought of!

MAXIMISE YOUR PRESENCE ON LINKEDIN Prior to the pandemic most networks were grown on LinkedIn anyway. But before you start to network online you need to get the basics right. Add keywords to your headline, summary and experience as they are researchable by others. Add your LinkedIn URL to your email signature, review LinkedIn’s suggested connections regularly and join relevant LinkedIn Groups. Be proactive in writing recommendations and endorsing skills where appropriate.

If you’re wondering if it matters how many relevant first-degree connections you have, the answer is yes, because second and third-degree connections mean you can be one connection away from potentially, millions of people. The key is to make sure your connections are relevant – quality not quantity is vital when building your network.

BE ACTIVE Effective networking involves staying in touch, and sharing relevant and engaging content. Take the time to like and share updates and contribute to conversations they are starting online. Be genuine and insightful or simply show an interest in what others have to say by asking questions.

Lastly, don’t forget the basics! Networking should be approached differently from a sales pitch. Generally, people don’t want to make new connections with someone they feel are just trying to get something out of them. Keep the communications honest and genuine and let them know you are trying to build your network without asking for favours straightaway.

IN MEMORIAM

In memory of Des

and in commemoration of his valuable contribution to Intract In 2017, Intract Australia lost an incredible employee, Des Nicholls, who passed away suddenly.

Des joined Intract in early 2016 as a Supervisor and Trainer after finally being convinced to make the big move from BarDrill in Moomba. Des quickly became a mentor and role model to the team. He was a highly valuable employee with a contagious smile and positive attitude.

Since Des' passing, Intract Australia have created an award in Des’ honour, to be bestowed upon an Intract employee who possesses the same passion, impressive work ethic and positivity that Des showed us all.

But John Briggs (Intract CEO) wanted to do more, and wanted to have something for Des’ family to remember him by, and for others to enjoy. After months of planning and organising, we are proud to share that on Wednesday, 7 October, we unveiled a memorial plaque at the Northern Connector project site – a project site where Des was a valued team member. The unveiling was attended by Des’ family and friends, including his wife Ali, and son Saxon, as well as Hon Dan van Holst Pellekaan MP – Minister for Energy and Mining, who also gave a heartfelt speech.

Des’ contribution was immeasurable to our employees and community, and we hope that his family, friends, colleagues and visitors alike can enjoy this new commemorated space.

The Civil Contractors Federation is proud of its history, but no more so than the SA Branch that has meticulously documented its many feats, challenges and triumphs | as well as the outstanding contributions of past and present members that made things happen.

These happenings were recorded in two history books, the first published by the founding body, Earthmoving Contractors Association (ECA) in 1990, and its sequel

by CCF SA in 2013. They provide a proud record of ECA’s past as well as that of its two allied associations, the Civil Skills Centre (CSC) and the nationally registered Civil Contractors Federation (CCF).

For readers to fully understand their past history and how the SA Hall of Fame model came about, they will need to take a ‘behind-the-scene’ look into the complex merger processes that took place over two decades between 1990 and 2010 that led to the creation of the Hall of Fame model in 2010.

LIVE WORK TRAINING COMMITMENT In December 1992, the Earthmoving Contractors Association, then the principal civil representative association in South Australia, was exploring a long-term training partnership with the State Government.

This opportunity involved plant operator and construction worker trainees undertaking live work training on vacant crown land sites in reducing hard waste going back into landfill. It is too complex to go into detail here, but it was hugely successful and enabled ECA to acquire property ownership of small parcels of virgin land around Gilman and Dry Creek for long term live work training.

PROPERTY OWNERSHIP Realising the investment advantages of owning land, ECA applied and won a $795,000 Commonwealth Infrastructure Grant in1993. Along with its cash reserves, land and industry contributions, ECA established a new training facility, registered as the ‘Civil Skills Centre’ (CSC) on one of

the rehabilitated ECA owned sites, which opened 12 months later.

In 1998, ECA also decided to acquire its own office premises, instead of paying rent, and subsequently explored suitable options.

Following extensive consultative processes with members and viewing various locations, they decided to purchase a vacant bank building on Woodville Road which they refurbished into a two-storey commercial office area and meeting rooms. It was officially opened on 11 May 2001 by the SA Governor, His Excellency, Sir Eric Neal.

PLANNED MERGERS In the year 2000, the three registered not-for profit organisations, ECA, CCF SA and CSC, explored the merging of all three bodies into one under the ownership umbrella of the Civil Contractors Federation. The merger process was not smooth sailing, involving many complex issues such as ownership rights, custody, control, and importantly, membership approval from the three groups.

It took seven years to achieve the desired outcome. The most contentious issue for members was relinquishing ownership of their respective assets and control to a national body and the winding up of ECA and CSC. The merging of the three organisations was eventually approved in 2008. This enabled ECA (including CSC) to be dissolved and transferring its undertakings and property to CCF National under the custody and control of the SA Branch.

MODERN AGE ASSOCIATION Soon after selling its two properties in Woodville and Dry Creek, the CCF SA bought a 4000 square metre two-storey commercial office building on South Road, Thebarton. About the same time they successfully applied for an $8.2 million Commonwealth Higher Education Infrastructure Grant which was partly used to upgrade the new property’s interior with state-of-the-art learning facilities.

Refurbishment plans also provided ideal space for a Hall of Fame gallery and a museum of memorabilia which included a large 1930 earthmoving tractor on loan from the Department of Transport.

In 2010 the CCF SA Board announced the creation of a Hall of Fame in acknowledging those who had made outstanding contributions to the civil construction industry. This included past members of the ECA, CCF and CSC who pioneered the modern day CCF SA. This Centre of Excellence was officially opened by then Prime Minister, The Hon. Julia Gillard on 11 May 2012, complete with an impressive HOF gallery and the honour role of achievers.

That’s how and why the Hall of Fame began.
