PRESIDENT AND CEO The CCF SA President, CEO, Board and other Civil Construction Industry leaders recently had the opportunity of a luncheon meeting with the Premier of South Australia The Honourable Steven Marshall MP. The Premier discussed the achievements of his government since the election, and he outlined the government’s plans into the future. There was a strong emphasis on investment in road and other infrastructure to grow jobs, stimulate the economy and give the community the public infrastructure necessary to support a modern society and economy. The Premier listened carefully to CCF SA concerns and ideas which included the importance of a continuous pipeline of civil construction projects, large and small, spread across the state, the importance of disaggregating government projects to make it possible for smaller contractors to gain access to the work that would allow companies to gain experience in order to grow, and also give the certainty to employ more people and invest in more plant and equipment. The importance of getting government out of work that private civil contractors can do was also discussed including highlighting the fact that it is the private economy that grows sustainable, affordable jobs and provides the economic stimulus that a modern state requires in order to grow and prosper, rather than an economy dominated by the shadow and tentacles of government. Over the longer term, with a shrinking tax base, socialist type governments always run out of other people’s money and fail. Government’s need to foster and support the wealth creators, get out of the way and let the private sector fill the gaps. Welfare is not possible without the wealth creators!

www.ccfsa.com.au Hon Stephan Knoll MP Minister for Transport, Infrastructure and Local Government GPO Box 1533, SA, 5000 Dear Minister, It has been brought to our attention that the Department of Planning, Transport and Infrastructure (DPTI) is recommending that the planned Joy Baluch Bridge upgrade ($160m) and duplication of the Pt Wakefield Road (through Pt Wakefield) and the associated construction of an overpass at the intersection of the Copper Coast and Augusta Highways ($90m) be combined/aggregated/bundled into one large contract with preference for an alliance delivery model.

This recommendation does not carry the support of the Civil Contractors Federation – South Australia (CCF SA). The delivery model proposed flies in the face of stated government policy prior to the election and subsequent to that. We also welcomed your personal commitment to the CCF SA, made at our meeting at Parliament House on 25 July 2018 that the previous government’s policy of bundling of projects would not only stop but that there would be a move to a process of disaggregation of government projects and works where possible. We are aware that this was an election promise.

We don’t have to remind you that in the South Australian social and economic context the bundling of capital projects and other works into larger and larger contracts makes these attractive to larger and larger companies, including those with an international footprint. In this environment small to medium size South Australian firms, which dominate the South Australian market, simply cannot compete or gain the experience to grow and prosper. These companies are destined, at best, to always be the sub-contractor. There are local civil construction firms with the capacity, singularly or with others, ready, willing and available to execute the proposed works, primarily that proposed at Pt Wakefield.

Bundling may be expedient for DPTI but does not maximise the proven jobs growth and economic stimulus potential possible through public investment in infrastructure. Similarly, bundling does nothing to grow capacity in the South Australian Civil Construction Sector. It is very disappointing and alarming that the Government’s primary construction delivery agency (DPTI) does not appear to fully understand that much more can be achieved for South Australia by a disaggregated approach to project execution.

Commendably your Government is developing an industry policy to drive the new economy and create opportunities for businesses to start, and existing businesses to grow in an evolving and increasingly competitive global marketplace. Bundling is entirely inconsistent with this and also does not comply with the Government’s Industry Participation Policy and Guidelines that have as objectives, increasing the number and diversity of locally based businesses winning work, driving local investment and creating strong value chains from the State’s portfolio of major projects.

On most metrics any suggestion that bundling projects will be less expensive for the tax payer cannot be sustained. Best price, defined

by Government procurement protocols is not necessarily best value. Government has the duty to leverage public investment to grow jobs, stimulate the economy, grow businesses, and allow businesses to gain experience, be creative and innovative and improve their systems and processes. Public investment in transport and other infrastructure is a primary economic driver that must not be constrained or diluted – by any agency or Government.

If DPTI doesn’t have the in-house capacity to cope with the workload or manage large capital projects then the expertise can be purchased (contracted in) on a project by project basis if need be. There are South Australian engineering consulting firms, contract management firms and project management firms, ready, willing and available to fill any gap in DPTI capacity. This approach would present a further opportunity to reinvest tax payer money back into the South Australian economy, including supporting the development of the consulting and affiliated services sector.

There is widespread concern in our Industry about the recommendation the subject of this letter. We would welcome your early advice that for all of the very good reasons articulated in this letter you do not intend to approve any recommendation that would result in the planned Joy Baluch Bridge upgrade and duplication of the Pt Wakefield Road (through Pt Wakefield) and the associated construction of an overpass at the intersection of the Copper Coast and Augusta Highways being combined/aggregated/bundled into one large contract.

Morrison’s road budget gets tick from SA’s civil constructors but fails key rural freight route.

The unprecedented investment in road infrastructure in South Australia outlined in rolling announcements in recent days by the Prime Minister and tonight’s Federal Treasurer’s Budget – have been welcomed by the State’s civil construction lobby.

However, its mood has been tempered by what it says is a blatant failure by the Federal Government to again overlook funding for the State’s most critical regional freight route - the Augusta Highway between Pt Wakefield and Pt Augusta.

The Civil Contractors Federation (SA) said tonight the carriageway traverses the spine of SA and serves as the gateway to the State’s north, northwest and northeast regions.

“The Augusta Highway is part of the National Highway network and is vital for the movement of freight generally and heavy military traffic to the enlarged Army base near Whyalla,” CCF (SA) Chief Executive, Mr Phil Sutherland, said.

“The section is also the major road corridor for the movement of tourists, and for people living in many parts of regional South Australia needing to get to Adelaide.

“While the broader investment in SA road infrastructure is welcome, it beggars belief that in this day and age, arguably the most important regional road in the State remains a two lane, generally degraded road characterised by a patchwork of bitumen repairs, with a narrow bridge and a railway crossing.”

The road has seen more than 60 serious casualties and 18 fatalities in the past three years.

Mr Sutherland says the CCF (SA) believes this trauma pattern will continue while the Highway remains a two-way road, with close to several thousand movements including oversize vehicles and road trains, having to use the route each day.

“Full marks to the Federal Government for committing to the upgrade of the State’s other key freight corridors - Port Augusta to Perth, Cockburn to Burra and Renmark to Gawler,” Mr Sutherland said.

The project would trigger a positive economic multiplier effect associated with the demand for the materials, goods, products and services required for the duplication work.”

“But the Augusta Highway, the road that really needs to be top of the list, perplexingly didn’t make the cut in 2019.

Mr Sutherland argued that a modern four lane road all the way from Adelaide to Port Augusta would improve productivity, transport and freight efficiency.

“The duplication would cost in the vicinity of $1.2 billion but would deliver a much safer road and an economic return to SA many times that figure.

“It is extraordinary that there are two lanes in each direction between Gepps Cross and Pt Wakefield, and then one lane in each direction on the most dangerous section between Pt Wakefield and Pt Augusta”.

SIGNIFICANT REGIONAL EMPLOYMENT UPSIDE “Beyond road safety considerations, it is important we don’t overlook the social and economic benefits from a major road construction project such as this. Road infrastructure is the life line of our economy.

Bad roads contribute to a bad economy.

Good, well-constructed and maintained roads on the other hand are an essential pillar of social and economic wellbeing and progress,” Mr Sutherland said.

“The duplication of the Augusta Highway, a 200 kilometre road, would generate employment opportunities and create an estimated 100 new jobs including for disadvantaged groups. The work would also provide opportunities to train people with new skills or improve their skill sets so that they are employable into the future.

“Build it and they will come,” he said.

“An improved Augusta Highway, as described, would see an increase in tourist numbers, the relocation of more people and business to SA regional centres along the road corridor, and improve regional communities. It would give them a higher level of social connectivity, a safer road, and a modern road route that allows them to move in a more timely manner from town to town or to and from Adelaide.

“The project is just such an overwhelming case for funding. Until we do, the road carnage will continue as will the bottleneck gridlocking our State’s northern economy.”

The CCF (SA) did commend the Federal Government for ‘finally cleaning up the traffic congestion mess at Pt Wakefield’ and upgrading the bridge at Pt Augusta.

“But the Augusta Highway, the road that really needs to be top of the list, perplexingly didn’t make the cut in 2019.”

STADIUM DEMOLITION MARKS START OF ‘BEST’ SUBURB’S REDEVELOPMENT West Lakes, developed from a tidal swamp 14 kilometres from Adelaide in the 1970s, has the distinction of being judged the best real estate project in the world. The Paris-based International Real Estate Federation did so in the 1990s, and now a major redevelopment is currently underway. .As you read this, Football Park – replaced

as Adelaide’s major sporting venue by the refurbished Adelaide Oval since the 2014 AFL season – is no more. McMahon Services went on site in June 2018 and

by March had removed the 60,000 square metre venue’s three grandstands and four light towers.

A library, retail area and a five-storey, 110bed aged care facility are planned for the area while the remainder of the 23.5 hectare site – bounded by West Lakes Boulevard, Turner Drive and Brebner Drive – is another hive of development activity.

This is WEST, a billion-dollar residential and commercial precinct being developed by civil works contractor LR&M Constructions for Commercial & General (C&G). WEST is planned to have hundreds of dwellings along with cafés, restaurants and a boutique shopping strip.

Although the spectator infrastructure has disappeared, the oval will remain as the Adelaide Crows’ training ground until 2048.

It will be accessible to the public outside training times. In addition, the Crows’ offices, training facilities and merchandise shop will remain onsite along with Checkside Tavern.

This article is about the stadium demolition.

“You don’t often bring down a stadium in its entirety, especially one that has been an icon. That sort of really hit home,” said McMahon Services Project Manager Stuart McKenzie.

His workforce is comprised of 25 labourers, riggers and machine operators, and an equipment fleet of 45-tonne, 850-tonne and 1,250-tonne excavators, skidsteers, bobcats, and sundry semitrailers and tippers for waste removal. A civil works crew of 10, ‘some with many licences such as working at heights and asbestos removal’.

Stuart said safety plans were in place for each element of the demolition. “We have a Project Risk Assessment Register (PRAR), Work Health Safety Plan (WHSP), Environmental Management Plan (EMP), Waste Management Plan (WMP), Project Execution Plan (PEP), Asbestos Control Plan (ACP) and a Traffic Movement Plan (TMP).

Those documents are updated regularly and we had a full-time safety officer on site who oversaw the safety requirements. The project saw no Lost Time Injuries (LTIs) or Medical Treatment Injuries (MTIs).”

Deconstruction of the 63 metre light towers was achieved with a series of crane lifts and oxy-LPG cutting works. An Active Demolition Zone (ADZ) was set up around

each tower with closed radio channel communication.

Preparing a light tower took a four-man crew two weeks. Two worked inside, one welding cleats so the tower wouldn’t move, while the other acted as a spotter. Then, starting at the top, a section was cut with an oxy torch.

Weighing approximately 9 tonnes it was lifted to the ground by a 250-tonne Liebherr hydraulic crane. A 25-tonne Franna crane ensured sections were laid horizontally to maximise the salvageability of the tower’s component parts.

Each tower was 50 tonnes of steel. “We had some people interested in the towers as they were, but age and the condition given the closeness to the sea made them unsuitable,” Stuart said. Lighter steel such as aluminium went to McMahon Services’ sister company ResourceCo, while heavier steel was stockpiled and shipped out of Port Augusta to Asia.

McMahon Services had recently completed the demolition of the Port Augusta Power Stations which was 30,000 tonnes of steel while 6,500 tonnes came from the recent demolition of the former Holden site at Cheltenham. “Football Park is probably 2,500 tonnes of steel and 64,000 tonnes of concrete,” Stuart said.

He added: “We recycle everything – heavy and lightweight steel, aluminium, copper and electrical cable, and where possible, we pulverise the concrete and scrap the reinforcement.”

GRANDSTANDS LEVELLED The single level eastern grandstand, an impressive 250 metres long, was the first to come down. Demolition started in June and finished at the end of August. Civil works were undertaken for Commercial & General in this area which will become an aged care facility.

Stripping out of kiosks, cafés and toilets on the ground floor was done by hand or by bobcats and small excavators. The structure itself – masonry and concrete – was demolished with the 850-tonne and 450-tonne excavators.

The 200-metre-long southern grandstand was next. “While we were doing the eastern stand we were stripping the southern stand internally of all combustibles and everything to do with the fit out – gyprock, timber, flooring, ceilings, glazing, air-conditioning, pipework and electrical cabling,” Stuart said.

“Once that was stripped we were able to commence structural demolition.

The 850-tonne excavator had a shear attachment to cut steel while the 450-tonne had a grapple for grabbing sections of the structure and bringing it to the ground. We finished the mechanical demolition at the end of September.”

An engineered solution was used to demolish the roof structure of the northern stand. This stand had a 200 metre frontage and three levels. The front rafters comprised of steel 400 millimetres wide and 600 millimetres deep half-filled with concrete to counteract uplift from high winds.

“We studied how the grandstand was put together and how the structure would potentially react to demolishing with machinery. The team came up with a methodology concerning the installation of restraint chains on the rafters and sacrificial columns to allow for the roof to be sequentially demolished.” Demolition started in November and was completed by the end of January.

“There was even an individual who proposed to his wife at the ground and he wanted the exact row number and seat numbers that they sat on. They were the plastic fold-out chairs that replaced the original aluminium benches.”

For marketing and historical purposes, McMahon Services has had time-lapse and drone photography taken of the demolition project, while the State Library of SA also has shot film for a planned virtual reality tour of the stadium.

The western stand (members’ stand) had a frontage of 200 metres and was stripped out internally. The Checkside Tavern just outside this grandstand will remain and McMahon Services installed structural tie beams in the basement and structural bracing throughout the three-storey structure, enabling the tavern to become a separate property.

Stuart said: “Before McMahon Services mobilised on site, the developer Commercial & General re-purposed 35,000 seats to local community and sporting groups. I have had many people phone me with requests for many different items, in the hopes of being able to keep some of the history for themselves.

SA HAS ADAPTATION PLANS IF SEA LEVEL RISE CAUSES COASTAL FLOODING Climate change poses significant risks to Australia’s coastal communities. One is a sea level rise of 1.1 metres by the year 2100 if greenhouse gas emissions continue at ‘business as usual levels’.

The Department of the Environment issued a National Coastal Risk Assessment in 2011. This identified between 157,000 and 247,600 residential buildings potentially at risk of inundation with a replacement cost then estimated at $63 billion. Nationally, nearly 39,000 residential buildings within 110 metres of coastlines are susceptible to erosion due to higher sea levels, of which nearly 40 per cent are in Queensland.

In SA, all State Government regions have undertaken climate adaptation planning.

The Department for Environment and Water advises that 11 regional plans have been developed following input by councils, natural resources management boards and local government associations.

An example is how Wattle Range Council in the South East involved the local community in developing a coastal adaptation strategy for Southend on the southern shore of Rivoli Bay. Fiona Rasheed, Presiding Member, South East Natural Resources Management Board, said: “The community and the council have bravely tackled the issue, and resolved to have ‘managed retreat’ in some areas rather than pursuing further engineering solutions”.

A State Government Climate Change Adaptation Action Plan was released in early 2018. It corresponds to themes identified by the regions, e.g. planning and policy, emergency management, water management, health and coastal protection.

The Premier’s Climate Change Council is currently working to establish a crossagency strategy for SA ‘to build on what is working well, address key gaps and refocus efforts in light of current understanding of risks and opportunities’. A blue carbon strategy will outline action to protect blue carbon, the carbon stored in mangroves, tidal marshes and seagrasses.

PROTECTION UNDERWAY The government has committed just over $5 million to ‘kick-start’ practical coastal protection work in beach replenishment, seagrass restoration, urban stormwater management, native shellfish reefs, and, research and development. In 2018, seven regional councils and one metropolitan council have received funding totalling $325,000 from the Coast Protection Board, the prescribed body in SA for managing coast protection and providing advice on coastal development.

Port Adelaide-Enfield Council received $75,000 towards a flood levee at Birkenhead. Port Adelaide-Enfield, Charles Sturt and West Torrens councils partnered in preparing AdaptWest as part of the state’s climate change adaptation framework.

According to Coast-Adapt, a Federal Government monitoring agency, Tennyson, West Lakes, Port Adelaide and Gillman are most at risk of a climate change spike.

Port Adelaide-Enfield Team Leader Strategic Planning, Maggie Hine, said that over the past 12 years, studies had been commissioned to investigate the impacts of climate change along Lefevre Peninsula, including Inner Harbour and Outer Harbor.

The area is home to Adelaide’s only seaport and freight terminal as well as energy and defence facilities, while the peninsula and Inner Harbour are experiencing urban renewal and residential growth along the waterfront.

In phase one, a study was commissioned in 2006 to identify potential coastal inundation that would result from the impacts of sea level rise, compromised stormwater flows and land subsidence in the region.

“The data gathered during this study has been used in relevant land-use planning, development assessment and civil engineering. However, State Government and Federal Government or private interests, not council, own most of the coastal infrastructure assets subject to this study.”

Summing up, Maggie said: “Like any other similar context on the Australian coastline that has been urbanised, what to do now in terms of implementation is entirely dependent on all levels of government and the private sector investing in coastal adaptation as a shared priority. It demands commitment by all sectors and for coastal climate change adaptation to be a state and national priority.”

Those elements were modelled using best practice scientific and technical inputs, and resulted in a set of maps and related information which highlighted the significant vulnerability of some sections of the coastline and coastal assets to the risks of sea level rise. The most relevant ‘scenario’ modelled displayed potential property damages estimated to be up to $310 million for the area (2006 figures).

The modelling demonstrated that the beachside coastline of the western Lefevre Peninsula was relatively well protected from the projected effects of sea level rise in the medium term, but that the Port River/harbour coastline and Gillman were at significant risk of inundation over the medium to long term.

This was considered to be due mainly to the already low-lying level of the land and its previously marshland/floodplain topography.

The study found that the damages associated with a 100-year ARI (average recurrence interval) tide event will increase dramatically from existing conditions due to sea level rise and potential overtopping of the existing seawall which is in place in some sections of the Port River and at Gillman.

The phase one study results were further reinforced by the Federal Government’s modelling of key Australian population centres in 2009, which reiterated the vulnerability of the coastline in the western Adelaide metropolitan area. It is important to note, however, that the locally derived modelling provides greater accuracy than that undertaken at a national level.

A concept plan for the alignment and required sectional design was also prepared, following a detailed on-site assessment of all the land parcels and condition of existing seawall and other structures along the Port River and Gillman.

Maggie commented: “While hard infrastructure defence is only one option for treatment available in relation to coastal adaptation, at the time of the study, it was considered to be an important option to be investigated. This was due to the already heavily developed coastal land and existing hard infrastructure in most sections of the Port Adelaide River.

“Other adaptation options available in some circumstances may include provision of vegetation buffers or soft engineering solutions such as Living Shorelines including shellfish reefs that have already been deployed in the eastern states, including Sydney Harbour.

Port Adelaide-Enfield is now partnering with neighbouring West Torrens and Charles Sturt councils in the AdaptWest program.

“This regional partnership and the councils’ shared interest in coastal adaptation and other climate change priorities provide a critically important platform for driving a strategic response to these challenges,” said Maggie.

Charles Sturt Council is trialling a roadsealing paint called CoolSeal which gives asphalt a light-grey colour. The council has identified that in warm weather, the black road pavement can retain a significant amount of residual heat that can heat up surrounding neighbourhoods. Thermal cameras and thermometers will monitor the benefits of CoolSeal. The trial involves several streets in Herndon/Albert Park and runs from December 2018 to December 2020.

In lockstep with recent changes to the Quality and Environmental ISO Standards, and in response to the requirements of industry stakeholders, a major review and upgrade of the CCF Code was recently implemented, resulting in the creation of the new Version 10.

The development of v10 was grounded on feedback from existing CCF Code users and compliance experts, to ensure its requirements were sensible, practical and usable to best meet the operational needs of its users - whilst providing additions and improvements that would be of greatest value to contractor businesses.

Contractors are able to achieve CCF Certified (accredited) Contractor status, by implementing management systems developed using the CCF Code, and undergoing an audit by a JAS-ANZ accredited, third party Certification Body. This audit should be repeated on an annual basis.

CCF Code v10 specifies the management system requirements that will allow a contractor to demonstrate that an appropriate system is in place to direct the delivery of services required to meet customer expectations and applicable SEQ legislative requirements. Similarly, the Code requires that the contractor’s system generate objective evidence to demonstrate the management of business and project risks.

To facilitate this, CCF has developed a Management System Document Suite (MSDS) that enables contractors to achieve and maintain ongoing compliance with the CCF Code. This MSDS comprises over 80 documents, including; plans, guidelines, forms/templates, registers and reports, each an effective support tool for operations management and record keeping. n

He tells this writer that Magnetic Alliance’s first lever of growth is a big one. “I call it core growth foundations,” he says. “It consists of things you do on a daily basis to help your business grow as part of your standard business activities. “Don’t get discouraged by the limitations of your situation.

“It is inevitable we focus on culture because culture is like a beautiful bowl of soup – fantastic when it is good, but it takes only one fly to jump into your soup to spoil it.

If you have a poisonous culture in your workplace, it will only take one or two people to spread a negative culture that could impact a lot of people in the business.”

Mark is adamant there is always a way to grow. “If you know how to grow your business, you can grow in any economy whether it is boom or non-boom,” he says.

“You can grow in any industry geographically regardless of the market conditions.”

“The second lever that can really help a business grow is systemisation. This is something that relies on your core growth foundations being in place. It allows you to grow and expand without having to hire more people or get more resources because systemising a business helps cut out cost and cut out having to start over again each time you want to do something.

“The third lever is funding. Funding can help you grow by amplifying what you are doing.

It alows you to hire more people, open more locations, buy more equipment et cetera so that you can take on more customers and create the capacity to get the job done.

“A practical example is growing your team, which can help you get more work done and allow your business to expand just as pushing sales can also increase your revenue. But in a downturn when sales drop, growth could come in the form of an acquisition or launching a new product or service that is counter-cyclical.

“These are some of the things we have done to grow, and it’s worked despite market conditions because where businesses face problems, there are always opportunities to create solutions.

“My final word would be: Don’t get discouraged by the limitations of your situation. Open your eyes to the possibilities of growing and focus on how you can rather than why you can’t.”

SHARON VAN KEMPEN General Manager, Prime Traffic Solutions “It is quite unbelievable when we stop and think what we have worked on over the years. It is always a wow moment for me. Although these are fantastic projects to be involved in, we also value and pride ourselves on maintaining a high level of service for our day-to-day clients while on these projects.

“Projects come and go but it is the smaller businesses and everyday works that keep the industry going. We have offered traffic management to the film industry since we started. We have worked on various TV advertisements and mini-series such as Rain Shadow, Wanted, Gallipoli, Wolf Creek and reality TV shows such as My Kitchen Rules and House Rules.

“We like to think we are taking the worry out of traffic management. Let us do that bit and you worry about what you have to do.”

Some people think traffic management is simple, that you just get in, get the job done and get out,” says Sharon van Kempen. “Our clients know that Prime will ensure traffic and pedestrian flows around work sites are safe and effective. We are ISO accredited for quality, safety and environment.”

The traffic management industry has highs and lows when things can get ‘really quiet’.

Prime Traffic Solutions currently has 80 people on the books in SA and 6 in the office. It has been like that for some time – quite stable. And something Sharon is ‘quite proud of’ is that approximately 70 percent of the staff has been with Prime for 5 or more years despite a transient, come-and-go workforce.

“We have offered traffic management to the film industry since we started.” has had more than 20 years’ experience in administration and customer service.

Previous roles have involved customer account management, periodical distributions, product order placement and distribution, inventory and account reconciliations. Working in and on the business is how she describes her role as GM at Prime Traffic Solutions.

“That involvement has included major film productions such as the Wolf Creek movies, Jungle Boys, Rabbit, Guilty, Rover, Red Dog, Hotel Mumbai, and Storm Boy, just to name a few. It is an industry very different from the civil and construction industry, with different types of requirements and people. It mixes things up a bit and it is quite interesting to see how a production gets put together.”

If you had a wish list, what would the main ones be? “I would like to see the changes that are being looked at within the industry at the moment come to fruition. By raising the standard across the board, it will improve the industry and the safety of all stakeholders within roadworks.”

Don’t let your business be the broken link under the new chain of responsibility obligations On 1 October 2018, the Heavy Vehicle National Law (HVNL) was amended to provide that EVERY PARTY in the heavy vehicle transport supply chain has a duty to ensure the safety of their transport activities.

In practical terms, this means all parties in the chain must reduce risks related to the safety of transport tasks. The primary duty represents an obligation to eliminate or minimise potential harm or loss (risk) by doing all that is reasonably practicable to ensure safety.

As a party in the supply chain, the best way to do this is to have safety management systems and controls in place, such as business practices, training, procedures and review processes that: • identify, assess, evaluate, and control risk • manage compliance with speed, fatigue, mass, dimension, loading and vehicle standards requirements through identified best practice • involve regular reporting, including to executive officers • document or record actions taken to manage safety.

AM I PART OF THE HEAVY VEHICLE SUPPLY CHAIN? Any time you or your business sends or receives goods using a heavy vehicle with a gross vehicle mass of more than 4.5 tonnes, you become part of the supply chain.

You therefore have a shared safety management responsibility to prevent breaches of the law. A person may be a party in the supply chain in more than one way and legal liability can apply to their actions, inactions and demands. Some roles that can influence heavy vehicle safety include loading manager, consignee, operator, consignor, scheduler, packer, loader, employer, executive officer and prime contractor.

You will go through the process of moving plant and unloading it safely. For this reason it is a requirement that the participant holds a ticket for the safe operation of the plant they will be loading.

If you have supervisors or other workers in the supply chain (who do not hold a plant ticket) they can still be part of the course, but we cannot assess them for the practical component of RIIHAN30E Load and unload plant. They will receive a Statement of Attendance for the non-accredited aspects.

This course further includes the non-accredited module of restraining plant and equipment.

This part of the course will cover: • Loading for Transport (Load Restraint Guide) • General Principles of Load Restraint • Restraining Loads on Vehicles • Calculating Restraint Requirements • Securing Equipment • Types of restraint • Lashing points • Loads secured using correct load restraint Public courses are conducted at Civil Train South Australia.

You may decide to do further study and become an estimator, surveyor, engineer or project manager. The possibilities in civil construction are endless.

WHAT QUALIFICATIONS DO I NEED TO GET INTO THE INDUSTRY? Many roles in civil construction do not need a university degree and you can enter the industry straight from school. A good work ethic and a positive attitude towards safety are by far the best start.

In most circumstances, operators working in civil construction undertake a Contract of Training to complete their Certificate III in Civil Construction whilst they are working full time, with a registered training provider, such as Civil Train. If you wish to become a supervisor you can also do on the job study at Certificate IV level.

YEARS 1993 - 2018

Twenty-Five Years of CITB Construction Industry Training Board

In the late 1980s and early 1990s, a group of progressive and passionate leaders in the South Australian building and construction industry recognised the need to improve the skills base, efficiency and productivity of workers in the industry.

These people clearly recognised the need to address the shortages of skilled construction workers, largely being attributed to the cyclical nature of the industry. Through consultation and negotiation between government, employer associations and unions, the Construction Industry Training Fund Act was passed by State Parliament in March 1993, coming into operation from 1 September 1993.

The effort applied to making the fund a reality cannot be overstated. The enduring nature of the fund is a reflection of the great care taken by those involved in creating it.

The General Council of the Construction Industry Training Council (SA) at its meeting on 20 May 1992 moved unanimously a motion to confirm its intent to proceed to drafting legislation for the Building and Construction Industry Training Fund and Levy Collection Mechanism in South Australia. – Construction Industry Training Council (CITC) SA Inc – 9 July 1992 Industry Position Paper extract.

“This represents a great example of tripartite cooperation, especially between employers and employee reps who put aside their day-to-day differences… to concentrate on upgrading the skills 42

of our current workforce and providing the ground work for skilling our future workforce.” – Address by the chair of CITC 1992.

Twenty-five years on and CITB under the CITF Act is as relevant today as it was at its inception. The issues CITB addresses vary, however the outcomes that need to be achieved by the fund remain the same: • Improve safety • Improve technical skills • Improve efficient work methods • Apply a continuous improvement process to raise the standard of construction across our state Construction workers have attended over 500,000 subsidised short courses, whilst employers of apprentices have received in excess of 64,000 support payments to help offset the impact of supervising and training apprentices on the job, thereby supporting in excess of 21,000 apprentices.

Over 10,000 secondary school students have participated in our doorways2construction™ program designed to provide senior school students with a pathway into the construction industry. Over 3,000 of these

students have taken up apprenticeships in the construction industry.

These are significant achievements made possible by the collection of a 0.25% levy on all construction projects statewide greater than $40,000. Of course, the levy payments enable funding, however the contribution of hundreds of people who have worked on the Board, participated in sector and advisory committees, attended stakeholder meetings and worked in the office, have been the difference between the redistribution of money and spending it in a thoughtful, evidence-based targeted manner for the benefit of the industry at large. The contribution of all these people over the years has enabled CITB to fund relevant courses in a fair manner to support efficiency and safety in our vital industry.

The training and construction industries are evolving in scope and complexity.

CITB will continue its targeted funding and collaborative engagement with our stakeholders to support our industry in coping with these changes.

CITB will continue to connect with and inspire new talented people to join our industry and help develop the skills of our work force.

CCF SA Remembers Mervyn Taylor Mervyn Taylor had a history of bad luck, and determined to turn his life around, enrolled in the 4 week pre-employment program, ‘Bowden Bridge’ at its first information session in September 2017. From that moment on, Merv was determined to make the most of the program, taking every opportunity to ensure he had everything he needed ready to start his life again.

When the program commenced in October 2017, he showed the same enthusiasm as the day he attended the information session. He was the first to arrive and the last to leave every day. He helped other participants in the program, and took on a self-appointed leadership role for some of the younger ones, always making sure that no one missed out on any training opportunity, or a chance for a laugh.

During the program, there were some work experience opportunities offered by Renewal SA on the Playford Alive project, with various host employers, and Merv was extremely keen. He was offered one week’s work experience at LR&M Constructions, where he commenced paid employment in January 2018, and from there he never left.

He became a valuable member of the team, hardworking and determined never to let the team down. He was adamant to make a lasting impression, and he did that by selfnominating for Employee of the Month on several occasions, and was finally awarded it in September 2018.

Sadly, on 17 January 2019, Merv passed away, leaving behind a loving partner, three children, and one grandson. And a civil construction crew who will never forget him.

“Merv Taylor was one of the best, always had a smile on his face and the right attitude that helped him have success in our tough industry.

I remember interviewing him for the Bowden Bridge pre-employment program and he was so excited that we were able to offer him a second chance in life and assured me he wouldn’t let us down, and he never did. I knew he would do well, and I was extremely proud when he called to tell me that he got a job with LR&M.” Melissa Ekberg – CCF SA

Warlpiri way!

The Yapa Crew Since arriving in the Northern Territory in 2011, Civil Train NT has been involved in numerous initiatives focused on engaging remote indigenous people with productive, rewarding, ongoing employment opportunities within the civil construction, municipal services and mining sectors.

A great example of this is the Yapa Crew program. ‘Yapa’ being the Warlpiri word for ‘local’, or more literally, ‘people who have belonging (to the country)’.

Like most successful initiatives, the Yapa Crew program has evolved over time. Initially a mine familiarisation pre-vocational program (of Newmont’s Tanami mine), it is now an employment and enterprise development opportunity, providing pathways to possible careers in the mining sector.

The Yapa Crew (indigenous people recruited from Warlpiri communities), managed by GreenGlass Consulting, currently provides the Tanami Mine with an operational outcome in terms of land management and other labour-intensive tasks. Their work regime includes: • Weed control/Weed spraying • Vegetation management • Heritage site management • Maintaining the front gate environment • Rubbish removal and cleanups

• Labouring tasks in support of other departments • Minor maintenance tasks • Painting • Tree pruning and removal • Minor civil works

TRAINING Civil Train NT has facilitated several nationally accredited training programs for the Yapa Crew over the past four years, the most recent being a training program delivered at Hamilton Downs, NT in January 2019.

This program involved an introduction to plant operations, specifically skid steer loader and excavator operations. The live project work provided the ideal training environment to develop the skills required to be a safe and competent plant operator.

The training and assessment tasks included: • Excavating a new pit for the initial cleaning up of site

• Simulating various trench and pipe works i.e. 450mm x 2m drainage (trench excavation) • Completing larger excavation 15m x 15m, new pit for dump site (bulk) • Battering • Benching • Relocation of materials, smaller excavation • Stockpiling • Mixing/Backfilling • Utilising live site levelling techniques • Using various attachments for both skid steer and excavator operations • Cleaning up of site

CHALLENGES Although the Yapa Crew members routinely work a two week on, one week off roster, they are accustomed to being accommodated at a remote mine camp and working 12 hour days in harsh conditions. We developed the program to

fit in with those expectations. This training program was not for the faint hearted.

Hamilton Downs may only be 75 km from Alice Springs but it is in an isolated location with limited access and amenities.

Add to this, haze from local fires, 12 hour days, temperatures exceeding 40 degrees every day for 14 days straight, and it is fair to say the Yapa Crew has shown an amazing level of resilience and tenacity, in order to complete this training program.

EMPLOYMENT PATHWAYS Once an individual has been employed as a member of the Yapa Crew for over a year and has demonstrated reliability and a professional attitude in their role, there are opportunities with Newmont Mines and GreenGlass Consulting to undertake full-time employment within the Tanami operations.

PATHWAY OUTCOMES

Whilst we mitigated the heat hazard as much as possible, it was still a challenging environment for all involved. This program sums up a philosophy Civil Train NT strongly adheres to: you need to train as you would play!

To date, eight Yapa Crew members have transferred to Newmont mines over the previous four years and five of those remain employed. Others have chosen different career paths but are all still gainfully employed.

CIVIL TRAIN ‘ON SAFARI’ Civil Train SA is absolutely thrilled to announce a new and exciting partnership with Monarto Zoo. Civil Train learners will be able to work on a range of exciting and challenging civil construction and maintenance projects at Monarto Zoo as they progress through their civil construction qualifications.

As the zoo expands its Wild Africa reserve, it will see the development of a safari experience that is expected to be the largest drive-through experience outside Africa, including new accommodation options in the form of a safari resort and glamping.

But before the animals can move in, there is a lot of work to be done, including getting the water supply to several watering holes in the reserve. And our Civil Train learners are poised and ready to assist!

The first project to get underway as part of this collaboration is our 12 week Certificate II in Civil Construction program for Aboriginal participants. Funded by the South Australian Government’s Skilling South Australia initiative, the intent of this program is to engage participants, so they are then ready to undertake a civil construction traineeship with one of our Member organisations.

Over the course of 12 weeks, participants will build up resilience and work on traits such as reliability and punctuality, and their work ethic.

Safety will be a significant focus of the course as they move through its technical components. Successful participants will achieve outcomes including: • RII20715 Certificate II in Civil Construction • scissor lift ticket, WZTM ticket, confined space ticket and White Card as well as the non-accredited modules of Lay Pipes and Hazardous Manual Tasks.

Under the South Australian Government’s Skilling South Australia initiative, the intention is to increase the number of people undertaking traineeships and apprenticeships by 20,800 over the next four years.

This translates as renewed financial assistance to employers to help with tuition fees, as well as mentoring and other pastoral support.

Plus, there are further incentives through the Construction Industry Training Board (CITB) and the Commonwealth Government.

REGIONAL MEMBER VISIT – PORT LINCOLN Friday 23 November 2018 – Line and Label, Port Lincoln

In November 2018, CCF SA visited Port Lincoln and hosted a Regional Conference for Members at the picturesque Line & Label.

Denise Loftus from the Office of the Industry Advocate introduced and explained the role of the Industry Advocate and what it means for the region. With a focus on local industry participation, and the economic benefits that it has for South Australia.

The Small Business Commissioner, John Chapman, provided detailed information of how best industry codes and other legislation can support Small Business in line with SA Building and Construction Industry Security of Payments Act (2009).

The Commissioner also explained the process and provided examples of Case Studies.

SA Water’s Tim Chalmers and Mike Gibbons presented the Capital Procurement Strategy for the Regulatory Business Period of 2020 – 2024. They discussed reasons why SA Water needs to improve on the previous period, and what the process will look like going forward. With an estimated investment of $1.27BN across South Australia forecast for the next period, and every South Australian a customer of SA Water in some way, it is important that the technical aspect of Strategy is understood by contractors.

CCF SA’s Diamond Sponsor, Gallagher, introduced their new Regional Manager, Peter Barfoot, who was able to answer all insurance related queries.

The importance of industry participation and networking: Are you getting involved?

Do you participate in industry networking? Why do you? Why don’t you?

Embrace collaboration. Another dictionary definition: collaboration is ‘the action of working with someone to produce something’. What does that even mean, you might say? The outcomes and opportunities are endless! Collaboration is once again about getting involved. How can you work with others for positive outcomes? Do you do this already? Can you do it more? The construction industry in its entirety is slowly but surely moving toward a digital revolution, where collaboration will be of the upmost importance and working together will become significantly easier. The benefits are boundless.

What is networking? As defined in the dictionary, networking is ‘the action or process of interacting with others to exchange information and develop professional or social contacts’. Why should I do that, you may ask? What if I don’t want to develop business contacts? What if that’s not part of my job? Why should I care? What if I don’t have time to waste on chatting to people?

Networking is your chance to get involved.

Take ownership of your development, professionally and personally, and join in. There is a large variety of positive outcomes from networking. It gives you a chance to create new connections. You might meet people who are interested in the business that you work in and the services that you provide. Networking might also create career opportunities or perhaps provide an environment to find yourself a mentor or mentee. Sometimes a simple chat with someone new can expose vast opportunities, including referrals and increased business. You may have heard the term ‘it’s not what you know, but who you know’. This reflects the importance of connections and making yourself visible.

Networking events create an opportunity to meet and talk to people who might otherwise be difficult to pin down.

Remember, there is ALWAYS something to learn. You don’t know what you don’t know.

What steps can you take to expand your knowledge? How can you contribute to our industry? I want you to carefully consider this. What value can you bring to the civil industry, outside of your day job? Can you help someone else? Mentor and dispense knowledge to someone who is willing to learn? On the flip side, are you looking

to develop your own skills and wish that someone would spend some time coaching you on what they know?

Have you considered your personal brand?

What image do you project to your peers and to the industry? Personal branding relates to how you market yourself. It is a reflection of you, including your combination of skills, values and presence. Your personal brand also reflects on the business brand. When you’re attending networking functions, remember that you’re not just representing your workplace or business, you’re representing yourself. Increase your confidence in speaking to new people by participating regularly.

Add value to your organisation through networking. If you are a business owner, recognise the value of sending your staff members to events and functions. This is a reflection of your business brand and creates a positive impression to others in the industry. Work with your staff on their personal brand and how they represent your business. Encourage people to get involved if they want to. As a business owner, this is also a great way to keep engaged with a talent pool of skilled workers who may be looking for new opportunities in the future.

I am a person who thrives on opportunity. I throw myself at any chance to learn, engage and develop. I have been lucky to have the support of my employers to attend networking functions and events, but I also have a personal drive that makes me want to continually seek out more chances to get involved and meet inspiring people in the industry. I have a strong ambition to help others, which is why I am involved with many industry groups and associations. I seek out ways to better myself and to see others excel. I strive to have a positive influence on others and on the industry overall.

The last benefit that I would like to add about networking, is friendship. You have the opportunity to meet others and develop long lasting friendships with people who have likeminded interests. Many friendships have formed from networking, and the first step those people took, was to get involved.

The CCF SA Women in Civil Committee would like to extend their best wishes to all CCF SA members for a healthy and prosperous 2019.

In February, we held a forward planning meeting to collate our ideas for the year ahead. We are set to continue the three current events each calendar year – the High Tea, the combined event with the Next Generation Committee and the Festive Lunch at the end of the year.

However, in 2019, we would like to offer more to the valued members of the CCF SA. You may have already noticed more of a social media presence, including a showcase page for the Women in Civil Committee on LinkedIn (see link below), as well as articles in the CCF SA magazines.

The committee is also looking to host an array of informative and exciting workshops and training sessions focused at women in civil; watch this space!

Our committee consists of women who are champions for women in civil. We are all dedicated to supporting and encouraging women in all areas of construction and we love to highlight the amazing careers that are available in this industry. You don’t need to be on a committee to be a champion for something you feel strongly about. Getting involved in any way possible is fantastic, as well as promoting and encouraging diversity and inclusion in workplaces and site environments.

As you will see in our feature article, written by our committee member Joanna Thornton of Hays, diversity and inclusion still needs some improvements. Through diversity of culture, gender, age, and so on, we open the door to new ideas, skills and experiences, as well as broadening our talent pool and improving employee performance.

Most leaders don’t link D&I to innovation, talent attraction or staff retention Half of our nation’s bosses have their head in the sand when it comes to understanding the business benefits of diversity and inclusion.

That’s according to a survey we conducted of over 1,000 people across Australia and New Zealand as part of our 2018 — 19 Diversity & Inclusion Report.

Our findings reveal some encouraging signs of progress, and you’ve probably seen some of these first hand. But the overall picture tells us we need to accelerate the pace of change to achieve genuine workplace diversity and inclusion.

In key findings, just 50 per cent of survey respondents said their organisation’s leaders understand the link between diversity and inclusion, and commercial business drivers such as talent attraction. Another 50 per cent understand the relationship to customer insight, 49 per cent to creativity and innovation, a further 49 per cent to profitability, and 48 per cent to employee engagement and staff retention.

In other illuminating findings, just 46 per cent trust their leaders to deliver change on the diversity and inclusion agenda, 45 per cent consider their leaders champion diversity and inclusion, and 37 per cent said their organisation implements diversity and inclusion targets or KPIs. Meanwhile, 77 per cent of women who completed the survey feel that their chances for career progression have been limited at one or more points during their career because of their gender.

Only 48 per cent said career development conversations with their line manager are open and transparent.

Based on these findings, we have several suggestions that could help move the dial forward on diversity and inclusion:

• USE DATA TO MAKE THE CASE: Organisations can collect diversity and inclusion data, and use it to demonstrate the link to business performance. Design and use performance metrics and analytics to measure and quantify the performance of diverse teams.

• BE SELF-AWARE: Inclusive leaders should aim to ‘lead from the front’ as conscious and self-aware champions of change. They should learn to recognise their own unconscious biases, so they are able to mitigate any unintentional consequences these may have on the demographics and culture of the team they lead. Only then can they be seen as authentic champions of change in diversity and inclusion. Undergoing unconscious bias training can help leaders in this endeavour.

• UNDERSTAND EMPLOYEE SENTIMENT TOWARDS THEIR LEADERSHIP STYLE: Building an inclusive workplace relies upon all employees having confidence that their opinions are heard, valued and respected equally. Inclusive leaders can inform themselves, and encourage this by regularly seeking opinions about both the leadership style of those in positions of authority, and how their diversity and inclusion strategies as well as actions are being received by employees across all demographic groups.

• PUBLICLY SUPPORT DIVERSITY AND INCLUSION INITIATIVES: Inclusive leaders should aim to clearly, regularly and effectively communicate that diversity and inclusion are on their agenda.

Communicating diversity and inclusion policies, promoting any initiatives being undertaken, and sharing the social, personal and commercial successes which result from these undertakings will help increase employee confidence. They will also help reassure them that their leaders understand the importance of diversity and inclusion to individuals, and the business as a whole.

• IDENTIFY TRAINING NEEDS: Diversity data is mostly sought during or following the recruitment of new employees, but it should also be collected throughout the employee’s lifecycle. Not only will this help inform an organisation’s diversity and inclusion commitments and progress, it will also identify any areas that can be addressed through leadership training, such as a lack of diversity in a particular team, unfair people practices or career development decisions.

The Basil Hille Story The late Basil Hille was a loyal CCF SA (and more recently a Retired Member Group) member since 1965.

Born in the Adelaide Hills town of Lobethal in 1934, his early years as a child were spent exploring around the Hills with his younger sister, Gladys. It was during these years living in Cudlee Creek that the council tractors working in the area first fascinated him, and so the seeds were sown, with Basil believing one day he would own a yellow crawler tractor.

This adventure playground came to an abrupt halt in 1941 when he found himself having to go to school which he didn’t like at all. He remembered his first day when his mother took him to the end of the house, and pointing to the road ahead said: “Look, just walk down the road for about two miles and you’ll come to your school.” Bawling his eyes out, he walked around the nearest corner to hide in their outside ‘dunny’ until his Mom came along and found him.

He hated school days and often looked out the window dreaming of things he wanted to do. The only bright side in Grade One was watching the council tractors passing by or soldiers marching alongside army vehicle convoys getting ready for war.

After finishing primary school in 1947, he started at the Oakbank Area High School the following year. Came August that same year, he finished school and went to work on the new family farm, a property his parents had purchased two months earlier.

In 1949, he was confirmed in St. Paul’s Lutheran Church in Lobethal, and unknown to him at the time, his future wife, Joyce Van der Molen, from that same group of young people, was also confirmed. They eventually married in July 1960, and were soon blessed with two sons, Mostyn and Darren.

Aged 17 in 1952, he bought his first Caterpillar 30 tractor, albeit a rather sad looking machine, for one hundred pounds, which he resurrected to become his pride and joy. Later that year, he was conscripted to the Royal Australian Air Force where he served interesting times as a Nasho (i.e. six months compulsory military training) at Tottenham in Victoria, followed by five years in the Air Force Reserve which he believed made him a better man with a different outlook on life.

In 1957, he took on a milk run from various dairies in the district, later purchasing his own new Ford truck for this use. After giving the milk run away, he purchased a new Caterpillar D4 dozer to replace the old tractor. By 1960, Basil and Joyce’s small earthmoving business had flourished with three more D4 dozers as well as a D8. This soon led to the acquisition of heavier machines such as scrapers which

he hired out to a local mining company, and operating it six days a week.

From 1962 — 63, they had a contract with the Highways Department to build 10 miles of road at Paruna, a small eastern border town. More major road works followed in country South Australia; and when not doing roads, they were building dams, clearing land, chaining mallee and doing general earthworks. During that time, there weren’t many dozers around, and regardless, they always had other general work from councils or were building dams in the Adelaide Hills.

They did jobs all around Australia — in Darwin, Townsville, Katherine, Mackay and Rockhampton.

However, the industry’s boom period came to a halt in the 1960s when regular tailings dam work ended and jobs got caught up in several contractual disputes on a large land reclamation project at West Lakes. The latter became a long drawn out affair which

eroded the company’s once healthy bank balance. But Basil’s persistence to work through the tough times eventually paid dividends when better times returned.

During the early 1960s, fellow earthmover Harry Rutherford approached him about starting up an industry association.

Reluctant at first, he joined the newly formed Earthmoving Contractors Association of SA (ECA) in 1965 when he could see the need for representation.

For many years, Basil had a deep involvement in the community, industry and the local church. For example, he served on the ECA Executive Committee from 1970 to 1975. He was President and State Director for the Adelaide Hills branch of One Nation during that period and stood as a candidate for the Senate and Mayo on two occasions.

He had also served as an Elder for the Lobethal Lutheran Church three times.

His wife Joyce was an important partner in their business and also had a committed involvement in the local church as Secretary/ Treasurer of its Young People’s Society.

When he retired, Basil kept himself active writing about his family history and memoirs of the interesting times in which he lived and worked.
