Annual Snapshot OUR ANNUAL SNAPSHOT provides an overview of the activities and performance of the Civil Contractors Federation South Australia Limited during the year in review. We think this is a much more useful and cost effective way of reporting to our Members and others interested in the CCF SA and our industry than the traditional, often voluminous and costly Annual Report. A summary of the financial performance of the CCF SA during the 2019-20 financial year is included as part of the Annual Snapshot. A copy of the full financial report is available to Members at the Annual General Meeting and on request.

President’s (State of the Federation Address) Annual Report Today marks the completion of my third year as President, and in many ways, the most challenging. As we all know, the financial year 2019/2020 has been different to most. The early part of the financial year was very much business as usual. By November, bush fires were underway in most states of Australia, and these proved to be devastating. Then, in December, we heard reports of a virus coming out of China. The virus flared up, and by March had been declared a global pandemic. As you would expect, the CCF SA has stepped up to assist Members impacted by the fires and then the pandemic. This assistance continues today, particularly in respect to the virus, which has proven to be deadly and is still active in Australia. On a more positive note, despite our challenging environment, the CCF SA continues to make a difference in
several areas of interest or concern to our Members.

Many Members will recall that the CCF SA Board decided to establish our training business, Civil Train, in Western Australia. Until recently this has required an investment that has exceeded a financial return. I am very pleased now to report that our training operation in WA has now reached a break- even position. With the granting of a contract pending from the Western Australian Government allowing us to deliver government subsidised training, the financial viability of our WA operation should become stronger.
Following the approval of the apprenticeship in civil construction, which was an initiative of the CCF SA, this financial year has seen the continuing establishment and growth of the CCF SA’s Group Training Organisation (Civil Apprenticeships and Careers Ltd). Our GTO is positioning to recruit and manage apprentices on behalf of the civil construction industry. As a not for profit entity, the emphasis of our GTO is on quality and not profit. Quality people are being recruited to undertake an apprenticeship in civil construction and quality employers are being actively sought to host our apprentices. We take our hats off to our host employers for making an investment in the future of our amazing Industry.
All Members should take pride in the fact that the CCF SA‘s Civil Train, with operations throughout South Australia and also in the Northern Territory and Western Australia, is a leading training entity and plays a very significant role in ensuring the civil construction
Earlier this year the CCF SA secured a long-term tenant to occupy the ground floor of CCF SA House. This will make much better use of our building and deliver an additional revenue stream into the CCF SA. All Members will know that as a not for profit industry and business association, all surplus money is reinvested back into the CCF SA, or placed in a reserve fund, for the benefit of our Members. The CCF SA Treasurer will report more fully on the CCF SA finances but it will be noted that the end of financial year saw a loss position. This loss was anticipated and reflects decisions made by the CCF SA Board to take opportunities to invest in the future of the CCF, both locally and nationally. These included costs associated with accommodating the new tenant in CCF SA House, funding our training operations in WA, an
increase in the membership levy to CCF National, and providing $100,000 to financially support another state in the Federation. Going forward we can anticipate growing financial surpluses because of the new tenant, the growing success of our GTO and our training business in WA. I am pleased to report that we are seeing steady growth in CCF SA Membership. This is testament to a highly visible, active, and influential CCF SA which delivers value for the membership dollar. The CCF SA is an industry and business, member-driven association that is not afraid to go into bat for its Members, collectively or individually. The CCF SA does not play politics or favourites, calls it as it sees it, and always makes decisions in the best interests of all our Members, our Industry and South Australia.
Our advocacy during the year has been as strong as ever. The primary focus continues to be generating work for our Members, wherever they are, regardless of size, and ensuring that government policy and the regulatory environment support our industry. This has been particularly challenging during the pandemic. When it comes to investment in public transport and other infrastructure there has been a large gap between what the government says and what the government does. Significant sums of money for infrastructure are announced but the associated work is slow to come to market. Given the contraction in private investment in infrastructure, plus many Councils pulling back on works, government investment is crucial if the economy is going to be sustained and stimulated. This area of our advocacy remains a work in progress. 9
President’s (State of the Federation Address) Annual Report The next year will see us continue to focus on advocating for more investment in infrastructure to generate work for all our members. We continue from a local, state and national perspective to advocate for investment that is planned, designed and delivered in the best interest of all Australians. The CCF SA recently made a submission to Infrastructure Australia to help guide the federal government on where to best invest money to drive growth in employment, while creating new, and upgrading existing, infrastructure. With interest rates at an all time low, there is no better time to invest in nation building projects. In closing, I think most people would say that the CCF SA has again given things a very good crack. This includes our events program (physical and virtual), our magazine
and other publications, special bulletins, webinars, and the stream of information and advice we make available to our Members. I want to thank firstly all Members for your support through Membership during the year. None of the work CCF SA does would happen without many special people. Some of the most important work happens in the engine room behind the scenes. In this respect I acknowledge and thank my colleagues on the CCF SA Board; industry leaders who give their time voluntarily to serve the CCF SA and our industry. I also want to thank the Chairpersons and members of our committees including the Next Generation in Civil Committee, the Women in Civil Committee and the Retired Members Group.
It is often said that for a business to be successful you must have the right people in the right jobs. The CCF SA over the years has had the benefit of very committed and talented people. This remains the case today. My thanks and appreciation go to our staff in South Australia, the Northern Territory and Western Australia, who are capably led by our CEO. Well done team. CCF SA advocacy highlights – generating work for members and building South Australia Infrastructure can soften the blow of the pandemic the CCF SA has been calling on the Federal and State Government to invest in transport and other infrastructure and accelerate spending in this area. Infrastructure investment will be critical to the economic recovery. Credible sources say that the current pipeline of projects is insufficient. Reserve Bank of Australia Governor Philip Lowe has implored the states to commit an additional $40 billion to infrastructure over the next two years, effectively doubling their existing spending. The CCF SA has included several of the following projects in a submission to Infrastructure Australia, with the recommendation that ultimately the Federal Government allocate sufficient money in concert with the State Government to bring these projects fruition.

Centre of Excellence The utilisation of the facilities available at our state of the art CCF SA House – Centre of Excellence continues to increase. As a purpose built training facility it is the ideal venue for our diverse accredited and non accredited education and training programs and courses. The extensive suite of simulators and the technology supporting the interactive ‘virtual work environment’ is second to none in Australia and in many advanced countries. Our modern and extensive fully equipped meeting and training rooms are in increasing demand. We remain grateful to the Commonwealth Government for the grant that made the development of the facility possible. The many thousands of students attending training at the Centre of Excellence is testimony to the fact that the Government’s trust and confidence in the CCF SA to maximise the potential of the grant has been honoured. The facility is also the headquarters of the CCF SA, the Industry Association.

Civil Train CCF SA’s training arm Civil Train, continues to be highly regarded and in demand. In 2019-20, Civil Train processed 7,007 enrolments across South Australia, the Northern Territory and Western Australia. This included 509 women and 432 persons who identified as Aboriginal or Torres Strait Islander. This represents a slight decrease in total enrolments compared to 2018-19. Whilst Civil Train was still able to offer training services throughout COVID-19, the outbreak was unavoidably disruptive to delivery (smaller classes to allow for physical distancing) and for a period of time affected forward bookings. Clear protocols and communication with clients however, minimised impact on the business operations during this time. Following receipt of a grant by the Department for Innovation and Skills, Civil Train commenced development of online learning solutions to support distance delivery should restrictions continue. Civil Train continues to be a major provider of short courses to the industry, including safety and plant training. Our regional presence is as important as ever and Civil Train continues to endeavour to provide flexible training options to all Members and clients across South Australia. As an approved provider to the South Australian Government, Civil Train delivers subsidised qualification training in Civil Construction and Surface Extraction disciplines from Certificates II to IV. Civil Train has been the predominant trainer of the new civil construction apprenticeship to industry and now offers South Australia’s only
apprenticeship for the traffic management sector. This year, Civil Train has undertaken pivotal work to support the establishment of pathways to the civil construction apprenticeship, including delivering a ‘Civil Connexions’ bridging course for 2019 school leavers at our live works site in Burton, and a female-only Certificate II program. Civil Train NT, continues to develop strong connections with local industry and Government in the Territory, specifically in its work with Aboriginal communities. Civil Train WA, is continuing to build a strong reputation for quality training in Perth, offering a range of qualifications and short courses. The opportunity to apply for a funding contract will mean 2020-21 will be a pivotal and exciting year for the WA operations. CCF SA’s training brand MINING TRAIN, provides tailored training solutions to the mining, energy and resources sectors and specifically promotes qualifications in surface extraction operations. TRAIN SA continues to provide our corporate course offering, including FORWARD GEARS, a suite of non-accredited workshops for leadership and management professional development. Civil Contractors Federation SA Ltd has registered a new RTO (#45621) which will be operational from September 2020. This is an administrative requirement by our regulator, due to the change in legal entity, and will not impact any of the services provided by Civil Train. The current RTO (#40239) will be closing on 31 August 2020.

Civil Apprenticeships and Careers Ltd During 2018 CCF SA undertook a significant industry feasibility study to understand South Australia’s Civil Infrastructure Industry’s future work force needs. It became clear very quickly the industry wanted, needed, an apprenticeship. With the feasibility complete declaration of the existing Traineeships as Declared Trades was then undertaken and achieved. In 2019 Civil Apprenticeships were born. Understanding civil industry procurement does not necessarily produce consistent work to individual businesses to support apprentices, and with billions of dollars to be spent on South Australian infrastructure, CACL was formed. CACL was founded by CCF SA in 2019 as an independent entity. Entity Details:

CACL seeks to employ a further 50 apprentices by July 2021. The following programs are currently underway to support this employment target:
Apprentices currently employed An extensive apprentice recruitment campaign was launched in December 2019. Throughout January candidates were screened and interviewed with Contracts of Training being offered to apprentices in February. CACL also partnered with Civil Train through this period to deliver a Civil Connexions, pre-apprenticeship program, this resulted in further apprentices being offered Contracts of Training.

Schools and community engagement To promote pathways into Civil Construction CACL has attended over 27 school and community events over the last 12 months. These events include presentations, mobile simulator, school expos, career days, mock interviews and bespoke school and community events. Vet Coordinators from schools across South Australia are actively engaged with CACL. CACL has hosted several Vet Coordinator group meetings and professional development days during the 2019/20 period. CACL also established relationships with school alliance groups across South Australia through 2019 to ensure Vet Coordinators, teachers and career influencers across the school community are aware of Civil Construction industry pathways and professions.
High School program concludes in October 2020 and the St Patricks Technical College program will commence in early 2021. Hosts CACL brings a collective of ‘Hosts’ (Civil Industry Businesses) together who can then support apprentices no matter the procurement cycle or outcomes. Hosts are a critical component to CACL’s success. Host screening and on boarding commenced mid 2019 and continues actively. Currently 12 Hosts are active with CACL, with several Hosts hosting more than one CACL apprentice. 2020 has continued to see additional potential Host businesses engaging with CACL, with a further 15 Hosts at various stages of CACL Host Registration. Host enquiries continue to be strong.
Roads2Civil Programs in Schools 2019 and 2020 saw CACL take on a primary partner role, as an apprentice employer, in two school based preapprenticeship programs. These schools included Henley High School and St Patricks Technical College. The Henley
