President’s Message It is a privilege to reflect on another significant year for Civil Contractors Federation South Australia (CCF SA) and the civil construction industry we proudly represent. The 2025-26 financial year was a challenging one in the South Australian market. Despite unprecedented investment in the state, we have seen slow progression into delivery for many projects. The new Women's and Children's Hospital and the River Torrens to Darlington (T2D) project are moving ahead but they have absorbed much of the available funding, workforce and attention. There has also been considerable planning and preparation for future utilities augmentation on the back of last year's Housing Roadmap. What does this mean? South Australia has been a state of “Gonna Do It”. The work is coming – our addressable civil and infrastructure market will be larger than ever, in part because of the concertina effect, where delays in funding, procurement and planning have compressed major projects into a tight block of delivery. However, uncertainty about when that work will reach market has impacted our members’ confidence and ability to invest in the plant, people and training needed to meet it. Infrastructure investment is welcome, and CCF SA strongly supports it, but it also brings significant challenges. Our industry's capacity to deliver depends on efficient procurement, delivery and having the people, skills, businesses and supply chain in place when the work arrives. CCF SA has continued to put these issues at the forefront of our advocacy, working with government, industry and our members to ensure the voice of civil contractors is heard in decisions that affect our businesses and our workforce. Our members are here and they are ready! This year has marked an important leadership transition for CCF SA with the appointment of Jessica Tucker as Chief Executive Officer. Jessica has brought a strong understanding of the civil construction industry and a clear focus on supporting members, strengthening industry capability and positioning CCF SA to lead and advocate effectively during a period of significant growth and opportunity for South Australia. One of the defining achievements of the year was the establishment of the CCF SA Centre for Excellence at Gepps Cross. The new facility represents a significant investment in the future of our industry, bringing CCF SA, Civil Train and Civil Apprenticeships and Careers Ltd (CACL) together at a purpose-built site incorporating state-of-the-art training facilities and a live works training site. Importantly, our focus extends beyond infrastructure to the people who build it. Through our training, apprenticeship and workforce initiatives, and the work of the Women In Civil and Future In Civil sub-committees, we are helping create stronger pathways into our industry and supporting the next generation of civil construction professionals. The success of initiatives such as the 'Women in Tunnelling' program demonstrates what can be achieved when industry, government and training organisations work together. Our public sector is working very hard keeping up with the pace of change, and I would like to especially recognise Acting Industry Advocate Phillip Dowsett, Chief Executive of Infrastructure SA Jeremy Conway, and South Australia’s Skills Commissioner Cameron Baker for being among the future-focussed government stakeholders actively working towards effective solutions for our industry. A big thank you to all our members for their continued support, engagement and contribution throughout the year. CCF SA has a diverse membership, from large multinational organisations to owner-operators. While our members' needs can differ, all of us want to see our industry continue moving forward, and it is the collective knowledge, experience and commitment of our membership that continues to shape our advocacy and our direction. I'd also like to acknowledge the CCF SA Board, our dedicated team, our training and workforce partners, sponsors and stakeholders for their contribution throughout the year. As we look ahead, the opportunity before South Australia is immense. Our focus must remain on ensuring our industry is ready to deliver, safely, productively and sustainably, and that our members are positioned to participate and prosper. On behalf of the Board, thank you for your continued support of CCF SA. Together, we are not only delivering the infrastructure South Australia needs today, but building the capability, workforce and foundations for the state's future economic prosperity.

Charles Hatcher

President Civil Contractors Federation SA

CEO’s Message 2025-26 has been a year of momentum and transformation for CCF SA, with our organisation continuing to evolve to meet the changing needs of our members and the extraordinary opportunities ahead for South Australia’s civil construction industry. At the heart of this year’s achievements has been a clear focus on representing, promoting, celebrating and training the civil construction industry. With more than 300 member organisations collectively employing more than 25,000 South Australians, CCF SA has an important role to play in ensuring our members have a strong voice, access to opportunities and the capability to meet the demands of an unprecedented infrastructure pipeline. A major milestone was the completion and opening of our new CCF SA Centre for Excellence at Gepps Cross. Bringing our corporate office, Civil Train and CACL together on one site has created a world-class industry hub for training, workforce development, apprenticeships, engagement and collaboration. The facility’s live works site and advanced civil construction simulation capabilities provide a strong foundation for developing the job-ready workforce South Australia needs. Workforce development has remained a central priority throughout the year. We have continued to strengthen apprenticeship and training pathways, support employers to build their workforces and develop innovative initiatives to attract new people into civil construction. Our advocacy program has also remained focused on the issues that matter most to members, including infrastructure investment, project pipelines, procurement, skills shortages, training funding, industrial relations, regulation and the business environment. We have continued to engage constructively with all levels of government and key stakeholders, ensuring the experience and expertise of civil contractors informs the policies and decisions that shape our industry. This includes being represented on the State’s Fuel Security Roundtable and the Housing Roadmap Oversight Committee, making sure the voice of our sector and our members is being raised directly with key decision makers, and CCF SA hosting the first ever National Skills Summit in February with State and Federal Governments. Equally important has been creating opportunities for our members to connect, learn and celebrate. Our events, industry forums, committees and awards programs have provided valuable opportunities to share knowledge, build relationships and recognise the people and businesses making an outstanding contribution to civil construction. We have big plans for the year ahead to introduce more opportunities for members to engage, connect and learn.

The achievements of this year are the result of a collective effort. Thanks to our members for their engagement and trust, our Board for its leadership, and our team across CCF SA, Civil Train and CACL for their professionalism, commitment and hard work. I also thank our government, industry and business partners for their collaboration and support. Looking forward, the opportunity for our industry has never been greater. Our challenge is to make sure we have the people, skills, capability and business environment required to turn South Australia’s infrastructure investment into lasting economic and community benefit. CCF SA enters the next financial year with a strong sense of purpose, a sound financial footing and a clear ambition to continue delivering greater value for our members, strengthen our industry’s voice and help build the skilled, capable and sustainable civil construction workforce that will deliver South Australia’s future.

Civil Contractors Federation SA Laying the foundations for the state’s future

The 2025-26 financial year has been a year of significant progress for Civil Contractors Federation South Australia (CCF SA), marked by strong advocacy, strategic workforce development initiatives and investment in the long-term sustainability of the civil construction sector. As South Australia continues to deliver an unprecedented pipeline of infrastructure projects, CCF SA has remained focused on ensuring the industry has the capability, workforce and business environment required to meet current and future demand and strengthening its role as the leading voice for the state's civil construction industry.

A new home for CCF SA

A major highlight of the year was the opening of the CCF SA Centre for Excellence at Gepps Cross. Bringing together CCF SA, Civil Train and Civil Apprenticeships and Careers Ltd (CACL) on one integrated site, the facility has established a world-class hub for training, workforce development, apprenticeships and industry engagement. Officially opened by Premier Peter Malinauskas in March 2026, the grand opening invited members, stakeholders and industry into the Centre for Excellence to see first-hand how the peak body is driving the sector forward.

The industry’s strong voice Advocacy remained a central pillar of CCF SA's work this year, ensuring member concerns and industry priorities were represented at the highest levels of government and decision-making.

CCF SA represents the industry on the State Government's Fuel Security Roundtable and Housing Roadmap Oversight Committee, providing direct input into key policy discussions affecting the sector. Regular engagement was also maintained with the Department for Infrastructure and Transport, SA Water, Skills SA, the Construction Industry Training Board (CITB) and other senior government stakeholders, reinforcing CCF SA's position as a trusted and respected industry partner. With the Middle East conflict increasing global fuel prices, CCF SA has strongly advocated for relevant and appropriate rise and fall provisions in supplier contracts that better respond to rapid escalation in supply costs. Working closely with CCF National, CCF SA provided members with a fuel cost calculator and hosted a webinar with construction and infrastructure lawyer John Vozzo from HWLE Lawyers to help contractors better understand cost impacts and navigate contractual obligations.

Building the workforce of the future During the year, CCF SA worked closely with state and national stakeholders to address challenges impacting civil construction training pathways. CCF SA has continued advocating for greater recognition of civil construction occupations and improving alignment between training pathways and national priority occupation classifications. A formal submission was made to government seeking recognition of the Civil Tradesperson occupation under the Occupation Standard Classification for Australia (OSCA), to create stronger pathways into the industry and improve access to workforce development funding. Led by the Industry Skills Council for the Industry Advcoate, CCF SA contributed to consultation regarding proposed targets for women in construction, supporting practical approaches that encourage greater participation while recognising the realities facing employers and industry. CCF SA has also supported the delivery of the Industry Accelerated Apprenticeships Pilot (IAAP) as one of just five group training organisations and industries chosen to partner with the South Australian Skills Commission. Launched in March 2026, the initiative aims to strengthen apprenticeship pathways and accelerate workforce development for critical construction and infrastructure occupations from 36 to just 18 months. Further demonstrating its commitment to workforce solutions, CCF SA participated in Australia's first Civil Skills Summit in Adelaide, which brought together government, industry and training stakeholders to explore collaborative strategies for addressing current and future workforce challenges.

Strengthening the organisation The year also saw strengthening of CCF SA's leadership team through the appointment of Jessica Tucker as Chief Executive Officer and of CCF SA and Executive Director of Civil Apprenticeships and Careers Ltd, along with Zac Slade as Director - Training, Rikki Cooke as Director - Civil Apprenticeships and Careers Ltd, and Naomi Marsh as Director - Communications and Member Services. Ming Lau, Director - Corporate, rounds out the organisation’s leadership. Additional appointments across advocacy, communications, human resources and member engagement have positioned the organisation to better support members.

Civil Train

For the industry, by the industry Contractors in South Australia and Western Australia continue to recognise that to work in civil, you should train with the civil experts. That has led to strong achievements for Civil Train in both states across contract delivery, workforce diversity and industry engagement. The past year saw the relocation of Civil Train in South Australia to CCF SA’s new Centre for Excellence in Gepps Cross which is now home to the largest civil construction live training site in the southern hemisphere – three times the size of our previous site. The facility also features a confined space and working at heights facility, Smart Board technology in every classroom and a tech hub that holds a range of earthmoving simulators and VR headsets. The live training site offers a range of modern load shifting and earthmoving equipment. With capacity for training doubling with the relocation, Civil Train is well-positioned to capitalise on this in the year ahead and grow student enrolments.

Strong demand for civil skills Civil Train supported 469 apprentices and trainees across South Australia and Western Australia during the year, reinforcing its position as the leading workforce development partner for civil contractors. South Australia’s apprenticeship base included 196 Certificate III apprentices and 47 Certificate IV trainees, with 71 students completing their training during the year. Demand remained strong in Western Australian too, with 116 Certificate III apprentices and 110 Certificate IV trainees undertaking training – 69 of which completed their training. More than 4,500 students, from new civil workers through to experienced contractors, were trained by Civil Train across 376 courses during the 2025-26 financial year. Public short courses trained 2,062 students, highlighting the continued demand for face-to-face training opportunities, while a further 1,305 students completed in-house and private courses. Civil Train’s online courses also remained a popular and accessible learning pathway, with 1,209 students during the financial year.

Gender diversity in civil construction Workforce diversity remained an important focus this year with Civil Train continuing to support greater opportunities for women in civil construction careers. Female representation remained steady across Civil Train in South Australia (6.6%) and Western Australia (7.1%), with 32 women completing training – approximately 6.8% of all students.

Engagement with industry Civil Train has consolidated its position as a go-to provider of industry-leading training for the civil construction sector over the past year. Civil Train provided training to 428 employers during the 2025-26 financial year. Meanwhile, Civil Train maintained apprenticeship and traineeship partnerships with 78 employers in South Australia and 47 employers in Western Australia. This has helped ensure that training for the next generation of civil construction workers is closely aligned with workforce and contractor needs.

Comprehensive training offering In addition to Civil Train’s apprenticeship and traineeship courses, it offered 13 accredited units through public short courses and nine non-accredited short courses last financial year.

Civil Train also delivered mobile plant training on site across five separate units of competency, across metropolitan Adelaide and in regional and remote areas of South Australia. This flexible approach to training delivery reduces client’s downtime, minimises disruption and equips staff with new confidence and skills directly relevant to their work environment by learning in the machinery they use on site every day. With strong demand for housing enabling infrastructure in South Australia, Civil Train is well positioned to help the state grow, continuing to be the only registered training organisation able to deliver SA Water endorsed pipelaying training.

Expert trainers Civil Train delivered its high-quality training outcomes through a dedicated team of 22 staff, including seven full-time trainers and one contract trainer in South Australia and two full-time trainers in Western Australia. There continues to be capacity to grow the Civil Train team, with active recruitment efforts underway to strengthen capability and support future growth opportunities.

Civil Apprenticeships and Careers Ltd Building the future workforce

Civil Apprenticeships and Careers Ltd (CACL) underwent a period of transition and renewal during the 2025-26 financial year. While continuing to play a critical role in the growth and development of South Australia’s civil construction workforce, CACL was focused on increasing career opportunities through its civil construction apprenticeships offering and improving engagement with industry to better respond to the needs of civil employers.

Strengthening workforce pathways CACL continued to work closely with Civil Train and industry stakeholders to identify, recruit, train and support individuals pursuing careers in civil construction. Through school engagement activities, on-site immersion sessions and career events, they continued to increase the number of candidates into diverse opportunities available across the civil industry. Reinforcing its position as the state’s only group training organisation that exclusively supports the civil construction industry, CACL employed a further 26 new apprentices through the Certificate III in Civil Construction throughout the year. Ranging from SMEs through to some of the state’s largest civil contractors, CACL partnered with over 22 leading civil construction employers to host their civil apprentices.

Supporting innovation in workforce development CACL collaborated with Civil Contractors Federation SA (CCF SA) and Flinders University on the development of a proposed Civil Engineering Degree Apprenticeship pathway. Targeting commencement in 2027, the innovative model will support apprentices to be employed full-time while completing a Bachelor of Engineering (Civil - Honours), combining paid employment with university study and real-world industry experience. Graduating participants will be highly sought after civil construction professionals and uniquely positioned with both tertiary education and on-site experience to help address long-term workforce shortages. To date, the proposal has generated strong interest across industry and CCF SA will play a key role in supporting the program’s promotion and enrolments.

New industry engagement methods Planning commenced in the 2025-26 financial year for two new workforce initiatives designed to strengthen connections between apprentice candidates and employers, and support in attracting more people into the industry. Both initiatives will launch early in the next financial year. CACL Workforce Connect events will provide employers with opportunities to meet pre-screened apprentice candidates through structured speed networking interviews, helping employers identified suitable talent more efficiently. Meanwhile, regular Civil Construction Apprenticeship Information Sessions will be delivered from the CCF SA Centre for Excellence, providing prospective apprentices with greater insight into career opportunities within civil construction and helping them to make informed decisions about entering the industry.

Event calendar highlights Celebrating and connecting the civil construction industry Civil Contractors Federation SA events continue to be a leading platform for connection, collaboration, advocacy and celebration for South Australia’s civil construction sector. Throughout the year, our events brought together contractors and suppliers, government representatives, industry leaders, emerging professionals and key stakeholders to strengthen relationships, share knowledge, recognise excellence and celebrate the people and organisations shaping South Australia’s infrastructure future. We sincerely thank our CCF SA business partners, sponsors, committee members, speakers and award judges for their continued commitment and support. Across the 2025-26 financial year, CCF SA delivered seven major events, three industry briefings and one networking event with more than 1,600 total attendees. Looking ahead, CCF SA will continue to evolve its events program to meet the changing needs, challenges and opportunities of the industry. Planning is underway to introduce a series of new member forums and leadership events which will provide members and industry with direct access to key insights that they can use to strengthen and grow their own organisations.
