ANNUAL SNAPSHOT OUR ANNUAL SNAPSHOT provides an overview of the activities and performance of the Civil Contractors Federation South Australia Limited during the year in review. We think this is a much more useful and cost effective way of reporting to our Members and others interested in the CCF SA and our industry than the traditional, often voluminous and costly Annual Report. A summary of the financial performance of the CCF SA during the 2020-21 financial year is included as part of the Annual Snapshot. A copy of the full financial report is available to Members at the Annual General Meeting and on request.

We want all South Australians to understand this critical role: not only what the industry does, but what it contributes. Essential infrastructure like roads, bridges, airstrips, pipelines, drainage, ports and utilities. Land development and earthmoving that underpin the residential and commercial building construction industries, and the provision of services which all households and businesses rely on like power, water, communications and gas. The civil construction industry is also a magnet for investment into our State, a provider of vast employment opportunities, with the potential to offer a diverse range of careers for young people. Civil construction contributes to the quality of life in South Australia and the health of its economy.

In addition to these core responsibilities, CCF SA will be raising the bar.

CCF SA will continue supporting the civil construction industry to be skilled, sustainable and profitable.

We have a bold new vision that sees the civil construction industry being widely recognised for what we know it is: an essential foundation to the prosperity of South Australia.

We will respond to the needs of civil contractors, build industry capability, and influence actions that will benefit the industry and, in turn, all South Australians.

PRESIDENT’S ANNUAL REPORT President’s (State of the Federation Address) Annual Report As President of Civil Contractors Federation South Australia (CCF SA) it is my pleasure to present this President’s Annual Report for the 2020-2021 financial year.

As 2021 is an election year for our CCF SA Board, I would like to take this opportunity to recognise all current CCF SA Board Members. None of which we could have achieved if it wasn’t for the tireless work of all the CCFSA employees and board members. I believe I am stepping down and handing over the torch to the next president with the confidence that the Civil Contractors Federation is in a Prosperous, Dynamic and Relevant position. An industry body that is leading the way in Cultural & Diversity outcomes and constructing a bigger and better South Australia.

Our industry’s low covid risk profile and high level of compliance standards have facilitated CCF SA’s active conversations with SA Health to ensure our sector can continue working seamlessly through future lockdowns.

I would like to thank the CCF SA Board and the CCF SA team for their support and commitment during my time as President, and welcome the new CCF SA Board elected at our 2021 AGM. COVID-19 Covid disruptions have and will continue to impact our businesses and influence a ‘new way of life’ for our industry. New learnings, systems and processes were adopted by our sector to mitigate Covid risks and restore our industry’s capability

NEW STRATEGY AND NEW PATHWAYS The recent conclusion of the 20182021 Strategic Plan paved the way for the unveiling of CCF SA’s new and dynamic 2021-2024 Strategic Plan. This new Strategic Plan acknowledges our past and ongoing tribulations which we are well familiar with and looks to build upon our industry sector positives: • Leveraging our local capability and capacity to ensure South Australian works are completed by South Australians. • Our projects have become bigger, more advanced; our workers and businesses are smarter, more creative and inspiring.

Our industry’s workforce is far more diverse and inclusive than ever before. Our industry is mature, and we understand the need to invest in succession plans now to successfully deliver billions of dollars’ worth of projects in South Australia. As an industry with an official trade now and with the recent launch of our civil apprenticeships, we invest our efforts on building and nurturing our workforce into the future. We are continually raising the profile of our industry to ensure our young South Australians know: ○ about our secure and vast career prospects and ○ there are opportunities to be mentored by some of the best in the business.

With a focus on the prevailing economic climate and the needs of our industry, it was clear we needed to evolve CCF SA in order that it could keep pace with today’s pressures and needs, whilst being modern, adaptable and dynamic. A new CCF SA emerged in July 2021.

The NEW strategic vision for the CCF SA drives our focus: “A Civil Construction Industry that is recognised as critical to South Australia’s prosperity and supported to be skilled, sustainable and profitable.” This vision ensures all South Australians will understand not only what the industry does, but what it contributes to. Our civil industry acts as a magnet for investment into our State, a provider of vast employment opportunities with the potential to offer a diverse range of careers for young people. This must be recognised. For far too long, our industry has been the silent achiever. Supported by CCF SA’s passion, your business and workers are in safe hands. Together, there is nothing we can’t achieve for the better good of our industry. “CCF SA is an informed advocate and champion for the civil construction industry. DIGGING DEEP With the State Government election to be held in March 2022, the CCF SA Board and Team developed the “Digging Deep for South Australia Civil Infrastructure Priorities” document in consultation with the industry, outlining the current challenges confronted by our sector and detailing the recommendations to overcome them. Positively, the priorities and recommendations have been well received with active engagement across various State Government Agencies and independent bodies. I sincerely extend my many thanks and appreciation to the CCF SA team in South Australia, Western Australia and Northern Territory. Their achievements are detailed in this Annual Snapshot 2020-21. CEO REPORT Thank you for reading this 2020-21 Annual Snapshot. Firstly, I would like to express my gratitude and pride in taking on the CEO role, with the opportunity to represent and work with the BEST across the South Australian civil industry, CCF SA, Civil Train and CACL, every day on the job is a privilege. As 2021 kicked off, the CCF SA team moved to operate differently, adapting to our changing economic and covid environments, member and industry feedback. Certainly, the State Government’s commitment to spend $17.9 billion in the next four years on infrastructure demands innovation from all stakeholders to assure public and private project delivery. We have started a journey to ensure our industry will thrive in this new world. The following highlights a few focus areas through 2021. As an Industry Association with the imperative responsibilities of lobbying and advocacy, we immediately commenced building strong and trusted new relationships with the South Australian Government across

multiple agencies, stakeholders, and independent advisory bodies. Greater communication pathways were established with this new collaborative approach to find ways to ensure every South Australian and our civil businesses benefit from every infrastructure project completed across our great State. While there is still much work ahead, we are now better placed to accomplish positive outcomes. A new initiative in schools and the community was started to pitch what our incredible industry has to offer, with CCF SA and CACL teams highlighting the civil industry’s relevance to the growth and prosperity of South Australia. In 2021, a number of pilot in-school pre-apprenticeship programs produced solid apprenticeship outcomes. CCF SA is now working on ensuring civil pre-apprenticeship programs are funded in schools. Our committees, Women in Civil (WIC) Committee, Future In Civil Committee (FIC [previously known as Next Generation in Civil Committee]) and the CCF SA Retired Members Group were given far greater support and autonomy in 2021. New heightened visibility

CEO REPORT and targeted activities took place in earnest. WIC led the charge by securing a two-year sponsorship partnership with McMahons and Intract Australia. This incredible partnership supports WIC events and female candidates undertaking CACL pre-apprenticeship programs. The CCF SA’s calendar of events flourished, with many adopting a more casual approach whilst still maintaining the professionalism trusted upon us by industry and Members. Such occasions are no longer just driven by quality speakers but offer our growing and diverse Membership group a place to relax and connect. We are seeing more new faces and businesses represented. If you haven’t attended an event lately, I strongly encourage you to do so. Our Registered Training Organisation (RTO) Civil Train also braved transformation with new systems introduced, e-learning developments and a new technologically savvy team driving greater efficiency to meet the industry’s ‘anytime’ interaction needs. High quality and relevant accredited and non-accredited training courses and programs

are on a continual improvement pathway, and new training opportunities are being created. We continue to train interstate and regionally, anywhere, anytime, to meet customer requirements, with fee discounts on offer to Members. Civil Apprenticeships and Careers Ltd (CACL), Group Training Organisation (GTO) has continued its extraordinary growth through the 2020-2021 period. With 42 apprentices employed and hosted, our industry sector is applauded for its commitment to support its civil trade apprentices. If you are an industry leader and can support our industry’s apprenticeship ambitions, please reach out today to get involved. Covid has challenged our workforce, and in response to the unhealthy stresses entering our industry and with greater workforce activation, CCF SA introduced a new ‘Health Injury and Wellness’ team. This team is driven to support your business with health and wellness initiatives, whilst also assisting with traditional injury management concerns. A new team created based on your feedback.

Finally and importantly, I thank the incredible efforts of our CCF SA, Civil Train and CACL Teams across SA, NT and WA. We have moved quickly and bravely, challenging the status quo to fulfil industry expectations. I am so proud to be a part of such a passionate and driven team. CCF SA WORKING FOR YOU COVID-19 South Australia has been fortunate enough to have kept a significant outbreak of COVID-19 at bay, with SA Health being very swift to enact ‘circuit breaker’ restrictions, along with vigorous testing and quarantine requirements for our visiting interstate counterparts. CCF SA has been represented at several forums with the Premier, and other key personnel within the Department of Infrastructure and Transport, where we have been advocating for our industry to continue to operate through lockdowns. We will continue to do so and provide CCF SA members with the most up-to-date information as soon as it becomes available. DIGGING DEEP FOR SOUTH AUSTRALIA The recent state budget has seen a commitment from the Government of a record $17.9B investment in infrastructure. CCF SA represents the reforms the South Australian civil industry feels are necessary to meet the increasing demand of our state infrastructure while

fully realising the potential such an investment promises for the South Australian people and their future prosperity. Our agenda is five-fold: • Deliver a consistent, industry led, bipartisan civil infrastructure future works programme, including maintenance of existing assets and new projects. • Build and maintain workforce capacity and capability with a focus on diversity, youth and retention of workers • Reform procurement and project delivery policies and practices to deliver improved productivity and return value to South Australia and its civil industry. • Ensure collaborative, equitable and fair commercial frameworks which befit the whole of industry. • Ensure every South Australian must benefit from their State’s civil infrastructure construction and ongoing maintenance.

CIVIL TRAIN CCF SA’s training arm Civil Train, continues to grow not only in South Australia, but in the Northern Territory and Western Australia to be highly regarded and in demand. The growth has been made possible by the extensive work of our Operational Managers and training teams in their respective states and territories establishing a big presence and continuing to improve on their training facilities. In 2020-21, Civil Train processed around 7300 enrolments across South Australia, the Northern Territory and Western Australia. This included 723 women. This represents a slight increase in total enrolments compared to 2019-20, that was heavily affected by the COVID-19 outbreak which was unavoidably disruptive to delivery (smaller classes to allow for physical distancing), and for a period of time, it affected forward bookings. Civil Train continues to be a major provider of short courses to the industry, especially in key areas of industry compliance requirements like safety, mobile plant training, White card, forklift operation and traffic management. We have seen an increase in demand for non-accredited training and industry led training, by means of industry and Civil Train working collaboratively to cater for industry training needs that are not formally recognised by formal units of competency. Civil Train SA is an approved provider to the South Australian Government and continues to deliver subsidised qualification training in Civil Construction disciplines from Certificates II to IV. This year, Civil Train has continued to support the establishment of pathways to the civil construction apprenticeship, including delivering bridging courses for school leavers, Certificate II in Civil Construction and intensive skill set programs where learners gain greater opportunities of live work scenarios and experience.

CIVIL TRAIN Civil Train NT continues to nurture strong connections with local industry and Government in the Territory, specifically in its work with Aboriginal communities. It has developed and delivered many bespoke training products to cater to client needs, leading to other training opportunities and pathways into the civil construction industry. NT has done extensive work to upgrade its Alice Springs training facility for the delivery of a variety of courses, building on capability and short course calendar offerings. Civil Train WA is an approved provider to the Western Australian Government and continues to deliver subsidised qualification training in Civil Construction disciplines from Certificates II to IV. With its strong reputation as a provider of quality training in Perth, it is regularly expanding its offering with a range of qualification streams and short courses. Our delivery of qualifications is as important as ever because the demand for qualifications continues to grow as we are endeavoring to provide flexible training options to all Members and clients, including those who are in regional areas.

CIVIL APPRENTICESHIPS AND CAREERS LTD Civil Apprenticeships and Careers Ltd (CACL) is a Group Training Organisation, an independent entity founded by CCF SA, created to support and generate apprenticeship employment opportunities in the civil construction industry, where the continuity of employment is provided for, and where the quality and scope of training available to apprentices and trainees in the civil construction industry is of the highest standard. CACL will seek to ensure that apprentices have quality training in a safe and supportive environment to ultimately achieve successful completion of their qualification.

APPRENTICES CURRENTLY EMPLOYED

Through 2020 – 2021, CACL in partnership with Civil Train SA, conducted 3 pre-apprenticeship programs with apprenticeship employment outcomes provided to those who successfully completed the program. The Roads2Civil school-based and Civil Connexions school-leaver programs provide high quality training in the core units of the Certificate III in Civil Construction qualification. This enables the participants to gain an understanding of site duties, site WHS aspects, and team coordination prior to placement as a civil apprentice. To date, 42 apprentices are currently employed; details are as follows: •

Junior (under the age of 21) and Adult (over the age of 21) Apprentices consisting of: • 40 Civil Construction General Apprentices • 2 Traffic Management Apprentices • 3 Female Apprentices • 39 Male Apprentices

FUTURE APPRENTICESHIP EMPLOYMENT

CACL seeks to employ a further 30 apprentices by July 2022. The following programs are currently underway to support this employment target: • Western Technical College Roads2Civil Pre-Apprenticeship Program – 16 Participants • Civil Connexions PreApprenticeship Program – 16 Participants • Henley High School Roads2Civil Pre-Apprenticeship Program – 16 Participants

SCHOOLS AND COMMUNITY ENGAGEMENT To promote pathways into civil construction, CACL has attended over 30 school and community events over the past 12 months. These events include presentations, mobile simulator days, school expos, career days, mock interviews, and bespoke school and community events.

Vet Coordinators from schools across South Australia are actively engaged with CACL. CACL has hosted several Vet Coordinator group meetings and professional development days during the 2020/21 period. CACL also established relationships with school alliance groups across South Australia through 2020/21 to ensure Vet Coordinators, teachers and career influencers across the school community are aware of Civil Construction industry pathways and professions.

HOSTS

CACL brings a collective of Hosts (from civil industry businesses) together who can then support apprentices whatever the procurement cycle and outcomes are. Hosts are a critical component of CACL’s success. CACL actively works towards onboarding and screening new Hosts who are passionate in the training and development of apprentices. Currently, 23 Hosts are active with CACL, with several hosting more than one CACL Apprentice with a further 13 Hosts at various stages of CACL/Host registration. Host enquiries continue to be strong. We take this opportunity to thank our industry leading Hosts; without their time and support, CACL would not be able to continue operations and South Australia’s youth would not have an industry led pathway into our great industry. Thank you.

CCF SA EVENTS The impact of COVID restrictions did not hamper CCF SA’s ability to deliver high quality events for our members. We are fortunate to be in South Australia, which has given us the ability to hold large events, such as the annual Earth Awards, and the Industry Gala Dinner. CCF SA adapted, and was able to provide online access to Industry Briefings held at CCF House. In the twelve months leading up to June 30 2021, CCF SA events included: • 12 Industry Briefings – both online and in person • Monthly Cultural Awareness Workshops • Next Gen Committee Networking Events • Women in Civil High Tea • Member Networking Events • Industry Breakfasts • Annual Golf Day • Industry Gala Awards • Earth Awards • Dig Days The program of events is constantly being updated, and we encourage our members to visit our website to find out more.
