Most of you know Cornell Cooperative Extension Sullivan County as your local resource of choice for informal and hands-on learning experiences. We bring the research and science of academics at Cornell University and other land grant colleges right to your homes, farms, gardens, kitchens, schools, and towns. We hope the workshops, demonstrations, projects, events, and experiences we provide help you in your daily living and work.

You may not know that CCE also exists to conduct applied and translational research. Applied research is any research that may be useful for enhancing health or wellbeing. Translational research, as defined by Elaine Wethington, associate professor in the Departments of Human Development and Sociology at Cornell, is a systematic effort to convert basic research knowledge into practical applications to enhance human health and wellbeing. By identifying emerging research questions and helping academics to find answers, CCESC encourages the application of science and technology to improve agricultural, economic, and social conditions in Sullivan County.

Last summer, CCESC’s Caregiver Resource Center and its 4-H Youth Development program participated in a 10 week intergenerational research project called Building Community Legacies Together (BCLT). BCLT was funded

by NIFA, sponsored by Cornell’s Bronfenbrenner Center for Translational Research, and provided a structured opportunity for youth to interview older adults living in the community about elder wisdom and advice for living. In so doing, youth learned about older people and aging, respect for the wisdom of age and combatting ageism, and helped to develop specific skill sets that will be useful to them in the future (e.g., interviewing and research skills).

ted from the experience of sharing wisdom with the young. Data were collected and are being used to guide future intergenerational programming that will be shared across the state.

In 2016, I am pleased to share that CCESC will be participating in four new research projects. The first is underway this month. The Good 4-H Youth Development is Good Workforce Development Study is supported by Federal Capacity Funds and is being conducted by the Bronfenbrenner Center for Translational Research. 4-H youth, ages 14-18, can participate in a statewide survey at the March 5 Public Presentations event. The objectives of the study are:  To examine ways in which being in 4-H contributes to the development of workforce readiness skills, including those needed for college, careers, and active citizenship.  To develop a toolkit of best practices that 4-H educators can use to enhance workforce development in their programming.

This spring and fall, CCESC’s Ag and Natural Resources department is partnering with the Sullivan County Soil & Water Conservation District (SWCD) to do some small grain test plots. Using SWCD’s new no-till seeder, several varieties of cover crops and grains commonly used in distilleries and breweries will be sown in differing soil and environmental conditions.

Detailed observational and measurement records will be documented in an effort to determine which varieties, and under which conditions, have greater production and revenue potentials in Sullivan County. Each seeding will be open for demonstration and will be paired with an educational component that will address Extension Connection

reasons, tips, and tricks for no-till seeding, seed varieties to consider, and integrated pest management credits.

Summer will bring two additional intensive research projects. The Cornell College of Agriculture and Life Sciences (CALS) is funding a research internship project which includes Sullivan County, entitled Children of Immigrant Families and 4-H: The Process for Inclusion and Integration. Over the past two decades a young and growing Hispanic population, who have or are forming families, are increasingly contributing to the economic success of the region. The practical research objective is to provide insights about how to link Hispanic children and families to ongoing 4-H programming in CCESC, to increase their engagement with additional sections of the community. The 4 -H program has been a source of learning, nurturing, leadership, and exposure to careers and occupations. 4-H participants are more likely to go to college and avoid a variety of risky behaviors.

The project seeks to identify contextspecific barriers for the participation of Hispanic immigrant children and youth in 4-H. Lastly, as I’m writing this note, I just received informal notice from NYS CCE that CCESC has been awarded a (Continued on page 16)

Every year, there is a thirty day window within which landowners can apply to be included in one of the two agricultural districts. This 30 day window is from April 1 – April 30. Q. What is an agricultural district?

A. A geographic area which consists predominantly of viable agricultural land. Agricultural operations within the district are the priority land use and afforded benefits and protections to promote the continuation of farming and the preservation of agricultural land. In practice, districts may include land that is actively farmed, idle, forested, as well as residential and commercial.

Does an agricultural district guarantee a farmer’s “right to farm”?

A. The ADL protects farm operations within an agricultural district from the enactment and administration of unreasonably restrictive local regulations unless it can be shown that public health or safety is threatened. The NYS Department of Agriculture and Markets evaluates the reasonableness of a specific requirement or process imposed on a farm operation on a case-by -case basis. The Commissioner may institute an action or compel a municipality to comply with this provision of the ADL.

What is the agricultural districts

The Agricultural Districts Law (ADL) was established to protect and promote a farmer’s opportunity to operate a successful business. To do this,

A. Right-to-farm protections are essential in helping protect farmers from

costly and sometimes damaging nuisance lawsuits.

Right-to-Farm Protections  Sound Agricultural Practice Opinions – If you are located in an agricultural district or receive an agricultural assessment you have the right to petition the commissioner of the Department of Agriculture & Markets for a “sound agricultural practice” opinion. For example, if one of your neighbors complains about the odor from manure spreading, you could petition the commissioner for a “sound agricultural practice” finding. If the commissioner decides manure spreading is a sound agricultural practice, you have a defense in the event of a nuisance lawsuit. Any change in your farm operation would require you to obtain another sound agricultural opinion.  Nuisance Suits and Award of Attorney Fees – If a private nuisance suit is brought in a situation where a sound agricultural opinion has been issued and the farmer prevails in the lawsuit, the court can require the opposing party to pay for the (Continued on page 12) (Continued on page 12)

Submitted by Melinda Meddaugh, Ag & Natural Resources Resource Educator Oyster (pleurotus spp.) and lion’s mane (hericium spp.) mushrooms are voracious colonizers of a wide range of substrates and are therefore fairly easy to grow. The totem method is reputed to, and in our experience does “fruit” (produce mushrooms) sooner and more prolifically than the bolt inoculation method commonly used for shiitake mushrooms. These mushrooms cannot be “forced” (soaked) to encourage fruiting like the shiitake can, therefore the totem method has proven to be the best method for efficient fruiting of these two species, which most often provide natural flushes of mushrooms in the spring and/or fall of a growing season. As the name implies, the totem method involves vertically stacking short sections of logs on top of each other with a layer of mushroom spawn beneath the stack and between each section.

The method described below involves stacking only 2 sections per totem, but stacking 3 or more sections per totem is possible if you are able to secure the stack so it won’t fall over.

Materials Needed: 

Fresh cut logs, 9 - 14 inches in diameter x 24 inches long. Larger diameter logs tend to be unreasonably heavy, and smaller diameter logs are more prone to falling over. Species for oysters: aspen (poplar), cottonwood, willow, other “soft” hardwoods; Species for lion’s mane: beech (by far the best), oak, sugar maple



Procedure: 1. Logging should be done during winter or early spring, before leaf out, when the bark is still tight and the tree is full of sap and nutrients. Cuts between log sections (24”) should be smooth and horizontal to facilitate stacking. Cut off side branches flush with the stem. If logs are cut while dormant they may be stored under shade for several weeks.

2. Inoculation should occur in the spring during the months of March – May. Begin by cutting the approximately 24” long logs into two approximately 12” long sections and cut an additional 2” piece from the top of the stack. Before cutting, make a vertical mark (Sharpie, etc.) several inches long at a point where the 24” log will be cut into two 12” long pieces. Keep track of which is the top and which is the bottom section so they will fit together snugly.

3. Place a piece of cardboard on the ground. Place about 8 ounces of loose spawn on the cardboard and place the lower of the two log sections on top of the spawn. Next put 8 oz of finely divided spawn (no big clumps) on top of the lower section, and place the upper section on top of that, being careful to align the vertical line on each of the two sections so that the two sections will fit snugly in Extension Connection

their original orientation. Finally, place 8 oz of spawn on top of the upper section and place the 2” piece on top.

Place a large paper bag upside down over the top of the two log sections, and secure it with the large rubber band or twine. Do not cut off the air supply by closing too tightly.

4. In 3- 6 months, when whitish fungal mycelium has covered the paper bag, or the pieces are “fused” together, you can remove the bag (or just wait until it is deteriorated by rainfall). This is usually the same fall or following spring after inoculation.

5. A laying yard where mushrooms will fruit should be well shaded. A dense evergreen, coniferous stand is best, as winter sun penetrating a deciduous canopy can cause heating and moisture loss. The site should be protected from drying winds as well as possible. Choose a site that is fairly level, and use a rake or other implements to level it as much as possible so logs will not fall over. Choose and prepare your site with care. Once totems are assembled, they are difficult to move.

Refund anticipation loans (RAL) jump to the front of the line, but over the past few tax seasons, RALs are not the only tax season concern.

A refund anticipation loan or an instant, express, or fast money refund is actually a loan borrowed against the amount of your anticipated refund amount. These loans often are accompanied by extremely high interest rates and fees. They must be repaid even if you do not get your refund or if it is smaller than the anticipated amount.

For example, if you anticipate a $1000 refund and obtain a loan for that amount and only get a $500 refund, you will still be on the hook for the additional $500.

To avoid refund anticipation loans:  File your tax return electronically and have your refund direct deposited into your bank account. Most refunds will be in your account within 10 business days.  If you do not have a bank account, open one. All banks in New York State are required to offer lowcost, basic banking accounts.  Contact a volunteer tax program for assistance. The volunteer run AARP Tax Aide program operates out of Cornell Cooperative Extension Sullivan County until the end of February. AARP Tax Aid helps people of low to middle income, with special attention given to people who are 60 and older, with their taxes and refunds. To locate another AARP Tax Aide site, call 1-888-227-7669.

In addition to RALs, being vigilant regarding fraud can save the consumer from financial hardships. Back in November, the Sullivan County Sheriff’s Page 6

office warned residents of an impersonator scam. The caller would claim to be from the United States Treasury Department or the IRS and claim the taxpayer owed taxes and risked arrest if they did not pay immediately. A call such as this should be reported to the new website referenced below. For more information from the IRS on this and other fraudulent activities, the IRS has collected information for consumers. https://www.irs.gov/uac/IRSUrges-Public-to-Stay-Alert-for-ScamPhone-Calls.

The New York State Department of Taxation and Finance has added to its website a section to report fraudulent activity, scams, and identity theft. The webpage can be found at https:// tax.ny.gov/help/contact/fraud-scamsidtheft.htm. The site aims to provide an avenue for residents and visitors to New York State to report scams and fraudulent activities via phone, fax or mail. Topic areas addressed on the NYS site are tax evasion and fraud, all matters of identity theft and impersonation scams (tax department employee impersonators would fall under this category). While on the New York State Department of Taxation and Finance’s website be sure to check out more of the great information on there for consumers.

Grow Tomatoes? Choose Resistant Varieties to Avoid Some Common Tomato Diseases.

Submitted by Dayna Valenti-Gaeta, Community Horticulture Educator Tomatoes are one of the most popular crops grown by home gardeners. They are also one of the most delicious, that is, if you like tomatoes. When growing tomatoes, you may have dealt with one or more of the common tomato diseases. Verticillium wilt, septoria leaf spot, early blight, fusarium wilt, blossom end rot, or late blight can ruin your carefully planned tomato harvest.

While good growing practices and the early, regular use of fungicides can often keep these diseases at bay, choosing disease resistant or tolerant varieties can be the easiest, most important way to manage disease. In recent years there has been much discussion among tomato growers about the devastating effects of the late blight, which affects both tomatoes and potatoes. The late blight, also known as the late potato blight that caused the Irish Potato Famine in the midnineteenth century, is a fungus-like oomycete pathogen phytophtho-ra infestans. It can infect and destroy the leaves, stems, fruits, and tubers of potato and tomato plants. Once lesions appear on leaves and stems, the spores have the ability to reproduce and spread very rapidly through an entire crop. Disease pressure tends to be very high when conditions are moist and temperature is moderate (60-80 degrees). The spores are spread via contact and wind, making the late blight a widespread community concern.

If you are planting your own tomato seedlings, it is worth seeking varieties that show late blight resistance or tolerance . Some varieties include: defiant, iron lady, jasper, lemon drop, Matt’s wild cherry, mountain magic, (Continued on page 16)

Submitted by SueAnn Boyd, Healthy Schools Program Educator When given the choice between forgetting to eat breakfast and forgetting to put your shoes on, I hope you forget the shoes. The result of skipping breakfast is pre-afternoon hunger and sluggishness. There are many reasons to eat breakfast. Studies have shown that students and employees perform better if they've had breakfast. People who eat breakfast have a higher intake of important vitamins and minerals and lower cholesterol levels. Eating breakfast prevents mood swings and irritability associated with midmorning hunger. In the long-term, people who eat breakfast are more successful at maintaining a healthy weight.

Here are some quick and easy ideas: Instant Oatmeal: Oatmeal is a miracle food. Studies show that it lowers cholesterol and reduces the risk of heart disease and type 2 diabetes. It contains loads of vitamins, minerals, and antioxidants. A single packet of oatmeal contains only about 150 calories and has 3 grams of dietary fiber.

Most all varieties of instant oatmeal can be prepared in the microwave oven in a matter of seconds. And for those really short on time, here's a secret: you can drizzle really hot tap water over instant oatmeal and have a warm and soothing breakfast in 5 seconds. For added healthy goodness add chopped nuts, dried fruits, seeds, and/ or spices (may add to calorie count).

Microwave Ideas: Just a few years ago, microwavable frozen breakfast products would not have made this list, but increasingly healthier options can be found in your grocer's freezer section. Whole grain waffles, lean breakfast sandwiches, and breakfast wraps are some of the better options. As with cereal, make sure to check the nutrition information.

Leftovers: You might think that breakfast should not be eating leftover pizza or spaghetti for breakfast. We have to face the facts; anything is better than nothing. On those mornings where 5 minutes for breakfast is strictly out of the question, you need to open the refrigerator and see what's available. Consider having leftover turkey and other meats on wholewheat toast to make your leftovers feel more like breakfast. In England, baked beans on toast are considered a treat.

Prepare for a Busy Week: The next weekend morning that you make pancakes, waffles, or French toast, make a few extra. If you seal them tightly in plastic wrap, they'll keep well in the freezer for the week to come. To reheat, simply let the frozen item sit out for a few minutes while you go through your morning routine. Then pop them in the microwave for 20 seconds. (For ideal reheating, place the items in the toaster oven or under a broiler for a few minutes.)

The Importance of Breakfast…  Academic performance is increased.  Less likely to indulge in high calorie foods throughout the day.  Eating breakfast helps to decrease overall fat intake throughout the day.  Breakfast kick starts the metabolism to burn fat more effectively.  Achieves and maintains appropriate body weight.  Less likely to snack between meals.  Provides brain with needed energy source, glucose.  Psychosocial behaviors improve.  Gives us the needed energy for the day.

Patient Safety Awareness Week is designed to mark a dedicated time and a platform to increase awareness about patient safety among health professionals and the public. This year, patient safety week is March 13-19. Health care consumers have a role to play in patient safety. As a consumer in the health care system, your voice matters. When it comes to talking to your doctor or pharmacist, or any health care provider, communication is absolutely essential to stay safe. Caregivers, advocating for the care receiver, need to be vigilant on behalf of their family member to follow the following information, entitled Universal Patient Compact, Principles for Partnership, created by the National Patient Safety Foundation.



4-H Program Offers Volunteer Training “101” January 16 Ten CCESC/4-H Volunteers including several new 4-H leaders took advantage of the “101” training. All 4-H organizational and project leaders, as well as chaperones for 4-H overnight trips, are required to file volunteer applications, undergo background and motor vehicle screenings, and attend a “101” training. Trainings familiarize volunteers with the structure and mission of Cornell Cooperative Extension, provide information and guidance on Association policies and highlight the 4-H model of youth development practices.

Senior Nutrition & Mealtime February 10 Six individuals joined the class to listen to Ann Marie Kretchik, MS, Registered Dietician for the Office for the Aging.

Ms. Kretchik shared great tips on increasing the nutritional status of an aging individual and how to address common problems such as decreased appetite, too much sodium, weight loss, food preferences, and consumption of fluids (too much or too little). Guests were able to question Kretchik with particular concerns and she shared great materials, such as how to add extra calories into a meal, ways to avoid dehydration, and possible causes of poor nutrition.

This program was held at the Neversink, Roscoe, and Liberty congregate meal sites.

Tai Chi for Arthritis & Fall Prevention February 24 This evidenced based CDC program, held at the Mamakating Senior Club, was introduced to 20 club members. A ten minute lecture on tai chi’s principles was presented as well as how the movements work to improve balance, confidence, and muscular strength, and the evidence in tai chi’s effectiveness in fall prevention. Members who were interested also joined in the tai chi warm-up exercises (which a senior can do either standing or sitting). The group discussed the possibility of participating in future tai chi workshops in mid to late summer.

Q.

What is an agricultural district review?

A. Districts are usually reviewed, or renewed, every 8 years. The Sullivan County Legislature, after receiving the County Agricultural and Farmland Protection Board report and recommendations, and after a public hearing, determines whether the district shall be continued, terminated, or modified. During the review process, land may be added or deleted from the district. Counties are also required to designate an annual 30-day period when landowners may petition the County for inclusion of viable agricultural lands in an existing agricultural district. In Sullivan County, the annual review takes place from April 1 to April 30 each year.

Q.

Where can I find out if my property is in an agricultural district?

A. Right now, you will have to call Sullivan County Division of Planning and Environmental Management or Cornell Cooperative Extension to determine if you are in an agricultural district or you may visit the NYS Ag and Markets website to see a general agricultural district map. In the near future, this information will also be included on the Sullivan County Real Property Assessment Data website.

Q.

Is the agricultural district part of zoning?

A. No. The agricultural district is not the same as zoning. The agricultural district does not affect your property class.

Q.

Does the agricultural district restrict me from doing certain things on my land?

A. No. The agricultural district does not put any restrictions on what you can do to the land. They do not prevent Page 12

you from developing your land into residential or commercial uses in the future. Their main goal is to provide protections for current and potential agricultural lands and to encourage agriculture to continue. You may build new structures on land in the agricultural district, following the same process as lands outside of the agricultural district.

Q.

If my property is not in an agricultural district, what district am I in?

A. Think of agricultural districts as a layer, overlaid on zoning and other planning tools. If your property is not in an agricultural district, then it is simply just not part of the district. It is not added to another layer.

Q.

Do agricultural districts prohibit selling land?

A. No. Being in an agricultural district does not prohibit the selling of land. The ADL does not restrict the transfer of real property. The ADL does provide for a real estate transfer disclosure by the seller to the prospective purchaser. The disclosure states that the property is located within an agricultural district and that farming activities including noise, dust, and odors occur within the district. Prospective residents are also informed that the location of the property within an agricultural district may impact the ability to access water and/or sewer services.

Q.

If my land is in an agricultural district, do I automatically receive its benefits?

A. No. Only land considered by the state to be a “farm operation” (see definition below) receives the benefits.

“Farm operation” means the land and on-farm buildings, equipment, manure processing and handling facilities, and practices which contribute to the production, preparation, and marketing of crops, livestock, and livestock products Extension Connection

as a commercial enterprise, including a “commercial horse boarding operation” as defined in subdivision thirteen of this section, a “timber operation” as defined in subdivision fourteen of this section and “compost, mulch or other biomass crops” as defined in subdivision sixteen of this section, and “commercial equine operation” as defined in subdivision seventeen of this section. Such a farm operation may consist of one or more parcels of owned or rented land, and parcels may be contiguous or noncontiguous to each other.

Q.

Do non-farming residents benefit from agricultural districts?

A. Everyone benefits. Besides its value for the production of food, agricultural land provides many environmental benefits including groundwater recharge, open space, and scenic viewsheds. Agriculture benefits local economies too, by providing on-farm jobs and supporting agribusinesses.

Agricultural land requires fewer public services than developed land and results in cost savings for local communities.

Q.

Do agricultural districts consist entirely of farmland?

A. Districts must consist predominantly of viable agricultural land. Predominance has been interpreted as more than 50 percent of land in farms, but most districts have a higher percentage.

The benefits and protections under the ADL, however, apply only to farm operations and land used in agricultural production.

Q.

Does an agricultural district preserve farmland?

A. Agricultural districts do not preserve farmland in the sense that the use of land is restricted to agricultural production forever. Rather, districts pro(Continued on page 13)

Q.

Do agricultural districts eliminate a municipality’s ability to control growth?

A. No. To the contrary, an agricultural district can be an effective tool in helping local governments to manage growth. The existence of a district, for example, can help direct development away from traditional farming areas.

Q.

Can government acquire or condemn farmland within an agricultural district against a landowner’s wishes?

A. The ADL does not supersede a government’s right to acquire land for essential public facilities like roads or landfills. However, the ADL provides a process which requires a full evaluation of the effects of government acquisitions on the retention and enhancement of agriculture and agricultural resources within a district.

Q.

What protections are provided against unreasonably restrictive local “anti-farming” laws?

A. Local governments cannot pass regulations that are unreasonably restrictive of farming operations in agricultural districts, unless the public health or safety is threatened. The Department of Agriculture and Markets determines whether a local regulation unreasonably restricts at least one farming operation in an agricultural district, and can issue an order requiring the local government to repeal the regulation. The department examines each local law on a case-by-case basis but provides guidance documents which cover frequently addressed issues. The guidance documents are available on the department’s website.

Q.

Does the agricultural district impact taxes?

March, 2016

A. No. The agricultural districts do not affect your taxes. Agricultural lands may qualify for a tax break through the agricultural value assessments program. Though agricultural value assessments and agricultural districts are governed by the same law, the process is completely independent. Your taxes are based on the current land use and are determined by your assessor independent of the agricultural district.

Your taxes will not automatically increase if your property is removed from the district, nor will your taxes decrease for being in the district.

Q. Who bears the cost of the agricultural assessment benefit?

A. Property taxes saved by farmers as a result of agricultural assessments must ultimately be made up by all taxpayers in the affected municipality. Farmers, as other homeowners, must bear their fair share of any tax shift since their residences are not subject to an agricultural assessment.

Partner Spotlight - Sullivan County Public Health Services (PHS) Sullivan County Public Health Services’ (PHS) mission is to prevent illness and disease, and to protect and promote public health within the framework of NYS Public Health law. PHS’ Prevention Agenda Priorities are substance abuse prevention and improving mental health, reducing and preventing chronic disease, and improving maternal and child health. Some of the programs they host to address these priorities are for home health aides, public health nurses, public health educators, Women/Infant/Children (WIC), HIV counseling and testing, immunizations, lead poisoning and prevention education, long term home health care, maternal and child health program, sexually transmitted disease program, tuberculosis control program, and others.

PHS also leads and coordinates the Sullivan County Rural Health Network, which is responsible for writing, submitting, and reporting on the County’s Public Health Assessment and Plan of Work. Several subcommittees work with health and human service organizations on issues related to substance abuse and prevention, oral health, farm-to-school, Liberty and Monticello Farmers’ Markets, worksite wellness initiatives, tobacco cessation, and more.

Nancy McGraw, the director of PHS, and her committed staff have been instrumental in helping CCESC rebuild its Nutrition and Healthy Families Department. By holding a seat for all education and service organizations at every public health related table, they facilitate discussions and working relationships to improve Sullivan County’s health and wellness outlook over the next several years.

4-H Member Spotlight - Kaylin K.

Volunteer Spotlight - Karen Pantel Karen truly loves volunteer activitiesjumping in to help the Caregiver Resource Center and co-creating the collaborative effort, entitled Older Adults Transitional Support (OATS). OATS promotes, strengthens, and enhances the ability of our older population to remain in the community housing of their choice by preparing seniors, professional caregivers, and family caregivers to successfully tend to their healthcare needs. She has created educational materials (including My Guide; Guiding My Healthcare Transitions) and has participated in lectures to area senior clubs and professional staff in a long term care facility. Karen has also been busy researching and writing the curriculum for a continuing nursing education activity, entitled OATS Care Camp, to be approved by the Northeast Multi-State Division of the American Nurses Credentialing Center Commission.

This project addresses the need to improve professional caregiving to provide therapeutic rendering of the NYS Care Act. Karen has truly invested herself, and as a “natural” at volunteering, has met CCESC’s mission to put knowledge to work, especially in the pursuit of social well-being.

Karen states, “Volunteering provides a sense of satisfaction, community involvement, and socialization with a diverse group of committed community members. Most of all though, you continue to learn about issues, needs, and realize that we have a responsibility to ‘be a part of’ and hold our sense of community close to our hearts.”

Joining 4-H just four years ago, Kaylin K.’s project interests continue to grow. As a member of the 4-H Puppy Pals club, she has been particularly involved in crafts, visual arts, textiles, gardening, cultural education, and community service. Additionally, as an individual, she has been enthusiastically developing a project in raising poultry.

Kaylin is recognized for the effort she puts into her 4-H work and this outstanding effort has produced opportunities for her project work to advance to regional and state 4-H levels. She was nominated to represent Sullivan County at District Public Presentations in 2015 and each year, some of her crafts, visual arts, and textile arts were selected for inclusion in the Sullivan County booth at the New York State Fair. In addition to her 4-H activities, Kaylin is also involved in theater, tennis, and the FFA chapter of her school.

This 4-H’er is commended for the leadership roles she undertakes for her club. Her 4-H leader noted that Kaylin is a mentor to the younger members and has been tremendously helpful in assisting Cloverbuds to achieve success in their activities. Her leadership abilities were particularly evident at the recent 4-H International Night event on January 29, when she presided as narrator over the Puppy Pal’s puppet show presentation of a classic German fairy tale with a twist: “Three Little Wolves and a Big, Bad Pig”. Bravo, Kaylin, we wish you continued success!

Staff Spotlight Colleen Monaghan Colleen Monaghan has been the Executive Director of Cornell Cooperative Extension Sullivan County since October of 2014.

In Colleen’s first year of service to CCESC she’s worked with the board of directors to adopt a five year strategic plan; engaged the staff and Program Advisory Committee in crafting a two year plan of work, reflective of Extension’s updated program areas; began to close a multi-year budget gap; and secured more than seven new grants, ranging from $200 to $1.2 million over five years. In her 2nd year, Colleen will continue working with staff to improve the quality of CCESC’s core programs, increase volunteer and community engagement, leverage the strengths of neighboring Extensions, and diversify funding sources.

Colleen comes from a youth and non-profit background, previously working for the Orange County Youth Bureau and Big Brothers Big Sisters.

Colleen lives in Walker Valley with her son Kiran, dogs Puffy and Porter, and a flock of laying hens.

Farm Spotlight - Aaron Burr Cidery Aaron Burr Cidery, located in Wurtsboro, New York, is a small homestead farm dating back to the early 19th century. They specialize in growing cider-apples, which are different from eating-apples in the same way that wine grapes are different from table grapes. They use apples from their orchard and other locally grown and foraged apples for one mission: to re-create “true cider”. With over 500 apple trees on their 12 acres of land and growing, Aaron Burr Cidery is a great example of getting back to the roots of farming.

(Continued from page 3) $20,000 Engaged Cornell mini-grant to partner with the Department of City and Regional Planning in Cornell University's College of Architecture, Art, and Planning on the Supporting Sullivan Seniors and Youth Planning Project. A team of four Cornell students will spend 10 weeks of the summer in Sullivan County, exploring the current state of need of county residents, both children and youth under age 18, and seniors, age 60 and up, by gender and ethnicity. The demographic analysis will be placed in the larger socio-economic context of the entire county. The project will include a service assessment which looks at disparities in accessibility and quality of services, opportunities, and supports (SOS) between populations. Students will map the landscape of relevant SOS across life areas and disciplines (i.e., physical health, mental health, community connection, family, mobility (transportation), housing, park/recreation access, safety).

The project will have three elements: a demographic assessment, a service assessment, and a physical design assignment.

Each of these projects is unique. It is especially exciting that Cornell faculty across several disciplines and colleges considers Sullivan County and your local CCE meaningful and viable settings and partners to explore new and innovative strategies and programs to make the lives of our friends, family, and neighbors better!
