Happy Holidays CCAC! How’s everyone’s Christmas shopping going so far? Hope none of you are waiting till the last minute to buy gifts! I still have a few white elephant gifts to buy; it’s always a MA RC DO NO HUE tough decision between a serious gift or a funny gift! For those who don’t know, Eastvale City Hall is currently located in a storefront in a major shopping center. This means every year, the day after Black Friday, it’s almost impossible to get out of this shopping center! Anyway, rant over, now let’s dive into some updates: Year in Review What an amazing 2023 it’s been for CCAC! A lot was done this year, some expected and some unexpected, but all to move our association forward and to do what’s best for our members. I can’t talk accomplishment without of course mentioning the start of our new education institutes with Cal State San Marcos. I can’t begin to tell you all the hard work and dedication it took from so many individuals over the last three years to get us to the finish line, but we are finally here and excited to provide these new education institutes to our members starting with our first CMC Academy in February 2024! We also passed bylaw amendment 23-A back in March with 90% approval from our membership! This ballot measure effectively ended the relationship between Cal Cities and CCAC so that any member of CCAC, whether you’re a City Clerk, Special District Clerk, or School District Clerk, can run for President, Recording Secretary, and

Legislative Director. It also now allows the annual installation of officers for the incoming Board of Directors to occur at the CCAC Annual Conference instead of the Cal Cities Annual Conference. Below are other successes from this past year: • Adopted job descriptions for each board member position • Transitioned back to monthly Official Word newsletters • Reviewed and modified all existing CCAC policies • Created more facetime with the Board with networking events such as “Pop with the President”, Lunch & Learn Webinars, and the Municipal Book Club • Diversifying our training/education opportunities • Transitioned to a new association management firm • Increased scholarship opportunities for our members • Expansion of the Mentor Development program Just to name a few! Last but certainly not least, we hosted a terrific 2023 Annual Conference in Palm Springs earlier this year! This year’s theme was “Build, Back, Better – Building on Success” and this year we have certainly stayed true to that theme. At this year’s conference, I was also able to provide the first State of the Association address to our members and I look forward to providing that address in San Diego in April. Being President of this association is not an individual act, it certainly takes a village! Thank you to everyone who has contributed to CCAC’s success this past year – you know who you are! Looking forward to continuing our momentum into 2024!

Alaska Association of Municipal Clerks Annual Conference It was an honor to represent CCAC at the AAMC Annual Conference earlier this month. This year’s theme was “Dare Greatly”! Thank you to now Past President Brenda Henry for hosting us and providing a fun and educational conference. I especially enjoyed sub-freezing temperatures and the walking adventures through all the icy sidewalks! During the conference, all of the State Presidents and IIMC Region IX Directors got together for our usual Region IX leadership meeting. It’s an honor to serve amongst a terrific group of individuals who pour their heart and soul into our profession and region.

Education Institute Update I hope you were able to join us for the Lunch & Learn Webinar with our new Institute Director, Dr. Randi Johl on Monday, December 18. During the webinar, we provided the most up to date information on the new institutes with Cal State San Marcos and provided answers to questions that our members had about the new institutes. The recording will be available on our website. Click here for details and to register. Make sure to register early as it’s expected to fill up fast! Just a reminder that these new education institutes are the only State approved institutes that qualify to earn 1 point for every 2 hours of education. Only institutes sponsored by a State association can qualify for this higher point value. Any other education institutes offered in the State will not be able to match this point value.

2024 CCAC Annual Conference Planning for the 2024 CCAC Annual Conference has now begun! The submission deadline for the call for presenters has passed and the conference committee is gearing up to plan a wonderful conference for our members. This year’s annual conference will take place at the Hard Rock Hotel in San Diego from April 3 – 5, 2024. The year’s theme is “Reset, Reconnect, Reimagine!” We’ll be announcing details about conference registration and education sessions in the near future. Is it just me or did 2023 go by in a blink of the eye? It has been an honor to serve as your 2nd Vice President throughout 2023 and work alongside the entire Executive Board team to accomplish some amazing things! It’s been a busy year at CCAC and I’ve had the honor of leading some amazing initiatives for our association! First and foremost, my big project this year was updating CCAC’s policies. Our policy handbook includes 18 policies, ASHTON R. AROCHO most of which were not updated for several years. A little more than a year ago, the board made a commitment to finally update these policies and a committee was formed to go through each policy and recommend changes to the Board of Directors. I’m so grateful to all the committee members who assisted in this process, to the Board of Directors, and the CCAC membership for their input throughout the process. As we move into the New Year, I hope that you continue to push forward and continue to progress in your career and the profession we all have come to love and value. I challenge you to push beyond the limits set before you. 2024 is the year to reset, reconnect, and reimagine. If there is anything I can ever do, please do not hesitate to reach out to me. Please join the CCAC Board of Directors in extending best wishes to Denise Anderson-Warren, who is retiring after 29 years of service with the City of Santa Monica. Denise’s work was propelled by her drive to empower and uplift the City Clerk profession. She forged strong partnerships and friendships up and down the State. Throughout her entire career, she has been knowledgeable and a dedicated leader, leaving behind a true legacy not only in Santa Monica but in CCAC. Denise served the CCAC membership as an active mentor, a past region 9 Director for Los Angeles County, a past Awards & Recognition Director, a member of the Professional Development Committee and the Annual CCAC Conference Planning Committee, and on the Executive Board for the Southern Division. Her mentorship and leadership in her office will be a staple for years to come. Nikima Newsome, Assistant City Clerk for the City of Santa Monica said, “It has been such an honor and a privilege to serve as an Assistant City Clerk under such a seasoned City Clerk as Denise during the past four years. Her mentorship, guidance, and steady hand during such unprecedented times have been an inspiration and she leaves huge shoes to fill. She will be dearly missed”. LEGISLATIVE PROGRAM UPDATE KERRY BIGELOW, MMC DIRECTOR OF LEGISLATIVE AFFAIRS
Greetings! I am excited and honored to introduce myself as your newly appointed Director of Legislative Affairs. I am the City Clerk for the City of Chula Vista. I have been involved in CCAC for nearly a decade, serving on various committees and the Board as the first Region 9 director, a presenter, a Nuts & Bolts co-coordinator, and a CMC/MMC mentor. I have been a member of the CCAC Legislative Committee KER RY B IGELOW since 2017, working with the rest of the committee and CCAC’s legislative advocate to engage in the legislative process by providing education and technical expertise on proposed policies that impact the municipal clerk profession and those we serve. Keeping up with pending and new legislation is critical to successfully carrying out our duties. Having a voice in the process by reviewing proposed legislation and providing technical insight into the real-world impacts and limitations of potential policies gives us an opportunity to participate in meaningful change to preserve and promote democracy. I would be remiss if I did not recognize outgoing Director Randi Johl. Randi has been the Director since 2013, bringing the CCAC legislative program to where it is today. While we will miss her outstanding leadership, I am certain she will continue to create lasting impacts on our profession in her new endeavors. CHANGE….AND AXES!!! AMY LIND, MMC REGION 2 REPRESENTATIVE AND AUBURN CITY CLERK
As the Region 2 Representative for CCAC, I had the pleasure of holding a training for my fellow City Clerks on November 15th in Lincoln CA. I chose the topic of change, because as we all know, there is nothing more constant than change. Principles of change management are crucial in dealing with change A MY LIND and include understanding, planning, implementing and communicating change. Change management in government is essential for ensuring that changes are implemented smoothly, efficiently, and with the support of all stakeholders. This, in turn, contributes to effective governance, improved public services, and the ability of government agencies to meet the evolving needs of our residents. Retired Sacramento City Clerk Shirley Concolino partnered with San Mateo City Clerk Patrice Olds and Sacramento City Clerk Mindy Cuppy to provide an amazing program. Attendees shared stories of poorly implemented and thoughtfully implemented changes and how different the outcome can be. Guest speakers were invited to provide a variety of perspectives on change, including the Sacramento City Attorney, Rocklin City Manager, and a Lincoln Councilmember. Speakers shared stories and perspectives on change encountered in their careers in Government. I would be remiss if I did not mention the networking event that immediately followed, Axe Throwing! Axe throwing proved to be a fun and unconventional activity that offered a unique blend of skill, competition, and camaraderie. Whether attendees were first-timers or experienced throwers, the experience of hurling an axe at a target left throwers with a sense of accomplishment and a smile on their face. At first I was nervous about how the activity would be embraced, but the amount of laughter coming out of the group, proved it to be a success!

As 2023 comes to a close, so does the first year of my tenure as the Director of Professional Development. I must say, I am LOVING H OLLY M . CHAR LÉTY supporting my peers in the profession and helping to facilitate and plan education and professional development throughout the state. 2023 At-A-Glance This year we tried some new things, including a planned approach to scheduling education throughout the year. This was aimed at focusing on providing a variety of topics, both in person and virtually, in all areas of the state. Fee Structure In October, we conducted an education survey on the 2023 set fee structure, another new thing we tried in 2023. While I wish more responses had been received, of the 100 responses submitted, over 70% were in support of the fee structure set at a reasonable cost. The Board discussed fees at Goal Setting in early November, and at the November 14, 2023 Board meeting adopted the following fee structure that will go into effect on January 1, 2024. 2024 Program Fees Type

In the realm of intellectual exploration and dialogue, the Athenian Dialogue Program’s journey in 2023 has been nothing short of inspiring. As we look back on the year, we find ourselves immersed in a tapestry of meaningful dialogues, diverse participation, and the nurturing of future facilitators. The Athenian Program not only thrives but evolves, continuously fostering intellectual growth and engagement across the captivating landscape of California. T HAI NAM PHAM
Throughout 2023, we hosted six Athenian Dialogues, each a vibrant exploration of thought-provoking books. These dialogues were not just events; they were transformative experiences. Out of the six, we saw over 20 participants at the Athenian Dialogues at Palm Springs, Hollister (Virtual), and Brea. But it’s not just the numbers that define us; the profound conversations, the enlightening discussions, and the moments of personal growth make the Athenian Program shine. The strength of the Athenian Program also lies in its ability to draw participants from various corners of the Golden State. We welcomed individuals from the charming city of San Jacinto to the picturesque landscapes of Redding and from diverse Special Districts, including North Tahoe Public Utility District, Delta Diablo Sanitation District, and San Bernardino International Airport District, all of whom enriched our dialogues with their unique perspectives. Additionally, we’re proud to introduce two new IIMC Athenian Dialogue Facilitators in training for 2024: Jennifer Woodworth from Hollister and Thai Nam Pham from Gilroy, who are ready to contribute to our program’s growth and success. As we gaze toward the future of the Athenian Program, the Athenian Leadership Dialogue Committee is determined to extend our reach throughout Southern, Central, and Northern

California. Our vision encompasses more virtual and in-person dialogues to cater to diverse preferences and schedules. We extend an open invitation to all like-minded individuals who share our passion for fostering dialogue, personal growth, and intellectual exploration. Moreover, we eagerly anticipate partnerships with other cities/agencies as they join us in hosting dialogues throughout 2024, amplifying the impact and growth of the program. We are also delighted to share that CCAC will provide a set stipend as an incentive for those considering participation in the facilitator program. The success of the Athenian Program in 2023 was made possible by the dedication of our participants, facilitators, and committee members. To keep this momentum alive, we invite you to engage with us in the coming year—join our dialogues, consider becoming a facilitator, or explore opportunities to host your own dialogue. 2023 YEAR IN REVIEW ROXANNE BRECEDA , CMC DIRECTOR OF NETWORKING
As 2023 ends and 2024 begins, do you reflect and ponder on those gold star accomplishments and, oh, definitely ROXANNE BRECEDA work-inprogress ones, too? Do you reflect on the, wow, I got it done, don’t know how, but it’s done? Do you remember the 2023 Goal Getter worksheet we included in the Official Word at the beginning of the year? How many of us completed it and checked our goals off or modified them throughout the year and, in a way, accomplished them? As this year ends, how many of us are grateful for the moments when we felt we failed but instead saw it as an opportunity for self-improvement? Did you have those moments where you felt like you were anchored in a storm, just holding on but somehow overcame and survived? Or those moments where you couldn’t put it into words, but it was an “Oof” or shrug shoulder emoji just because you had no way of putting into words how you felt? For example, when we did the book club, the computer turned off on me right in the middle of
15
a recording for a chapter. Haha! I’ll tell you technology is not my friend, but I still love it, and “Oof” was my word for the year! Oh, and that shrug emoji saved me from a lot of, girrrrlll, I have no comments on what to text you… Hee hee hee. As a mom of two and five plant kids (yes…I have names for each of them: Alfred, Blue, Scarlet, Snake, and Dude) and the kids, Lana and Liam, that worklife balance was important to me this year. I had a good amount of friends who became physically ill due to stress and felt overwhelmed by the day-to-day responsibilities. It was an eye-opener. I also had friends who went through so much this past year. This was a sign of living life, enjoying the moments rather than the worldly things, and enjoying the journey. There is a destination, but the journey should be lived, too. I can tell you that each of us has stories from this year. I can tell you that this year was a year of being kind to myself and others…being a kind human to others for no reason, simply because that’s how I am and also because their stories are unknown. I don’t know that the smile I give or ask how they are doing may be the only one they get for the day. I don’t know the struggles, nor do I know what they are going through.

2023 felt like a year of growth, a year spent in solitude at times, and a year to learn self-care and self-worth. It was a year to love myself as I am and not to feel as though I had to fit in. I think a good amount of us felt the same. Mentally, we may have needed to unplug and reset. That unplugging could have looked like time away from social media, time off the phone, time away from the office, and even just a 15-minute walk outside to enjoy nature or to walk the downtown district. I’ll tell you, I did. I took time to walk through downtown Glendora (sometimes forced by the Clerk Team… haha), ran up and down the flight of stairs in Fullerton when I worked in Brea and ran or walked the beach path in Long Beach on days I worked from home. Throughout the year, I spent significant time looking at the opportunities presented as blessings. Other times, I looked at struggles as opportunities to show up and work harder. Push myself rather than feel defeated. I kept a positive mindset, looking at the world as a glass half full rather than a glass half empty. At times, it wasn’t by choice but rather by the feeling that no one else would do it for me. Am I going to sink, or am I going to swim? As life is a journey filled with many opportunities, I grew, gained knowledge, experienced, and appreciated what life offered this year. Sometimes, I feared the unknown, not knowing what the
16
outcome was. But I pushed that fear out, knowing that that fear came before success or growth. Over the past year, I took a leap of faith, reduced my circle, and surrounded myself with friends and family who brought forward encouragement, gratitude, motivation, inspiration, spirituality, peace, growth, clarity, compassion, empathy, comfort, bravery, and patience. I also learned that my perception became my reality and that putting myself first was not selfish; instead, it helped me to understand and help others along my journey. Like a flight in a plane, masking up first so I could help the person sitting next to me. Many moments of reflection this year. Many memories of happiness and gratitude. Many moments of struggle, growth, and development. As you reflect on this year and create a vision for 2024, what are your accomplishments, what will you learn, and what will you gain? What will you embrace? What will you put on your bucket list? What will you enjoy? It’s no surprise CCAC is doing it again. This new year, I invite you to complete the “2024 PSA: ______” vision and goal sheet. Let’s end the year strong and start the new year with a positive mindset. As 2023 comes to an end, I am excited to share some new and exciting news as it relates to scholarships and fundraising for the upcoming year.
After months of working with CCAC’s consultants at Association Resource Center (ARC), I am happy to announce the launch of our online scholarship application portal via the CCAC website. We worked to build an online application portal that will not only streamline the process but make it easier and more convenient for our membership to submit scholarship applications in 2024. We are finalizing minor details and expect the portal to be up and open for applications in early January. The goal of our scholarship program is to help our members further their professional development, including achieving their Certified Municipal Clerk (CMC) and/or Master Municipal Clerk

(MMC) accreditation. As your director of scholarships, I recognize how important scholarships are to you and hope that these upcoming changes will improve your experience and opportunities to receive scholarships. Thinking ahead to our annual conference in April 2024, in beautiful San Diego. I want to remind you that your support and generosity plays a vital role in our scholarship program. All monies raised through our various fundraisers go towards scholarships for our members! As the CCAC Board begins preparations for the 2024 annual conference, I want to encourage you to volunteer on our scholarship or fundraising committees. We have a great need for volunteers to assist with the silent and live auctions, merchandise sales, and raffles during the annual conference. If you are interested in helping support our membership through the scholarship process or our fundraising efforts, please submit a volunteer application or feel free to contact me directly at sbermudez@cvwd.org

At the Midyear Board Mee�ng, the board reviewed the six Key Result Areas of the exis�ng plan, moving some objec�ves forward, tweaking others, and dele�ng those that were complete. IIMC Founda�on President Mary Lynne Strata reported on the health of the Founda�on, the challenges of the current investment markets, and the commitment to fund scholarships to the maximum amount allowed by the by-laws. Analysis of the costs of the CMC and MMC cer�ficate plaques shows that members can get a beter deal ordering on their own. IIMC was losing money on every plaque. Staff will provide links to places you can order from. Approved Honorary Membership for IIMC Past-President Marc Lemoine. To be awarded at Calgary Conference. Approval rate is down to 1-2 weeks through use of the new portal. Worth 10 educa�on points, with an opportunity for 2 addi�onal points via offsite experiences. Hotel informa�on should be out soon. Same hotel cancella�on policy as last year – 1 night penalty. Whova app to be used again. Host hotel is the Marriot. $160/night (US)+12% tax (approximate). Early bird registra�on is $675 un�l 3/15/2024. Academies (weekend prior) $159 ea. Athenian Dialogues (weekend prior) $110 ea. Merging of vendor companies results in less sponsors. IIMC Founda�on will have a karaoke fundraiser. No parade of flags due to interna�onal loca�on. Educa�on Department staff recognizes the increasing number of re�ring directors and challenges tying into universi�es will need to be addressed. Elec�ons Commitee proposed substan�al changes to clarify campaigning and elec�on �melines. Candidate filing period is now January 1-15. Campaigning period is Jan. 16-March 1. The elec�on is over a two-week period in March.

Candidates may use their own social media accounts at their own discre�on but all other campaign posts must be approved by IIMC. The Commitee is s�ll reviewing candidates ac�ng as trainers and will revisit limita�ons on the involvement of state/provincial associa�ons. The moratorium on candidate filing has been li�ed. These changes have no impact on Region IX’s process for recommending a Region IX Director candidate. Dra� guidelines for Region X and XI members to achieve cer�fica�on were approved to con�nue moving forward with further review by interna�onal leadership. Educa�on formated as hours instead of points. An�cipate an approximate $36,000 loss due to high AV and food costs in Minneapolis and out-of-the-ordinary extra in-person board mee�ng. Budget approved. Building tenants’ rent pays for mortgage + $2,900/per windfall. Addi�on of a new part-�me Member Services Representa�ve. No membership dues increase in 2024. Policy calls for every two years. Calgary conference center rental and AV will be high. Includes salary increases for staff and execu�ve director. Three finalist ci�es: Fort Worth, TX; Madison, WI; and Palm Springs, CA. Fort Worth received the bid award. Airfare into Dallas-Fort Worth Airport will be good. One hotel can house all delegates (600 rooms). Conference will be earlier in May and won’t run into Memorial Day Weekend. Request for copies of state reten�on schedules.

Welcome to the New Municipal Clerks Institute at California State University, San Marcos
The new California municipal clerks institute (Institute) at California State University, San Marcos (CSUSM) represents a first of its kind partnership between the California State University system and the City Clerks Association of California (CCAC). It represents an opportunity to provide equitable education in a sustainable manner. While the new Institute will have its home in beautiful San Diego County, it will draw from a rich coalition of training and educational resources from throughout the region and state. CSUSM Institutional Mission and Vision Founded in 1989 as the 21st campus in the 23-campus California State University system, CSUSM offers multiple degrees and certificates. CSUSM is a leader in equipping its students to address complex community and societal challenges. The mission of CSUSM states, “Cal State San Marcos provides a range of services that responds to the needs of a student body with diverse backgrounds, expanding student access to an excellent and affordable education. As a public university, Cal State San Marcos grounds its mission in the public trust, alignment with regional needs, intellectual enrichment, and the civic, economic, and cultural life of our region and state.”
CCAC Institutional Mission and Vision Founded in 1977, the CCAC promotes the municipal clerk profession through education, support, and communication. The mission of CCAC states, “Our mission is to develop and maintain a training program that will enhance the skills, professional growth, and performance of Municipal Clerks in California to improve local governance and better serve residents.” This new partnership with CCAC grows the CSUSM legacy in an area that is fundamentally important to the state and nation – public service and democracy. As public servants, municipal clerks enhance public trust and access. They serve as a bridge between residents, businesses, and local government facilitating civic life. The missions of both organizations are complementary. In California, responsibilities of the municipal clerk are codified in the Government Code and related rules and regulations. CSUSM is a public institution thriving in a like environment, bound by similar rules and regulations. This partnership is organically primed for success. STRATEGIC PLAN FOR NEW INSTITUTE

The Institute is the only approved institute in California for those pursuing their Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC) designations with the International Institute of Municipal Clerks. The plan for the development, maintenance and growth of the Institute includes a commitment to excellence in public service. The plan highlights four Strategic Goals to organize the Institute’s efforts to build and grow our strength as we serve our students in a manner that is transparent and inclusive. The plan is our roadmap as we attain higher levels of excellence in education, engagement, and elevation in the public sector. Together with stakeholders, we will demonstrate our shared Core Values, pursue our Strategic Goals, and realize our mutual success. 3. Provide virtual/hybrid learning opportunities for student flexibility where possible. 4. Track graduation rates and certification data to cross-check program completion. Core Trainers and Quality Education 1. Identify and schedule core trainers for each Institute series and coordinate attendance. 2. Facilitate timely reimbursement of out-of-pocket costs for trainers from CSUSM. 3. Ensure trainers are providing quality education and connecting with students via assessments. 4. Foster a collaborative culture that supports the overall well-being of trainers and students. Financial Stability 1. Review and adjust budget to ensure registration revenue is matching or exceeding education delivery costs. 2. Use technology-based solutions to build capacity and/or reduce costs for program delivery. 3. Explore additional revenue and program underwriting opportunities to raise quality of education and/or engagement for students and community. Growth and Sustainability 1. Make data-driven and well-informed decisions in all matters related to the Institute. 2. Review, update, and assess plan annually with Educate • Engage • Elevate (The 3 E’s). 3. Maintain and grow partnerships with individuals, businesses, governmental entities, and organizations to promote connection, resource sharing, and financial support. Specific Information About the Institute The Institute has both a CMC and MMC program. The Institute will be held in the third week of February, June and October annually. The February and October sessions will be CMC programs and the June session will be a MMC program. The Institute provides the requisite hours to cover the 60 required education points of a CMC/MMC Certification. Each session provides 15 CMC/MMC points. All three sessions in 2024 will include one virtual day and four in-person days in response to student requests for hybrid learning. The registration cost for each session in 2024 is $400 for CCAC members and $500 for non-members (includes a Thursday evening reception/dinner). Registration for the inaugural February 2024 session is expected to open mid-December 2023. Registration is expected to be capped at 70 for the inaugural program in February 2024 and will be based on a first come, first serve basis. The inaugural session will also include a ribboncutting celebration with dignitaries. Additional information will be made available next month. We hope this introduction to your new Institute has generated interest and excitement as we look forward to serving you.
