That’s exactly what CBA CONNECT, the Community Bankers Association of Georgia’s (CBA) annual convention, continues to deliver.

CBA CONNECT is more than a conference—it’s a catalyst. Each year, bankers, industry partners, and thought leaders come together to explore the trends shaping community banking, from regulatory shifts to customer expectations to the rapid rise of technology and artificial intelligence. Service: the Heart of the Community Bank Difference In the months that have passed since we came together at ICBA LIVE, I’ve been reflecting on one key sentiment that came across loud and clear: Community banks have a unique and profound impact on the lives of those we serve.

At LIVE, retired U.S. Army Staff Sergeant Travis Mills, a quadruple amputee, shared his story of perseverance and courage, inspiring everyone in the room. But an electric current shot through us all when he indicated that the work he does today to support families of military veterans has been made possible by his local community bank. Everyone sitting in the crowd made a connection in real time that the work they do is vital to helping humanity.

That truth is reflected in the way in which we conduct business. One of my favorite things to do while traveling is to meet with bankers in their community. The story is the same in every market: Community banks go the extra mile to serve.

I recently met with a banker in Colorado who recounted stories of the businesses his bank supported. From the college and hospital to local restaurants and farmers, he knew their histories and current challenges. Community bankers might take this approach for granted, but this is the side of relationship banking that makes the difference. The difference is the relationships, the history and the desire to invest and support the long-term viability of the community, one small business at a time.

Lenders of choice Shortly after this visit in Colorado, I had a meeting with the head of the National Economic Council. We went back to the data: Community banks fund 60% of U.S. small business loans and 80% of the banking industry’s agricultural loans.

While this aggregate information tells a story, it doesn’t explain that we do it because it’s what’s right for our communities.

That’s why leaders need to hear the stories of community bank service. Hearing them reveals, without a doubt, that community banks are the hearts of their communities, and their communities have their hearts. That love for what we do and who we serve transcends day-to-day business to ensure we make a real difference.

At ICBA, this is what we’re fighting for and standing up to support through advocacy, education and innovation.

We strive to bring you the solutions that help you make a difference every day. Just as LIVE’s “Anchored in Purpose” theme said, the work community banks do matters, and we must continue amplifying that message for all who need to hear it.

Reading Between the Ballots Inside Georgia’s 2026 Primary Election Georgia’s May 19 primary election offered more than a preview of campaign messaging for the fall. It revealed how Georgia’s changing electorate behaves when only the most politically engaged voters show up. Combined with demographics and ballot engagement, the numbers tell a story much deeper than simple partisan preference.

For some, the excitement of election night comes from seeing their preferred candidate win. For others, it is finally getting relief from months of campaign advertising. But for political wonks, the real intrigue begins after the votes are counted — when the data starts revealing not only what happened, but how it happened and what it may signal for future elections.

Georgia remains one of the fastest-growing states in the nation, with a population now exceeding 11 million residents. Much of that growth continues to concentrate in metro Atlanta, though coastal communities and exurban counties are also rapidly expanding. Georgia is younger than the national average, increasingly diverse, and slightly majority female. Black Georgians make up one-third of the state population, while Hispanic and Asian populations continue to grow steadily.

Why does this matter? Because elections are about people — and which groups of people actually participate.

The people who showed up in May looked quite different than they did just four years ago. The first major takeaway from Georgia’s 2026 primary was simple but significant: Democrats generated substantially more participation in the state’s top-ticket races. Just over 2 million ballots were cast; of those 46% were GOP ballots and 54% were Democratic ballots. This marks a dramatic reversal from the last midterm primary election in 2022, when Republican ballots accounted for nearly 62% of total votes.

This represents a net shift of more than 624,000 ballots in just four years.

Based on these numbers, it might appear that a Democratic surge is inevitable in the November 2026 general election. But primary turnout data rarely tells such a straightforward story.

One critical explanation is competition. Democratic voters simply had more candidates on the ballot. For example, in the 236 seats that comprise the Georgia state House and Senate, more than 300 Democrats qualified to run; of those, half challenged incumbent Democrats. On the Republican side, just 230 Republicans qualified and only 60 of those challenged incumbent Republicans; the other 170 will run against a Democrat in November. Voters are more likely to participate when they believe their vote will influence the outcome of an election. The increase in competitive Democratic contests is one factor that likely drove turnout in their favor.

Georgia’s open primary system may have also played a modest role in shaping turnout patterns. Because voters are not registered by party, some Republicans and Democrats likely crossed over strategically to participate in competitive local contests or support candidates perceived as weaker in the general election.

The second major area to consider is participation. The voters who participate in primaries are generally not representative of the electorate as a whole. They tend to be older, more ideological, and more politically engaged than the average voter.

races across the state. Black female candidates delivered on election night up and down the ballot – none more impressive than former Atlanta Mayor Keisha Lance Bottoms who dominated the Democratic primary, earning 56% of the vote in a crowded 7-person race.

Older Georgians vote, and they vote consistently.

People forty-five years and older make up about 40% of Georgia’s population but accounted for more than 75% of the votes cast in the 2026 primary. Young people (1824 years) account for 9% of the population but less than 3% of the May turnout. Younger voters may dominate mainstream political conversations, but older Georgians still dominate at the ballot box. It’s no wonder both parties are pushing to register and mobilize potential new voters.

Democratic voters also demonstrated stronger “ballot completion” behavior — meaning they were more likely to continue voting down the ballot. Republican ballots experienced significantly larger drop-off rates between high-profile contests and lesser-known statewide offices. The data showed GOP participation declining by roughly 158,000 voters from top-ticket races to lower statewide offices, while the Democratic decline was closer to 70,000. The lower profile the race, the wider the Democratic advantage.

The 2026 primary electorate looked somewhat different than Georgia’s overall population. White voters were slightly overrepresented relative to the state population, while turnout among Hispanic, Asian, and other minority communities lagged behind their population growth. Black voters were right on target relative to Georgia’s population. It’s important to note that population numbers do not account for voter eligibility.

Gender voting patterns were especially striking. While women make up 51.4% of Georgia’s population, they accounted for nearly 57% of 2026 primary voters. This gender gap has become increasingly common in modern elections, pointing to consistently strong engagement among female voters.

Taking stock of voting and population trends comprehensively, it’s easy to see where both political parties have room for improvement: young people, minorities, and men. After all, elections are won by the people who show up to vote.

One segment of the population definitely showed up in the primary election: Black female voters continue to serve as the foundation of Georgia’s Democratic Party.

These dependable voters are now campaign volunteers, community organizers, and running as candidates in

This gap matters because ballot completion is often a sign of voter engagement. Highly engaged voters tend to vote all the way through the ballot. Less engaged or more casual voters frequently skip lower-information races.

This suggests the Democratic primary electorate was particularly motivated, informed, and disciplined.

So is Georgia on the cusp of a “blue wave” in the General Election? Not if Republican turnout patterns in general elections continue to offset Democratic gains.

While Georgia Democrats outperformed Republicans in overall primary turnout and ballot completion in the May primary, Republicans maintain significant structural advantages going into November’s general election. The GOP continues to benefit from a deep pool of conservative voters who are content to skip the interparty squabbling of primary elections but reliably emerge to participate in general elections. Will those voters return to the polls in November? Will they have the attentiveness to complete the ballot entirely, or will they focus on the high-profile, high-information races for US Senate and Governor?

Make no mistake, the Democratic nominee will also shape how these dynamics evolve. Bottoms has the

potential to boost turnout among Black and female voters even further. But her candidacy will also sharpen partisan contrasts, particularly among suburban moderates and older voters who strongly associate her with Atlanta politics and pandemic-era governance debates.

It bears repeating a final time – elections are determined by the people who show up to vote. Despite Georgia’s reputation as one of the nation’s top battleground states, the overwhelming majority of eligible residents still do not consistently participate in elections. Some believe their vote doesn’t matter. Others are turned off by negative campaigns or constant political conflict. In fast-growing communities (of which Georgia has plenty), new residents may have weaker civic connections and lower political engagement levels. The result is political power is often

decided by a relatively narrow slice of highly engaged voters – the people who consistently show up.

Ultimately, Georgia’s 2026 primary reinforced that election night victories are not fueled solely by enthusiasm. It’s also about top-of-the-ticket candidates, messaging, and ballot completion. But participation is what matters most. While primary elections rarely predict November outcomes perfectly, they can offer a glimpse of the patterns that will define the state’s political future.



Understanding the Results and the Phase I Decision

Integration into Your Lending Process

Phase I reports identify three levels of concern:

Establish an environmental due diligence standard practice for any commercial loan exceeding a specific threshold and for any high-risk property type regardless of the amount.

Make it a condition of loan approval completed during underwriting so findings can inform your decision.

1. Recognized Environmental Conditions (RECs): Evidence of current or historical contamination requiring further investigation.

2. Controlled RECs (CRECs): Known contamination addressed through regulatory action or prior remediation.

3. Historical RECs (HRECs): Past activities with contamination potential, but no current indication of remaining risk.

An REC finding does not equal a dead end, it simply means you need more information - there is always a solution!

One remedy is a Phase II ESA, which involves soil and groundwater testing. Phase II assessments cost between $3,000 and $15,000+ and take 3–4 weeks. If contamination is found, you can require the stakeholders to mitigate the problem before closing, set funds aside in escrow, or seek regulatory assurances and funding mechanisms.

Representing Georgia in Washington: Reflections from the ICBA Capital Summit

I recently attended the ICBA Capital Summit in Washington, D.C., representing Georgia. The event was held April 27 through May 1.

I was honored to be selected as this year’s recipient of the ICBA–CBA of Georgia NextGen Scholarship to attend. I received the surprising email notification and knew I wanted to discuss it with my CEO/President, Derek Williams, Past ICBA Chair (2023–24), upon his return the next day. In true Derek fashion, even when he is out of the bank, he is always accessible—he called me within 30 minutes to congratulate me, as he had been copied on the email!

I currently serve as Vice President/Loan Administrator/ Lender and have spent 30 years in community banking. For many banks, ICBA Capital Summit attendees are typically

members of senior management, so this scholarship provided me with the opportunity to attend sooner in my career journey. It also sparked an even greater interest in advocacy for community banking by allowing me to experience it firsthand.

The scholarship is named for the late Jan Hester, daughter of Lalia and the late Julian Hester, long-time CEO of the CBA. To compete, students must write a short essay on the characteristics of a community bank, and the continuing benefits they offer to their home communities.

This year’s scholarship program was led by LEAD Board Members Linda Smith, Embassy National Bank and Jay Funderburke, South Georgia Banking Company, whose leadership helped drive strong participation and contributed to the program’s continued success.

How to Help Protect Against Social Engineering Fraud and Scams Social engineering fraud is a form of deception in which a criminal uses false pretenses to mislead an employee into sending money, diverting a payment or sharing confidential information. Rather than exploiting a technical weakness in a system, these schemes target human judgment and routine business processes.

At its core, social engineering relies on behavioral manipulation. Criminals use trust, authority and urgency to make a request feel normal and credible. They may impersonate a customer, executive, vendor or service provider. The goal of the fraudster is to create just enough familiarity and pressure that standard verification steps are overlooked or shortened.

As Tracey Santor, AVP, Product Management & Strategy for Financial Institution Bonds at Travelers, explains, “Criminals don’t slow down. Your defenses shouldn’t, either.”

Unlike fraud schemes that depend on malware or system intrusion, social engineering blends quietly into everyday activity. Requests may arrive by email, phone call, text

message or even in person. Because the communication looks and sounds legitimate, it may not immediately raise concern.

These schemes are defined by a tactic: persuading someone with access to take an action that benefits the criminal.

As criminals refine their approach, they increasingly tailor messages using publicly available information and emerging tools, including generative artificial intelligence (AI), to make requests more convincing.

Social engineering follows recognizable patterns.

Understanding how these scams unfold is essential for any organization – and especially critical for financial institutions given the speed and value of the transactions they manage.

How do social engineering scams unfold?

Most schemes begin with reconnaissance. Criminals gather information from public sources, prior interactions or previously compromised data to understand the institution’s organizational structure, approval processes and normal communication patterns. This groundwork allows them to craft requests that closely resemble legitimate business activity. [continued]

They create a plausible reason to contact someone with authority or access, aligning the request with routine operations. The interaction may appear ordinary, which reduces the likelihood that it will be questioned.

If an initial attempt fails, escalation is common. Criminals may adjust their story, switch communication channels or contact a different employee or department.

Effective social engineering prevention Consistent verification procedures, clear escalation paths and employee awareness are critical across organizations.

While technology plays an important role, social engineering ultimately succeeds or fails at human decision points – regardless of whether the request arrives by email, phone call, text message or another channel.

Effective social engineering prevention requires a layered approach that combines organizational practices, operational controls and supporting technology. z Treat requests to change payment instructions as high risk. z Verify changes using contact information already on file rather than information provided in the request.

z Be cautious of urgency or pressure to bypass procedures. z Use out-of-band communication by confirming unexpected requests through a different trusted channel, such as calling a known phone number instead of replying to an email. z Require the requester to provide complete verification information without offering hints or missing details. z Encourage employees to escalate unusual requests and share concerns with colleagues or supervisors. z Recognize and reinforce employees who follow procedures and raise concerns, even when a request turns out to be legitimate.

Consistently applying these actions helps translate a layered defense into everyday decisions that reduce exposure to social engineering fraud.

For Robyn Miller, Customer Service Representative and Teller at SunMark Community Bank’s Fort Valley office, that passion comes on four legs. Alongside her therapy dog, Yoda, Robyn dedicates countless hours to training, mentoring therapy dog teams, and bringing comfort, connection, and smiles to people throughout her community.

Tell us a little about yourself and your role at the bank.

Can you share more about your training and certifications?

Working as a Customer Service Representative and Teller at SunMark Community Bank in Fort Valley, I enjoy building relationships with our customers and helping make their banking experience positive and welcoming. Whether I’m assisting with accounts, answering questions, or greeting customers with a smile, I strive to make everyone feel valued and cared for.

I support therapy dog teams throughout the region by helping ensure compliance with training, veterinary, volunteer hour, and insurance requirements. I also evaluate new teams seeking certification with Alliance Therapy Dogs and coordinate visits for community organizations and

Outside of your role at the bank, you’re involved in dog training and therapy dog work. How did you get started?

My journey into dog training began with a lifelong love of dogs and a curiosity about how they think and communicate.

Visiting nurses at What started as training my Peach County Hospital own dogs quickly grew into a passion that led me to explore dog sports and competitions. After experiencing personal loss and trauma, I found comfort in the companionship of my dogs, especially Yoda. His unconditional affection helped me heal, and I realized others could benefit from that same connection. That inspired me to explore therapy dog work and become involved in serving my community through it.

Tell us about your volunteer work.

Yoda and I are passionate about serving as a therapy dog team and sharing the positive impact therapy dogs can have on people of all ages. We regularly visit nursing homes, hospice and memory care units, veteran recovery programs, schools, and libraries.

One of the most rewarding parts of this work is seeing how a therapy dog can help people feel calm, connected, and cared for. Whether we’re visiting veterans, participating in children’s reading programs, or supporting special events, Yoda has a unique ability to bring comfort and joy wherever he goes.

Can you tell us what makes a good therapy dog?

A good therapy dog needs more than obedience training— they need the right temperament. Therapy dogs should be calm, friendly, adaptable, and comfortable around a variety of people, environments, and situations.

One of the things I love most is that therapy dogs come in all breeds and backgrounds. Some of the best therapy dogs are rescue dogs, and Yoda is a shelter puppy himself.

Are there similarities between your work with dogs and your role at the bank?

Absolutely. Both require patience, trust, consistency, and strong communication. Whether you’re helping a bank customer or working with a dog, people want to feel heard, respected, and supported. I’ve learned that staying calm, attentive, and compassionate goes a long way in building trust and creating positive experiences.
