Another Worl OUR MAY DAY celebration this year takes place in turbulent times. Is Britain going to leave the EU or not?

What outrage will Donald Trump commit next? How do we respond to the increasing boldness of the far-right in Britain? How do we stop climate change?

At the time of writing, the Parliamentary circus over Brexit has gone quiet, due to the Easter recess.

This respite is unlikely to last long, but it’s one which the labour and progressive movements should seize with both hands. For too long the media speculation over what might or might not happen, or what they think ought to happen, has been a distraction from the impact of government austerity policies.

We urgently need to get the debate back on the issues which affect people directly – the slashing of benefits through Universal Credit; widespread poverty and its link to low wages (70% of the 4m children in poverty have at least one parent in work); school underfunding (a shortfall of £5.4bn compared with 2015); the chronic shortage of 100,000 staff in the NHS; and the discrimination in local government funding, where 9 out of 10 most deprived council areas have seen their spending power per household cut since 2010 by almost three times the national average. The government is vulnerable on all these issues, and we

need a mass campaign to force them out. The school students and others who have recently campaigned so vigorously for climate action have set us an example to follow.

Our May Day celebration has traditionally been held on the Saturday of the early May bank holiday week-end. Another tradition, namely holding the rally in Exhibition Park, was overturned last year when rising costs forced us to move to the city centre. But every cloud has a silver lining: having the rally at Grey’s Monument puts the message of working class solidarity back into the public arena; and our cost savings have meant that this year we can actually hold a celebration, in the form of a May Day social, on May 1 itself.

So in 2019, we actually have a sort of two-day festival: first the social, at the Tyneside Irish Centre, where we shall be well entertained by the Tony Corcoran Ceili Band; then the march on Saturday 4 May, starting at Exhibition Park and culminating in the rally at the Monument.

This year we are particularly pleased to welcome, as speaker, RMT general secretary Mick Cash.

His members on Northern Rail recently suspended strike action after 47 days, in their dispute with the company over the role of the guard.

The dispute is not yet over but the RMT has forced the company to concede a guarantee of a conductor/guard on every train. These workers deserve pride of place on the march. But Mick will also point to a rising mood of anger among workers over pay.

What outrage will Donald Trump commit next? He is legitimising Israel’s seizure of occupied Palestinian and Syrian territory by moving the US embassy to Jerusalem and recognising Israel’s sovereignty over the Golan Heights. He engages in blatant Islamophobic tweets, most recently against Representative Ilhan Omar, thereby endangering her life. But the most dangerous actions of his administration recently have been over Venezuela.

There has been enormous media disinformation about Venezuela. It’s a typical US tactic when it intends to invade a country, involving a form of psychological warfare, where truth is the first casualty. Venezuela does have problems, largely caused by the US economic blockade. It has a socialist government, anathema to the Trump clique. But most important, Venezuela has the largest known oil reserves in the world, and the Trump administration wants them for US oil companies. It’s a very dangerous situation, where the US government has already attempted a coup, and is seeking a pretext for military intervention. That is why we

are very pleased to welcome Susan Grey, vice-chair of the Venezuela Solidarity Campaign, to set the record straight.

The EU referendum outcome has been blamed for the rise in the far right in Britain, but in fact both main camps in that campaign used antimigrant rhetoric, and that after years of xenophobic and Islamophobic headlines in the mass media. The rise of the far right is a EU-wide phenomenon, with migrants as an easy diversion from the political and economic decisions behind austerity policies. We need to stand united against these racists and fascists – but we also need the economic and social policies that will help to marginalise them.

And we need an international approach too. As Labour’s Dan Carden will say, poverty is political.

We need a whole-of-government approach to international development policy that tackles the root causes of poverty, inequality and climate change – not just their symptoms. All in all, another world is essential!

DECENT PAY AND UNION RIGHTS

IN BRINGING GREETINGS from RMT to the May Day rally, I would like to start by paying tribute to our members on Arriva Rail Northern. After a titanic struggle over two years, involving 47 days of industrial action, they have secured a guarantee of a conductor/ guard on all trains. As a result, industrial action has been suspended.

I thank fellow trades unionists and the travelling public for their extraordinary support which has been so important in allowing us to break the deadlock.

After years of austerity under the Coalition and Conservative governments, there is a rising mood of anger among workers over low pay.

Recently, RMT secured a major victory for members working for DHL on the outsourced contract of Virgin West Coast Mainline, meaning that some staff will see their wages rise by over 21 per cent. We believe that this is the biggest single rise in earnings secured by any trade union for any group of workers in Britain in the current climate.

At the time of writing, our cleaner members at Vinci on London Underground, and platform safety staff on London Overground, have been striking for higher pay. Our members

on London Underground and the Royal Fleet Auxiliary are being balloted.

Pensions are deferred pay, and currently there is a dispute between the train operating companies and the government over who should cover the cost of pension liabilities. RMT has warned that any threat to our members’ pensions will be met with ballots for action and a coordinated response.

The case for a nationalised railway continues to grow, following the news that that Deutsche Bahn is planning to sell off its UK franchises, and that train companies are pocketing 80 per cent of the compensation they suck up for disrupted and delayed services.

Meanwhile, private bus companies in England have trousered a total of ÂŁ3.3 billion in profits while presiding over savage cuts to vital routes. It is clear that this country needs an integrated transport network where bus services are run in the public interest.

The North East relies heavily on merchant seafarers to move goods, transport passengers and service the offshore energy industries. Yet UK nationals only account for 15% of the 62,500 ratings in our shipping industry.

Loopholes in employment and equality law allow employers to reduce the number of UK seafarers and pay nonUK nationals well below the National Minimum Wage. Such exploitation of foreign workers is the EU model for labour relations but we need a different model based on dignity at work, decent pay and real trade union rights.

NO TO TRUMP’S ‘REGIME THE VENEZUELA SOLIDARITY CAMPAIGN (VSC) supports the social progress achieved by the Bolivarian government and believes the Venezuelan people have the right to determine their own future without foreign interference.

The US has sought to undermine the elected Venezuelan government ever since 1998 when Hugo Chavez became president and rejected the neoliberal policies of the past. Together with right wing opposition groups the US has waged war on Venezuela in the form of propaganda campaigns, economic sabotage, boycotting of elections, an attempted coup, street violence, and most recently crippling economic sanctions imposed by Donald Trump. Sanctions prevent Venezuela from importing essential

goods or benefitting from exports of oil and gold. They are designed to damage the economy and demoralise the Venezuelan people.

This interventionist agenda is not about human rights or democracy.

It is about ‘regime change’. It is also about oil. The right-wing opposition, supported by the US, has made it clear that if it is successful in overthrowing the Maduro government, corporate giants will be rewarded with a privatisation bonanza.

VSC has campaigned over many years to defend Venezuelan sovereignty and to publicise the real achievements of its democraticallyelected government, such as reducing poverty, improving social housing, providing free healthcare and education, and improving labour laws. We have organised delegations to Venezuela to allow trade union members and other activists to see the country for themselves and help counter the misinformation so often found in the UK media.

CHANGE’ IN VENEZUELA The decision of the US and a number of other countries to support opposition Assembly Member, Juan Guaidó, in his attempt to usurp the presidency has further intensified the pressure on Venezuela and means that international solidarity is more important than ever. VSC welcomes the response of many prominent figures who spoke out against Trump’s aggression in a recent letter to the Guardian, signed by Labour politicians including John McDonnell and Diane Abbott and reading, “The far-right governments of Trump and Bolsonaro offer no hope to Venezuela or to the majority of people in Latin America,” with the conclusion that “Instead, the way forward is the call for dialogue from the Mexican and Bolivian presidents.”

By working together with trade unions and other affiliated organisations VSC aims to build solidarity, oppose the build-up to war and support a peaceful solution in Venezuela.

TACKLING THE ROOT CAUSES OF POVERTY NOT JUST THEIR SYMPTOMS IT’S AN HONOUR to serve in Jeremy Corbyn’s Shadow Cabinet as acting Shadow Secretary of State for International Development, working to take forward Labour’s vision on development and aid.

The scale of the challenges facing the world is enormous: conflict, climate breakdown, the growing concentration of unaccountable wealth and power.

Research by Oxfam found that just 26 people now own the same wealth as half of all humanity – 3.8 bn people combined. This is symptomatic of a global economy rigged in favour of the few.

Not only is this level of inequality morally abhorrent, but the growing gap between rich and poor actually undermines attempts to eradicate global poverty. More unequal societies also have more health and social problems and are less able to sustain economic growth.

Poverty will not be solved by philanthropy and charity. Poverty is political; poverty is structural. People are poor because there is an uneven distribution of power in the world.

Years of unfair trade-deals, tax dodging and the rapacious extraction of natural resources from the world’s poorest countries have resulted in a very man-made crisis. Labour’s vision is to put justice, not charity, at the heart of our vision for international development.

I support an effective whole-ofgovernment approach to international development policy that tackles the root causes of poverty, inequality and climate change – not just their symptoms.

One of the first things a Labourrun Department for International Development (DFID) would do in

government is set a second twin objective for all development work and spending: not only to reduce poverty, but also to reduce inequality.

Labour will develop a truly feminist international development strategy that puts civil society and people from the global south, those on the front lines of the struggles against poverty and injustice, front and centre of our work.

Where the Tories have undermined the positive international development work through incoherent policies – including selling arms to the Saudi-led coalition while sending aid to Yemen – Labour will take immediate steps to ensure policy coherence with a crossdepartmental approach.

Central to Labour’s approach is a focus on building and supporting public services in the countries where DFID works. We know from our own experience here in the UK how vital it is that everyone in society can access basic needs such as health and education, regardless of their income.

The next Labour government will use international development to put our values – of social justice, solidarity and fairness – into practice on a global scale. If that sounds ambitious, it is.

We could not be more ready.

MUSIC – AT THE SOCIAL …

For the first time for many years our May Day celebration has become a festival over more than one day. We start off on 1 May itself with a social at the Tyneside Irish Centre, where music will be provided by the Tony Corcoran Ceili Band (http://www.tonycorcoran.co.uk/), consisting of Tony Corcoran himself, Benny Graham and Paul Hetherington.

The ‘Boss’, Tony Corcoran, is a terrific Irish fiddler whose versatility and knowledge of traditional tunes and their origins never ceases to amaze. Born into an Irish emigrant family in Lancashire, Tony has been playing the fiddle since he was 8 years old.

Benny Graham is a singer, dance caller and melodeon. Described by many as one of the finest voices in folk music, he is one quarter of The Pitmen Poets, and does a regular warm-up stint on the stage of the Durham Miners’ Gala.

Paul Hetherington is a fine accompanist, either on piano or guitar. He has been a well known face on the Tyneside music scene for a good while and until recently played in Deacon Jones and The Sinners.

Expect an evening of dance music from Ireland and working class songs from the region!

To lead out our march this year, we welcome for the first time RMT’s Fishburn Brass Band. The band plays at most labour movement festivals, including the Jim O’Connell festival in Ireland, the Durham Miners’ Gala, the Tolpuddle Martyrs’ festival in Dorset and at the ever-popular Burston strike school festival in Norfolk, which celebrates the longest strike in history. The band has won awards at the Easingwold competition and has been ranked as high as eighth in the brass band world rankings.

CULTURE FOR THE MANY NOT THE FEW: Introduction

Culture matters to the many, not just the few, and it is central to transforming society for the benefit of working people – the many.

As workers, we’re well aware of the economic struggle, the struggle for a fair return for our labour and for enough decent food, shelter, and other material necessities. Nowadays, it’s a constant struggle to make ends meet on low incomes and inadequate benefits which have been frozen and cut back by employers and governments.

The chaos and cruelty around the introduction of Universal Credit is the worst but not the only example of the deliberate attack on the poor by the Tory Government.

As voters and political activists, we’re also aware of the political struggle. This is the struggle to change a system which is so obviously rigged by and for the few, against the many.

So we campaign for regulation, various forms of social rather than private ownership of economic resources, and democratic control of our society through local and national authorities.

Socialists, however, have always recognised that there is another struggle, which accompanies, expresses and supports the economic and political struggles. This is the cultural struggle, the struggle for cultural democracy, to apply fundamental socialist principles of social ownership and democratic control to our everyday, ordinary cultural activities.

What is culture?

Culture includes not just the arts, but much, much more. It includes all those learned human activities which give life purpose, meaning and value, and which human beings engage in for enjoyment, entertainment and

enlightenment. It includes sport, broadcasting and the media, religion, eating and drinking, clothing and fashion.

Taking part in cultural activities is absolutely essential to our development, liberation and flourishment as human beings. But class-based divisions in society, based on unequal property ownership, constrain or prevent this kind of full and free enjoyment of culture.

So a continual struggle goes on to develop and sustain a cultural commons for the many, not the few.

We face a cultural struggle against the co-option, misuse and appropriation of cultural activities, just like our economic and political struggles for better wages and for ownership and control of essential goods and services like our schools, our railways and our health service.

Just as neoliberal capitalism has shown itself to be incapable of providing adequate public services in these areas, so too it cannot sustain a healthy cultural economy. We are witnessing the growth of corporate influence and control over not only arts institutions but social media platforms, broadcasters, sports clubs, pubs and clubs, and supermarkets.

What are the problems?

In sport, owners and management bodies are failing to make sport accessible, affordable and enjoyable for everyone, through sky-high ticket prices, undemocratic, ineffective regulatory authorities, and subsidies

for elite sport at the expense of school sports and grassroots sports.

Commercial pressures cause regular scandals in most sports, involving drugtaking, cheating and corruption.

In the media, private ownership of large swathes of the means of communication by gigantic corporations like Amazon, Google, Apple and Facebook prevent us enjoying human interaction without being watched, manipulated and influenced by commercial, capitalist interests.

Our daily activities of eating and drinking are also cultural activities, as well as biological necessities. We do so in company with family and friends, for pleasure and to express our common and social natures. Yet corporations produce and sell us food and drink loaded with too much sugar, salt and fat, and encourage us to consume unhealthy amounts of alcohol. Corporate profits depend on promoting obesity and alcohol misuse.

In the arts, we face inaccessibility, obscurity, and vapid spectacle, and the fact that state funding is so unequal.

Money that comes from our taxes and our Lottery tickets is overwhelmingly focused on cultural provision in the London area, which benefits mainly the well off, and tourists.

Cuts and curriculum changes in education mean our children are being deprived of the chance to learn how to appreciate and participate in artistic, sporting and other cultural activities, at both primary and secondary school stages, as well as facing exclusion and discrimination when they attempt a Tyne & Wear May Day 2019 | 25

career in the arts as writer, performer, musician, actor or artist.

In general, the Government’s politically-driven austerity policies have led to huge cuts in cultural facilities – to libraries, community centres, youth facilities and sports facilities. These cuts are set to continue for years to come, have a greater impact in the North, and are knowingly targeted at sections of society which are the least well-off.

What is to be done?

To help tackle these issues on Tyneside, Newcastle Trades Union Council has launched a project to promote cultural democracy with local cultural institutions and authorities.

We aim to improve the access of working people on Tyneside to local

cultural facilities, and to promote the development of grassroots, communitybased cultural activities which are owned and managed as democratically as possible.

We need assistance from people in the labour movement with knowledge of the the arts, sport, the media etc. If you want to help us, please contact culture@newcastle-tuc.org.uk.
