Foreword Most Rev Anthony Randazzo DD JCL Bishop of Broken Bay Launched on 4 July at our All Staff Strategy Day, Shaping Tomorrow, Together in Faith marks a bold and united step forward in Catholic education across the Diocese of Broken Bay. It builds on the strong foundations of Towards 2025, retaining our Vision, Purpose, and Values - expressions of our identity deeply anchored in the Gospel of Jesus Christ.

It sets a visionary direction for Catholic education - one that is faithdriven, innovative, and built to meet the evolving needs of families in our contemporary world. It reflects our Shared Mission and the partnership between family, parish, and school, as together we seek to form young people who will witness the love of God and shape the world with wisdom, courage, and compassion.

This strategy is about courageously shaping a future where every child can thrive - from Baptism through to post-school life. It champions high expectations for student learning and wellbeing and renews our commitment to walk alongside our families on this journey.

As Bishop of Broken Bay, I am proud to commend this plan to you. It has been prayerfully developed through wide consultation and discernment, and I am grateful to all those who contributed their insight, energy, and love for Catholic education.

Together, we are building an extraordinary future. May this strategy guide our work so that our schools will remain places where Christ is encountered and where every young person is formed for a life of purpose, compassion, and faith.

Danny Casey Director of Schools I am delighted to share Shaping Tomorrow, Together in Faith - our new strategic direction for Catholic education in the Diocese of Broken Bay. Launched by Bishop Anthony on 4 July 2025, this strategy sets a bold and visionary course for the future of Catholic education in our diocese. It is our mission - to walk with families from Baptism through to post-school life, providing a seamless and faith-filled learning journey. It is a Strategy shaped by our Shared Mission, and by you - our students, staff, parents, carers and clergy - who generously shared your hopes and insights throughout our consultation process.

At its core, this Strategy is about more than buildings or structures; it is about transforming how we serve our communities, placing the needs of children and families at the centre, and ensuring that every learner is supported to be their best, in faith and in learning.

This booklet outlines what is changing and growing across our six educational precincts. It highlights the schools and communities where new facilities, learning pathways, and inclusive services are being planned or expanded. You’ll see how Early Childhood Education and Care is being progressed, how inclusive education is being strengthened, and how we are reimagining learning from the early years through to senior school and beyond.

1. We will develop a collaborative culture of continuous improvement

By 2030, we will be leveraging our strong collaborative culture of continuous improvement. Improvement Plans (individual, school and system) guide our daily work, are informed by data and central to decision making. All at CSBB are driven to improve what we do and the way we do it. We analyse, plan, act and review with rigour, confident of positive impact and delivery of continuous improvement.

By 2030, our Catholic educational community will foster deep personal relationships with Jesus Christ and provide quality Religious Education. We will promote human dignity and flourishing within the nurturing, vibrant, and synodal Catholic community of Broken Bay. Relevant and meaningful formation and sacramental experiences will empower all to be beacons of faith, joy, witness, compassion and courage.

3. We will maximise the learning growth of each student By 2030 schools will embed a culture of excellence and continuous learning, ensuring that every student is challenged and supported to reach their full potential. Educators will be highly skilled in evidence-based instruction, tailoring learning to meet individual student needs while fostering strong relationships and high expectations. Schools will prioritise proactive wellbeing for learning, targeted student support and respectful inclusive learning environments that enable student agency. A system-wide commitment to equity, professional excellence and data informed strategies will drive sustained progress, ensuring all students thrive within and beyond school.

4. We will build the capability of our staff By 2030, we will empower targeted professional learning that impacts performance growth and supports career mobility and pathways. We will implement robust systems of feedback, coaching and goal setting which develop our staff to be the very best they can be and support their wellbeing. Comprehensive leadership formation practices will be in place that grow faith-filled, student-centred, highly capable and confident leaders. We will effectively measure workplace culture and capture staff voice to influence decision-making and to support our students and colleagues facilitate continuous improvement across the system. We will have a culture of recognition of, and accountability for, outstanding achievement as well as behaviours, as demonstration of our CSBB Values.

Unified Data Ecosystem and AI

The rollout of a unified data ecosystem allows teachers and leaders to access timely insights, track progress, and intervene earlier to support student growth. We are embracing artificial intelligence and emerging technologies to enhance learning, streamline administrative tasks, and create more personalised and meaningful learning experiences - always guided by our Catholic mission and values.

System-wide Supports

We are investing in shared resources across every school in key areas such as diverse learning, student wellbeing, behaviour support, curriculum delivery, and professional learning. These system-wide supports are designed to ensure every school has what it needs to flourish - allowing teachers to focus on what matters most - the formation and education of every child.

Introducing Careers Education Integration Model

To complement academic learning and faith formation, the introduction of the Careers Education Integration Model, is a system-wide approach to support every student to explore who they are and who they are becoming from the earliest years of school through to post-school life.

Cathedral and Northern Suburbs PRECINCT Master Planning for a Seamless Baptism to Post School Experience St Leo’s Catholic College and Our Lady of the Rosary, Waitara The Cathedral Precinct will undergo master planning to deliver a fully integrated education pathway - linking St Leo’s Catholic College and Our Lady of the Rosary Catholic Primary School, Waitara - along with an Early Learning Centre (ELC) and Out of School Hours Care (OSHC). This comprehensive approach ensures a faith-filled and future-ready journey from the early years to adulthood.

North Shore PRECINCT

Expanding Pymble Parish Schools to provide Early Years Education and a K–12 College New Multi-Campus Model for Pymble Parish Schools Pymble Parish schools - Sacred Heart and Our Lady of Perpetual Succour will become a K - 12 College with an Early Learning Centre (ELC). Year 7 intake commencing January 2027.

Reimagining an Inclusive Model of Education Expansion of Eileen O’Connor Catholic School St Philip Neri, Northbridge will be repurposed to accommodate a new Eileen O’Connor facility to provide support for students with complex learning needs.

This exciting new chapter reflects our deep commitment to care, compassion and inclusive education.

Bringing Schools Together as One Community Together as one school community The two Parish schools of the Lower North Shore, St Philip Neri, Northbridge and St Thomas, Willoughby will come together as one community on the St Thomas site, creating enhanced opportunities for students including larger peer and family networks.

Early Childhood Education and Care Engaging directly in the provision of Early Childhood Education and Care (ECEC) We are exploring tailored ECEC opportunities across the precinct to meet the needs of each local community. Northern Beaches PRECINCT

Greater choice in Secondary Schooling We are actively planning the establishment of new Catholic secondary school options to meet growing local demand. These will offer families clear, explicit pathways that support continuity of learning within the Catholic system.

Early Childhood Education and Care We are exploring tailored Early Childhood Education and Care (ECEC) opportunities across the precinct to meet the needs of each local community.

This includes Early Learning Centres (ELC) and Out of School Hours Care (OSHC). These offerings will strengthen support for families and create strong foundations for future learning.

Strengthening Secondary Pathways for Students with Disability We are committed to developing strong secondary school pathways for students enrolled in Eileen O’Connor Catholic School support classes. These inclusive models will support ongoing learning, growth, and a deep sense of belonging into secondary school.

Building Industry and Post-School Partnerships To ensure varied and relevant pathways for students, we are reviewing postschool and trade training providers and exploring new partnerships with industry. These initiatives will help prepare students for future success, both within and beyond the classroom.

Establishing Integrated Programs We are exploring opportunities for schools across the Precinct to come together for extension programs and co-curricular opportunities to maximise the learning growth of all students.

Southern Beaches PRECINCT

Expanding St Paul’s into a Multi-Campus Year 5–12 College Stage 3 Learning Hub St Paul’s Catholic College will grow to become a Year 5–12 multi-campus college in Term 1 2026, creating a seamless learning journey from Middle School through to Senior School. St Paul’s students in Years 5 and 6 will be welcomed to the Stage 3 Learning Hub in Balgowlah offering a strong transition into secondary education.

Two North Harbour Parish Schools Unified Together as one school community The two North Harbour parish schools - St Cecilia’s, Balgowlah, and St Kieran’s, Manly Vale - will come together as one school community at the St Kieran’s site from Term 1 2026. This provides enhanced opportunities for students to grow, learn, and belong in a dynamic Catholic environment.

Early Childhood Education and Care Engaging directly in the provision of Early Childhood Education and Care (ECEC) We are exploring tailored ECEC opportunities across the precinct to meet the needs of each local community. PRECINCT

Historic Investment in the Central Coast Over $300 million over both Central Coast Precincts Investing over $300 million in major capital works across the Central Coast, transforming school facilities to create contemporary learning spaces and meet growing enrolment demand. This significant investment reflects our long-term commitment to our students, families, and future.

Reimagining MacKillop Catholic College, Warnervale Baptism to Post-School Model of Education We are completely reimagining the delivery of Catholic education at MacKillop Catholic College, Warnervale. This new model will support students and families from Baptism to Post-School Life with CSBB engaging directly with the provision of Early Learning, Out of School Hours Care (OSHC) and post-school options.

This transformation will offer families a journey that is more connected, future-focused and delivered within a strong faith-based community.

St Brigid’s Catholic College and St Brendan’s Catholic Primary School K-12 Pathway Expanding access to K–12 and inclusive education Together, St Brigid’s and St Brendan’s will deliver a connected K–12 pathway supported by an Early Learning Centre (ELC) and Out of School Hours Care (OSHC), and extended options for students requiring specialised support through the Eileen O’Connor Catholic School.

Expanding St Mary’s Catholic School, Toukley Improving learning spaces St Mary’s, Toukley will undergo a significant new building project and refurbishment to improve learning spaces and expand capacity to meet increasing enrolment demand. These upgrades will create a vibrant, modern environment that supports high-quality Catholic education for years to come.

Southern Central Coast PRECINCT

Delivering Inclusive Education Eileen O’Connor Catholic School, Tuggerah New buildings will be established for the Eileen O’Connor Catholic School campus at Tuggerah, opening in 2028, offering high-quality, tailored facilities for students with complex learning needs.

Master Planning for a Future-Focused Precinct St Peter’s Catholic College, Tuggerah We are undertaking comprehensive master planning of the existing St Peter’s site to ensure it can meet enrolment demand and future educational needs. This includes exploring opportunities for trade training programs and post-school partnerships that support varied student pathways.
