Dear Members, I hope my letter finds you all fit and well. As the nights begin to get lighter, hopefully we will see the first signs of spring starting to appear. Thank goodness! It’s been a busy time at HQ, what with Membership subscriptions coming in, along with some tremendous entries for the Premier Trophy Awards competition. As I write, the Clerks of Works judges have spent two days scrutinising the entries spread across the seven categories. For those who have been successful in being shortlisted, the site visits will be commencing during February. I wish everyone the best of luck and will see the successful final shortlist candidates on stage with me in London on 2 July. If you haven’t already done so, please don’t forget to pay your 2020 Membership subscriptions by 28 February. You will then be entered into the prize draw for the Graco Classic 190 Airless spray machine. Who knows, I could be coming in person to knock on your front door, delivering this great piece of kit! On the subject of Membership, a new benefit has been added to the Markel Law 24hr advice line. It goes in tandem with work that the PDA started back in late 2018 on helping to raise awareness of stress and depression amongst construction-related tradespeople. I’m pleased to announce that as part of PDA Membership, a new stress counselling advice service is available as part of the Markel package. Whilst we all hope that we won’t have to use such a service, sadly, we do hear more frequently of Members who would really benefit from some advice. The full policy document and summary of the legal Membership benefits can be found in the website Members area. Simply use your login details, to access it. Once you have paid your Membership fee, you will receive your PDA Membership card. This contains the new login code enabling access the Markel Law Business Platform. The usual cost for this service is £189 per year but it is free to our Members using the 2020 login code. Our social media presence continues to grow since the start of our new marketing and PR strategy in October. We have seen a positive increase in followers across all channels within this short time. • The first estimate of GDP for Q3 2019 showed that the economy grew by 0.3% in real terms, following a 0.2% contraction in the quarter prior. • Q3 2019 construction output data edged up by 0.6% on a quarterly basis after declining by 1.2% in the three months to June last year. • The Markit/CIPS construction PMI edged down further to 44.4 in December, from 45.3 in the previous month. • In the third quarter of last year, total R&M activity dropped for the second consecutive quarter, by 0.8%

P&D EMPLOYER SENTENCED AFTER WORKER FALLS FROM HEIGHT
CLC ENDORSE BUILD UK RETENTIONS ROADMAP THE PRACTICE OF withholding cash retentions within the construction sector is controversial. Within the industry and amongst its clients, views are divided as to whether these are an effective and cost-efficient means of providing surety against defects, or whether these are an outdated practice that increases cash flow pressure on firms in the supply chain and should have no place in a modern industry. The loss of an estimated £223m of retention payments each year due to insolvency alone also has an impact on industry cash flow, funds for investment and profitability. Whilst there is no clear consensus as to what should replace retentions, there is a clear majority that believes the current situation requires reform. In recognition of that, the Construction Leadership Council is endorsing the Build UK Roadmap to Zero Retentions as a means of improving the transparency and fairness of payment practices in relation to retentions. This will build upon CLC policy, as set out in the 2014 Construction Supply Chain Payment Charter, that the industry should work towards the abolition of cash retentions, with the objective of moving to zero cash retentions by 2025. The Retentions Roadmap proposes moving towards zero retentions by 2023, and no later than 2025, and includes key milestones, including publication of retention policies by public and private sector clients, and the introduction and adoption of the Build UK Minimum Standards on Retentions, which incorporate and build on the Payment Charter commitments. The CLC believes this approach will enable the industry to make progress towards the objective of achieving zero cash retentions by 2025, whilst also allowing the industry and its clients time to adapt, to minimise the impact on cash flow, to put in place alternative surety arrangements, and to improve standards of quality within the industry. Therefore, the CLC urges firms within the industry and construction clients to support the Roadmap and adopt the minimum standards, as a pragmatic means of improving prompt and fair payment practices and helping to create a stronger and more sustainable industry.

Last year a Northamptonshire painting and decorating employer was sentenced after an employee sustained serious, life changing injuries after falling from height. Wellingborough Magistrates’ Court heard that, on 7 August 2018, an employee of Ian Ramsay was severely injured when he fell from height whilst installing a roof ladder on a pitched roof at a property in Mawsley, Northamptonshire. The fall resulted in the employee being permanently paralysed from the chest down. The homeowners hired Mr Ramsay to paint the exterior windows and soffit boards of their property, including the painting of dormer windows within their roof. The employee was in the process of setting up ladders to access the dormer windows when he fell from height. An investigation by the Health and Safety Executive (HSE) found that the incident could have been prevented if the work at height hierarchy had been followed in the planning process and if appropriate equipment had been provided to employees, such as fully compliant scaffolding. The risk assessment should have identified that this work was not short duration and that the use of ladders was not appropriate.
Ian Ramsay of Padmans Close, Mawsley, Northamptonshire, pleaded guilty to breaching Section 2(1) of the Health and Safety at Work etc. Act 1974. He was sentenced to a 12-month community order, 160 hours of unpaid work and ordered to pay costs of £2,124.28 with a surcharge of £85. Speaking after the hearing, HSE inspector Rachel Grant said, “Employers and those in control of any work at height activity must make sure work is properly planned, supervised and carried out by competent people. “This includes using the right type of equipment for working at height. In this instance, the painting of the soffits and windows was not short duration work and should have been done from appropriate work platforms. Ladders were not the appropriate equipment.”
THE IMPLICATIONS OF BREXIT – KEEP UPDATED Leaving the EU on 31 January marked a big step in the future for the UK, but it is very much the beginning and not the end of the journey. From 1 February the UK moved into the transition period which at the moment is set to end on 30 December 2020. During this period, the UK's trading relationship with the EU will remain the same while the two sides negotiate a free trade deal. At the same time, many other aspects of the UK's future relationship with the EU – including law enforcement, data sharing and security – will need to be agreed. There is a tremendous amount of work which will need to be undertaken if the UK is to leave the transition period with a trade deal set up with the EU. If a trade deal is ready in time, the UK's new relationship with the EU can begin immediately after the transition. If not, the UK faces the prospect of having to trade with no agreement in force. This would mean checks and tariffs on UK goods travelling to the EU. As a member of Build UK, the PDA has access to information and advice for firms and individuals working in the construction sector. The Build UK website contains lots of information and checklists across a wide range of areas where businesses may be affected by Brexit. A NEW YEAR TAX BONUS? IT’S BEEN AN expensive time of year. After forking out for your mother-in-law’s new tea cosy and your dog’s fancy collar, the last thing you need is to have to buy new overalls and brushes before payday. However, HMRC has a little gift for you in the form of flat rate expenses allowances. Put simply, flat rate allowances mean you can claim for the cost of things you have to buy for your job without having to provide receipts. It doesn’t apply to everyone, accountants don’t get a calculator allowance for example, but if you are an employee and you have to clean your work uniform or spend your own money on repairing or replacing equipment you need to do your job, you can claim some cash. Do note however, that if your employer pays you back for all of your expenses you cannot claim any tax relief, as that would be double counting. Harsh but fair. While most people in the industry don’t wear a uniform, although perhaps liveried decorators is a trick we are all missing, protective clothing is also included. Examples of items covered by the flat rate allowance given by HMRC include: • repairing or replacing your small tools (for example scissors if you’re a hairdresser, trowels if you’re a plasterer and spanners if you’re a mechanic) • cleaning, replacing and repairing your specialist or protective clothing (for example hard hats, protective boots and overalls) Note that you cannot claim relief on the initial cost of buying small tools or clothing for work, just for replacing, fixing or cleaning them. The amount you can claim depends on your industry and occupation, with a wide range of jobs shown on HMRC’s website. However, while our labouring and navy colleagues get a special mention (£60) and stonemasons get a lofty £120, painters and decorators are not specifically included in the list, meaning the default amount of £60 per tax year would normally apply. If you fancy getting a bigger deduction you could always try persuading HMRC you are in fact an air hostess, and claim a whopping £720, although you would have to have perfected the smile. Of course, while many people find flat rate expenses easier, if you do want to claim the exact amount you have spent, as £60 isn’t necessarily going to keep anyone in brushes and rollers for a year, you can claim the full amount you have spent, but you do need to keep the receipts. Note also that £60 is available per year, and you can claim up to four years after the end of the tax year in question, so that means up to four years’ worth is potentially available to claim now. For both flat rate and standard claims, you can either claim through self-assessment if you already complete a return, or submit a claim form to HMRC online or by post. Advice from our Associates PAYSLIPS – WHAT DOES THE LAW SAY? AN EMPLOYEE HAS the right to be given a written, itemised pay statement by their employer. A factor sometimes overlooked by employers is that this must be provided at or before the time when any payment of wages or salary is made. Where the employer chooses to provide payslips online, they should remember that the obligation is to give the statement on or before payday. Therefore, if there were any technical problems and payslips were not available online until after payday the employer would technically be in breach. Employers usually provide further information (such as National Insurance numbers) on a pay slip. However, itemised pay statements must include at least the following information: • The gross amount of wages or salary. • The amounts of any variable and any fixed, deductions from that gross amount and the purposes for which they are made (subject to the ability to provide a statement of fixed deductions instead). • The net amount of wages or salary. Where different parts of the net amount are paid in different ways, the amount and method of each part-payment. Also, in order to demonstrate compliance with national minimum wage legislation, employers must keep PDA Members get free access to the Markel Law Hub, register via the PDA website and use your token code on the 2020 Membership Card.

In a change to the law in April last year, payslips also need to itemise the number of hours paid where a worker is paid on an hourly rate basis. The number of hours must be given as either a single figure or as separate figures for different types of work (or rates of pay). Additionally, all workers (including agency workers and zero hours’ workers) are entitled to itemised payslips in the same way as employees. Only the genuinely selfemployed are not entitled to receive an itemised payslip.
Remedy for failure to provide an itemised pay statement Where a tribunal finds that any unrecorded deductions (i.e. deductions not included on a payslip) have been made during the 13 weeks immediately before the employee's claim to the tribunal, it may order the employer to pay compensation of up to the aggregate amount of those unrecorded deductions during the 13-week period, if the tribunal decides this is more than a technical breach and the claimant has suffered actual loss. This means that although the deduction made is perfectly lawful (for example deductions made from pay at source for PAYE or NICs, which the employer is legally obliged to make) the employer may still be ordered by the tribunal to pay this back to the employee (in respect of the last 13-week period), where the employee has not been notified of the deduction in advance and the tribunal finds it is proportionate to do so. SAFETY STEPS LAUNCHED PROVIDING WORKING AT HEIGHT GUIDANCE The Construction Industry Advisory Committee (CONIAC) Managing Risk Well Working Group has developed Safety Steps guidance jointly with leading industry organisations, dedicated to keeping people who need to work at height safe. Hosted and launched by the Access Industry Forum, the guidance provides essential messages that can be used, in whole or part, by those who aim to produce any type of output for the five target audiences: designer, client, manager, supervisor, and operative. From toolbox talks to checklists, providing a structure for training material content to informing flowcharts, Safety Steps has a wide range of uses. NE REGION GET TOGETHER It was a nice sunny day in December when the North East Region held their annual Christmas Lunch at the Marriott Hotel in York. In attendance were our Chief Executive, Neil Ogilvie, National and Regional Treasurer Bob Smith, Regional President and Regional Secretary Nigel Deamer along with his wife Barbara. Also in attendance were Mr and Mrs T Cook, Mr and Mrs J Selby, Mr and Mrs R Britton, Mr and Mrs J Timiney, and Hononrary Members of the Region, Mr and Mrs S Davies. It is always good food, good wine and good company to end the year! The North East Region holds meetings on the last Wednesday of the month at Bishopthorpe Sports and Social Club, York. The Price Adjustment Formulae Indices are monthly indices used in conjunction with formula methods for adjusting construction contracts which are not fixed priced. They are sometimes known as the NEDO, Baxter or Osborne Indices. The formulae calculate the increase or decrease in contractors' costs over any period, to the nearest month. This method of reimbursement helps speed up payment to contractors and reduces administrative costs. The indices published above are for decorating work and are compiled from labour and materials costs. Series 3 is the latest series and recommended for use on all new contracts. Series 2 continues to be published for contracts which still require their use.

LAMD LINCRUSTA TRAINING THE LONDON ASSOCIATION of Master Decorators are hoping to offer the opportunity of visiting the Lincrusta factory and to take part in training using this wonderful material at Accrington College later this year. Details are still being worked out, but we need to know how much interest there is. Andy Sarson has arranged a possible middle week venue and arranged discounted hotel rates of £35/£40 for bed and breakfast. The training will be split into Level 1 at £120, and Level 2 at £100 with food and drinks provided during the day. In the evening Andy will split the cost of evening dinner. Each year we are always amazed by the level of skill and craft undertaken by firms working in the sector. The entries showed the diversity of projects from the redecoration of one room to complex high-value jobs and from commercial to heritage properties. The Clerks of Works judging panel have been through the entries and selected the first entries going forward to the next stage of site visits. Successful entrants will have received an e-mail with the proposed date of the site visit by the judges. The level of entries was very high this year, and the judges have to make a selection based on their unbiased criteria of those projects going to the next stage. Thank you to everyone for sending in your entry for the Premier Trophy Awards 2020, and commiserations to anyone who sent in a project which has not been selected this year. What would you say to encourage young people to become a painter and decorator?
I have been a decorator for 40 years, I started back in June 1979 where I served a three-year apprenticeship with my local authority (North Shropshire District Council).
I certainly would recommend to the young people that there is a future for them in becoming a Painter & Decorator. As we all know, there is a vast shortage off all trades in the construction industry.
Do you have a specialist area? I specialise in private and domestic market. Giving my clients a vast range of services whether it be straight forward emulsion or a bespoke service tailored to their requirements.
How long have you been a Member of the PDA?
What are the most annoying problems you come across in your work?
I have been a PDA Member for four years and shortly going into my fifth year.
How has membership of the PDA benefitted you? I would say that the PDA has been beneficial to me and my business, I have spent some fantastic evenings with the PDA and fellow Members.
Are you on social media? I don't do social media, not for me, just my preference.

Do you have any tips on maintaining a successful business? If I was to give any tips in maintaining a successful business this would be, be honest and always listen to your clients’ requirements, as we all know when things go wrong it’s usually due to a breakdown in communication.
Are you currently training any apprentices? I am not currently training any apprentices, but this is something I have done in the past and he has gone on to run his own business.

GROUP CHAIRMAN AWARDED OBE AT BUCKINGHAM PALACE THEY SAY THAT an investiture will be one of the most proud and memorable moments of anyone’s life, and Bell Group Chairman and Founder, George Bell, would most definitely agree. On 19 November 2019, George attended Buckingham Palace for his investiture ceremony and was awarded his OBE by the Duke of Cambridge, Prince William. Starting as a painting and decorating apprentice, George has dedicated his career to building Bell Group and ensuring that their people and communities remain at the heart of the business. This award recognises his contribution to the painting and decorating industry through Bell Group’s work to support communities, his notable involvement with the Scottish Decorators Federation, Scottish Enterprise and CITB ConstructionSkills to actively
promote apprenticeships within the painting industry, plus his contributions to the industry as a part of the advisory panel for Scottish Parliament. George Bell OBE, said, “To say I’m delighted is an understatement, I feel very honoured to receive this award. I have always been passionate about our industry and ensuring a bright future for both those I work with and the communities we work in. I am so proud of the company that Bell Group has become and in my mind this award is for everyone that has contributed to that.”
A Story to Tell... JANE POTTER WON a bronze medal in Painting and Decorating back at WorldSkills Amsterdam 1991, and now she’s now using the skills she learned in competition to help train the next generation at the Bagnalls’ Training Academy. Beginning her career as an apprentice at Leeds College of Building, Jane first got involved in WorldSkills UK Competitions in 1990. Her tutor put her forward to compete and, after a successful national competition, was chosen to represent the UK on the world stage at WorldSkills Amsterdam 1991. With support from her employer, Bagnalls, Jane underwent specialist training before heading off to compete against the world’s top young painters and decorators. “The competition was a whirlwind!”, explains Jane, “Before competing, I was given special training by the Construction Industry Training Board (CITB). We learned techniques used in previous competitions, which was above and beyond my day-to-day training but based on what I had already been studying at college.” Winning a bronze medal, she was able to use these newly developed skills to help her develop a successful career when she returned to the UK.
“All the training helped in the end”, she says, “When I came back from competing, I completed my apprenticeship and became a contract manager. I’ve now been at Bagnalls for 30 years, managing two branches and helping to train the next generation of apprentices.” Jane continues to put her apprentices forward to take part in WorldSkills UK competitions. She is also responsible for supporting the development of apprentices at the Bagnalls’ Training Academy. The Academy was established in 2004 to ensure trainees had access to a specialist tutor and learn real-life techniques with the latest technology to help their development. “Competitions are really helpful for young learners,” says Jane, “they give apprentices a good background in the skills they need to do well, and they also help improve learners’ confidence, which helps them work under pressure. I make sure the training we give apprentices includes mini competitions to help them learn skills that they may not necessarily be taught in college.”

SANDTEX AND BELL GROUP TRANSFORM APARTMENTS PLANTING TREES FOR EMPLOYEES IAN WILLIAMS HAS pledged its support for an ambitious environmental campaign in Bristol, close to the business’ head office. The One Tree Per Employee initiative aims to help grow a quarter of a million new trees in the city by 2030, delivered under the banner of Replant Bristol, a catalyst group comprising the Forest of Avon Trust, Bristol City Council, Bristol Tree Forum and the Woodland Trust. Kicking off this Christmas, the campaign will contribute towards achieving the target set by One City Plan of doubling the city’s canopy cover by 2046. Ian Williams’ Executive Director Mike Turner said, “We’re excited to support the One Tree Per Employee initiative as we recognise and value the huge amount of benefits that trees bring to our urban environment. Ian Williams is the largest organisation to have joined this campaign so far and our contribution will see almost 1000 trees planted. Although a national organisation, we have a strong heritage and base in the Bristol area and wanted to do something a bit different to give back to both our staff here and the city. A RESIDENTIAL BLOCK on Glasgow Green has been transformed as part of the city’s Homes for the Future project, using Sandtex Trade Fine Textured Masonry paint. Glasgow’s Homes for the Future initiative began in 1999 and aims to enhance the area around Glasgow Green, which is used as a public route to and from the city centre. It has involved collaboration between a number of parties, including architects, Scottish Homes and property developers. The most recent project involved painting the site’s flagship apartment building which was designed by Ushida Findlay and is managed by Speirs Gumley. The work was carried out by PDA Member firm Bell Group over a period of 10 weeks. To transform the building, Bell Group’s painters used approximately 2,500 litres of Sandtex Trade Fine Textured Masonry paint in Pure Brilliant White. The product’s flexible coating won’t peel, crack or flake, and is resistant to dirt and mould – meaning it will maintain its aesthetic appeal for longer. Bell Group were responsible for the flagship building’s render repairs prior to the repainting, and also used
Sadolin Superdec Satin Opaque Wood Protection to repaint the timber-framed windows in colour RAL 7042. Commenting on the project, Bell Group Project Manager Ian McColgan said, “After meeting with our client Speirs Gumley it was clear that a breathable coating needed to be used for the repainting of the building’s exterior, and having worked with Sandtex products before, we knew it would be the ideal solution. “The site’s flagship building has been truly transformed, and we’ve had great feedback on the application of Sandtex Trade Fine Textured Masonry paint as well as the finished result.”

THE LONGFIELD HOSPICE’S Christmas Tree Collection campaign just gets better every year and Ian Williams is once again committing to support the initiative, with the aim of helping the charity beat the £22,000 they raised last year. Ian Williams is a long-standing supporter of the Hospice and in the past have helped rebrand their charity shops, joined in fun runs, and for the last two years, provided the vans used by a team of volunteers to collect Christmas trees from homes and businesses across Gloucestershire at the end of the festive period. Ian Williams Executive Director, Mike Turner comments, “The Christmas tree collection service offered by Longfield Hospice is increasing in popularity every year. Last year they collected over 2,500 trees, more than twice the 1,000 target, from across Stroud district, Cirencester and Gloucester, and this year we donating the use of three of our company vans. “Once collected, the trees are then recycled. All funds raised from the campaign go towards providing specialist care for Longfield’s patients and their families at a desperate time of their lives.” Claire Ellis, Community and Events Project Officer from the charity comments, “Longfield is an independent hospice reliant on generous support from the public. All our services are provided free of charge, so without the support, we simply could not care for people in our community who have been diagnosed with a life limited illness. “Our services extend to families who have lost a loved one with bereavement and counselling service. The support we have received from the Ian Williams team in the past, and their commitment this year, is truly amazing.”

AJM BIN PLASTIC BOTTLES BOSSES AT PDA Member Firm AJM Decorating in Kendal, have issued every one of their 40-strong team with reusable water bottles in a bid to become as environmentally friendly as possible and save its staff from buying nearly 10,000 disposable plastic water bottles every year after reinforcing its commitment to going green. AJM director Adrian Morris explained the company was always looking for ways to become as environmentally sustainable as possible, “Our teams work incredibly hard all day and were taking bottles of water with them as a matter of course,” he said. “For an individual, this is just one or two bottles. But we realised that as a team we are clearly using a significant number, particularly over a year or longer. We’ve always recycled as much as possible. However, we know that buying less single use plastic in the first place is far better for the planet and all concerned.” AJM Decorating operates across Cumbria, Lancashire, North Yorkshire and southern Scotland, completing both commercial and domestic projects. Each employee has been
issued with a branded stainless-steel bottle from Healthy Human - a brand that can keep water cool for 24 hours. Staff simply refill them every morning and throughout the day. Around 50 average, empty 500ml plastic water bottles weigh 1lb and can take 500 years to decompose. Recycling just one plastic bottle can save enough energy to power a 60W light bulb for six hours. But, using a refillable container negates the need for plastic manufacture in the first place. Adrian Morris added, “As a business, we do what we can to be as green as possible. It’s a responsibility we take very seriously. No-one who has seen images of plastic floating in the ocean or washed up on beaches can fail to be moved to do all they can to reduce its use. “Switching to high quality refillable bottles required some investment, but we considered it absolutely worthwhile. Our teams were also keen to ditch the plastic and are happily taking their refillable bottles out with them every day.”

BAGNALLS’ APPRENTICES BACK FROM SLOVENIA TWO BRADFORD APPRENTICES have represented the UK at an international charity event in Slovenia. Lewis Metcalf, 19, and Abi Johnson, 21, took part in a day-long makeover at an elementary school in Ormož in north-eastern Slovenia as part of the 21st International Traditional Humanitarian Painting Campaign. The apprentices, who are both employed by Bagnalls Group in Shipley, were joined by 118 fellow painting and decorating craftsmen and trainees from eight different countries. Abi, who, along with Lewis, studies painting and decorating at Leeds College of Building said, “The trip was nothing like I had ever experienced before, I really enjoyed it. It was both daunting and exciting to meet so many other painters and decorators who all had different ways of working.

“We were using tools and paints we hadn’t used before, but we got on quickly and finished the classroom we were allocated in good time, so we painted some of the corridors too.” The apprentices were invited to join the charity event, hosted by the Painting Section of the Chamber of Crafts and Small Business of Slovenia, after their competition success earlier this year in the PDA Apprentice/Trainee of the Year contest. Lewis and Abi took part in the competition in June, with Lewis clinching the top title and Abi coming in a close second place. Neil Ogilvie, Chief Executive of the PDA, also travelled to Slovenia with Lewis and Abi to take part. He said, “I was blown away with how outstanding they both were. It was a great opportunity for them to learn in an international setting. “It was great to see how overwhelmed the head teacher was when he saw the finished work too. I hope Lewis and Abi, along with the other painters and decorators, realise what a difference they have made.” As well as taking part in the charity event, the apprentices also got the chance to go on a sightseeing tour and explore the Christmas Markets in Ljubljana, the capital city of Slovenia. Lewis said, “The highlights of the trip for me were meeting so many new people and getting to work with them, and the trip to the capital, it was beautiful. The whole experience was amazing and completely unexpected.”

CROWN TRADE HAS launched a yearbook to celebrate its 40th year of sponsoring the annual Apprentice Decorator of the Year competition in 2019. Last year’s competition came to a close in November with Inverness-based apprentice Gatis Celmins taking the title at the WorldSkills UK LIVE event at Birmingham’s NEC. Apprentice Decorator of the Year celebrates the skills of apprentice decorators from across the UK, and has been sponsored by Crown Trade since 1979. To celebrate the milestone year of sponsorship, Crown Trade has launched a 40th anniversary yearbook, which takes a look at the past, present and future of the competition and shows how it has evolved since the company began its sponsorship. The book features past winners and the 2019 competitors, as well as drawing on the knowledge of industry experts who discuss the importance of supporting apprentices and why they remain such a key part of the industry. It can be viewed on the ‘Training & Skills’ section of Crown Trade’s website.
Crown Trade also utilised social media to ask those who have previously been involved in the competition to send in any photos, so the book also includes of shots of the competition throughout the past four decades. The exterior of this stylish colonnade Orangery was achieved with a lot of preparation. This required sanding and filling and getting the surfaces ready for the application of the paint. CROWN RESPONDS TO DIY SOS

CROWN PAINTS HAS once again lent its support to Blackburn-based charity Nightsafe, by donating sundries such as paintbrushes and rollers to a refurb project organised by the BBC’s DIY SOS programme. The refurb project saw presenter Nick Knowles and his team take over the old St Silas Church in Blackburn and transform it into an accommodation block as part of a special episode of DIY SOS that was broadcast during BBC’s Children in Need. Hundreds of volunteers took part in the refurbishment, which included installing a special living area, common room, kitchen, and bedrooms with en-suite bathrooms. Nightsafe, a Blackburn-based charity, provides holistic services to homeless and vulnerable young people aged 16-24 years. Nightsafe offers emergency accommodation and supported housing, and operates a day centre where young people can drop in to relax, take a shower, do laundry, or speak to a counsellor or advisor one-to-one. Crown’s donation of dozens of paintbrushes, rollers, trays and buckets meant that the decorating works could be finished to a very high standard. This was the second time that Crown Paints had supported the charity through a major refurbishment last year, after Crown Paints volunteers also helped to repaint Nightsafe’s day centre, Platform 5, earlier this year, using paint donated by the manufacturer.

PROPOSED LEGISLATION OF TITANIUM DIOXIDE WHAT IT IS AND HOW IT WILL AFFECT YOU
I
n October 2019 the EU executive adopted the Regulation containing the classification for titanium dioxide as suspected of causing cancer by inhalation. There has been a tide of opposition from industry worldwide, NGOs. These questions and answers set out the details of the proposed classification and offer a guide to anyone using products containing titanium dioxide... What is titanium dioxide? Titanium dioxide is a white pigment with excellent light scattering properties in paints and inks hiding the underlying surface. Besides paints and inks, it finds its applications in industrial applications and consumer goods (and has been used for almost 100 years) in products such as plastics, textiles, ceramics, construction materials, cosmetics, food, and pharmaceuticals. Titanium is the ninth most abundant element in the world and titanium dioxide is the oxide of the metal, which occurs naturally in rocks and ores.
Why is titanium dioxide used in paints? As a pigment, titanium dioxide is used in over 90% of paint and ink products, to decorate and to protect surfaces and objects in both consumer and industrial settings. Titanium dioxide is used in a variety of applications to achieve whiteness, covering power, brightness, stability and durability of colour that cannot be achieved with other raw material that require white opacity and brightness.
Is the titanium dioxide in paints and inks harmful to health? No. The powder form of titanium dioxide presents no risk. It is not volatile and consumers and professionals using paint, coatings, printing inks or wallcovering products cannot be exposed to lung overload of the dust particles of titanium dioxide.
Is there harm when paints with titanium dioxide are sprayed? What exactly is the classification about? With this classification, the European Commission responds to an observation that the carcinogenic hazard of this substance arises when respirable titanium dioxide dust is inhaled in excessive quantities leading to significant impairment of particle clearance mechanisms in the lungs of rats only. Such effects were observed in a study when the rats were exposed to levels of titanium dioxide that would mean approximately 40 times the maximum a worker might be exposed to in his job. The exact nature of the regulators’ concern is explained in Note W of the classification, which reads as follows: ‘It has been observed that the carcinogenic hazard of this substance arises when respirable dust is inhaled in quantities leading to significant impairment of particle clearance mechanisms in the lung’. The classification will only affect products in a powder form, so end users using liquid paints, coatings or inks will not be affected. In consideration of applications that may form respirable dust or droplets, the classification furthermore introduces the requirement to label liquid and solid mixtures with warning statements (EUH210, EUH211, EUH212). For liquid paints, coatings, and printing inks the following warning statement will be required on packaging 18 months after the classification enters into force (estimated mid-2021): EUH211: ‘Warning! Hazardous respirable droplets may be formed when sprayed. Do not breathe spray or mist’.
No, although when spraying, users are advised to use appropriate personal protective equipment, including mask and goggles.
Is there a risk if my hands come in contact with the paint? No. The titanium dioxide in the wet or dry paint on your hand does not represent any risk. Under normal use conditions it is always advised by the supplier to avoid skin contact with the wet paint. Cleaning your hands from spoiled paint (wet or dry) in a timely manner is advised.
Is paint safe once applied on walls and doors? Yes. Titanium dioxide is a solid particle that is embedded into a solid polymer layer on the covered surfaces. There is no risk of these particles loosening from the dried film, hence no chance of inhaling or ingesting these particles.
Are powder coatings safe to use? Due to the classification of titanium dioxide in powder form the powder coatings containing titanium dioxide will have to be classified in as far as they have particles below the 10 micro-meter threshold. If so, they have to carry a mandatory warning label with the pictogram GHS08 (health hazard), the signal word ‘Warning’ and the hazard statement H351 ‘Suspected of causing cancer’. Powder coatings are only supplied for industrial use, and are safe to use while workers at factories using powder coatings are protected from small particle dust by occupational health legislation across Europe, and applying powder coatings with a dust mask is already normal procedure.
What about the dust from sanding old paint layers? How dangerous is that? Sanding of an old paint layer creates paint dust; however, it does not result in free titanium dioxide particles. Such sanding dust is a mixture of all the solid ingredients in the paint and are held together by a polymer structure in which the titanium dioxide particles are firmly embedded. As a general precaution one should always protect oneself from the risk of inhaling dust whether that be sanding dust or sawing dust etc. Using respiratory filters (dust masks) is strongly recommended. From Artisan’s initial client meeting to completion was nearly a year in the end. The client was very happy to take it slowly as they were

They were sprayed with two coats of primer, de-nibbed between coats and allowed to fully cure prior to the top coats being applied, again by spray application with Teknos Futura 20.

To achieve this, we used a technique called blending, every decorator’s best friend when it comes to repair work. This is a combination of filling, sanding and painting using brush, roller or spray application dependent on the size and location of the repair. There were no difficulties completing the job to our usual high standards, the only obstacle was the size of the project. Everything went smoothly once we got it into our workshop. The project was completed to a high standard, and we did not have a strict timescale for completion as the high-quality end result was more important than timings. For a good few years my work has involved a lot of repairs and restoration, an issue I always experience is that grit and debris gets everywhere! The X-Board from Trimaco is the exact solution to this problem. It’s a very tough 35in x 50ft or 35in x 100ft board coated with Spill Block ™, a liquid repellent that works against a whole list of things including paint, plaster, filler and water. X-Board is an impact resistant and breathable board manufactured from 100% recycled fibres. You roll it out directly onto the area to be protected and tape at the seams, I’d always recommend using the Trimaco seam tape. I’ve used it with great success on expensive floorings such as Amtico and Karndean plus wood, laminate, tiles and marble. As it is breathable, it can be used on floors that are still at the curing stage. Another incredible benefit is that it’s safer than dust sheets, with no trip hazards it is also so easy to vacuum or sweep.

To tie in with their 100 year celebration, Albany are bringing out some exciting changes to their brush and roller range, this February! Albany will expand and improve their already highly successful range of products, with a focus on improving sustainability. Six new brushes have been introduced – Block, angled, stubby, sash, lining fitch and round fitch, plus a new dusting brush in a unique style not currently offered by other leading brands.
