editorial CONNECTING WITH LEGISLATORS

During each visit we inform the candidate of our primary purpose, to provide reliable power and great service at the lowest possible cost.

Most candidates are not aware of the size of our cooperative. CCEC represents the interests of more than 46,000 accounts, over 6 percent of the population of ND.

Over the past two months, a few Cass County Electric Cooperative (CCEC) employees including myself and occasionally a representative from our power supplier, Minnkota Power Cooperative (Minnkota) have met with 40 North Dakota legislative candidates that represent constituents (our members) within our service area. The purpose of the meetings is to tell our story, to inform the candidates about CCEC and the challenges we face on a regulatory front and to learn more about their passion to run for the state legislature.

Some of the statistics we share during our visits are quite astounding. We have been in business for more than 79 years.

Our membership has grown from 22,000 accounts in 2001 to more than 46,000 today. Our revenue has more than tripled since 2001 and at the end of 2015 was over $115 million. Throughout our history we have invested nearly $250 million in power supply infrastructure, what we call utility plant. This past year our power reliability was 99.991 percent on, the best of all cooperatives our size across the nation.

We explain that we are one of 11 distribution cooperatives that own Minnkota. Their purpose is to supply all the power we need today and plan for our future power needs. They are

obligated by law to meet air quality limits set by the Environmental Protection Agency and renewable energy targets set by the state of North Dakota and Minnesota because they supply power to both states. Our power supply comes from coal, wind and hydro power.

Most people don’t know that 29 percent of our power supply capacity comes from wind. Minnkota is also required to meet ambient air quality standards set by the EPA. Over the past 10 years Minnkota has invested more than $425 million to reduce emissions at our power plants and currently is in full compliance with the EPA. Emissions have been reduced 70-95 percent and as a result North Dakota is one of seven states that meets the strict federal ambient air quality standards.

In the future, our challenge will be to sustain high electric service reliability and to keep power costs affordable.

Most legislative candidates have heard about the EPA’s Clean Power Plan (CCP), a mandate from the EPA to reduce carbon dioxide 45 percent by 2030, but most didn’t know much about the actual impacts, including much higher electricity

costs and an estimated 7,000 local jobs at risk. Compliance with the CPP would ultimately mean shutting down some of the coal plants in ND, stranding millions of dollars in assets, and replacing that power supply with renewable energy and natural gas sources. As a result of these changes, Minnkota has forecasted that wholesale rates could increase 40 to 60 percent; CCEC members could see rates increase by $30 million annually. This would have a significant impact on our local and state economy. Our members on fixed or low incomes would likely be impacted the most. Businesses that use large amounts of electricity will have to pass those costs on in the goods and services they sell, making their products less competitive on a regional, national and global market. Currently the U.S. Supreme Court has placed a stay on the CCP rule. This fall, nine of eleven judges of the D.C. Circuit Court will review the rule to determine the CPP’s fate, then the rule will likely be appealed and end up in the Supreme Court in 2017 or 2018.

The next President of the U.S. will have a HUGE impact on our future power supply and cost.

As an industry we would like to continue to use coal as a power source because it is cheap and abundant, but we understand the public desire to reduce carbon emissions. Promising technologies are being developed to capture and sequester carbon dioxide (CO2). Although a significant cost (billions), these technologies appear to be working. The Allam Cycle, a process of gasifying lignite coal to produce synthetic natural gas, also shows promise.

Environmental Impact As a local company, nearly all of our employees live in our service territory. That means our work affects us and our families just as it does the rest of our members. It’s reasons like this that community service and environmental stewardship are at the forefront of our operations at Cass County Electric Cooperative.

In the last decade, Minnkota Power Cooperative, which supplies power to CCEC and 10 other co-ops, has invested $425 million in emissions upgrades at our coal-based power plants. These investments have been successful, with some emissions being reduced by as much as 95 percent.

Wind currently comprises 29 percent (and will be increasing to 35 percent by 2017) of Minnkota’s generation capacity.

Another nine percent of the generation capacity comes from the Garrison hydroelectric dam on Lake Sakakawea.

We supported the landfill gas extraction system at the Fargo landfill, which collects the naturally occurring gases produced by the breakdown of solid waste and converts it to electricity via a special generator. We even launched Prairie Sun Community Solar, the state’s first community solar program, which generates energy credits for participating CCEC members.

When it comes to environmental responsibility, we’re talking about our own backyard. As one of seven states that meets federal ambient air quality standards, we have it pretty good here in North Dakota, and we do our part to make sure that remains true.

Member Services Energy Review

Looking to learn the cause behind high energy use in your home or business? CCEC offers on-site walk-throughs with an assessment and analysis of the energy characteristics of your space. This review will give you the information you need to help you manage your energy costs and make changes that can impact your energy consumption. Off-Peak Programs

CCEC’s off-peak programs offer participating members lower rates in exchange for managing their electricity use during times of high energy demand, such as extremely cold winter days. The most popular off-peak option is dual heat, where a member’s primary heat source is electric, but they also have a backup source, such as propane or fuel oil. The majority of the time, the member is able to use the electric heat as desired, but if energy demand is high, CCEC is able to automatically switch the member to their backup heat source.

Off-Peak Rebates

We are currently offering up to $600 in incentives for installing new heating systems and up to $500 for 100+ gallon water heaters on our off-peak program. To be eligible for incentives, all systems must have qualified backup, be new equipment, and be controlled on the off-peak program. Credits will be applied to electric bill after visit from CCEC technician. These one-time incentives are in addition to the discounted off-peak electric rate.

Community Support Operation Round Up

Since organizing our Operation Round Up program in 1993, Cass County Electric Cooperative members and employees have raised over $2.5 million that has gone back into the community to help individuals and organizations in need. When you participate, your monthly electric bill is rounded up to the nearest dollar, an estimated average of $6.00 each year — a small amount to help worthy causes in our region. These funds are used for crucial needs such as food, shelter, clothing, health care, emergency services and education for members of our community.

Community Support Continued...

Youth Tour

Each summer, two high school students from schools on Cass County Electric Cooperative’s system join 1,600 other students from around the nation in Washington, D.C. for a week of touring museums and memorials, visiting with their state’s congressional delegation, and learning history, character building, and the cooperative business model. Education is a fundamental principle of electric co-ops, and the Electric Cooperative Youth Tour has been giving students firsthand opportunities to learn about history and the democratic process for more than 50 years.

Scholarships

Each year, Cass County Electric Cooperative, with matching grant money from CoBank, sponsors 13 $1,000 scholarships for local high school students through North Dakota Dollars for Scholars and the West Fargo Area Scholarship Fund. As a cooperative, CCEC places a high priority on education. It is our hope that these scholarships may encourage students to continue along the path to higher education.

Volunteering

We support various causes through donations every year, but sometimes what’s needed just as much as money is good, old-fashioned hard work. CCEC employees work at the Great Plains Food Bank, Emergency Food Pantry, and Meals on Wheels on a regular basis. We’re proud to help these organizations to provide meals for people who need them in our region. As a part of our rural development efforts, we support improvement projects for various parks in the western part of our service territory. Recent projects have included Little Yellowstone Park, Clausen Springs Recreation Area, Fort Ransom State Park, and the North Country Trail.

Local Events

During the year, Cass County Electric Cooperative sponsors events to show our appreciation for those in our community. Every July during the Red River Valley Fair, Friday’s admission price is on us from 11AM to 1PM. CCEC members can get discounted admission all week by showing their Co-op Connections card. For one day in September, bring the family out to the Red River Zoo and let us worry about the tickets! We cover the cost of admission for the day while you enjoy exhibits and animal demonstrations.

Our contractor appreciation brat feed in July has grown in popularity each year, too. We host this event as a thank-you to the hundreds of contractors we work with to bring electrical service to local homes and businesses.

During the 2016 brat feed, we grilled and served nearly 1,000 brats!

Speakers Bureau

We offer speakers for a variety of topics focusing on energy, safety, and educational subjects. Examples include energy conservation and management for your home, commercial or industrial applications, electric cooperative history, electrical safety, and renewable energy. Our speakers have presented to a wide variety of audiences and can be requested by calling 701.356.4535.

With our modern dependence on digital technology, Cass County Electric Cooperative offers services to keep members in the loop. Text and email notifications are available for power outages, account issues, and load control information. Power outage and account notifications are automatically sent to all members with valid cellphone numbers listed on their accounts – we encourage you to let us know if your phone number changes. To request load control notifications, contact our energy management team at 800.248.3292.

SmartHub

There’s an app for just about everything today, and if it doesn’t exist now, it’s surely in development. These programs are making every facet of life mobile and more convenient. If you were to ask about an app for your electric account, well, you might know where we’re going with this – there’s an app for that too.

It’s called SmartHub and it’s available for Apple and Android mobile devices, but you can also use SmartHub on any regular web browser. With SmartHub, you can manage your CCEC account – make payments, elect to go paperless, contact us with questions, and stay up to date with the latest information from CCEC. Interested in knowing exactly how much electricity you’re using? Through SmartHub, you can see your energy use in daily, weekly, monthly, and yearly segments. Compare bills to see how one month’s energy use differs from the next. Use the hourly segments to see the part of the day you use the most to learn how your appliances contribute to your bill.

Looking to the next generation

PRICE DROP! The prices of Prairie Sun Community Solar have been lowered significantly.

CCEC received grant funds from the North Dakota State Energy Program and the U.S. Department of Energy resulting in a 58 percent reduction in the cost to purchase solar credits.

How much does it cost to participate?

CCEC members can purchase the output of a half panel for $350 up front or the output of a full panel for $700 up front.

24 month payment plans are available for both half and full panel purchases. Residential members may purchase output of up to two panels, subject to limitations.

How much credit will I receive?

The rated power output per solar panel(s) allotted to each member is divided by the rated output for the entire array.

This is then multiplied by the array’s total power production each month, resulting in each member’s monthly kWh credit. One full panel is projected to provide a credit of 10 - 45 kWh per month, meaning your credit will likely vary from month to month because of weather and time of year. Based on today’s electric rate, the average solar credit from one panel will come to around $35 per year. Credits will be calculated based on the current rate, so if rates increase, your solar credit will too.

You may have heard by now that light-emitting diodes (LED) are the lights of the future. For a few years now, utilities and environmental advocates have been encouraging the use of more efficient lighting in both residential and commercial settings. As your old bulbs have burned out, perhaps you’ve even switched a few of them to those curly compact fluorescent bulbs (CFL). It’s true that CFLs use roughly 75 percent less energy than traditional incandescent bulbs, and CFLs typically last six to 15 times longer than incandescents.

However, when it comes to efficiency, the real winners are LEDs.

“The price point for LED lighting has significantly dropped over the past two years and the quality of LEDs has dramatically improved,” says Paul Matthys, vice president of member and energy services.

In fact, it’s possible to find Energy Star-approved 60W equivalent LED bulbs for under $3 per bulb today. With their sharp increase in efficiency, LED bulbs have the potential to quickly recoup their up-front cost. This is clearly evidenced in commercial settings, where facilities may require thousands of lights.

In a recent lighting analysis, Matthys determined that one Fargo business could slash the amount of energy used for lighting by more than 50 percent by switching from fluorescent tube lights to LEDs. Despite the commercial-grade LEDs costing nearly three times more than the fluorescent lights, it was estimated that the superior lifespan and efficiency and reduced maintenance costs of the LEDs would provide the business a payback in less than two years.

LEDs take efficiency even further than CFLs — comparable LED bulbs use 80 percent less energy than standard incandescent bulbs. LED bulbs are also rated to last 25 times longer than standard incandescents. As an indicator, LED lights stay cool to the touch when used, meaning they efficiently turn electricity into light. Both incandescent and CFL bulbs will feel warm after being used. In fact, the energy used by an incandescent bulb primarily generates heat, and light is merely a byproduct.

“If you are using high-intensity discharge (HID) or T12 fluorescent lighting in your business, it is time to look at converting to LEDs,” says Matthys.

Not all LEDs are created equal, and it’s important to note that lighting scenarios, and thus potential savings, may vary by location.

If you’ve heard all of this before and haven’t switched to using LEDs, it’s likely because of cost. Though significantly more efficient, LEDs have traditionally been more expensive to purchase, but that is quickly changing. www.kwh.com

Pork and Sweet Potato Stew Carol S. Hutchison

Ingredients:

2 ½ - 3 lb. pork loin, cut into 1 ½ inch cubes ½ tsp salt ½ tsp ground pepper 3 - 4 Tbsps. all-purpose flour 3 Tbsps. olive oil 1 large onion, chopped 3 stalks celery, chopped 2-3 cloves garlic, minced 14 oz. can chicken broth 10 oz. bottle apple cranberry juice 3 large sweet potatoes, peeled and cut into 1 ½ inch pieces 1-2 Tbsps. snipped fresh sage Grated fresh nutmeg

Preparation:

Sprinkle pork cubes with ½ tsp salt and pepper. Place flour in large bowl; add pork and toss to coat. In a 5 - 6 quart Dutch oven, heat 1 tablespoon of the olive oil over medium high heat. Add half of the pork cubes, brown on all sides. Remove from Dutch oven. Repeat with 1 tablespoon olive oil and remaining pork cubes. Remove pork from Dutch oven.

Add remaining olive oil to Dutch oven along with chopped onion and celery; cook 5 - 7 minutes or until tender. Stir in garlic. Sprinkle with remaining flour; stir to coat. Slowly stir in chicken broth, apple cranberry juice and 1 cup water. Return pork to Dutch oven; add sweet potatoes and sage. Bring to a simmer. Reduce heat and cook 20 - 25 minutes or until potatoes and pork are tender. Season to taste with salt and pepper.

To serve, top with nutmeg and fresh sage leaves (if desired).

Eggless Zucchini Brownies Darlene Weshnevski, Tower City

Ingredients:

1/2 C vegetable oil 1 1/2 C sugar 1 Tbsps. vanilla 2 C all-purpose flour 1/2 C cocoa 1 1/2 tsp. baking soda 1 tsp. salt 2 C shredded zucchini (drain if watery) 1/2 C chopped nuts (if desired)

Preparation:

Combine vegetable oil, sugar and vanilla in bowl and cream for 2 minutes. Combine flour, cocoa, baking soda, salt and zucchini. Mix together. Batter is thick, spoon into a 9 x 13" greased pan. Bake at 350° for 25 minutes. Do not overbake.

Very chewy. Can be frosted if desired.
