detrimental to ND residents, as most electric cooperative members would have seen significant rate increases to pay for the effects of complying with the CPP. North Dakota, along with several other states, sued the Environmental Protection Agency (EPA), and eventually the CPP was stayed by the U.S. Supreme Court to allow time to review the impact of the CPP on coal-rich states like North Dakota.

In June 2014, a draft of the Clean Power Plan (CPP) was introduced by the Obama administration to regulate carbon dioxide emissions from existing coal-fired power plants. With this, the war on coal had begun.

When a draft of the CPP was introduced, North Dakota was initially expected to reduce carbon dioxide emissions by 11 percent.

In August 2014, the final CPP rule was published, and the carbon dioxide reduction for North Dakota increased to 45 percent, a dramatic departure from the draft plan. Plans to comply were to be submitted to the state by September of 2018 and be within full compliance by 2022.

Trump lived up to his campaign promise by replacing the CPP with a new carbon regulation called the Affordable Clean Energy rule (ACE), released on August 21, 2018.

Once the ACE rule is published in the federal register, the public will have 60 days to comment on the rule. The EPA will take into consideration the comments submitted for the final rule. Under ACE, states will have three years to develop a carbon dioxide reduction plan. ACE takes more of a traditional regulatory approach by requiring states to set limits based on each state’s targets to reduce carbon emissions.

States will be required to establish power plant performance standards by determining the best system of emission reduction (BSER) for carbon dioxide.

Currently, the only proven method to reduce carbon dioxide and still

operate the power plant is to improve the heat rate (plant efficiency). To establish BSER, seven candidate technologies have been identified for heat rate improvement. The BSER must take into consideration cost, feasibility, remaining useful life of the power plant, and logistical issues.

Each power plant will be evaluated individually based on how the plant operates and what possible BSER controls could be added. Under the ACE rule, Minnkota Power may have to invest over $30 million to improve the plant efficiency 2-4 percent.

The ACE rule, like the CPP, will likely be litigated to determine a path forward to regulate carbon dioxide emissions in the United States.

Currently, Minnkota is meeting all emission limits set by the EPA. Minnkota has invested more than $425 million in the past ten years to support North Dakota’s clean air. North Dakota is currently one of only seven states that meets the EPA’s National Ambient Air Quality Standards.

For Cass County Electric Cooperative and Minnkota Power, the introduction and future implementation of the ACE rule will reduce carbon dioxide emissions and, most importantly, allow our coal-fired power plants to continue running. Coal mined in North Dakota is an affordable fuel that helps keep your power cost stable.

Catching up with Nate Thoreson Youth Tour “a life-changing experience”

Nate Thoreson is a guy who’s driven to do big things. When you ask what his future holds, he offers up several possibilities— politics, consulting, starting his own business. Of course, these are contingent on the success of the startup community-building app he co-founded and receiving his bachelor’s degree from North Dakota State University, which he hopes to have done early.

Thoreson was a winner of Cass County Electric Cooperative’s 2014 Youth Tour essay contest.

Though he’d always been patriotic and interested in the inner workings of American government in Washington, D.C., he says his experience there during the Youth Tour was a turning point in his young life.

“Youth Tour is one of those experiences that I would honestly have to say was one of the best of my life,” says Thoreson as he looks back four years later.

“It was for sure a life-changing experience.”

Thoreson says he wasn’t overly engaged during his early high school years before joining 1,800 of the brightest kids from across the country in the nation’s capital for Youth Tour. It was then that the energetic drive he exhibits today was sparked into action.

During Youth Tour, one student from each state is selected to be a representative on the National Rural Electric Cooperative Association’s (NRECA) Youth

Leadership Council (YLC).

Candidates interview for a shot at joining YLC. Those elected to the Council receive an even deeper look into the worlds of government and electric cooperatives as they travel back to Washington, D.C., for a leadership workshop and have hands-on roles in NRECA’s annual meeting the following spring. Thoreson was selected to represent North Dakota in 2014.

“YLC is like Youth Tour on steroids,” says Thoreson. He credits his time with YLC as the experience that truly sold him on the co-op business model and the national network of electric co-ops powering rural America, represented by NRECA.

With his interest piqued following YLC, Thoreson returned to NRECA to spend two years as a staff assistant, helping to plan and operate Youth Tour and interact with YLC members.

Through Youth Tour and his time on YLC and working behind the scenes, Thoreson says he’s made friends who he remains close with to this day—a statement echoed by nearly every Youth Tour participant who’s represented CCEC over the years.

Thoreson has taken full advantage of the opportunities opened up through Youth Tour.

While undertaking coursework at George Washington University, Thoreson spent his summer interning in NRECA’s regulatory

department, an experience he says was very insightful, where he attended legislative and political events and met with congressmen and Hill staffers.

To top it all off, Thoreson was recently awarded a $1,000 scholarship through the Glenn English National Cooperative Leadership Fund, which recognizes students for their academic and extracurricular activities in addition to involvement in cooperative programs.

Now back in Fargo to complete his coursework in marketing and political science at North Dakota State University, Thoreson’s sights remain firmly set on the future. In high school, he became a co-founder of Webblen, a mobile application designed to build communities and support local events utilizing blockchain technology. Work continues on the app and the principles behind it to this day. Thoreson says he is optimistic about the company’s future.

Though Youth Tour winners regularly report that it was an experience of a lifetime, Thoreson’s dedication to the co-op world and involvement with the inner-workings of NRECA has proven to be a shining example of the doors that can open up through Youth Tour. Keep an eye out for Thoreson, as there can be little doubt that he’ll continue doing big things in the years to come.

October is National Co-op Month, where cooperatives of all types across the United States spend time touting the value that coops provide to members and communities.

It’s a time to illustrate how our core values drive our underlying purpose of looking out for our members. Perhaps it’s perfect timing that October is also National Cybersecurity Awareness Month.

CCEC places a high priority on safety and security, and that’s equally true when it comes to our members’ data and personal information. A dark world of cyber threats exists around the globe, providing a constant threat to the security of individuals and businesses alike.

CCEC strives to defend information and the people it belongs to by spotting and stopping threats before they cause harm.

One member of our information technology team is specifically devoted to information security, providing regular employee training and security enhancements for software and hardware. Though this is a year-round job, during National Cybersecurity Awareness Month, we share our efforts and tips you can use to protect yourself and your information.

You have a role to play in ensuring the security of your personal and professional data. Use the tips below to safeguard your devices and information: o Keep all software on internet-connected devices – including PCs, tablets, and smartphones – up to date to reduce risk of infection from malware. o Create long passwords with a mix of capital letters, numbers, and symbols that only you will remember, and change them at least every six months. Remember, a strong password is at least 12 characters long. o Avoid the use of thumb drives and other portable memory devices. o Don’t click on weblinks or attached files in emails when you’re not certain of who the sender is. o Keep pace with new ways to stay safe online. Check trusted websites for the latest information. Share security tips with friends, family and colleagues, and encourage them to be web wise.

Fall in North Dakota is a time for the senses to come alive.

The colors of changing leaves, the smells of controlled burns, and for many, the sounds of hunting season in full swing. While fall is a time to cherish before the rigors of winter, we remind you to keep electrical safety in mind as you go about your autumn chores and hobbies.

Many farmers utilize intentionally set fires in fields and ditches to break down dead plant matter and return nutrients back to the soil. Extra caution should be used if these burns approach power poles.

Wood power poles are treated to help preserve their strength. However, the treatments are flammable and can ignite just like gasoline in the right conditions.

Alternatively, cracks in the wood can allow flames to spread inside a pole, hollowing it out. A slightly charred

pole may seem to still be in decent shape but may be completely compromised internally. We encourage you to contact us if you notice a pole affected by ditch burning.

Hunters and other gun owners participating in North Dakota’s busy hunting season should not shoot near or toward power lines, power poles, and substations.

A stray bullet can cause damage to equipment, could be deadly to the shooter, and potentially interrupt electric service to large areas. Sometimes the damage isn’t noticed for several weeks or months and is only discovered when an unexplained outage occurs.

Landowners are also encouraged to take note of nonmembers who are hunting on their property and remind them to be aware of power lines.

5 qts. apples 2 T. cream of tartar 5 qts. boiling water 1 ½ c. sugar Preparation: Cut off tops and bottoms of apples, leave skin and seeds. Cut into chunks, then place in large container. Sprinkle the cream of tartar on top of apples. Pour boiling water over apples, mix and let stand for 36 hours. Strain juice through cheese cloth, then pour into stock pot. Add sugar and boil for five minutes. Pour into quart jars, seal with lids and rings, and process in hot water bath for 10-15 minutes.

8 apples, sliced (4 Granny Smith, 4 Honey Crisp) 1/3 c. white sugar ½ tsp. cinnamon 1 c. brown sugar 1 c. instant oatmeal 1 c. flour ½ c. melted butter ½ tsp. vanilla ¼ c. water Preparation: Layer apple slices in greased 9 X 13-inch pan, alternating the variety.

Combine the white sugar and cinnamon and sprinkle over apples. Mix the brown sugar, oatmeal, and flour with melted butter until crumbled, then distribute over the apples.

Mix vanilla with water and sprinkle over the top. Bake at 350° for 40-60 minutes until apples are tender.

Serve with whipped cream or ice cream.

Crust 2 ½ c. flour 1 T. sugar ½ t. salt 1 c. lard or ½ butter & ½ lard 2/3 c. milk 1 egg, separated crumbled cornflakes Filling 4 c. sliced apples, I use 8-10 apples ½ c. sugar 1 t. cinnamon 2 T. butter sugar ¼ c. water Preparation: For the crust cut flour, sugar, salt, and lard together. Beat milk and egg yolk and add to the crumbs. Roll out half of the dough in a jelly roll pan. Put a few cornflake crumbs on top of crust.

Mix together apples, sugar and cinnamon and pour on crust. Dot with 2 T. of butter.

Roll out remaining ½ of crust and cover the apple layer with the crust. Poke air holes in the top crust, crimp edges with fork. Brush with the beaten egg white and sprinkle sugar on the top.

Bake at 400° for 30-35 minutes.

TEACHING ENERGY EFFICIENCY IN A TECH-DEPENDENT WORLD Scores of electronic items populate homes today, particularly those with children. Consumer electronics coupled with the proliferation of smart home appliances, technology, and electric vehicles have slowly but steadily changed our homes and lifestyles and will continue to do so.

This ever-connected world is the modern environment in which children are growing up. And with lifestyles increasingly reliant on technology and in turn, energy consumption, teaching youngsters to use energy wisely is an important life lesson.

Convey the importance of saving energy and how doing so benefits the child. Start off with something simple: less money spent on an electric bill can mean more money used for fun activities!

The term “monkey see, monkey do” can also be applied here. Even if they don’t say anything, children are processing your actions. When you turn off the lights when leaving a room or unplug the phone charger once the device is fully charged, they will notice.

For younger kids, turn energy efficiency into a “treasure hunt” game to locate all the things in your home that use electricity. Depending on the age of the children, challenge them to count and group the items into categories: electronics, appliances, lights, etc. If age appropriate, have them create a list. Ask which gadgets and appliances could be turned off or unplugged to save power every day.

Teaching your children about saving energy is not only a creative way to spend time with them; it helps your home to be more energy efficient and can instill good habits that will benefit your child long into adulthood.
