The U.S. Department of Homeland Security recognizes October as National Cyber Security Awareness Month.

Cyber security threats have become more prevalent than ever before. As the internet continues to impact our everyday life, remaining safe and secure while using the internet must be a focus for everyone.

As you surf the internet, Facebook, or open emails, you should ALWAYS be on guard to make sure whatever you click on doesn’t infect or attack your devices at home or at work.

To protect yourself, learn more about how you can take steps to become more aware of potential cyber security threats. The Department of Homeland Security has resources available on their web site to learn more about cyber security. You can access their site at www.dsg.gov

Cass County Electric Cooperative takes cyber security very seriously and has implemented numerous security controls to minimize the chance of our systems being compromised by a cyber security attack. Our employees are trained to identify what emails are safe to open. We conduct an information technology audit annually to test our security controls, and we test our employees to make sure they don’t open emails or enter web sites that could be malicious. Read more about cyber security on page nine.

This month is also National Coop Month, a time to recognize the purpose and value of cooperatives.

North Dakota is home to more than 500 cooperatives including agriculture, credit unions, electricity, finance, food, telecommunications, and others.

Cass County Electric is a not-forprofit cooperative formed in 1937 to supply electricity to this area of North Dakota. Our business model uses a democratically controlled nine-member board of directors to govern the operations of the cooperative, and it has proven to be very successful.

The cooperative delivers electricity to nearly 42,000 member-owners in our 10-county service area.

Delivering safe, reliable, affordable power is our top priority, but we are also invested in our communities.

Revenue generated by Cass County Electric Cooperative goes back to Main Street, not Wall Street.

Each year we allocate the margins to members as capital credits based upon their use of electricity during the year. When our financial condition permits, your board of directors decides to retire, or pay, the capital credits. In 2017 the cooperative paid $1.4 million in capital credits to members from 1992-1993. This issue of Highline Notes includes a list of members whose capital credit checks were uncashed.

The cost to operate the cooperative is funded entirely by the members paying their electric bill. About 74 percent of an electric bill is to pay for wholesale power. The remaining 26 percent of the bill is to cover the operation of the cooperative.

As a cooperative, we live by the seven co-op principles of voluntary and open membership; democratic member control; members’ economic participation; autonomy and independence; education, training, and information; cooperation among cooperatives; and concern for community.

To learn more about your cooperative operations, please attend our member informational meetings on October 17 in Fargo at the Hilton Garden Inn or October 24 in Valley City at the VFW. Both meetings start at 5:30 with an authentic German meal.

National Co-op Month is a time to take a look at the roles cooperatives have had in driving American progress. Perhaps just as importantly, it’s also a time to examine how co-ops are still filling this role with a business model that focuses on members, not a bottom line.

The relationship between a coop and its members is a mutually beneficial partnership where success by one side means success for the other. And when a CCEC construction project began moving from concept to reality, that partnership was key to its success.

CCEC relies on a vast communications network to transmit information across its 10-county service area. Radio towers in strategic locations around the service area are a crucial aspect of this network.

In late 2014, it became clear that, in order to improve the network, a new tower location was needed in

the Lisbon area to replace a tower currently being used near Stirum.

The task seemed daunting.

It required finding a location, negotiating terms with the landowner, navigating local, state, and federal regulations, not to mention the actual construction process. Tim Sanden, CCEC’s vice president of information technology started at the top of the list. When it came to selecting a new location, his mind immediately turned to retired CCEC director Bob Huether.

“It’s difficult to imagine anyone could know the area better than Bob,” says Sanden. “He knows who lives at every farmstead, where old houses and schools used to be, and which parcels have the highest elevation.

Huether has spent all of his 79 years in the area around Lisbon. He served as a director for CCEC for an incredible 42 years and spent 14 years in the state legislature. As a CCEC director, he spent time as the chairman of the board for CCEC’s power supplier, Minnkota Power, where he had a hand in hiring several Minnkota CEOs, including the current one, Mac McLennan. Despite having retired from his co-op roles four years ago, Huether was still willing to lend his encyclopedic knowledge of the area to the co-op once again.

Huether, who attributes his knowledge of the land to a lifetime of farming, also used his co-op experience as a quick reference guide to which locations would have access to existing electrical service.

He directed Sanden to a spot about nine miles west of Lisbon on a plot of land owned by Larry Kenyon, another CCEC member. In the spring of 2016, Kenyon worked with CCEC representatives on a land lease agreement and the best possible position for the structure to ensure it met the needs of both parties.

In the following months, CCEC also worked closely with Bruce Urbach, a board member for Elliot Township, where the proposed tower site officially lies. Urbach helped straighten out all local requirements that needed to be met in order for the new tower to go up. Once all the proper paperwork was in order, construction began, and the tower was eventually completed in late spring of 2017.

The upgrade to the communications network has provided a vital enhancement. CCEC relies on supervisory control and data acquisition (SCADA) technology to control certain devices remotely. For example, technicians can remotely cut off power to a section of line for safety reasons, such as if crews need to make emergency repairs.

SCADA is also used to reroute power when unexpected outages occur, allowing power to continue flowing to affected accounts while crews investigate and repair the outage. The network is also vital for radio communication between CCEC vehicles, which allows communication between multiple parties at once and avoids issues with cell service.

SCADA technology also feeds

a wealth of data back to CCEC technicians. This is used to monitor system performance and help spot trouble areas before they become outages. It also provides valuable information for planning system improvements and expansions.

“The previous tower location was toward the southern end of our service area,” says Tony Tasa, SCADA and relay technician. “We had some ‘dead spots’ in radio coverage around the Lisbon/Fort Ransom area. Installing this new tower filled in those holes while still providing adequate coverage for truck radio traffic.”

The tower project was a step in CCEC’s continual process of improving electric service, but it was perhaps most notable for the roles played by members like Huether, Kenyon, and Urbach who all had important parts in helping to make the project a reality. It’s an example of the unique co-op/ member relationship that really isn’t seen by other types of businesses—a relationship that CCEC is proud to have.

Member Day at the Red River Zoo

More than 2,400 CCEC members stopped out at the Red River Zoo on a warm and breezy Sunday evening in September.

CCEC employees gave away fidget spinners, Bendeez toys, and sunglasses. Zoo staff conducted animal presentations. Solar Suzie, the real life solar panel, was out to greet attendees, too. We thank everyone who came to the event!

Detail of Charges: This area shows all charges on your meter(s) for the month. The basic charge is the monthly charge that covers the cost of service drop, transformers, etc. The kWh revenue lines represent the charges for energy consumed during the billing period. The purchased power adjustment is a variable component calculated from the cooperative’s monthly wholesale power cost. If you are participating in our offpeak programs, you will have more than one meter. The additional meter(s) will also have details of charges and a rate schedule.

Rebuilding Together Strong communities require a wide variety of features, but ultimately they all center on people and their homes. Happy, healthy people in safe and comfortable homes make up the core of every community.

When it comes to supporting this core, organizations like Rebuilding Together are crucial.

Rebuilding Together is a national nonprofit organization with the mission of maintaining and improving the homes of the people in our communities who need it most—families with children, the disabled, the elderly, and veterans, all of whom may be living on a fixed income, making critical home repairs overwhelming if not impossible.

Rebuilding Together offers repair and renovation services for free to the homeowners by coordinating volunteers and funding efforts. In 2016, the local branch of Rebuilding Together completed 35 projects for 26 families. 180 volunteers helped out, donating more than 1,800 hours of time to home improvement missions for local citizens.

The projects undertaken by the local Rebuilding Together branch typically fall into one of four categories. The handyman program includes tasks like yard work, painting, plumbing, flooring, and electrical repairs.

of items like railings, grab bars, and accessibility ramps. The green housing program focuses on upgrades to better manage heating and cooling costs and improve comfort such as replacing windows, siding, and even water heaters.

Just as Rebuilding Together serves local people, local people and businesses help support Rebuilding Together and its efforts to improve lives. Strong communities support each other, and Cass County Electric Cooperative is proud to provide service in an area that’s known for coming together to make things better.

Asparagus Dip

Ingredients:

2 C asparagus, cooked and drained ½ C sour cream ¼ tsp hot sauce ½ tsp dried dill weed ½ tsp salt ½ tsp pepper

Preparation:

Place all ingredients into a blender and puree until smooth. Chill and serve with crackers or veggies.

Easy Scalloped Potatoes Betty Dunford, West Fargo

Ingredients:

6-8 red potatoes, sliced 1 can cream of potato soup 1 can creamy onion soup 1 pt. half and half Salt & pepper to taste Preparation: Mix soups and cream and add sliced potatoes, salt and pepper to taste. Bake in casserole dish at 350°F for 2 hours. You can also use canned potatoes drained and add a drained can of whole kernel corn and cook in slow cooker for 2-3 hours on high.

Cauliflower Ham Chowder Jan Vangsness, Kindred

Ingredients:

2 C pared cubed potatoes 1 C water ½ C chopped onion 1 Tbsp chicken soup mix (or 2 bouillon cubes) 3 C milk 2 C cubed cauliflower (frozen or fresh) 3 C cubed ham Pepper 1/8 tsp nutmeg ½ C cubed cheese Preparation: Place potatoes, water, onion and soup mix in large kettle and cook on stove for 20 minutes. Stir in milk, cauliflower and ham. Bring to a boil, add pepper to taste and nutmeg. Thicken and add cheese, simmer 15 minutes. If fresh cauliflower is used, cook it for 10 minutes more.
