In 2016, rural America played a big part in our national elections – 500,000 MORE rural voters went to the polls than in 2012. This is an incredible story, as many in small towns and communities across our country went to the polls to ensure their voices were heard, and elected officials took notice. However, elections matter EVERY year.

2018 will be no different, and electric cooperatives have the opportunity to play a vital role in encouraging voter turnout and engaging on issues that matter most to us.

This year, we must build on the momentum we started in 2016 to join with 42 million members of electric cooperatives around the

Electric co-ops are not-for-profit energy providers that are owned by the members they serve. They provide coverage for 88 percent of our nation’s counties. They are a foundation in their communities, and their members can make a difference in lending their voices to issues like workforce development, expanding funding for higher education, rural development funding, and maintaining access to affordable, reliable electricity.

To ensure that all electric coop members do continue the drumbeat that started in 2016, the National Rural Electric Cooperative Association (NRECA) will maintain the successful Co-ops Vote program. This is a non-partisan initiative that remains quite simple at its core: to ensure that members are registered to vote, and encourage them to go to the polls for every election, and to ensure electric cooperative issues remain part of the national discussion.

By participating in the Co-ops Vote program in 2018, co-op members

continue to send a resounding message that all candidates – at all levels – will need to put rural America’s concerns front and center to earn our vote. We proved in 2016 that with millions of electric co-op members speaking out with one voice, we could have a significant impact in making our top issues part of the national conversation.

In North Dakota, we have a highprofile U.S. Senate race, a U.S. Congressional race, impactful state ballot measures, legislative elections and several public official’s positions up for election. Your right to vote is a privilege we have as Americans.

Before you go to the polls, do your homework to know what you are voting on and whom you are voting for, especially the initiated measures that would amend the ND Constitution.

We encourage everyone, regardless of their political beliefs, to join America’s electric cooperatives in this national effort. LOAN HELPS FINANCE LAKESIDE RESORT IN RURAL NORTH DAKOTA

Ashtabula Crossing, a restaurant, bar and convenience store in Luverne, N.D., is getting a makeover thanks in part to a $11,583 PACE/Flex PACE community loan provided by the Rural Development Finance Corporation (RDFC). The loan provided a portion of the community funds needed to secure an interest buydown from the Bank of North Dakota (BND).

Founded in 1994 by North Dakota’s rural electric and telecommunication cooperatives, RDFC helps rural communities grow by offering lowinterest financing.

“This PACE/Flex PACE loan is an example of RDFC’s commitment to the cooperative principle of concern for community,” says Cass County Electric Cooperative Board Member John Froelich. “Our co-op is proud to participate in a program that promotes quality of life in rural North Dakota.”

Located along Highway 21 and centralized on Lake Ashtabula, Ashtabula Crossing is accessible by car or boat.

The resort boasts a bar, a restaurant, a convenience store and a marina.

Owner Greg Enstad purchased the business this spring, and he has big plans on deck for 2019.

“I plan on fixing up the shoreline along the marina with nicer docks.

We fixed up the gas tank, which has been missing for quite a few years,” says Enstad. “We’re going to turn the marina into a true marina. People can rent spots for slips. And, I’m hoping to put RVs on the private lot behind [Ashtabula Crossing]. Hopefully, I’ll have three or four spots for that.

That’s a big change. That’s never been here.”

A 20-minute drive from Valley City, Lake Ashtabula is a popular allseason recreation area for camping,

fishing and boating. Frequented by locals, the lake also welcomes the occasional tourist.

“We had a couple gals from Fargo who got lost out here. They showed up on a Tuesday around 3 p.m. They came over the hill and saw this place and pulled in. They stuck around for a while and then came back the next weekend and camped all weekend,” says Enstad. “They just thought it was great. And it is! I get a lot of comments about that from people that roll into the area. They can’t believe their eyes when they come off the prairie and into the Sheyenne Valley.”

Ashtabula Crossing serves more than summer campers and fishermen. Enstad says he likes to cater to the farmers.

“We know they’re busy in the fields.

When I took over in the spring, if they called in – I don’t care if it was 10 p.m.

– we made them something. And, we’ll try to carry on with that. They’re our bread and butter. We’re in a rural community, and I want to cater to them.”

Enstad financed the purchase of Ashtabula Crossing through the BND’s PACE/Flex PACE program, which provides financing with an interest buy-down for businesses deemed eligible by a local economic development entity. PACE/Flex PACE projects are financed through a local lending institution in participation with BND, and a local economic development entity provides the funds for the interest rate buy-down. RDFC helps communities meet the required

community participation, loaning up to 50 percent of the participation requirement for projects approved by BND. The Valley City-Barnes County Development Corporation and RDFC each contributed $11,583.14 towards the interest rate buydown for the purchase of Ashtabula Crossing, which was financed by Bank Forward.

“RDFC has increased the number of projects we can finance. It helps replenish the cash, so we can do more,” says JoAnn Hooper, Valley City-Barnes County Development Corporation. “[Lake Ashtabula] is very vital to the quality of life in Valley City. It’s a rural recreation area.

“I’ve been on the Sheyenne all my life. I’m old enough now, I’ll probably never leave it. I do love it out here. The people are great. It’s all been great.”

Enstad says it wasn’t a difficult decision to purchase Ashtabula Crossing.

He grew up nearby and has many fond memories on the shores of Lake Ashtabula.

Ashtabula Crossing is open from 8 a.m. to 10 p.m. every Friday through Tuesday and 10 a.m. to 10 p.m. on Wednesdays and Thursdays.

BYLAW CHANGE Annual Meeting Voting Option Bylaw Change At the September 25, 2018 CCEC Board Meeting, changes were made to the Bylaws pertaining to our Annual Meeting and member voting. This is a recap of the bylaw changes, adding the ability for the Board to utilize absentee or electronic voting. Section 2.1 Member Meetings. The Cooperative will periodically hold meetings of its Members (“Member Meetings”), including an Annual Member Meeting, Special Member Meeting, and Informational Member Meeting as set forth below.

Section 2.15 Absentee Voting: In connection with any matter to be voted on by the members at a Member Meeting, absent Members may submit written, signed votes or electronic votes (collectively “absentee votes”) when specifically authorized in advance by resolution of the Board. When so authorized, absentee votes shall be valid and entitled to the same force and effect as a vote in person if the Member has been previously notified in writing of the exact motion or resolution upon which the vote is taken. A Member who submits a signed vote on a motion or resolution in accordance with this provision shall not be entitled to cast an additional vote on the same motion or resolution should such Member appear in person at the applicable meeting, and, in the event of such appearance in person, such Member shall notify the Cooperative at such meeting that such Member previously submitted a signed vote so that such Member will not be double-counted in calculating the number of votes cast on, or the presence of a quorum with respect to, the applicable motion or resolution. (e) A properly emailed or executed Mailed Ballot received on or before the date of the Member meeting shall be accepted by the Board and counted as the vote of the Member.

Ingredients: 2 c. flour 2 t. baking soda 1 t salt 1 egg beaten 2/3 c. milk Preparation: Sift dry ingredients, add egg and milk. Blend with fork. Drop by spoonful into ham juice that has come to a boil, cover and simmer.

May use chicken or turkey instead. Be sure to keep tightly covered about 10 minutes without lifting lid.

Good cold weather food.

Pumpkin Roll

Ingredients: Cake: ¼ c. powdered sugar (to sprinkle on towel) ¾ c. all-purpose flour ½ t. baking powder ½ t. baking soda ½ t. ground cinnamon ½ t. ground cloves ¼ t. salt 3 large eggs 1 c. granulated sugar 2/3 c. canned pumpkin 1 c. walnuts (optional) Filling: 1 pkg. 8 oz. cream cheese at room temperature 1 c. powdered sugar, sifted 6 T. butter or margarine, softened 1 t. vanilla extract Preparation: Cake: Preheat oven to 375°.

Grease a 15” X 10” jelly-roll pan, line with wax paper. Grease and flour the paper. Sprinkle a thin cotton kitchen towel with powdered sugar. Combine flour,

baking powder, baking soda, cinnamon, cloves and salt in a small bowl. Beat eggs and granulated sugar in large mixing bowl until thick. Add pumpkin and beat well. Stir in flour mixture.

Spread evenly into prepared pan.

Sprinkle with nuts. Bake for 1315 minutes or until top of cake springs back when touched. Start checking for doneness at 11 minutes. When done, remove from oven and immediately loosen and turn cake onto prepared towel.

Carefully peel off the paper. Roll up the cake and towel together, starting with narrow end, cool on wire rack.

Filling: While cake is cooling beat cream cheese, 1 cup powdered sugar, butter, and vanilla in small mixing bowl until smooth.

Carefully unroll cake, spread cream cheese mixture over cake, and reroll cake. Wrap in plastic wrap and refrigerate for at least one hour. Sprinkle with powdered sugar just before serving.

These recipes include a dash of electricity.

WIRELESS ELECTRIC VEHICLE CHARGING As electric utilities and automotive manufacturers look to the future of transportation with electric vehicles (EV), some tech companies are already looking ahead to the next steps.

Wired EV charging stations are the cornerstone of EV infrastructure today, but the obvious next move is ditching the wires. Stationary wireless EV charging is available today, functioning just like wireless mobile device charging. This technology continues to develop, but the real white whale is the ability to charge while driving.

Qualcomm is one tech company working to develop roadways with built-in EV chargers. Such technology

would allow vehicles to charge while driving, eliminating the need to park the vehicle to recharge it.

Qualcomm has developed a test roadway, embedded with many chargers. Currently, specially equipped vehicles collect a tiny charge as they drive over each charger, not necessarily refilling their batteries, but holding the charge steady.

Widespread integration of non-stationary wireless EV charging technology could mean huge changes in transportation infrastructure and traditional fuelsâ&#x20AC;&#x201D; alterations to just about every aspect of the way we drive today.
