If we meet projected financial obligations, our plan for future capital credit retirements is to pay out around $7,400,000 (seven years of allocations) over the next five years.

In 2016, member growth remained strong by adding 2,252 new accounts, our third best year ever. At year-end, we totaled 47,605 active services.

Now that the dust has settled and the numbers are in, we can assess your cooperative’s performance in 2016.

Kilowatt hour (kWh) sales are a measure of the product we sell, electricity. In 2016, members purchased 1,163,672,664 kWh compared to 1,144,971,497 kWh in 2015. When rates are applied to the number of units sold, the revenue generated in 2016 was $121,241,581 compared to $115,783,791 in 2015.

To supply electricity to our members, CCEC has invested over $254,600,000 in total utility plant (utility infrastructure).

This past year our patronage capital was around $5.88 million. This amount of capital will be used to fund cooperative operations and cover lending requirements; but will eventually be returned to our members in the form of capital credits. Our member accounts team keeps busy with the account growth and processed 15,289 transfers in 2016. These are members that have connected or disconnected an account. We also added 6,086 new members that have never been with the cooperative before. This is a challenge for our staff when it comes to servicing and communicating with a somewhat transient membership.

Technology plays a big role in providing innovative services to our members. Last year 17,889 members used our online bill pay service called SmartHub. We also had 16,656 accounts use our autopay feature to pay their bill by check or credit card. CCEC encourages using our paperless billing and 7,919 accounts participated in this option. I am proud to say that in 2016, CCEC reached a milestone in providing great service to our members.

Through surveys, our members scored us at an 84 in the American Customer Satisfaction Index, much above the national average for a utility. This level of satisfaction was achieved because of a dedicated workforce committed to providing great service to the members of CCEC. Reliability is one of our most important measures at CCEC. In 2016, mother nature took over and caused some major outages that affected our reliability numbers. This past summer we had a much higher than normal number of storm related outages, mainly caused by lightning and wind. We also had the Christmas ice storm that affected the western half of our service territory, and a few large outages in the metro caused by equipment failure. We will continue to focus on reliability and outage restoration because we know it is important to our members.

We live and breathe safety every day, and the numbers show our efforts. In 2016 CCEC had ZERO OSHA recordable injuries and ZERO lost time accidents. This saves the cooperative tens of thousands of dollars in insurance premiums thanks to a workforce dedicated to a culture of safety.

In 2016, CCEC continued to make information security a priority. In addition to implementing critical security controls, we provide continuous training for our employees and we have invested in many other products to minimize the cyber security risks that are potentially one click away.

Here to Help FirstLink provides resources for those in need

The various services offered by FirstLink branch out like a tree. There is never a dull moment for the 10 full-time and 10 part-time employees, and there are no two days that are the same. It can be hard to describe the organization to someone unfamiliar with it, but the name FirstLink really says it all.

“Our mission is to link people with resources, 24 hours a day,” says Executive Director Cindy Miller. As simple as the mission sounds, it’s a huge undertaking.

FirstLink operates the suicide helpline, 1.800.273.8255 (TALK), for North Dakota and Clay County, Minn., part of a national network of suicide helpline call centers. All calls to the helpline from 701 or 218 area codes are received by FirstLink’s call specialists, who work to ensure callers get the help and attention they may need. This can involve a wide variety of things, from helping a caller to find community resources, contacting emergency dispatch, and sometimes even just listening.

“It’s amazing how often people will de-escalate and feel better when they have been able to tell their story and share things with people,” says Miller.

Suicide awareness and education is a large priority for FirstLink staff, as well. In varying degrees, the half-day safeTALK, eight-hour Mental Health First Aid, and two-day Applied Suicide Intervention Skills Training courses all work to dispel myths, identify indicators, and better prepare attendees to recognize and help someone at risk of suicide. In 2016, FirstLink had more than 5,000 participants in training sessions. As the awareness level has risen and stigma has begun to be reduced,

participation numbers have grown, an excellent sign of the community embracing the need to help others.

FirstLink has partnered with hospitals and in-patient psychiatric facilities across North Dakota for the Suicide Follow Up Program. Through the program, individuals who have attempted suicide or who have had suicidal ideation are contacted within 24 hours of leaving the facility.

The calls empower and motivate individuals to use resources available to them and to let them know that FirstLink is there for them at any time. Subsequent calls may be made, sometimes for several months, to ensure the individual is doing well.

Additionally, Caring Cards are sent to the individual’s home with a message of hope and support from FirstLink.

FirstLink also handles calls to 211 for North Dakota and Clay County.

211 is the national helpline for resource assistance, helping to provide information to callers about local assistance for housing, utilities, crises, food, health, and much more.

Incoming calls are placed into one of four categories: listening and support, information, crisis intervention, and referral. The categories are used primarily for internal purposes, as any need for the caller may prove crucial.

“For us, maybe it’s just a resource call,” says Jennifer Illich, director of helpline operations. “But for the person on the other line, it’s really a crisis.”

FirstLink’s call specialists handled 50,000 calls in 2016, connecting people with vital resources 18,000 times — incredible numbers considering the organization’s size.

“Our employees definitely have a love for the mission and vision that we have and they really care about people in the community,” says Miller.

In addition to staffing resource helplines 24/7, FirstLink also serves as a hub for volunteering — both for organizations seeking volunteers and for people looking to volunteer their time. FirstLink currently partners with Impact Foundation to help match general needs with volunteers, and also provides volunteer coordination services for disaster situations in the Fargo-Moorhead area. As an organization, FirstLink has become a veteran of flood defense efforts.

During flood situations, FirstLink employees help coordinate volunteer efforts by fielding calls and providing employees to help coordinate volunteers at transportation and sandbagging stations. Though they’ve gained plenty of first-hand experience with flood situations, FirstLink is involved in regular tabletop exercises with city emergency management officials to remain prepared for any disaster.

On top of all this, FirstLink also runs the annual Giving Tree of Hope, collecting gifts for disadvantaged children and adults with special needs who would not otherwise receive gifts during the holiday season.

This multifaceted organization has become a staple of the community and the state as a whole. With all of the support FirstLink provides, there is no shortage of support being returned. Be it through volunteers, donations, gifts for the Giving Tree of Hope, and more.

“We are so blessed to have a community that cares,” Miller says.

I appreciate the opportunity I’ve had to serve on the Cass County Electric Co-op board as a director for the past 9 years. I feel I can continue to contribute to the success of Cass County Electric Co-op now and into the future.

I grew up in a family that was served by, understood, appreciated, and was very active with several rural cooperatives in our area; it is part of our life. As a board member of CCEC I would be a strong voice for the membership, the cooperative’s current business, and its future endeavors. My personal values are well aligned with the cooperative goals, and I would work hard to maintain and enhance the goals for now and into the future. I believe I can bring a fresh perspective to the CCEC director position. I have the talents and abilities to effectively work with local, state and federal government agencies as an advocate for America’s, North Dakota’s, and Cass County’s rural electric cooperatives. Thank you for your support.

Longtime district 5-2 director Steve Swiontek will not be running for re-election at this year’s annual meeting.

My fellow CCEC board members have elected me as Treasurer, and I also serve as a representative on the Statewide board that meets quarterly in Mandan ND. Thank you for your past and future support, as I will work hard for all the members of Cass County Electric Co-op.

I currently work part time as the Finance Director for Open Door Center in Valley City. My husband, Greg, and I operate a family farm ten miles west of Valley City where we grow wheat, corn, soybeans and raise cattle.

I love being an advocate for the members of CCEC and believe education is a valuable tool to help me in that endeavor. I have achieved my CCD and Board Leadership certifications since being elected to the board 5 years ago. This past year, I was humbled to be elected the Secretary of the Board by my fellow directors and I continue to serve as our CCEC director on the Square Butte Power Board. I appreciate all the opportunities given me and I will not take those privileges for granted.

My wife, Anita, would say that I am a creative person with vision and leadership especially in the fields of technology and business, my expertise areas. My daughter Jenny Huschka and son Dan Seymour have a great interest in technology too.

BEHIND THE SCENES AT CCEC In the icy throes of a winter storm, Cass County Electric Cooperative linemen are the ones on the front lines. Braving slick roads and low visibility, they work for hours on end to restore power and repair damages inflicted by Mother Nature. They are the ones you’re most likely to see coming down your street when the power is out, and the ones whose progress you’re most likely to be monitoring.

However, as the storm passes and the crews return, back at CCEC headquarters in Fargo, a number of employees are still hard at work.

ACCOUNTING

While linemen often steal the spotlight for their around-the-clock work in the nastiest of conditions, dozens of co-op employees are dedicated to the behind-thescenes work required to keep a utility running. In fact, events like severe storms are what CCEC’s accounting team is prepared for.

“There are a number of ways that Cass County Electric is prepared for future unknown costly events,” says Chad Sapa, vice president of corporate services and CFO. An unexpected storm can wreak

havoc on the electric system, damaging lines and knocking down poles. Challenging conditions can take a toll on vehicles, and workers may be required to work extra hours. All of these things can add up, and though they are not specifically listed in the yearly budget, the accounting team must always be ready for the unexpected.

Insurance helps cover the cost of damages to vehicles and equipment. Maintenance budgets help with the cost of labor and materials for emergency line maintenance as well. A strong balance sheet with a reasonable equity level and cash position help to keep CCEC in healthy financial shape. Additionally, a contingency fund account is managed to help with expenses not covered by insurance during unexpected events.

The cooperative business model is unique from the accounting perspective. By nature, a cooperative returns excess profits to its members, but it’s not as simple as it seems. At the end of each year, after completing

all financial matters, CCEC’s accounting team calculates the cooperative’s margins. These margins are allocated to members based on their electricity use during the year.

“If an investor owned utility has excess profits, they are typically given back to the stockholders,” says Sapa. “In a cooperative model, the members are the stockholders, which is a big difference.”

Allocations may be held by the cooperative for a number of years.

When financial conditions permit, the board of directors decides to retire, or pay back, those allocations in the form of capital credits. Capital credits are returned to members in the form of a check or a bill credit. $1.2 million went back to members in 2016, and that number is expected to increase over the next few years.

While they may not receive the same glamour as line crews, the job of a cooperative’s accounting department is just as vitally important – ensuring that members get a high value out of every cent invested in the co-op.

Pull-apart Caramel Loaf Sharon Mueller, Fargo

Ingredients:

6 frozen cinnamon rolls (from 36.5 oz. bag) ½ C packed brown sugar ¼ C butter 2 Tbsp light corn syrup 2 Tbsp whipping cream Preparation: Heat oven to 175°F. Place rolls on cutting board. Let stand 10 minutes or until partially thawed. Meanwhile, in a 1-quart saucepan, heat brown sugar and butter over medium heat, stirring constantly, until butter is melted. Stir in corn syrup and whipping cream. Pour mixture into 9x5 loaf pan covering bottom completely. Cut each cinnamon roll in half crosswise.

Arrange roll halves randomly over brown sugar mixture in pan. Cover loosely with plastic wrap sprayed with cooking spray. Place pan in oven and turn off heat. Let rise 1 hour and 10 minutes to 1 hour and 30 minutes or until loaf has at least doubled in size and top of loaf is 1” from top of pan. Remove from oven. Heat oven to 350°F. Remove plastic wrap. Bake loaf 25-30 minutes or until golden brown.

Place heatproof tray or serving plate upside down over pan; immediately turn tray and pan over. Let pan remain 1 minute so caramel can drizzle over loaf; remove pan. Serve warm.

Popover Doughnuts Carol Wenberg, Fargo

Ingredients:

2 beaten eggs 1 C sugar 1 C milk ¼ tsp salt 2 Tbsp butter, melted 1 tsp vanilla 3 C flour 3 tsp baking powder ¼ tsp nutmeg ¼ tsp cinnamon

Preparation:

Mix ingredients in order listed. Drop batter by spoonfuls into hot fat. When browned, remove from fat and roll in sugar.

These doughnuts turn themselves. If the fat is too hot the doughnuts fry too fast and do not cook completely.

Oatmeal Pancakes Linda Jaeger, Argusville

Ingredients:

1 tsp baking powder 1 tsp baking soda ½ tsp salt 1 tsp sugar 1/3 C flour 1 C quick cooking oats 2 eggs 1 ½ C buttermilk

Preparation:

Mix all ingredients together at one time. Fry, flip and serve.

A generator can be crucial during power outages. Many people who have experienced an extended outage have purchased a generator as a result, or have at least strongly considered it. There are a number of things to consider when purchasing a generator for your home.

The first thing to consider is size.

Generator sizing guidelines typically tell you to add up the starting and running wattages of all appliances you’ll want functional during a power outage. An appliance’s starting wattage is often higher than its running wattage, and your generator will need to be able to cover the higher wattage. There are many wattage guides available online, including on the websites of manufacturers like Honda and Generac.

For portable generators, while considering size and selecting a brand/model, it’s also important to consider the type of transfer switch you’ll need. While you can plug appliances directly into a generator, chances are, during an outage, you’ll want many on at once. Transfer switches are a safe and legal way to utilize a generator. These switches prevent dangerous backfeeding, which can be deadly for lineworkers.

There are a variety of transfer switches, from whole house switches to single circuit switches. Select your switch in conjunction with your generator, keeping in mind what appliance you’d like to keep running during a power outage.

by a professional! There is an abundance of DIY information available about how to power your home with a generator, but for the safety of your family, your neighbors, and lineworkers, please follow all manufacturer instructions and have your generator connected by a licensed electrician.

You may also consider the option of installing a permanent home backup generator. Larger than portable generators, these machines are permanently placed on your property and can run off of an existing fuel line, such as natural gas. Additionally, permanent generators are meant to operate automatically, whenever there is a loss of utility power.

Permanent generators come with a much higher cost than portable models. A full professional assessment is recommended prior to installation, along with coordination with your local gas utility. Local building code and noise ordinances must be considered, as well. Backup generators also require regular maintenance to ensure lasting performance.
