for missed deadlines are that harsh, but you do feel a lot of pressure to perform when you have a deadline.

This will be my last editorial column to you written as your CEO. As I mentioned in the last Highline Notes editorial, the task of writing a monthly column, with a deadline, within a narrow bandwidth of length, on a topic that is important to members, and in a way that’s interesting and informative, is a challenge. But now, with a blank screen staring me in the face, I realize I will miss this regular opportunity to share some thoughts with you. I will miss the creative process and the challenge of presenting sometimes complex issues in a concise manner.

I think I will even miss the discipline that comes from the strict deadlines and length requirements. One of my favorite quotes is this, attributed to eighteenth century English writer Samuel Johnson: “when a man knows he is to be hanged in a fortnight, it concentrates his mind wonderfully.” Not that the penalties 2 Highline Notes March 2016

I will miss the daily contact with my colleagues here.

Knowing that I am part of a team that understands the mission and the cooperative way of doing business has been a real motivator to always try to bring my best self to work each day. The monthly board meetings, which I’ve been attending for over 30 years, will also be missed. We’ve had some very spirited exchanges in the board room over the years but I’ve never had to wonder whether the interests of members were being represented.

A good friend of mine, who retired as a cooperative CEO a few years ago, said it was “the hardest job I ever loved.” I think he was right. This job does have many challenges, not the least of which is trying to meet the expectations of tens of thousands of members every second of every day. We do not always execute perfectly, and we are often not in control of events and circumstances that impact members. But I can assure you that this organization, driven by the wise governance of your elected board and the dedication and talent of my www.kwh.com

colleagues, has never rested on what was accomplished yesterday. It has never stopped looking for ways to improve on member value and the member experience. This mindset, this fabric of the cooperative, was here long before me and will continue long after.

In my native state of Minnesota we have a tradition called the long goodbye. I think it lapses over into North Dakota as well. Its most familiar form is when the host couple follows the guests out the door for a parting conversation on the porch.

This is followed by more visiting on the way to the car and continues with the car doors open for awhile.

Once in the car, the guests roll down the windows and the long goodbye continues, sometimes even after the car is in motion. I’m not going to do a long goodbye here. I will just leave you with my profound gratitude for the opportunity to be a part of this great organization.

You will be introduced to your new CEO, Marshal Albright, elsewhere in this issue. I extend my heartiest congratulations to Marshal as he leaves his position of Vice President of Member & Energy Services here and takes over the reins. Marshal has been with CCEC for nearly 30 years and is well-known by the membership as an excellent communicator and a champion of the cooperative business model. His deep institutional knowledge and experience will serve CCEC well.

A New Leadership Era

Marshal Albright named new President/CEO of CCEC For just the sixth time in the 79-year history of Cass County Electric, a new leader will be stepping to the helm of the cooperative. Marshal Albright has been selected as the next president/CEO following Scott Handy’s retirement. Handy informed the board of directors that he had made the decision to retire as of April 2016 after a 34 year career with Cass County Electric, the last 14 of which he has spent as president/CEO. Handy served in the top leadership role during a time of incredible growth for the cooperative. When he moved into the position in 2002, Cass County Electric served 22,160 active accounts. As of the spring of 2016, that number is over 45,000. Annual kilowatt-hour sales increased from 627 million to over 1 billion in Handy’s 14-year term as CEO as well. During his tenure, the company scaled back its subsidiary and retail branches, instead focusing on the core mission of providing safe, affordable, and reliable electric service.

“In this role, I will focus on leading a terrific team of employees to continue the tradition of providing outstanding service to the members/owners of Cass County Electric Cooperative.”

-Marshal Albright Since 2002, Cass County Electric became involved with several renewable energy projects, including the Infinity Wind Energy project, a bio-fuel generator at the Fargo landfill, and the Prairie Sun Community Solar project.

Each of these efforts were first of their kind in the state of North Dakota. Handy also served as a vigilant defender of electric co-ops and the energy industry on a political level in the face of increasing federal regulation.

Handy’s retirement announcement prompted Cass County Electric’s board of directors to begin the process of selecting the cooperative’s next CEO, enlisting the 4 Highline Notes March 2016

help of an executive search consultant from the National Rural Electric Cooperative Association to conduct a nationwide search for Handy’s replacement. In the months prior to Handy’s retirement date, the field was narrowed to the most ideal candidates. Ultimately, it was decided that Albright would be the best fit for the cooperative.

Albright began his career with Cass County Electric in 1986, serving in various positions before taking the role of Vice President of Member and Energy Services in 2010. In that role, Albright oversaw CCEC’s member accounts, marketing and communications, and energy management departments, which focus on member relations on both residential and commercial levels.

As president/CEO, Albright will be responsible for working directly with the member-elected board of directors to make successful and effective decisions regarding the cooperative’s operations.

“I am honored to have been hired as Cass County Electric Cooperative’s next CEO,” says Albright. “In this role, I will focus on leading a terrific team of employees to continue the tradition of providing outstanding service to the members/owners of Cass County Electric Cooperative.”

Mac McLennan, president/CEO of Minnkota Power Cooperative, CCEC’s power supplier, spoke highly of the decision to appoint Albright to the head role of Cass County Electric.

“We are very pleased that Marshal was chosen to lead the organization in the coming years,” says McLennan.

“We have worked well with Marshal in his current role and I am confident that we will continue to work well together as he transitions in his new role.”

Albright grew up in Lynchburg, N.D. and graduated from NDSCS. He is a Certified Energy Manager through the Association of Energy Engineers and completed the Management Internship Program at the University of Wisconsin. He and his wife Andrea live in Fargo and have three sons. Outside of the office, Albright enjoys golfing, hunting, fishing and spending time with family at the lake.

Cass County Electric Cooperative looks forward to the next era of leadership under Albright’s guidance.

director candidates John Froelich, Valley City - District 1 I am proud to run again for a Director position of Cass Co. Electric. I attended my first Cass Co. Electric Annual Meeting in 1967 at Valley City and I have been involved since that time. When I first ran for Director in 1995 I said I was committed to, "Reasonable Reliability at Reasonable Rates" and that hasn't changed over time. I have always been a strong supporter of being accountable to the member and to paying Capital Credits. I am also proud to have been part of the success of Cass Electric over the years. Thank you for your support over the years.

Glenn Mitzel, Fargo - District 5-3 I thank the membership for the opportunity to serve on the Board for the past three years. I look forward to the challenges and opportunities, both external and internal, that are ahead for the Cooperative. I plan to meet those challenges with a mindset of service and best practice for our member owners, while never losing sight of the core mission of safety, reliability, and affordability.

2015 rel Cass County Electric places a high priority on providing reliable service to our members. System performance is monitored and tracked in great detail. In order to calculate a value for how reliable our service is, we keep tabs on outage durations, number of outages, system availability, and response time.

The numbers for 2015 came out looking pretty good. CCEC had an outage duration index rating of 46.6 minutes of outage time for the average member. This means that the average member had power for 99.9911% of the entire year. This is the second best reliability rating we have ever scored, and it’s due to a lot of hard work and dedication.

In last month’s Highline Notes, you read about the system maintenance efforts that take place during the winter months, such as line patrol.

That work is a small sample of the overall maintenance plan at CCEC, an effort that goes on yearround. In fact, even during the busy construction season, when new services and installations make up the vast majority of CCEC’s work orders, dedicated maintenance crews are busy upgrading older materials or those that are no longer in good shape.

liability In 2015, crews replaced over 20 miles of 1970s vintage underground cable and 552 power poles that failed routine quality testing. This was during a year where new commercial services, singlefamily homes, and multi-family apartment complexes continued to be developed at record rates on CCEC service territory. Over 200 miles of new underground primary and secondary cable was installed in 2015.

2015 saw a great deal of work on substations by both CCEC and Minnkota crews as well. Substations near Colfax, Page, Kindred, and Fort Ransom were all either relocated, upgraded, or rebuilt in order to improve reliability. The issues resulting in these projects included increasing electrical load, protection from flooding, and enhanced technological implementation, such as installing SCADA-controlled breakers for quicker problem resolution and outage restoration.

A new substation near Veterans Boulevard in Fargo was constructed to serve the rapidly growing area, including the new Sanford hospital.

These efforts are all part of what it takes to obtain an average service availability index of 99.9911%. At Cass County Electric, we work hard to maintain a high reliability rating, or top it, each year. It all comes down to keeping the lights on and the power flowing for you, the member/owners.

PROTECT YOUR FAMILY FROM CARBON MONOXIDE POISONING Often called the “silent killer” because of its odorless, tasteless, and colorless nature, carbon monoxide remains the leading cause of accidental poisonings in the United States, according to the Centers for Disease Control and Prevention. Each year, carbon monoxide poisoning claims nearly 500 lives and causes more than 15,000 visits to hospital emergency departments.

Carbon monoxide can be found in combustion fumes, such as those produced by cars and trucks, small gasoline engines, stoves, lanterns, coal- and wood-burning stoves, and gas ranges and heating systems.

Carbon monoxide from these sources can build up in enclosed or semi-enclosed spaces, poisoning people and animals who breathe it.

Portable electric generators are a source of carbon monoxide poisoning if used improperly. Many people rely on these units during extended power outages, but special care must be used. In the aftermath of Hurricane Katrina, for example, the misuse of generators caused five deaths and dozens of cases of carbon monoxide poisoning.

The most common symptoms of carbon monoxide poisoning are headaches, dizziness, weakness, nausea, vomiting, chest pain, and confusion. High levels of carbon monoxide inhalation can lead to loss of consciousness and death. Unless suspected, poisoning can be difficult to diagnose because the symptoms mimic other illnesses like the flu.

To prevent carbon monoxide poisoning in your home, follow these tips:

• Have your fuel-burning appliances — including oil and gas furnaces, gas water heaters, gas ranges and ovens, gas dryers, gas or kerosene space heaters, fireplaces, and wood stoves — inspected by a trained professional at the beginning of every heating season. Make certain that flues and chimneys are connected, in good condition, and not blocked.

• Choose appliances that vent fumes outside whenever possible, have them properly installed, and maintain them according to manufacturers’ instructions.

• Read and follow all instructions that accompany any fuel-burning device. If you cannot avoid using an unvented gas or kerosene space heater, carefully follow the cautions that come with the device. Use the proper fuel and keep doors to the rest of the house open. Crack a window to ensure enough air for ventilation and proper fuel-burning.

• Do not idle your car in a closed garage. Fumes can build up very quickly.

• Never use a gas oven to heat your home, even for a short time.

• Never use a charcoal grill indoors or charcoal briquettes in a fireplace.

• Do not sleep in any room with an unvented gas or kerosene space heater.

• Do not use any gasoline-powered engines (mowers, weed trimmers, snow blowers, chainsaws, small engines, or generators) in enclosed spaces.

• Install a battery-operated carbon monoxide detector in your home and check or replace the battery when you change the time on your clocks each spring and fall. Look for Underwriters’ Laboratory (UL) certification on any detector you purchase.

If a carbon monoxide detector in your house goes off, check to see if anyone in the house is experiencing symptoms of carbon monoxide poisoning. If so, get them out of the house immediately and tell your doctor you suspect poisoning from the gas. Regardless of whether anyone in the home has symptoms, ventilate the house, turn off all potential sources of carbon monoxide, and have a qualified technician check your gas appliances.

Slow Cooker Chicken Wild Rice Soup

Ingredients:

1 lb. skinless chicken breast, cubed ½ C uncooked wild rice 2 medium carrots, peeled & shredded 2 stalks celery, thinly sliced 1 large yellow onion, chopped 5 ½ C water 2 Tbsps. chicken bouillon 1 C whipping cream 2 Tbsps. flour

Preparation:

Add all ingredients except cream and flour to slow cooker. Cook on low all day. Just before serving, add cream and flour. Cook and stir until mixture is thickened.

Ingredients:

1 C pearl barley ½ C margarine or butter 1 medium onion, chopped 1 pkg. onion soup mix 1 can mushroom pieces with liquid 1/3 C slivered almonds 2 C chicken broth 2 C cooked chicken scraps or leftovers

Preparation:

Brown barley in margarine, add chopped onion and sauté until soft. Add the remaining ingredients and simmer for five minutes. Place in a covered casserole or small roaster and bake 1 hour at 350°.
