Some 2,100 electric cooperative leaders advanced key co-op issues to members of Congress and their staffs at Capitol Hill meetings during the 2017 NRECA Legislative Conference, held April 23-25 in Washington, D.C. Representatives from Cass County Electric Cooperative joined other North Dakota electric cooperatives to send our message to Washington.

I was joined by Directors Wendy Loucks, Marcy Svenningsen, and Sid Berg at the conference.

Our national association, the National Rural Electric Cooperative Association (NRECA) sponsored the conference. Jim Matheson, CEO of NRECA said, “It’s time to play offense so electric co-ops can capitalize on one of the most favorable political climates in recent years.

We’re not in a defensive posture.

We have a chance to pursue things that are good for us. In a time of uncertainty, it’s all the more important for us to remain at the table, be active participants in the policy environment, and assert ourselves as the voice of American consumers.”

During the conference, Energy Secretary Rick Perry hailed America’s electric cooperatives for delivering affordable, reliable electricity across the country and encouraged them to advocate on their challenges, especially grid security. “You are a unique group of people; you need to be part of this conversation.”

Department of Energy research will be conducted in areas that are most promising, adding that the department is not going to have any sacred cows. “We need to stop having an either-or debate about renewable energy and fossil fuels. We don’t need to choose,” he said. “We can have both. When we choose both, we get to assist in the development of both. If we don’t have a secure, reliable, affordable energy foundation in this country, our economy … [is] in jeopardy,” Perry said. He also re-confirmed President Trump is committed to an all-of-theabove energy strategy for America.

Congressman Kevin Cramer organized a meeting bringing together Environmental Protection Agency (EPA) Administrator Scott Pruitt and North Dakota Association of Rural Electric Cooperatives in Washington to discuss energy regulations and power generation concerns. “I’m very grateful to Administrator Pruitt for the generosity of his time and the generosity of his spirit,” said Cramer. “Our conversation was substantive and encouraging.

I think the CEOs sitting around the table from North Dakota’s rural electric cooperatives felt like they were talking to a friend and ally rather than an adversary for the first time in a very long time at the EPA.” “The administrator heard real life stories of not just thousands or millions, but hundreds of millions and billions of dollars of stranded investment if coal-fired power plants are shut down prematurely,” said www.kwh.com

Cramer. Administrator Pruitt offered his best assurances that those dollars will not be wasted and that there is a way moving forward to provide a regulatory regime which is state-focused, that involves the stakeholders, that has real solutions for meeting the quality standards that are prescribed by the EPA and by the states, and for bringing the EPA back “into their lane.”

The current EPA will likely rescind the EPA’s Clean Power Plan, issued under the Obama administration. However, the EPA will possibly develop a replacement plan to address carbon dioxide emissions but not for several years because of the time it takes to develop a new regulatory rule. As we learn more about potential future carbon dioxide regulations, we will keep you posted Senators Heitkamp and Hoeven visited with the North Dakota cooperative leaders by providing updates and answered questions on issues affecting North Dakota cooperatives.

As a homegrown North Dakotan, I am proud to say we are very fortunate to have access to our congressional delegation. They support our mission, understand our concerns and are willing to listen to our suggestions. As the leaders of your cooperative, we are looking out for you by urging lawmakers to do all they can to keep electric bills low, to keep reliability high, and to support an all-of-the-above energy strategy.

MAINTENANCE EFFORTS TAKE FLIGHT

If there is one thing that electric cooperatives are proud of but not always known for, it’s innovation.

Electric co-ops began forming in the 1930s when friends and neighbors in rural America started joining together to bring electricity to their homes and farms which major power companies were unwilling to invest in. Even then, at the very beginning, the innovative way of doing business set co-ops apart. Now, 80 years later, challenges continue to drive innovation, and innovation still drives co-ops. The result is a steady evolution of the way we work.

The Phantom 4 can reach a maximum height of more than 19,000 feet (though CCEC’s pilots are limited to a 400-foot ceiling) and can reach speeds greater than 40 miles per hour. It features an array of sensors that adjust to flight conditions, allowing it to maintain a steady hover in gusting winds. The Phantom 4’s camera is capable of capturing incredibly high-quality video in 4K resolution at 30 frames per second.

The pilot sees everything the drone sees while flying, excellent for realtime observation of hard to reach equipment.

One challenge is simple: overhead utility equipment spends most of its life suspended 25 to 30 feet in the air. Compounding the issue is equipment in remote locations where wet ground conditions can make work miserable. Linemen climbing poles and rising in bucket trucks is a staple image of the electric utility industry and will be a crucial part of our work for years to come. However, technology has made getting a quick glimpse of that equipment easier without having to send someone up.

In order to fly a drone for commercial purposes, the aircraft must be registered with the Federal Aviation Administration (FAA) and pilots must obtain Remote Pilot Certification.

Chris Erickson, power quality technician, and C.J. Erickson, journeyman lineman, both obtained the certification for CCEC. It involved passing a 120-minute monitored exam on flight concepts and safety specific to a UAS.

Unmanned aerial vehicles (UAV) or unmanned aircraft systems (UAS), often referred to as drones, are essentially remote-controlled flying vehicles that can be equipped with a variety of tools such as cameras and sensors. Cass County Electric Cooperative recently added one such device, a Phantom 4 quadcopter, to its arsenal of tools. It weighs just over three pounds and looks more like a sea creature than a vehicle capable of flight, but with its compact size comes massive performance.

“I studied hard. I didn’t know a whole lot about aviation going in,” says Chris Erickson.

Both pilots underwent flight training to get acquainted with the Phantom 4, but Chris Erickson says learning to use it has mostly been a matter of practicing. Watching him bring the drone from 400 feet to gently touch down in the grass at CCEC headquarters on a windy May afternoon, you’d have a hard time guessing that he was relatively new to the experience. www.kwh.com

As of May, Chris Erickson has about 60 flights with CCEC’s Phantom 4 under his belt, and it has already paid dividends. Using the drone’s camera, he has already been able to spot issues with pole-top equipment without the need to dispatch a bucket truck, saving line crews time. He sees even more potential for it in the future.

“It will be really useful after storms,” says Chris Erickson. Even equipment that isn’t suspended high in the air can be difficult to access if the ground is overly wet and muddy. The drone will take some of the legwork out of equipment inspections and limit the need for trucks or tracked vehicles to risk getting stuck.

Chris Erickson plans to outfit the Phantom 4 with a thermal camera to further aid his equipment inspections. He currently uses thermal imaging to help spot issues that are not apparent to the naked eye. Overheating equipment can hint at a malfunction and likely a looming failure that may not show any outward sign until it causes a power outage. Adding a thermal camera to the UAS would literally take CCEC’s maintenance efforts to new heights and could help reduce outages and improve service reliability.

We have come a long way from our humble beginnings 80 years ago.

Though cooperatives formed from small group efforts, CCEC strives to stay at the forefront of technological advancement, helping us work safely and more efficiently to provide the best service we can to our members.

COMMUNITY OF CARE The United States is in the midst of a major demographic shift. Once the nation’s largest cohort, the Baby Boomer generation (born between 1946 and 1964) is rapidly moving out of the workforce and into the next stages of life. Overall, the U.S. is getting older. By the year 2030, the U.S. Census Bureau projects that one in five Americans will be aged 65 or older and that by 2060, the number of Americans aged 65 and older will increase by 112 percent.

A large amount of resources and services are dedicated to serving an aging population, and in rural areas, different needs and circumstances call for a different type of service group.

Serving an area of roughly 1,700 square miles including 26 rural communities in Cass County, the goal of Community of Care is “to enhance the quality of life in rural Cass in order to keep residents in their home as long as safely possible.” By providing services such

as transportation, care coordination, health counseling, and much more, Community of Care helps more than 400 senior residents remain independent and living in the homes they know and love. The demands of a changing demographic have not gone unnoticed by Community of Care staff.

“We’ve seen a tremendous growth in the demand for our volunteer drivers,” says Myrna Hanson, Community of Care executive director.

In fact, last year Community of Care drivers tallied up more than 21,000 miles driven, a 75 percent increase since 2014. Transportation to and from medical appointments is a large concern for older rural citizens and is often a key factor in their ability to remain living at home.

Additionally, Hanson says Community of Care has seen increases in requests for their

other services, such as aid with Medicare Part D enrollment and the select medical services and information provided through the Faith Community Nurse Program, including Bone Builder low-impact exercise classes. The variety of services offered by Community of Care makes it one of the only organizations in North Dakota to offer such a holistic approach to nurturing senior independence in rural areas.

Hanson believes that Community of Care’s growing popularity can be attributed to increasing awareness about the services they offer, in conjunction with a growing demographic. Many of their services are provided by volunteers, and quality help is always in demand.

Capital credits are the return of your investment in the cooperative, but not everyone understands how they work. Below are a few common questions about capital credits.

WHAT ARE CAPITAL CREDITS? An electric cooperative operates on an at-cost basis by annually “allocating” to each member, based upon the member’s purchase of electricity, operating revenue remaining at the end of the year.

Later, as financial condition permits, these allocated amounts—capital credits—are retired. Capital credits represent the most significant source of equity for CCEC. Since a cooperative’s members are also the people the co-op serves, capital credits reflect each member’s ownership in, and contribution of capital to, the cooperative. This is unique to cooperatives and differs from dividends investor-owned utilities pay shareholders, who may or may not be customers of the utility.

WHERE DOES THE MONEY COME FROM? Member-owned, not-for-profit electric co-ops set rates to generate enough money to pay operating costs, make payments on any loans, and provide an emergency reserve.

At the end of each year, we subtract operating expenses from the operating revenue collected during the year. The balance is called an operating “margin.”

HOW ARE MARGINS ALLOCATED? Margins are allocated to members as capital credits based on their purchases from the cooperative— how much revenue the member contributed. Member purchases may also be called patronage.

ARE CAPITAL CREDITS RETIRED EVERY YEAR? Each year, the CCEC Board of Directors makes a decision on whether to retire capital credits

based on the financial health of the cooperative. CCEC’s current plan is to retire up to $1.5 million per year for the forseeable future. However, during some years severe storms or other unexpected events may result in the need to spend additional funds to repair lines. Events like these might increase costs and decrease member equity, causing the board not to retire capital credits.

For this reason, CCEC’s ability to retire capital credits reflects the cooperative’s strength and financial stability. The board alone decides whether to retire capital credits.

DO I LOSE MY CAPITAL CREDITS IN THE YEARS THE CO-OP DECIDES NOT TO MAKE RETIREMENTS? No. All capital credits allocated for every year members have been served by CCEC are maintained until such time as the board retires them.

WHAT YEARS WERE MOST RECENTLY RETIRED AND HOW MUCH WAS RETIRED? In the spring of 2017, CCEC retired a total of $1.4 million in capital credits to members who purchased electricity from the cooperative in 1992 and a portion of 1993.

HOW WILL THE RETIREMENT WORK? Inactive or former members who no longer purchase electricity from CCEC (but who purchased electricity during the years being retired) receive a check in the spring of the year capital credits are retired.

Active members who purchased electricity during the years being retired receive their capital credits as a separate line item credit on their March electric bill.

WHAT IF I HAVE MOVED? If you move or no longer have electric service with CCEC, it is important that you inform the cooperative of your current address, so that future retirements can be properly mailed to you.

Digging into power lines can cause outages for the whole neighborhood, but they are also extremely dangerous and can be life-threatening. It’s not just buried power lines that you have to worry about either.

BEHIND THE SCENES AT CCEC Information Technology At Cass County Electric Cooperative, a whole world of data and devices are relied upon to keep the electricity flowing and the lights on. A team of diligent employees works to make sure that information is flowing smoothly and communication lines are in top form — no simple task for a co-op serving more than 47,000 accounts across 10 counties and based out of five service centers throughout the area.

CCEC’s information technology (IT) team consists of five people dedicated to keeping the networks and technology used by employees secure and dependable. Hundreds of phones, computers, and mobile devices are used every day in nearly every role at CCEC to transmit or share millions of pieces of data. It is part of the IT team’s duties to ensure employees have the systems and devices needed to perform the job.

Maintaining network systems for the cooperative is crucial. Internet downtime costs a business time and money these days. Recent efforts at CCEC have involved upgrading

network speeds and even enhancing reliability through a redundant backup network. If anything happens to one, the backup will keep employees connected and able to do their jobs.

When it comes to communications, internet is not the only tool CCEC relies upon. Radio communication is essential for crews and employees who often work in the most remote parts of the service territory. Efforts to maintain a reliable radio network recently called for the installation of a new 400-foot radio tower near Lisbon.

CCEC places a high priority on safety and security. An employee specifically devoted to information security was added to bolster the IT team’s efforts. A dark world of cyber threats exists around the globe, providing a constant threat to the security of individuals and businesses alike. CCEC strives to defend information and the people it belongs to by spotting and stopping threats before they cause harm.

There’s no shortage of data handled by an electric co-op, either.

Service information for CCEC’s member accounts is managed and maintained with specialized software, used to manage billing, accounting, communication, and many other tasks.

A great deal of maintaining information security involves educating employees on the dangers of cyber threats that could threaten the data of the co-op and its members, especially as massive data breaches continue to populate news headlines. In a business society relying on email communication, “phishing” attacks — misleading messages meant to lure recipients into cyber attacks — happen frequently. Ensuring employees know how to spot and avoid these malicious attempts is crucial. Additionally, the IT team maintains and regularly upgrades physical security at CCEC locations, including electronic locks and surveillance systems.

These so-called “smart” devices are working their way into nearly every facet of life, and we are beginning to use and depend on them more often.

Many have great practical use, but some are meant purely to entertain.

The internet of things (IoT) refers to the growing network of devices that are all connected via the internet.

Deviled Steak Cubes Karen Faught, Amenia

Ingredients:

1 lb. round steak 8 oz tomato sauce ¼ C water ½ tsp dry mustard 1 ½ tsp Worcestershire sauce 1 medium onion 1 Tbsp flour Salt & pepper to taste Preparation: Cut steak into 1” cubes and dredge them in flour, salt and pepper. Brown in hot shortening on all sides. Add sliced onion, tomato sauce, water, mustard and Worcestershire.

Cover and simmer for 35-45 minutes. Can be served over rice, noodles or mashed or baked potatoes.

Bisbee Pickles

Kathy Christenson, West Fargo

Ingredients:

1 qt. kosher dill pickles 1 C sugar ½ C water ¼ C vinegar Preparation: Drain one quart of purchased kosher dill pickles. Slice ¼ inch thick. Put the slices back in the jar. Boil the sugar, water, and vinegar together for three minutes. Using the original jar, pour the boiling syrup over the pickles.

Seal with the original lid, and turn the jar upside down.

Refrigerate for at least 24 hours. Very good sweet pickles.

Steakhouse Potato Salad Lori Martinson, West Fargo

Ingredients:

3 lb small red potatoes (about 9) ½ C Miracle Whip ¼ C ranch dressing 6 slices bacon, cooked & crumbled 1 C shredded cheddar cheese ¼ C diced onion (or 4 green onions)

Preparation:

Boil potatoes in large pot of water until done. Drain and cut into 1” cubes, cool. Add miracle whip, ranch dressing, bacon, cheese and onion. Mix together in large bowl. Chill in fridge for 1 hour or until completely cooled. Makes approx.

4 servings. Can add chopped tomatoes, tastes like a BLT.

Cheeseball

Rosella Olson, Fargo

Ingredients:

2 8 oz pkgs cream cheese 1 pkg Hidden Valley Ranch 1 pkg shredded cheddar cheese (2 C) ½ C sour cream

Preparation:

Mix together with mixer and shape into ball or put in bowl. Sprinkle with shredded cheese. So good on crackers.

It can also be used as a dip, just thin it with milk.
