Politics In April, I joined a group of leaders from America’s electric cooperatives in Washington, D.C., to ask for support of rural development programs from congressional leaders and key agencies like the EPA, DOE, USFW, and others.

Over 2,000 cooperative directors, CEOs, and employees participated in the legislative conference sponsored by the National Rural Electric Cooperative Association.

One of the highlights of the conference was a speech from U.S. Ag Secretary Sonny Perdue.

He confirmed his support for rural America, electric cooperatives, the expansion of broadband, and our family farms. The electric 2 Highline Notes July 2018

cooperative representatives from North Dakota met with Senators Hoeven and Heitkamp, and staff from Congressman Cramer’s office.

We discussed important issues for North Dakota relating to the farm bill, Waters of the U.S., support for the USDA, and the 45Q tax credit for possible carbon dioxide capture for enhanced oil recovery and sequestration. We are very fortunate in North Dakota to have a congressional delegation that supports our industry. This summer Minnkota Power Cooperative will have a carbon capture demonstration project installed at the Young Station near Center. The project will be coordinated by the Energy and Environmental Research Center at UND. Freedom During our visit to Washington, D.C., we had the opportunity to visit the halls of the Senate and federal agencies. Part of our freedom as Americans is that we have unprecedented access to our elected officials. Although time didn’t permit casual visits to the numerous historical landmarks, the timing of our conference did coincide with the annual cherry blossom bloom. If you have not seen the cherry blossoms in Washington, D.C., consider adding it to your bucket list. Patriotism On my way back to the great state of North Dakota, I encountered an unexpected event at the airport.

Next to my departure gate was an incoming honor flight of veterans.

Before the veterans entered the gate area, a band started to play, and a crowd gathered to see what was happening. When the first veteran came to the gate area, the crowd cheered and clapped while the band played patriotic music. The crowd, which I’d become a part of, applauded and thanked the vets until the last one departed the gate area.

I have great admiration and respect for the citizens of the U.S. who have and who currently serve our country, including my father-in-law who served in the Korean war and our son who serves in the North Dakota National Guard. Seeing the look and smiles on the faces of the veterans as they entered that gate was an extraordinary moment, one of my proudest as an American and the highlight of my trip to Washington, D.C. As we celebrate Independence Day, and this past Memorial Day, I would personally like to thank all men and women who have served and who are currently serving to protect the freedom we enjoy as Americans.

Building strong communities CCEC and Boy Scouts of America reflect on three decades of partnership An electric cooperative and the Boy Scouts of America (BSA) are two groups which, on the surface, couldn’t possibly seem more different. But despite their obvious differences, both organizations ultimately strive to make their communities better places to live.

Cass County Electric Cooperative (CCEC) powers the communities we serve by providing safe, reliable, and affordable electric service.

Commitment to community is even one of our core values, and it extends beyond electricity into donations, service projects, and supporting employee volunteerism.

The Boy Scouts of America operate with the idea that good communities are made by good people. Scouting develops servant leaders who positively impact their community through activities that focus on citizenship, community service, and individual physical and mental 4 Highline Notes July 2018

fitness. Scouts learn about their role in the community and begin to understand their own humanity by serving others.

Local scout community service projects range from Scouting for Food—a council wide food collection day for area food pantries—to building access ramps into the homes of the elderly, to neighborhood beautification projects like picking up trash, planting trees or flower beds, or building park benches or trails.

When two organizations with the same larger goal exist in the same community, it’s a natural opportunity for partnership, and partners is exactly what CCEC and the Northern Lights Council of the BSA have been for decades.

CCEC has been a participant in the Council’s Friends of Scouting program for more than 30 years, in

addition to pledging funds for the Jon L. Wanzek Center for Scouting, which was established in Fargo in 2012. Support of the Scouts by CCEC has been driven by former and present employees, but the organization’s goals align with CCEC’s core values as well, making it a good fit.

“We do our best to spread our community support across our entire service area and to organizations serving people of all ages,” says CCEC Manager of Marketing and Communications Trudy Wanner. “Supporting the Scouts is a great way to contribute to youth development and education across our region.”

Scouting provides age appropriate youth development programs that are progressively structured to challenge youth in all areas of their lives. Programs include Cub Scouting for boys and girls in grades 1-5; Boy Scouts for boys ages 11-18; Venturing and Exploring for boys and girls ages 14-20; and the Learning for Life program for boys and girls ages 6-17 through in-school curriculum.

Serving You: A Co-op Board of Directors Adapted from the 2018 annual meeting report by Wendy Loucks, CCEC director district 5.

Recently, a young millennial co-op board member from South Dakota was asked how to engage younger people on co-op boards. He thought for a moment before saying: “Don’t worry about a young person not having the time. If they want to serve on a board, they will make time. If they won’t make the time, then you don’t want them anyway.”

I think he nailed the definition of commitment—a key requirement for any board of directors.

but we do not involve ourselves in day-to-day operations. The board hires the CEO, and only the board can do this; thereafter, the day to day operations are vested in the CEO. The board does not choose its own board members. Only you, the co-op members, can do that through democratic elections.

Directors decide on the payment of capital credits. We annually review the previous year’s margins and determine what amount of money can be paid back to those members who loaned the co-op money in its earlier years. We also oversee the payment of credits to deceased members.

The board is responsible for reviewing rates to ensure they are fair and accurately reflect the cost of service provided. We’re also tasked with re-districting to ensure that members are adequately represented. As demographics change, we strive to maintain proper representation for both rural and urban/suburban members. Most of our growth is now occurring in Fargo and West Fargo. We want to stick to our rural roots yet face the fact that we need to represent an evergrowing suburban population.

The board hears reports from the CEO on meetings he has attended throughout the month, the impact of proposed legislation on the co-op, and the positive or negative trends in the electric industry. The board also asks for reports from our member services vice president to determine our level of member satisfaction and learn about new business enterprises and growth projections.

Not all co-op boards are the same.

Some are not effective, not engaged, and provide little oversight or help to management. Unfortunately, a few shirk their fiduciary duties and do not protect the assets, members, stakeholders, or employees of the co-op. This is not the case at Cass County Electric. We have a ninemember board which is very active, involved, and which takes its fiduciary obligations seriously.

We regularly hear from our chief information officer about the state of cybersecurity, data protection, and the physical security of our inside and outside spaces. We may also ask the manager of safety to join the board to answer questions about employee concerns, training, injuries, or accidents. It is our job to make suggestions to our management team on how to improve the overall safety, efficiency, training, education, security, satisfaction, and financial health of the co-op, its employees, and its members.

Each month resolutions are proposed, discussed, potentially amended, and voted on so that our management team has clear direction on where we expect them to take the company.

The board frequently invites representatives from other industries with whom we do business and hears from them on the state of their industry and how it may affect ours.

These industries include electric generation and transmission, finance and banking, and insurance.

Although Operation Round Up— to which 81 percent of you are now contributing—has its own independent board, Cass County Electric is a well-known business entity and is regularly asked to contribute money and employee time to a variety of causes. The board, together with management, try to balance these contributions and find areas where they do the most good, but we can and will deny requests

that are self-serving, create a conflict of interest, or do little to meet the needs of the communities we serve.

The board sets the minimum qualifications for those who can serve as directors, and we have opted to make them less restrictive rather than more restrictive in order to attract a variety of individuals to serve. We do not require a college degree, certain licenses, work history, experience, or knowledge of the electric utility industry to run for the board, and there are no age limitations.

We do require that a candidate maintain his or her primary residence in the district from which he/she is running. We also require a time

commitment to attend our monthly meetings and committee meetings.

Each director is required to serve on at least one committee, and several directors serve on two. We expect that directors obtain a certain amount of education and knowledge while they are on the board and apply it wisely to serve you effectively.

Ultimately, the board’s primary role is and always will be oversight of the co-op to ensure that you are protected and provided the service for which you are paying in a safe, efficient, reliable, and cost-effective manner. I know I speak for the entire board when I say that we are honored to serve you on the Cass County Electric Cooperative Board of Directors.

safety SAFETY INSIDE AND OUTSIDE OF THE HOME The safety of our members, employees, and communities is our number one priority. If you are involved in a group and are looking for a speaker on electrical safety, call our manager of safety at 701.356.4400.

Home ownership comes with a great list of responsibilities, just one of which is protecting your home and family from the dangers of electricity.

While we depend on it every day, electricity—when used improperly or when used with damaged or poorly installed equipment—can pose a great threat.

Within the long list of maintenance tasks homeowners must assume is a whole section regarding electricity.

Some of them are simple: • Use the test button on outlets with arc fault circuit indicators (AFCI) and ground fault circuit indicators (GFCI) to make sure they are functioning properly. These devices are designed to protect you.

• Be mindful of overhead power lines when using ladders.

• Ensure your power outlets are tamper-resistant. These outlets only allow something to be plugged in if it enters both prong holes simultaneously.

• Ensure outdoor lights and outlets are free of leaves and debris.

• Use safety caps with unused outlets.

• When using corded yard equipment, always inspect the cord prior to use for damage and don’t let the cord drag through standing water. Do not use the cord if it is damaged.

• Replace any broken electrical outlets or switch covers.

Electrify your meals with handy kitchen gadgets. This month’s featured appliance: air fryer.

You can fry food with air and without any oil. These recipes use the air fryer, which works by circulating hot air around the food at a very high speed using a convection mechanism. This not only cooks your food faster than a traditional oven, it also gives your food a delicious crispness.

Cinnamon Rolls Ingredients:

1 lb. frozen bread dough, thawed ¼ C. butter, melted and cooled ¾ C. brown sugar 1 ½ T. cinnamon Glaze 4 oz. cream cheese, softened 2 T. butter, softened 1 ¼ C. powdered sugar ½ t. vanilla

Preparation:

Bring bread dough to room temperature. Roll dough on lightly floured surface into an 11” X 13” rectangle.

Brush the dough with melted butter leaving 1” uncovered on one 13” side. Combine brown sugar and

Parmesan Dill Fried Pickle Chips Ingredients:

32 oz. jar whole large dill pickles 2 eggs ⅔ C. Panko bread crumbs ⅓ C. grated Parmesan ¼ t. dried dill weed

Preparation:

Slice the large pickles diagonally into ¼” thick slices.

Place between layers of paper towels and pat dry.

Beat the eggs until smooth. In a resealable bag, add the Panko bread crumbs, Parmesan and dill weed and shake until well combined. In batches of 4-5 pieces, dip the pickle slices into the egg, remove any excess egg, and then toss in the Panko mixture. Cook half of the coated pickle chips in the air fryer at a time. Bake for 8-10 minutes on the highest temperature. Serve immediately with zesty ranch for dipping. NOTE: If you own a larger air fryer, you can cook all the chips in one batch.

Roll the dough into a log starting with the 13” side that is buttered. Roll the dough tightly and push out any air pockets. Press the roll into the unbuttered 1” side to seal it. Cut the log into eight even slices, cover them with a towel and let rise for 1 ½ to 2 hours.

For glaze, place cream cheese and butter in bowl and soften in microwave for 30 seconds at a time until easy to stir. Gradually add powdered sugar stirring well, add vanilla, whisk until smooth. Set aside.

When the rolls have risen, pre-heat the air fryer to 350°.

Place rolls in air fryer basket and cook for 5 minutes, turn over and cook for additional 4 minutes. Some machines will only cook 4 at a time and some will do all 8, depending on the size. Don’t overcrowd them. Let the rolls cool for a few minutes, spread with the glaze.

BBQ Honey Chicken Wings Ingredients:

12 chicken wings, tips removed, and wings cut into two or three pieces.

1 t. of salt 1 t. of pepper ½ C. of flour ½ C. of barbecue sauce ½ C. of honey

Preparation:

Preheat the air fryer to 350-360°. Put the wings into a bowl, and pour the flour, salt, and pepper on them, to coat them on all sides. Put wings into the air fryer and cook 12 minutes and then flip and do another 12 minutes. While the wings are cooking, pour the honey and BBQ sauce into a bowl, and mix together. When the wings have 5 minutes left brush the wings with the BBQ sauce. Don’t worry if they aren’t all covered. When the wings are cooked, brush more sauce until fully coated. Yield: 2 servings.

Phillips Hue starter kit

The Phillips Hue line of lighting products is one of the more established names in smart home gadgetry. With a variety of different bulb options, Hue gives you complete control over your home lighting situations. The package we sampled featured the Hue bridge and four white ambient/color bulbs.

A Hue bridge is required to operate Hue lights. Much like the SmartThings hub, the Hue bridge serves as the central controller for all of your Hue bulbs. That means hooking up another hub device, (in addition to SmartThings and a wireless router), but once it’s up and running, Hue can be linked with SmartThings to keep everything centralized. You can also run a Hue setup independently with the bridge and Hue app outside of SmartThings.

Hue bulbs come with loads of practical value. You can control the color temperature of your lights down to the single degree of Kelvin and

can set different temperatures for each individual bulb. This makes Hue bulbs adaptable to any indoor lighting situation. Through SmartThings, you can set schedules, timers, and links to other devices, allowing your bulbs to turn on or off, change color temperature, and dim or brighten automatically.

With Hue’s color bulbs, the same flexibility and control offered over color temperature goes for the actual color as well. Each individual bulb can emit more than 16 million colors that you can tweak to set the perfect atmosphere for any room in your home. Combine different colors with multiple bulbs to create a unique scene that can be saved and recalled later. You can even sync your bulbs up to your entertainment devices to achieve full audio/visual immersion.
