editorial WHAT DO THE DECLARATION OF INDEPENDENCE AND ELECTRIC COOPERATIVES HAVE IN COMMON?

As we celebrate our freedom around Independence Day, we also take a moment to appreciate our Founding Fathers who helped draft the Declaration of Independence.

Benjamin Franklin played a key role in the development of the Declaration of Independence, but equally important are his ties to electricity and cooperatives. In the 1740s, he conducted experiments that contributed to the understanding of electricity and invented the lightning rod, which protected buildings from fires caused by lightning. Franklin is most notably known for his famous kite experiment and demonstrated that lightning is electricity. Franklin also coined several electricityrelated terms, including battery,

In 1776, he was part of the fivemember committee that helped draft the Declaration of Independence, in which the 13 American colonies declared their freedom from British rule. When Benjamin Franklin signed the Declaration of Independence, he is credited with saying, “We must, indeed, all hang together, or most assuredly we shall all hang separately.” That recognition of the need to work together may also be why Franklin, in 1752, founded the first successful cooperative in the United States, the Philadelphia Contributionship for the Insurance of Houses from Loss by Fire, which still operates today.

The principles of the Declaration of Independence that form the basis of American democracy also form the basis of cooperatives. A cooperative is owned and democratically controlled by the people who use its services. Each member has one vote regardless of their stake; that is, some members cannot buy more control than anyone else. This stands in stark contrast to investor-owned

businesses where only shareholders have a vote in how the business is run. Even among shareholders, some have more votes than others depending on their shares of stock.

The Declaration of Independence declared the equality of rights of its citizens and that people had the right to organize in order to secure their futures when their rights were infringed upon. At the time the Declaration was written, democracy was an untested idea — but the founders of our country were determined to make it work.

So, as we celebrate the many liberties and rights we enjoy with our families and friends this time of year, we think about those principles that inspired our Founding Fathers.

They also inspired the pioneers who established electric cooperatives― folks who were determined to provide safe, reliable, and affordable power to secure the futures of rural communities.

Cass County Electric Cooperative has always operated under the principles of democracy, and we are dedicated to fulfilling that promise as we serve members today and in the future.

SKILLED TRADES, STRONG COMMUNITIES It takes the skills and knowledge of many different people to support the growth of any area. The rapid development and expansion of the Fargo-Moorhead area has supported hundreds, likely thousands of jobs. From the planners, engineers, and overseers of such a project, to the doers – the laborers and others out in the field, taking on the physical toll of development. Each role is as critical as the next, but demands in the latter category have begun outpacing the number of available employees.

Workforce shortages have been in local headlines for a few years now. With nation-leading lows in unemployment rates, the F-M area has seen more jobs than workers as of late. Employers struggle to find qualified, reliable help, and consumers ultimately end up feeling the shortage.

“Across the board, members of the Home Builders Association of F-M (HBA of F-M) are dealing with a labor shortage,” says Bryce Johnson, HBA of F-M chief executive officer.

“This is true of many industries in the Fargo-Moorhead area, but skilled labor is especially scarce.”

Johnson says that nearly every sector of the homebuilding industry feels the impact of a skilled-labor shortage, which can cause project delays when there simply aren’t enough people to complete the necessary work.

Part of the issue lies in the changing demographics of the United States workforce. The baby boomer generation (individuals born between 1946 and 1964) is entering retirement age at an accelerating rate, quickly transitioning away from being the generation comprising the majority of the U.S. workforce. That torch is being handed to younger generations with different workplace expectations who, during their time in secondary and post-secondary education systems, were urged to pursue four-year degrees.

“At a macro level, higher education policy has been very probaccalaureate,” says Tony Grindberg, vice president for workforce affairs, North Dakota State College of Science (NDSCS). “A ‘college-for-all’ philosophy has led to the impression that students must have a four year degree to find success in the workplace.”

Excavators, builders, electricians, and other utilities must all work collaboratively to some degree, especially in new and developing areas. The necessity of quality work, and skilled people to perform it, is clear across the board.

Thankfully, the problem isn’t going unaddressed. New effort is going into changing perceptions of skilled trades for students. HBA of F-M and its charitable arm, Home Builders Care of FargoMoorhead Foundation, hold the two-week Herdina Academy for the Construction Trades for students aged 15-21 in partnership with Minnesota State Community and Technical College. Participants build a garage and spend time at the Minnesota State University Moorhead campus exploring construction trades. The Lego Homebuilding Competition, held at HBA of F-M’s Red River Valley Home & Garden Show, promotes building to kids as young as five, and the Health, Tech & Trades Career Expo brings hundreds of area ninth-grade students and local employers together each year at the Fargodome.

“That past emphasis has created a shortage of those interested in trades,” says Johnson. “There are not enough people coming out of trade programs to fill these open positions.”

The Greater Fargo Moorhead Economic Development Corporation (GFMEDC) has been involved in a hugely collaborative effort to match the workforce needs of local employers with the processes used by schools at primary, secondary, and post-secondary levels to prepare students for the most desired career fields.

The importance of the situation doesn’t go unnoticed by companies

NDSCS is one of many partners in the effort. As one of the area’s major

two-year educational institutions, NDSCS touts a 98 percent job placement rate for its graduates.

One of the keys to such solid rate is the integration of training and reallife experience.

Through its partner programs, NDSCS is bringing employers and students together in a way that has benefits for both. The programs offer advanced training sessions to current employees of participating businesses and opportunities for employers to work with NDSCS administration, faculty, and staff in aligning academic programs with workforce needs.

NDSCS is currently working on its newest collaborative initiative, the Career Workforce Academy program, which will bring together all the voices in the matter, including private sector companies, K-12 school districts in Cass and Clay counties, other two-year educational institutions, HBA of F-M, FMWF Chamber of Commerce, GFMEDC, and the cities of Fargo and West Fargo. The Career Workforce Academy will provide high school students with early entry options into select fields, increasing career awareness and allowing students the opportunity to graduate high school with considerable progress made toward obtaining a degree.

Through programs like these, students are exposed to real-world career opportunities. Academics and business commingle in the same environment, helping to prepare a strong workforce for the Red River Valley and North Dakota as a whole.

With clear benefits for students and employers alike, the effort to build a thriving workforce is a major step in creating and maintaining the strong, attractive communities that this region is becoming known for.

GRANTS AWARDED TO RURAL COMMUNITIES One of the founding principles that cooperatives abide by is commitment to community. Co-ops are often actively engaged in the communities they serve, be it through volunteering or financial donations. Cass County Electric Cooperative takes pride in our efforts to serve our communities with electricity and in many other ways that go beyond the job. Cooperatives also focus on partnering with other cooperatives. As such, 16 electric co-ops and nine telecom co-ops in North Dakota serve as member-owners of the Rural Development Finance Corporation (RDFC), an entity dedicated to helping rural communities thrive.

As a member of RDFC, Cass County Electric Cooperative has the opportunity to help find worthy causes for a yearly $2,000 grant allocation within our service territory. It is with this opportunity that the passion of the cooperative and its employees for small North Dakota communities truly shines.

The larger grant is split into smaller awards. Employees are then asked to nominate potential recipients – organizations they know of or are involved with – to apply for the grants. This year, four great organizations each received $500 grants that will go toward keeping our rural communities strong and vibrant.

CITY OF KATHRYN

One grant was awarded to the City of Kathryn. Kathryn, population 53, has been operating with a spring water system and will be converting the entire city to rural water. The city intends to install rural water into the newly renovated Kathryn Community Center.

Bobby Koepplin, manager of rural development at CCEC, helped connect the city of Kathryn with this grant opportunity. Koepplin has been a champion of rural communities in CCEC’s service territory for the duration of his career with the cooperative. This RDFC grant marked a total of more than $146,000 that Koepplin has helped raise over the last several years for the Kathryn Community Center’s renovation, for which he also served as project coordinator.

NORTH COUNTRY TRAIL ASSOCIATION

Another grant went to the Sheyenne River Valley Chapter of the North Country Trail Association. The funds will be used to purchase a triangular display frame with brochure racks and panel inserts, to be installed at the new visitor center at Fort Ransom State Park. The panel insert will include a map of the North Country Trail through North Dakota, highlighting the Fort Ransom area, as well as a national map. The display will also include basic information about what the trail has to offer.

Bobby Koepplin also aligned the Sheyenne River Valley Chapter of the North Country Trail Association with this grant opportunity. Koepplin, an avid hiker, has served on the board of the Sheyenne River Valley Chapter for 16 years and currently serves as president

HARWOOD AREA FIRE & RESCUE

Harwood Area Fire & Rescue is an all-volunteer department organized in 1983 and is comprised of a roster of 19 active members. These local residents are on-call 24 hours a day, ready to assist. All of their time is donated without compensation, and all fire protection funds go toward improving fire and rescue protection.

Harwood Area Fire & Rescue received one of the $500 grants, which will go toward the purchase of air bags that are used during vehicle extrication emergencies.

ENDERLIN PARK ASSOCIATION

The Enderlin Park Association was awarded a grant for the purchase of a 15-foot four-row bleacher, two picnic tables, and a flag pole for Gillund Field. These items will be used at the baseball/softball field in order to make it more user friendly.

Enderlin resident and city council member Kevin Bunn, manager of purchasing & facilities at CCEC, directed the Enderlin Park Association toward the grant opportunity.

Bunn has served on the city council since 2007 and says he is always keeping an eye out for opportunities to help organizations in his community.

“The Enderlin Park Association is extremely active in making improvements,” Bunn says. “But as in all small towns, funds can be tight and can limit what can be accomplished. When CCEC announced this opportunity, I knew the park board would have something going on and contacted them to see if it would be a fit.”

SOMETHING YOU USE EVERY DAY WITHOUT EVEN THINKING ABOUT IT COULD BE DANGEROUS? YOU’D MAYBE LOOK WITH CONFUSION TO YOUR VEHICLE, COOKING TOOLS OR APPLIANCES. BUT WOULD ELECTRICITY EVEN CROSS YOUR MIND?

Cass County Electric Cooperative’s Manager of Safety Mike Mead said people rarely do consider electricity as one of the hazards to their safety.

“We use it every day, and we don’t even think about it,” he said.

Consider a child climbing a tree, a homeowner plugging in a generator or a lineworker driving along a flooded road to reach equipment that needs repairing.

All of these people could come into contact with power lines and face serious injuries or even death as a result of an easily prevented situation. Unfortunately, due to the nature of electricity, people often forget about the risks associated with coming into contact with power lines and other electrical equipment before it’s too late. That’s why Cass County Electric Cooperative strives to educate members and employees on electrical safety, with Mead leading the charge.

Mead, who has worked for CCEC since January 1997, oversees all aspects of the cooperative’s safety education, including public safety awareness, employee and contractor training, OSHA, NISC, and DOT regulation compliance and more. And whether Mead is traveling to a school to demonstrate a variety of safety equipment to students or explaining power line safety to individual homeowners, his primary goal is always education.

“Electricity is so dangerous, but it’s so all around us that we forget about it.

We forget that danger that’s constantly there,” Mead said. “In the blink of an eye, it changes your life. It’s not forgiving.”

He explained that electrical safety issues are much different from, say, placing your hand near a hot stove burner. When you near the burner, you feel the heat and recognize you should not touch it. If you accidentally touch it, you instantly pull back as a reflex and are warned to never do it again.

Electricity is less forgiving. Power lines do not give off heat as a warning that they should not be touched. And if you do come into contact with one, the result would be shock or electrocution — much more severe than the result of touching the stove burner.

Mead conveys these drastic differences to members in the community so they don’t encounter one of those preventable hazard situations. And working with members is his favorite part of the job.

“The members are the reason I work at Cass County Electric,” he said. “I love that the members are our friends, our neighbors, our family. I can be out walking the grocery store, and people come up to me and ask me questions.”

And whether he is sitting behind his desk or in the cereal aisle, he is happy to answer questions if it means educating members toward safety.

“It’s all about education,” he said.

“Maybe a member will be upset because we cut their trees way back.

Well, if you explain to them that the tree can conduct electricity with that little tabletop demo where you take a piece of wood and start it on fire, then they can see, ‘Okay, this is why we have to cut it back, because my kid could be climbing that tree and get electrocuted.’”

By advising members and employees on important safety issues, he aims to give them the tools to make their own safety decisions when he isn’t there to give direction.

Here are a few key safety tips to keep in mind: Keep away from power lines, and never assume a wire is safe to touch. This includes keeping trees, ladders, kites, and other items from getting too close to lines.

Report any fallen power lines to CCEC immediately.

If your vehicle comes into contact with a power line, do not exit your vehicle. Call 911 and CCEC for help and wait for help to arrive. If your vehicle catches fire and you must exit, jump as far as possible from your vehicle, never touching the vehicle or equipment and the ground simultaneously. Proceed by shuffling your feet, keeping them touching as you move.

Never enter a substation or other marked electrical area without authorization.

Make sure your home has ground fault circuit interrupters (GFCIs) and arc fault circuit interrupters (AFCIs) installed. These interrupters shut off circuits when they sense a hazard that could contribute to electrocution or an electrical fire.

Never use water to try to stop an electrical fire. Water conducts electricity and can exacerbate the fire. You should use a chemical fire extinguisher for electrical fires.

If you use a portable generator during an outage, make sure the generator is located in a properly ventilated space — never in a building or garage. Generators should also be installed by a qualified technician to make sure the electricity from your generator is not flowing back onto the power lines when work is being done on the lines.

Replace or repair frayed or damaged electrical cords in your home.

Do not overload outlets or extension cords. Pay attention to their capacity when you plug in devices.

Do not plug major appliances like refrigerators or washing machines into an extension cord. These should be connected directly to a wall outlet.

It is the time of year for grilling, swimming, and generally hanging around outside to enjoy the weather.

Our pleasant seasons can seem brief between bone-chilling winters, so we take advantage of as much of the outdoors while it’s nice out, even into the night. Sometimes though, that can mean battling hordes of pesky insects. If you have had enough of insect spray and other chemical bug deterrents, maybe it’s time for a new tactic – turn on the lights!

LED (light emitting diode) lightbulbs are the light source of the future, as traditional incandescent and

fluorescent bulbs are phased out.

LEDs use a fraction of the energy required by their older counterparts, and they tend to last significantly longer, meaning over time, you get more light for less. There are a number of variables to consider when it comes to selecting LEDs for inside your home, but for yards thick with nighttime bugs, check out some of the LED/bug zapper combinations on the market.

Mexican Relish

Ingredients:

1 small onion 3 small garlic cloves 1 ½ C tomatoes ¼ jalapeno 1 Tbsp vinegar ½ tsp dried cilantro ¼ tsp salt Preparation: Peel and dice tomatoes. Set aside. Peel and chop onions and garlic. Saute. Combine all ingredients and simmer. You can adjust the amount of jalapeno depending on how spicy you like your salsa. I sometimes add a red pepper for more flavor.

Dorothe Jean Hetland, Fargo 12 lg. green tomatoes 10 onions, chopped 3 or 4 carrots, ground 3 C white sugar 1 tsp turmeric 1 Tbsp salt 2 red peppers, chopped 2 green peppers, chopped 2 C vinegar

Preparation:

Grind tomatoes. Sprinkle with the salt and let stand overnight. Drain. Add rest of the ingredients, boil until done, 15-20 minutes. Serve with chips and enjoy.

Sour Cream Apple Squares JoAnn Moody, West Fargo

Ingredients:

2 C all-purpose flour 2 C brown sugar ½ C margarine, softened 1 C nuts, chopped 2 tsp cinnamon 1 tsp baking soda ½ tsp salt 1 C dairy sour cream 1 tsp vanilla 1 egg 2 C apples, finely chopped

Preparation: Combine first three ingredients in large bowl. Blend at low speed until crumbly. Stir in nuts. Press 2 ¾ cups of this mixture into ungreased 13 X 9” pan. To the remaining mixture add cinnamon, soda, salt, sour cream, vanilla, and slightly beaten egg. Mix well, stir in apples. Spoon evenly over the base. Bake in 375°F oven for 30-45 minutes or until toothpick inserted in center comes out clean. Cut into squares. Serve with whipped cream if desired. Makes 12-15 squares.

Avoid setting the thermostat colder than normal when starting up your AC. It won’t cool your home any faster and can result in excessive cooling.

Keep your home warmer when you are away; cool it down when you return. It’s a myth that your AC uses more energy to lower the temperature than it does to maintain it.

Avoid placing lamps and appliances near your AC thermostat. The thermostat may be able to sense the heat from these items, which may result in your AC running longer than desired.
