January 2019 Board Highlights (Unapproved)

The Cass County Electric Board of Directors met on January 29, 2019 and discussed the following topics: • Approved the January 2019 consent agenda of the regular board meeting consisting of: minutes of the previous meeting, monthly department reports, board compensation schedule, and the December Purchased Power Adjustment (PPA).

• President/CEO Marshal Albright gave the President’s Report, reporting on meetings attended, and a brief update on the North Dakota Legislative Session.

• Approved the December and yearend financial report. Approved payment of $1.78M in Capital Credits for 2018.

• Listened to the 2018 Safety Report and learned the 2019 safety training plans.

• Heard the 2018 year-end system reliability report noting 45.30 total average customer outage minutes, with power available 99.9913% of the time.

• Approved the Vogel Law Firm as the third-party entity to collect and tally absentee ballots in the 2019 director election.

• Approved revisions to one policy and the Bylaws.

• The directors reported on the meetings of Minnkota Electric Cooperative and North Dakota Association of Rural Electric Cooperatives.

• Approved the January 2019 estate capital credit payments.

The next meeting is scheduled for Tuesday, February 26, 2019.

Come Flooding Back - 10 years since the flood of 2009 The spring of 2009 for members of Cass County Electric Cooperative (CCEC) and the greater FargoMoorhead area has proved to be a memorable one. Due to the recordbreaking snowfalls and a warmer than average spring the surrounding rivers swelled and began to rise – causing major flooding. Anytime a significant event takes place, as humans we tend to remember it in specific details like where we were and what we did to help. Ten years from the 2009 flood, we wanted to reflect on and remember this significant event. It goes without question throughout history CCEC has survived the elements of Mother Nature.

Once forecasters predicted the flood, CCEC employees began filling sandbags in the Fargo warehouse.

The sandbagging process was crucial to protecting the CCEC system and ensuring minimal damage.

Engineering Technician, Dee DeGeest, remembers fighting on the front lines of the flood. Employees were paired together to patrol specific areas in the flood zone. “We were checking on members and making sure their electrical and safety needs were met,” DeGeest says, “As the water rose, we continued to inspect everything and deal with trouble spots where equipment was going under water.”

Journeyman Lineworker, Mike Mahlke, had recently been hired as a full-time apprentice lineworker and was still learning the system. Being unfamiliar with CCEC’s equipment as well as being one of the new guys on the crew could have made the situation more difficult for Mahlke, but he said the more experienced lineworkers kept information flowing and let him and the other apprentices know what they could do to help.

CCEC crews worked around the clock to stay ahead of any issues that could have occurred because of the flood waters. Mahlke says he worked his regular shift from 7:30 a.m. to 4 p.m. and came back at 7 p.m. to start his

12-hour shift. He ended up working 22 hours.

Veteran CCEC employees had an idea of what to expect due to the 1997 flood that left a mass of destruction and taught countless lessons. Lessons such as how to approach certain roadways, how to protect substations and transformers, and most of all, how to work together to bring our members safe and reliable energy during a flood.

DeGeest was in the field with Manager of Technical Services, Chris Erickson, trying to get to a member’s house whose sump pump was no longer working. As they approached the area, they had no idea how dangerous the flood waters had gotten – the entire area had been evacuated, and the National Guard escorted people that were allowed in that neighborhood. Once Erickson and DeGeest fixed the problem in the member’s home, they spoke with a National Guard member, wondering why the area had was evacuated. “He let us see over the Hesco dikes by letting us climb the ladder to the top.

It was shocking to see the water an inch from the top. It was extremely scary to see that we were that close.

I had no idea that it was that bad,” DeGeest says as she tears up. CJ Erickson, another CCEC lineworker

who faced some tough situations says, “we did our best to keep everyone’s power on as long and as safely as we could. Our crews worked together coming up with solutions to handle each potential situation.”

When asked about the flooding, both DeGeest and Mahlke had two very different experiences. Mahlke was battling the flood and what to do with his family. At the time his wife was pregnant, “We didn’t even know if she should stay in Fargo. The water was supposed to be so high, we didn’t know if hospitals were going to shut down or what was going happen,” says Mahlke, “My wife went to Bismarck and stayed with her mom, so I could stay and fight the flood.”

Shortly after the flood, Mahlke and his wife had a healthy baby girl.

DeGeest was on the front lines with the members who were losing their homes and unsure what the future held for them. “Some of the most memorable things from the flood in 2009 was working with members who were losing their homes. It was very heart-wrenching to watch what they were going through. The hardest part for me was driving around and seeing the orange x’s on homes because you knew nobody was there. There were times where you really couldn’t help anybody other than comfort them

because they were going through emotional turmoil. The best thing we could do was talk to them and help them that way,” DeGeest says, “I had one lady cry on my shoulder.”

“There was so much water covering poles, we were at the mercy of the river,” says Mahlke.

DeGeest says they always made sure their trucks had enough fuel, had the appropriate PPE (Personal Protective Equipment), and packed lots of snacks. “As far as safety precautions, we took our time. We understood that these were pressing issues and things needed to be fixed as soon as possible, but if we were to rush into a situation, we could end up making it way worse if one of us was hurt or in trouble,” says Mahlke.

When an emergency arises people find it in their hearts to come together.

CCEC prides itself on our commitment to the community and during the flood that’s precisely what happened.

“It was neat to see the unity at Cass County Electric – watching everybody fight for everyone else, making sandbags, taking care of our members – it brought a family feeling to the workplace. It was nice to see how employees cared about each other and everybody around us,” says Mahlke.

Meet the 2019 Director Candidates

Members of the Cass County Electric Cooperative (CCEC) board of directors are elected to three-year terms every spring. Directors must be members of the cooperative and be a bona fide resident of the director district in which they are seeking directorship. That means you, as a member, can have a say in CCEC operations by voting for your directors. Democratic member control is one of the principles that sets cooperatives apart from other types of businesses and utilities.

John Froelich, Valley City District 1, incumbent

I was first elected to the township board when I was 22 years old, and I have been on some form of service board since that time. I am a visionary person; however, I can dig into the details. I am proficient enough with a computer to serve on a board in today’s computer world. When I first ran to be a Cass County Electric Co-op Director, I said I believed in reliable services at a reasonable cost. Today, those qualities are a part of many electrical coops mission statements. I have always believed in a strong coop fiscal policy and at the same time one that pays out capital credits in a timely manner.

Cass County electric has a long history of being a forward-looking, progressive cooperative. I have enjoyed being part of that history and would like to be a part of the future.

Glenn Mitzel, West Fargo District 5, incumbent

Safe, Reliable, and Affordable: When elected to the board I thought I knew what those meant based on my engineering, accounting, and management background. I since have a whole new understanding of what an endeavor those things are in this industry.

I’m proud of my service toward those goals. But the challenge continues as the industry evolves; I am ready to stay atop those challenges (energy supply, new generation technologies, rapidly changing wholesale prices, maintaining a sound electrical delivery system) as they come.

safety How to Operate a Generator Safely The safety of our members, employees, and communities is our number one priority. If you are involved in a group and are looking for a speaker on electrical safety, call our manager of safety at 701.356.4400.

Hurricanes are one of the top causes of power outages in the U.S., but winter storms come close. We don’t see hurricanes in our service territory, but we do see severe winter storms that include ice, snow, high winds, and frigid weather. Winter storms could lead to outages that last longer and leave you without power to keep you warm – this is where having a generator comes in handy.



Drain and set aside. Mix Ricotta cheese with ½ of the shredded mozzarella, oregano, and garlic. Stuff cheese mixture into cooked shells and place in 9 X 11 pan. Pour pasta sauce over shells. Top with the other half of the mozzarella cheese. Bake at 350 uncovered for about 25 mins.

This recipe can be tweaked to fit your taste by adding more or less oregano and garlic. I like to use crushed tomato sauce that I doctor up with Italian seasoning or Hunts “Zesty” spaghetti sauce.

Frozen Yogurt Bites

Jodee Devaney Ingredients: 2 c. of your family’s favorite yogurt (I love the Greek honey yogurt for added protein) 1 ½ c. fruit (fresh or frozen) cut into small chunks 2 mini muffin disposable aluminum pans (you can re-use pans) Preparation: Fill bottom 1/3 of muffin tins with fruit. Cover fruit with favorite yogurt about 2/3 of the way full. Place pans and freeze for one hour. Flip pans over onto cookie sheet and rub bottom of pan with your hand until the bites release from the tin. Place yogurt bites in a freezer safe container or zip-loc freezer bag. Place in freezer and pull out your yummy snack whenever you need them!

My kids love these combinations: Strawberry and blueberries, raspberry and mangos, pineapple with strawberry yogurt, the choices are endless.

Christmas Rice with Raspberry Sauce Karen Bueling

Rice

Ingredients: 2 c. uncooked rice 2 t. salt 4 c. water 2 ½ c. milk 1 c. sugar 2 t. vanilla 2 c. whipping cream whipped Preparation: Cook rice according to package directions, using salt and water. When rice is tender, and water is absorbed, add milk and sugar. Continue to cook, covered, on low heat until milk is absorbed, and rice is creamy. Stir once or twice. Add vanilla; cool, then cover and refrigerate.

Just before serving, separate rice with fork, and fold in whipping cream.

Raspberry Sauce

Ingredients 2 (10 oz.) boxes frozen sweetened raspberries, thawed 1 c. water 3 T. cornstarch 2 T. lemon juice Preparation Cook raspberries, water, and corn starch until clear and thick. Add lemon juice. Easy to half the recipe. Sauce can be strained if you don’t want the seeds. Spoon sauce over rice in large bowl.
