without electricity with very few complaints. In fact, most members complimented our lineman for their efforts. At one point during the ice storm we had over 60 separate outages affecting more than 1,200 members, mainly in Barnes county.

During the restoration process, the weather and road conditions were terrible, but our dedicated lineman worked through the difficulties and restored power as quickly and safely as they could.

Cass County Electric Cooperative prides itself on its power distribution system reliability, however there are times when our power distribution system is subject to an outage.

In December 2016, Cass County Electric members experienced more outages than normal. There were three major outages; two were caused by faulty equipment on our underground power distribution system, and the other was during the Christmas Day ice storm around Valley City.

The days of members sending in a post card to let us know they have no power are long gone.

During a typical outage, most members expect the power to be restored in a reasonable amount of time — less than a few hours.

However, some members believe the power should never go out and when it does, it should be back on in minutes. During our recent ice storm, members were thankful and appreciative to get their power restored, even after days

The day after Christmas (a recognized business holiday) many employees assisted in the effort to restore power, including myself.

At one point while I was working in Barnes county to help identify ice storm damage to our power lines, we witnessed power lines being blown out sideways, about eight feet from pole to pole, driven by a stiff 30 MPH wind and an inch of ice on the lines. I was very impressed with the resiliency of our power lines in this situation and very surprised we didn’t have more damage. CCEC also has a dedicated work force to restore power when it goes out. The Monday following the Christmas Day ice storm, I witnessed this in action as crews worked tirelessly to restore power. They are simply amazing to watch.

Cass County Electric has more than 5,500 miles of energized overhead and underground line to operate and maintain, along with all the mechanical and electronic protection devices and equipment.

dig-in, machinery and other events that cause the power to go out.

Weather related outages can be problematic and cause delays in restoration time and typically affect a more widespread area.

The point I am making is that most outages occur out of our control.

When outages do occur, we assess, respond, and repair the problems as safely and quickly as we can.

If you are out of power, please call our outage hotline: 701-3564499 or 1-888-277-4424. During large outages, CCEC utilizes an Interactive Voice Response (IVR) system to take your call. The system, using your current phone number we have on file, will log the time of the call along with your account location. This information is sent to the Outage Management System (OMS) to help pinpoint the cause of the problem and dispatch the crews more effectively.

There are several methods used to notify our members of an outage.

Text notifications are sent to members affected by the outage with a valid cell phone number on file. Along with the news media, CCEC utilizes social media by sharing updates on Facebook and Twitter during large outage situations. In addition, the public can access our outage viewer on our web site at www.kwh.com.

Rest assured, the next time you are out of power, our lineman and power control center will work hard to restore it, and we will do our best to meet your expectations.

A way through

Women’s Way offers support for cancer screening and treatment

The inside of Kristi Lee-Weyrauch’s office is adorned with pink. Cancer awareness ribbons line the walls and cabinets on posters, cards, and other decorations. Just by stepping inside her office, it’s clear who she is fighting for and what she is fighting against.

As the Women’s Way coordinator for Fargo Cass Public Health, LeeWeyrauch has spent the last 12 years working to spread awareness of, and urge screenings for, breast and cervical cancer. She, along with Lori Ziegler, run the branch of Women’s Way that serves Barnes, Cass, Steele, and Traill counties. Theirs is one of ten Women’s Way branches in North Dakota, which operate out of public health offices throughout the state.

Women’s Way is North Dakota’s breast and cervical cancer early detection program. The program helps cover the costs of office visits for breast exams, mammograms, and pap tests for eligible women. The program receives funding from the Centers for Disease Control (CDC) and is featured in every state, under various names. Though focused on screenings and extra testing that may be required as a result, the support of Women’s Way does not end there.

“In 2004, [Women’s Way] started the treatment program. We don’t just diagnose [women] and then drop them,” says Lee-Weyrauch. “Now we can help them.”

The treatment program utilizes funding available through Medicaid to help pay for treatment for women diagnosed with breast or cervical cancer. The funding typically lasts for the duration of treatment, too.

Women’s Way, and its sister programs throughout the country, began in 1997. Since then, 15,300 women have enrolled in North Dakota. In that time, Women’s Way has provided aid for 299 women diagnosed with breast cancer and 352 with cervical cancer. Compared to when she first became the local Women’s Way coordinator, surprisingly, Lee-Weyrauch says the number of enrolled women has declined. While changes in federal healthcare have impacted enrollment numbers, Lee-Weyrauch says it remains a challenge to raise awareness of both screening recommendations and the services provided by Women’s Way. “We need to get the word out,” she says. “We’ve been trying for years, and [women] still say ‘I just heard about it.’ ”

In January and October, awareness months for cervical cancer and breast cancer, respectively, Women’s Way saturates local radio and television markets with ads. The rest of the year, healthcare referrals and word of mouth are relied on to spread the message. While healthcare providers do not always think to refer patients to Women’s Way, Lee-

Weyrauch says it’s a great way for patients to learn about the program.

Due to the variety of information available today, there is often confusion about when and how often women should be screened.

Even different doctors offer differing recommendations. Women’s Way recommends annual mammograms and pap tests every three years for women over 40.

Eligibility for Women’s Way support depends on income, family size, and enrollment in Medicare or Medicaid. Once enrolled, women are responsible for making their own screening appointments, while Women’s Way handles the financials.

Refugees and women on visitor’s or temporary visas are all welcome to seek enrollment. According to LeeWeyrauch, the more enrollments, the better.

“Anybody can call,” she says.

“Anybody who wants to enroll and do the screenings, we’ll take them in a heartbeat.”

Lee-Weyrauch’s will to help is strong and clear. As a registered nurse who’s spent time battling cancer of her own, the awareness ribbons on display in her office serve as a sign of devotion.

“If we can help even one woman, then it’s worth it,” she says.

You’re not alone in the dark

Power outages are never convenient.

It takes a lot of hands to keep your power on, and even more hands to get it up and running when an outage occurs. Cass County Electric Cooperative works hard to restore your electric service when outages occur, but there are necessary steps to take to ensure that power is restored to the majority of members as quickly, and safely, as possible.

With CCEC’s Outage Management System (OMS) and Advanced Metering Infrastructure (AMI), our power control technicians are often able to narrow down the location and sometimes even the equipment involved in a power outage before line crews are dispatched. This knowledge helps the technicians give crews an idea of what happened, but often times, it takes some detective work to find the source of the problem once crews are on-site.

If there is no damage done to transmission towers, the local distribution substations are checked first. If the issue is isolated and can be resolved at the substation level, great! That means thousands of people can get their power restored once repairs are made.

Each substation serves hundreds or thousands of consumers. When a major outage occurs, line crews inspect substations to determine if problems stem from transmission lines feeding into the substation, the substation itself, or if problems exist down the line.

Transmission towers and cables that supply power to transmission substations (and thousands of consumers) rarely fail. But when damage occurs, these facilities must be repaired before other parts of the system can operate.

3 Main Distribution Lines If the problem cannot be isolated at a distribution substation, distribution lines are checked. These lines carry power to large groups of consumers in communities or housing developments.

5 Individual Homes If your home remains without power, the service line between a transformer and your residence may need to be repaired. Always call to report an outage to help line crews isolate these local issues.

4 Tap Lines If local outages persist, supply lines, called tap lines, are inspected. These lines deliver power to transformers, either mounted on poles or placed on pads for underground service, outside businesses, schools, and homes.

Power outage preparation

If an extreme storm is barreling down on the region, during winter or summer, there’s always a chance that your home may lose power. High winds, lightning, and ice accumulation are a storm’s main weapons against the electrical grid.

Many times, all local utilities like Cass County Electric Cooperative can do is be ready for restoration and repairs.

You can be prepared, too. Before any major storm, keep in mind that you may lose power for an extended period of time. It may be just a few minutes, or a few hours, but in extreme cases, outages can stretch for days. Here are a few tips to help you prepare for power outages: Generators Portable generators can be helpful during an extended power outage. But if operated improperly, you can place yourself as well as CCEC line crews at risk of injury or death.

• Never use a generator indoors or in enclosed areas. Locate your generator where fumes cannot filter into your home, and be sure your home has a working carbon monoxide detector.

• Never plug a portable generator into a wall outlet – this causes “backfeeding,” which is dangerous for crews who may be working on the lines. Stationary generators should feature a transfer switch installed by a licensed electrician.

Food safety • If unopened, a refrigerator will keep food safely cold for about four hours; a full freezer will do so for about 48 hours (24 hours if it’s half-full).

• Keep fridges and freezers closed as much as possible during a power outage.

• When power is restored, make sure your food is still safe by either checking its temperature or looking for ice crystals.

If frozen food is 40 degrees Fahrenheit or below or ice crystals are visible, it’s safe to refreeze. Discard any perishable refrigerated food (meat, poultry, fish, eggs, and leftovers) that have been above 40 degrees for two hours or more.

To prepare for a long outage during cold weather, always keep a stock of warm clothing and blankets in your home and be able to access them in the winter. As always, stay safe, and know that CCEC crews are on the way.

Cass County Electric Cooperative’s diverse energy mix recently got a bit “breezier.”

Energy from the new Oliver III wind farm began flowing into the Minnkota Power CooperativeNorthern Municipal Power Agency (NMPA) system in January. Minnkota is the power supplier for CCEC and its 47,000 active accounts.

Following several months of construction during fall 2016, approximately 44 GE turbines south of Center, N.D., are now fully operational. The 100-megawatt addition to the Oliver Wind Energy Center was developed by NextEra Energy Resources. All production is sold to Minnkota under a 35-year Purchase Power Agreement (PPA).

The project was able to fully utilize the federal Production Tax Credit, which is scheduled to phase out over the next few years.

Langdon and Ashtabula Wind Energy Centers on the eastern side of the state.

Wind conditions and available transmission lines made the Oliver III wind farm an ideal project for Minnkota. The wind farm is strategically located near the Minnkota-operated Milton R. Young Station, a coal-based power plant that serves as the cooperative’s primary source of generation.

This will allow Minnkota to use its recently constructed Center to Grand Forks 345,000-volt transmission line to efficiently deliver both coal and wind energy to its members in eastern North Dakota and northwestern Minnesota.

Minnkota and NextEra have a longstanding and mutually beneficial business partnership that has helped to greatly expand wind generation in North Dakota.

POWER PLANT EMISSIONS REDUCTION In the last decade, heightened environmental concern has resulted in increasingly strict emissions requirements for coal-burning power plants. Though costly, these rules have ultimately resulted in innovative technologies and techniques to continue using coal as a fuel source, while reducing the harmful byproducts it creates.

Research into groundbreaking emissions technologies continues today. Even in North Dakota, there has been a push to establish test facilities for promising techniques like the Allam Cycle, which captures CO2 released during coal combustion and uses it to drive turbines. Project Tundra, the latest emissions project being pursued by Minnkota Power, proposes capturing CO2 from coal-burning plants and using it as an injection fluid for enhanced oil recovery (EOR).

Even though our eyes are always set on the future, Minnkota Power, the wholesale power supplier for Cass County Electric and 10 other electric cooperatives in the region, has already made significant progress in reducing emissions in the last 10 years.

CyClean, an emissions reduction system that has been in use at the Milton R. Young Station since 2011, has been proven to reduce mercury emissions by more than 40 percent and nitrogen oxides emissions by 20 percent.

The CyClean product is applied directly to coal, in both granular and liquid form, prior to burning. Additional mercury control equipment was installed in 2015, helping to bring those emissions to all-time lows.

Salmon with White Wine Sauce Ingredients:

1 Tbsp Chopped fresh chives 1 Tbsp Herbes De Provence seasoning 1 tsp salt 1/2 tsp pepper 5 salmon fillets 3 Tbsp butter, divided 2 Toes garlic, crushed 1 C Sparkling white wine 1 tsp dried thyme 2 Tbsp Capers, drained

Torn Cake Bread Pudding

(This was given to me by my mother-in-law 35 years ago, she would make this with white cake that she baked and cooled. She would divide the cake into 2-8X8” pans before baking. One she would freeze and the other she would use to make this recipe).

Ingredients:

Preparation:

Heat oven to 450°F. In a small bowl, combine the chives, Herbes de provence, salt & pepper.

Place salmon, skin side down, on a greased broiler pan; sprinkle with the chive mixture & put in the oven for about 15-20 min. till the salmon flakes easily with a fork. Meanwhile, in a large nonstick skillet over a medium high heat, melt 1 Tbsp butter. Add garlic & cook for 1 minute. Add wine & cook 2 minutes. Add dried thyme. Remove skillet from heat. Add capers & remaining butter. Stir to melt. Put salmon on a large platter & top with the sauce.

Serves 5-6

Ingredients:

1 C Long grain white rice (such as Uncle Ben’s) 2-1/4 C water 2-3 Tbsp onion soup mix 1/4 tsp salt 2 C frozen peas, corn or mixed veggies (whichever you prefer) Preparation: In a large saucepan, combine the rice, water, soup mix & salt. Bring to a boil. Add the veggies; return to boil. Reduce heat; cover & simmer 15 minutes & cook till rice and veggies are tender. Serves 4-5

Butter a deep-dish pie plate (9”-10” works best). Fill the bottom generously with white cake that is torn into about 1” pieces. Sprinkle Coconut & chopped pecans generously over the cake. In a separate bowl, beat eggs. When beaten, add baking powder, granulated sugar, vanilla and salt. Mix well & pour this over the cake mixture. Bake at 350°F for 23-25 minutes. Serve with fresh whipped cream or Cool Whip. Serves 6-8

Garlic Green Beans Ingredients:

2 cans of green beans, undrained 2 toes garlic, crushed Olive oil Parmesan cheese

Preparation:

In a medium size saucepan, combine beans and garlic. Bring to a boil and let boil on a low boil for about 3-5 minutes. Drain, leaving 1/4 of the liquid. Add 2 Tbsp extra virgin olive oil & sprinkle Parmesan cheese over all to taste. Serves 4-5
