editorial FUTURE POWER DELIVERY AND SUPPLY

the power delivery network from a transmission substation in north Fargo to a transmission substation in south Fargo. The upgrade will result in a transmission line that will support a higher line voltage, increasing from 69,000 volts to 115,000 volts. This upgrade will add the needed capacity for future load growth in the metro area and enhance reliability (see page 4 for more on this project).

If you have driven down Veterans Boulevard and 9th Street East in West Fargo lately, you may have noticed a new transmission line with metal poles being installed to replace the existing wood pole structures.

As the cities of Fargo and West Fargo continue to grow, so does the need for more power supply. To deliver adequate power capacity and enhance reliability, Minnkota Power, our power supplier, is upgrading

Cass County Electric serves over 25,000 accounts in Fargo and over 12,000 accounts in West Fargo that will benefit from the upgrade to the transmission network. To supply power to developing areas, Minnkota built a new substation near Veterans Boulevard. Another substation near 9th Street East and 16th Avenue East in West Fargo will be upgraded and converted to the new higher voltage by the end of 2018 to modernize the substation and improve reliability.

A higher voltage line requires higher clearance to the ground, meaning the new poles must be larger than the old ones. Additionally, metal poles are stronger than wood and

will withstand Mother Nature’s wrath for decades to enhance power reliability.

Over the next three years, CCEC has also requested to have Minnkota upgrade seven more substations in our service territory to meet the growing demand for electricity. The upgrades include five rural substations and two urban substations. To enhance reliability in our rural areas, CCEC is adding SCADA (supervisory control and data acquisition) to eight rural substations. SCADA allows technicians in our power control center to monitor and remotely control rural substations to enhance power reliability.

As a company, we know our members want reliable electricity.

Our engineering and operations team recently completed their construction work plan to provide service to new accounts and maintain our existing accounts at a projected cost of $48 million. CCEC has invested in your power delivery infrastructure and will continue to do so to make sure you have a reliable delivery and supply of electricity.

Investing in Reliability As an area develops and grows, the skyline changes. In south Fargo and West Fargo, a flurry of expansion has left things looking much different than they did 10 years ago. While the most notable change to the horizon in this area is the recently completed Sanford hospital along Interstate 94, another large project meant to support the area’s overall growth is resulting in a few changes as well.

Minnkota Power Cooperative, the generation and transmission cooperative that Cass County Electric Cooperative purchases electricity from, is in the midst of the second phase of a threephase, $30 million transmission network upgrade project in the Fargo and West Fargo area. Drivers along Veterans Boulevard in West Fargo may have taken notice of the progress this summer, as contractors working for Minnkota Power have been replacing existing wooden power poles with larger galvanized steel poles.

The new poles are larger because, to put it simply, the area now requires more power than it used to.

More power means higher voltage transmission lines, and high voltage lines need to be further off the ground. For the power-savvy, the existing 69-kilovolt line is being 4 Highline Notes August 2017

upgraded to a 115-kilovolt double circuit (meaning there are two three-phase circuits on one set of structures). The double-circuit aspect of the new line effectively optimizes the usage of the right of way and allows for expansion well into the future.

Transmission power lines differ from distribution power lines in that they are required to transport electricity at much higher voltages in order to accommodate more power flow, greater distances, or both. For instance, just over 50 percent of the power used by CCEC members is delivered via transmission lines from the Milton R. Young power plant in Center, N.D. To get to West Fargo, that electricity must travel more than 200 miles.

Transmission lines feed into substations, where the electricity is reduced to voltages more appropriate for local distribution. As such, the smaller distribution power lines can often be buried underground, and overhead distribution lines are becoming a relatively rare sight in new developments. Though it is expensive to do so, existing overhead distribution lines can even be buried in some instances. High voltage transmission lines, on the other hand, must remain safely up high. www.kwh.com

The first phase of Minnkota Power’s transmission enhancement project was completed in October 2016 with the commissioning of the Veterans substation near 32nd Avenue East and Veterans Boulevard in West Fargo. The upgraded lines involved in the project’s second phase will run from Veterans substation to Maple River substation in north Fargo.

The second phase also involves upgrades at the substations to handle the higher voltage. Further substation upgrades will make up the project’s third phase, which is expected to occur in 2018.

Altogether, the project represents a major investment by Minnkota Power in the improvement of electric reliability. In the last decade, CCEC has added more than 16,000 active member accounts, the vast majority within the Fargo and West Fargo areas. As a result, demand for electricity has increased by almost 50 percent. In situations like this, upgrades to electric transmission infrastructure are essential in order to continue to meet demands and foster economic viability and growth of the area. Ensuring homes, schools, and businesses have safe, reliable energy is the shared mission of CCEC and Minnkota Power.

A place to heal Perhaps the best gift a child can receive by the time he or she is grown is a supportive and healthy upbringing. While many are fortunate enough to receive this gift, the truth is that this isn’t the case for everyone.

“I keep thinking that North Dakota is a pretty small state – eventually we have to run out of kids to help.

Unfortunately, that’s never true,” says Tammy Noteboom, vice president of communications at Dakota Boys and Girls Ranch.

Luckily, the staff of the Ranch offer a place where troubled children and families can seek help, healing, and hope along a path to success and happiness.

As a residential treatment and educational center for youth ages 10 to 19, the Ranch offers a holistic healing experience and the highest level of youth psychiatric care in the state. With campuses in Bismarck, Minot, and Fargo, the Ranch provides in- and out-patient services to roughly 1,000 individuals each year.

The campus in south Fargo is home to living quarters for 16 children, classrooms, a gymnasium, a nutrition center, and a chapel. The residents and other patients of the Ranch seek help with complex behavioral and/ or psychological conditions. Due to the scope of services provided, Noteboom says that the Ranch is typically not the first place that children are sent for help. In fact, she says that on average, patients have been through nine placements prior to coming to the Ranch. Trauma, in one form or another, is something that many of the Ranch’s patients have endured.

“They are good kids who have been through horrific things,” Noteboom says.

At the Ranch, the goal is simple: help these kids be able to live a normal life. Staff are versed on the impacts

of trauma and use a compassionate, understanding approach that children may not experience in their home lives or traditional education settings.

“We have great professionals whose only focus is, ‘how can I help this child be well?’” says Noteboom.

The Psychiatric Residential Treatment Facilities located at all three facilities provide access to the expertise of a multi-disciplinary team focusing on individualized care for children with chronic psychiatric and behavioral health issues. Likewise, the Residential Child Care Facilities offer a supportive and safe place for troubled kids to live. Both facilities include basic needs care, recreation and wellness services, therapy options, spiritual services, and education.

Through the fully accredited Dakota Memorial School (DMS), children can continue their education from any level. Specialists work with home schools to ensure a smooth transition and transfer of credits.

Class sizes are small, allowing DMS teachers to provide individualized attention.

Classrooms are also set up differently than those in traditional schools, with features such as colored lighting and secluded spots that offer an extra feeling safety and security. The unique setting makes for a learning environment that better suits students struggling with psychiatric disorders. In addition to serving Ranch residents, Dakota Memorial School is available to students who live off-site but benefit from the specialized environment.

Children at the Ranch are encouraged to embrace their

strengths and express themselves creatively. An on-site art studio and a music recording studio allow residents to learn new hobbies while creating art. The creations are sometimes shared with others as messages of overcoming obstacles and self-growth.

Family therapy sessions foster long-term recovery by offering family members the chance to learn and grow along with the child.

While the Ranch offers a safe home for troubled children for a while, Noteboom says the mission is not for them to stay, but is instead to help them heal and be able to return to their homes.

•One-time rebate for charger installation - $50/kW ($500 max). Must be Level 2 240-volt charger. The average EV charger is 6.6 kW, which would qualify for a $330 rebate.

•The money-saving off-peak rate, which is about 40-50 percent lower than the standard electric rate.

Q&A: Charging my EV

Are rebates available?

In addition to the incentives offered from CCEC, current federal consumer tax credits are available ranging from $2,500 to $7,500 based on the size of the vehicle’s battery. Most insurance carriers offer discounted rates.

How far can you drive on a fully charged battery?

All-electric vehicles currently range from 62 miles to more than 290 miles (Tesla Model X) per charge. Hybrids typically range from 10 to 53 miles on the electric battery.

How long until the average battery needs replacement?

The lifetime of the battery varies greatly between models and is impacted by charging and driving practices. It is important to check with the manufacturer’s warranty before purchasing the vehicle. Most vehicles have a 10year battery warranty, while others are through the life of the vehicle.

Do EV batteries perform well in the winter?

Both gasoline and electric vehicles have lower efficiencies at colder temperatures. For EVs, cold weather can impact travel distance per charge by 25 to 50 percent. Larger batteries, however, have less performance loss issues.

Still, today’s EVs work well in cold climates, and new models will be even better. It is recommended that you store your EV in a garage during the winter and allow it to heat up while still plugged in.

Electric Cooperative Youth Tour Receives Rave Reviews

Sixteen North Dakota high school students returned June 16 from the 53rd-annual Electric Cooperative Youth Tour in Washington, D.C. They joined more than 1,600 students from around the nation for a fastpaced, intensive week of learning about history and American government, visiting with their state’s congressional delegation, becoming more knowledgeable about the cooperative business model, and touring museums, national monuments and memorials. While on the tour, they develop leadership skills and a national network of peers. The students are sponsored by their family’s electric distribution cooperative.

Year after year, the Youth Tour has been followed up with glowing praise from participants—this year was no exception.

“I cannot even begin to explain how grateful I am that I was selected to represent CCEC during the 2017 Youth Tour,” says Henne. “It provided me the opportunity to meet amazing people and see incredible monuments and museums. I really enjoyed seeing Mount Vernon, the Two participants, Elisabeth Ehnert, Lincoln and Washington Memorials, Horace, and Bridget Henne, Fargo, along with going to Capitol Hill and represented Cass County Electric meeting with Representative Cramer.

Boards of directors and co-op leaders believe it’s imperative to help students understand the democratic process and gain the skills necessary to become tomorrow’s leaders. Through the Youth Tour, co-ops across the country have made unforgettable impacts on students for more than half a century.

“It was definitely one of the best experiences of my life,” says Henne.

Mom’s Spam & Egg Sandwich Linda Otterson, Kindred

Ingredients:

10-12 large hard boiled eggs, peeled 1 can of Spam 1-2 Tbsp sweet pickle relish ¾ C Miracle whip, more or less to taste 2 Tbl prepared mustard, more or less to taste

Preparation:

Run eggs and Spam through a grinder or shredder. Mix eggs and Spam, add sweet pickle relish. Mix Miracle Whip and a small amount of prepared mustard – add more mustard for sharper favor. Cover and refrigerate at least overnight to give the ingredients a chance to blend. Add more spam, eggs, relish, mustard, Miracle Whip, to your taste.

Spam Pizza Spread Sandra Finger, Enderlin

Ingredients:

1 can Spam, ground 4 oz mozzerella cheese 1 small can tomato sauce ¼ tsp pepper ½ tsp garlic powder 1 Tbsp onion powder ½ tsp oregano 1 Tbsp miracle whip ¼ lb. butter, melted Hamburger buns Preparation: Mix all ingredients together and let stand for an hour. Cut hamburger buns in half and spread on top of each half (open face). Place on cookie sheet and bake at 300°F until cheese is melted and bun gets lightly toasted. This recipe was from the late Arlene Young, a wonderful cook and friend.

Sally Ann Cookies

Marilyn Beck, West Fargo

Ingredients:

½ C sugar ½ C brown sugar 1 C butter 2 eggs 5 Tbsp sour milk (add 1 tsp vinegar or lemon juice to 1/3 C milk to get 5 Tbsp sour milk) 1 tsp soda 2 tsp baking powder ½ tsp salt ½ tsp cinnamon 2 ½ C four

Preparation: Beat sugars and butter very well. Add egg, beat well. Add remaining ingredients incorporating well.

Chill dough for easier handling. Roll dough 1/8” thick. Using an empty Spam can as a cookie cutter, cut dough and place on ungreased cookie sheet.

Bake 10-12 minutes at 350 °F, until just starting to brown around edges. When cooled, cookies can be frosted with powdered sugar frosting. My grandma Lura McDougall used ½ lard and ½ butter in cookie recipe.
