My electric cooperative roots go pretty deep. Mom worked for the local electric co-op until I was born.

She was pretty excited when I got a summer job there in my college years. Most folks know of the local co-op, but I’m not sure they really understand what’s all involved behind the scenes of our industry. If the lights come on and the bills are reasonable, there’s not too much to talk about.

Mike Gustafson got to know me through his NDSU connections, and approached me in my college days about working part-time at Cass Electric in the glory days of electric

load management; it sure beat throwing cases of beer at the liquor store. That was over 37 years ago, and with retirement at hand, it’s all coming to an end as I bid farewell to my fellow CCEC co-workers, and to you the member, as your employee.

It’s been an incredible career, filled with so many great success stories helping members, the challenges of storm repairs, and everything in between.

The success of all this shows in statistics that are maintained by our supplemental lender, Cooperative Finance Corporation, for all the nation’s co-ops.

One constant that’s remained is our whole purpose in work: serving our member-owners with safe, reliable, and affordable electric service.

Cass County Electric is one of over 800 electric cooperatives in the nation, and is one of the fastest growing cooperative utilities today.

Growth costs money, but CCEC has some incredible numbers to share with you, the member-owner, that reflect just how well this cooperative is doing.

• Reliability: CCEC is in the top 8 percent of all US co-ops for best system reliability and was #1 in 2015 for its size group with an average availability index of 99.9911 percent!

• Maintenance: Even with excellent reliability, CCEC is spending far less than the national average on maintenance. In fact, we’re in the top 7 percent for most efficient maintenance expense.

It didn’t take long to learn how unique and innovative CCEC really was, or how much fun it was to work at CCEC. A hallmark in CCEC’s history is Willard Grager, and his legacy continues to this day. It was his vision that saw things like underground cable, electric heat and load management, security lighting on the farm, computerized billing and accounting, and the value of serving dense development areas around Fargo & West Fargo like West Acres.

Working with CCEC’s board of directors, your elected representatives, has been most rewarding too. They hold us accountable while allowing us to do our jobs without undue scrutiny.

CCEC is arguably, one of the best electric utility operations in the nation! I sure have enjoyed my career working for you the member-owner!

DAMAGE ACCOUNTABILITY Through accidents and vandalism, humans take a toll on utility infrastructure

I

t was a frigid night in February.

The wind howled, pulling temperatures down into negative-teens at times. The frozen, smaller-than-average snowpack refused to be moved by the gusts, and as harsh as the conditions were, Fargo residents would at least be spared a blizzard. In fact, many were entirely unaware of the conditions outside.

The materials and equipment that make up the infrastructure of the electric utility grid (known as “plant”) constantly face the damaging effects of weather, time, and of course, people. Any instance of damage occurring from the public undergoes a thorough follow-up process to determine responsibility for the incident.

Snacks, friends, and big-screen TVs showing Super Bowl XLIX garnered more attention than the weather for many on this particular night. Seattle and New England were locked in a close contest in the biggest game of the year. It was going to come down to the very end, and viewers were thrilled at the promise of a nail-biting finish. Then, suddenly, the power went out.

In 2015, there were 128 different incidents involving plant damage which resulted in more than $90,000 in repairs. The number of incidents in 2015 was a five-year high, due in part to increased contractor activity, though for the most part, there are no predictable trends when it comes to plant damage.

Within minutes, Cass County Electric Cooperative line workers were mobilized. 239 members in south Fargo had lost power — a relatively small outage, but one that occurred at an especially bad time. Workers arrived on scene and found the cause of the outage. A transformer in a residential lawn had been demolished, struck by a large vehicle.

Tire tracks traced the vehicle’s path through the snowy lawn, directly into the big green box. Within three hours, the crew replaced the transformer and had power flowing again. As odd as the incident might seem, it was just another entry into a database 4 Highline Notes August 2016

“I don’t think there is much rhyme or reason to what goes on in the world of plant damages,” says Sarah Smith, CCEC plant accountant. “One week, it is crazy and others are quiet.”

Part of Smith’s job involves handling work orders and costs associated with damage to CCEC materials and equipment.

In the event of weather damage or simple failure, repairs are made and power is restored according to procedure. When people cause the damage, it becomes necessary to determine the circumstances of the incident. When crews arrive at the scene of damage caused by another www.kwh.com

person, an investigation begins, on top of efforts to make repairs.

Sometimes, responsibility for the damage is easy to determine.

Depending on the incident, an invoice may likely be issued to the responsible party, an action necessary to keep the incident from affecting electric rates for all CCEC members. Some cases require lengthy investigations and occasional help from local police and media. Those responsible for damages are not always found, and in instances such as these, CCEC must assume the cost of repairs.

“Each case is unique,” says Smith.

Regardless of the situation, each incident is thoroughly documented and handled carefully with the expectation that it could result in legal action by either party.

Crews arriving on the scene of such incidents use iPads to fill out incident reports on the spot and take numerous pictures of the damages.

The plant that makes up CCEC’s electric utility grid exists in a region of busy agriculture and steady construction and growth. As a result, CCEC works to collaborate with members of the community who are most likely to come into contact with active electrical materials, such as farmers and contractors.

Before any project that involves

digging, the ground is required to be marked by a professional locator.

Those colorful flags and paint on the ground during construction season are the marks these locators use to indicate buried equipment so that workers can avoid inadvertently causing damage. Though very rare, these marks are occasionally inaccurate, resulting in damage.

However, locators are so accurate that in 2015, 24,200 locate marks were placed for CCEC underground plant and just 15 of those were found to be incorrect.

CCEC also works with farmers when it comes to plant damage. As the agricultural industry continues to evolve, farm machinery continues to get larger. Due to the rapid pace of machinery growth, power lines that were once high enough eventually fail to provide the clearance needed for farmers to pass safely beneath.

In these instances, CCEC works to ensure the safety of members and maintain reliable service in rural areas.

Cass County Electric Cooperative’s goal is always to provide safe, reliable electricity to our members. If equipment is damaged and service is interrupted, our crews work to repair and restore as quickly as possible.

In the best interest of our members, when someone is responsible for damages, we do what we can to ensure the cost of repairs is covered.

As a not-for-profit cooperative, we are always looking out for those who bare our costs—you, our members.

Safety is the top priority when vehicles come into contact with electrical equipment. Police reports often play a large role in later determining how to bill for repairs.

The transformer damaged during the “Super Bowl outage.” Tire marks up the side of the box make the cause of damage quite clear.

Investigation is important in every situation. This pole-mounted breaker appeared to have been shot by vandals. Upon examination however, the damage was found to be the result of an internal failure which ruptured the enclosure, appearing from the outside almost identical to a bullet hole.

Cass County Electric Cooperative, with matching grant money from CoBank, sponsored 13 $1,000 scholarships through the North Dakota Dollars for Scholars program and the West Fargo Area Scholarship Fund this year. CCEC gives to these programs each year with the hope of encouraging young people to continue their education and to provide some financial relief for tuition costs. "Trip of a lifetime!”

Fifteen North Dakota high school students returned June 17 from the 52nd annual Electric Cooperative Youth Tour trip in Washington, D.C. They joined more than 1,600 students from around the nation for an intense seven days of touring museums and memorials, visiting with their state’s congressional delegation, and learning history, character building and the cooperative business model. While on the tour, they develop leadership skills and a national network of peers. The students are sponsored by their family’s electric distribution cooperative.

This year, April Peterson, a sophomore at Davies High School, and Bradley Schiltz, a sophomore at Sheyenne High School, represented Cass County Electric Cooperative on the Youth Tour. Peterson and Schiltz were among more than a dozen other students from across CCEC’s service area who submitted essays for a chance to be selected for the Youth Tour.

“I had a great time on the Youth Tour and would like to thank [Cass County Electric Cooperative] again for the opportunity,” says Schiltz.

“What did we see . . . where to even start?” says Peterson. “I feel like the answer should be ‘everything,’ but I’m sure there’s more to be seen.”

Education is a fundamental principle of electric cooperatives. Boards of directors and managers say they believe it is imperative to help students understand the democratic process and gain the skills necessary to become tomorrow’s leaders. By sponsoring the Electric Cooperative Youth Tour, North Dakota’s electric cooperatives are helping high school students experience government firsthand by visiting Washington, D.C., meeting their representatives and senators, and building a better understanding of our country and their role as engaged citizens.

“A couple of Representative Cramer’s interns (ND locals themselves) took us on an actual tour of the Capitol Building before we met with the man himself,” recalls Peterson.

“I will always remember the friends I made, all of the great places I visited and all of the things I learned about history and our government,” says Schiltz.

“Thanks to all who help provide this opportunity for students, it is definitely a trip of a lifetime!”

Looking to the next generation

PRICE DROP! The prices of Prairie Sun Community Solar have been lowered significantly.

CCEC received grant funds from the North Dakota State Energy Program and the U.S. Department of Energy resulting in a 58 percent reduction in the cost to purchase solar credits.

How much does it cost to participate?

CCEC members can purchase the output of a half panel for $350 up front or the output of a full panel for $700 up front.

24 month payment plans are available for both half and full panel purchases. Residential members may purchase output of up to two panels, subject to limitations.

How much credit will I receive?

The rated power output per solar panel(s) allotted to each member is divided by the rated output for the entire array.

This is then multiplied by the array’s total power production each month, resulting in each member’s monthly kWh credit. One full panel is projected to provide a credit of 10 - 45 kWh per month, meaning your credit will likely vary from month to month because of weather and time of year. Based on today’s electric rate, the average solar credit from one panel will come to around $35 per year. Credits will be calculated based on the current rate, so if rates increase, your solar credit will too.

From sunshine to electricity - photovoltaic solar systems Work has begun on Prairie Sun Community Solar. It will be the first community solar array in North Dakota and will soon begin providing solar energy credits on the monthly electric bills of participating Cass County Electric Cooperative members. The array will consist of 324 solar panels which will convert sunlight into usable electricity. This conversion process is known as photovoltaics (PV).

Photovoltaics is the process where light is converted into electricity by harnessing the properties of

the photoelectric effect. Materials that exhibit the photoelectric effect absorb photons of light and release electrons. Capturing the movement of these electrons results in the formation of an electric current, which is used as electricity.

In PV solar systems, materials required to initiate the photovoltaic effect are assembled on small cells known as photovoltaic cells or solar cells. Many of these cells are then arranged into a solar module.

A few modules usually make up a solar panel, and many solar panels

can be combined in a solar array.

As a whole, these pieces make up a photovoltaic system.

Traditional solar cells use silicon as the photoelectric material, which is fairly efficient at converting light into electricity. As the technology continues to evolve, solar materials are taking many different forms.

Today, thin film solar cells are being incorporated into buildings. Solar inks are even being developed which could someday be used to coat regular surfaces and turn them into electricity-generating surfaces.

2 pkgs. hot dogs 2 pkgs. bacon 6 American cheese slices 6 dill pickles 1 onion 2 – 8oz. cans of tomato sauce ½ C brown sugar ¼ tsp dry mustard

Preparation:

Finely chop together pickles, cheese, and onion. Cut hot dogs in half, but not all the way through. Place chopped items in cavity of hot dog. Wrap with a piece of bacon and place 1 toothpick in one end to hold together.

Place in frying pan. When all are wrapped, slowly fry item turning occasionally. When they look brown, combine tomato sauce, brown sugar and dry mustard. Pour over and simmer on low for 30 minutes.

Mix sugar, flour, and salt, add well beaten egg yolks. Add rhubarb, and mix to coat well.

Fill unbaked pie shell and bake at 350° for 1-1 ½ hours.

When baked, top w/ meringue and bake an additional 10-15 minutes. (I usually use a top crust instead)

Macaroni Fruit Salad Julie Kleinwachter, Fargo

Ingredients:

8 oz. box macaroni rings 20 oz. can crushed pineapple 3 Tbsps. flour Dash of salt 8 oz. carton Cool Whip 1/3 C lemon juice

1 can fruit cocktail ½ C sugar 4 beaten eggs

Preparation:

Cook macaroni rings, drain and cool. In saucepan, put juices from fruit, lemon juice, flour, sugar, salt

and eggs. Whisk together before cooking. Cook over medium heat until thick, about 1-2 minutes.

Stir constantly. Cool. Mix with macaroni and fruits. Stir in cool whip. Refrigerate overnight.

Yields 30 ½ cups.
