I generally use my editorial to provide updates on new projects and developments and report on the progress of ongoing initiatives and issues related to the energy industry.

We share these updates so all our consumer members can see our priorities, progress, and challenges.

However, during this season of giving thanks, I think it’s equally important to let you and other Cass County Electric Cooperative consumer members know your impact on our co-op and the greater community, likely in ways you may not even realize.

BOARD MEETING HIGHLIGHTS SEPTEMBER 2023 The Cass County Electric board of directors met in person on Sept. 26, 2023, and discussed the following topics: • Moved to approve the September 2023 consent agenda of the regular board meeting consisting of minutes, monthly department reports, director expense report, and the August purchased power adjustment (PPA).

• President/CEO Marshal Albright gave the president’s report reporting on cooperative operations, community workforce initiatives, and updates from meetings and conferences attended.

‘The math does not add up’ on EPA carbon proposal A new EPA power plant proposal could put grid reliability at risk.

This summer, the Environmental Protection Agency rolled out new regulations for power plants that, if enacted as proposed, will accelerate grid reliability issues and threaten the affordability of electricity across the nation.

Minnkota Power Cooperative and its industry partners issued comments to EPA in August about the unworkable timelines and requirements in its most recent proposals to regulate greenhouse gas emissions from both coal and natural gas power plants. Utilities would be required to implement carbon capture and hydrogen technologies that are promising but not yet commercially available, especially on an unreasonably expedited timeframe. This threatens to push more baseload and dispatchable plants offline in the next decade as the risk of electric grid instability and blackout issues continue to grow.

“Although Minnkota supports investment in carbon capture and storage (CCS) technology, the proposed rule overstates the technology’s current and future capabilities as well as the timeline in which CCS can feasibly be deployed,” said Shannon Mikula, Minnkota’s environmental manager.

The rule requires that coal-based power plants be retrofitted with CCS technology by 2030 or consider various options leading to closure. Natural gas power plants are also required to install CCS, which has never been done on a gas plant before, or co-fire with lowcarbon hydrogen, which currently has no reliable supply or transportation infrastructure. Some exceptions are available for peaking gas plants, which operate a limited number of hours each year.

in the spring of 2024. It is anticipated that the final rule will be subject to significant litigation. See graph on the next page.

What about Project Tundra?

In 2015, the Obama Administration released the Clean Power Plan, the first-ever rule to regulate carbon dioxide (CO2) emissions from power plants. That rule was stayed by the U.S. Supreme Court and ultimately never implemented. The Trump Administration replaced the Clean Power Plan with the Affordable Clean Energy rule, which also faced litigation and was never implemented.

Minnkota has responded to these rulemakings by working to develop Project Tundra – one of the world’s largest CCS projects at the coal-based Milton R. Young Station. During this time, Congress enhanced tax credits in 2018 and 2022 to incentivize CCS project development.

Financing for the project is largely made possible through federal 45Q tax credits, which provide $85 per ton of CO2 that is permanently stored.

“Despite all the regulatory uncertainty, our board and staff have committed to the view that we are going to live in a carbon-managed world and we’ll need to develop technologies and strategies to help us navigate this challenge,” said Mac McLennan, Minnkota president and CEO. “We want to be part of the solution, but there needs to be an understanding that America’s electric grid can’t be completely transformed overnight.”

After nine years of development, Minnkota is nearing a final decision on Project Tundra in 2024. Minnkota continues to assess how the project might work as a compliance strategy with the EPA proposal.

directly beneath the power plant site,” McLennan said. “Not every coal plant is equipped with these resources and it will be near impossible for another utility to start from scratch and develop its own unique CCS system on the timeline provided under this proposal.”

Minnkota, grid operators express concern Reliability has been and always will be essential to Minnkota and its member cooperatives’ mission.

Regulators, lawmakers and grid operators have articulated rising fears of a reliability crisis, which will be further exacerbated by the EPA proposal. According to the North American Electric Reliability Corporation, the “disorderly” retirement of existing generating assets across the country, and insufficient replacement of that power capacity, is directly impacting reliability and increasing the risk of blackouts.

“The math does not add up,” Mikula said.

“Dispatchable generation is retiring faster than replacement resources are coming online. In the MISO region where Minnkota operates, the dearth of dispatchable resources is well-documented and places the entire region on a heightened capacity shortage alert.”

MISO joined with the other major grid operators across the U.S. to issue public comments to EPA stating they “are concerned that the proposed rule could result in material, adverse impacts to the reliability of the power grid.”

“If the technology and associated infrastructure fail to timely materialize, then the future supply of compliant generation — given forced retirements of non-compliant generation — would be far below what is needed to serve power demand, increasing the likelihood of significant power shortages,” the grid operators said.

More regulations in process Minnkota and its industry partners also issued comments in June on EPA’s proposal to further regulate mercury and particulate matter emissions from power plants. While Minnkota has robust systems in place at the Young Station to significantly reduce these emissions, the rules would require additional cost for near unquantifiable benefits.

EPA is expected to issue its final rule in 2024.

Again, the end result would be more reliable power plants being forced offline when America’s electric grid needs them most.

“People use the phrase ‘keeping the lights on,’ but it’s so much more than that,” McLennan said.

“It’s keeping families warm in the winter, helping American businesses stay competitive, ensuring hospitals and essential resources are available at all times and protecting our national security.

These are things that depend on a reliable electric grid and we should take that seriously.”

Avoid high fuel oil and propane prices with off-peak electric heating North Dakota households that rely on fuel oil or propane to keep them warm through our cold season can face volatile prices. While fuel oil and propane costs have stabilized, historically, they have been subject to more volatility. CCEC’s off-peak program offers stability.

If the possibility of another price spike has you nervous, there’s an easy way to prepare now. Simply incorporate electricity into your heating system and enroll in CCEC’s voluntary off-peak program. You’ll receive electric heat at nearly half the standard electric rate, bringing your heating cost below fuel oil or propane costs. Plus, the off-peak electric rate has remained stable for almost a decade, so there are no worries about sudden swings in the market that you didn’t work into your budget.

During these “control periods,” most consumers are automatically switched to a backup heating system, generator, or stored heat, so there is no interruption in comfort.

impact My Co-op Cares

Here at Cass County Electric Cooperative (CCEC), you energize us while we power you – and not just through electricity.

To support our growing communities, CCEC employees regularly volunteer for numerous nonprofit organizations, municipalities, and other service projects throughout the year.

Volunteers work with Great Plains Food Bank every summer to complete various foodsecurity-related projects. This year, volunteers joined in on the organization’s Backpack Program, a program that sends school children home with bags of nutritious and easy-to-prepare meals and snacks.

In addition, our volunteers take shifts for an entire week every fall at the Emergency Food Pantry, stocking shelves and putting wholesome food into the hands of families in need. Oftentimes, these volunteer opportunities are paired with an employee food drive.

In an effort to ensure the wellbeing of seniors in our community, volunteers drive and deliver meals twice each month for Meals on Wheels. This national network delivers millions of meals each year to combat the malnutrition of seniors.

This past summer, CCEC volunteers headed to Fort Ransom to aid in the demolition of a damaged mill near their historic area. Line crews relocated a riser pole and removed tin from the old mill to complete the demolition. Additionally, volunteers moved artifacts out of the Ransom County Historical Museum to help prepare for building renovations.

With another cleanup call, our volunteers headed to Farm in the Dell, a farm and garden nonprofit that provides employment for individuals with disabilities.

Volunteers pulled weeds to help make the farm look guest-ready for their community fundraising dinner later that evening.

CCEC employees joined our members and community in collecting winter coats for Fraser Ltd.’s Stepping Stones Resource Center (SSRC) Stepping Stones provides case management and access to basic needs such as bus passes, hygiene items, laundry, blankets, computer and Wi-Fi access, food, clothing, and children’s items. They also serve hot meals and, during the winter months, provide an extended-hours shelter program to serve youth.

Like these organizations, you, too, can ask for help in making a difference in your community.

CCEC’s My Co-op Cares program allows us to help your community projects by sending cooperative employees to volunteer on a cleanup project, a community garden, painting, community center repairs, or other initiatives.

Mini pecan pies

Cream corn casserole

Ingredients: 1 pie crust, store-bought 1/3 cup light corn syrup 1/4 cup brown sugar 1 and 1/2 Tablespoons unsalted butter, melted 1 egg, lightly beaten 1/2 teaspoon vanilla extract 1/2 cup chopped pecans Preparation: Preheat oven to 350°F. Roll the pie dough out on a lightly floured surface into a 12-inch circle. Using a 3-inch cookie cutter, cut out 12 circles from the dough. Place each piece of dough in each muffin cavity of a greased muffin pan, making sure each piece comes up the sides just a little bit (you may need to stretch the dough). Transfer the muffin pan to the refrigerator while you prepare the filling. Mix the corn syrup, brown sugar, melted butter, egg, and vanilla extract in a mixing bowl until fully combined; then mix in the chopped pecans. Remove the muffin pan from the refrigerator. Evenly distribute the filling (about 1 tablespoon), making sure the pecan pie filling does not come up over the edges of the dough. Bake at 350°F for about 25 minutes or until the filling is set. Remove from the oven and cool in the pan for about 10 minutes. Transfer the pies to a wire rack to cool completely.

Ingredients: 1 (8-ounce) package cream cheese, cubed and at room temperature 4 Tablespoons butter ⅓ cup milk ½ teaspoon salt Black pepper, to taste 1 (18-ounce) bag of frozen sweet corn, thawed Diced pickled jalapeños, to taste 1 cup shredded sharp cheddar cheese Preparation: Preheat oven to 350°F. Melt cream cheese and butter in a medium pot set over low heat.

Stir in milk until mixture is smooth and creamy. Stir in salt, corn, and jalapeños. Pour corn mixture into an 8-inch square baking dish. Sprinkle with grated cheddar. Bake for 20 minutes or until golden and bubbly.

Roasted Brussels sprouts Ingredients: 1 1/2 pounds Brussels sprouts trimmed and halved 1 Tablespoon, plus 1 teaspoon extra-virgin olive oil 1/2 teaspoon kosher salt 1/4 teaspoon black pepper 2 Tablespoons freshly grated parmesan Preparation: Place a rack in the upper third of

your oven and preheat the oven to 400°F. Place the Brussels sprouts in the center of a largerimmed baking sheet. Drizzle with the olive oil and sprinkle with salt, pepper, and any other desired spice additions.

Gently mix until the Brussels sprouts are evenly coated, then spread them into a single layer on the baking sheet. For even CassCountyElectric.com

better crisping, flip the Brussels sprouts so that they are all cut sides down. Bake for 10 minutes, then remove from the oven and stir in the parmesan cheese.

Bake for 15 minutes or until the Brussels sprouts are lightly charred, crisp on the outside, and tender in the center. Enjoy immediately.
