House Majority Leader Steny Hoyer, D-Md said he supports NRECA’s push for an infrastructure bill to go beyond roads and bridges to include expanded broadband service in rural areas and improvements in the electric grid to make it more reliable and resilient.

Sen. Joe Manchin, D-W.Va., spoke to co-op leaders about the need to train more energy workers to meet future demand. “Start building that workforce of the future that you’re going to need,” he said. Manchin also told co-ops to get ready to serve an increasing number of consumer-members with electric vehicles.

Rep. Mike Conaway, R-Texas, talked to co-op leaders about the implementation of the Farm Bill. Among the many provisions in the five-year bill is one that authorizes $350 million a year in loans and grants to finance rural broadband projects in underserved communities.

Rep. John Shimkus, R-Ill., tells coop leaders that the climate change agenda should not increase energy costs for impoverished rural residents. “Let’s make sure we don’t explode the cost of energy,” he said. For those that believe climate change is a problem, “we think poverty is more harmful to our citizens,” he said.

Editorial continued... delegation and representatives from NRECA to discuss important issues for North Dakota. We discussed a new rule that FERC has proposed that would allow distributed energy resources (aggregators) access to the wholesale power market. This rule would go against the cooperative business model of local control by our boards of directors.

Federal policy, rules, and regulations can have a significant impact on the cost of electric service to our membership. Rest assured, Cass County Electric along with North Dakota’s Electric Cooperatives have a voice in Washington D.C., thanks to our congressional delegation, they understand our issues and go to bat for us when needed.

2019 Board Highlights Board meetings are generally held the last Tuesday of the month.

The Cass County Electric Board of Directors met on April 26, 2019 and discussed the following topics: • The board welcomed newly-elected District 6 Director Kalvin Hoff.

• The board held a reorganization meeting wherein Director Marcy Svenningsen was elected board chair; Director Jeff Triebold was elected Vice-Chairman; Director Glenn Mitzel was elected Secretary; and Director Sid Berg was elected Treasurer. The Vogel Law Firm was retained as legal counsel. Board meetings are scheduled for the last Tuesday of each month beginning at 8:30 a.m.

• Approved the April 2019 consent agenda of the regular board meeting consisting of: minutes of the previous meeting, monthly department reports, board compensation schedule, annual report on the Business Continuity Plan, and the March Purchased Power Adjustment (PPA).

• President/CEO Marshal Albright gave the President’s Report, reporting on the NDAREC Board Chair/Manager’s meeting, leadership training on Continuous Improvement Transformation, the NRECA Governance Communications Resource Guide,

and was a guest lecturer on cooperatives for an Ag Econ class at NDSU. • Approved the March financial report and the year-end projections. An update was given on the Legacy Fund investment portfolio.

• Received reports from Minnkota Power Cooperative, Square Butte Electric Cooperative, and North Dakota Association of Rural Electric Cooperatives.

• Viewed a webinar on HomeServe home repair service.

• Reviewed and approved the 2018 IRS Form 990 for filing.

• Held a “wrap-up” discussion of the 81st Annual Meeting held April 23, 2019.

• Sarah Rhea, Human Resources Specialist, presented the 2018 Operation Round Up report.

• Chris Erickson, Manager of Technical Services, presented an update on dairy farms and stray voltage.

• Approved the April 2019 estate capital credit payments.

• Approved member meeting dates for the years 2020 and 2021.

• The board is conducting a self “evaluation” and legal counsel is facilitating it.

The next meeting is scheduled for Tuesday, June 25, 2019.

High-tech Science Making Real-life Impact By: Erin Hemme Froslie Today there are between 25 and 30 million Americans living with a rare disease. Thousands of these patients are waiting for a cure, a cure that likely will have its start in a Fargo-grown biotechnology firm.

Aldevron is the world’s leading manufacturer of plasmid DNA, the base material used in gene and cell therapy, gene editing and immunotherapy. It’s a critical ingredient for laboratories in the booming fields of biotechnology and biopharmaceuticals.

Essentially, Aldevron makes the DNA that will help its clients cure people of all sorts of diseases.

“We know patients are waiting,” says Michael Chambers, founder

and president of Aldevron. “That’s why we’re trying to find ways to do it better, faster. That’s what motivates us.”

Last fall, Aldevron moved into its new headquarters in southwest Fargo near the Microsoft campus.

The 70,000-square-foot building is the largest and most advanced DNA facility in the world. About 300 people work at the corporate center, but there is room to grow on the 14 surrounding acres.

Chambers expects the firm will ultimately have up to 800 employees in Fargo.

In addition, Aldevron has facilities in Madison, Wisconsin, and Freiberg, Germany devoted to,

respectfully, protein and antibody development.

The company’s expansion has brought it a long way from the small lab at North Dakota State University where Aldevron was founded by Chambers and John Ballantyne in 1983. Chambers was graduating with degrees in microbiology, biotechnology and chemistry. Ballantyne, who now serves as the company’s chief scientific officer, was doing graduate work in pharmaceutical sciences.

Despite its humble beginnings, Aldevron had the good fortune of coming of age as the industry exploded. That has ensured not only the firm’s growth, but its

ability to be one of the leaders in an industry that is changing rapidly.

“We had a sense of what was possible, but nobody knew how fast this industry would grow,” Chambers says. “It still feels like it’s the early days. We’re making Model T’s right now, and we know we’ll be building Ferraris soon.”

So far, three gene therapies have been approved in the U.S. – two for cancer, a third for blindness.

Another 900 are in development.

For its role in the process, Aldevron acts as a Xerox printer, making billions of copies of edited DNA for its clients. The technology also exists that allows scientists to create the genetic tool that edits DNA like a word processor.

While Aldevron can’t disclose many of its clients, the company has played a supporting role in nearly every gene therapy discovery that makes headlines.

Those success stories are powerful – and a reminder that high-tech science has real-life impact.

For example, there is Sarepta, a biopharmaceutical company that focuses on the discovery and development of genetic medicine to treat rare neuromuscular diseases. The company has made some progress in addressing

duchenne muscular dystrophy, a genetic disorder that causes progressive weakness so that most patients have to use a wheelchair by the time they are 13.

And there is the story of Emily Whitehead of Philipsburg, Pennsylvania. She had been diagnosed with lymphoblastic leukemia, the most common childhood cancer in the US. About 90 percent of young patients recover with chemotherapy treatment. But Emily was one of the few who didn’t respond to treatment.

In 2012, she became the first pediatric patient to be treated with CAR-T cell therapy, where doctors manipulate a patient’s immune cells to treat his or her cancer. She is now cancer-free.

At Aldevron’s Fargo facility, there are four production lines across 32 rooms, allowing the company to make 12 to 15 biological drugs at once.

Each room is aceptic, and only trained Aldevron employees are allowed within the work areas that house fermenters and bioreactors. Windows and closed-circuit cameras allow clients and regulatory agencies to monitor what is happening as the biomaterials are replicated in quantities acceptable for both

research trials and commercial endeavors.

Aldevron’s geographical location in Fargo has supported its success. Business costs are low compared to housing a similar site elsewhere in the U.S. In addition, the company has access to highly educated employees who demonstrate a strong, Midwestern work ethic. Many of its Fargo employees have connections to the local colleges, including NDSU, Concordia College, Minnesota State University Moorhead and area technical schools.

The firm is constantly looking to innovate and advance its technologies, Chambers says. Even as there is a growing demand for the services and products Aldevron provides, biotech is progressing rapidly. A sense of exploration and adventure is key as the firm moves forward.

Today, Aldevron supports those keeping generations of people dying from genetic diseases.

Tomorrow, that technology will be helping us all live better, healthier lives.

“We know that someday gene therapy will be applied to general wellness,” Chambers says.

“Everyone is going to benefit from what we do today.”

working for Cass County Electric for over four years. Casey went above and beyond to acquire this certification, as it is not required for the position, but he felt that it would aid him on the job.

The Cooperative Difference Cass County Electric Cooperative’s Annual Meeting was held on April 23 at the Delta by Marriot in Fargo.

The meeting was attended by 316 members and 501 total guests. This year’s meeting was unique in a couple of ways.

1) Long-time director Russ Berg retired after 30 years of serving on the board! Congratulations Russ!

2) New this year was absentee voting - members unable to attend the meeting had the opportunity to request an absentee ballot in the mail.

Kilowatt-hour (kWh):

A unit of measure of voltage. One volt is equal to the difference of potential that would drive one ampere of current against one ohm resistance.

Ohm (Ω):

Power:

The rate at which electrical energy is transferred by an electric circuit. Measured in Watts.

Watt (W):

A unit of electrical power.

At Cass County Electric Cooperative, we ask you kindly to stay away from pad-mount transformers (the big green box). While safe, they are not meant for touching, climbing, or playing. Pad-mounted transformers carry high voltages of electricity that serve many homes in our communities. We have four tips to keep you safe around the ‘big green box.’ 1. Never touch, climb, or play on pad-mounted transformers.

Never put fingers, sticks, or other objects through cracks in the transformer.

2. Keep areas surrounding the pad-mounted transformer clear so that workers can safely maintain transformers as needed. Keep shrubs and structures at least 10 feet away from the transformer doors and 4 feet away from sides.

3. Never dig near a padmounted transformer. They are surrounded by underground

cables. Hitting the cable could result in an electrical shock or disruption of service.

Remember always to dial 8-1-1 before you dig!

Peanut Butter Dip

Shannon Stumpf, Energy Management Coordinator

Ingredients: ¼ c. softened butter 4 oz. cream cheese 1 c. peanut butter ½ tsp. vanilla 1 ½ c. powdered sugar ½ c. mini chocolate chips Preparation: Mix all ingredients together. Stir in ½ cup mini chocolate chips, serve with pretzels.

Shrimp Dip Jim Collins, Energy Management Specialist Ingredients: 1 can of cream of shrimp soup 1 block of cream cheese, 8 oz 1 small can-drained or cut up cooked shrimp 1 tsp. lemon juice Dash of paprika for garnish Preparation: Soften the cream and mix with the can of cream of shrimp soup. Fold in the shrimp.

Garnish. Serve as a dip for veggies or crackers.

Beef Tortellini Skillet Chad Brousseau, Manager of Energy Services Ingredients: 1 lb ground beef 1/2 tsp. Montreal steak seasoning 1 c. water 1 tsp. beef bouillon granules 1 package (19 oz.) frozen cheese tortellini 1 c. shredded Italian cheese blend Preparation: In a large skillet, cook beef into crumbles over medium heat; drain. Stir in steak seasoning.

Add water and bouillon; bring to a boil. Stir in tortellini; return to a boil. Reduce heat; simmer, covered, 3-4 minutes or until tortellini are tender. Remove from heat; sprinkle with cheese.

Let stand, covered, until cheese is melted.

Gluten Free Moist Pumpkin Muffins Heidi Gackle, Energy Management Representative

Ingredients: ½ c. coconut flour ½ c. almond flour 2/3 c. sugar 1 T. gluten free baking powder 1 T. pumpkin pie spice ¼ tsp. salt 4 eggs ¾ c. canned pumpkin ½ c. melted butter or coconut oil 1 tsp. vanilla (optional: top with pumpkins seeds or mini chocolate chips) Preparation: Preheat oven to 350. Line 12 muffin cups.

In large bowl stir all dry ingredients. Stir in the eggs, pumpkin, butter, and vanilla until completely combined. Spoon batter into muffin cups until almost full, smooth the tops.

Bake for about 20-25 minutes, until a toothpick inserted comes out clean and slightly golden around edges.

Caveman Steak Recipe

Ingredients: 2 each, 1 ½”–2” thick steaks (porterhouse, rib eye, sirloin, or strip) 3 T. whole black peppercorns Coarse kosher or sea salt Preparation: Start a fire with charcoal. When well lit, scatter it into a single layer. Crush the peppercorns.

Coat the steaks liberally with pepper and salt well. Fan the excess ash off your coals. Place the steaks on the coals! After 3–4 minutes, flip the steaks. Cook the steak on the second side for another 3–4 minutes. Temp the steak, aiming for 115°F for medium-rare, or 120°F for medium doneness. Remove from heat. Allow the steaks to rest on a pan for 10 minutes. Slice and serve.

Once the power lines are in the air or underground, the work doesn’t end for an electric utility. With a 10 county service area and more than 50,000 active accounts, it takes a massive maintenance effort to keep the power running smoothly. To make it happen, Cass County Electric Cooperative augments its 100-employee workforce with contractors on a regular basis to help with some of the heavy lifting.

The companies below provide crucial services to aid our maintenance efforts. If you see them out in the field, there’s a chance they’re working to help us keep the power on for you.

Carr’s Tree Service:

Carr’s handles vegetation management for CCEC. This service is necessary to keep tree limbs clear of power lines to prevent fires and power outages.

Martin Engineering:

Martin Engineering conducts regular pole testing to assess the condition of power poles in the field. Aged, damaged, or otherwise unsuitable poles are marked for replacement to avoid further damage, accidents, and power outages. Martin Engineering also conducts other equipment maintenance and lawn restorations.

Dakota Hills Electric:

CCEC is responsible for select yard lights in rural areas, and Dakota Hills Electric conducts light maintenance and replacements on our behalf.
