Midcontinent Independent System Operator (MISO) is a not-forprofit member-based organization that ensures reliable, least-cost delivery of electricity across all or parts of 15 U.S. states and one Canadian province.

When you flip on a light switch, you expect the light to come on, and when you plug in a phone charger, you expect it to charge. As your energy supplier, it is our job to make sure that happens nearly 100% of the time.

A variety of events can and occasionally do occur, causing your power to go off and when it does, Cass County Electric Cooperative employees work safely and quickly to restore your power.

As a cooperative, we maintain our infrastructure; poles, wires, transformers, and all other electric supply devices to ensure we deliver above-average reliability. We rely on Minnkota Power Cooperative, our wholesale power supplier, to generate power and to make sure your power is on when you need it.

Wide-spread power blackouts can occur but are rare and are usually related to a catastrophic event or extreme weather. However, as we add more non-scheduled power

2019 Board Highlights Board meetings are generally held the last Tuesday of the month.

The Cass County Electric Board of Directors met on May 28, 2019 and discussed the following topics: • Approved the May 2019 consent agenda of the regular board meeting consisting of: minutes of the previous meeting, monthly department reports, board compensation schedule, annual Accounts Receivable Write-off Report, the April board reorganization minutes, and the April Purchased Power Adjustment (PPA).

• The board welcomed new employee Mitchell Lyter, Network Communications Specialist to Cass County Electric.

• President/CEO Marshal Albright gave the President’s Report, reporting on: HomeServe USA; NRECA Legislative Conference; NDAREC Dues Committee; the business plan; and meetings attended.

• Approved the April financial report.

• Director Seymour reported on the NRECA Legislative Conference.

• Lowell Stave, VP and COO of Minnkota Power Cooperative presented the Integrated Resource

Plan for 2019. This plan documents how a utility plans on meeting the electrical requirements of its customers in a cost-effective manner.

After discussion and questions, the board approved the plan.

• Approved the May 2019 estate capital credit payments.

• Attorney Norgard reported on a seminar she attended regarding cyber security.

• Selected a delegate and alternate for the NRECA Region VI meeting, and approved the attendance of Directors Anderson, Froelich, Hoff, Loucks, Seymour and Svenningsen to attend the NRECA Region VI Meeting in Milwaukee, Wisconsin September 10-12, 2019.

• Approved Chair Svenningsen to cast the vote in the 2019 RESCO Director Election.

• Discussed upcoming board committee dates.

The July meeting is scheduled for Tuesday, July 30, 2019.

West Fargo Dives Deep with New Aquatic Center By: Erin Hemme Froslie If you’ve ever wanted to swim in the same lanes as the elite, you don’t have to travel far. Go and splash away at the Hulbert Aquatic Center in West Fargo.

The center’s 54-meter pool was used in the 2016 Olympic Trials in Omaha, Nebraska. It’s where swimmers like Michael Phelps, Katie Ledecky, Ryan Murphy and Lilly King battled for a spot on the Olympic team roster before gold medals were draped around their necks.

Now the pool is the centerpiece of a community aquatic center that features flexible pool space for competition, fun, water safety education, training, exercise, and more. There’s something for

everyone from splashing toddlers to high-level competitors.

The center’s highlights include a competitive pool; a warm water lesson pool perfect for swimming lessons and water activities like yoga and aerobics; and a dryland training room for divers.

“Our supporters knew there was a need for an indoor swimming facility that would serve different ages and interests,” says Chad Day, the center’s director. “We’re always looking for ways to invite people here.”

The Hulbert Aquatic Center was a long-held dream for swimming enthusiasts in the metro area who wanted to boost growing interest in

swimming and diving.

UP Aquatics, a regional group of swim supporters, won the bid to purchase the Olympic Trials pool that had been assembled at the Century Link Center in Omaha. Historically, these pools are auctioned off, taken apart and moved to permanent locations. The one that landed in West Fargo was purchased to upgrade the pool at L.E. Berger Elementary School.

“The previous pool had been built in the ’70s,” Day says. “It was good for its time, but it had outlived its usefulness.”

The new pool – equipped with additional amenities like six regulation diving boards and

infrared heaters to keep divers comfortable – is home to the West Fargo Flyers, a private swimming club, and West Fargo’s two-soonto-be-three high school swim teams. Each high school varsity team has a dedicated locker room and coach’s office.

The pool is a favorite among competitive swimmers and their fans. For swimmers, it’s popular because it’s considered a “fast” pool – dispersed water flows through a drainage system that is slightly lower than the pool instead of bouncing off walls and building turbulent waves. The result? Faster times.

For fans, the center is designed to hold approximately 1,100 spectators.

Video boards allow them to view event results and highlights from any seat in the facility.

But the fun doesn’t stop with competitive swimming.

Moveable bulkheads mean the pool can be arranged in nine different ways, making space for community activities. Open swim is scheduled three times a day for those who want to swim laps. For those who want to celebrate with friends, book a weekend birthday party. But plan ahead: parties are booked out six to eight weeks in advance.

One of the more popular community activities has been a quarterly inflatable swim event.

Kids and adults alike purchase tickets to play on a floating obstacle course. Participants jump, bounce, splash, and giggle with glee. The event has quickly sold out each time it’s held.

and other pools in the region for recreational swimmers who can’t pass a basic swim test. This allows kids who can’t swim to enjoy pools safely.

Water safety education also drives much of the center’s programming.

The center is also excited about opening its lanes to some of the biggest names in swimming.

More recently, Day has joined with other local aquatic directors in addressing drownings among recent immigrant and minority populations. Research by the Centers for Disease Control shows that these groups are at greater, disproportionate risk of drowning. In 2018, the victims of five unintentional drownings in the Fargo-Moorhead area were either black, American Indian, recent immigrants, the children of recent immigrants, or a combination thereof.

To address the disparity, Hulbert Aquatic Center offers free swimming lessons to populations at higher risk of drowning. So far, about 40 youths have completed sessions.

“We’d like to see more, but it’s a step in the right direction,” Day says. In addition, Essentia Health provided life jackets to the center

“We’re excited about all the collaborations and what we can do together,” Day says.

In August, the aquatic center will host the USA Swimming Central Zone Championships. More than 800 athletes from eight different states will descend on the West Fargo pool to compete for a chance to go on to the national championships.

The aquatic center has also submitted a bid for TYR Pro Swim Series events in 2020. If chosen, West Fargo will be hosting some of the same names that will become household names during the Summer Olympics later that year.

“We didn’t exist two years ago and now we’re looking to draw some of the biggest names in the sport,” Day says. “It’s like opening a basketball arena and drawing LeBron James there.”

Charging up with North Dakota Homegrown Energy North Dakota pioneers gather to show support for West Fargo Public Schools new electric school bus We are proud to partner with Minnkota Power Cooperative, Secure Energy Future, and the West Fargo Public Schools on bringing the first all-electric school bus to the state of North Dakota. Additional funding for this project was provided by a grant from a North Dakota State Energy Program. In November 2018, the West Fargo School Board awarded a bid to Hartley’s School Buses, Inc. for the purchase of one Blue Bird Corp. all-electric school bus for a net amount of $314,200.

West Fargo Public Schools owns the all-electric bus. While the new electric bus has a higher upfront

cost, it is expected to be more cost effective than a traditional bus throughout its lifetime. Based on early numbers the electric school bus costs 9 cents per a mile, while the typical diesel costs between 40-44 cents a mile. West Fargo Public Schools anticipates an annual savings of $2,500 in diesel costs and $1,800 in maintenance costs with the purchase of the electric bus.

“The all-electric bus will be powered by North Dakota’s homegrown energy. This project will have a positive impact on many Cass County Electric members; from the cost savings

for the school district itself to the hundreds of members who live within the school district,” said Chad Brousseau Cass County Electric’s manager of energy services.

“We believe others around the region will see the success of this project, and it will start a conversation in our local communities,” said Ben Fladhammer, Minnkota communications manager.

“Someone needed to take the first step, and we’re grateful that West Fargo did that.”

Whether it’s electric cars or electric buses with any new technology, there is an adoption period. People have to see the bus, ride the bus, and ultimately hear how quiet the bus is while it’s running. Cass County Electric member John Bagu and his daughter Mira – who may be an electric school bus passenger when she begins third grade next fall – were able to see and experience the bus first hand.

They were wowed by how quiet and clean the ride was. “It was very much like our electric car, which is an incredible statement, because our car is so small and this is so big.,” John said. “The fact that you can take the same technology and put it on a 70-seat bus is incredible.”

“It’s also going to be educational for the students that ride on this bus. They are going to be the first students in the state to ride on an all-electric school bus,” says WFPS Director of Transportation Brad Redmond. If you are interested in learning more about the electric bus, it will be featured at a variety of community events including a North Dakota legislative event at the State Capital in Bismarck, ND, and the Cass County Electric Cooperative’s EV Drive Night event.

Whole house surge protectors are installed by your electrical box and must be properly grounded, or it will not do its job. Cass County Electric urges you to have one installed by a professional electrician. The electrical wiring can be a maze, and if improperly installed, it could be dangerous.

Cilantro Dressing ¾ c. Balsamic vinegar ½ c. Olive oil ¼ c. Sugar 2 t. Salt 1 t. Pepper Preparation: Prepare and mix ingredients into a bowl.

Prepare dressing and pour over the first mix. Combine and serve with tortilla chips.

Rhubarb Custard Cake Mike Hartzog, Journeyman Lineman Ingredients: 1 Box Jiffy yellow cake mix 4 c. Chopped fresh or frozen rhubarb 1 c. Sugar 1 c. Heavy whipping cream Whipped cream and fresh mint, optional Preparation: Prepare cake batter according to package directions. Pour into a greased 9x13” baking pan. Sprinkle with rhubarb and sugar. Slowly pour cream over top. Bake at 350° for 40-45 minutes or until golden brown. Cool before serving. Garnish with whipped cream and mint if desired.

Refrigerate leftovers. If using frozen rhubarb, measure rhubarb while still frozen, then thaw completely. Drain, but do not press liquid out.

Rosemary and Thyme Potatoes in Foil Packets Jordan Lee, Warehouse Worker Ingredients: 1 lb Red potatoes 1/4 c. Olive oil/canola oil 3-4 Sprigs of fresh Thyme 2 T. Fresh rosemary leaves Sea salt and pepper to taste Preparation: Toss together all ingredients. Lay two layers of tinfoil over each other. Place the potatoes in the middle of the tin foil in a long mound. Bring the tinfoil together and seal. Cook for 30-40 minutes on the campfire or BBQ, shaking occasionally.

Cook until the potatoes are fork tender.

Serve and enjoy!

Basic Charge: The charges relating to the distribution infrastructure that all customers must pay in order to retain electric service.

Equity:

The monetary value of a property or business that exceeds the claims and/or liens against it by others.

In an electric cooperative, equity represents the value of member ownership.

Purchased Power Adjustment:

An adjustment to the energy rate charged to consumers due to increases or decreases in wholesale power costs.

Capital Credits:

The allocated margin that is left over after expenses associated with doing business have been paid.

All member-owners are entitled to capital credits, the amount is determined by the revenue paid in.

Energy Charge: The cost of energy usage based on energy consumed in terms of kilowatt-hours in a given billing cycle.

Rates:

The cost per kilowatt-hour for electricity.

Distribution Adder:

The total operating cost for an electric utility to deliver electricity to the end user, exclusive of wholesale power costs.

Margin:

The difference between a cooperative’s revenues and its expenses; returned to members in the form of capital credits as the cooperative’s financial status allows.

Wholesale Power Cost:

The cost of generating electricity and delivering it over the transmission system.
