editorial EPA Finalizes the Affordable Clean Energy Rule Marshal Albright, President/CEO

Last month, the EPA finalized a rule to regulate CO2 from coal plants. This rule is important to Cass County Electric Cooperative since North Dakota lignite coal is used to generate 67 percent of the electricity that we sell to our consumer-members.

The Environmental Protection Agency (EPA) finalized a rule to regulate carbon dioxide (CO2) emissions from existing coal-based power plants on June 19.

At Cass County Electric Cooperative, we view the Affordable Clean Energy (ACE) Rule as an improvement of previous efforts by the EPA to address CO2 emissions.

The ACE rule will be implemented in three steps: 1. The EPA sets the best system of

emission reductions for existing power plants. To be clear, the EPA is not setting a presumptive standard of performance. States will be given the flexibility to design a plan that best suits their local environmental and energy needs. The EPA has identified six candidate technologies that focus on on-site heat rate improvements.

2. Each state will have three years to submit a plan that establishes a standard of performance that falls within the EPA’s guidelines.

This timeline is in line with other state planning deadlines under the Clean Air Act. 3. Once the state’s plan is submitted, the EPA will have 12 months to approve it.

The ACE rule replaces the previous Administration’s Clean Power

Plan (CPP). Although finalized in 2015, the CPP was never implemented due to a Supreme Court stay pursued by Minnkota Power Cooperative and other electric cooperatives. The CPP’s stringent targets and aggressive timelines would have likely forced North Dakota utilities into costly, irreversible and irrevocable decisions on the future operation of their coal-based facilities.

Like the CPP, the ACE rule will face significant legal challenges.

Behind the Scenes of 52nd Avenue Communications Plays a Crucial Role in Construction

In Fargo, we have two seasons – winter and construction. You laugh because it’s true, but have you ever stopped to think about what it takes to build a road? Years of planning, a lot of communication, and engineering with a dose of patience leads to the creation of a smooth road we all love driving on but take for granted.

With a variety of major road construction projects happening at once in the Fargo metro, the loaded question everyone is asking is ‘why work on both Fargo’s 52nd Avenue South and West Fargo’s Sheyenne Street at the same time?’ It all about the money.

By improving 52nd Avenue south, the Cass County Electric Cooperative overhead powerlines were in the way of the new road. So, our employees are working closely with Gorder and Odegaard to reroute and bury our lines.

When federal and local funds are available, it’s time to proceed.

“Everyone is ready to go, so you keep forging ahead. Then you have meetings to coordinate the projects,” said Kevin Gorder, Division Engineer, City of Fargo.

Gorder said they are in constant communication with the contractors who are working on the Sheyenne Street project. One of the biggest concerns for having the two major projects at the same time was making sure neither one

It can be challenging for both the residents and construction workers. “You have to give the citizens attention, recognition, and respect when you’re out there [in the field]. When you’re dealing with someone’s front yard, it’s extremely important. It’s where they live,” Odegaard said. “You’ll know everyone’s first name, when they have graduations, and when they have to pull their boat out.”

Thirty-four weeks is the average length of the construction season in North Dakota, which is a short

window of time to complete a $20 million project – especially when certain phases are completely weather dependent.

You may drive past the construction area, and the project looks complete, but the road must go through a series of tests to ensure it’s safe for the public. “It’s like baking a cake, you can’t just eat it when you have the batter mixed up,” Gorder said with a smile. “You have to wait for it to finish.”

New RCUT Intersection One of the major goals with the project on 52nd Avenue South is to improve safety. To improve traffic accident rates, 52nd Avenue South will be the first Restricted Crossing U-turn (RCUT) style intersection in Fargo. The idea of a new style of intersection sounds intimidating and, “it’s going to be a learning curve, but once people do it a couple of times, they will be used to it,” said Aaron Edgar, project engineer, City of Fargo.

Affordable Clean Energy Rule Statement from the EPA

By EPA Administrator Andrew Wheeler One of President Trump’s core priorities as President was to ensure the American public has access to affordable and reliable energy in a manner that continues our nation’s environmental progress.

One of the President’s first acts in office was to issue an executive order to promote energy independence. In it, he instructed EPA to rescind, replace, or revise the clean power plan (CPP).

The CPP would have asked low and middle-income Americans to bear the cost of the previous administration’s climate plan. One analysis projected double-digit electricity price increases in 40 states under the CPP. Rising energy prices hurt the competitiveness of American businesses, low and middle-income Americans, particularly senior citizens and minorities. Because of the significant harm, the CPP would have had on States and the American public, 27 states, 24 trade associations, three labor unions, and 37 Rural Electric coops challenged it. The Supreme Court

intervened and issued a historic stay, which resulted in the clean power plan never having taken effect.

The affordable clean energy rule (ACE) gives States the regulatory certainty they need to continue to reduce emissions and provide affordable and reliable energy for all Americans.

Unlike the CPP, the ACE rule adheres to the four corners of the Clean Air Act. EPA sets the best system of emission reductions, and then states set the standards of performance. This is how the Clean Air Act says the process should work.

From 2005 to 2017, total U.S. energyrelated CO2 emissions fell by 14%.

We owe much of this progress to the genius of the private sector and the free markets, not the heavy hand of government.

Also contained within the rule are new implementing regulations for ACE and future existing source rules under the Clean Air Act, section 111(d). These guidelines will inform states as they set unit specific standards of performance.

For example, states can take sources remaining useful life and other factors into account when establishing a standard of performance for that source. These provisions will give states and the private sector the regulatory certainty they need to invest in new technologies that increase energy

The ACE rule will continue our nation’s environmental progress. When ACE is fully implemented, we expect to see the U.S. power sector reduce CO2 emissions by as much as 35% below 2005 levels. Here’s the bottom line, ACE will continue our nation’s environmental progress, and it will do so legally and with proper respect for the states.

The EPA will work closely with the states as they develop their plans and is working cooperatively with the states to provide an affordable, dependable, and diverse supply of energy that continues to get cleaner and more efficient.

Personal Protective Equipment (PPE) of a Lineworker SAFETY GLASSES: Lineworkers must wear glasses to protect their eyes from any debris, flying objects, and bright sparks or looking up a pole with the sun beaming down.

PULLEY BLOCK: It’s impossible to carry everything up a pole, so lineworkers use a pulley block and the hand line to raise and lower heavier equipment.

FALL ARREST SYSTEM (FALL PROTECTION DEVICE): This safety device wraps around the pole, and if a lineworker falls, it’ll grip the pole to reduce the distance of the fall.

CLIMBERS: Strapped on just below the knee, these contoured leg shanks hold gaffs in place on the lineworker’s boots. They are padded for comfort and support.

GAFFS: These razorsharp steel points are strapped on the boots and help lineworkers climb poles safely and efficiently.

FIRE RESISTANT (FR) CLOTHING: FR clothing is crucial to lineworkers staying safe in the field.

FR clothing will selfextinguish to limit the burn injury in the event of an electrical arc.

HOT STICK: Hot sticks help linemen safely perform a variety of tasks while working on energized lines. The stick can extend up to 40 feet and is made of insulated high-voltage fiberglass.

NUMEROUS TOOLS: A universal connection at the top of the hot stick so numerous tools can be attached for a variety of different jobs.

HAND LINE: The lineworker’s lifeline.

Complete with clips and a pulley block, this rope can get any job done. It’s strong enough for routine hoisting to a lifesaving mission.

TOOL POUCH: Sometimes lineworkers don’t know what type of task they are getting into, so they always need the right tools with them. The tool pouch carries tools such as pliers and wrenches.

DITTY BAG: This canvas bag that hangs from the equipment belt holds all the nuts and bolts for any job. They need to be prepared for a variety of tasks.

HARD HAT: Lineworkers are tough, but you will never catch them working without a hard hat. A hard hat provides insolation protection against electrical hazards and protects the head against blows or falling objects.

INSULATED GLOVES: These insulated gloves provide protection against electric shock and burns. Monthly, they are tested up to 26,000 volts.

EQUIPMENT BELT: A lineworker’s belt is like your suitcase; it provides them with everything they need. It has clips, loops, and D rings that provide a variety of ways to carry any tool he or she might need. You never travel without your suitcase, similarly a lineman never goes anywhere without his belt – on the ground, in the buck truck, or climbing a pole.

Driving in a work zone is overwhelming for drivers and can cause a lot of headaches, especially if an accident arises. According to the U.S. Department of Transportation, during the past five years, 4,400 people died in work zone crashes, and more than 200,000 people were injured.

Cass County Electric Cooperative does not want you to end up part of those statistics. Here are some work zone safety tips to follow the next time you are driving in a work zone.

Dedicate your full attention to the roadway.

Follow other vehicles at a safe distance for the posted speed.

Avoid changing the radio station, using a mobile phone, eating, or other distractions.

Workers may be present just a few feet away.

Look, read and obey the signs.

Change lanes only where pavement markings indicate, and only as traffic conditions permit.

Keep an eye on brake lights of vehicles ahead of you.

Watch traffic around you and be prepared to react.

Merge well before you reach the lane closure.

Be aware that traffic patterns can change daily.

Be prepared to leave your home a little earlier if there is a specific time that you need to arrive at your destination.

Keep and eye on workers, work vehicles, or equipment that may enter your lane without warning.

If you have daytime running lights great! If not, it is good practice to turn on your lights with your car, eliminating the chance that you might forget.

Check North Dakota DOT’s website for road construction if planning to travel out of your normal range.

Prepare noodles per package instructions and drain. Combine all ingredients in a casserole dish. Bake for 35 minutes. Salt and pepper to taste.

Mix hamburger and soups together in a 9x9 baking dish. Top evenly with one layer of Tater Tots. Bake for approximately 60 minutes or until Tater Tots are crisp.

Ingredients: 1 box fudge brownie mix 1 stick melted butter 2 eggs ¼ c. water 1 c. dulce de leche Preparation: Preheat oven to 350°. Mix all ingredients in a bowl.

Spray cupcake liners. Fill liners half full with batter, top with a teaspoon of dulce de leche. Bake for 20 minutes.

Lake Bars

Ingredients: 1 c. white sugar 1 c. Karo syrup 1 c. Creamy peanut butter 4 c. Rice Krispies 2 c. milk chocolate chips 2 c. butterscotch chips Preparation: In a large kettle on medium heat, add the syrup and sugar and heat long enough to dissolve the sugar, don’t let boil. Once the sugar is dissolved, add the peanut butter and mix thoroughly. Stir in the Rice Krispies. Place mixture in buttered 9x13 pan. Do not press down, rather spread out to sides of pan. In a microwave safe bowl add milk chocolate and butterscotch chips together and slowly melt in the microwave. Mix and spread on top of the bars. Let the bars cool. Cut and enjoy!

1920s – I have a grandma who is 98 years old, and it would be interesting to see what life was like when she was born and how much different it is than today.

I’ve been married to my wife Kari for seven years and have two kids, Amelia (4) and Aiden (1). We also have a pet Siamese cat named Sam.
