F

or 160 years, The Children’s Aid Society’s enduring mission has been to serve New York City children in need. In the early days, we helped find caring homes for orphaned children living on the streets of Lower Manhattan. Over the years, our programs have broadened and our footprint has grown with the changing geography of poverty in New York City and the changing needs of families and communities.

While we continually seek ways to be where the need is greatest and our impact can be deepest, our focus remains the same. We provide children with comprehensive programs to ensure their health and wellness, promote their social-emotional development, maintain healthy home and family lives, and support their educational needs.

We are proud of the exceptional programs we have provided for the children of New York City over the course of three centuries. Today, we focus our resources in four high-needs New York City neighborhoods: Northern Staten Island, East and Central Harlem, Washington Heights and the South Bronx.

We have also sharpened our program offerings to ensure that all the children we serve achieve college graduation. A college degree provides young people with opportunities—to launch careers, lead families and bring change to their communities.

Since 1853, we have not wavered from our mission.

As we move forward, we are changing lives in these four neighborhoods and continuing on our quest to lift children out of poverty.

MISSION

The Children’s Aid Society helps children in poverty to succeed and thrive. We do this by providing comprehensive supports to children and their families in targeted high-needs New York City neighborhoods.

When Benjamin entered the Richmond Early Learning Center on Staten Island, he had signs of a dental problem called baby bottle tooth decay, and was also behind in his speech. To address both needs, Children’s Aid staff coordinated the necessary dental referrals and worked closely with Benjamin to improve his verbal expression. Northern Staten Island The Children’s Aid Society has served the Northern Staten Island community since 1912, when Sarah Parker Goodhue donated the property known today as the Goodhue Center. We have run after-school programs and a summer camp for underserved children there for 100 years.

By the 1950s, Goodhue began taking the shape it still bears today: a full-service community center with mental health services, foster care services, summer day camps and after-school programs.

Starting last year, we expanded our programs for children and families on Staten Island at two new service hubs. In October 2012, we opened the Richmond Early Childhood Center, our first early childhood program on Staten Island. The Richmond Center brings our successful programming to more than 125 children ages 2 to 5 years and provides a wealth of supports for families, including parent workshops and mental health services.

We also opened the Staten Island Family Center, which provides foster care services to hundreds of children and families in the area. The center features traditional foster care services offered by our dedicated and experienced staff who are working to create stable and healthy family environments. It also offers a specialized therapeutic foster care program, which nurtures teenagers in foster care with emotional and behavioral problems.

Finally, we are partnering with Curtis High School to create a community school. Just this year, we opened a brand new school-based health center at the high school, our first on Staten Island. Curtis—which has been receiving assistance from our National Center for Community Schools over the past several years—currently serves more than 3,000 students living in the North Shore area. Together, we’re transforming a school community with programs that combine support for academic success, health and social services and parent engagement.

We are excited to strengthen our work in Staten Island and to advance our vision of helping children from across the city escape poverty and live happy, healthy and productive lives.

Children’s Aid has been active in the Harlem community since 1928, when we first offered neighborhood services to African American children and families through Utopia Children’s House. Since then, we’ve expanded our presence in Harlem with industry-leading programs and comprehensive community facilities, helping make Harlem healthier, safer and stronger.

The first community center we opened in Harlem was the East Harlem Center in 1956, followed by the Dunlevy Milbank and Frederick Douglass community centers in 1958. By 1970, Milbank and the East Harlem Center began to offer free breakfast programs. That same year, a drug prevention program opened at all three centers.

Just over a decade later, our Carrera Adolescent Pregnancy Prevention Program, regarded today as the most effective model of its kind, first started serving Harlem teens at Milbank in 1984. Two years after that, the Drew Hamilton Day Care Nursery opened.

The 1990s witnessed an exciting expansion of The Children’s Aid Society’s presence in Harlem with the Carmel Hill Project, a comprehensive community rebuilding effort aimed at improving housing conditions, empowering tenants and connecting families to Children’s Aid and government services. Five years later, in 1998, The Children’s Aid Society opened a community health facility at Milbank to better serve the residents of Carmel Hill. In 2000, The Children’s Aid Society launched a new community school program at P.S. 50.

The Children’s Aid Society created The Hope Leadership Academy for teens and young adults in 2002, where teens build leadership skills and train as peer educators. Intel and Children’s Aid opened New York’s first Intel Computer Clubhouse in Harlem, also in 2002, at the Frederick Douglass Center, to help young people gain skills to succeed in the workforce.

We continued our expansion in Harlem this year, with the opening of the Preventive Services program’s Manhattan headquarters, providing high-quality family intervention services to those who require intensive support.

For the past two years, Xavier Reyes has traveled from the Bronx to attend the Mirabal Sisters Campus community school in Washington Heights. Afterschool clubs in robotics, boat-building and the unique opportunity to attend space camp in Turkey fuel Xavier’s aspirations of becoming an engineer.

Washington Heights Throughout the 1980s, Washington Heights experienced a sharp rise in poverty and crime, which prompted Children’s Aid to establish a range of support services in the community.

In 1992, we created our first-ever community school, I.S. 218, which featured extended-day programs and onsite health services for students, as well as education opportunities for parents and adults. After our model was hailed as highly successful, we opened several more community schools: P.S. 5 in 1993, I.S. 90 in 1994, P.S. 8 in 1996 and P.S. 152 in 1998. The National Technical Assistance Center for Community Schools (now known as the National Center for Community Schools) also opened in 1994, with the purpose of assisting schools across the country in replicating the rapidly spreading Children’s Aid model.

In recent years, the Washington Heights community has also struggled with a lack of access to health care and childhood obesity. Children’s Aid intervened, addressing both issues with unique programming and initiatives.

We created a Health Care Access Program—an outreach effort to enroll children and parents in public health insurance programs—in 1998. This later expanded city-wide, as Children’s Aid led a coalition of agencies to enroll tens of thousands of individuals in health coverage that still helps the New York City community today.

In 2003, we created an early childhood anti-obesity program at P.S. 5, which is now an agency-wide nutrition and wellness program called Go!Kids. Through age-appropriate lessons on nutrition, exercise and healthy lifestyles, as well as its Go!Chefs healthy cooking contest, Go!Kids helps young children and their families adopt healthy habits.

To continue our work strengthening the community, we created the Ercilia Pepín Parent Leadership Institute in 2007. The institute provides community school parents with a myriad of growth opportunities, including educational workshops, arts classes and trainings on how to navigate the many challenges of parenting.

Our presence in Washington Heights continues to expand, with the exciting addition of an Early Head Start program at P.S. 152 in 2012, and this year’s comprehensive renovation of our school-based health clinic at Mirabal Sisters Campus (formerly I.S. 90).

The South Bronx has been cited since at least 1988 as the poorest congressional district in the nation. To reverse decades-long cycles of intergenerational poverty, Children’s Aid is building a range of sites and services to create a cradle-through-college pipeline for low-income families.

In 2000, Children’s Aid opened its first Bronx program, partnering with the Department of Education to establish a community school at P.S. 50 and provide students vital access to high-quality health services. The following year, the Bronx Family Center opened, offering preventive and foster care services, to which medical and dental care and onsite child care were soon added.

Next, Children’s Aid expanded its community school partnerships, adding C.S. 61/I.S. 190 and I.S. 98. In 2006, we opened The Next Generation Center to serve as a one-stop site for young people transitioning to adulthood and self-sufficiency with a focus on youth aging out of foster care. Also that year, Fannie Lou Hamer Freedom High School and Middle School became Children’s Aid community schools.

In the past year, Children’s Aid has deepened its commitment to the community by opening additional sites and expanding services. In 2012, we opened our newest community school—C.S. 211—featuring early childhood, after-school, summer and parent programming. A new Early Head Start site marks our first program for Bronx children from birth to age 3. Our first charter school, Children’s Aid College Prep, opened its doors in August 2012 to serve children from single parent households, those in foster care, English language learners and other populations with a traditionally low probability of college success.

Finally, Children’s Aid opened a 40,000-square-foot Bronx headquarters featuring a state-of-the-art health center that has nearly doubled the capacity of our medical, dental and mental health services. The new site accommodates health care referrals from all South Bronx programs, and provides comprehensive health and social services for children and adolescents from our foster care programs.

In just over a decade, Children’s Aid has created a network of coordinated services in the South Bronx to meet the complex education, health and social-emotional needs of 10,000 children in poverty and increase their chances for success in school and life.

At the age of 15, Julio emigrated from Mexico to seek work that could support his family back home. After two years of working odd jobs, Julio found himself sleeping on the subway at night. That’s when he came into The Children’s Aid Society’s foster care program. He was placed in stable housing, enrolled in high school and assisted with obtaining permanent residency. Now 21 and a freshman at John Jay College, Julio continues to receive academic and medical support from Children’s Aid.

National Programs

Carrera Adolescent Pregnancy Prevention Program The Children’s Aid Society Carrera Adolescent Pregnancy Prevention Program is an evidence-based, long-term intervention proven to help young people avoid becoming parents during the second decade of their lives. CAS-Carrera centers on the belief that adults do not prevent teen pregnancy—young people do.

Implemented after-school or as part of the school day, CAS-Carrera serves students from low-income families who live in neighborhoods with higher than average high school dropout and teen pregnancy rates, as well as chronic poverty and unemployment. CAS-Carrera begins serving students in the fifth or sixth grade, adding a new cohort each year until the entire school is receiving the model.

Last year, the program served over 3,600 young people in New York City and through partnership sites in 13 states plus the District of Columbia. National Center for Community Schools The National Center for Community Schools is building the capacity of schools, school districts, community partners and government agencies to organize their human and financial resources around student success, through projects in New York City, across the U.S. and around the world.

In 2013, the Center hosted nearly 50 study visits, including high-level delegations from the U.S. State Department, Northern Ireland and France, to share practices and learning from Children’s Aid community schools across New York City.

Other highlights include hosting the “Community Schools Funda-

mentals” conference, a two-day seminar for school teams from around the country, and the awarding of major grants from the Kellogg and Ford Foundations—the former to promote learning and well-being in children from birth to age 8, and the latter to help schools

in six cities expand learning opportunities and make better use of available resources.

In June, NCCS and Children’s Aid published “Measuring Social Return on Investment for Community Schools,” a case study and companion guide developed by research firm The Finance Project.

The study analyzed the value of improved outcomes, as well as additional revenues generated and costs avoided, at community schools at our Washington Heights campus.

The study showed that every dollar invested in the two schools produced a $10 and $14 return. This promising evidence shows that community schools yield results with significant monetary value to students, their families and school community, and society as a whole.

Children’s Aid College Prep Charter School

B

ronx Community District 3 and Congressional District 16 exhibit startling levels of poverty, school failure, health disparities and crime. Here, 65 percent of children are born into poverty and nearly one in three residents are unable to afford enough food to feed their families.

In August 2012, we opened the Children’s Aid College Prep Charter School (CACP) in this South Bronx community. The school now serves more than 200 kindergarten, first- and second-grade students.

The school provides an array of support services to its students and families—youth development, comprehensive health care and parental engagement programs—that are necessary to ensure each child’s academic success.

To demonstrate our belief that

all children can succeed with the right supports, the school prioritizes the highest-needs students.

Through a specialized lottery and targeted outreach efforts, we seek out students who: • are English language learners; • come from single parent households; • come from households that are living below the New York selfsufficiency standard; When asked who plans to go to college, first-graders at CACP all raised their hands.

Eva Evangelista When the time for kindergarten arrived, Nancy Evangelista knew she needed a school that would provide her daughter, Eva, with a challenging academic curriculum. The public schools in her Parkchester neighborhood were not offering the structure she desired, but she heard of a strong principal who had just taken charge at Children’s Aid College Prep Charter School. Eva was chosen to become part of the inaugural kindergarten class in 2012. As an active child, Eva presented a challenge for some, but Nancy found that the teachers were very willing to help Eva transition and emailed her often with updates on Eva’s progress. When they discovered that Eva read above grade level, her teachers ensured she stayed engaged and interested in reading by placing her with the first graders during reading time and giving her access to higher level books. Now in first grade, Eva’s behavior has improved greatly, and at home, Eva talks about college often, reminding her mom that school continues after the 12th grade. Nancy is very grateful that Eva is part of such an innovative school that pushes her daughter to succeed and prepares her for a future that includes college.

At CACP, life coaching is a cornerstone of our efforts. Each student is assigned a life coach to help set goals, link to resources and partner with parents and teachers to boost academic achievement.

Teachers can concentrate on academics; classroom associates can address behavior and participation; the special education teacher can monitor the scholars with whom she is working; and the principal can develop teachers’ skills and lead a successful school.

Life skills training is also part of our unique approach at CACP: We have implemented the Social, Emotional and Cognitive Understanding and Regulation Skills (SECURe) curriculum, developed and customized by the Harvard Graduate School of Education.

Two one-hour sessions per week focus on structures and routines surrounding cognitive regulation, the emotional process, interpersonal interactions and conflict prevention and resolution.

We are excited to report that our scholars are making great strides. Kindergartners overall performed in the 90th percentile nationally in literacy and math.

Further, kindergarten child welfareinvolved youth outperformed their peers in both literacy and math.

What’s New

S

ince our founding in 1853, Children’s Aid has been at the forefront of developing innovative and effective programs for New York City’s most vulnerable children. Our caring begins before birth and continues into adulthood, addressing all aspects of a child’s development. And because healthy children are most likely to thrive when their families are stable, we provide a host of services to families as well.

Children’s Aid serves New York’s neediest children and their families at more than 40 locations in New York City and Westchester County. Here is a glance at new programs and initiatives from 2013.

Collective Impact Creates a Cradle-through-College Pipeline in the Bronx The Children’s Aid Society and Phipps Community Development Corporation were awarded a planning grant from JPMorgan Chase Foundation to employ an emerging model of multi-sector collaboration—known as collective impact— to promote student success in the Morrisania neighborhood, where 65 percent of children are born into poor families and just 7 percent of adults are college graduates.

Through collective impact, a strategy based on the premise that no single organization can achieve large-scale, lasting social change alone, collaborating organizations tackle complex, systemic problems by creating a centralized infrastructure, allocating staff to the initiative and creating a common agenda, shared measurement systems and systems-level coordination.

A Way Forward for Foster Care Youth The Children’s Aid Society and Community Service Society released “Foster Care and Disconnected Youth: A Way Forward for New York,” a report resulting from a daylong convening of over 200 experts and advocates to discuss the challenges faced by older youth in foster care and strategies to prevent their disconnection from school, work and family. With support from funders, Children’s Aid is piloting several innovative programs to help teens in foster care transition from high school to college, gain exposure to skilled trades and subsidized work experiences, and bolster their academic status, while also providing assistance to parents who are fostering teens.

Community Schools: A Worthy Investment The Children’s Aid Society and The Finance Project released a case study whose promising results and companion guide will enable community schools around the country to demonstrate a significant social return on investment for this proven education reform strategy, which brings together under one roof essential academic, health, parent engagement and social services.

In the first analysis of its kind of the community schools model, The Finance Project piloted a methodology to examine the SROI of two Children’s Aid community school sites in Washington Heights: P.S. 5/Ellen Lurie Elementary School and its sister site, the Salomé Ureña de Henriquez Campus (which houses grades six to 12). The case study shows that every dollar invested in the schools over a threeyear period produced a $10.30 and $14.80 return in social value respectively.

PREVENTIVE SERVICES MANHATTAN HEADQUARTERS OPENS Our newest facility, the newly renovated Manhattan Preventive Services Center, celebrated its opening in June with an official ribbon cutting ceremony attended by Assemblyman Herman D. Farrell Jr. and Deputy ACS Commissioner Jacqueline McKnight. The 32-year-old Preventive Services Program at The Children’s Aid Society provides a comprehensive array of family-focused and home-based intervention services, aimed at

College Savers Builds Assets and Dreams Children’s Aid, Citi and the 1:1 Fund have forged a partnership to integrate a college savings product into Children’s Aid programmatic efforts to move more children in poverty to and through college.

This incentivized student savings plan is designed to help drive positive outcomes for youth confronted with multiple, elevated risk factors, and who are already receiving intensive supports (i.e., life coaching, wraparound services) from The Children’s Aid Society via two

strengthening families and alleviating stressors for children. Key components include individual, family and group counseling; teen and parenting groups; parenting guidance; case management services; and advocacy. Preventive Services has received high praise from ACS and a renewed city contract for the next decade, allowing us to continue our high-quality family support services for communities in Upper Manhattan.

ground-breaking interventions: Children’s Aid College Prep Charter School and the African American Male Initiative-Steps to Success Program. The CAS College Savers program, made possible by a grant from Justin and Lauran Tuck, is based on research that shows that when children have a college savings account, families save more, find creative ways to save even under difficult financial circumstances and are more likely to attend college.

Early Childhood Programs Double Children’s Aid is currently increasing Early Childhood programming in each of our four target neighborhoods. In 2013, we opened a new site in each neighborhood and doubled our overall capacity, serving over 1,000 children ages 0-5. We are also implementing the “Tools of the Mind” curriculum—an integrated approach with three components proven to boost children’s executive functioning and language abilities—at all sites.

Family Rewards Alleviates Poverty The Family Rewards Program, a conditional cash transfer program overseen by Children’s Aid’s Office of Client Advocacy, is changing the lives of the 1,230 participant families in the Bronx and Memphis, Tenn., by so far adding nearly $3.5 million to their disposable household income, supporting educational gains and preventive health care, and helping parents to earn GEDs and find better paying employment. Reward payments alleviate immediate hardship by supplementing household income.

In the near term, families invest in their skills, education and health, building human capital to reduce

poverty. In the long term, education and health outcomes improve for children and families, breaking the cycle of intergenerational poverty.

Supported by grants from the federal Social Innovation Fund and Bloomberg Philanthropies and operated in partnership with the New York City Center for Economic Opportunity, Family Rewards is being evaluated through a randomized control trial by leading research organization MDRC, which will present an extensive report following the close of the program in June 2015.

Over the last few decades, the differences in educational success between high- and low-income students have grown substantially in this country.

More and more, the circumstances of a child’s birth determine his future.

We see it in test scores—the rich-poor gap in standardized math and reading has grown by 40 percent over 30 years. Another measure is college graduation rates. The proportion of students from upper-income families who earn a bachelor’s degree has increased by 18 percentage points over a 20-year period, while the completion rate of poor students has grown by just 4 points.

How do we explain this? Rising income inequality is one answer. Highincome families are increasingly focusing their resources—their money, time and understanding of what it takes to be successful—on their children’s cognitive development and educational success.

At The Children’s Aid Society, we know that it is more important than ever that we help the children and parents in our care to see education as the surest path out of poverty, and support them to get on that path. Graduating from college is the best guarantee of a permanent escape from poverty and living a longer and healthier life.

In the four high-needs communities you have read about in the previous pages, we are creating a cradle-through-college pipeline to transform these neighborhoods—with your help. In northern Staten Island, our footprint has grown steadily for 100 years; in the South Bronx, we are building a strong foundation from vital programs launched there over a dozen years ago.

Everywhere we work, we are focused on the specific needs of each child, determined to meet her educational, emotional, health and family needs so that she, too, seeks and achieves success.

As we mark our 160th anniversary, we can be proud of our history of service and our enduring mission to serve children and families who struggle with the stubborn challenge of entrenched poverty. Like any organization with a venerable past, we must imagine a future that builds on our legacy while ensuring that Children’s Aid can become a more focused, client-centered and outcome-driven organization.

The task we have taken on over the past few years is to organize the resources of this great institution to overcome the barriers that families face today. With your support, we are increasing our impact on the ability of poor children to find a path out of poverty by more intentionally moving them toward college graduation.

This strategy has many implications for how, where and why we deliver services. We are focusing on children living in poverty in four high-needs communities: northern Staten Island, Central Harlem and East Harlem, Washington Heights and the South Bronx. We are providing support across four domains at every point in children’s lives—all the while focusing on the interventions that we know make college completion more likely down the road.

To ensure our success, we are building a culture of performance management—measuring children’s outcomes to ensure that our programs are having the impact they are designed to have, and then using what we learn to improve program performance. Along the way, we are piloting new programs that we think can help turn the tide for our neediest families.

This is what we mean when we speak about “keeping the promise.”

We are making a promise to our children and their families that we will walk with them—step for step—on the road to and through college.
