Greeley-Evans School District 6: Understanding the Budget 2015-16

Dear District 6 Community, We are the 13th largest school district in the State of Colorado, and we understand the importance of being accountable to our District 6 communities. This is why our Finance Department has developed Understanding the Budget as part of our commitment to financial transparency.

In this document, we provide a simple explanation to what is a very complex annual budget for District 6. Much of what we do in financial reporting is required by law, but it can be complicated for a typical citizen to understand. It is my hope this document will provide a snapshot of how we use the resources entrusted to us by the community and the state.

Because of budget cuts and the lack of funding state wide, the last few years have been difficult for public school systems. In District 6, we have instituted many budget cuts, have reallocated funds and have used every dollar as efficiently as possible in order to provide an excellent education to our students. With more than 21,000 students and 2,700 employees, it is essential that we operate this organization within our budget and with the funding we are provided.

We are proud of our financial reporting and transparency. Our Finance Department has received several prestigious awards, including: • The Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association; • The Certificate of Excellence in Financial Reporting Award from the Association of School Business Officials International; • The Distinguished Budget Presentation award from the Government Finance Officers Association.

Colorado Preschool Program Fund

General Funds

General Funds are used for the routine operations of the districts, and are funded by property taxes and other general revenues.

The general operating fund is the most significant fund in relation to the district’s overall operations. The General Fund is used to manage all resources that are not legally, or by sound financial management, required to be managed in another fund.

Special Revenue Funds

Special Revenue Funds account for revenues that are legally and managerially restricted to expenditures for particular purposes. Grant dollars and food service activities are accounted for here.

Capital Reserve Fund

Capital Reserve Funds are used to pay for ongoing capital needs such as site acquisition, building construction, and renovation and equipment purchases.

Debt Service Fund Debt Service Funds manage the accumulation of resources for the payment of general long-term debt principal, interest and related costs.

Agency Funds

Agency Funds are used to account for resources used to support each school’s student and fund-raising activities.

These funds are accounted for by the District and then passed on to individual schools.

As a governmental entity, the District must utilize fund accounting to track revenues and expenditures.

Basically, dollars are put in separate accounts, to ensure the money is spent for its intended purpose.

The chart above reflects the sources of revenue received by the district. Funding from the State of Colorado, Specific Ownership Taxes and Property Taxes all represent the funding calculated by the School Finance Act. The District has the ability to request additional property taxes to fund the district operations through a mill levy override; however, the district has not secured voter approval to enhance its revenue stream. Services to Charter Schools reflect payments from charter schools for contracted services, primarily special education services purchased from the district. Indirect and Other revenue represent the indirect costs associated with grant funds as well as miscellaneous revenues from oil and gas royalties, e-rate reimbursements, and charges for building usage among other activities.

Enrollment Drives the Budget District 6 student enrollment has been increasing for the past several years. The graph below illustrates the total student enrollment in preschool through 12th grade. The funded student count is the total number of students that District 6 receives funding for through the School Finance Act.

Funded Count Beginning in 2008-09, there was an additional factor of .08 FTE added for full-day kindergarten students, thus increasing the funded count.

Per Pupil Funding Per pupil funding in Greeley-Evans School District 6 is one of the lowest in the state of Colorado.

A voter-approved Mill Levy Override adds mills to a property tax bill. Mills are the factor applied to assessed property value (not actual or market value), and together they determine total property tax cost. Depending on where you live, property tax collection may be allocated to your county, city, water district or school district, etc.

A school district Mill Levy Override provides additional operating funds exclusively for the school district.

What Does the Budget Buy? Over the 174 day school year, it costs District 6 about $43 per day to educate each of the 22,303 students and operate the district with the $168 million General Fund budget — less than taking a family to the movies.

For approximately $43 a day, District 6 provides each student: • Highly-skilled and trained teachers who make a difference in students’ lives • Specialized learning services for students with special needs • Access to library and technology resources • Guidance, counseling and other support services • Materials such as textbooks and equipment • Transportation to and from school • Extracurricular activities • Choices for learning environments • Clean and well-maintained facilities

Object classifications are defined as follows: • Salaries are Benefits - amounts paid to district employees, including amounts paid for fringe benefits such as life insurance, Medicare, Public Employees Retirement Association (PERA) retirement benefits, and health, dental, and vision insurance.

• Purchased Services - amounts paid for services that must be performed only by persons or firms with specialized skills and knowledge. Examples include: • Audit and Legal services • Trash/disposal services • Repairs and maintenance services • Insurance premiums • Tuition paid to other educational institutions • Travel and registration expenses • Supplies and Materials - amounts paid for items that are consumed.

Revenues, Expenditures and Reserves District 6 intentionally built up its fund balance or “rainy day� fund to weather the recession and economic downturn. The district spent down the fund balance in order to avoid making severe budget cuts during the recession. For the 2015-16 budget year, the district has a balanced budget with expenditures equal to revenue.
