This PowerPoint was created in the late 2000s (I also created a case for support document to match). In brief, if I were a philanthropist, I would definitely partner with Welder Wildlife Foundation. They are not egotistical, they manage their endowment well, they focus on science and research, and they have some amazing natural history collections and library materials befitting an entirely new and more secure building on the Welder Refuge. I had proposed renovation of more of the historic buildings onsite including the dormitory so that more researchers and visitors can access the collections on a regular basis. I think some kind of modest "retreat" center designed in keeping with the historic facilities might make some sense, too. Digitizing the library is probably also well worth doing. There is so much promise here!
