Itisaprivilegetopresentmyfifthandfinal President’s report for Carinya. I feel saddenedtoberetiringfromarolewhichI have found incredibly enjoyable and rewarding, but I am so very proud to have beenapartofthisamazingorganisation.

As a community, including past and present committee members, and past and present staff,wehaveachievedsomuchinthe52year journeyofCarinya

Fouryearsago,inmy2018President’sReportI announced the commencement of a huge redevelopment to Carinya planned to be completed in 18 months The redevelopment and refurbishment program started early in 2019andatlastwearenowfinallyseeingthe light at the end of the tunnel, with the front entrance and car park almost at completion Whatanincrediblefouryearsithasbeen!

Furthertoourdevelopmentwewillsoonhave fourmoreindependentlivingunitsavailablein ourRetirementVillage Twoofthembeingour first3bedroomunitsbuilt,wehavehadalotof interestfromcommunitymembersseekingto joinourfamily

With recent COVID times it has been so hard to keep our extended Carinya family connected, we are certainly looking forward to a time when our Retirement Village residents can join us freely without masks and conducting RA tests before enteringtheagedcarefacility Thankyouforyour patience and understanding, we admire the effort youhaveputintolookingaftereachother,whileyou waitpatientlyforustoprovideacommunalareafor socialactivities

We are excitedly looking forward to the finer weather so we can start the development of the Parklandandwalkingtrackatthesouthernendof FarrellDrive

Most of us in the community now feel we are through the pandemic, with little mandated mask wearing,isolationorRAtesting However,thisisnot thecaseforstaffofCarinya;ourstaffhavebeenin masks and often full PPE for almost three years I cannotspeakhighlyenoughofeverystaffmember, who as a team, have continued to be vigilant in keepingourresidentssafe

Cindy, once again we thank you for your outstandingworkasCEO Youhaveledus throughsomanyobstacles:staffshortages, building issues, contract changes, lock downs, shortages of materials and contractors,priceincreases,tonamejusta few!Inadditionyouandyourstaffhavethis year, once again, achieved full accreditation and are now ready to implement and manage a brand new government funding model You continue to research best practice in Aged Care services,sothattogetherwithyourskilled leadershipteamandenthusiasticstaffyou provide our community with a service I believeisthebestinSouthGippsland

Thank you to all employees who have retired, resigned, or moved on to other employment opportunities, and welcome thosenewtoCarinya’sworkforce Wethank youforyourcontributiontoCarinyaItwould be remiss of me not to mention one staff member in particular, who I have often referredtoasthe“face”ofCarinya Debbie Witton retired this year after dedicating 31 yearstoserviceforourelderly Debbiewas therewithsomanyofmyownrelativesand over these years I witnessed her compassionandlovenotjustforthejobbut foreachandeveryresident ThankyouDeb, wewillcertainlymissyou!

Overthelasttwoyears,involvementbyvolunteers has been drastically reduced due to COVID restrictions so the activities of both our Auxiliary andFundraisingCommitteeshavebeenlimited

Howeverpleaseknowthatwevalueyourongoing interestanddesiretogetmoreinvolvedandlook forward to engaging in many wonderful activities together in the future Thank you to our regular lifestylesupportvolunteers:Mary,Bev,Robertand Jo and to Stuart, our lawn mowing volunteer Our residents and staff sincerely appreciate your involvement

This year we farewell two of our Committee members:DrJacquiMcDonnellandTerryWaycott Jacquihasbeenavaluedmemberofourteam,and has shared her professional knowledge and supporttoourClinicalCaresubcommittee Terry has been our Secretary this year and a knowledgeable member of our Executive and FinanceCommittee Wewouldliketoexpressour deep gratitude to both Jacqui and Terry for their supportandinvolvementinCarinya

WhenIreadlastyear’sreport,Ihadalittle giggleathowmuchwehadhopedthisyear would be different to previous years and what we hoped to achieve. Unfortunately, thisyearhasbeenthetoughestinrelation toCovidwhichhashadaflowoneffecton othergoalswehadbeenhopingtoreach.

WhilstCovidhasbeenprominentinthelasttwo annualreports,thisyear,byfar,hasbeenthe mostdifficult Therewasashiftfromprotecting people from Covid to living with Covid That meanta4thdoseofCovidvaccinewiththeflu shot, for residents, as part of our winter preparedness

We gathered stocks of PPE and antivirals as wepreparedfortheincreaseincases Ourfirst outbreakwasinJanuaryandwasverydifficult as we had no rapid tests supporting our decisionmaking Residents had to remain in theirroomslongerthannecessarybecauseof theshortsupply

Our staff were amazing and did their best to keep residents connected and entertained Mealswereallservedinrooms,activitieswere distributed, and residents continued to smile. Littledidweknowthatthiswasthefirstoffour outbreaks to contend with over the next few months.

WehadanumberofresidentscontractCovid this year and many staff We are happy to reportthatnoresidentswereveryunwellwith covid–theyallpulledthroughamazingly

Manystaffhadtoquarantineathomefor7days resultinginsignificantstaffshortages Alotof staff stepped up and tried to fill the gaps as best they could, but staff burnout was a real issuetocontendwith

Weworkedhardtorebuildourbankofcarersand wenowhaveafullrosterwithcasualbanksupport RNsarethenextdepartmentthatweneedtobuild as health care generally deals with significant shortages

Thesecondstageofthedevelopmentwashanded overjustbeforeChristmas Thisgaveusnewoffice space, lifestyle spaces and a staff room It also meant the admin area had to be vacated and a temporary area made for visitor access The last stageofthebuildwasmeanttobefinalisedbefore theendofthefinancialyearbutwithcovidaffecting the workforce and some engineering issues, it is nowtobecompletedinNov Thecarparkopposite the front entrance has started. The wet winter causedsomedelays,butitshouldbefinishedinthe next few weeks Duncan Davies is project managingthebuildandisdoingagreatjob,taking alotofstressfrommanagementandCommittee It ishardtobelievethatwearenearlyfinishedafter overthreeyearsofwork

Intheretirementvillage,wehavestartedfournew independentlivingunits Twooftheseunitshave3 bedrooms Wehopetohavetheseunitscompleted byChristmasandnewresidentscanmoveinearly nextyear

THEYEARINREVIEW

We have commissioned eco projects in Korumburratoconstructourwalkingtrackinthe southernsectionofFarrellDrive TheRotundais currently on hold due to the significant cost increaseofmaterialsandissueswithservices It ishardwhenprojectslikethisdonotgoaheadas plannedbutwithmanyotherprojectsonthego, we need to ensure we do not overspend on capitalinfrastructure

TheblockoflandthatrunsbetweenFarrellDrive and Bena Road has still not settled due to holdupsintownplanning.Wehopetosettlethis landsoonsowecanstartplanningthefutureof ourretirementvillage

ThereisstillsomuchworktodoaroundCarinya The bank near the carpark needs planting, the dementiagardensneedtobecompletedaswell asfencingthatneedstobefinished.Thenext12 monthswillbegearedtowardfinalisingallthese smallerjobssothatthegroundsarefinishedand safeforeveryonetoenjoy

I would like to thank the Committee of Management for sharing my vision of how amazing Carinya can be We have had many hurdles this year, but we continue to move forward with our plans enthusiastically The strategic work we are currently undertaking is excitingandIlookforwardtoworkingtogetherto achieveourgoals

This year has seen change within some of our departments and management Kate our Care Manager came back from maternity leave straight into Covid outbreaks It has been a challengingyear,butKatehasbeensolidinher supportofherteamandCarinya sheisagreat asset

This includes recruitment and onboarding, performance appraisals and education Jess hashitthegroundrunningandisagreatsupport to all departments especially with staff shortagesbeingabigissue

Juliehashadthetaskoftryingtofillourbeds duringtheworstofCovid Wearenotthereyet but she has completed many tours and put Carinyainthebestlightforallourpotentialnew residents Robhaswelcomedsomesupportin his department with the addition of Vince and now Leigh The maintenance department now hasabroadskillsetandwearegettingontopof a lot of issues Lyn continues to look after the RetirementVillage Withnovacantunits,thefour new additions are greatly needed Lyn also supports the Leisure and Wellbeing team and the work done during outbreaks is to be commended Sarah continues to support our Committee of Management and Managers as ourExecutiveAssistant alongwithlotsofother tasksthathavefallenunderherbannertokeep herentertained

WewelcomedJessthisyeartoourmanagement team JessthePeopleandCultureManagerand is responsible for all aspects of our staff management

Finally, I would like to thank my management teamandallofthestaff Iamproudofwhatwe have achieved this year often in very dire circumstances

The start of 2022 has been a year of significant change for the Aged Care sector,asthe Governmentimplementsthe mostcomprehensivereformprogram.Key aspects of this program have been announcedbutareyettobedelivered.The sector still awaits details of the impact these reforms will eventually have on the quality of care delivered Legislation is aimed at delivering the highquality and safe systems of care that Australian seniorsdeserveandexpect

Fixing this fundamental challenge of staff shortages, increased care minutes and the sustainabilityofsectorfundingisakeyfocus forboththenewGovernmentandagedcare providersintheyearahead Justrecently,the fundingmodelhaschangedfromAgedCare Funding Instrument (ACFI) to The Australian NationalAgedCareClassification(ANACC) The ANACC provides more equitable care fundingtoprovidersthatbettermatchresident needs with the costs of delivering care. Carinya received shadow assessments for mostresidentslateinthefinancialyear

AlongwiththeANACC,thegovernmenthas committed to increasing nurse requirements andsetanaveragecareminutetargetof200 minutes of care time which includes 40 minutes of registered nurses and other minutesmadeupwithcarestaffandenrolled nurses

Carinya continues to review Government communications regarding care minute inclusions, as well as monitoring the labour market

Carinya continues to embrace and welcome this reformandworksactivelytobringthechangesinto ourserviceandeverydayprocess

Carinyawasaccreditedearlierthisyearthroughthe Australian Aged Care Quality Agency To achieve accreditation,weareauditedagainst44expected outcomes every three years Carinya was granted accreditationforthenextthreeyears

In August 2021 Carinya implemented Medsig, an electronicsigningofmedicationadministrationwith writtenprescriptions Thishasseenanincreasein theefficiencyofmedicationdeliveryandareduced chanceofmedicationerrors

RecentlyinSeptemberofthisyear,Carinyamoved one step further and introduced the electronic National Residential Medication Chart (eNRMC) eNRMCwasdevelopedforuseinresidentialaged carefacilities.Itworkstoimprovemedicationsafety for residents and to minimise the administrative burden of prescribers, aged care staff, and pharmacists when ordering, administering, and supplyingmedicines

AlongsideMEdsigisaprogramcalledMedsCom which enable our doctors to prescribe medicationselectronically Theprescriptionsare sentstraighttoourpharmacyinNyoraforquick delivery of required medications This enhancement of technology enables the improved safety of residents by reducing medication errors and preventing negative medicineinteractions.Itsupportscommunication betweenallthoseinvolvedinresidents'careand ensures continuity of medication making prescribing and dispensing easier and more efficient

From doctor’s reviews to diagnosis and treatment,theaboveprocessenablesthequick managementofresidentdeteriorationresultingin quicker treatment which then enables better outcomesfortheresidents

As Carinya has now moved to the ANACC, we willstillseethebenefitsofprovidingalliedhealth services to our residents Sam, our physiotherapist has played a major role in improving the lives of residents and we thank Sam for his continued support throughout the previous years Sam will continue to provide physiotherapytoourresidents,itwilljustlooka little different Instead of providing a pain management program, Sam will shift towards offeringaphysiotherapyprogramindividualised totheresident’sclinicalrequirements Asweall knowhowmuchtheresidentsenjoytheirmorning exerciseprogram,andthiswillcontinuewithSam andtheleisureandwellbeingteam

Carinyaalsooffersotheralliedhealthservices suchasregularpodiatryvisits,ophthalmology, anddentalservices Carinyahasaccesstoad hoc speech therapy, dietician, and wound consultancy just to name a few All of the aforementioned allied health services play a vitalroleinenhancingtheresident’shealthand improvingpositivehealthoutcomes

OurkitchenteamhassignedupfortheMaggie Bear Foundation training modules for staff which has been a great success The 11 modules have provided the kitchen staff with ongoing training and access to resources to enable adequate nutrition is provided to our residents and ensures a great dining experience

The leisure and wellbeing team continue to provideawellsupportedteamandarangeof activities and social connections to our residents Carinya has also welcomed back AnglicanChurchservices,Fellowship,andthe Auxiliary We have also seen external entertainers and support groups return to Carinya to provide valuable engagements for ourresidents

Ourstaffcontinuetodoanexcellentjobevery day The care and passion shown is next to none Once again, I would like to express my gratitudetotheentireteamatCarinyafortheir work in a difficult environment Thanks to the committee of management, our CEO Cindy Nicholas, the management staff, our senior leadershipandstaff Iamlookingforwardtothe comingyearandhopeforamoresettledand positiveoutlook

Thisyearhasbeenanotheryearofchallenges for the aged care sector Although COVID19 numbers continue to decrease, Covid19 still impacts aged care facilities throughout the country

Wehavemanagedthreefullscalelockdowns throughoutthepast12monthswhichhasbeen the most challenging time for our residents, staff,andvisitors However,wearemeetingthe challengeconfidently,andinrecognitionofour responsibility to care safely for our residents and staff, along with our role in creating safe communities

We thank all our residents for their amazing resilience and staff and visitors for your ongoing support in following our infection prevention and control guidelines and in reducingtheriskoftransmission Assuch,we continuetotakeallstepsnecessarytoensure teamsarewelltrained,skilled,andequippedto supportourresidents

Despite the challenging conditions and the ongoingpandemicdominatingouractions,we continue to deliver on our goals of providing outstandingcareandservicesatCarinya

During the planning process of the development, committee and management recognisedthatformanyresidentsattending the local salon down the main street was almostunattainable Ofcourseformanyyears Carinya had mostly been a low care facility, however, with our residents now requiring more care we needed a safe solution to hair care

Today, we have Michelle, Chelsea and Maria whoattendtoourresidentshairinourbrand newsalon What was our old kitchen is now somewhere to relax, have chat and leave feelingamilliondollars

Hairappointmentswillalsobeavailabletoour retirement village residents and we look forward to servicing the entire Carinya Community

There is an intrinsic connection between thehealthandwellbeingofourworkforce and the health and well-being of our residents. As such our focus is on continuously improving our support for staff in this area, ensuring we continue to provide highquality care and support for our residents COVID has proved to be particularlychallengingforAgedCarestaff acrosstheboard.

Overthepast12monthsandasweadjusttoa newCOVIDnormalourstaffhavebeenfaced with a continuously and relentlessly challenging environment that has included coming in and out of lockdowns, additional workload associated with infection control, having to do extra hours and shifts to cover staffinisolation,providingemotionalsupport toourresidentsassociatedwiththestressors of COVID, as well as the overall staffing challenges associated with our Industry shortages

Tohelpsupportstaffwehaveimplementeda regular ‘one on one’ staff checkin program thatfocusesonsupportingourstaff’smental healthandwellbeingandstaffconsultation It alsoaimstoidentifyhowwecankeepbuilding on our current strengths and building and improvingotherworkforcesupportsoverall

Ourcheckinprogramconfirmedthat100%of our staff have really high levels of job satisfaction resulting from looking after our residentsandfeelingvaluedbyourresidents We are so appreciative that we have such a caring and passionate workforce who have beenessentialtoourabilitytocontinuetooffer high standards of quality care in such challengingtimes

Staff reported that social activities are something theyreallyenjoyasitallowedthemtohaveabitof fun Wehavebeenabletoramptheseupinrecent timeswithourTeamChallenge22scheduledendof October, and our Christmas function at the WoolamairacesinNovember

As a result of staff feedback, we changed our training delivery to facetoface to allow for more tailoredtrainingandstaffinteraction Thishasalso allowedustoexpandtherangeoftrainingwecan offeralongsideourmandatorytraining

WehavealsoimplementedanAppreciationBoard which is mounted on the wall in our Greenhill’s dining room where staff and residents can write messagesofappreciationtoeachother

Staff feedback also sparked the creation of our Resident Ideas group which is made up off self elected staff and residents who work towards identifying, communicating, and facilitating the residents’ideas,programs,andinitiatives

Communication was raised as a development area for Carinya by staff through the check in meetingsandasaresult,wehaveimplemented regular updates to staff from different departmentswithinCarinyaincludinganoverall update from Cindy, a Care Department update fromKateandaPeopleandCultureupdatefrom Jess Wealsohavecommunicationasoneofour Continuous Improvements as we continuously explorewaystodevelopthis

To develop and leverage our Individual staff strengths we are in the early stages of our Carinya Champion Program which identifies Champions in the areas of Dementia Care, Palliative Care, Complex Wounds, Dignity of Choice&PersonCenteredCare,Equipmentand Supplies, Mental Health and Wellbeing, Innovation in Aged Care and Social Policy in AgedCare Ourchampionswillundertakeextra training in their specialist areas, will assist with identifying and developing best practice within Carinyaandwillcommunicateanddeliverrelated training.

Recruitmentcontinuestobeamajorfocusarea forusaswecontinuetofaceaNationalIndustry shortageinagedcare Aswellascontinuingwith the more traditional recruitment channels includingadvertisingonjobplatformsandusing Industry recruitment, we have also offered a referral bonus to our staff, we have employed several trainees who are studying through our local training provider, and we are looking at several other options to support our staffing pipelines including offering an RN graduate program We will continue to explore new and innovative ways to attract staff to Carinya to supportourstaffinglevelsnowandintothefuture.

We are in the process of developing our first 2022/2023MentalHealthandWellbeingPlanwhich will identify and communicate our current and planned future initiatives to support our staff’s MentalHealthandwellbeing Wearecommittedto continuouslyimprovingwaystosupportourexisting workforce and strengthen our position as an employerofchoicewithinthelocalarea

Weweresuccessfulwithtwogrants,onewith FRRR and the other with South Gippsland Shire

FRRR (Foundation For Rural & Regional Renewal) enabled us to purchase the Tovertafel Tovertafel is a games console designed for use in healthcare settings The console contains a highquality projector, infrared sensors, a loudspeaker and a processor with which interactive games are projected onto a table Carinya received $10,000towardsthepurchaseoftheTovertafel and the remaining $7,600 was provided throughfundraisingefforts

South Gippsland Shire grant was able to provide $8,702 towards our beautification of theexisitinggreyretainingwall

Trivia night (fundraiser) raised $8,66974, this will be going towards the dementia garden WorkswillstartinNovember2022tothisarea

Raise a Calf has raised over $100,000 since inception Whilst some of this has been ear taggedforthenewparkland. Equipmentsuch asnewbeds,chairsandfurnishingshavealso beenmadepossiblethankstothesefunds

FINANCEREPORT

ThisyearwasheavilyimpactedbyCOVID19 and Carinya's major building works, adding financial challenges. We are pleased to report that Carinya has met thesechallenges,maintainedthebusiness in surplus and strengthen our equity position.

Total Revenues were up 5% on previous reports Additional rooms were made available as building works progressed, enablingustowelcomeadditionalresidents totheAgedCareFacility Totalfeesrelatingto residentswereup14%

Fundraising activities were strong within our cattleprogramandthefundraisingcommittee aimed high, delivering a substantial fundraisingamounttoCarinyatosupportour projectandbuildingneeds

Expenses for the year have increased compared to previous reports Employment costsincreasedsignificantly,thisbeingdueto the hiring of more staff to cater for the expansionofthefacilityandCOVID19related staffingissues

Duetotheincreaseinstaffing,theCommittee tooktheinitiativetoaddaPeopleandCulture Manager which has had significant staff managementbenefits

Likethewidercommunity,Carinyahasfeltthe impactofinflationcostsandincreasesacross allareasofourexpenditure Theseincreases have been absorbed within the budget as necessarycostincreases

Meetingtheneedsofourresidentsandstaffisour highestpriority,wehavehadnoneedtoreduceour expenditureintheseareaswhileweremainastrong andprofitableagedcarefacility

Our major building works are nearing completion, andwelookforwardtotheKorumburraCommunity receivingthebenefitsofthemuchapprovedAged CareFacility

The financial cost to complete these works has exceeded the budget significantly This is due to COVID19 delays, increase costs of construction materials, availability of key trades and additional costs relating to latent conditions Construction needs not being allowed for and required rectificationworkshaveallcontributedtotheover budgetcosts

The committee recognises the cost overrun has greatly exceeded budget expectations and has been a significant concern The Committee have acceptedthisincreasetoensurethecompletionof worksistothestandardsthatareexpectedbythe community, also delivering a highquality fitfor purposeAgedCareFacility

Aswelooktothefuture,wehaveanumberof key objectives to work towards to ensure CarinyaremainsastrongprofitableAgedCare Facilityofchoice Weneedtoimproveonnew projects and opportunities to ensure they are undertaken and completed within scope and budget

WiththecompletionofourcurrentIndependent Living Units (ILU) builds, new infrastructure development works are required to ensure we cancontinuetheILUexpansionproject

Projects already in our consideration like the proposedCommunityCentrewillneedtobereestimated, taking into consideration the significantincreaseinconstructioncosts This will ensure we have the appropriate and availablefundingtomeettheconstructioncosts

AnewAgedCarefundingmodelwillcommence in the coming year, and we expect to see an increaseinfunding Thiswillsupportthegrowing needsofthefacility,deliveringenhancedaged caretoourresidentsandinvestinginimproved governance and management capability Ensuring our leadership teams are fully equippedandhavetheappropriateresourcesto meettheincreasingdemandsandexpectations inthiskeyarea

Currently, the Committee are embarking on a significant review of our Strategic plan Our currentplanwassetin2018andwearefiveyears into the 10year plan This is an important checkpoint that will enable us to assess and measureourperformanceagainstwhatweset out to achieve, consider new objectives and redefineourpriorities Thiswillensurethenext fiveyearsandthefiveyearsbeyondcontinueto evolve, grow, and ensure Carinya remains a highlyvaluedcommunityagedcarefacility
