We Wish You A Merry Christmas Historians have uncovered the origins of many popular Christmas carols, but others remain somewhat mysterious. Such is the case with “We Wish You a Merry Christmas,” an instantly recognizable tune that some historians believe can be traced back to the 16th century.

According to Song-

facts.com, “We Wish You a Merry Christmas” reflects an English tradition in which wealthy people in England would give treats to visiting carolers on Christmas Eve. One such treat was figgy pudding, which the song has immortalized.

How to make figgy pudding

Ingredients: • 1 1/2 cups chopped dried pitted dates • 1/2 cup chopped dried figs • 2 cups water • 1 teaspoon baking soda • 100 grams (3 1/2 ounces or 7 tablespoons) butter, softened • 1 cup superfine sugar • 2 eggs • 2 1/2 cups self-rising flour • 75 grams (2 1/2-ounces) dark choco-

late, grated • Butter, for coating ramekins • Ice cream or whipped cream, for garnish. For the sauce – 2 cups brown sugar • 2 cups heavy cream • 200 grams (7ounces or 14 tablespoons) butter • Fresh figs, quartered, for garnish • Vanilla ice cream, optional • Whipped heavy

Directions: • Preheat the oven to 350 degrees F. • Add the dates, dried figs and water to a

Warm Sticky Figgy Pudding Continued from Page 5 stir in the baking soda. Let cool for about 5 minutes, then add to a blender and puree.

• Using a hand mixer, cream the butter and sugar in a large bowl. Add the eggs and beat well.

Fold in the flour, the pureed date mixture and the chocolate.

• Put the mixture into 4 buttered, 1-cup individual ramekins, filling halfway or slightly under. Put in the oven and bake for 20 to 25 minutes.

• Prepare the sauce by stirring the sugar and

cream in a medium saucepan over low heat.

Simmer until the sugar dissolves. Raise the heat and bring to a boil, then reduce the heat and simmer for 5 minutes. Add the butter and stir until incorporated.

• Remove the ramekins from the oven and let

stand for 10 minutes. May be served in the ramekin or unmolded onto a small serving plate. With paring knife cut a cross in the top of the puddings for the sauce.

• Pour the sauce into the cross in the centre of each pudding, then pour more

Perspective in the Christmas season MP Damien Kurek Battle River-Crowfoot

Christmas is a time that is meant to remind us of the hope we have in the birth of Jesus. This can be difficult when, as a region, province, country and world, we have found ourselves facing daily challenges, uncertainty, and loss. And yet, it is because of the hardships we face that we need to remember and hold on to the true meaning of Christmas, allowing it to give us the hope that there will be a better tomorrow.

The unfortunate reality of Canada being hit with another wave of COVID-19 is we have been forced to embrace this Christmas in a much different way. While there is much grief and frustration among us as we are unable to gather with loved ones, both close and from afar, we can get creative as we respect

health guidelines to ensure the safety of those who are most vulnerable among us.

Knowing how hard these times are, for those who can, consider donating to a food bank or a local charity to ensure those who need help these holidays are taken care of.

Similarly, if you find yourself, or know of someone, in need of assistance please courageously reach out and ask for help.

We are all in this together.

Throughout this past year, I am extremely thankful for the many service men and women who wear our nations uniform. Normally, this gratitude would be directed at our Armed Forces deployed around the world, however this year we saw our service women and men step up right here at home when they were called

Healthcare and frontline workers also deserve a special thanks as they stepped up during this pandemic, oftentimes putting themselves and their families at risk. From those working at long-term care facilities, emergency rooms, to other vital and essential services such as those working at the local grocery stores, agriculture, energy, and manufacturing, and all those who have worked tirelessly to

protect and serve Canadians, thank you.

Our country has faced pandemics, world wars, recessions, and numerous other challenges over the years. Some were easy to recover from, while others took much longer.

Despite the challenges faced, Canadians have always emerged stronger on the other side. We have come together to defeat adversity before, and with perseverance and unity we will do it again.

I wanted to take a final opportunity to wish everyone in Battle River-Crowfoot the very best this holiday season.

May God bless you and may we all be reminded of the

hope that comes from the birth of Jesus.

Fun Facts About Three Kings Day The holiday season begins with Thanksgiving, and many people believe that the festivities come to a close after ringing in the new year. In fact, for the faithful, the Christmas season does not end until January 6 (January 12 in Eastern churches).

January 6 marks the celebration of the Epiphany,

sometimes referred to as Three Kings Day, Little Christmas, the Baptism of Jesus, and DĂ­a de los Reyes. The Epiphany is celebrated 12 days after December 25. In fact, that is where the phrase the Twelve Days of Christmas, and the song of the same name, originated.

Christians believe that

the real celebration of the holiday season does not begin until December 24 and then continues through Three Kings Day. While the four weeks preceding Christmas, also known as Advent, are supposed to be times of reflection and prayer in anticipation of the birth of Jesus Christ, the 12

days of Christmas are times of great celebration.

On the Epiphany, children may leave their shoes out for presents in a similar fashion to the

way stockings are hung.

Gifts are exchanged, reminiscent of the three gifts the magi presented to the Christ child of gold, frankincense oil and a

Flashing lights at Hwy. 14 and S.H. 834 to increase safety Patricia Harcourt The county’s request to have red flashing lights installed atop stop signs at a highway intersection with bad sight lines and a high rate of traffic collisions will proceed.

Beaver County Council’s Deputy Reeve Gene Hrabec received a letter from Camrose MLA Jackie Lovely on Dec. 3.

She informed him that the request to have flashing lights placed on the stop signs at the intersection of highways 14 and 834 has been granted.

“I have consulted with my colleague Honourable Ric McIver, Minister of Transportation, and am able to provide the following information,” she wrote in a Dec. 3 letter.

Lovely stated that, while major construction at this location will improve alignments and safety, the lights will be installed as an interim

measure until this construction is completed.

County council had expressed concern about the safety at the intersection after a man was killed in an accident just prior to a council meeting last month.

“Any loss of life is a tragedy, and Minister McIver and I were both saddened to hear of the recent fatal accident at this intersection,” stated Lovely.

At council’s Dec. 16 meeting, the news was greeted with positive remarks.

Reeve Jim Kallal (Division 2) called it “a good news story,” adding: “It didn’t take long to get done in light of our previous lively discussion.”

In November, two members of council had taken issue with the way Lovely’s interest in the possible paving of a stretch of Secondary Hwy. 626 had been handled. The

councillors felt that council, and not just the reeve, should have been informed and included in any discussions on the subject.

At the Dec. 16 meeting, Hrabec said he wanted the letter from Lovely about the lights included in the agenda as it was “good news for the paper.”

He also informed council that he had “personally thanked the MLA for what she did,” adding: “I hope it’s okay with everyone.”

Hrabec said it “shows we are getting some things done.”

“This is excellent,” said Division 1 Councillor Kevin Smook, who had been one of the two councillors expressing objections over the 626 paving issue. But at the Dec. 16 meeting, he called the flashing lights success “a classic example of you don’t get if you don’t ask.”

Due to a large construction project at the intersection of highways 14

and 834, it is expected that the safety will be improved in the longterm. Highway 14 is being realigned by reducing the curve and improving sight lines. S.H. 834 will be moved east to bypass the Town of Tofield. The 834 will no longer run past the elementary school in town, a situation that has caused concern for years as this is the primary high load corridor heading north.

Lovely states that the flashing beacons will be placed on the stop signs during the time of construction, “to help alert drivers to the importance of the intersection and encourage greater caution when using it.

“This will enhance the existing features, including stop ahead signs, rumble strips and stop ahead pavement markings.

“The flashing beacons will be installed as soon as possible,” she said.

Beaver County passes interim budget for 2021 Budget not expected to be finalized until the spring

Patricia Harcourt Beaver County Council passed the interim 2021 budget as presented at the Dec. 16 regular meeting.

The budget, which is subject to change until it is finalized in the spring of next year, includes total expenditures of $26,504,771 and a tax levy of $13,168,726.

Council heard that since the budget discussions Dec. 2, “administration was made aware of a significant funding reduction,” stated the council report by Assistant CAO Margaret Jones and Director of Finance Ed Bujnowicz.

Jones said the reduction comes in the form of 25 per cent less on its Municipal Sustainability Initiative (MSI) benefit from the province for

next year’s operating and capital grants.

This amounts to a loss of $51,230 of MSI operating grants and $359,097 capital MSI. But Jones said this has been mitigated “with the use of reserves and unspent MSI capital so the loss can be absorbed in 2021.”

But she warned that, “If it continues into the next years we may have to consider a reduction in services or programs.”

So the mill rates for 2021 will not change from 2020, she said, thanks to these alternate sources of funding, “while still permitting the consideration of a small business mill rate.”

Division 1 Councillor Kevin Smook wondered if the 2021 grant

from Claystone can be considered firm, to which Jones said she has checked and it is considered “fairly secure.”

Reeve Jim Kallal (Division 2) noted that a certain energy company has had taxes “written off” for several years, causing the county to lose almost $360,000 of revenue.

In the report, it was also stated that other changes from the first draft budget include the recent approval of a grant to the Bathgate

Water Co-op, funded from the Clean Harbors grant; a small increase to the Kinsella Agricultural Society grant; and an adjustment to the estimates for COVID-related projects.

The province mandates that the interim budget be passed by Dec. 31.

“Changes can/will be made as new information becomes available and the assessment base is finalized,” stated the report.

County to apply for grants for drainage study in Viking ring area Patricia Harcourt Beaver County Council agreed to apply for an Alberta Community Partnership (ACP) grant and a Watershed Resiliency and Restoration Program grant.

Both grants, if received, would be used to support a drainage study for the Town of Viking ring area, including Thomas Lake.

“In the past year, it has become clear that the rising waters in Thomas Lake are causing serous concern and damage to local landowners,” stated CAO Bob Beck, in his report to council Dec. 16.

“Alberta Environment and Parks is aware of the problem but has not offered any opinions or potential solutions at this time,” stated Beck.

“County administration would like to make two similar grant applications, focusing on the lands outside the town and especially Thomas Lake, which is the main drainage outlet from the town,” Beck continued.

“Much of the study will obviously also focus on water flowing into and out of Viking, which is why the ACP grant application is a joint application.”

However, the WRRP grant application is not a joint application with the town.

Beck said council had last year supported a similar application for grant funding by the Town of Viking, to prepare a storm water study for Viking.

“The town has started but we have not seen a draft,” he said.

Council passed the two grant applications in separate motions, “in the hopes that we would be successful in either of them,” explained Beck.

Beck considered that this could be “a good project to do over the Christmas break so we can solve this moving forward.”

A watershed study would be done “to try and figure what the problem is and what can be done,” he said.

“Let’s take two shots and see if we can get a goal,” said Division 1 Councillor Kevin Smook.

“We’ve got a serious situation over there,” said Division 5 Councillor Dale Pederson. “I’m very concerned as are the landlords around there about the run-off (that) could cost millions of dollars.”

Beck said he is trying to get a meeting together with Alberta Environment, involved landowners and other parties.

“That should help them expedite this if needed,” said Deputy Reeve Gene Hrabec (Division 3).

Reeve Kallal (Division 2) suggested “getting the MLA involved,” referring to Camrose MLA Jackie Lovely. Beck replied that it “wouldn’t hurt…I believe she’s well aware of it.” The applications could be copied to her “and she could go to bat,” he said.

“Yes, she is informed,” said Division 5 Councillor Dale Pederson.

“We’re still trying to work with her.”

Beaver County invites proposals from Internet Service Providers for the provision of expanding and improving the Rural Broadband Internet Services within the municipality through the Federal and Provincial partnership being the Universal Broadband Fund.

The project involves assisting and partnering with the municipality in making application for funding under the grant program and if successful, managing the entire project to completion.

Beaver County Holiday Hours

On December 16, 2020, Beaver County Council approved an interim budget for 2021. The interim budget enables the County to continue operations until the final budget is approved in the Spring.

Development of the 2021 budget has been a challenge. The uncertainty around the COVID-19 pandemic and recovery of the oil and gas industry made it difficult to predict revenue and expenses with any degree of certainty.

Council was relieved to hear that the Provincial Government delayed implementation of the assessment model review, however other assessment reductions for the oil and gas industry resulted in a loss of over $17 million in the County’s assessment base.

To offset this loss in assessment, spending has been reduced in almost every department. Budgets are tightening up, vacant staff positions are not being filled, and employee compensation was frozen for 2 years. Council is also working with its partners (urban municipalities and other non-profit organizations) to hold the line on spending related to fire protection, recreation, and cultural services.

Despite Council’s efforts at restraint, it continues to feel the impact of government down-loading. RCMP cost-sharing has increased and the Provincial Government has mandated an e-ticketing system for our peace officers at the County’s expense. Most notable is an expected 25% reduction in the MSI operating and capital grant. Although a reduction was expected in 2022, we now anticipate it to be implemented in 2021, resulting in a loss in revenue of over $400,000.

County Council will continue to work hard over the next few months to develop a budget that reflects the levels of service that residents enjoy while being mindful of the current economy and the challenges that COVID has placed on all of us. In particular, Council recognizes that our small businesses are struggling and is considering a reduction in the mill rate for this key sector of our local economy.

History of popular carol ‘Jingle Bells’ under debate The popular Christmas carol ‘Jingle Bells’ has an interesting history that remains a topic of debate even now.

Written by New England native James Lord Pierpont, ‘Jingle Bells’ was never intended to

be a Christmas song, and in fact does not even mention Christmas or any other holiday.

In addition, the song’s birthplace is disputed, so much so that there are two commemorative plaques in two

different cities, each of which claims to be the place where Pierpont purportedly wrote the song in the 1850s.

One plaque is in Medford, Massachusetts, where Pierpont is said to have written the song from a tavern

while watching sleigh races taking place outside.

But not having the option, thanks to Covid has not helped my moods, more often blue edging on purple. Fortunately I kept the thoughts that as far as I’m concerned Christmas dinner can be

So after about an hour – long enough for any pity party – I snapped out of it and every morning as soon as I get up I turn on the tree lights and today I tuned into the Holiday Favourites TV channel.

And there were Bing and Ella.

I decorated the tree myself – Hubby’s job ends

once its standing and plugged in. I enjoyed the activity more when the kids were young and helped by throwing handfuls of icicles at it, hoping some would stick.

Our trees have never been fashion plates – let’s just say that Martha Stewart won’t be calling to photograph our tree for the cover of her decorating magazine. Now I’ll just sit in the living room listening to more Christmas favs. These include tunes by Tom Petty, Elvis,

and more Bing minus Ella. Dean Martin and even Rod Stewart, none of them singing anything I recognize. No dead grandparents or hippos for Christmas. And the only dog barking is the occasional yap from next door and he can’t carry a tune. Where are the carols? ‘Joy to the World’ would be nice, anything I could hum along with Maybe they are saving those for closer to the big day. Have to admit that Willy Nelson did a fair-to

middlin’ job on ‘Here Comes Santa Claus’ . . .

But what’s this – something about Rudolph’s pick-up drivin’ red-neck Cousin Leroy called in to lead Santa’s sleigh because Rudolph is too sick to work? Okay, I’m changing the channel.

Effective December 1, 2020, if there are no aggravating circumstances regarding a drunk driving investigation (i.e. death or bodily harm, significant property dam-

age, repeat offender, the drunk driver is committing other criminal offences, or if there are children under 16 in the vehicle), any police officer can proceed with the provincial sanctions only.

Here’s a look at the new provincial sanctions if drivers

If a driver REFUSES to provide a breath sample to a police officer, the sanctions are the same as for the ‘Fail’ category.

As well, there are new

sanctions for drivers operating commercial vehicles with a weight at or above 11,800 kg.

If a driver has any alcohol or drug in his/her body, the penalties are as follows: • 1st offence – 3 day license suspension, $300 fine. License returned after three days.

• 2nd offence – 15 day license suspension, $600 fine. License seized and destroyed.

• 3rd or subsequent offence – 30 day license suspension, $1200 fine.

For commercial drivers, there are no vehicle seizures.

A driver can appeal the results of their first roadside test, and the police officer will administer a second test with a different testing instrument.

There is a new offence within the Traffic Safety Act that deals solely with drivers who are operating a motor vehicle after their privilege of doing so has been suspended by a roadside sanction (this type of provincial enforcement). The charges for driving while suspended or disqualified under immediate roadside sanctions (IRS) are as follows: • 1st offence – $5,000 fine, in default jail time, 6 month license suspen-

sion, • 2nd offence – imprisonment for a minimum of 30 days up to a maximum of 1 year, and a 1 year license suspension, • 3rd offence – imprisonment for a minimum of 60 days to a maximum of 1 year, and an 18 month license suspension.

By giving the police in Alberta a wider latitude, the goal is to have simplified enforcement, a consistent framework with escalating consequences for those who don’t get the message.

A driver can also appeal their suspension to SafeRoads Alberta. From the time the suspension is

issued, a driver has 7 days to dispute the suspension. Within 21 days, a review is scheduled either by phone or online with and the driver will receive all of the disclosure electronically. An adjudicator is appointed and renders a decision within 30 days of the original suspension. This is a common-sense hearing without the legalese of a courtroom. If the driver disagrees with the findings of the adjudicator, a judicial review can be ordered, and the results of the judicial review are final.

Help isolated loved ones this holiday season A phenomenon called “cabin fever” tends to set in around late autumn or in midwinter. Long hours of darkness coupled with cold, inclement weather often is a recipe for increased time spent indoors. For people who live alone, the effects of cabin fever might be more pronounced.

In addition to seasonal cabin fever, this year another factor comes into play: social distancing and voluntary quarantine as a result of COVID-19.

Even those who may venture outside to socialize, particularly around the holiday season, may be hesitant or unable to do so to help prevent the spread of the virus.

In these instances, friends and loved ones can mitigate feelings of isolation in various ways.

Video conferencing apps have become the communication vehicles of choice during the era of social distancing. Different applications and services continue to evolve and help people stay in touch. Plan regular chats,

A copy of Bylaw 1324 is available on the Town of Tofield website at www.tofieldalberta.ca Participation Procedures If you or someone you represent is affected by the proposed bylaw, you may participate in the virtual council meeting to address town Council at the Public Hearing. Those wishing to speak to Council must pre-register with the Town by Wednesday, January 6, 2021 at 4 p.m. by email, at cneufeld@tofieldalberta.ca or by telephone at 780-662-3269. Registered participants will be provided with the information necessary to access the public hearing by virtual means.

Written submissions must be submitted to the Town by Wednesday, January 6th, 2021 at 4 p.m. Please send your written submissions to the address below or send by email to cneufeld@tofieldalberta.ca. These must be signed, dated, and contain your civic address. Written submissions received by this date/time will be included as part of the council meeting agenda package and will be reviewed before oral representations are heard.

• Send uplifting messages. Children or even adults can make personalized cards and mail them to loved ones at home or those who may be in long-term care facilities.

Send new mailings every week or two so that residents always have something to look forward to in the mail.

• Start a virtual club. A book club or another shared interest can be the catalyst for more frequent

communication. A club puts everyone on the same page and enables them to come together, via phone or video chat, for a discussion.

• Ask for help learning a new skill. Along the same vein as a virtual club, lessons on everything from woodworking to crochet to making favourite holiday recipes can be conducted online.
