Tofield’s Lawson family honoured for 100 years of farming MOUSH JOHN Editor It was a momentous occasion for Tofield’s Lawson family this past week as they received the Alberta Century Farm and Ranch Award honouring their dedication and commitment for 100 years of farming.

Presenting the award was MLA Jackie Lovely, who said it was a “rare honour” to travel back in time and revisit the Lawson family history.

“I make it a priority to hand deliver each one of these bronze plaques and celebrate with the family who normally travel for several hours to gather together for this special moment,” Lovely said.

“Generations of hard work have gone into preserving the family farm and it’s important to me to recognize that hard work and listen to the stories about the family members who pioneered the land.”

Food drive donations down considerably Moush John Tofield Mercury

Each year, the Church of Jesus Christ Latterday Saints (LDS) hosts a

food drive to fill up the Tofield and Ryley Area (TRA) Food Bank shelves, and this year was no different.

This past Saturday,

Sept. 26 they held their annual food drive in town.

“In previous years we were able to drop off a bag and a flyer to every

tions we were unable to drop off the bags.”

For past several years they have collected about 2,000 pounds of

food, however this year the number was significantly less, just over 200 pounds.

“The Tofield Interfaith and Community Council is resuming meetings this month,” Hillyer added. “We will assess the needs of the Food Bank and if needed, organize another food drive!

Vaccinations will not be mandatory in Alberta, says MLA Jackie Lovely “People inadvertently misread the information

What started as a news headline in another province was soon spun around as a rumour in Alberta, according to MLA Jackie Lovely.

“This incorrect information springs from a June 17th article in CBC entitled ‘New Brunswick mandatory vaccination bill ready for final legislature vote’, but that’s not true for our province,” Lovely reiterated. “This article pertains to New Brunswick, not Alberta.

The Alberta Legislature is not currently in session as yet!”

Lovely further said,

This incorrect piece of information springs from a June 17th article in CBC . . . but that’s not true for our province [of Alberta] and believe this is happening in Alberta, rather

than in New Brunswick.”

Fielding phone calls from her constituents, Lovely reassured that Dr. Deena Hinshaw’s thoughts would be respected.

Hinshaw, the Chief Medical Officer of Alberta appeared before the Select Special Public Health Act Review Committee and answered the question regarding her thoughts on mandatory vaccinations as early as Aug. 27, 2020.

When Hinshaw was asked if she supported government having the power to mandate vaccinations, she responded by saying, “I don’t see an example of where that

would be used. So, I think if we have a piece of legislation that we’re unlikely to use; I’m not sure it provides much benefit.

“I’d be comfortable with that particular piece of the legislation being removed.”

The Public Health Act Review Committee is carefully weighing recommendations for amendments to the Public Health Act. The Alberta government has no plans to make it mandatory if or when an approved COVID-19 vaccine becomes available, Premier

The Tofield RCMP responded to 45 occurrences from Sept. 21 to 27 (inclusive). Also included in these calls for service was one False Alarm, three traffic complaints, and two motor vehicle collisions.

In the morning of Sept.

21, Tofield RCMP received a complaint from a business owner in downtown Tofield advising that someone had attempted to enter their business and had damaged their front door.

RCMP attended and confirmed that no entry was gained into the business.

In the evening of Sept.

21, Tofield RCMP responded to a male who appeared to have been shot by a BB gun. RCMP attended and spoke to the victim and a number of witnesses. This matter is still under investigation.

On Sept. 22, Tofield RCMP began an investigation into inappropriate messages and communication being sent over the internet. RCMP attended and located parties responsible. The RCMP wants the public to be aware of safe practises when communicating over the internet on social media or open public domains.

On Sept. 22, Tofield RCMP responded to a motor vehicle accident with a moose on Highway 14. One individual was taken to hospital although there were no serious injuries reported.

The RCMP want to remind the public of safe driving and to be mindful for wildlife while driving. With harvest still on-going, wildlife continue to move around, throughout Beaver County. The RCMP have responded to a number of

recent vehicle accidents with wildlife this month.

On Sept. 23, Tofield RCMP and EMS responded to a serious ATV accident in rural Beaver County. The two occupants of the ATV were taken to hospital by EMS with serious injuries and it appears that neither occupants were wearing proper safety equipment.

The RCMP would like to remind the public that helmets and safety equipment are necessary and required when riding ATV’s and off road vehicles. The RCMP have responded to a number of complaints in the past month of motorcycles and off road vehicles being driven without the proper safety equipment.

On Sept. 23, Tofield RCMP were provided found personal identification and an iPhone which were left at a downtown business in Tofield. If you are the owner of these missing items, please get in contact with the Tofield RCMP to claim your property.

In the evening of Sept.

23, Tofield RCMP responded to a suspicious vehicle complaint in Tofield. The complainant advised that the suspicious vehicle had stopped and appeared to be observing his open garage although the vehicle left when the complainant came outside and scared them away.

RCMP patrolled the area although were unable to locate the vehicle.

In the late evening of Sept. 23, Tofield RCMP responded to a suspicious person complaint in a rural area near Ryley.

Loose Ends: Have we been hacked?

Hubby got twentyfour emails this morning.

There are probably a lot of people who get more than that every day and think nothing of it but

this was excessive for him. And what really shocked him was that one was from Walmart.

Hubby won’t set foot in a Walmart store unless I drag him in by the hair. I don’t try that often because his wails of distress disturb the other shoppers. It’s better if I leave him in the car (with a window open, of course) where he can nap while I’m spending money.

I’ve never understood what his problem is with

Walmart since he can spend hours cruising the aisles at Home Depot (my turn to nap while he spends money) without once complaining about never seeing a clerk when he needs one. And it isn’t like Costco, a place we both will continue to avoid unless all other stores have gone out of business. One day we realized that we don’t need super-sized large jars of garlic dills or muffins so large that one could feed a family of five and never

Letter to the Editor Dear Editor, I empathize with Carol Livingstone’s feeling of loss at having birds killed by neighbourhood cats in her yard. I worked at a wildlife hospital for ten years and saw firsthand the devastating and often fatal injuries caused by cats to birds, hares, bats . . . the list of victim species is lengthy. Having to euthanize animals and care for babies whose parents have been killed by someone’s cat is absolutely heartbreaking. It is also extremely frustrating (to say the least) as cat attacks on wildlife are almost completely preventable.

Cats can be kept indoors only AND can be kept happy being indoors only.

For people who feel their cats absolutely need to go outside, there are options.

Cats can be walked on leash (I know a couple people who do this) and catios can be used. What

should not happen is cats be let outside to wander unsupervised as doing so puts wildlife and cats at risk. Cats can be attacked by dogs, poisoned, hit by cars, abused, picked up and dumped in the country by an angry resident . . . again the list is lengthy.

When I look at the risks to both parties, it’s a no brainer to keep cats contained/supervised. For a great resource, check out catsandbirds.ca.

I realize there are many stray cats and that’s a whole different issue with solutions including placement in rescue groups, people not abandoning cats, and people having their pets being spayed/neutered. There are several low cost s/n programs available (including Hastings Lake Animal Hospital’s annual s/n clinic for farm cats).

Lastly, while I do empathize with Carol regarding the loss of bird lives, I

do not advocate causing harm in any way to cats, whether they are someone’s pets or not. Doing so is not only cruel, but also ineffective in stopping cats doing what comes naturally to them. A better course of action would be to speak to neighbours and town council about concerns. Town council has the power to introduce a cat bylaw and have it be enforced, which could help reduce cats being loose.

In most municipalities dogs can’t roam at large, and in many, cats can no longer roam at large either. The town of Tofield can become more progressive and become a better place for animals and residents by council taking action on this issue.

That was something that used to happen a lot; maybe someone has revived the practice as a way to make money because Covid has kept shoppers at home or online. But who would sell their list to a large box store that already has a huge customer base and sells online as well?

Talking to screens – the good, the bad, and the ugly Moush John Editor

Again and again, during this COVID-19 lockdown, unable to meet my folks and friends in person, I’ve resorted to screens for my own sanity. Multiple of them – from my desktop to laptop to iPad to smartphone, it’s indeed been a journey – a reality I’ve shared with most people in the community and beyond, right to the other end of the globe – with the help of the internet, of course.

And here’s what I’ve realized.

Talking to people online, whether on Zoom (app of the hour, founded in 2011) or other videochatting platforms, as ubiquitous it may seem, there’s a distance that’s unscalable. Yes, we get to see our loved ones, and speak with them as if they are with us, but the truth is they aren’t. It’s just as easy as misinterpreting an email, or text for instance. Yes we communicated, but something got lost in transition. It’s how when we call our bank or other similar organizations, and instead of a real person, it’s an automated voice trying to understand us and help us out, but failing on most occasions. How many of us are guilty of screaming down our card numbers a few times, and then hanging up frustrated because we weren’t ‘understood’.

The good part about screen-to-screen Zoom interactions – we’re made to believe – have given us access to our friends and colleagues across the miles, from the comfort of our bedroom, or living room, or study as the case may be, in the attire of

our own choice, always. But as we all know by now, there’s no comparison. We humans are by nature social animals, and no amount of videochatting can replace that experience, or the emotional energy we share when we meet one another in person.

In a recent article in The Washington Post, Steve Cole, who is a professor of medicine, psychiatry and biobehavioral sciences at the University of California at Los Angeles School of Medicine, said, “Humans are just really intrinsically social creatures. We are the most extreme example of a species that’s decided that collaborating with others is going to be my entire strategy.”

From that perspective, social distancing has been hard, and talking to screens has had its own impact on most of us, not only on our emotional and mental health, but the long durations of exposure to all that blue light (and I know many of us have invested in blue light blockers and other up-to-date technology) have to be factored in at some point.

As people moved online with this app, the ugly part of this whole experience came to the fore. In the Silicon Valley (way back in March and April)

there was a sudden buzz in the cubicles of Facebook and Google, as video chat teams got busy trying to focus on their platforms.

By the end of April, Facebook unveiled several new video chat features and services, including video group chats for as many as 50 people on Facebook Messenger; WhatsApp video calls for up to eight people; and video calls in Facebook Dating. While Google made its video chat app, Meet, more accessible through Gmail. Besides, Facebook and Google, other tech and telecommunications giants also wanted a part of the off-thecharts success that Zoom had garnered.

Houseparty, a video chat app popular among younger generations suddenly saw a spike in its sign-ups, touching 50 million – a figure that’s around 70 times above normal in some markets, according to a TechCrunch report. To set itself apart, the app is emphasizing features like the ability to play games with other participants in the app. And this is just the beginning.

In a pandemic-ridden world, talking to screens might be the new normal, but making that connection in person is what’s human, and who we are.

RCMP attended with the assistance of resources from neighbouring RCMP detachments and were later to able to gather further information as to the identity of the subjects and vehicles involved.

This matter is still under investigation.

On Sept. 24, Tofield RCMP were dispatched to a suspicious vehicle in rural Ryley. The complainant stated that that the vehicle had sped away after they had turned on the yard lights. RCMP attended although were unable to locate this vehicle.

In the afternoon of Sept.

24, Tofield RCMP responded to a stolen Honda dirt bike stolen from a garage in Ryley. This investigation is still ongoing.

On Sept. 24, Tofield RCMP responded to a driving complaint concerning an ATV. The complainant stated that the ATV had been harassing them by driving by their residence throughout the day in a very dangerous and unsafe manner. RCMP attended the area and were unable to locate the ATV or person(s) responsible.

On Sept. 25, Tofield RCMP responded to a stolen dump trailer which was stolen from rural Ryley area. This file is still under investigation.

In the afternoon of Sept.

25, Tofield RCMP responded to a commercial break and enter into a Church in rural Beaver County. RCMP were advised that a number of unique and vintage items were stolen from the Church. This file is still

under investigation.

In the morning of Sept.

26, Tofield RCMP responded to a complaint of an assault. RCMP attended, located and identified all parties involved and separated all parties for their safety as it was determined that no assault occurred.

Also in the morning of Sept. 26, Tofield RCMP responded to another assault complaint. The RCMP attended and identified all parties involved and provided information to the family in obtaining a restraining order for the safety of all person(s) involved.

On Sept. 26, Tofield RCMP conducted a traffic stop in the community of Tofield. RCMP found that the driver was driving while unauthorized. Subsequently a ticket was is-

sued and the vehicle was seized under authority of the Traffic Safety Act. On Sept. 26, Tofield RCMP responded to a motor vehicle accident with a deer on Highway 833. No serious injuries reported.

In the afternoon of Sept.

26, Tofield RCMP responded to another assault complaint where the victim had reportedly been struck by a cane. RCMP attended and were able to locate and identify all parties involved. RCMP were able to separate all parties without further incident and determine that no assault occurred.

On Sept. 26, Tofield RCMP responded to a small grass fire in rural Beaver County. The RCMP attended along with the Fire Department where the fire was quickly extin-

guished. It is not known at this time if this fire was deliberately set.

In the early morning of Sept. 27, Tofield RCMP attended to a young child who had reported to have walked away from his home and was now located. RCMP attended, identified the youth and ensured that he was safe and healthy. The young child was returned his to his parents.

On Sept. 27, Tofield RCMP responded to a theft of fuel complaint in rural Beaver County.

RCMP were able to identify that a farm implement had fuel siphoned from the gas tank.

On Sept. 27, Tofield RCMP responded to a complaint of a white Dodge Ram truck which was stuck in a slough in rural Beaver County.

RCMP arrived and found the vehicle to be stolen.

The vehicle was towed from the location. This file is still under investigation.

In the afternoon of Sept.

27, Tofield RCMP responded to a complaint of personal and un-opened mail that had been left on a road in rural Beaver County. RCMP arrived and found the mail to be associated to a break and enter investigation from Donalda.

In the evening of Sept.

27, Tofield RCMP received a driving complaint on Highway 14.

RCMP were able to locate the vehicle and the driver was found to be a suspended driver. A ticket was issued to the driver and the vehicle was seized under authority of the Traffic Safety Act.

Treated Water Distribution Operator: Progression Position, Entry Level to Level 2 Posting Date: October 1, 2020 Closing Date: October 21, 2020 Job Location: Village of Ryley Description: The Highway 14 Regional Water Services Commission purchases treated water from EPCOR via Strathcona County and distributes it to its member and non-member municipalities throughout the service area. They include Strathcona County, Beaver County, Town of Tofield, Village of Ryley, Village of Holden, Town of Viking and Camrose County. These municipalities rely upon the Highway 14 Commission for the delivery of a safe and reliable supply of treated water. Emphasis is placed on safety for the work group and the public. The successful applicant will be enrolled in the Local Authorities Pension Plan and receive medical, dental and insurance benefits.

Responsibilities: Under the direction of the Operations Director the successful applicant will provide support in all aspects of operating a regional water system.

Requirements will include the collection of routine water samples for bacteriological testing, perform system inspections, pipeline locations, meter installations, meter reading, maintain pump stations, transmission/distribution pipelines and truck fill facilities. The operator will also monitor flows and reservoir levels both on site and remotely through a computer based SCADA management system. The operator will also meet with new customers to take service applications, prepare detailed sketches, perform pipeline locates, coordinate new installations and pipeline repairs with the construction contractor. The operator must reside within close proximity to the water supply system and will be provided with a company vehicle during on call shifts. The successful candidate must be prepared to take “on call” shifts, be mechanically inclined for working with tools and equipment, confident with computers and plan reading, congenial in dealings with co-workers, customers and municipal representatives.

Qualifications: • Minimum: Grade 12 diploma allowing participation in the Alberta Environment Water Operator training program.

• Additional: Existing certification as a distribution water operator or technical training will be considered an asset.

• Organizational skills to plan and prioritize work to meet deadlines.

• Must demonstrate written and communication skills.

• Successful applicant will be required to complete a security clearance check, drug test and drivers abstract that is satisfactory to the Commission.

• Applicants must provide educational and employment history along with references.

• Must be in good physical condition to walk long distances, to lift heavy loads (20 kg) and perform physically demanding work.

“There’s been some misinformation that the government recently adopted a law requiring mandatory vaccinations – that is completely untrue” he said. “That is just a total myth.

“The truth is that since 1910, the Public Health Act, or its previous legislation, has had the ability to require mandatory inoculation. That’s, as far as we know, never been used and certainly the government has no intention of making that mandatory.”

According to Kenney, if a safe vaccine is developed and approved, his government would “strongly encourage people to use it as we do in flu season.”

He further added that he understands there are some people who for whatever reasons they have – individual reasons – may choose not to participate.

Six thousand seven hundred eighty-three empty words According to MLA Lovely, last week’s Speech from the Throne was nothing but an insult to Albertans.

“Each and every one of the 6,783 words, which comprised the Speech were empty. Premier

Kenney said it best that the Speech ‘represented a full-frontal attack on Canadian federalism, on the Constitution of Canada, on provincial jurisdiction.’”

She further stated that the Speech failed to acknowledge the role that Alberta’s energy sector – the backbone of the Canadian economy – has played.

“It failed to recognize the crisis currently taking place in our oil and gas industry, caused by the mismanagement by the federal government,” Lovely added. “In the Speech, the federal government did not mention any help for the oil and gas industry but further said that they ‘will also legislate Canada’s goal of net-zero emissions by 2050.’ It’s clear that the federal government intends to compromise potential global investments in Alberta’s oil and gas industry, which inherently impedes upon Alberta's right to develop its own natural resources.

“In fact, the 1982 amendments to the Constitution Act explicitly recognize the constitutional power of the provinces and territories to manage their own nonrenewable natural resources, forestry resources, and electrical energy. The Act stipulates

Lovely noted that despite this the federal government made it clear that they have no regard for the Act or for defending and supporting the province’s oil and gas industry when they introduced their trojan horse – Bill C-69.

“The speech of 6,783 words to which not a single one of them addresses the crisis facing Canada’s largest industry – the energy sector – that supports 800,000 jobs, directly and indirectly,” Lovely explained. “Instead, the speech was filled with distractions of no substance. It was consumed by outlandish academic theories like intersectionality, and provided no solutions for our worsening economic state.

“A Speech from the Throne is supposed to lay out the government’s priorities. It is clear that Alberta – along with our oil and gas industry – is not on federal government’s list of priorities. This Speech does nothing but neglect our oil and gas industry, Albertans, and a strong federation.”

RMA sets record straight on rural municipal finances The Rural Municipalities of Alberta (RMA) continues to be extremely concerned with the changes to the assessment model for oil and gas properties that are currently being considered by the Government of Alberta. The proposed changes could reduce total rural municipal revenues by as much as $291 million in the first year of implementation, with some rural municipalities losing over 30 per cent of their revenues. RMA is proud of Alberta’s energy sector and the role our members play in providing access to natural resources and wants to work with the province and industry on solutions to support industry without decimating rural municipalities.

Recently, the Canadian Taxpayers Federation (CTF) released misleading information arguing that rural municipalities can easily respond to this sudden and massive threat to their budgets by simply spending less. The same stakeholders argue that Alberta municipalities spend more than most in Canada on a per capita basis, and that this high per capita spending is driven primarily by rural municipalities.

What is missing from the CTF’s critique is any consideration as to why this may be the case. Rather than assuming rural municipalities are fiscally irresponsible, RMA encourages the CTF and others to sit down with rural municipal leaders to understand why their financial realities differ from other municipalities in Alberta and across Canada.

“Alberta’s rural municipalities have service and infrastructure responsibilities matched nowhere in Canada.

RMA members provide services to huge areas of the province and most have a very small residential tax base. Rural municipalities are the unseen supporters of Alberta’s economy by managing the roads and bridges that provide access to Alberta’s natural resources.

Accusing Alberta’s rural municipalities of poor financial management

using per capita measures is not only inaccurate, it reflects a complete lack of recognition for their role in the province’s past success and future growth.” – Al Kemmere, RMA President Municipalities exist to deliver services and infrastructure to residents and businesses. The services that they are required to deliver is determined at the provincial level and varies across jurisdictions.

Alberta’s municipalities have a higher level of responsibility for managing roads and bridges than municipalities in other provinces, and nearly all of that responsibility falls on rural municipalities.

In fact, RMA members manage over 70 per cent of the province’s road network, despite making up less than 20 per cent of the population. Another way to consider the major role that roads play in driving rural municipal expenses is to consider the portion of total expenses municipalities spend on roads. In 2018, municipalities in Ontario and British Columbia spent roughly 10 per cent of total expenses on roads, and all Alberta municipalities spent about 18 per cent.

However, Alberta’s municipal districts and counties (and the Special Areas Board) spent on average approximately 48 per cent of their total expenses on managing their transportation networks. The reason this is much higher is two-fold: Alberta’s rural road network is much larger than those in other provinces because it was built (and continues to expand) to support industrial development, and the provincial government plays a smaller role in managing roads than provincial governments elsewhere.

“Rural municipalities have few areas to cut spending, because so much of their budgets go to building and maintaining their massive road and bridge networks, which exist mainly to benefit industry,” explained Kemmere.

County issues 133 tickets worth over $32,500 in last seven months

Beaver County’s Department of Public Safety issued 133 traffic tickets in the first seven months of 2020.

The Public Safety Report from January to August 2020 stated that the county would collect $32,549, “if all tickets were paid.”

However, Community Peace Officer Rick Ells states in his Sept. 2 report to county council that the province takes 40 per cent of those revenues for itself, leaving 60 per cent for the local jurisdiction doing the work.

“It should be noted that due to COVID-19, contact with the public has been slowed,” stated the report. This may result in a “decrease in fine revenue due to the lack of traffic on the roads.”

County Public Safety also dealt with 15 animal control complaints in the same time period, with 18 other files generated from other sources.

“I have been monitoring the Road Use Agreements for Wolf Carbon Solutions (pipeline west of Tofield), which has been extended until 31 December 2020,” stated Ells. “This extension is mainly due to the need for reclamation work, as well as pipeline monitoring.

“Fortis has been in touch and according to the work being completed, they do not require a Road Use Agreement, but I will monitor the roads that they will be using in the Ryley/Tofield area.”

Ells also reported: “We have started the process to attain enhanced authority.”

Beaver County approved an increased level of service and expanded police authority for its community peace officers.

This means the county’s officers will have its enforcement of the Traffic Safety Act expanded to include primary highways.

“This would be a level of service change but only with respect to the added authority to do dedicated enforcement on the 2-digit highways,” stated Community Peace Officer Rick Ells, in his July 15 report to council.

“The intent is to be able to deal with egregious traffic offences only that the CPOs see and would call the RCMP with, so they can deal with them if they are available,” Ells explained.

“If authorized to pursue the added authority, an internal policy would need to be developed and once complete, a letter must be sent to the Alberta Justice and Solicitor General requesting the added authority,” he said.

The county’s Department of Agricultural Services gave a report current to Aug.27. The report stated that roadside mowing is now completed for this year, and roadside spraying

is targeting weeds near waterbodies in Division 3 and 4.

Also completed is Bertha Armyworm monitoring and grasshopper monitoring. Mulching was ongoing in Division 5, and Clubroot inspections were set to begin in September.

Custom spraying for residents was close to completion as of Sept. 2, and strychnine was being distributed to residents who have been on a waiting list.

The Agriculture Department also completed the Pond and Steam Field Day with 10 persons in attendance.

In terms of the Landflood Program involving beaver activity, the contractor worked on problem areas within the county, county council increased the budget in July for the program by $40,000 and follow up is being done on drainage ditch complaints and inspections.

The agricultural department reported that operational expenses are in line with the 2020 budget. The department is drafting the next budget for 2021 using priority based budgeting methods.

The department has received notification from the province that the Agriculture Service Board (ASB) grant dollars “will be reduced moving forward.” A five-year grant application for 2020 to 2024 has been submitted, and the department is waiting to find out the amount of the funding they will receive.

The Department of Public Works reports as of Aug. 26 that second dust control applications are completed. As of that time, road bans were in place on all new cement roads.

In terms of the construction season, cementing was all completed with cleanup and approach repairs also all done.

Regarding special projects, the Parrish & Heimbecker Grain Terminal road construction was ongoing, with cementing done along with crack sealing and line painting.

The Legislative and Corporate Services county department reported three assessment complaints were received before the complaint deadline had passed.

The Assessment Model Review for Oil and Gas properties continues to be a topic Beaver County wishes to engage the public and province concerning the proposed changes to assessment.

The provincial assessor has granted a one-year extension for the county’s DIP assessment contract. Also, the department is waiting for results of a survey concerning the expanding of Elk Island Catholic School boundaries into Beaver County.

Budget preparation is ongoing, which includes the regular budget process and priority based budgeting.

RMA Continued from BCC1 “Rural municipalities are hugely driven by capital costs to deliver core infrastructure. If these costs are slashed, then roads and bridges will close. Municipalities would be happy to reduce taxation and spending if someone else took responsibility for managing the roads and bridges that support jobs and keep the economy moving.”

Not only are rural municipalities unique in terms of infrastructure responsibilities, they are also unique in terms of the large, sparsely populated areas that they manage. In most provinces, infrastructure and service responsibilities in remote and northern areas are delivered directly by the province. Not so in Alberta, where municipalities have jurisdiction across the entire province. In fact, RMA members alone provide governance to 85 per cent of the province’s land base.

This presents unique challenges not considered in over-simplified per capita spending comparisons.

While Alberta’s overall population density is similar to other provinces, no one comes close to encountering the challenges that Alberta’s rural municipalities face in delivering a huge infrastructure network through an extremely limited residential tax base.

Kemmere stated, “There is a simple reason that Alberta’s rural municipalities spend at a high per capita rate.

They deliver significant services to a small population over a large area.

Before labelling rural municipal

spending as unreasonable, organizations that are supposedly committed to protecting Albertans from taxes may want to consider the role that the services paid for by those taxes play in economic development, and the limited alternative sources of funding available to municipalities.”

Municipal spending also cannot be analyzed without understanding the support municipalities receive from other levels of government. RMA’s analysis shows that overall in 2018, municipalities in Alberta, British Columbia and Ontario received between 40 per cent and 43 per cent of their revenues through property taxes. However, Alberta’s rural municipalities depended on property taxes for over 54 per cent of their revenue. This indicates that rural municipalities have less access to alternative revenue sources such as user fees (due to their low population) and provincial and federal transfers (as many grant programs are focused on project types more suited to urban municipalities, and are often dispersed based on population).

“Rural municipalities don’t make up their tax rates out of thin air, and they certainly don’t collect more than they need to provide core services and infrastructure, and to plan for future capital projects. The bottom line is that the types of infrastructure managed by rural municipalities do not receive a large amount of funding support from other levels of government, and other revenue tools are not a viable option in most rural areas. If municipalities could tax less, they would. It’s simple: Alberta municipalities are maintaining over 8,000 bridges and culverts, as well as a 135,000-kilometre road network,

which is enough to stretch across the world three-and-a-half times, with few revenue tools aside from property taxes,” stated Kemmere.

Rural municipalities are facing an unprecedented threat to their ability to deliver the services that Alberta’s industries rely on. RMA is concerned that attacks on municipal spending are detracting from the much more important reality that rural municipalities will simply have little or no ability to respond to the proposed assessment model changes given the tools available. Intermunicipal collaboration, the quality of Alberta’s infrastructure network, and tax fairness among ratepayers is at stake based on the changes being considered.

RMA recommends that the CTF consider how a drastic reduction in non-residential assessment values and associated tax revenues will impact all taxpayers in the municipality, including other business owners and rural residents, rather than focus on unrelated per capita comparisons. These property owners will face tax increases, service level reductions, or a combination of both. Contrary to assumptions that municipalities can easily cut spending on core infrastructure, in many cases there will simply be no other choice.

TRA Food Bank anticipates high demand by October Moush John Tofield Mercury

With schools in full swing, and the COVID19 impact still being felt by community members, Dawn Arnold, President of the Tofield, Ryley & Area (TRA) Food Bank anticipates a high demand by the end of October.

“So far the usage has been on the rise,

steadily,” she said, “But we’re anticipating a very high demand by the end of October.”

Arnold added that there’s been a return of old clients and the addition of some new ones once schools reopened.

“Our community garden was a huge success, providing a variety of vegetables for our clients and the general community,” she noted.

“We are in a very good place both financially and food wise to meet the needs of our clients, because of the generosity of our community.”

The TRA Food Bank had to close the Wednesday shift in July, but with the return of demand and people wanting more supplies, they are ready to reinstate the shift as and when the need arises.

“Since the beginning of the month, we’ve been providing individually wrapped sandwiches for emergency lunches at Tofield School and North Star Outreach School,” Arnold explained. “The Tofield Legion has provided us with access to their commercial kitchen, which has been a huge blessing.

Elva and George Lawson, and their six children, Herman, Milford, Martin, Mabel, Mildred, and Edna, moved by train to Tofield from New Northrop, Michigan in the US. They arrived at the Bardo Station in June 1914. In September that year, they purchased two quarter sections of land, NW 11-50-19 W4 and NE 11-50-19 W4, 4 miles south of Tofield, from Edward R. Kallal and Charles J. Kallal.

“Construction of the house and the barn started that month itself, with all building materials being hauled o the Bardo railroad siding,” said Wesley Lawson, one of the two brothers who farm the land now.

“George was definitely a mixed farmer with pigs, cattle, milk cows, chickens, horses, and grain. He was also known for his passion for hunting!”

Martin, one of George’s sons, took over the farming in the 30s, and married Janet Brown on March 4, 1938 having four children – Wesley, Irene, Dennis, and Verna.

Martin passed away on March 12, 1968 and Janet passed away on January 21, 1997.

Among the children, Wesley married Cheryl Ray, and they have two sons, Mark and Scott.

Verna married Henry Stainthorp, and has three daughters and one son.

Wesley and Dennis now farm the original land which they own with their sister Verna.

ing the pig and cattle operation,” Wesley narrated. “We have gotten out of the pig operation and have gone more into cattle with time.

“Our sons, Scott and Mark having grown up on the farm, fourth generation, still have a very supportive interest in the farm.”

According to Wesley, the land was initially broke-up with a steam engine pulling breaking plows.

“My grandfather, George started out as mixed farmer with cattle, cows for milking, chickens, pigs, horses, and grain, and these were used for family support and income for many years,” he added. “The horses were George’s

‘power force’ of that time, used for breaking up the soil, seeding, and harvesting; thrashing was done with a steam engine and separator.

“My dad bought a pulltype combine in 1941, which was one of the first in the Tofield area. It was a 36-inch straight cut.

Today’s combines are much larger, up to 35 feet!

He also bought a Farmal A in 1941. He and his family have maintained that tractor and it still runs today – hay was hauled loose to the barn and put in the loft.”

Wesley and Dennis farmed with their dad for many years.

“In the 1950s, Heston Stackers and round balers made haying easier comparatively,” Wesley noted.

“At one time it would take 10-12 people to harvest or

hay, whereas now all it takes are two people.

“We have mainly gone to commercial cattle breeding these days. We use horses still occasionally for rounding up cattle, but quads tend to be used more these days.”

They now grow grazing corn and silage corn for the cattle to eat. When they started this 10-12 years back, it was an innovative idea for this area.

The Lawson family, and it’s four generations have been on this land for 106 years.

“We have been conscious wards of this land, keeping it in good shape for coming generations,” Wesley remarked. “Our sons are very diligent and attentive to maintain and learn the best farming practices as well.”

In the meantime, Hillyer encouraged the community to keep donating to the Food Bank.

“Please donate in the foyer of IGA or directly to the Food Bank,” he added. “Items they always need include cans of soup, cereals, pastas,

peanut butter, and others non-perishable food products.

“Fresh produce and perishable items are also accepted, but those have to be directly delivered to the Food Bank. They had a lot of people taking advantage of the community garden, which again is available and accessible to anyone. They will always take monetary donations as well, as this allows them to purchase exactly what they need.”
