For Sunshine Villa residents, it’s a dream come true, as they got together on Thursday, Oct. 7 to use the new walkway path and thank Mayor Deb Dueck, and the Town of Tofield council for the new addition.

“Since Sunshine Villa opened their doors 10

years ago, the seniors have envisioned beautifying their backyard and creating an outdoor space to enjoy,” said Villa Manager Lorna Rempel.

Douglas Bohush, who is the president of the Sunshine Villa Residents’ Association said that when he was appointed as president in January this year, he was looking to take up an endeavour

from start to finish, which would help the Villa residents.

“At one of our board meetings, we discussed the possibility of the walkway path, and decided to take it to the Town of Tofield council to see how much funding they could provide,” he said. “Much to our surprise, not only did they approve of the project,

but was willing to fund it completely. They even supervised the entire construction. We’re so thankful to Mayor Deb Dueck, the entire council, and CAO Cindy Neufeld for this amazing gift to our residents.”

Rempel also added that all residents, tenants, and staff would like to thank and acknowledge the Beaver Foundation CAO

Claystone Waste gets new environmental-friendly and LEED certified administration building Moush John Tofield Mercury

Claystone Waste has a new building, and it is LEED (Leadership in Energy and Environmental Design) certified, the only building to have that certification in Beaver County and surrounding areas.

The building funded entirely by the organization is certainly a benchmark.

“We needed a new administration building, and began the process by engaging an architect to complete the design,” said Meaghan Neufeld, one of the leads and team members on the project.

“Our objectives included: demonstration of the level of commitment to the environment and to be a leader in environment sustainability by achieving LEED accreditation, among other criteria.”

She outlined that the space had to accommodate most of Claystone’s admin staff; and it had to have the flexibility to expand and adapt to other needs.

SUBMITTED PHOTO “We also needed to have easy access for all staff and public to the facility; reduce on-site temporary buildings; and modernize current facilities,” she explained.

In October 2019, Berry Architecture + Associates was awarded the contract as the prime consultant on the project.

According to Neufeld, later that year, Jen-Col Construction was appointed fo construction services.

“However, construction didn’t start until May 2020,” she added.

“In Febraury this year the building was substantially complete and turned over to Claystone.

Speaking to how the

consultants were selected, Neufeld said that the prime consultant was selected based on a public RFP and was awarded based on best value to Claystone as determined by their administration.

“The construction firm was selected based on public RFP as well, with a recommendation from the consultant as well as our administration,” Neufeld explained.

Both firms exhibited previous experience with LEED design and construction, as well as understanding Claystone’s needs for an administration building.

Complainant was able to confirm no financial loss and reported incident online at www.antifraudcentrecentreantifraude.ca.

On Oct. 6, Tofield RCMP responded to a fraud complaint in Tofield. RCMP spoke to

the complainant who advised they had received a suspicious package which contained a laptop, which none of the residents in the house had ordered. The complainant was concerned that once it was turned on, it may contain fraudulent malware which may be used to obtain personal and financial information from the complainant.

The complainant was advised to return to sender. The Tofield RCMP would like to inform the public to be vigilant when dealing with suspicious packages and fraudulent activity whether online or in person. If you have not ordered something or

expect packages such as the above, the RCMP is asking that it be sent back and to report these instances to the Tofield RCMP so that it may be properly reported and that this information can be passed to the public for their awareness as well.

On Oct. 7, Tofield RCMP responded to a theft complaint in Beaver County. RCMP attended and found that a chemical pump and fuel was stolen from farm equipment. This file is still under investigation.

Loose Ends: Snow By Any Other Name

Snow was mentioned in my hearing for the first time yesterday, a week before this appears in the paper. I thought

I’d misheard. Snow? In September? Then I gave my head a shake and over the rattle I said, it’s October, dummy! Snow has a habit of coming down in time to ruin Halloween for the trick or treaters but the promise, warning, threat – take your pick – was forecasting snow for Thanksgiving Day. Which was before you are reading this so at the moment I’m still wondering if snow means a few fluttering flakes, a

dust of white on the ground that’s melted before noon, or drifting in a bitter wind causing the annual hunt for the snow shovel which always disappears after leaning in plain sight against the garage wall all summer. (Those darn gremlins, up to their mischief again.)

I’m hoping for the flakes or the dust, just a minor inconvenience, or better yet none at all because our boys are coming out and I imagine

many other people have travel plans to join family on turkey day. There will be plenty of time later for snow; right now is not a good time. But then, for me no time is a good time for snow.

In case you haven’t been counting, I’ve purposely used the word snow eight times since starting this column, thinking that the more I say or write it the better the chance that there will be good vibes spiriting it off to Siberia or Antarc-

tica. (Sorry, little penguins.) Using terms like the S word, white stuff, or that which blankets the ground but whose name will never be spoken aloud – snow by any other name - never seems to discourage Old Man Winter so maybe reverse psychology will; say snow often enough and it will lose its power to send me into hibernation mode.

Tofield. During the interaction with the driver, RCMP formed the grounds that the driver was impaired. RCMP arrested the driver, Eric Olaf Strasser (57) of Edmonton, seized the license and vehicle for 30 days suspension under Alberta Administrative Immediate Roadside Sanctions program.

On Oct. 7, Tofield RCMP responded to a disturbance complaint in Tofield. RCMP attended and found that a number of people were arguing as a result of their two dogs being involved in an altercation. RCMP were able to separate the parties and confirm that no physical injuries suffered to the parties involved.

On Oct. 8, Tofield RCMP responded to a suspicious person complaint and possible break and enter to a residence in Tofield. RCMP arrived

on scene and located/seized a quad, dirt bike and generator although unsure of the owner(s) or reasons for them being left in the open. Tofield RCMP would like to ask the public assistance in locating the owner(s) of this property and would ask that the public report if they have had a recent theft of these items from their residence/business.

This file is still under investigation.

On Oct. 8, Tofield RCMP responded to a suspicious person complaint in Beaver County.

RCMP arrived and spoke to the complainant who advised that there were possibly two persons inside a U-haul truck on the property. Tofield RCMP attended the Uhaul and confirmed it was stolen and with the assistance of RCMP K Division Police Dog Service, located two persons and arrested them on

scene. On Oct. 9, Tofield RCMP jointly charged Joanna Elaine Nussey (38) and Bryce Allan Smith (34), both of Fort Saskatchewan with the following: Possession of Property Obtained by Crime over $5,000; Possession of Break in Instruments; Possession of a Weapon for Dangerous Purpose; Fail to Comply with Condition of Release Order. Tofield RCMP, additionally charged Jo-anna Elaine Nussey, with the following: Possession of a Controlled Substance. Both Jo-anna Elaine Nussey and Bryce Allan Smith were held for a Judicial Hearing and were remanded into custody to appear in Vegreville Provincial Court on Oct. 12, 2021.

On Oct. 8, Tofield RCMP responded to an uttering threats complaint in Beaver County. RCMP along with Beaver County Peace Officers at-

tended and spoke to the parties involved regarding on-going neighbour disputes. Parties warned about ongoing behaviour.

On Oct. 8, Tofield RCMP responded to a theft of motor vehicle in Holden. RCMP arrived and found that the vehicle had been civilly seized by a Civil Enforcement company and was not criminal. Paperwork was located and provided to the complainant.

On Oct. 9, Tofield RCMP responded to a disturbance complaint at the Tofield Hospital.

RCMP arrived and found that a patient had become disruptive and causing a disturbance within the facility. RCMP were able to obtain cooperation from the patient and ensure no further is-

sues reported.

On Oct. 9, Tofield RCMP responded to a residential break and enter in Tofield. RCMP attended and found that entry was gained to the garage although unsure if any property was stolen. This file is still under investigation.

On Oct. 10, Tofield RCMP responded to a theft complaint in Holden. RCMP spoke to the complainant who advised that a battery from their vehicle was stolen.

On Oct. 10, Tofield RCMP responded to a fire complaint in Beaver County. RCMP arrived on scene along with Fire Department and found that a stolen holiday trailer had been burned at this location. This file is still under investigation.

Excited about Enbridge’s Line 3 Pipeline MLA JACKIE LOVELY Camrose Constituency

I was thrilled to hear that Line 3 by Enbridge is ready to send our valuable and ethical energy to the United States. Energy Minister, Sonya Savage shared the great news with us on September 29. This project was a $9.3 billion project by Calgary based Enbridge and is 1,713 kilometers. This is expected to be able to transport around 760,000 barrels a day by the end of October.

The usual groups, such as the Sierra Club, are opposed to pipelines and expressed their feelings on oil and gas. A major reason our United Conservative government received a strong mandate from Albertans is to stand up for our hydrocarbon industry and get pipelines built. We know that pipelines are the most efficient, and safest way to transport our oil. The previous NDP

government wanted to transport crude by rail. The opposition claims to support the environment, but we know that pipelines are much more environmentally friendly than transporting crude by rail. Line 3 will take oil from Edmonton, to Enbridge’s terminal in Superior, Wisconsin.

The project replaced an aging pipeline with a new pipeline equipped with stateof-the-art technology and safety measures to protect the environment. It is also the result of rigorous regulatory processes in both Canada and the United States. It took nearly seven years of planning and involved unprecedented levels of community engagement and participation, on both sides of the border, during its construction – especially with Indigenous communities and busi-

nesses. In fact, more than 1,100 Indigenous men and women worked on its construction and it generated more than $400 million in Indigenous economic benefits.

I also want to bring you attention to some great work being done by the Canadian Energy Centre. The CEC launched a campaign in the United States to bring Americans’ attention to Canadian energy. We all know within hours of being sworn into office, President Biden issued an executive order, which revoked the cross-border per-

mit for the Keystone XL pipeline. Considering that the pipeline would have started in Hardisty, I was personally disappointed, not just for our province and country, but for our residents because we know the number of local jobs the project would have created.

To further rub salt in the wounds, the US President also recently asked OPEC+ to ship more oil to the states. The CEC is advertising on billboards in major cities, such as New York and Washington DC. It will direct

viewers to w w w. f r i e n d l y e n ergy.com where the American people can learn the facts about where their oil comes from. Statistics say the United States uses about nine million barrels per-day and they do not have the capacity to fill that need domestically. We want to make our neighbours to the south aware that by getting in touch with their representatives in congress, they can have access to energy from an ally and friend in Canada. Why would the President want to

import oil from countries like Saudi Arabia, Russia, or Venezuela who have a fraction of the human rights and environmental standards that we do? I am optimistic this campaign will inform Americans exactly where their oil is coming from. There will always be a need for hydrocarbon energy. Our government and I, strongly believe it should be coming from Alberta!

“My biggest concerns within our schools are the declining rural population; declining rates of enrolment; increased budget cuts; and rising costs,” she said. “In my eyes, the only ways to resolve these issues would be to encourage parents to send their kids to BRSD schools; find costsaving measures; and continue to lobby the provincial government for more funding.”

She said that although this year’s numbers have been encouraging they do not change the overall downward trends, “which have resulted in a vicious cycle of gradually-decreasing enrol-

ment as parents continue to choose to send their children to bordering urban schools from other divisions, which in turn further decreases funding and reduces the variety of programs each school can offer.”

She added, “This then reduces the incentive to enrol children in BRSD. However, to quote one of our local principals, when more people send their children to school in their own communities it ‘affords us the opportunity to grow and improve our programs. Choosing your hometown school creates a very healthy community and everyone gains when this happens.’

“The demographics of rural Alberta are changing,” he said. “Most areas are in a decline of population; as school population in some areas get smaller, we must work hard and come up with innovative ideas to ensure all students receive an education that is equal across the entire division.

I feel we can incorporate some learning scenarios that work well in some locations either by online

or distance learning programs to other schools.”

Albrecht said that ‘mental health’ has been a topic that BRSD has made a priority.

“We have ensured that our mental health workers have continued to serve all our schools on a regular basis and when there is a crisis at a certain school they are there to deal with students and staff,” he explained.

“When government funding was running out, we as a board voted to lobby government to continue

this funding as we realized how important it is.”

He also added that the pandemic has been a game changer for everyone.

Speaking to the issue of bullying, he added, “In cases of bullying the principals and staff try to address it as best they can.

They must be given support from administration and the board if requested. I feel there needs to be a great deal of parent involvement to try and resolve this unacceptable behaviour, and the parties in question

must be made aware of the Student Code of Conduct that the division has, and what the consequences of this inappropriate behaviour will result in.

“The steps I would take is to find out what issues need to be addressed and to try and help in any way that I can,” he said.

“This may mean we, as

trustees, need to lobby the government for more funds to address the issues at hand. I think the best way to support the mental health of staff and students is to recognize how difficult it is to educate students during a pandemic.

“Students and staff need as much support as possible during these difficult times. As a former teacher I know that this is, and will continue to be, addressed in schools.

If re-elected, I will continue to advocate for mental health support from the government.”

Speaking to the issue of bullying, she explained: “Even though one bully is too many, the number of students who feel comfortable harming and antagonizing their fellows has shown a marked decrease due to the policies the principals have put in place over the last few years, especially given all the hard work that school staff have invested into resolving the bullying issue over the same timeframe.”

She added that through her connection to the FCSS and the broader community as a whole, she has seen evidence that many students in the area have experienced some form of trauma, be it at home or otherwise.

“People who have been hurt have a tendency to lash out at others in response, continuing the cycle of harm in our schools, as long as the underlying non-schoolrelated concerns remain unaddressed,” she noted. “A lot of people have also been on edge due to COVID, which may have caused tempers to run higher than normal and further increase the chances of someone airing their frustrations unintentionally.

“Once the added stressors of being in a pandemic have decreased, perhaps in a few years, the effects of the school staff’s hard work towards bullying reduction should be more clearly highlighted.”

Obituary Judith Marleen Fleck Judith (Judy) Marleen Fleck (Engebretson) of Tofield Alberta, passed away suddenly on October 6th, 2021, with her family by her side.

Judy is survived by her loving husband, Albert Fleck of 59 years; her three children: Kimberly (Doug); Allan (Yvette) and Stacey (Chris). She is also survived by her 7 grandchildren: Jodisa (Glen); Lyle (Kristen); Andrew (Chelsea); Jordan, Sara, Hailey, and Tyler, and her 6 great grandchildren; Mack, Birk, Ilah, Austin, Georgia and Emma; and her sister Betty & brother Howie. She was predeceased by her sister Joan. Judy loved her husband and her family. Her life was a blessing, and her memory a treasure. She is loved beyond words and will be dearly missed.

A celebration of Judy’s life will be held at a later date.

Corporate review made public on county website

A corporate review and hiring of a new CAO were controversial issues that closed out county council’s final moments on Oct. 18.

The organizational review has been made public on the Beaver County website following a split decision motion to accept it at the meeting.

Hrabec (Division 3) said certain “facts” would come out once the corporate review was made public, stating: “As most are aware Beaver County has moved forward with administrative changes which will be outlined by facts that will be released on Wednesday (Oct. 6) with our Corporate Organizational Review.”

Hrabec was referring to the firing of CAO. Bob Beck as “administrative changes.”

Council had voted 3-2 to make the review public on the county website and to the newly elected council at an orientation meeting in early November.

The outgoing council discussed details of the review during a closed session at this final meeting. Once back in public session, Hrabec said there were reasons for the firing of former CAO Bob Beck but said personnel issues made a publication of the complete review not a good idea.

Beck was fired at a special meeting Sept. 28, just a week before council’s final meeting.

It has turned into a controversial move with two councillors voting against the firing, a motion which was made by Reeve Jim Kallal. Kallal was strongly in favour of dismissing Beck and was able to accomplish this task before leaving office, with support from Hrabec and Division 5 Councillor Dale Pederson.

Hrabec made the motion at council to accept the corporate review, which passed 3-2, and to authorize the publication of the report on the county’s website - as well as to the newly elected council during orientation on October 27.

Division 1 Councillor Kevin Smook

and Division 4 Councillor Barry Bruce voted against the motion on the following points.

Bruce said he still believed “the timing is off” for having a corporate review prior to an election, stating it would have been better to have it done a year earlier or after the election.

But he said “there is good information in it and hopefully the new council will take advantage of it.”

Smook opposed it because councillors were being asked to accept a report that had not been made public, had no open discussion and wasn’t even included in the agenda package.

“We’re being asked to accept it when we haven’t spoken about it publicly,” he said. Indeed, comments on social media indicated people had no idea why Beck had been fired.

Hrabec provided a staunch defence of the corporate review and firing of Beck.

“I made a motion to accept (the report) because it’s fact based,” he said, adding he felt a public discussion now would lapse into “emotionalism and unprofessionalism.

“I’ve asked you and Jim to bury the hatchet because it has divided our council,” he said, adding: “We have to make decisions.”

Hrabec told council he respected each one of them as a councillor: “We all tried to hold up our end of the bargain.”

After the election, he noted that Smook “will be there as an elected person,” on the new council, having won by acclamation in Division 1, an indication Smook will have input about the review at that time.

Hrabec said he “likes to follow the facts,” and recognized the challenges, but didn’t agree with Smook’s efforts to discuss the review publicly instead of inclosed session.

“Councillor Smook (would) present the whole un-redacted document,” for the sake of transparency, he said. But “you can’t just open everything up,” he said, referring to items such as personnel issues.

“The organizational review and the CAO leaving are part and parcel (of all that),” he said, so public discussion “taints it.”

Hrabec also defended the consultant who did the review calling him “very respected.” He spoke of “things ratepayers see,” such as “the previous CAO received a cash raise of (over) $37,000 and extra benefits,” earlier in his tenure.

“It’s time to do a reduction on the wages,” he said, suggesting a 1.5 per cent cap on raises.

“Councillor Bruce had a point about pro-rating (wages),” he said. “We need to think outside of the box and come up with processes that are fair.”

Hrabec said paying out on the CAO contracts in order to fire Beck “broke my heart,” adding: “But we had to stop the (financial) bleeding.”

Referring to his re-election chances, he said: “Whether I come back or not, I wanted to fight for this…I am willing to fight for the ratepayers…and (help) implement a key budget decision and realignment.”

He also argued that there are “many employees who have embraced this review.” But Hrabec admitted to also having heard the “triumvirate of three’ remarks referring to the voting patterns of himself, Kallal and Councillor Dale Pederson.

“Those involved should be proud,” he said, of the initiatives just accomplished. However, he did agree that “the timing wasn’t the best. ..But now we have a playbook for the new council.

“These are honest comments,” he said, calling it “a good document which is why I support that.”

Smook clarified his objections were “because the company doing this report was the only one considered” to do the job. “Otherwise, you’ve spoken your peace and here we are,” he said, to Hrabec.

Kallal said he had earlier asked then CAO Beck to do a corporate review which never happened.

He said that, after three months, the document that has been submitted to

council is large, “but it’s not a policy, it can be changed.”

Smook replied by stating that “some parts of it are okay,” but he called other parts of the document “a three headed monster.”

To that, Kallal said: “You are in by acclamation,” referring to the next council after the election, also inferring that Smook can make changes then.

Interim CAO Margaret Jones asked that council delete the word “consider” in publicizing the full report on the county’s website, and this ensured that the document would be published rather than merely considered for publication.

In the end, the motion passed 3-2 with Smook and Bruce opposed.

After that, council rescheduled the next regular meeting which normally runs after the organizational meeting to Nov. 3.

This leaves the rest of Oct. 27 after the organizational takes place for the new council’s orientation meeting which will hear the corporate review report.

Council continued with the final actions to get the recruitment of a new CAO underway by passing another motion.

The initial motion was changed upon a request from Smook. The motion read, “that council direct administration to invite the four recruitment companies listed in the RFP (Request for Proposal) for selection consideration, and post the RFP for CAO recruitment services on the county website.”

This final point was because Smook felt local people should be given a chance to try for the position.

Another motion by Hrabec also passed, “that inquiries regarding CAO recruitment be directed to the Reeve in office at the time of the inquiry.”

Reeve Kallal then made his final motion of his term in office, which stated, “that all of council be involved in the interview and selection process of the new CAO.” This motion passed unanimously.

Reeve Kallal bids county residents farewell in letter after not seeking re-election It has been a honour to serve the residents of Beaver County over these past four years. COVID-19 has certainly brought challenges to us all.

Sincere thanks to Council, all of our staff and front line workers that have dealt with the day to day challenges and compliance of the Pandemic.

I have made the decision to not seek re-election as another four year term would put me closer to 80 than 70 years old if elected. It is now time to spend quality time with the family and friends.

It was a busy four years for Council as I reflect back.

Beaver County early in the term lost millions of dollars of revenue related to the insolvency of the oil and gas sector and was still able to maintain a budget that would not affect or increase taxes to our residents. As well during this crisis, Council was able to reduce small business tax and hold residential and farm tax to a minimum. We were able to accommodate economic development with tax incentives and road construction for the P&H grain terminal in Viking. As a major share holder of our landfill in Ryley we were able to develop a Municipal Controlled Corporation with our municipal partners that will be governed for the municipalities by a professional board. This change has already proven financially beneficial as the County now is able to not only receive a higher rate of dividend income but receives tax revenue which since the landfill inception was not allowed to assess the land fill under the Municipal Government Act. This will also put a more transparent operational style in the hands of all municipal management.

The newly elected council will take over the County in very good financial shape as we were able to put significant amounts of revenue back into reserves during this four year term.

Council was faced with a set back in this last quarter of our term with the sudden announcement of CAO Bob Beck who announced he would be off on leave for three months. This came as a big surprise to Council and resulted in a mutual leave agreement after 12 years of service to the County. All of Council wish the very best to CAO Beck and his family and thank him for his dedication and service.

I will close off with this. “Beaver County is a great place to call home.” I have had the honour to serve for 10 years, seven years as the Reeve, and have seen a lot of change. Council has always adapted and listened to our residents and municipal partners.

The County is diverse in nature from our east end that supplies our non renewable natural resources of petroleum and gravel as well as our most sustainable GDP Agriculture. We span 120 plus Kilometres east to west with agriculture the main stay between our borders. Our west end is where the majority of our population resides and they contribute to our communities, as well the residents are a significant contributor to the County tax assessment.

A cool phenomena for me as of late and a real benefit for the County was the reclamation of the County owned gravel pit in Kinsella and the prospecting for gravel which to previous councils, contractors and general public were a waste of time. This effort will net the County hundreds of thousands of dollars with a stock pile of very high quality gravel and material.

Division 5 Councillor elected by acclamation, wants increased efficiency Patricia Harcourt Dale Pederson doesn’t have to run for re-election as his seat as Beaver County Councillor for Division 5 remained unchallenged.

Although candidates will compete for seats in the county’s Divisions 2, 3, and 4, Pederson is getting a pass on campaigning for municipal elections set for Oct. 18.

The incumbent will be serving another four-year term starting at the organizational and orientation meetings of a newly elected council on Oct. 27.

Reflecting on the past four years, Pederson called being a county councillor “a total new learning experience.”

He added: “It takes three years to get to know it,” before an election comes along that could remove a councillor right after getting the hang of it all.

As a first term councillor, Pederson still had some opinions about what he would like to see change on council.

“I’m disappointed in the lack of speed getting things done,” he said, adding he “wants to see the efficiency improve on the decision-making side.”

As for his own projects, Pederson said he “won’t give up on the 870,” referring to getting pavement laid on Secondary Highway 870. This in spite of the fact he knows that the province has its own set of priorities and road projects list.

Pederson believes that the vehicle count used by the province is a bit unfair. With the road as poor as it is now, it is logical to have a vehicle count of only about 100 a day.

“If they did the paving I believe the traffic count would go up to 400,” he said. He also believes that paving the 870 would dramatically reduce the bottleneck at the intersection in Viking where three highways and a railway crossing intersect.”

“With Highways 14, 13 and 619 all meeting here along with the train tracks, there is a terrible bottleneck,” he said, at that intersection. It serves to impede access to the grain elevator on the other side, and the ability of emergency vehicles to transport patients to and from the hospital.

“Access is being compromised,” he said.

While he continues to serve as a councillor for a second term, Pederson is grateful for the feedback from ratepayers that has given him his election by acclamation.

“I would like to believe that I have the support of the majority of the residents of the division, and I sincerely thank the people for that support.

I’m privileged with not having to campaign.”

That being said, Pederson added: “And some may think that I should be quiet.” But he said that, In the 2017 municipal election which originally elected him, there was an 80 per cent turnover on council. Pederson said this meant that “people wanted a change in direction,” and, at the time he heard from ratepayers who wanted a change that “had” to be, which he said was accomplished Sept. 28.

A special meeting had been held on Sept. 28 by county council which passed a motion to dismiss the then CAO of the county.

“The change was implemented,” said Pederson. He urged the public to read the newly released Corporate Governance Review on the county’s website.

Pederson also cited the county policy manual on Council/Administration Roles and Responsibilities, CCL 001, where it reads: “Council is to give direction, make policy decisions and represent the public interest.” Pederson said

that, according to Section 153 of the MGA - General Duties of Councillors that, at the top of the list is “to consider the welfare and interests of the municipality as a whole etc.

“These documents along with others, including the Code of Conduct Bylaw 18-1060 are what I use in guiding my decisions,” he said, adding: “I am NOT in a corner of a “Golden Triangle” as has been suggested.”

Pederson also thanked outgoing Reeve Jim Kallal “for all the hard work, extra work, and common sense presented over the last four years on behalf of Beaver County.

“Best wishes on your retirement, Jim,” he said.

Upon completion of the new rail crossing on Highway 834, Alberta Transportation and CN Rail found that the grade of the new crossing may cause a clearance issue for drivers hauling longer trailers or low clearance vehicles.

Alberta Transportation and CN Rail have made a temporary fix for drivers, however a permanent fix is being worked on and will be implemented in the spring. The speed limit on Highway 834 near the rail crossing has been lowered to 30 km/hr. and drivers are asked to cross with caution or use an alternate route.

Alberta’s government is seeking input from the public to update the definition of elder abuse.

A new public survey is now open and Albertans are invited to provide input into the new definition of elder abuse. The revised definition will be used to inform legislation, policies and programs to better meet the needs of seniors and support organizations. As the foundation for this work and a new provincial strategy to prevent and fight elder abuse, a clear and specific definition will improve the safety and well-being of seniors across the province.

Voting During COVID-19 On October 18, residents will have the opportunity to exercise their democratic right and vote for a municipal councillor, school board trustee, and senate nominee, as well as voice their opinion on the two Provincial referendum questions.

COVID-19 presents unique challenges for the election process. Beaver County takes the health and safety of the public and its election workers seriously and has implemented the following measures to prevent the spread of the virus:

The Provincial mask mandate is in place. Election workers will be wearing masks, and we ask that you wear your mask while in the Voting Station. If you forget your mask, one will be made available to you.

Advance voting opportunities are available during the week of October 12-15 to reduce congestion at the Voting Stations. Refer to the Notice of Election for details.

You may vote by Special Ballot if you are unable to vote at the Advance Vote or on Election Day. Contact the Returning Officer at 780-663-3730 for more information.

Voting Stations will be sanitized regularly throughout the day.

The Voting Stations will be arranged to enhance physical distancing. Please be patient if you are asked to wait outside the Voting Station until others leave.

A single-use pencil will be provided to you to vote.

Plexiglas shields will be in place to protect you and the Deputy Returning Officer when you pick up and return your ballot.

Speaking to the issue of bullying, Huculak stated, “Bullying is a persistent problem but we still need to be persistent in addressing it. We need to address it when we see it; not only in school but in our community as well.

“When staff or students see bullying they need a safe place to go to report it, and know that it is going to be dealt with. I will work with schools to ensure that safe spaces are available for them to report bullying.”

Since retiring, he has worked with the Claystone Waste Public Advisory Committee, and also sits on the Tax Assessment and Sub Division and Development Appeal Boards.

“While my primary duty will be to Beaver County schools, I also have the experience to think division wide to make decisions that are in the best interest of all students in the division,” Huculak added. “I have very much enjoyed my teaching career and working with the students of Battle River School Division; I would now like to give back to the Beaver County community that has supported me in my 25 years as a teacher and administrator by becoming a trustee.

“I believe that all students can and will learn. We just need to put the right pieces in place to ensure that this happens. This means we must do our best to put in the things that are necessary to improve student learning; if what we are doing is not improving student learning, then we need to ask ourselves why we are doing it.”

Obituary Herman Stanley Rea On September 25, 2021 at the age of 65, Herman Stanley Rea passed away into God’s grace due to complications with COVID-19.

Herman was a hardworking and proud family man who loved the outdoors. He returned to the family farm outside of Shaunavon in 2016. He was a long-time member of the Shaunavon Alliance Church and volunteered as a board member at the Cypress Hills Ability Centres. When Herman wasn’t busy hunting, riding his motorcycle, doing work around the farm, or helping others, he would be making plans and travelling to see family and friends throughout Canada and the United States.

Herman is survived by many loving individuals including his son Kelsy Rea (Jolene Zenner) and grandchildren Charlotte and Clyde of Minnesota, his daughters Tannis Weeks (Zachary) of Edmonton, and Abbie Rea (Rob Geddes) of Edmonton, his brother Elliott Rea of Calgary, loved ones in Utah, friend Kristine and many other family and friends.

Herman was preceded in death by his parents Tom and Ethel Rea and his sister Maggie Rea. Herman will be missed dearly.

A funeral/celebration of life is to be determined at a later date. The family asks that for those wishing, memorial donations be made to the Cypress Hills Ability Centres in memory of his sister Maggie. Binkley’s Funeral Service of Shaunavon (www.Binkleys.com) is in charge of the arrangements.

Calvin James Lauber passed away peacefully on October 8, 2021, at the age of 81 years. He was born into the Joe and Martha Lauber family and lived his first years on their farm about five miles southwest of Ryley. There he attended the Solberg School until the family moved to a farm one mile south and one mile east of the Salem Church. During the family’s stay there, Calvin attended the Standard School south of Dodds for about 2 years until the family moved again to the farm one mile South of the Church that became their long-term home.

From there Calvin attended the Grand Forks School for grades three to six, the Bardo School for grades seven to nine, and Ryley High School for grades 10 to 12, graduating in 1957. He then enrolled in Chemical Engineering at the U of A, graduating with honours in 1961. He worked as a Chemical Engineer for a few years before acquiring some land and moving into full time farming on the farm where he had spent the latter part of his childhood years. He resided at this farm until the time of his death.

He leaves to mourn his passing; his brothers Ben (Pearl), Murray, and Byron (Leslie), and sister Phyllis (Geoff) Milligan, nephews: Darwin, Rod, Lonnie (Michele), Derek (Kim), Graeme (Susan), Chris (Megan), nieces: Mardelle (Dale) Oslund, Darlene (Wayne) Showalter, Charlene (Vic) Roth, Luella (Jon) Anderson, Pamela (Ted) Alexander, Heidi Lauber (Jed), Allyson Lauber, Lisa Milligan Kalis, Andrea MilliganCoyle (Kelly); 33 great nieces and nephews; and 20 great great nieces and nephews. Calvin was predeceased by his parents Joe and Martha Lauber, his brothers Leo and William, sister-in laws Ellen, Lois, and Sylvia, and niece Michelle.

He was baptised in the Salem Mennonite Church at an early age. Over the years, he shared his guitar playing talent during worship times and at many Church events. He also played the banjo and the harmonica. He was a strong singer with a deep bass voice and sang in quartets and choirs, including the Tofield Men’s chorus for many years. In his younger days, he was a curler, played baseball, did a little golfing, and enjoyed playing hockey. He was very invested in the work of the DoddsRoundhill Agriculture Protection Association and was instrumental in staving off a proposed coal mine development that would have swallowed up his farm and much of the surrounding area. He was a deep thinker and was well read. He enjoyed a thought provoking, intelligently written book or article. He enjoyed times together with family at various celebrations; lunches at Tilly’s with his brothers; regular coffee time at Rod’s house with the neighbours; lunch in Town at various food establishments where he would visit with his friends; and the annual Lauber family picnic.

For much of his life, he struggled with a form of mental illness, and thankfully, with the help of proper diagnosis and medicine, he was able to manage his illness. Perhaps that had a lot to do with why he chose to live an uncomplicated life and he enjoyed many of the simple things – good food, the beauty of nature and the passing seasons (he kept meticulous records of the weather), music, sports on television, and a good visit. He loved his Lord, his farm, and his family.

A funeral service will be held at 2:00 p.m., Friday, October 15, 2021 at Salem Mennonite Church, Tofield, AB (one mile North of the intersection of Twp. Rd. 492 and Rg. Rd. 184). Friends and extended family are welcome to show their support to Calvin's family by driving in to the church parking lot where an FM Radio transmission of the service will be available.

Memorial donations may be made to the Mennonite Central Committee or to the Canadian Mental Health Association.
