Making most of the autumn sun, residents at the Sunshine Villa have been enjoying the pleasant fall weather to spend time at the gazebo and patio, while the good weather lasts, according to Julie

“Residents who garden appreciate the weather for a longer time with their flowers and vegetables,” she said.

skill levels are getting better. After playing Bocce Ball, the folks usually enjoy a treat and a relaxing visit out back.”

On Saturday, Sept. 19, Krispian SchmidtPaborn entertained the residents with an outdoor music performance.

“He played guitar and sang, and for some songs he added the harmonica, which the residents loved to hear, too!” she added.

On Thursday evening, Oct. 1, the residents had their Sunshine Villa’s first-ever Full Moon Howl.

Lindbrook residents express concerns over proposed campground expansion

Position: Customer Service Representative/Billing Clerk Posting Date: October 5, 2020 Job Location: Village of Ryley Description: The Highway 14 Regional Water Services Commission purchases treated water from EPCOR via Strathcona County and distributes it to its member and non-member municipalities throughout the service area. They include Strathcona County, Beaver County, Town of Tofield, Village of Ryley, Village of Holden, Town of Viking and Camrose County. These municipalities rely upon the Highway 14 Commission for the delivery of a safe and reliable supply of treated water. Emphasis is placed on safety for the work group and the public. The successful applicant will be enrolled in the Local Authorities Pension Plan and receive medical, dental and insurance benefits.

Responsibilities: Under the direction of the Office Manager the successful applicant will provide support in all aspects of Customer Service and the billing, consumption and fixed rate charges and rate changes for the regional water system. Requirements will include skills in accounts receivable, collections and excellent communication skills. Receptionist duties will involve talking to new clients and assessing their needs, communicating the requirements of connections, disconnects and new installations. This is full time employment and is located in the main offices of Highway 14 Regional Water Services Commission. The successful applicant will be confident with computers, excel, Microsoft Office land locations and be congenial in working with co-workers, customers and municipal representatives.

Earlier this month, Lindbrook residents received a package from Beaver County, outlining that the Beaver County Development Authority had received an application for a development permit for the campground expansion.

It stated that the application was for recreation use regarding the expansion of existing campground from 41 to 80 campsites, and conversion to a long-term lease model.

The so-called referral package was sent out to 30 property owners, including those adjacent to the campground, according to Kim Vana, Devel-

opment Officer.

“According to the Municipal Government Act (MGA), municipalities are only required to send notifications of proposed development to adjacent property owners,” Vana explained.

“Referral packages were sent out not only to the required adjacent property owners, but also to property owners beyond the adjacent boundary. A total of 30 referral packages were sent out to Beaver County landowners.”

However, for Lindbrook residents who have been living in the area, the expansion is a cause of “grave concern.”

“The road is a dead end that is only used by the residents and the

businesses that are on it,” said Andrea Bilawchuk, one of the many residents who feel they will be impacted if this expansion goes through.

“The new company that is intent on purchasing and expanding the campground is already advertising the newly expanded sites and that construction will commence next month, while the application has not been approved by the residents of the area!”

Previously owned by David and Deena McCauley, the campground is in the process of changing ownership, and will be developed by Pinnacle Lifestyles, whose website states that Continued on Page 16

Obituary James Stewart Warren

RCMP impounds vehicle, charges male near Holden Cst. Andrew Gillan

Jan 19, 1928 – Oct 5, 2020

James Stewart Warren of Tofield, AB formerly of Vancouver, B.C. and Sherwood Park, AB was born on January 19, 1928; he passed away on October 5, 2020 at the age of 92 years.

He is survived by his son Jim (Marilyn) Warren; daughter Karen Chambers; daughter Susan (David) Mitchell; as well as seven grandchildren and thirteen great grandchildren; and one sister Joyce Bouzek.

He was predeceased by his wife Eileen.

Due to the Covid19 restrictions a celebration of James' life will take place on a later date.

Cremation has taken place.

Memorial donations may be made to the charity of one's choice.

A sincere thank you to Dr. Jallad and the nursing staff at the Tofield Hospital for your care for dad during his stay at the Hospital.

Tofield RCMP

The Tofield RCMP responded to 46 occurrences from October 4 to 11, 2020 including once accidental 911 call, eight traffic complaints, and three Motor Vehicle Collisions. The K Division Traffic Unit in partnership with the Tofield RCMP issued 27 violation tickets for various traffic offences.

On the evening of Oct. 4, Tofield RCMP received a report of a possible B&E

to a business in Tofield.

RCMP met with the owner of the business and determined the landlord had given the neighbour permission to force entry to the shared building to address an electrical issue for the whole building. Nothing was stolen and matter was mediated by the landlord.

During the afternoon of Oct. 5, Tofield RCMP were dispatched to a motorcycle playing Chicken with on coming traffic along Hwy. 14 near Holden. RCMP per-

formed a traffic stop with a motorcycle matching the description and confirmed the driver was sober and driving properly. The complaint was not willing to provide a witness statement and a warning was issued to the driver.

Around noon on Oct. 6, Tofield received a call from distress centre in Calgary advising of a male in Tofield that was in crisis. RCMP scoured the town and eventually located the male at the Continued on Page 8

Obituary Arthur Gordon McAllister June 11, 1937 – Oct 2, 2020

Art was born in Tofield and lived there all his life. His dad came to Canada from Scotland at the age of 15. Funny thing was, he thought he had stowed away on a ship for Australia. Must have been quite a shock to arrive in Canada.

His dad drove the horse and buggy for Dr. Tofield. His mom also came from Scotland. She became a maid for the doctor and that was how his Mom and Dad met. His family lived on the family farm just north of Tofield.

Art went to school in Tofield until grade 11.

After that he helped on the farm. He got his Journeyman Plumbing

Ticket from SAIT in 1957. He worked for Watson's Tofield Ltd. for 35 years until they closed their doors.

In 1990, he started "Art's Plumbing". Art was well known in the community as a very good and honest plumber. His mother instilled a good work ethic in him. One of his favourite sayings was "Hard work never killed anybody". Once Art started a job he didn't quit until it was done right. Art met Yvonne while they were both working at Watson's. He welcomed her 3 children, Garry, Wayne and Barbara as his family.

When Art was younger, he enjoyed playing baseball. He thoroughly enjoyed watching all sports, especially baseball, football, hockey and curling. Art had a big heart and would never intentionally hurt anyone. He especially loved all animals, but

dogs were his favorite.

His favorite food was Ice Cream, which was usually his bedtime snack. He also loved cookies and all things sweet. Art loved summer. Hawaii was one of his favorite destinations but he also enjoyed traveling to other places.

Art is predeceased by both his parents and all of his siblings. He is survived by his loving wife Yvonne of 43 years and his 3 step-children, Garry (Sandy), Wayne (Kim) and Barbara (Julian), 8 grandchildren and 8 great grandchildren.

Due to Covid-19 restrictions, a private family service will be held.

Cremation has taken place and inurnment will take place at the Tofield Cemetery.

Memorial donations may be made to the Alzheimer's Society.

A conversation with a friend turned to our hobbies and we both wondered if there is such a thing as a cheap (inexpensive) hobby. She had

done the sewing thing until she decided it wasn’t worth the money and switched to gardening, which she still enjoys. But it tends to empty her purse as well.

Quilting is hard on the pocketbook too, what with needing a decent machine and all the accessories – no simple scissors and old-fashioned yard stick will do – and then there’s the fabrics. Drop in to a quilt shop where the colours and designs are so irresistible they call to

you like those sirens luring sailors into the sea.

That’s why we end up with a stash so swollen it threatens to take over the entire house. And no, I’m not a hoarder; stash is just a cutesy word for collection.

Hubby’s hobby needs expensive tools and wood, both local and exotic, if he’s to build something up to his personal standards.

Even small gifts have to be perfect; you won’t catch him sending out boxes with lids that sit

askew. He once considered taking up whittling to use his scraps but then he realized he wouldn’t be happy using scraps. He’d need to purchase wood meant especially for whittling. That’s a real thing, apparently.

Another friend told me that the only way she can continue doing what she loves – knitting – is to buy wool when it goes on sale. Even then, specialty wools cost a mint. I wondered if she might benefit from raising her

own sheep. If Hubby could plant his own trees and I could take up growing cotton all our money problems would be solved. If only it were so simple.

So where are the inexpensive hobbies? Painting, if you use house paints on cardboard?

Photography, no camera with fancy lenses and films to process, just a cell phone, smart or not?

Doll and bear making, if you switch to sock monkeys? Fixing old cars, if you never intend them to

run?

Maybe we should all switch to something simpler, like doodling – all you need is pen or pencil and paper and you wouldn’t be embarrassed to tape the finished masterpiece to the fridge door.

Or contemplating our navels; it costs nothing and that’s what you’ve got when you’re done.

But fair warning – posting pics of your innie or outie on Facebook will bring on a rash of unfriending.

Council saves $1.2 million with new gravel crush and supply contracts Patricia Harcourt Staff Reporter

Beaver County Council agreed to accept the gravel crush and supply bids of one company for both east and west ends of the county, for a total savings over the previous contract of $1.2 million.

This was discussed at the latest council meeting on Wednesday, Oct. 7.

In the east end, McDonald Aggregates was accepted in the amount of $1,890,181.60 for two years of gravel crush (2021-2022) and supply with the option to renew for an additional two years.

The tender would cover the area from the east end of the county to the area of Holden in the county’s

centre.

Administration had opened tender packages on Sept. 23 for the east end and west end tenders.

Public Works Director Dan Blackie stated that in

the east end tender, three submissions matched specifications of the RFQ and were consisdered.

McDonald Aggregates RFQ was then selected “as the most favourable,”

with a savings of $483,733.65 from the previous 2019-2020 contract.

“It’s quite a good savings,” said Blackie, noting “the critieria and point system works very well

also.”

Blink and you’ll miss . . . but not a pretty picture when Prime Minister Justin Trudeau’s government announced last week that the federal government will go ahead with plans to ban single-use plastics starting in 2021.

In the middle of COVID-19 pandemic when the restaurant businesses are hurting, and the use of plexiglass and PPEs are on the rise across the board, Trudeau decided to pull a fast one perhaps as a ploy to get the nation’s attention focused solely on the environment.

Was he hoping that the news that emerged earlier of Wei Wei (described as the “alleged mastermind of lavish mansion casino” by The National Post) visiting him twice in 2016 would magically disappear?!

According to York Regional Police, the real estate developer had been charged after officers raided his “illegal” casino, housed within a sprawling and decadent mansion. Jim MacSween, York Police Chief said: “The money moving

through these underground casinos leads to huge profits for criminals that fund other ventures such as prostitution and drug trafficking. This illegal high-stakes gambling also leads to gun violence, armed robberies, kidnappings, extortion, and other serious violent offenses within our community.” The developer was arrested as a result of a major investigation, Project End Game.

It’s also been alleged that one of the other delegation members donated onemillion dollars to the Trudeau Foundation and the erection of a statue honouring Trudeau’s father!

Instead of responding to the Conservatives, not only did Trudeau refuse to address it but continued to stay in No-Man’s Land by neither acknowledging nor denying these alleged claims.

landscape, Environment Minister Jonathan Wilkinson announced on Wednesday the government’s proposal to ban single-use plastics that will take effect by the end of 2021 to achieve Canada’s goal of zero plastic waste by 2030.

Wilkinson had announced earlier this month that there would be an investment of twomillion dollars through the Zero Plastic Waste Initiative for 14 new Canadian-led plastic reduction initiatives. These projects are led by communities, organizations, and institutions, and will promote the develop-

ment of new and innovative solutions to prevent, capture and remove plastic pollution from the environment, according to the statement.

During this COVID-19 pandemic when restaurant businesses, and many Canadians are resorting to single-use plastics and food packaging more than ever before, the ban is counterproductive.

When restaurant businesses are literally bleeding with many having to cut staff and downsize, e n v i ro n m e n t a l - f r i e n dly packaging will trigger a massive downside towards a catastrophic

disaster.

Even if earlier there was some appreciation behind this sentiment for a ban, right now there’s none.

Way back in 2019 when this idea was introduced and had gathered momentum, economic reasoning and some basic statistics revealed that these kinds of bans are merely symbolic gestures without resulting in much. In one of the Science articles in 2015, it was reported that less than five per cent of plastic waste from land sources originates from Organization for Economic Co-operation and Development

(OECD) countries; the biggest contributors being China and Indonesia. And research from last year found that after California’s ban on plastic bags, the elimination of 40 million pounds of plastic carryout bags was offset by a 12-million-pound increase in trash bag purchases.

Before making this heavy-handed announcement, which will inconvenience Canadians by inflating consumer costs, Trudeau should have invested his resources and energy not only on the environment, but on a thorough cleanup of the party’s fundraising tactics; but we can only hope!

Pederson’s motion for council to accept the tender from McDonald Aggregates was passed.

For the area covering Holden to the county’s west end, Blackie also recommended that McDonald Aggregates be chosen.

The RFQ submitted by McDonald Aggregates was for $1,646,287.20 for the two years with an option to renew for another two years. There were four submissions for this tender and all fit the criteria and were considered.

Blackie stated that the

cost savings over the previous two-year contract would be $727,628.05 He set the combined savings for both east and west end contracts at $1.2 million,

“which is beautiful,” he said.

“That is a huge savings,” agreed Reeve Jim Kallal (Division 2).

“Yes,” replied Blackie.

checked himself in to be assessed.

The afternoon of Oct. 6, an individual attended

the Tofield RCMP detachment to report that they had a tax refund cheque stolen from their unlocked truck while parked in Tofield. Further inspection of the vehicle revealed the cheque had slid between the a crack in the centre console. RCMP explained process to set up direct deposit for future banking transactions.

Also on Oct. 6, RCMP received a complaint of a male drinking beer outside the Tofield Hospital.

Patrol made but the subject of complaint had since vacated the area.

During the evening of Oct. 6, RCMP received a report that an individual was breaching conditions of their Emergency Protection Order by being at a residence they were not to be at. RCMP attended,

arrested and charged a male with Disobeying a court Order.

Around midnight on Oct. 6, RCMP were dispatched to a suspicious vehicle parked and running at an intersection in Tofield. Patrol was made and the driver was confirmed parked on the shoulder talking on their phone. The driver was warned and instructed to move their vehicle from the intersection.

On the morning of Oct. 7, the RCMP were called to attend a possibly vandalized railway crossing outside Ryley. RCMP attended and the technician confirmed the malfunctioning crossing was caused by a power surge.

Around noon on Oct. 7, RCMP were called to a residence in Tofield to assist EMS with a violent patient. RCMP attended and helped de-escalate the situation. EMS were able to transport the male to hospital without incident. However RCMP were later called to the Tofield Hospital to assist

as the same male was having violent outbursts during his seizures. The male eventually recovered and there were no injuries to himself or the staff.

During the afternoon of Oct. 7, RCMP were tasked with a welfare check on a youth who was observed walking outside of Tofield. The youth was located with their parents and confirmed everything was fine.

During the evening of Oct. 7, RCMP attended a residence in Tofield regarding a Breach of Peace.

An unwanted male was not leaving a residence when requested to do so.

RCMP attended but the male left prior to police arrival. The complainant was satisfied with having the male leave and did not require further police assistance.

The afternoon of Oct. 8, RCMP were advised of a dangerous dog that had broke its leash and proceeded to attack another dog. The injured dog had to be put down because of

During the evening of Oct. 8, RCMP received a call from a person looking for information on obtaining a restraining order against their ex. RCMP confirmed their safety and provided the necessary information.

Beaver County Victim Services were also tasked with following up with the complainant.

Also during the evening of Oct, 8, RCMP received information about a possible impaired driver leaving Tofield. Patrols for the vehicle were negative.

The morning of Oct. 9, RCMP were dispatched to assist chasing cows as several were loose on a Range Road outside of Tofield. RCMP assisted with traffic control as the cows were herded back to their field.

Also on morning of Oct. 9, RCMP attended a business in Tofield where a female was located on an outstanding warrant. The female was arrested and provided transportation to her new accommodations in Edmonton.

During the afternoon of Oct. 9, a complaint was received of damage to a vehicle on Hwy. 14. The complainant met a motorcycle on the highway. The motorcyclist threw something causing damage to the windshield. RCMP are still investigating.

Also on Oct. 9, the RCMP received a request for patrols at the school playgrounds as there is evidence of ongoing alcohol consumption and broken glass. RCMP will continue to patrol these areas and issues fines to anyone found drinking in public. RCMP encourage the public to report this type of activity as well.

Projects like culvert replacement ongoing in Beaver County before snow flies Patricia Harcourt Replacing culverts and patching soft roads are ongoing issues for the county’s public works department in a hurry to get things wrapped up before the snow flies.

Deputy Reeve Gene Hrabec (Division 3) put the discussion of special projects into the agenda as an emerging item.

“We’re coming to the end of the season,” he said, at county council’s Oct. 7 meeting, asking Public Works Director Dan Blackie what projects would be completed.

“We’re getting culverts replaced as much as possible,” said Blackie, as well as getting roads “cleared up and patched before the snow flies.”

Blackie said: “We’ve been doing very well. I think we’ve accomplished quite a bit considering what we had to deal with this year…

“The main culverts are done,” he said. “We also now need to get the rest of the culverts done…We’ll concentrate on this before the snow flies.”

Hrabec also praised grader operators for doing “a really good job,” noting: “You can’t make a silk purse out of a sow’s ear…The grader operators are doing the best they can.”

Blackie added that the culvert projects have to be prioritized “based on what we see” and “according to what we feel needs to be done.” Phone calls from farmers informing public works of the state of a culvert is welcome, he said.

Hrabec said some farmers had

suggested getting contractors to help with the work on the culverts to speed up the process and have it complete before the onset of winter conditions.

But Blackie didn’t agree, stating the department is already over budget and keeping track of inventory would be difficult if contractors are also being used.

Besides, the work is “all set out to do,” he said, by county public works. “Maybe if it had been (organized) earlier in the summer to do culverts,” but he indicated it was too late to set up the insurance at this point.

“It’s not so easy as just phoning someone and asking them to dig a culvert,” he said. Hrabec stated that council could still consider budget requests for other road projects considering the good weather this fall “provides a window of opportunity.”

Reeve Jim Kallal (Division 2) supported Hrabec’s suggestion, but when he asked the CAO for his opinion, Bob Beck said: “I support Dan’s comments.” Blackie had said it was too late in the year to get together contract work and supporting liability insurance.

Councillor Barry Bruce (Division 4) noted that “water levels have really dropped in the ditches in Division 4.” He suggested the resulting softening of the roads absorbing that water could be prevented by cleaning out water in ditches.

But Blackie said it would be important to first determine where

that water is actually draining.

“There are some soft spots left in the roads but it still not as bad as it was,” he said. “We would have to look at the ditches to see where the water goes.”

Bruce countered: “It will continue to spoil the road bed until we do something about it.”

Hrabec agreed with Bruce, referring to a recent letter from Alberta Environment to the county. The letter “says we have the opportunity to pump waterways to save the infrastructure,” he said. “The only way to fix anything is to get rid of the water,” referring to the soft spots in roads in both his and Bruce’s division.

“The best option is to pump that water out,” he said, calling it “blatant to put this all on your shoulders,” referring to Blackie, and asking “if somebody has looked into that?”

Blackie responded that some ditches have been pumped out, but there are others in such low spots that public works would have to pump one or two miles of ditch. He also noted that this “could cause issues downstream.”

“There are other areas the roads need to be built up because that’s just where the water naturally goes,” he said, into the corners.

Reeve Kallal wanted to know how these “action items” could be put in place, noting they are often not acted upon and end up “lost.”

“The discussion has brought out action item requests,” he said.

“What to do with them?” Kallal

said these emerging items tend to “get put aside due to busyness.”

CAO Beck answered that councillors “can call administration any day.” But Kallal pressed the point asking if Blackie would go out and check the issues with Bruce in Division 4 as per Bruce’s request.

“Sometimes things get left unless they are documented in the council meeting,” said Kallal. “I constantly hear it that we discussed it and nothing’s happened…Council needs to capture that in a resolution,” to keep it going.

But Beck replied: “None of this was on the agenda,” adding: “I don’t recall another time when a councillor asked (public works) to come out for a drive with them…It never happened that he didn’t do it.”

Kallal said he never intended “to throw anybody under the bus,” with his “very innocent” remarks.

“I think we’ve got to work with Dan,” said Division 5 Councillor Dale Pederson, “and coordinate with him…There’s no problem that way.”

Pederson added that time was needed to put plans together on suggestions from council. “I feel Dan’s been very accommodating,” he said, adding: “We can work it out without a resolution…I don’t see the necessity.”

Councillor Smook added to these remarks with: “If I have an issue, I phone Dan and meet him.”

Kallal asked if Bruce could also do that, and Bruce replied that he would.

Local agricultural societies to get funding as invoiced Patricia Harcourt After agreeing to freeze funding for all 2020 shared service agreements last December, Beaver County Council is reversing that decision for local agricultural societies.

The freezing motion included ag societies as well as the county’s five towns and villages, and kept funding “to the lesser of the submitted amount or the county’s 2019 budget amount.”

Letters were sent out informing these SSA members of the council intent. However, the ag societies have since submitted their 2020 invoices asking for funds based on the SSA formula. This is a prorated portion of the amount they receive from the province.

As provincial funding has increased, the ag society invoices are more than what the county budgeted for based on its funding freeze. This leaves the county “a few hundred

dollars” short based on invoices already received.

“Administration recommends that council authorize payment of the invoiced amounts,” stated Assistant CAO Margaret Jones, in her report.

“It would have been impossible for the agricultural societies to budget for 2020 accurately when no information was available as to the grants that would be given by the province, and the county should honour the Shared Services Agreements.”

In making his motion to that effect, Councillor Kevin Smook said: “Those (ag societies) are vital components of our region, keeping things going and vibrant.”

Smook said he understood “the spirit of the previous motion but we should recognize the agreement,” regarding SSA. The motion to provide the funding requested in the agricultural societies’ invoices was passed unanimously.

Council agrees to offer cemeteries for $1 each to local organizations Patricia Harcourt The county plans to offer five cemeteries being run on county land by local community organizations the chance to own them for the nominal sum of $1 each.

The cemeteries include Jarrow Cemetery offered for $1 to Metropolitan Community Cemetery; God’s Acre Cemetery offered for $1 to Kinsella Cemetery Committee; Lornedale Cemetery offered for $1 to Lornedale Cemetery Committee; Bruce Cemetery offered for $1 to Bruce Cemetery Committee; and, Lake Olivia Cemetery offered for $1 to Lake Olivia Cemetery Committee.

Assistant county CAO Margaret Jones said that “there are many cemeteries in the county.” Some are on private property, such as a cemetery integrated with a church. The county owned cemeteries include the five offered for sale, plus Marten Cemetery which is maintained by the county.

The five cemeteries to be sold receive a $1,000 annual grant from the county to assist with expenses.

But there are issues attached to the county owning the properties, including those of liability.

“The county does not have a written agreement with the local community organizations with respect to responsibilities, liability, insurance,

etc.,” states Jones, in her report. “The community organizations independently determine the needs of the cemetery, manage the record keeping process and coordinate all labour associated with maintenance. The county does not direct the activities of any of the members, volunteers, or contractors.

“Recently, a volunteer of one of the community organizations was injured while cutting grass at a cemetery,” stated Jones. “No one is sure who is responsible for the health and safety of the volunteers and this incident has identified the need for clarification of roles and responsibilities.”

The report concluded: “Administration believes that the community organizations have performed an excellent job of maintaining the cemeteries and there is no need for the county’s involvement. If the community organizations owned the cemeteries, they would have full control over all aspects of the operation, maintenance and record keeping.”

Councillor Barry Bruce (Division 4) said the Bruce Cemetery group would want to discuss the offer.

Councillor Dale Pederson (Division 5) made a motion to present the offers to the cemetery groups in question for $1 each. The motion was carried.

Landflood update discussed by council Patricia Harcourt Beaver County Council reviewed a landflood policy report described as “a refresher”

by CAO Bob Beck at Oct. 7’s regular meeting.

“We’re really focusing on any landflood items that put our infrastructure at risk,” he said. “We’re not taking as much action as landowners would like,” due to the policy not allowing work on private land that does not involve county infrastructure.

Beck added that, if the county infrastructure is the issue, then the county would have to address that problem.

Councillor Dale Pederson (Division 5) felt some waterway issues should be Alberta Environment’s problem.

“It shouldn’t all fall on the county,” he said, noting “we got an exceptional amount of water in the west end.”

In his report, Beck stated: “Administration has been adhering to the Landflood Policy. This year has been exceptionally wet so this has resulted in flooding of private lands, both agricultural and residential.

“Some residents are quite upset that their land is being flooded by backup caused by waterway obstruction on other lands.

Council has instituted a Beaver Control Incentive Policy (bounty) but so far very few people have expressed an interest in accessing this.

“Administration will produce some increased communication regarding the policy and tools available for landowners,” he concluded.

Deputy Reeve Gene Hrabec (Division 3) noted that there are roads that have been closed since last spring due to water, which is the reason he earlier asked about pumping water out of ditches.

Beck added that there are roads in Division 5 where the water crosses the road in the coulee areas. “The only way to permanently (fix) the roads is to raise the roads through the wetlands,” he said, which would require provincial approvals.

Twp. Rd. 490 in Division 3 needs to be raised 500 metres. “These are major construction projects,” he said, adding: “There are a lot of those in the county,” noting to do them would mean altering the road priority list.

Division 4 Councillor Barry Bruce said farmers in his division want to meet with him after harvest. “We need to keep these roads viable to move our citizens around the county.”

“We are lucky to have dry

weather,” he said. “We may not always be this lucky…We need to do those problem areas (of roads).”

“Part of the road plan is looking after problem areas,” said Division 1 Councillor Kevin Smook, referring to Twp. Rd. 512’s culvert replacement plus patching scheduled for next year.

“We do need to get our trouble spots (fixed),” he said.

Reeve Jim Kallal (Division 2) asked administration what the procedure is when a private landowner calls with a “beaver problem…Are any suggestions given?”

Beck said the county’s agriculture department has a list that is made available of people and companies willing to remove beaver off private property.

“Our policy says we don’t but I still feel we could do more,” said Smook. “i get calls from people…They seem to have the expectation we could do more.”

Referring to a county initiative wetland strategy that didn’t happen, he said: “This is a network of creeks and waterways that I think we should keep flowing.”

Smook said he felt the county should participate more in getting the water to move through the area so it doesn’t block and cause flooding issues.

RCMP Alberta RCMP promotes traffic safety in Continued from Page 8 the elk were not presenting a traffic hazard and also notified the Rancher who owned the elk.

In the wee hours of Oct. 10, RCMP attended a residence in Holden to remove an unwanted person. The male was removed from house for the night and was able to find alternate accommodations.

On Oct. 10 afternoon, the RCMP attended a residence in Tofield to assist EMS with a female in crisis. Further investigation revealed that female was fine and had proper supports in place.

During the evening of Oct. 10, the RCMP received a noise complaint of ongoing gunshots from a rural residence. Investigation confirmed no safety issues and that noise from firearms can be a common occurrence in rural properties.

In the early morning hours of Oct. 11, RCMP were dispatched to rural residence outside of Tofield. The complainant was of the belief that they heard someone walking in the house. House was cleared and confirmed no one present, no signs of forced entry and nothing was missing. Noise likey caused by ongoing wind storm overnight.

The RCMP were conducting a pro-active traffic enforcement along Hwy. 14 near Holden.

During a traffic stop the member noted the driver to show signs of alcohol impairment and he was arrested. The male’s vehicle was impounded for three days and he was subsequently charged with Impaired Operation of a Conveyance and having a blood alcohol level of 80 mg%.

Tofield RCMP would like to remind residents that our front door is remaining locked due to Covid-19 protocols. However, we still have office staff Monday through Friday from 9 a.m. to 5 p.m.

Over the Thanksgiving long weekend, police forces across Canada led #OperationImpact2020, which is an initiative organized by the Canadian Association of Chiefs of Police to encourage safe driving behaviours.

Operation Impact’s

theme this year was Safety Doesn’t Happen by Accident, which focuses on the idea that we all have a role to play in supporting traffic safety throughout our communities.

“Impaired driving is always a concern when there is an increase of traffic on our roadways,” explained Supt.

Rick Gardner, Alberta Traffic Sheriffs. “We want Alber-

tans to remember that it is never acceptable to drive impaired – holiday long weekends are no exception.”

Between Oct. 9-12, there were five fatalities and 207 motor vehicle collisions in Alberta RCMP jurisdictions.

Last year, there were unfortunately four fatalities and 177 injuries as a result of 305 motor vehicle

collisions in Alberta RCMP jurisdictions over the Thanksgiving long weekend.

Alberta RCMP members patrolled provincial roads and highways, issuing a total of 2,870 traffic safety tickets including 1,914 speeding charges, 27 excessive speeding charges (more than 50 km/hr over the posted limit), 83 driving without

a seatbelt charges, 96 impaired driving charges, and 71 distracted driving charges.

The Alberta RCMP received 104 calls from the public notifying them of dangerous or suspected impaired drivers on the roadways. Fifteen of these reports were confirmed to be impaired drivers and resulted in charges being laid.

“The residents enjoyed a picnic lunch, and some of the residents on the trip enjoyed walking on the paths and along the shore of the pond,” Ishida noted. “After lunch they played a little Bocce; and the drive to and from the park was pleasant as well, with the scenery of fields at harvest time.”

Last Monday, Oct. 5, Rose Ann Mottet and Natalie Warkentin did a curbside pickup of the Blanket Making Project blankets.

“They have led and run a blanket-making project for four years at Sunshine Villa,” Ishida stated.

“Alas, the COVID-19 pandemic kept them from entering the facility of Sunshine Villa to finish the full season of 2019-2020 Blanket Making Project. Usually, the project culminates with a trip to Edmonton to donate the blankets, followed by a picnic lunch in a city park.”

That trip could not happen this past summer because of the pandemic, so it was decided to get the blankets to the homeless in Edmonton.

“Rose Ann and Natalie picked up 11 blankets made during October 2019 to early March 2020 season, plus 33 toques and 11 pairs of socks knit by ladies at Sunshine Villa,” she added. “They got to do a physical distance wave and hello, along with a picture of the blankets, to wrap up this very different season of Blanket Making!”

Treated Water Distribution Operator: Progression Position, Entry Level to Level 2 Posting Date: October 1, 2020 Closing Date: October 21, 2020 Job Location: Village of Ryley Description: The Highway 14 Regional Water Services Commission purchases treated water from EPCOR via Strathcona County and distributes it to its member and non-member municipalities throughout the service area. They include Strathcona County, Beaver County, Town of Tofield, Village of Ryley, Village of Holden, Town of Viking and Camrose County. These municipalities rely upon the Highway 14 Commission for the delivery of a safe and reliable supply of treated water. Emphasis is placed on safety for the work group and the public. The successful applicant will be enrolled in the Local Authorities Pension Plan and receive medical, dental and insurance benefits.

Responsibilities: Under the direction of the Operations Director the successful applicant will provide support in all aspects of operating a regional water system.

Requirements will include the collection of routine water samples for bacteriological testing, perform system inspections, pipeline locations, meter installations, meter reading, maintain pump stations, transmission/distribution pipelines and truck fill facilities. The operator will also monitor flows and reservoir levels both on site and remotely through a computer based SCADA management system. The operator will also meet with new customers to take service applications, prepare detailed sketches, perform pipeline locates, coordinate new installations and pipeline repairs with the construction contractor. The operator must reside within close proximity to the water supply system and will be provided with a company vehicle during on call shifts. The successful candidate must be prepared to take “on call” shifts, be mechanically inclined for working with tools and equipment, confident with computers and plan reading, congenial in dealings with co-workers, customers and municipal representatives.

Qualifications: • Minimum: Grade 12 diploma allowing participation in the Alberta Environment Water Operator training program.

• Additional: Existing certification as a distribution water operator or technical training will be considered an asset.

• Organizational skills to plan and prioritize work to meet deadlines.

• Must demonstrate written and communication skills.

• Successful applicant will be required to complete a security clearance check, drug test and drivers abstract that is satisfactory to the Commission.

• Applicants must provide educational and employment history along with references.

• Must be in good physical condition to walk long distances, to lift heavy loads (20 kg) and perform physically demanding work.

Compensation: • Base pay range is from $30.60/hr to $38.80/hr plus standby pay and overtime.

“Earlier this summer I had seen a ‘for sale’ ad on Kijiji about the campground,” Candace Ketchum said, another resident who feels this expansion will create distress to property owners in the area. “To expand the campground trees will have to be removed that are currently serving as a sound barrier between the residents and the campground; losing that buffer will increase the noise we hear from guests, which is already only tolerable.

“Additionally, these trees help hide the trailers from the roads and removing them takes away from the beauty of our countryside, not to mention the birds and wildlife we are surrounded by.”

Beaver County councillor Kevin Smook, who is in charge of this side of the county said he had received a few calls from

concerned residents.

“County council’s role is to establish the land use bylaws, including permitted and discretionary uses,” he said. “Administration then follows the land use bylaw when making their decision.”

Smook added that if residents aren’t happy with the proposed expansion, they can make their concerns known by contacting the county’s planning and development department at the Beaver County office, either by calling, emailing, or making an in-person appointment.

Several residents are hoping to do exactly that and responding to the package, which wants them to submit written comments prior to a decision being made on the application no later than 4:30 p.m. on Tuesday, Oct. 20.

“I didn’t receive a package even though I live in the area and made a call this morning to the County,” said Mike LeClaire, who feels he should have received a package from the County even though his property isn’t adjacent to the campground’s. “I’m aware that many of the owners here have commercial licences, and even though I’m not sure at the moment about this expansion, as to how it might affect my lifestyle, it’s obvious the traffic will bring in chaos.”

“This area has been zoned as ‘country residential’ and the current size of the campground fits in with that definition and the community,” Bilwchuk explained. “But this proposal is on a much larger scale – the owners aren’t living in the area, and therefore, they will not be as accountable as someone who lives in or has ties to the area.

“We know there have been complaints already from residents that campers have trespassed onto their property, fed and aggravated livestock, and even thrown garbage into neighbouring fields and ditches; I can only see this aggravating with more people.”

What’s of more concern, she noted is that the package said there would be no additional traffic.

“There’s no reasearch to back that up, however!

Common sense tells me that more sites equal more vehicles and more people,” Bilawchuk said.

“With the increase of 39 sites there will be an additional 39 vehicles using the small dead end gravel road that services our small neighbourhood and the two businesses on it.

To add an average of 120 people to the area will only have a negative impact on the country lifestyle that the residents have grown to love about the area.”
