The Tofield Country Quilters found some amazing results with this pattern, making quilts, table toppers and runners. “ We presented these as we gathered back for the first time in-peson for a quilt day,” Miller added.

Why are Bohemian Waxwings called that?

“Bohemian means socially unconventional in an artistic way, and these birds are both beautiful and unconventional in the winter, moving in large flocks, sometimes thousands in a single group. At the ends of each wing feather is a yellow tab that looks like a dot of wax delicately deposited by a painter brush, hence their name.”

What attracts them to Tofield and other towns in the winter?

“The answer started after the Second World

War when Mountain Ash trees were planted for their pretty flowers and bright red berries.

The trees brightened our streets and yards. The berries are nutritious and soon flocks of hungry waxwings seeking food to survive the cold winters found the

berries.”

According to Holroyd, the Waxwings had no choice as the majority of the native forest that contained other food such as Saskatoon berries have bee cleared.

Tofield RCMP Report Sgt. Lee Knelsen Tofield RCMP

The Tofield RCMP responded to 44 occur-

rences from Nov. 15, to 21, 2021 (inclusive). Also included in these calls for service were six traffic complaints/tickets, eleven suspicious per-

son/vehicle complaints, three wellbeing checks, two 911 complaints/false alarms, seven motor vehicle collision and traffic enforcement provided

by the K Division Traffic Unit.

On Nov. 16, Tofield RCMP responded to an assault complaint in Tofield. Tofield RCMP at-

tended and spoke to the complainant who advised that a verbal argument started between their neighbour regarding snow removal and then turned into a physical argument. The parties were separated and warned about their behaviour.

On Nov. 17, Tofield RCMP responded to an assault complaint in Beaver County. Tofield RCMP attended and

spoke to the complainant who reported that in the process of turning over their children to a former domestic partner, an argument began. The RCMP were able to speak to all parties involved and confirm the safety of the children.

On Nov. 17, Tofield RCMP responded to an uttering threats complaint in Beaver County.

Loose Ends: Unpreparedness

Yes, we knew winter was coming. Sometime soon. The only way it wasn’t going to happen was if we were magically transported to Ari-

zona. But did the Old Man have to dump it on us all at once? Totally unfair and completely unnecessary, especially since all but the diehard skiers seeking deep powder in which to break a leg have been saying heartfelt thanks for each snowless day.

The rest of us just aren’t ready. For several reasons we find ourselves without our usual snow removers and Hubby was forced to go out this morning to shovel walks, with

rests between scoops of the white stuff. He’s closing in on eighty but when I remind him all he says is, ‘Somebody’s gotta do it.’ Which is true but someone with a younger heart would be smarter.

Personally I am going outside only when absolutely necessary, like to get a haircut before the mess on my head smothers me and to attend a day of sewing with my quilty friends, a must after the latest long hiatus courtesy of

Covid. Just my luck that the snow dump had to come on the one week when I have places to go, people to see. Maybe it isn’t the government planting trackers or whatever with our Covid shots but Old Man Winter so he can plan his attack at the most inopportune moment.

Another bit of unpreparedness (which Spellcheck insists isn't a real word but I’m not listening to someone who says the same

about ‘its.’) involves our snow tires. They aren’t on the car. They are still cluttering up the garage.

Not that we’re planning any off-road adventures or even leaving town between now and the end of April. But the tires are of no use to anyone tripping us up in the garage. We do have an appointment for changing that, a week away. With any luck the snow will have disappeared by then. (I am nothing without my overactive imagination

and a lot of wishful thinking.)

Actually the snow has done us one favour by covering up the messy bird poop on the deck.

And things could be much worse. After reading about and seeing pictures of the dreadful mess Mother Nature has made of our neighbours in B.C. with flooding and mudslides, I can’t help but feel a little (well, a lot) foolish complaining about a little snow . . . so I’ll shut up.

Tofield RCMP Report Continued from Page 4

Tofield RCMP spoke to the complainant who stated that a known individual had been sending threatening text messages and accusing the complainant of stealing personal items. Tofield RCMP were able to locate the suspect and were able to confirm that no further text messages would be sent.

On Nov. 18, Tofield RCMP responded to a residential break and enter in Beaver County.

Tofield RCMP attended and found that the homeowner was able to scare off suspects who were in the process of attempting to break into their residence. This file is still under investigation. The Tofield RCMP would like to warn the public of the dangers of approaching suspects involved in criminal behaviour/activities and to immediately call 911.

Often times, suspects involved in these criminal activities may be in possession of weapons and can be unpredictable, putting your safety at serious risk.

On Nov. 18, Tofield RCMP responded to a commercial break and enter in Holden. Tofield RCMP attended and found that entry was gained to the building

through a side door.

Once inside, a vehicle was stolen along with a significant amount of tools. This file is still under investigation.

On Nov. 19, Tofield RCMP responded to a

missing person complaint in Beaver County.

Tofield RCMP were able to locate the missing person, who was safe, in Saskatchewan.

The Economy of Rural Canada MP DAMIEN KUREK Battle River-Crowfoot

Rural Canada is an essential part of Canada’s future. It’s an honour to be appointed Deputy Shadow Minister of Rural Economic Development and Rural Broadband Strategy, where I will have the opportunity to work with Leader of the Official Opposition, Erin O’Toole, and Shadow Minister Lianne Rood to fight for rural interests. I appreciate the opportunity to expand the scope of issues I have been fighting for since first being elected. This column will focus on some of the issues that will be of priority as Parliament returns.

Economic development is ensuring that potential is realized and that folks are empowered to succeed. I see examples of this every day and see how so much more needs to be done.

Rural Alberta, and all of rural and remote Canada, are the best places to succeed, start or grow a business, and have an amazing

quality of life.

Key industries, such as agriculture, energy, forestry, manufacturing, commodity processing, and others, are deeply rooted in rural Canada and are facing challenges.

From recent crises to regulatory burdens and red tape, it’s difficult to grow a business in rural Canada right now. Further, many businesses and producers have struggled to get their products to market with the current supply chain challenges we have faced over the last couple of years.

Liberal economic and fiscal mismanagement is pushing inflation to a multi-decade high. Canadians pay for it with higher costs on food, gas, and many other essential commodities, products, and services. This is further compounded, as many parts of rural and remote Canada face higher costs for commodities and transportation already.

rampant rise of criminal activities in communities across Canada must be addressed. Rural Canadians have some of the greatest qualities of life in the world, but the revolving door of the justice system, challenges with policing, lack of access to mental health services, and weak-on-crime federal legislation are putting our way of life at risk. Additionally, the targeting of lawabiding Canadian firearms owners needs to stop.

Many of you have reached out regarding the need for broad-

band in rural areas.

For our economy to reach its fullest potential, broadband service must be easily accessible to all Canadians.

Whether it is using ecommerce to expand small businesses, or connecting with loved ones amidst a pandemic, the internet now plays a greater role in our lives. Over the last number of years, members of Canada’s Conservatives and I have championed changes to the Liberals’ strategy with some success. But there is far more work needed to ensure that every Canadian can

get connected.

In Canada, the hunting and angling industry provides over 37 thousand jobs, $2.7 billion in GDP nationwide, and is a part of rural Canada’s identity. The Liberals’ lack of understanding of these two sectors shows how disconnected they are with rural areas. My commitment to you on both these fronts is simple: let’s look past the politics and use evidence-based approaches.

Canada’s Conservatives need to be the voice of rural Canada and we will work to

bring economic opportunity and prosperity back to rural Canadians. We will work tirelessly to fight for what’s right, and replace the tired, corrupt, and incompetent Trudeau Liberals who have left rural Canada behind. It is an honour to represent Battle River-Crowfoot as your Member of Parliament and I’m excited to be able to serve in this new role, to make sure we address the issues rural Canadians are facing and fight to ensure rural and remote Canada sees its full potential.

Dear Editor, The November 17th edition of The Tofield Mercury featured an article by usually-entertaining Columnist Carol Livingston that bothered those of us that enjoy our local birds and admire any that are able to survive the ever increasing perils that they face- like surviving harsh winters and glass windows in particular.

Millions of bird die unnecessary deaths annually in Canada, like the Waxwings that Carol writes about striking her windows. While she writes this in an attempt to be humorous, many of us are not laughing.

The birds that she is seeing are actually Bohemian Waxwings, the larger cousins of Cedar Waxwings which are now enjoying sunny climes in Mexico. Birds

and sky in the windows and mistakenly think they are flying into freedom.

Even if birds fly off after striking windows, at least half of these birds die later from brain concussions and injuries. Windows kill an estimated 25 million birds each year, in Canada alone. In the

past 50 years, the bird population in North America has declined by 2.9 billion due to

human caused deaths: windows, cats, cars, pesticides, etc. Window deaths can be spared, no

Carol also finds them a nuisance because they create a mess but we feel

that it is humans that create the greatest mess on this earth, much to the detriment of all other species (so easy for us to get rid of our waste but not without consequences to this earth!).

We should have empathy for all our feathered friends. I hope that Carol and others will consider ways to prevent window

strikes from eliminating yet more of our species of birds, many of which are already in steep decline. And be more compassionate about their droppings which are recycled berries on trees that we planted.

Obituary

Sept. 3, 1967 - Nov. 16, 2021 Barry Dorscher of Beaver County, Alberta was born on September 3, 1967 at Red Deer, Alberta. He passed away on November 16, 2021 at the age of 54 years.

He is survived by his forever wife Shelley; parents Elvin and Colleen; brother Darcy (Anastassia); mother-in-law Sharon; nieces Reanna (Ryan), Linzy (Patrick) (Noah), Trista (Andrew), Melissa; nephew Leon and Milan; sister-in-law Wendy (Wally), sister-in-law Tracey (Earl); nephew Sheldon (Kristie), niece Amanda (Thad), niece Brittney (Tyler), nephew Brandon (Quinn); 2nd brother and best friend forever Terry Lehman; numerous family and friends.

He was predeceased by his sister Gail and father-in-law Roger.

Barry was always there to help anyone who needed it. He was a jack of all trades and could fix anything that anyone threw at him!

Barry loved his job at LaFarge Canada as a truck driver, and when he wasn’t at work, you could find him at home at his and Shelley’s farm, doing what he loved to do best. Barry had a love for animals and he and Shelley never went too long without one. He was a man with a soft heart, that would melt when animals came to the house.

Barry’s love for his family and friends will be felt forever. He never had an enemy in his short life, if you just met him or knew him all his life, you just loved him. His laugh, silly jokes, teasing and great advice, will be memories that you will treasure forever.

A Celebration of Life will be open to the public and will be following the Restriction Exception Program, which requires all attendees to provide a QR Proof of Vaccination (2 weeks post second shot) or a negative COVID Test within 72 hours to attend. The ceremony will begin at 2:00 p.m., Sunday, November 28, 2021 at the Tofield Community Hall on main street.

Memorial donations may be made to the Alberta Cancer Foundation or to the MS Society.

SL took 3-0 and 5-3 leads with Tofield coming back to tie 3-3 and then running out of time after getting to within one with 21 seconds remaining. Scoring for Tofield were; Ben Fleming (1g 1a), Baylee Roberts (1g 1a), Everett Zilkie (1g), Bentley Carson (1g), and Mason Jeffrey (1a).

Tofield-2 U13 (3-2-0) split two weekend games. On Saturday, Tofield dropped a 7-4 game at Onoway. Merek Fritz got a hat trick for Tofield. Other scorers were; Gabriel Thorson (3a), and Brooke Jeffrey (1g). On Sunday, Tofield2 beat CR2 by a 7-2 score. Merek Fritz (2g 1a), Gabriel Thorson and Jonas Teefy all scored two goals for Tofield.

Merlins still migrate south as far as Costa Rica, but others take advantage of the abundant waxwings on their breeding range. The Merlins also overwinter and can be seen yearround in Beaver County’s towns. With enough food, many birds can survive our cold weather. They actually grow more feathers next to their bodies like a spare down comforter.”

How do the waxwings know the Mountain Ash berries are ready to eat?

“The trees tell them by turning the berries red when the seeds inside are fully developed. The tree provides the nutritious outer pulp which feeds the birds. In return the birds carry the seeds and defecate away from

the parent tree, thus spreading the trees. Unfortunately the birds are not toilet trained, and the waste will fall indiscriminately beneath their roost trees. The cold weather causes the starches in the seed to turn into sugars which further attracts and feeds the waxwings.”

According to Holroyd, in warm weather the older berries can ferment; the starches that turned to sugar then grow yeasts and produce alcohol.

“These fermented berries are more common in the spring with warming temperatures and less likely in winter, unless we get a lot of warm weather as predicted by climate change. In winter, with lower sun on the

horizon, the berry trees are reflected in our windows and the waxwings mistakenly think there is another tree to harvest. If the birds collide and aren’t killed outright they have only a 50 per cent chance of surviving the concussion. Best to protect the birds with vertical stripes on our windows.”

He says that both both species of waxwings are abundant.

“We are lucky to be able to enjoy one species in winter and the other in summer, along with other birds that share our properties. With our Christmas Bird Count coming soon we are hoping for lots of Bohemian Waxwings and other birds in our towns and countryside.”

Ag societies receive payments from county Patricia Harcourt Five agricultural societies in Beaver County will each receive $7,500 in funding from Beaver County, thanks to a motion from county council at the regular November 17 meeting.

The motion said the payments related to COVID-19 needs would be made to Ryley, Holden, Bruce, Viking and Kinsella agricultural societies, “in order to match the payment made to Tofield Agricultural Society.”

The Tofield ag society requested $7,500 in February from the county in the form of a community support grant to help offset lack of fundraising ability by the society due to the pandemic.

All six ag societies receive a Shared Service Formula (SSF) grant which is separate from this

latest COVID-related funding.

“Given that the pandemic would have affected these other societies in a similar way (to Tofield), and in an effort to maintain fair distribution of funds, council included in the 2021 budget a matching $7,500 payment to the five other agricultural societies for a total of $37,500,” stated Ethan Forrest, finance department, Beaver County.

“These additional payments have not been expressly approved by council beyond passing of the budget and since they are outside of the SSF grants they require approval from council before they are paid.”

Division 2 Councillor Lionel Williams asked if the funds were being dispensed “because fundraising couldn’t be done so this is filling in?”

Forrest replied that was the case, calling the funding “fair across the board…to keep running things without the revenue coming in.”

Williams’ motion to proceed with the disbursement of funds to the ag societies was carried.

“I think this is a great gesture,” said Reeve Kevin Smook (Division 1).

In his report, Forrest had added to that sentiment by stating: “The agriculture societies in Beaver County are important in establishing and maintaining a sense of belonging in the community for our residents.

“The societies provide recreation opportunities and community events that bring together the residents of the county as well as attracting visitors from outside.”

Councillor losing patience over whistle cessation Patricia Harcourt A Beaver County councillor is growing impatient over the county’s efforts to obtain whistle cessation on three CN Rail crossings.

“This has been going on for how long,” said Division 4 Councillor Barry Bruce. CN and federal government officials “are going on holidays (and) going about their merry way and nothing is getting done,” he said.

Bruce suggested a way to send a strong message of displeasure was to withhold “maintenance costs paid by Beaver County,” for upkeep on the crossings.

His motion to have administration research the withholding of paying railway crossing fees until the county receives confirmation that the whistle cessation process is complete was passed.

As a new member of council, Division 2 Councillor Lionel Williams asked administration for background information on the issue.

County Council passed a motion at a previous meeting, agreeing to fund the necessary

improvements to enable train whistle cessation at the following crossings: Mile 196.7 Bruce Main Street, in the amount of $26,384 Mile 197.16 SH 857, in the amount of $17,984 Mile 232.39 SH 630 (Lindbrook) in the amount of $20,295 As well, council withdrew the whistle cessation request for Mile 205.14 RR 161, thereby saving a cost of $500,000.

Interim CAO Margaret Jones, told council that achieving whistle cessation “takes a long time,” especially those that occur at the intersection of a rail crossing and a road.

“Timelines are in place so in our opinion (CN and Transport Canada) do their best to drag it out to that time line,” said Jones.

“Beaver County is at the stage in the process where it has agreed to pay money; once that is done, ‘CN stops the whistle.’”

The crossing at S.H. 857, the representative of the road authority also has to sign an agreement and certain improvements have to be made by the county.

“It probably won’t happen until spring because that is the construction season,” she said, when the improvements can be made.

She added that, “it’s not uncommon” for the process to take between two to three years to complete.

There are different requirements made upon a municipality depending on the situation, she said. For example, before getting the whistle stopped going through Tofield, the town had to build a fence along the rail line as a safety measure.

“I didn’t realize it would cost that kind of money to stop (the whistle),” said Williams.

“CN states how much and we have to pay it,” said Bruce.

“I feel your pain,” said Reeve Kevin Smook (Division 1), noting that CN officials are often invited to attend council after conversations such as the one had at this meeting Nov. 17.

An earlier request asking the new Transport Canada minister has not been responded to up to that meeting.

County reports tax collection improves Patricia Harcourt Tax collection rates have improved this year, reported Interim CAO Margaret Jones. Beaver County’s rate this year reflects an improvement in the county economic situation.

Councillors were examining the financial records at November 17’s regular meeting. Another question on RCMP ticket revenues now going completely to the province also came up.

Jones said the percentage of taxes collected to that date was 86.2 per cent, and that was not including the taxes coming in from an agreement with Axiom.

“So we are in better shape than last year,” she said. Beaver County in 2020 had to contend with a poor economic situation based on reduced linear assessments, with the effects of COVID-19 compounding the problem.

The poor economy was reflected in some ratepayers having difficulties financially as jobs left the oil and gas industry.

But another section of the financial reporting surprised Deputy Reeve Gene Hrabec (Division 3), who noticed a line item reporting zero collection of RCMP fines.

“We get nothing from the RCMP any more,” said Jones. “We haven’t for years.” Jones noted that the Public Safety department’s reporting of fines

from tickets issued by the county’s community peace officers also shows a drop in ticket revenue.

She said the county used to keep 100 per cent of the tickets paid by violators for tickets issued by the county CPOs. Now, the province takes 40 per cent of that revenue as well. To date this year, the CPOs reported $22,728 in ticket fines meted out, shown under operating revenue in public safety.

Previously, the province would only take 20 per cent of ticket revenues from this source but now it is 40 per cent.

She said that the last time the county received funding from the Department of Justice for RCMP fines handed out in Beaver County was 2013. That year the county received $30,000 but now it gets nothing.

“So we’re getting it on both ends,” observed Hrabec, adding this was a “good question to ask the RCMP” when the council meets with ‘K’ Division on Thursday, November 25.

“I want to ask that question,” he said.

Reeve Kevin Smook (Division 1) added that the county should “keep this on the radar for the spring convention.” He also wanted to ask the Minister of Justice about this issue.

Jones offered to “put together some information for council,” prior to the RCMP meeting. “Then we can decide who will speak to it,” said Smook.

County re-appoints FCSS members, gives first reading to road closures Patricia Harcourt Beaver County Council has re-appointed Zsuzsanna Hemberger as the county’s public-at-large member on the Tofield/Beaver Family and Community Support Services (FCSS) board. This term of office will expire on December 31, 2022.

Council also agreed to reappoint Tricia Chrystian, Erin Hollar, and Debbie Oracheski as the county’s members on the Viking/Beaver FCSS board, with a term of office expiry of October 31, 2024.

“Beaver County partners with the towns of Tofield and Viking to provide FCSS services to residents in their service areas,” explained Interim CAO Margaret Jones, in her report to council November 17.

“Between the two programs, all county residents have access to support services,” Jones stated.

Road Closures Enacted

A motion to give first reading of Bylaw 21-1113 for the closure and consolidation of the surveyed road plan 3808TR located in the SW-15-51-19-W4 off Range Road 193, about 0.51 acres, was passed.

Development Officer Kim Vana said the parcel is landlocked and a new approach was proposed that was approved by all parties involved.

At the moment, the street running past the front of the property is being used as a driveway.

A public hearing will be held to hear those for and against the road closure before considering further readings by council.

Council passed another motion to give first reading to Bylaw 21-1114 for the closure and consolidation of the road allowance north of NE 12-50-18-W4 (Twp. Rd. 502), about 2.76 acres.

“The road allowance currently dead ends at the applicant’s driveway and is

the sole access to their property,” states Vana, in her report. “The applicants would like to include this in their titled parcel as there is no through access for the general public and they are the only residents located off this portion of Twp. Rd. 502.”

She added that a closure of the road would help prevent the public accessing the private property.

A public hearing will be scheduled.

Meetings Scheduled All of council will be attending the Rural Municipalities Association (RMA) convention in Edmonton from November 23-26.

Of note will be a meeting of council with Minister of Municipal Affairs Ric McIver on November 23 for 15 minutes (1:45 p.m. to 2 p.m.)

A special meeting to discuss road construction policy has been scheduled for

the morning of December 8,. Council will then meet off site in the afternoon with consultant Kelly Rudyk attending for a strategic planning session.

Reeve Kevin Smook suggested all of council read the strategic planning manual the county has in place prior to this meeting.

Council is also planning to meet with Strategic Planning consultant Gordon McIntosh in midFebruary.

Tofield RCMP Community Engagement Survey

TIME IS RUNNING OUT *NEW* SMALL BUSINESS CLASSIFICATION In early 2021, Beaver County Council established a new assessment classification for small businesses. Council recognizes that small businesses are struggling in our current economy and is considering a reduction in the tax rate for this key sector of our rural community.

To be eligible for the small business classification, a non-residential property must meet certain criteria, including a valid development/business permit, employment of fewer than 50 full-time staff, and submission of an application by the deadline date.

Council will decide on the small business tax rate when the annual budget is approved in the Spring. Provincial legislation limits the tax rate to no less than 75% of the general non-residential tax rate.

Vaccine bookings available for five to 11 year olds Moush John Tofield Mercury

Alberta will begin taking vaccine bookings for five to 11 year olds starting today, Nov. 24.

More than 394,000 pediatric doses of the Pfizer COVID-19 vaccine have arrived in the province, according to a statement.

The doses are being distributed to 120 Alberta Health Services vaccination clinics across the province and four pharmacies in communities where AHS clinics are not nearby.

“The evidence is clear that the pediatric Pfizer vaccine is highly effective at limiting the spread of COVID-19.

Parents who choose to

have their young children vaccinated against this virus will not only help to protect their kids but their families and communities too,” said Dr. Deena Hinshaw, chief medical officer of health.

Appointments will be required for all pediatric vaccinations and bookings will open at 8 a.m. today.

Appointments for first doses will begin as early as Friday, Nov. 26. More details on locations where parents can book appointments will be available in the coming days.

“The wait is nearly over for Alberta families with children between the ages of five and 11,” said Premier Jason Ken-

ney. “Now that there is a safe, effective vaccine approved for use for these youngsters, and with doses arriving in the province, we can start booking appointments. Within days, we will begin administering the first pediatric doses, helping to ensure even more Albertans are protected from COVID19.”

First-dose appointments must be booked through the Alberta Vaccine Booking System at alberta.ca/vaccine or by calling Health Link at 811.

Walk-ins are not available at this time.

Children five to 11 years of age who live on a First Nations reserve will also be able to access

doses through nursing stations or public health clinics on-reserve.

The recommended interval between the first and second doses for children aged five to 11 is at least eight weeks. It is also recommended that children should wait at least 14 days between receiving the pediatric COVID-19 vaccine and another type of vaccine.

“Provincial teams are quickly distributing the newly arrived Pfizer pediatric vaccine to more than 100 locations across Alberta,” added Minister of Health Jason Copping.

“Our immunization program continues to be one of the best in Canada and we are ready to safely

and quickly make these doses available for young Albertans.”

Children under 12 years of age will continue to have access to businesses and venues participating in the Restrictions Exemption Program, regardless of their vaccination status.

This will provide parents and guardians the time to decide if and when their young children will be protected against COVID-19.

Children who are aged 12 and under are able to access facilities with their parents or guardians who meet the program requirements, as well as participate in youth activities while following current public health measures.

QR code vaccine record updated for travel Albertans planning to travel can download an updated vaccine record with a QR code to use within and outside Canada on Nov. 24.

Alberta’s vaccine record will be updated to meet the recommended Canadian standard for domestic and international travel. The updated record will be available Nov. 24 at alberta.ca/CovidRecords.

It also includes middle names and the record is in both official languages.
