Every year, the Tofield Legion hosts the Remembrance Day ceremonies, but with social distancing in place, this Thursday, Nov. 11, there were two services, one outdoor at the Cenotaph, and one indoor at the Tofield Community Hall.

The outdoor service

commenced with a welcome by Legion President Barb Ferguson, followed by the singing of ‘O Canada’.

Ferguson read out the Act of Remembrance: ‘They shall grow not old, as we that are left grow old. Age shall not weary them, nor the years condemn. At the going down of the sun, and in the morning we will remember them.’

Wreaths were laid for the Legion and Armed Forces, followed by another short statment and remarks by Ferguson.

The service ended with a short prayer by Chaplain Dan Hillyer.

Despite the biting cold that morning residents and community members were in attendance at the outdoor ceremony.

This year, CW Sears School hosted a virtual Remembrance Day event for parents and families.

Principal Adam Madsen along with staff – Mrs. Laxdal, Mrs. Henrichs, Ms. Christianson –

put together the virtual program.

“The program featured students singing in their respective music grade cohorts and students were shown how to bring in the colours and lay wreaths at recess practices for grades 1-3 and 4-6,” said Madsen.

“Students from Grade 4 were also selected to do

readings, and while this preparation was going on, individual classrooms were involved in creating art, hearing about the soldiers, and writing to extend their understanding.”

According to Madsen, the School Spirit Club promoted a “No Tofield Soldier Left Behind Poppy Placement”.

May Korobko supplied the Club with the names of the soldiers listed on the Tofield Cenotaph and from there, two-inch crosses were created with names and placed on grade posters.

“Each student then chose a soldier and created a ‘pinky poppy’ at the base of a soldier’s

cross emphasizing that just as a fingerprint is unique, so was each and every soldier who went to war,” Madsen explained. “Every student and staff member were able to place a pinky poppy indicating just how large a contingent from the Tofield area went to war!”

There was also a poster for students to recognize family members from other areas and times who fought in wars past and present.

“The Grade 4 W class created black-and-white and colour posters; poems; and essays in an effort to honour and remember the soldiers who fought in the wars to bring freedom,” he stated. “Creating art and writing about the soldiers and what they did is a concrete way for students to reflect, respect, and remember the accomplishments of our soldiers.

On Nov. 10, Tofield RCMP were advised of a fatal farming incident in Beaver County which occurred on Oct. 14. Tofield RCMP are currently investigating the details and occurrence at this time.

On Nov. 10, Tofield RCMP responded to a

theft complaint in Beaver County. RCMP attended and spoke to the complainant who reported an ongoing civil dispute with another resident in Beaver County. Tofield RCMP provided direction on how to resolve the matter in civil court.

On Nov. 11, Tofield RCMP responded to a theft complaint in Beaver County. RCMP spoke to the complainant who advised that a wood burning stove and fire extinguishers were stolen from an outdoor recreation area. This file

is still under investigation.

On Nov. 11, Tofield RCMP responded to an assault complaint in Tofield. RCMP spoke to the complainant who advised that they had witnessed a video of a group of known youth in the community who had posted a physical altercation online. This file is still under investigation.

Obituary Evhan Edward Shupenia April 26, 1940 - Oct. 12, 2021 It is with sadness that the family of Evhan “Ed” Shupenia announce his passing on October 12, 2021 in Nelson, BC. He was born on April 26, 1940 in Tofield, AB. Evhan is survived by niece Kathy and her children Richard and Katrina (Liam); nephew Brian (Wendy) and their children Tanya (Bob) and David. Also survived by two great-great-nieces and one great-greatnephew, cousins and friends.

He was predeceased by his parents Metro and Ecaterina, and sisters Mary (Ole), Martha (Colin), Nancy and infant sister Janet.

Loose Ends: The Pane of Glass

The dirty birds are back. Cedar waxwings, so we’ve been told, perch on branches making a soothing kind of purring sound. Their

colourings of desert tan, black face markings, a tuft on their heads and a bright yellow strip on their tails when in flight are quite eye-catching.

They eat the red berries on a neighbour’s ornamental tree and are fun to watch because they hang upside down like bats, all the easier to reach all the berries. But after eating their fill they move to our elm to, um, deposit – heck, I’ll call it what it is – they poop all over our deck.

Thus earning the name Dirty Birds.

This year they are especially dirty since their numbers are greater than ever before. When they all fly off the sky is so black it would give Tippi Hedrin nightmares. I don’t know why they can’t poop while in the air; maybe they aren’t multitaskers.

The hexagonal roof of our gazebo has been a target too and in the late afternoon when the sun is low in the west, the

deposits on one segment glow and sparkle like orange gems. I almost grabbed my phone to take a picture until I reminded myself what I was admiring. Some things don’t deserve documentation.

The waxwings are proving more of a nuisance for another reason – several times a day one or more bangs up against our windows.

I’m not sure if it’s because they are flying so fast (the little brown

birds are speedsters as well but when they hit the windows the thump wasn’t loud enough to be heard everywhere in the house) or because they are drunk from the berries. But at least one went home with a headache, maybe in need of some facial reconstruction surgery if the smear and tufts of feathers left behind on the glass are any indication. One actually hit the glass twice, like a pebble skipping across a

pond. Gives a whole new meaning to the pane of glass, doesn’t it?

The tree is pretty well stripped of berries now so the windows are safe – or so I thought. Until two magpies were frolicking in the fir just outside our front window and one bounced off the glass – twice. I checked for cracks after that one.

The thumpers seem to be getting bigger; little birds, waxwings, now magpies. Thank goodness turkeys can’t fly.

Albertans need a plan to balance the budget KEVIN LACEY Guest Contributor

It’s ironic to procrastinate on planning. Sure, things will change, and any plan will have to change too, but it’s still essential to have some ideas about where to go and how to get there. There will never be a better time to make a plan.

Yet Alberta is putting off its financial planning.

It hasn’t always been this way. Premier Jason Kenney campaigned on a plan to clean up the government’s budget mess and put the finances back on the right track. And Albertans gave him an overwhelming mandate.

While unforeseen circumstances ripped apart that budget plan, the finances are now improving, and taxpayers expect the Kenney government to put together a new plan to get the province back in the black. The projected deficit for 2021 has

declined by $10 billion. But now, Finance Minister Travis Toews said he won’t set a new plan to balance the budget until the government knows more about the long-term impact of the pandemic.

Many experts believe COVID-19 isn’t going away entirely anytime soon. If that’s the case, when can Albertans expect a plan to balance the budget? Will it be in a few months? A year?

A few years?

Without a plan, the government is flying blind. The government has to make decisions about pandemic spending, health care pressures, and rising costs due to inflation.

It’s difficult for a government to decide when there is nothing to guide the consequences of those decisions.

caused by COVID-19.

But that ignores other provinces such as Saskatchewan and Manitoba that have set targets to balance their budgets.

Having a plan gives the government a clear direction and sends a signal to taxpayers, interest groups and unions about what to expect.

And it keeps caucus in line when their political urges push them to spend more money the government doesn’t have.

Toews has introduced two other fiscal anchors to guide responsible government decision-making.

The pillars include keeping net debt to GDP below 30 per cent and aligning per person spending with other major provinces.

These anchors are steps in the right direction, and the government’s first-quarter budget update shows the province is starting to climb out of its fiscal

hole. But more is needed.

A concrete timeline to balance the budget would put some pep in the government’s step when it comes to reining in out-of-control spending. While the anticipated deficit for 2021 has declined, almost all progress was due to higher resource revenues. Government spending is expected to be $800 million higher than originally budgeted.

While stronger resource revenues are helping in the short

term, Kenney will need to tackle the government’s spending problem to get Alberta back to fiscal sanity.

The Blue Ribbon Panel on Alberta’s finances said the government would be spending $10.4 billion less every year if its per-person spending was brought in line with comparable provinces such as British Columbia, Ontario and Quebec.

Big deficits and runaway spending won’t get Alberta out of this economic mess. If all that was

needed were more bureaucrats spending more money, the NDP would have cured Alberta’s economic woes long ago.

Seeing the deficit decrease is good. But the government now needs to demonstrate that it’s serious about straightening out the province’s finances. Kenney and Toews need to stop procrastinating and make a plan to show Albertans what it’s going to take to balance the budget and live within taxpayers’ means.

name on the election sign, it is truly about so many more than one person.”

He also thanked the people of Battle RiverCrowfoot, “And of course, a huge thank you to the people of Battle River-Crowfoot, who have once again trusted me to fight for them and fight for the interests of East Central Alberta and Battle River-Crowfoot.”

Kurek made it clear that while the Liberal Government is in no hurry to return to the work of serving Canadians, he and the Official Opposition is already, “hard at work for constituents and all Canadians.”

“I didn’t want to be a part of the drastic decisions they were making” says Kumson Moush John Tofield Mercury

As the Ryley community awaits 100 signatures for the petition to Municipal Affairs, Councillor Samuel Kumson who was elected to the council with the most number of votes outlines his reasons as to why he resigned on Nov. 3.

“I couldn’t go along with what the other councillors were doing,” Kumson said. “I ran for office because I wanted

to better Ryley, which has been my home and will be for the next 20 years; being a councillor means you work within the council.”

Kumson added, “I didn’t want to be a part of the drastic decisions they were making . . . I didn’t want any part of it.”

According to Kumson, he wasn’t even invited to the ‘council’ meeting held on Wednesday, Nov. 3 where CAO Glen Hamilton-Brown was

given the letter that placed him on paid leave.

“I wasn’t event invited to that meeting, so when I saw the cars parked and realized there was a council meeting in progress to which I hadn’t been invited and had no knowledge of, I decided to resign, and handed in my letter that day.”

For Village of Ryley finance staff, Jessica Whamond, the work environment had grown

“toxic”, which led her to resign on Tuesday, Oct. 19.

In her resignation letter, she stated: “In light of the events and situations that took place on Election Day, October 18th, and the instances that led up to that day including harassment, bullying, public slander, attempted intimidation, verbal and mental abuse directed at myself and which I have witnessed my coworkers and other election workers endure at the hands of or ad-

I ran for office because I wanted to better Ryley, which has been my home and will be for the next 20 years; being a councillor means you work within the council. visement of . . . Whamond continued that the said person, had also misrepresented conversations and information and spread this publicly while she was in a position where she did not believe it was appropriate to respond in his chosen media forum as she did not want to interfere in any way with his campaign and truly made every effort to ensure it was in fact a fair and equal, unbiased election until the very end.

“As a result of all of my experiences and interactions with the incoming Village Council thus far having been toxic, I do not trust that I will be able to perform my daily activities for my position in finance effectively and efficiently without continued harassment and threats as these things are already taking place.”

Whamond said that she had to take this step for her own “health” and had to walk away from a “growing toxic work environment.”

Although according to Ryley residents, one other Village of Ryley staff has resigned and another staff has gone on “leave”, these claims still remain unverified.

Presentation of photo ID, and proof of physical address (eg. utility bill) will be requested to confirm that you are within our service area.

Beaver County defers water management study for Lindbrook Estates Patricia Harcourt Beaver County Council spent time with two officials from Wood Environment and Infrastructure Solutions regarding a drainage issue in Lindbrook Estates.

But the discussion also dealt with issues of jurisdiction as the province has pulled back on overseeing water issues that have typically been the purveyance of Alberta Environment.

“If it’s Alberta Environment’s responsibility we shouldn’t even be talking about this,” said Councillor Barry Bruce (Division 4).

“They haven’t taken responsibility and they won’t,” replied Wood

Environment consultant Glen Wood, stating that sometimes Alberta Environment will get involved and other times state “it’s nothing to do with us.”

Deputy Reeve Gene Hrabec (Division 3) stated that the county had received a letter that “anything related to subdivisions is the minister’s responsiblity,” referring to a directive received from the province that jurisdiction reverts to the county “once development permits are issued.”

He asked administration if this letter could be obtained.

As for the consultants, council was told that changing a water flow’s

direction “could affect other landowners and that’s where Alberta Environment comes in.”

Hrabec replied that “it’s one option to divert the water.”

However, council was told that it is not Wood Environment’s position to advise who is responsible for the water issue in the subdivision. Rather, the consultant can guide the county from an engineering perspective if it wants to make improvements.

Wood can examine the issue, give an historical perspective and offer solutions how decision would affect people living up and down from the problem.

Council okays Hrabec's bid as District 5 RMA Director Patricia Harcourt Deputy Reeve for Beaver County Gene Hrabec received official support from his council in his bid to become director in District 5 (Edmonton East) of the Rural Municipalities of Alberta (RMA).

Hrabec explained that, as current chair of the RMA’s District 5, he wants to replace Soren Odegard (County of Two Hills) in the position.

For that, “I want council’s support,”, he said, at the Nov. 3 county meeting.

RMA has been a supporter of rural counties and municipal districts since 1909, and currently has a total of 69 jurisdictions as members of this independent association.

Council wanted to know how much the new position would deflect from his duties as a councillor and deputy reeve. Hrabec said there could be some times when an alternative would

have to take his place at a committee meeting.

But he noted that he has also sat on other RMA boards and committees.

And as the RMA District 5 Director, Hrabec said he would have “a hand on the heart of the RMA,” which meant county council “would have an ‘in’ with RMA,” if he is elected director.

As current chair for District 5, he already does “lots of committee work,” he said. A motion by county Councillor Lionel Williams (Division 2) to support Hrabec’s bid was passed by council.

The RMA will be holding its annual convention Nov. 23-26 at the Edmonton EXPO Centre.

The elections for RMA District Directors will take place Thursday, November 25 at the convention.

In his report to council, Hrabec said he was reelected as board chair on the Beaver Foundation,

which oversees public seniors housing in Beaver County.

He spoke of efforts to obtain residents for the Holden Lodge, stating the foundation is working on unique ways of attracting people to living there.

“We’re trying to do things out of the box,” he said, referring to initiatives that allow residents to use marijuana and bring in small pets. “We have the first resident moving in with a dog,” he said.

But he added that “mental health is a huge issue with seniors,” blaming the problems around COVID19, as well as issues with some cannabis smokers.

“We’re working hard to keep those residences open,” Hrabec told council. “Covid funding provided the hiring of extra people to do the extra cleaning,” needed in the facilities, he said, adding: “Seniors Housing has really stepped up.”

Upon returning to public session, council passed a motion (by Hrabec) to defer a water management study on Lindbrook Estates until more legal and operational research had been completed.

If it proceeded, the water management study, as recommended, would cost $79,581 and would be designed to “identify

potential solutions for identifying existing drainage solutions in Lindbrook Estates.”

Another motion by Councillor Lionel Williams (Division 2) to release the July 2020 Lindbrook Estates Drainage Assessment Report was passed.

In his report to council, Superintendent of Public Works Darby Dietz, provided background that administration and Wood Environment officials earlier met with the landowner directly downstream of

the county’s municipal reserve.

While many solutions were discussed, Dietz had asked for further direction from council on how to proceed, noting that Wood Environment had recommended a water management study be done.

Darby told council that the county hasn’t needed to pump water at Lindbrook Estates since June. The county endured drought-like conditions starting in mid-late June which may have impacted the situation.

Municipal bylaw review to begin Patricia Harcourt Beaver County’s Development Officer Kim Vana came before county council November 3 to explain the review underway of the county’s Municipal Development Plan and Land Use Bylaw.

Vana explained that the project was necessary as “both were approved in 1998 and need updating.”

She continued, in her report: “Both documents have had some amendments but are in need of updating to reflect changes to the community, keep up with changing development demands, modernize regulations, and minimize red tape for residents and stakeholders.”

The county was granted leftover funding from the I n t e r m u n i c i p a l Collaboration Framework (ICF) and Intermunicipal Development Plan (MDP) project of $32,971 to review the MDP and LUB. “This project was identified in the 2021 budget and administration would now like to move forward with

the project,” said Vana.

“We want council’s input Division 1) brought up the current issues involving drainage that require updating; Councillor Lionel Williams (Division 2) spoke about using red tape reduction as another issue, while Deputy Reeve Gene Hrabec wanted a public consultation process put in place for the county.

“We all agree public input is going to be key,” agreed Smook.

Vana told council that the objective is to hire a consultant to conduct “a comprehensive review and update of the MDP and LUB (so it is)…more aligned with existing county policies and province requirements.”

She also identified “a number of key issues and areas that administration believes need to be addressed.

These included improving environmental parameters re: development buffers and setbacks from water bodies; regulations re: proximity to railway lines, lot grading and land-

scaping, and private driveways; also regulations for development of event centres, temporary special event permits, campgrounds, natural resource extraction, shooting ranges and cannabis production facilities; and the need to add definitions and allowed used for alternative housing (tiny houses, garden and secondary suites).

The county must also look at re-evaluating home occupations and commercial business regulations within country residential areas and within close proximity of one another; improving the development permit application requirements to reflect current provincial regulations; and, enhance the Development Authority’s decision process with respect to imposing conditions on approvals of permitted uses to ensure compliance on issues like grading plans, geotechnical reports, caveats and development agreements.

The estimated completion date for this project is the end of June next year.

In early 2021, Beaver County Council established a new assessment classification for small businesses. Council recognizes that small businesses are struggling in our current economy and is considering a reduction in the tax rate for this key sector of our rural community.

To be eligible for the small business classification, a non-residential property must meet certain criteria, including a valid development/business permit, employment of fewer than 50 full-time staff, and submission of an application by the deadline date.

Council will decide on the small business tax rate when the annual budget is approved in the Spring. Provincial legislation limits the tax rate to no less than 75% of the general non-residential tax rate.

To enable small businesses to take advantage of this program in the 2022 tax year, applications will be accepted on or before December 31, 2021 by e-mail, fax, or mail. The Tofield Historical Society (THS) thanks Beaver County for the Beaver County Grant Support of $2,500. This grant enabled THS to complete a restoration project to the roof of the historic Alberta Government Telephones Building that is part of the Tofield Museum complex. The installation of new shingles, eaves troughs, and downspouts will facilitate the preservations of this unique building that interprets the history of telephone service to the Tofield and surrounding areas.

We welcome all residents of Beaver County to visit the Tofield Museum and the historic AGT building in the Summer of 2022.

Tofield’s U18 wins 10-1 against Onoway Kerry Anderson Tofield Mercury

These are some of the results from Minor Hockey League games held recently.

Tofield U9 was scheduled to play at New Sarepta on Saturday but no score was posted at deadline.

Tofield U11 dropped a 10-5 game against Battle River at Killam Arena on Saturday. The game was tied 2-2 at the midway point before BR put in six straight on its way to the victory. Scoring for Tofield were; James Conrad (2g), Aiden Baraniuk (1g 1a), Evan Ligard (1g), and Kooper Waldo (1g).

Tofield-1 U13 travelled to Bon Accord and skated away with a 5-5 tie on Saturday against CNN. Tofield had a 5-2 lead early in the third but couldn’t hold on.

CNN got the tying goal with only 10 seconds remaining. Scoring for Tofield were; Baylee Roberts (1g 1a), Steven Cardinal, Everett Zilkie, Lane Dehid and Bentley Carson. Assists went to; Karter Waldo (2a), Ben Fleming, and Brandon Jardine. Reece Suchy was between the pipes for Tofield.

Tofield-2 U13 travelled to Athabasca on Saturday and skated away with a 5-4 win.

Down 3-2 after one, Tofield-2 took the lead in the second and got the winner with 13:34 remaining in the game.

Scoring for Tofield were; Merek Fritz (2g 3a), Gabriel Thorson (3g 1a), Matthew Iverson (2a), Logan Kropp (1a), and Gavin Lutz (1a). Jonas Teefy got the win for

Tofield.

Tofield U15 dropped a 10-5 game against Battle River at Killam Arena on Sunday. BR scored early and often in the contest and Tofield couldn’t rebound. Scoring for Tofield were; Amy Lynn Fraser with a hat trick, Nick Tooke (1g 1a), Cheyenne Suchy (1g), Owen Rennie (1a), and Scott Jardine (1a).

Tofield U18 travelled to Onoway on Friday and skated away with a 10-1 win. The team went to Smoky Lake on Saturday and won that game 5-3. On Friday, scorers were; Brandon Aucoin (3g 1a), Brody Van Engelen (1g 2a), Marshal Korpak (1g 2a), Kien Yuha (2g), Jase Mitchell (1g 1a), Ben Jennings (1g 1a), Josh Swedburg (1g 1a), Christian Amirault (1a), and Jack Rouncville (1a).

Perry Ashton got the win making 21 saves. On Saturday, Smoky Lake had the lead before Tofield scored the game’s final three goals.

Brandon Aucoin got a hat trick for Tofield, with Brody Van Engelen and Christian Pruden also scoring. Assists went to; Kien Yuha, Christian Amirault and Marshal Korpak. Josh Whitbread got the win in goal.

Strathcona U15 AA elite team featuring Jacob Bigney, Emmytt Yurkowski and Kaylum Roberts of Tofield beat the Wolverines 6-1 on Sunday. Emmytt got a goal, Tofield’s Ty Yoder got an assist but his Junior A Okotoks Oilers dropped two games over the past week. Ty has 12 points in 11 AJHL games this season.
