Activity Coordinator Julie Ishida, looked up information about the day and all things to do with red hair and developed a quiz, besides other fun activities.

“We had the opportunity to learn the significance of the MC1R gene!”

Ishida said. “The MC1R gene, melanocortin 1 receptor, is the gene for red hair. And, that there is a day to celebrate that gene and its variants.”

The participants in the Red Head Day Activity answered questions about red headedness and how redheads fared in different historical times.

The Tofield and Area Health Services Foundation has been keeping busy, despite the fact that they’ve had to cancel one of their major fundraising event, the Community Helping Hearts Dinner.

“We’ve had to postpone the event twice due to COVID-19 pandemic, once in March and once in October,” said Chair Brenda Chehade. “Our dinners are our main fundraisers for the year, and because of this, our donations have dropped significantly.

Council Corner Town of Tofield looks forward to presenting Winterfest Nov. 28 with a few precautions Friends, COVID 19 continues to amass physical, mental and financial burdens upon us all.

The Global Pandemic has altered life plans, family gatherings, and, for Tofield specifically the postponement or cancelation of many of our yearly events.

These yearly events have provided excitement in the community, camaraderie, and things for many to look forward to. As with many communities these life blood events for Tofield in 2020 have had to be canceled.

These were not easy decisions to make, however, were the proper, right decisions to coincide with the Chief Medical Officer of Health guidelines.

Recently, the Winterfest

Committee met to discuss the opportunities for 2020. I’m pleased to say, on behalf of the Committee, we believe there is a way to forge forward. With this being said, the event will look quite different from years previous, however, this is something exciting for Tofield, and provides each of us with something to look forward to.

The Committee is organizing a stationary, staged Parade on Main Street at 5:30 p.m. There will be a lighting of the tree,

which will be broadcast at the rodeo grounds, as well as other messages from community leaders. There will be fireworks at Diamond #4 at 6:30, which will be set to music. Lastly, there will be a residential and business decorating component with prizes available for the top three, who have registered. For registration forms, please see the Town website, the Tofield Mercury and our social media page.

All events will take place on November 28th, 2020.

Pres Winter to be presented with OTIS Award Patricia Harcourt Staff Reporter

A special evening is being planned to honour the dedication of Viking resident Pres Winter with bluebirds over the decades.

Winter has won two major awards for his work along the Bluebird Trail where he bands baby blue-

birds and provides nest boxes so the birds can lay eggs and raise their young.

The trail has grown exponentially over 44 years through all kinds of weather. Through the Rural Outreach and Agricultural Renaissance Society (ROARS), he was nominated for both the Emerald Award for Environmental Lifetime Achievement and the OTIS

Award for Environmental Stewardship.

Pres won both awards, and has already been presented the Emerald Award at an online ceremony.

Now the sponsors of the OTIS Award, the Battle River Watershed Alliance, will present him with that award at a special Honour Night for Pres Winter to be held at 6 p.m. on Nov. 27 at the Golden Valley Lutheran

Church in Viking.

ROARS Chair Vern Hafso explained that his organization takes a holistic approach to agriculture and community development, which is why they value Pres’ dedication to sustainability of bird populations.

“So environmental things like what Pres is doing are important to increase the population of

bluebirds,” said Hafso.

The evening will feature guest speakers from local councils and possibly at the provincial level as well.

“We will also be presenting the premiere of ‘Blue Sky,’ a film by Andrew Sorenson about Pres’ work on the Bluebird Trail,” said Hafso. Sponsors of the film may also make presentations.

“Pres will be speaking, too, after the film,” he said,

“and he’s got a lot to say.”

Between 80 to 100 people will be able to attend the honour night in person, with social distancing measures required. But preregistration will be necessary to confirm a space by phoning or texting ROARS Secretary Diane Hanson at 780-385-0994.

It was a free community Zoom presentation that took place in the evening, with a focus on the types of human trafficking, common myths vs. realities, and the work that ACT Alberta does in our province.

“Over the past few years as you read the news it seems that human trafficking appears more often,” said TRBCW FCSS Director Tracey Boast-Radley.

“Both professionally and personally, I feel this is a

topic that we need to be more aware of as we are not immune in our small rural communities. In partnership with our FCSS colleagues in Viking, I reached out to ACT Alberta to see if they could accommodate us with a community presentation (as service providers, we participated in a training session back in May, so that we may deliver on this topic in the future).”

Loose Ends: Perpetual motion devices

My aversion to winter is no secret. My whining can be heard from midOctober to April. And thinking about winter roads sent me to ask Google who invented the

wheel. In the comics it’s the cavemen, but really, what did they need a wheel for? They didn’t even have cars until the Fred Flintstone era and I’m not sure his wheels were round.

Well, according to Google some sources say it was a 17th-century mathematician who was attempting to create a perpetual motion device.

Apparently not one of those sources, the Smithsonian did not even mention said math guy, but did claim that cavemen

used pottery wheels (??); ancient Greeks invented the wheelbarrow but not for gardening chores; and even sewing needles and the flute were invented before the wheel.

Oh, I’m so confused!

Whoever actually invented the wheel probably couldn’t have foreseen the dire problems and possibilities of perpetual motion on snow and ice. Camels replaced wheels as a means of transporting people and goods in the Middle East because desert sand

doesn’t play nice with perpetual motion. Meanwhile, we didn’t hesitate to leave horses on the farm when Henry Ford invented the car.

And what is a car, really? Nothing more than a metal cask…um, box set on four perpetual motion devices that work well enough in good conditions but don’t necessarily know when to stop or when to go in uncertain conditions. Sometimes they just get tired of always going around in circles and start doing

their own thing.

I get called names – chicken, silly goose, ‘fraidy cat – whenever I voice my objection (fear) of travelling any farther than the local grocery store once winter arrives.

Hubby has helped there by doing the grocery shopping himself; he claims I slow him down by checking the shelves for things not on his list.

So let’s say, farther than… hmm. Our back door?

Anyhow, I’d like to thank whoever the inventor was because with-

out the wheel I would be doing all my sewing by hand and Hubby would be using hand saws and heavy grit sandpaper.

And I’m grateful that Hubby had four new winter tires installed on our car, but while they are designed to make winter travel safer, they come with no guarantees. And since we’ll be on the road occasionally between now and spring thaw maybe my next question for Google should be, what do camels eat?

Male arrested and charged in Ryley break and enter Sgt. Lee Knelsen Tofield RCMP

The Tofield RCMP responded to 29 occurrences from Nov. 9 to 15, 2020 (inclusive). Also included in these calls for service was nine traffic complaints, one false alarm and traffic enforcement provided by the K Division Traffic Unit.

On Nov. 9, Tofield RCMP responded to a business in Ryley reporting that a fraudulent cheque was written on their bank account. This file is still under investigation.

On Nov. 10, Tofield RCMP responded to a break and enter to a business located in Ryley.

Tofield RCMP members attended the scene, processed it and shortly

after, RCMP received a complaint of a suspicious person walking in a rural area outside Ryley.

RCMP attended and located a male who was found in possession of stolen property associated to this break and enter and RCMP confirmed that a stolen motor vehicle was also located nearby. While attempting to identify the male, RCMP were able to confirm that the male was in violation of numerous judicial release orders. Mitchell Jordan Fox was arrested and charged with possession of property obtained by crime over $5,000, resist/obstruct police, breaking and entering, possession of break in instruments, and failure to comply with release

order x 3.

On Nov. 10, Tofield RCMP responded to a report of a personal bank account fraudulently opened on a stolen social insurance number identification card. This file is still under investigation.

On Nov. 11, Tofield RCMP received a complaint of a yellow airplane performing aerobatics, flying low and causing a disturbance to residents in Tofield. RCMP were able to direct the complainant to Transport Canada and Nav Canada for direction and investigation.

On Nov. 11, Tofield RCMP responded to a suspicious motor vehicle complaint on Hwy. 14, outside of Tofield. RCMP attended and located a Jeep Cherokee with no li-

cense plate. The motor vehicle registered owner was contacted and it was found to be recently sold although not properly registered and insured.

Vehicle was towed off the road.

On Nov. 12, Tofield RCMP responded to a two vehicle motor vehicle collision in Beaver County. No injuries reported and both vehicles driveable.

In the evening of Nov. 12, Tofield RCMP responded to assist Camrose Police Department to locate a male who was threatening suicide.

RCMP patrolled and were able to assist in locating the male subject in Edmonton who was then safely taken into custody

under the authority of the Mental Health Act. On Nov. 12, Tofield

It’s been about a few hundred years it seems since the first bout of this ugly pandemic struck us, but we know a lot more now than we did back then.

Scrubbing surfaces will do no good, but we can hopefully protect ourselves and others by wearing masks.

This too seems to be debatable, given the looming crisis that’s hit us this past week.

We know that checking temperatures won’t do anything to prevent outbreaks – as apparently one-third of the cases have been asymptomatic – but regular checkups can nip it in the bud, preventing catastrophes.

We don’t know yet whether businesses and schools can be potential hotspots, but definitely that bars and restaurants, not to mention house parties are hubs of viral transmissions.

On Monday, Nov. 16 the province reported 10,031 active cases, with 264 people in hospital, including 57 in intensive care, but also

that 29, 731 Albertans have recovered from it.

The total number of COVID-19 related deaths is now 427 in the province.

Does another coronavirus surge require a lockdown, I’m not sure. But, definitely cancelling sport and locking down local businesses might not be the best way to move forward.

Most kids have played little to no sport this year and if we are going in the direction we’re now, the future of winter sports seem bleak.

As soon as the new Alberta Health Services (AHS) guidelines were announced on Nov. 12, Hockey Alberta promptly paused all levels of Minor Hockey, Accredited Schools, Junior B and C, and Senior hockey in the affected areas for a 14-day period until Friday, Nov. 27. This includes all practices, games, competition, and team activities.

Hockey League that were scheduled during that period will not take place either.

In rural Alberta, especially in small towns like Tofield, where hockey is one of the major activities the kids participate in, forms bonds, shed their shyness, and often have epiphanies on ice, it’s almost inexcusable to take a onesize-fits-all approach.

Although practices are still on (thankfully we’re not a hotspot!), all games have been cancelled or postponed until further notice.

Ever since the pandemic hit, none of the sports arenas across the province have been the site of a major out-

break. Has it seen a few stray cases of COVID-19, perhaps.

As someone who spends a lot of her weekend at hockey arenas in winter, I’m heartsick as to how kids who would have played their last games this season, or kids who were looking forward to start in the sport will be affected.

And this goes across the full gamut of sports in the province.

If the so-called targeted measures of keeping communities safe and healthy are failing, why should local businesses and sports only take the fall. If major box stores can keep their doors open, what’s the logic

in shutting down small- to mediumsized businesses, who are actually careful and follow all protocols no matter how bizarre they might seem.

However, there’s a lot to be hopeful for if we are to believe Ugur Sahin, CEO of BioNTech, who says life could return to normal by next winter. According to PfizerBioNTech, an early analysis of their vaccine candidate showed it was more than 90 per cent effective in preventing COVID-19 infections among those without evidence of prior infection.

A p p r o x i m a t e l y, 43,500 people took part

in the tests, a report stated, and the vaccine efficacy was significantly higher than scientists had been expecting, which led Pfizer Chairman and CEO Dr. Albert Bourla to declare the discovery: “A great day for science and humanity.”

The Pfizer-BioNTech vaccine is one of several in the final stages of testing, as drugmakers and research centres across the world focus their resources to deliver a safe and effective vaccine.

Whether any of this will come to pass, we can’t be sure. But with Christmas exactly 37 days away, we can definitely hope.

RCMP report Continued from Page 5 suspected gun shots being heard in Tofield.

RCMP attended and were able to confirm that the noises were that of fireworks.

On Nov. 13, Tofield RCMP responded to a motor vehicle collision with a deer on Hwy. 834.

No injuries reported and vehicle was driveable.

On Nov. 13, Tofield RCMP responded to assist EMS with a medical emergency response in Tofield. RCMP attended and were able to assist EMS in getting the male subject medical care.

In the evening of Nov. 13, Tofield RCMP responded to a motor vehicle collision with a deer on Hwy. 14. No injuries reported although the ve-

hicle was not driveable and was later towed.

On Nov. 14, Tofield RCMP responded to a suspicious vehicle and person complaint in Tofield. RCMP arrived, located and identified the male and motor vehicle.

RCMP had the male subsequently leave the area.

No criminal offence occurred.

On Nov. 14, Tofield RCMP responded to a complaint of a vehicle that was stuck in the ditch outside of Tofield.

RCMP arrived on scene and were able to determine that the vehicle was not registered and the driver was issued a ticket under the authority of the Traffic Safety Act. Upon further investigation, RCMP located open alcohol inside and within easy access to the occu-

pants and a ticket was issued under authority of the Gaming, Liquor and Cannabis Regulations.

The vehicle was subsequenty towed.

On Nov. 15, Tofield RCMP responded to 911 complaint of a possible break and enter to a residence located in Ryley.

The complainant told RCMP that four known persons attended his residence, demanded entry and a physical fight then ensued. The complainant further stated that all parties left and gave descriptions of the two vehicles involved. RCMP attended and patrolled the area and located one of the vehicles involved and were able to confirm the identities of all the persons involved. After further investigation, it was determined that the per-

sons were attending the residence with a UHaul to remove their personal property although there was a disagreement, causing the fight.

On Nov. 15, Tofield RCMP responded to a dog at large complaint in Tofield where two dogs were running in the community.

RCMP responded, located the dogs, contacted the owners and both owners were given warnings to secure their animals.

On Nov. 15, Tofield RCMP responded to a 911 complaint of a tractor that was on fire in Ryley.

RCMP attended and confirmed that everyone was safe and determined that the cause of the fire may have been from faulty wiring.

Letter to the Editor Dear Editor, As we continue to battle the coronavirus pandemic, the increased isolation, physical distancing, health and financial concerns has led to heightened anxiety, depression, substance abuse and a suicide crisis.

Research conducted by the Canadian Mental Health Association has shown that more Canadians, especially our most vulnerable, are thinking

about suicide. As your Member of Parliament, I have heard many tragic stories of how suicide has impacted our communities.

Canada’s Suicide Prevention Hotline has experienced a call increase of 200% during the pandemic and in British Columbia, the local health services crisis hotlines have been overwhelmed, leading to increased wait times. Imagine calling 9-

1-1 during an emergency and being asked to hold the line, or worse, getting an automated message?

This is unacceptable.

Currently, the National Suicide Prevention Hotline in Canada is a standard ten-digit number that, I would argue, is an unnecessary barrier.

When someone is in crisis and at the point where they want to ask for help, a simple three-digit and

easy to remember number could make the difference between a life saved and a life lost.

Recently, Todd Doherty, Conservative MP, tabled a motion in Parliament to consolidate existing suicide prevention services into one national, three-digit phone number that is accessible to all Canadians: 9-8-8.

The United States has acted in this regard by passing bi-partisan legis-

lation signed by President Trump. Starting in 2022, Americans will have access to a simple, easy to remember 3-digit National Suicide Prevention Hotline (9-8-8). Here at home, there is no reason why we cannot do the same.

A true Team Canada approach means working together, across party lines for the benefit of all Canadians. This lifesaving initiative needs to be

passed and implemented immediately. As leaders, Canadians are counting on us and we need to be there for them.

County holds budget discussions Patricia Harcourt Beaver County Council held discussions on the formulation of a 2021 budget, noting the loss of assessment and resulting revenue that the county must deal with going forward.

The draft budget balances the budget with no increases in the tax levy, even with the losses of oil and gas taxes. Also road upgrades from the municipal stimulus program by the province are included for next year.

“Development of the 2021 budget has been a challenge for the following reasons,” Assistant CAO Margaret Jones stated, in her Nov. 5 report.

She started with uncertainty about the duration of the COVID-19 pandemic, including necessary restrictions and precautionary measures must be done into 2021.

She noted the “unexpected, but welcome,” provincial grant to offset COVID-19’s impacts.

A big one was uncertainty about the recovery of the oil and gas industry, and possibility of new development or changes to the rate of taxation.

And the county was notified by the province that MSI funding for operating and capital grants may not be as previously announced for the upcoming year.

“It appears that the reduction may be effective in 2021 instead (of 2022) and may be more severe than we anticipated,” stated Jones. She said the minister responsible is urging municipalities “to make certain that all…capital spending is used to support critical infrastructure that will benefit future generations of Albertans…”

She added: “Administration has taken a critical look at expenses and in all but three cases have adjusted their budgets to reduce the tax levy requirement from 2020.”

Although the uncollectible taxes are about the same as last year, or $3.4 million, some relief came through the contingency reserve for the tax burden. But she noted that “the tax levy required to fund the Allowance for Uncollectible Taxes almost doubled in 2021.”

The county’s contribution to the new RCMP cost-sharing program imposed by the province means paying $104,429 in 2020 will rise to

$191,566 in 2021. She estimates this extra $87,137 will require a mill rate increase of 0.07 mills.

“Administration has always, and will continue to refine the budget in an effort to minimize mill rate increases,” she stated. “However, we are bringing this to your attention now to emphasize our challenges and encourage council to consider priority based budgeting principles.

“This will not only be necessary this year, but in yeas to come as the county’s assessment base faces reductions.”

She recommended using the MOST grant to buffer the impact uncollectible taxes, as a shortterm solution only.

MOST stands for Municipal Operating Support Transfer grant provided by the province to mitigate COVID-19 impacts, from April 2020 to end of March 2021.

The county’s MOST grant is for $602,934. Said Jones: “Administration believes that the best use of the MOST grant is to address uncollectible taxes (where permitted) as well as prepare for the continuation of the COVID-19 pandemic.”

In discussing this with council, Jones called it “good news” that in working with Municipal Affairs, “it looks like (MOST) can be used towards uncollectible taxes..”

The RFD suggests looking at “a number of things,” she said, from reducing the number of roads gravelled in each patrol area, with the value of one mile of gravel about $5,700; increase the mill rate 0.07 to cover the RCMP cost sharing funds, discontinue bridge repairs not identified as critical to reallocate federal gas tax funds elsewhere, reduce the scope of the long range road construction program to reallocate MSI funding to other tax funded expenses, possible reclassification of local roads to machinery roads to save operating costs, reduce community grants or reduce service levels by reducing staff and organizational capacity.

Councillor Barry Bruce (Division 4) said he “echoes what was said,” about keeping the road repairs in the county. Council had applied to the province for stimulus funding for shoulder pulls to be done as capital upgrades.

“We must carry on with what was already

decided,” said Bruce.

The tax levy for 2020 was $13.6 million and is estimated for 2021 to be $13.9 million. “You can’t expect both years to be the same,” said Jones, about the $.3 million increase.

Reeve Jim Kallal (Division 2) said he was “pleased with this,” initial draft budget, but noted some variances between the county and provincial numbers.

“There are budget differences this year because of all the uncertainties,” said Jones, saying a budget package would be prepared for a future meeting.

Jones said that as of two days previously, 85 per cent of taxes had been collected.

A motion by Bruce to allocate MOST funding to uncollectible taxes and other projects at the discretion of the CAO, subject to grant eligibility requirements, was passed by council.

Two councillors disagree with letter to MLA about road without council discussion Patricia Harcourt Division 1 Councillor Kevin Smook confronted Reeve Jim Kallal (Division 2) concerning a letter sent

by Kallal to Camrose MLA Jackie Lovely regarding the paving of Secondary Highway 626 in Beaver County.

The letter concerned the potential of paving 18 km of the road east of Tofield to Secondary Highway 854 north of Ryley as a possible feeder road for times when other main roads are not accessible.

Smook said he was “concerned this was not brought before council,” and shrugged aside an explanation that it couldn’t be because it was time sensitive.

“It’s not been discussed by council and I don’t think we can do it without running it past council,” said Smook, who also spoke of the code of conduct policy.

Smook asked if Kallal owns property next to S.H. 626, to which Kallal replied, “yes.”

Kallal explained: “It was time sensitive,” in that the MLA specifically asked him to write a letter for the minister to review. The last council meeting was “jammed up” already with items, he said.

Kallal said he felt “sideswiped” as this was not his initiative but that of MLA Lovely, and came out of a question by Lovely regarding what sections of the 626 are paved.

Kallal said he has “a little piece of property” on that road, but added: “That’s not my intention to improve the status of my property…That’s not how I work.”

Because of the bypass construction taking place for Secondary Highway 834 from Highway 14 north, Kallal said he felt it was a time sensitive issue. And MLA Lovely “asked me to send a letter right away.”

Kallal said county CAO Bob Beck did not advise him not to send a letter, and wrote the letter on behalf of the reeve, who signed it. The letter was delivered to the minister and the councillors, he said.

“I’m sorry about that,” he added.

“I did take that letter to her…I apologize.” Kallal said he is aware there are other secondary highways that need to be done.

However, he referred to the danger for traffic existing on Highway 14 at the railroad tracks, suggesting the 626 could be tied into the new

bypass and Twp. 512 and 513 so there could be an alternate route for emergency and other vehicles.

“I appreciate the code of conduct on that and take the risk on it,” he said.

Councillor Bruce of Division 4 agreed with Smook, noting that three years ago a meeting took place with Alberta Transportation, and the 870 was considered the priority road.

Bruce told Kallal that he felt “thrown under the bus by your actions,” He said Kallal “discussed a road that has never been discussed before.”

Listing roads on the priority list, Bruce said to Kallal: “You’ve completely thrown that out and entered into private discussions…I just can’t believe your actions, Reeve Kallal,” adding it “screams of back room politics.”

He also said he “can’t believe the pecuniary interest…Shame on you, you owe the council and the people of Beaver County an apology.”

Kallal replied that he is aware of the 870 as a priority road, but said the 626 “is still a priority for me. It’s logical, it makes a lot of sense. But they (Lovely et al) brought it up…Jackie Lovely asked me to provide a letter.

“If council wishes to impeach me (they) will do so,” said Kallal, but added he “represents your interests, too.”

Division 5 Councillor Dale Pederson did not share the viewpoint of the other two councillors, stating: “This is way out of whack as far as I’m concerned.”

Pederson said the reeve acts as the council spokesperson. “This was just a letter.” He agreed that the 870 was listed as the priority, “but traffic patterns have changed.

“She (MLA Lovely) just asked for a letter to support a project,” said Pederson, conceding he would like to see the 870 paved but that would help more people driving through from the rest of the province rather than the locals.

Pederson also said that there are strong traffic concerns now in the western part of the county, referring to a recent accident that killed a Camrose man crossing Highway 14 from the north.

“I have no problem with the letter requested,” he said. “No money has changed hands…and it’s just a See LETTER BCC3

NEW BUILDING TAKING SHAPE Claystone Waste is in the process of constructing a new administration office building on the landfill site north of Ryley.

The groundbreaking took place in the summer, a little delayed as a result of the pandemic. The over 6000 square foot building will be Leed certified and will house the administrative and professional staff for Claystone Waste.

The construction has been progressing quickly since the summer. By the end of summer, excavation, dirt work, and the foundation were complete. Now entering winter, the framing of the building is largely complete.

Windows have been

installed, and the crews have begun siding the exterior.

The building is sorely needed to accommodate our staff as Claystone continues to grow to meet the needs of our local communities and customers.

possibility so far. If anyone of us can’t speak to an MLA… I don’t think anything wrong was done and (Kallal) followed the rules of the Municipal Government Act. “We’ve had to adapt to change,” Pederson concluded.

“It’s the province’s money and the province’s road and if somebody asks for an opinion I think we should oblige.”

To that, Kallal said that Highway 14 “still hasn’t been twinned…(the paving of the rest of) 626 would greatly benefit Beaver County.”

Smook reiterated that “the issue is those things get discussed at council…I don’t understand why you don’t understand.”

He said the letter was cc’d to council “because it’s all of coun-

cil’s business,” and the reeve should have consulted council ahead of time.

Deputy Reeve Gene Hrabec (Division 3) said he felt like council was “airing its dirty laundry” in public with the discussion, but added: “I don’t see anything wrong with the letter…I think it’s an information letter and doesn’t say 626 should jump to the front (of the priority list).”

Hrabec said the 626 runs through a large portion of his division.

And although he felt council “should be more careful about pecuniary interest,” he didn’t think Kallal’s interest was very great as it involved an access issue more than anything.

“I don’t see anything in this letter that’s out (of line),” he said, stating all secondaries should be paved and the 870 still deserves to be a priority.

And with Highway 14 closed

when there are accidents, Hrabec said “the province needs to provide options and the 626 could be that.

“Highway 14 is busier and there is some push to have feeder roads identified,” he said.

“That Highway 14/S.H. 834 corner is a terrible road as we saw yesterday (referring to the recent accident at that intersection just east of Tofield).”

Hrabec suggested flashing lights at that intersection because “people continue to run the stop sign there.”

Hrabec made a motion for council to forward a letter to Alberta Transportation requesting flashing stop signs at the intersection of Highways 14 and 834.

Bruce agreed that “until that road is twinned we should do everything we can to make it safe.”

The motion was carried unanimously.

Beaver County Council is pleased to announce that the County has been awarded a grant under the Provincial Government’s Municipal Stimulus Program.

The following Development Applications have been APPROVED (except where otherwise noted) by the Development Officer under the provisions of Land Use Bylaw No. 98-801, subject to the right of appeal to the Subdivision and Development Appeal Board.

This grant has been provided to all Alberta municipalities and is intended to fund new infrastructure projects. Employment and other spin-offs from these projects will help communities recover from the economic challenges posed by the COVID-19 pandemic and the downturn in energy prices.

Beaver County’s grant is $701,922 and will be used for rural road rehabilitation, in particular shoulder pulls.

Shoulder pulls are common in rural municipalities to extend the life of a road by reshaping it. Over time, roads tend to flatten and lose their shape (crown). A shoulder pull brings dirt from the ditch bottom and shoulder to the surface of the road, enabling it to be re-contoured to its original specifications.

The locations of the shoulder pulls will be determined by Council at a future date. The work will be undertaken in 2021.

According to Chehade, the Foundation had decals made to put on all items that the Foundation had purchased in the hospital as well as in the community.

“We hope people notice them and realize just how much their donations mean to us and are helping our community,”

Chehade stated. “At the Oct. 30th Farmer’s Market, we had a display for people to see some of the things the Foundation has done for the community. Busy B had donated a table of items for sale.”

All money collected from the sales at the table went to the Tofield and Area Health Services Foundation.
