But with the COVID-19 situation at hand, the ceremony has been postponed for a later date, according to Melissa Korpan, school staff and one of the main organizers of the ceremonies.

“But, in the meantime, we would still like to honour and recognize Tofield School Grad Class of 2020, so we’ve decided on Friday, May 8 we will be having a Grad Car Parade,” she said. “Of course, this is Town of Tofield ap-

proved, and we’re hoping for good weather so all our grads can participate and give the community an opportunity to cheer them on!”

Starting at 2 p.m., the grads, along with the RCMP, will work their way through the streets of Tofield (please see the map on Page 3).

“If you and your family are at home that day, it would be fantastic if you could cheer and celebrate from your front steps and/or lawn as the grads pass by you meandering through the community,” Korpan added. “Feel free to throw some decorations/messages/signs up in your windows for the Class of 2020.

BMS celebrates NAOSH Week

Beaver Municipal Solutions (BMS) has been celebrating the North American Occupational Safety and Health (NAOSH) Week, which runs from May 3-9, for well over a decade, and this year even though circumstances are different, it didn’t prevent them from honouring their health and safety professionals.

The NAOSH logo denotes the partnership of the three countries – Canada, Mexico and the United States – in this joint occupational health and safety venture, as well as all tripartite partnerships between business labour and

governments.

BMS Safety Officer Iris Robinson said, “Prior to COVID-19 we had a three days of events for our employees, along with an Open House and barbecue for the community.

“There were safety events that the employees and public participated in for prizes; site tours of the landfill; guest speakers for question and answer period to provide information for those in question.”

According to Robinson, this year because the week started off with major rain, causing serious issues in the landfill, their focus was sourced out to the safe flow of the traffic coming into the landfill, en-

suring the public highways were kept clean and free of mud and debris for those travelling on them.

“There will be a staff luncheon for those on site,” Robinson added.

“This week now because of COVID-19 and the limited access on site by the public, NAOSH will not be as fun and festive as in prior years; we need to keep in mind safety is something that needs to be focused on 365 days out of the year not solely for a singledout week of the calendar year. We have posted on digitally on display boards; banners have been put up; and employees have received a friendly reminder of

Council Corner Town of Tofield warns to be cautious and understanding as restrictions lift Recently, the Province of Alberta provided a formal statement on the impending relaxation of COVID 19 restrictions. The lifting of restrictions will be done in a three phase approach.

Phase one sees some of these restrictions being loosened by as early as May 4th. This will come to many as good news, and provides each of us something to look forward to.

This current state that we have been within for the past 60 days has provided immeasurable damages to our mental well being, our economy and to many, sadly, our health.

Although the role out strategy comes as good news, and provides hope, I must truly suggest caution in moving forward. Now is not the time to become complacent in our approach and to become lax on the provisions the

Province has put in place. If we as a community become complacent, this could set back the role out approach and take us back to where we currently stand. People from within our region are strong, use this as the time to continue to show our strength and to stand together to once again be provincial leaders in our success model.

Throughout the pandemic we have often heard “we are in this together” or, we are all in the same boat. Well, yes, we are all in this together collectively, however to say we are all approaching this, dealing with, or affected by this the same would be incorrect. As was aforementioned, re-

strictions being lifted are pending, however, the long lasting effects could be here for the foreseeable future.

These implications could be from a mental, physical and economic standpoint. It’s important for each of us to be cognizant of this. Each person could be dealing with this differently, and we must understand that there is no right or wrong way to approach the pandemic from an element of acceptance and approach.

Now, I would be remis if I did not say, approach and coping should be done from a healthy perspective to ensure success.

This is the time for Tofield to be kind to one another as we always

have. We have no idea what struggles or conflict a person is going through. Just because it may not be visually apparent, does not mean a struggle does not exist.

In going forward, let’s all please keep this in mind. I would also like to take this time to say, once restrictions are lifted and we see the gradual roll-out of the suggested phases, please take this time to support our local businesses and economy.

RCMP cautions residents about grass fires Cpl. Sheryl Cody Tofield RCMP

During the last week, Tofield RCMP responded to a total of 27 calls for service.

On April 27, Tofield RCMP were dispatched to a female walking on the railroad tracks near Poe. The female was located, who indicated that she had health issues and had no other means of transportation. She was taken to Tofield Health Centre to be assessed and then driven home by the RCMP. Tofield RCMP were dispatched to a grass fire south of Ryley on the af-

ternoon of April 27. The property owner was burning bush when the wind came up and caught a couple of outbuildings on fire. Tofield and Ryley Fire Departments were on scene and were able to contain the blaze. No one was hurt during the incident.

During the evening hours, Tofield RCMP were dispatched to a male running barefoot on Hwy. 14. RCMP located the male and he stated that he had locked his keys in his vehicle and was running home to get the spare set. As he was initially wearing steel toed shoes, he decided that running barefoot was the better option. RCMP gave him a ride home.

Tofield RCMP were dispatched to a fire by the train tracks during the night hours of May 1.

Tofield Fire and CN Police were also on scene.

Fire reported that four pails of lubricant for the tracks had been lit on fire. The train conductors reported seeing a male on a quad before they called in to their dispatch. This file is still under investigation.

On May 2, Tofield RCMP were dispatched to a domestic situation during the early morning hours. There was also a complaint of a suicidal person from the same rural address. Police attended with Tofield EMS and one occupant was transported without incident to the Tofield Health Centre for assessment.

While on patrol on May 3, members stopped a black Dodge Ram in the town of Tofield. The driver of the truck was a suspended driver. The driver was issued a summons for court and the vehicle was towed. It is an automatic 30-day

seizure for such incidents.

May is Motorcycle Safety Awareness Month In recognition of the Motorcycle Safety Awareness Month, Transportation Minister Ric McIver issued a statement on Friday, May 1.

“Now that the weather has warmed up and the snow has finally melted, it’s time for Albertans to think about motorcycle safety,” McIver said. “I love riding, and look forward to the beginning of each motorcycle season – especially this year after being stuck inside for so long. But while we crave the freedom of the open highway, it’s important to remember that everyone needs to do their part to keep motorcyclists safe on the road.”

McIver stated that he would like to remind all motorists of the role they play in keeping motorcy-

clists safe.

“Due to their smaller size, motorcycles are often hard to see and require extra room to prevent serious accidents,” he added. “When motorcycles crash, their riders lack the protection of an enclosed vehicle and are more likely to be injured or killed. In a typical year, about 30 motorcyclists die and more than 600 are injured on Alberta roads.”

He said, “Drivers should keep motorcyclists in mind when changing lanes, making left turns or following close behind.

“Riders can protect themselves by monitoring road and gravel conditions, manoeuvring with caution and always wearing appropriate protective gear.

“When riders and drivers are respectful and look out for each other, motorcycle season

is safer for everyone.”

For motorcyclists, it’s important to be especially cautious during planting and harvesting seasons when farm equipment may be on the highway.

If motorcyclists come upon a slow moving vehicle on the highway, here’s what to do: • Watch for vehicles marked with a slow moving vehicle sign (orange triangle with a red border).

• Do not drive in blinds spots. Keep far enough back for the driver to see you.

• Be patient! The driver will pull over to let you pass if safe to do so. If not, the driver is likely not travelling a great distance.

• Do not pass unless it is safe to do so. Make sure the driver of the slow moving vehicle is aware you intend to pass.

Marilyn Joan Williams Donald Alan Thomson January 6, 1943 – April 27, 2020

Marilyn Joan Williams passed away peacefully on April 27, 2020 with her family by her side.

Joan was born to the late David and Emma Bushnell on January 6, 1943.

She was predeceased by her sister Irene. They were raised on the farm in Good Hope.

She married Don Williams on June 16, 1961 and lived most of their marriage in Lindbrook where they raised their children.

Joan is survived by her husband Don and their children Heather (Doug), David (Leanne) and Tracey (Frank); three grandchildren and four greatgrandchildren.

Joan enjoyed playing ball, riding her horses and enjoying her grandchildren and great-grandchildren. Being GG was her favorite time.

Donald Alan Thomson passed away on April 21 at the University of Alberta Hospital at the age of 81. Don was born in 1938 and raised in

Tofield, Alberta by parents Dorothy Phyllis (Baptist) and William John Thomson. Don is survived by wife, Grace, two sons, Andrew and Jeremy, sister K a t h l e e n McClellan, and brother David.

Don was a Canada Post letter carrier for over 30 years, an avid bird watch-

er, photographer and loved animals.

Special thanks to the staff at the Dr. Gerald Zetter Care Centre for their excellent care. There will be no funeral and his ashes have been interred in the Tofield cemetery. In lieu of flowers, donations can be made to your favorite charity.

Loose Ends: Bird happy

I think this Stay Home, Stay Safe stuff is turning me into a ditz. Okay, more of a ditz than usual.

Otherwise, why would I

have compared the roar of mowers and rakers doing the annual cleanup of our front yard with birdsongs? They sound nothing alike but both made me happy.

The mowers and such because once the work was done the lawn no longer resembled a Florida swamp, if swamps were thick with fallen pine cones and other yucky guck left behind by winter.

I welcomed their racket because it let me know that there was still life out

there; actual human beings doing their jobs.

These days we seldom see other people, except our immediate neighbours who have the same circles under their eyes that we do. Only one day brought out the bikes and strollers and although we can hear children playing nearby we can’t see them.

We assume their screams mean they’re having fun and not being devoured by the walking dead.

But watching the returning birds and listen-

ing to their cheerful songs has made me bird happy.

Last month Hubby made two birdfeeders, filled them with birdseed and hung them from tree branches out back. We hoped to attract the little brown birds that look like sparrows but have fat, round bodies like chickadees, and did, but the appearance of a flock numbering 15 or so of some never-seen-before redheads has been a real treat. Research told us they are either house

finches or pine grosbeaks.

Grosbeaks have visited before but they were blondes who gobbled red berries off a neighbour’s ornamental tree then came over here to poop them out onto our deck, all the while making a kind of purring sound – brrrr-brrr. So far the redheads have remained silent, keeping busy at one of the feeders and drinking from the makeshift birdbath Hubby added, turning the yard into a mini-spa for birds.

Robinson who has been a safety professional for more than 20 years explained that it is the only life she knows – looking after the health and safety needs of employees and the employer.

“Honestly I couldn’t imagine doing anything else,” Robinson noted.

“Although the role of a safety professional is no easy feat, this is what I enjoy. The entire wellbeing of a company and its employees are in my hands, that’s a lot of responsibility. You are tasked with determining the best way to prevent ac-

cidents and create a safe place to work and get others to care about safety just as much . . . and I do.”

Robinson further explained that with her time at BMS, her experience, knowledge, and education have made an impact to the safety culture there.

“The incidents are less, because accountability is face value,” Robinson said. “By working with the employees not against them as the rules, I am a resource for them; regulations and codes are not something I wrote, they are guidelines for the way organizations need to conduct their health and safety programs with their employees to operate and for them to remain safe.”

For Robinson, updating and maintaining the BMS standard of health and safety code of ethics, is a “revolving door.”

she stated. “Remembering we are one of Alberta’s top 75 employers always helps, which I might add I am very excited to be a part of.”

One birdhouse in the group that was so busy last year has had a viewing and the blue jays are back.

Breakdown of Planet of the Humans

There is a very good reason people question theories. It’s because they are not as yet proven facts. That’s why it’s always been okay for “climate change deniers” to question the “climate change alarmists”, as the new Michael Moore backed film “Planet of the Humans” has done.

Like a green religion, the environmental flock has been trying to have the film banned for supplying false information (as they see it). I see it as good clean information to help even the greenest of cult members face the flaws and inconsistencies of the climate change movement: namely that renewable energy in 2020 is as bad for the environment as fossil fuels (and cannot be produced without petroleum); and that many environmental leaders are as corrupt and hypocritical as former TV evangelist Jim Baker.

The documentary shows several examples of environmentalists telling people at rallies that the event is produced entirely on renewable energy, yet the crew around back laugh as diesel generators provide the real power.

Other environmental fairy tales exposed in the film: • Electric vehicles plug into grids fed by coal or natural gas. Vehicles are often charged at night when there is less wind and no sunshine.

• A football field sized solar array can only produce enough power for 10 homes. To feed a city the size of Lansing, Michigan (110,000 pop.) the array would have to be 40 sq. km, more than half the size of the city itself.

• A wind farm with extra large 482-foot wind power plants are each constructed of polluting materials like concrete (800 yards), 140 tons of steel, with 36,000 pound blades of fiberglass and balsam lasting only about 20 years.

• Instead of blasting a mountain top for coal, they will clear it for 28 wind turbines for the purpose of heating a water park. The wind farm requires a fossil fuel power plant

to back it up, continually on idle. All renewable energy requires a fossil fuel backup, usually on idle, as green energy is intermittent.

• Solar panel companies say they are made of sand, but in reality are made of high quality mined quartz, mixed with high quality coal, put together and melted in an 1,800degree industrial furnace producing carbondioxide (CO2).

• People are being misled that coal plants are being replaced by renewable energy when in reality they are being replaced by even larger LNG (natural gas) plants.

• Tesla and Apple claim to be powered on 100 per cent renewable energy when in fact they are both hooked up to the city’s power grid.

• Tesla is made of aluminum, which takes eight times the energy to manufacture than steel. Its batteries are made using Lithium ion (Li-ion), which is mined, and graphite which is one of the rarest forms of carbon.

• Thousands of biomass plants the world over are doing nothing more than burning forests of trees daily and taking government grants in the mil-

lions claiming to be green. Fossil fuels are used to cut those forests, truck trees to the plants, and chip them up for burning while emitting millions of tons of CO2.

• There are several examples in the film where famous climate activists like Al Gore and Bill McKibben are caught being hypocritical and/or being financed by huge companies involved in the mining, lumber, or fossil fuels.

Narrator, co-producer, and environmentalist Jeff Gibbs asks: “What is the point of using fossil fuels to produce clean energy? . . . Why have I

fallen for the illusion that green energy would save us? . . .

Could we have a religion we don’t even know of?” He concludes the problem is human population.

As one scientist explained: When you run into people who don’t share the same beliefs, it undermines the confidence you have in your views and exposes you to the anxiety that those beliefs were constructed to erradicate in the first place.

COVID-19 update: Recovered cases make up more than half of Alberta’s cases at 3,219 On Tuesday, May 5, it was the 53rd update from the Government of Alberta as they announced that ecovered cases made up more than half of Alberta’s cases of COVID19 at 3,219.

Fifty-seven new cases have been reported, bringing the total number to 5,893. Two more Albertans have died.

Cases have been identified in all zones across the province: • 3,957 cases in the Calgary zone; • 1,094 cases in the South zone; • 502 cases in the Edmonton zone; • 221 cases in the North zone; • 89 cases in the Central zone; and • 30 cases in zones yet to be confirmed.

Of these cases, there are currently 87 people in hospital; 20 of whom have been admitted to in-

tensive care units (ICU).

There are 728 cases suspected of being community acquired.

The total deaths are 106: 72 in the Calgary zone; 15 in the North zone; 12 in the Edmonton zone; six in the South zone; and one in the Central zone.

To date, 622 cases have been confirmed at continuing care facilities, and 77 residents at these facilities have died.

There have been 949 cases in workers from the Cargill meat processing plant in High River, with 810 recovered.

There have been 487 cases in workers from JBS Foods Canada in Brooks, with 394 recovered.

Thirty-six cases have been identified at Harmony Beef since March.

Alberta Health Services (AHS) is working closely with the plant to limit the spread.

There have been 157,137 people tested for COVID-19 and a total of 167,015 tests performed by the lab. In the last 24 hours, 2,293 tests have been completed.

AHS has retained AgeCare to oversee the management and operation of Millrise Seniors Village in southwest Calgary.

New equipment to double COVID-19 testing capacity New virus detecting equipment and technology will increase COVID19 testing from 7,000 to 16,000 tests per day once equipment is delivered, more than doubling Alberta’s maximum capacity for testing by June.

“We are asking that if you want to watch the parade, please do not congregate together with neighbours and friends

on your lawns and sidewalks. Everyone’s health and safety are of utmost important right now; so we ask that you cheer from the comfort and safety of your own lawns, always keeping the social distancing guidelines in mind.”

Korpan also said that for those who want to drive into town to cheer on the grads, there are locations on the parade route like on Main Street or by the ball diamonds, where they can park their vehicle and cheer as the grads pass them by.

“Feel free to honk, and make noise to cheer them and make them feel special,” she stated.

“We’d also like everyone to know that the sirens will probably be used by the RCMP during the parade, so don’t be alarmed.”

Obituary Lawrence Yusak June 6, 1946 – April 29, 2020 Lawrence Yusak passed away peacefully with his family by his side at the Tofield Hospital.

Lawrence was born and raised in Mundare. He went on to University and received 2 degrees one in Geology and one in Economics. He then went on to find his true passion when he bought the Chipman Hotel, then later the Tofield Hotel where

he settled with his wife Pat. He was predeceased by both of his parents and a nephew.

Lawrence is survived by his two brothers Donnie and Ernie Yusak; wife Pat; five children Adam, Kelly, Paula, Jason, Leona; five grandchildren Samantha, Lochlan, Chaley, Conner, Alex; great-grandchild Layla; also many close friends

Local man social distancing with unique Alberta birds Leslie Cholowsky Sean Sheedy has been enjoying this spring by discovering common and not-so-common Alberta birds in the Flagstaff region.

Despite it seeming that Sheedy has been out more due to social distancing requirements, he says it’s somewhat of a coincidence. “Spring and fall are some of the best times to enjoy bird watching due to migration during that time,” he says, “although it’s something you can do year round.”

He allows that maybe COVID-19 has given him a little more time to enjoy the hobby.

Sheedy got in to bird watching when his son Torin started to do it, about 10 years ago, he says.

They started out quite simply, seeking out a variety of native birds throughout the year.

About four years ago, Sheedy started using photos to catalogue the birds he’s seen. He says he doesn’t really have a bird ‘bucket list’ although he’s always eager to spot birds rare to the region.

“You know, you always have those birds you’d like to see.”

He says he’s found a few phone apps handy over the last few years, for identification and record purposes. One feature of an app like “Merlin,” which is published by the Cornell Lab of Ornithology, is that it gives a number of prompts to help users identify a bird species.

“You can also upload a photo and the app will identify the bird; it’s pretty accurate, too.”

Another app he’s tried, called BirdNet, also authorized by Cornell, is handy for when you can hear a bird but can’t see them at all. You can record the song and it will analyze it for you.”

BirdNet tracks users and sightings (anonymously) from around the world.

Sheedy has had a good response from sharing his bird sighting photos on social media. “I think it has become more popu-

lar to more people.”

He says one year his sister even made some calendars from his bird photos for him.

Sheedy says he will sometimes get a report that a certain rare bird is in an area. “Last year there were short-eared owls near Wetaskiwin, and when I found them, there were other people there also watching them.”

Sheedy finds birding peaceful and relaxing, and says it’s generally good for your mental health to be out in nature.

He’s inspired friends and neighbours to get more into it, and says, “I always thought it would be cool to have a bird group in the area.” He’s even been approached informally to lead one.

Sheedy says there are lots of ways to start, especially with many of Flagstaff’s municipal walking trails going through natural areas.

“When you start paying attention, it’s really amazing to notice how many birds are around, and how many different ones there are.” He likes to head south of Sedgewick near Bellshill Lake to find birds, and

says Big Knife Park is also a good place to go.

“But really, there are many roadside sloughs that have a lot of birds.

“There’s also Sedgewick Lake, and Fish Lake right in the county that have places you can walk around.”

He says he has never had to go onto any private land to see all the birds he has catalogued over the years. Part of his having a passion for birds is having respect for their environment, something most bird watchers share.

Sheedy uses his pointand-shoot camera as his binoculars, and tracks his sightings by each bird photo in folders on his computer.

He extends his bird watching to his own back yard, too, with feeders and birdhouses. This year he built and mounted a purple martin house that he’s hoping will attract some new families later this spring.

Bird watching is gaining popularity across the country. This year’s Back Yard Bird Count, a free event open to anyone, which took place on the Family Day weekend, attracted more than a quarter of a million

The Cornell Lab is a partner of the Back Yard Bird Count, and also Project Feederwatch, another community based program that encourages members to count the birds at their feeders from November to April.

Participation in this and other bird-watching count projects requires a Birds Canada membership for as little as a $25 donation per year.

Information reported from users of these types of community reports is used to develop detailed information about birds in Canada, where data gleaned from participants helps track hundreds of migratory species of birds.

ting, with lots of support, BirdsCanada.org has a number of free and members only resources for anyone interested in taking up the birding habit, including a code of bird-

ing ethics, and hints and tips about how to record sightings, whether by sharing them through a smartphone app, or recording them in your own journal.

Spring arrival of Mountain Bluebirds Moush John Tofield Mercury

With the arrival of spring and the current COVID-19 lockdown, the resurgence of birds and wildlife beyond their ‘comfort zone’ have been a welcome relief. But the impact of climate change is still prevalent, especially on Mountain Bluebirds.

According to Beaverhill Bird Observatory (BBO) biologist, Karambir Singh, their arrival often indicates the beginning of spring in Alberta.

In early spring, bluebirds migrate from their wintering grounds in the southwestern United States and central Mexico to their northern breeding grounds that extend from Alaska to western Canada and United States.

“In their breeding range, they occupy grassland habitat and often eat beetles, grasshoppers, and caterpillars while nesting in human-made bird boxes or cavities in trees left behind by woodpeckers,” Singh said. “Over the last 58 years, bluebird spring ar-

rival dates in central Alberta, have advanced significantly in response to climate change. This was demonstrated in a study led by Myrna Pearman of the Ellis Bird Farm.”

According to BBO Chair Geoff Holroyd, bird migration is stimulated by time of the year,

local weather, changes in day length, and temperature.

Between 1961 and 2018, the first arrival date of Mountain Bluebirds in central Alberta has ad-

vanced by 19 days, meaning in the last 58 years, Mountain Bluebirds have been arriving earlier (0.33 days per year), in response to the increasing temperature and declin-

ing snow cover. The mean temperature in March has increased by 2.7 degrees Celsius in past 58 years, while the snow cover decreased by 3.6 cm.

Assessment base drop factored into 2020 county budget Patricia Harcourt Beaver County will consider a final draft of the 2020 budget at its May 6 meeting this week. At the previous meeting councillors heard from assessment officer Orest Golinowski concerning drops in the assessment base used to determine taxes.

He explained that his overview of the situation was based on 2018 assessments used for the 2019 tax year. He noted that all linear, machinery and equipment and nonresidential categories saw a drop in assessment over the previous year.

However, there was also new assessment, he said, citing the Parrish and Heimbecker regional grain terminal northwest of Viking as one source for this. Farm sites and market real estate values have not changed significantly, although there was a "significant drop in values" for lots in the Hamlet of Bruce where six sales occurred but prices per lot dropped about $5,000.

Assessment for rail lines are increasing steadily, again due in part to P&H's line in the county.

Golinowski noted that telecommunications, power, railways and M&E will all be taken over by the province next year.

Rail assessment is at eight per cent to cover the replacement cost of the track, he said, comparing it to farmland at 10 per cent. Councillor Barry Bruce said that despite the fact railway

profits are up, the rail companies are paying the same as before.

"Railways are not a priority right now to address that concern, but I agree with you it needs to be," replied Golinowski.

But this year's tax burden "will be about the same or a little less than…last year," he said.

Councillor Dale Pederson noted the county has lost 35 per cent of assessment on linear with the province giving companies a tax break.

Golinowski replied that the county has actually lost $2 to this tax policy.

"We're fortunate, unlike some other municipalities," he said, by not being as negatively impacted by the Shallow Gas Well Initiative.

Total linear assessment was down by $12,825,740 in 2019; in the province, the loss in linear assessment was $1.8 Billion, which he said "includes every well in Alberta."

With $2 million in taxes outstanding, he believed it was "doubtful" that the gas companies would pay up.

Councillor Kevin Smook noted that, even though those taxes are not paid, the county must still pay for the education property tax. This tax is collected by the municipality on behalf of the province.

And because the province is taking over linear and other such assessments in 2021, he believes "the ideology of what taxes are per (coun-

ty) division will be on the way out."

But Pederson said he asked the question about how much his Division 5 is losing due to non payment because "ratepayers will blame the energy companies for cutbacks to (county) services."

To that, CAO Bob Beck said it was "almost impossible to break it down (by county division) because the province is taking it all on," adding they don't break it down per division for railway and linear.

"There's no way of me ascertaining (that) per division," added Golinowski.

"The county still has to collect the linear (taxes) even if the province does the assessment," said Councillor Bruce. "There

must be some way to get those companies to pay the taxes."

He wondered how it was possible "to get the province's ear to get them to step up."

"The province realizes the legislation is weak and will be doing some-

thing to try and correct it," said Golinowski, adding that "the municipalities are on the hook in Alberta…It's become a huge problem," regarding gas companies not paying their taxes.

He said that provincially there were millions

of such unpaid taxes.

"We need something in the tool box to collect these taxes."

But Reeve Jim Kallal said the economy has made it hard for gas companies to make revenue enough to pay them.

Beaver County agrees issues over BMS incorporation settled Patricia Harcourt Beaver County Council held a special meeting on April 20 to continue dialogue with regional landfill Beaver Municipal Solutions regarding its incorporation bid.

Attending the meeting were BMS officials including General Manager Pierre Breau, Chief Financial Officer Juvy Ceniza, Program and Communication Supervisor Anne Ruzicka and Program and Communication Assistant Andrew Sorenson.

Also attending was county lawyer John McGown of McGowan and Associates, as well as Keith McLaughlin of New West Public Affairs.

This part of the meeting was held in closed season for information sharing. McGowan reviewed with council the documents contained in the April 21, 2020 BMS Transition to Municipally Controlled Corporation Committee agenda package.

Then Breau provided council with a presentation on the cumulative effects of the landfill on neighbouring residents and solu-

tions for solving the issues that have been done already and proposed going into the future when BMS incorporates and becomes Claystone Waste Ltd. After the BMS officials left the meeting, council made the following determination: "It was the consensus of council that all issues related to Beaver Municipal Solutions Transition to Municipally Controlled Corporation - were addressed by J. McGowan and P. Breau and that no further discussion was required."

At an April 21 MCC Committee meeting, Reeve Kallal moved "that the committee recommend to all (municipal) councils to accept the documents in principle and move toward a public hearing."

The county will decide May 6 on approval of the BMS business plan (BMS adopted on April 29), and agree to hold a public meeting on June 17, 2020.

The public hearing will be held "prior to causing the General Partner Corporation to be incorporated," stated County CAO Bob Beck.

It was the consensus of council that there were no issues in renewing the lease agreement with the current leaseholder.

Reeve Jim Kallal discussed a town hall meeting held prior to the meeting with Minister of Municipal Affairs Madu.

Kallal said he would be asking the minister to advocate for opening of golf courses during the pandemic "as they can be made safe, and there are three golf courses in our region that are adversely affected."

The province has since announced a phased relaunch of businesses and services that includes the opening of golf courses on May 4, with restrictions including keeping clubhouses and pro shops closed.

Also, council decided to extend the spring dust control deadline to May 8 at the discretion of administration, "taking into account operational concerns and the signed contract with the dust control provider."

NOTICE OF PUBLIC HEARING ADOPTION OF THE BEAVER COUNTY AND STRATHCONA COUNTY INTERMUNICIPAL DEVELOPMENT PLAN (IDP) BEAVER COUNTY BYLAW 20 -1080

May 20, 2020, 9:00 a.m.

Beaver County Service Centre in Ryley Beaver County is considering the following Road Closure: Plan 146 E.T in NW 30-48-14-W4 (0.808 ac) Beaver County Bylaw 20-1078 (Hamlet of Bruce)

Beaver County and Strathcona County wish to adopt an Intermunicipal Development Plan (IDP) to address future land use, transportation and infrastructure, environment, economic and social development, and responsible intermunicipal coordination. This collaboration will ensure that land use decisions within the IDP area are thoughtfully considered and that potential land use conflicts are minimized through the work of communication and coordination between the Counties. The draft IDP has been developed using the existing policy areas of both municipalities’ Municipal Development Plans (MDPs), and as a result the proposed IDP will not affect existing land use zoning.

A Public Hearing has been scheduled by Beaver County for Council to consider arguments for and against the proposed road closure. The public hearing will be held on Wednesday, May 20, 2020, at 9:00 am.

Due to the coronavirus pandemic, the Government of Alberta has enacted the Meeting Procedures (COVID-19 Suppression) Regulation pursuant to Order in Council 50/2020 to permit the hearing to be conducted electronically rather than in person.

The hearing has been structured so that all who wish to participate will have the right to hear all discussions and speak for or against the road closure. This, however, is not necessarily good for the bluebird.

Extreme weather fluctuations are common in Alberta in early spring and April is

one of the snowiest months of the year.

Holroyd also indicated that if the birds are coming back earlier, they are at risk of suffering from cold weather in April.

“They may also face starvation due to limited access to their food supply caused by deep snow cover on the ground,” he explained. “As a result, the advancing migration, may jeopardize the Mountain Bluebird popu-

lation in Alberta.”

According to Holroyd, Mountains Bluebird could be a good indicator of what is happening to other species, particularly other short-distance migrants.

As these migrants often arrive in early spring, they are more vulnerable to extreme weather events compared to longdistance migrants, which tend to arrive later in June.

Last Tuesday, April 28, Premier Jason Kenney announced that he hopes to begin reopening the province’s economy in May. Even though in previous addresses he had mentioned about the relaunch happening not until June, Kenney said he was encouraged by the revised modelling data and the province’s overall response to the pandemic to consider a relaunch of Alberta’s economy as early as next month.

Speaking to this, MLA Jackie Lovely expressed her appreciation for the resilience of her constituency’s local businesses and organizations.

“Alberta’s relaunch strategy is very encour-

aging news for everyone in the Camrose constituency. If trends in COVID-19 infections continue at current levels, the many boutiques and stores will be able to reopen soon.

“These small businesses are the backbone of our community and have contributed so much to local causes and events over the years, and have served the community despite the unprecedented challenges that the COVID-19 pandemic has presented.

“As the province begins to reopen, I encourage all in the Camrose constituency to support businesses in these difficult times by shopping local.”

According to Lovely, after so many changes in people’s daily lives through COVID, there

are encouraging signs that the efforts to prevent the spread have brought Alberta closer to easing some restrictions.

“In these difficult times, I am inspired every day by the resilience and strength of our community,” Lovely added. “This week, Premier Kenney announced our province’s new relaunch strategy. Relaunch will take place thoughtfully and gradually in three stages, and will put the safety of Albertans first as we gradually reopen businesses while following health guidelines on physical distancing and hygiene standards.”

The timing of each stage will be guided by key factors, such as COVID-19 hospitalizations and ICU admissions.

Based on advice from

the province’s expert public health officials and the hard work of Albertans, the government will be able to begin this new stage of the pandemic.

According to Lovely, in the coming weeks, businesses in the province will begin to reopen if current trends continue.

“Some of the earliest actions have included resuming non-urgent surgeries and allowing dental and other health practices to reopen as soon as Monday, May 4,” Lovely said. “Other businesses, including clothing stores, restaurants, and hair salons, may open as early as

Tofield and Ryley Schools participate in ASAA’s #BeALightAlberta campaign Moush John Tofield Mercury

With the COVID-19 lockdown, the graduating class of 2020 was unable to participate in any of their sports since March, bringing an early end to their school athletics.

Recognizing this, Alberta Schools Athletic Association (ASAA) launched #BeALightAlberta campaign asking schools across the province to honour their Grade 12 athletes by keeping the gymnasium and field lights on at 9:30 p.m. on Monday, May 4.

Tofield and Ryley Schools participated in the initiative.

Tofield School’s Athletic Director Marcel Flasha said, “The staff and students at Tofield School would like to recognize our graduating Grade 12 student athletes who had some of their athletic seasons set aside due to COVID-19.

“We are thinking about you and we miss you.

Thank you for your dedication to Titan Athletics over the years. We wish you all the best in your future endeavours. We Are Titans!”

It was a different feeling for Coach Brent Anderson of Ryley School however.

This would have been the last graduating class from the school with Battle River School Division (BRSD) shifting grades 1012 to Tofield School, making Ryley K-9 and shuttering Holden School.

“We are devastated because our sports program, not just our season, has ended,” Anderson said.

Anderson said that once they adopted “the last ride” motto, they played at a different level.

“Because they were were all playing in the mindset of a Grade 12 who knows ‘this is it’ as it was

for all my girls’ teams that won provincial championships in 2008 and 2012.

We won four years apart where we were never ranked #1 in the province until the final ranking period right at the very end,” Anderson stated. “And both of those teams had five Grade 12s and another younger star.”

Anderson said he didn’t coach high school in 2016 (four-year rule) and this year in 2020, it was a repeat of the same with five Grade 12 players and one young star, and they took over the #1 ranking in the final ranking period.
