The ‘Quilts of Valour’ program or QOVC as it’s popularly known was founded in 2006 by Lezley Zwaal in Edmonton.

Quilts Of Valour – Canada was determined to acknowledge the significant contribution made by injured Canadian Armed Forces members and veterans.

This led to the creation of the specially designed quilts for presentation to injured CAF members and veterans.

According to Short, Podoborozny has been a member of the Legion for 47 years, and has served in Holden for 25 years, working full-time in the Sea Cadets.

“Marlene also served in the military for a short time; had been working as the school secretary for 25 years, besides being a treasurer for 13 at the Legion,” she explained.

Paramedic Services Week is hosted each year from May 24-30 across the country. It’s a time when the Paramedics can connect with their communities, and showcase their capabilities and skills, so the public can really know when and how EMS can be of service to them.

Beaver EMS has always enjoyed hosting an Annual Pancake Breakfast in Tofield and Viking, inviting the community into the stations, their home away from home, showing off their medical equipment, and giving demonstrations of how they work.

It has been a time for the Paramedics and the public to connect in a positive way, not over a medical crisis.

These Paramedics are on shift and available 24 hours a day, 7 days a week for you and your family providing a service that is vital to the communities.

They come to you when you need them most and give you the finest emergency care available for the best outcome in often very serious situations. They play a crucial role in your community, working hard for you when you need them, no matter the time or place.

So this year, for Paramedic Services Week, even though we cannot all come together to show them our appreciation, we would like our Paramedics to know that we are so grateful for them and the care they provide us anytime we need them.

Council Corner Town of Tofield re-opens playground structures - will be sanitized daily The relaunch strategy has brought about many changes in a short amount of time.

These changes have often happened both quickly and swiftly. Through the work of Administration and the Operations Department I’m pleased to announce the re-opening of our playground structures.

The Town-owned structures will be sanitized once per day. The product used is a Health Canada certified disinfectant, and is a liquid based hand sanitizer. This product is safe for use on all products both indoor and outdoor and

will also be used in our Town owned facilities on all surfaces for sanitizing.

As with all approaches with COVID 19, please use your judgment, abide by Provincial regulations and choose the best course for yourself and your family. At this time there will be no league play, nor tournaments on our ball diamonds or soccer pitches, and, usage of either is still being

asked to be only members of the same home and family.

Also at this time, the spray park will remain closed, and it is likely to be so for the remainder of the season. This decision follows the guidelines of the province and coincides with the Phase 3 guidelines.

Battle River School Division is accepting contracts for

CARETAKING SERVICES at Tofield School, located in Tofield, AB. The successful contractor will be responsible for the daily maintenance of school building contents and equipment, which are to be kept in a neat and sanitary condition, and be capable of addressing minor maintenance issues. Caretakers are responsible to keep all entryways and sidewalks clear of snow and ice in the winter months and will be required to complete a major ‘summer clean’ each year according to BRSD guidelines. Caretakers may also be asked to respond to security alarm calls and to open/close the school building for extra-curricular or other community events. The schedule of regular, yearly, and special duties is available upon request. Tofield School has an enrollment of approximately 365 students in grades 5-12. The Alberta RCMP has received several complaints from the public involving fraudulent sales via online marketplaces, including Kijiji and Facebook Marketplace.

While a variety of scams have been reported, the most common one is the “overpayment scam”: sellers are listing products for sale, and the scammers are sending more money than the product is worth, usually using a real-looking cashier’s cheque or using an online payment serv-

Another common scam involves putting a deposit or a down payment on an item – such as furniture, or heavy machinery – and once the money is received by the scammer, they no longer respond to the buyer. This scam has been recently reported to the Lloydminster RCMP. The Alberta RCMP would like to pass along some safety tips to keep you safe when utilizing online markets: ● Always meet in person in a well lit public space. This protects you as a buyer and a seller. ● Use a trusted e-transfer service, or cash. Do not accept a cheque from someone you don’t know. Cheques can take

multiple days to clear, and you are responsible for any fees associated with the fake cheque. ● Ask questions. Ask to see the item before you purchase it. ● Do not send a deposit or a down payment until you have met in person and you are satisfied with the product you are purchasing. ● If you are planning on buying a used phone, ask the seller to unlock it.

Inspect the box, inspect the SIM card holder, have the seller send you the IMEI number to verify the phone hasn’t been lost or stolen; this can be obtained by dialing #06# on the phone being sold.

“If it’s too good to be true, it probably is,” said Const. Michael Hagel.

“The Lloydminster Detachment is staffed 24/7; please feel free to use the Detachment’s parking lot to conduct any transactions.”

RCMP encourage the public to report any criminal or suspicious activity to police. Reports tell them where to look, who to look for, and where to patrol in the future. If you see a crime in progress, dial 911.

Loose Ends: Still no hugs . . .

A couple of weeks ago I was whining about not seeing my kids, oh woe is me. But they were here

yesterday for their dad’s birthday. No, we didn’t hug; mostly we obeyed the six foot rule and we talked a lot.

That was the best part of the visit unless you count my potato salad and the big steaks Hubby cooked on the barbecue. They filled us in on their work situations – both have been fortunate enough not to be laid off but one took a temporary hit salary wise and the other works half at home. They are just

grateful to be able to pay their mortgages.

One told us about ‘fires’ he’s attended – small gatherings around backyard fire pits that entail beer, yelling to be heard and more beer. Some of the friends are backyard camping with their kids – can’t enter the house except for the bathroom and all cooking and eating is done outdoors. Great idea but apparently electric cords were snaked all over the area to provide that

the sides; my heavy bangs feel like a feral cat is sleeping on my head.

Not a good look.

Our oldest son doesn’t hesitate to trim his own hair but his brother just lets his happen. Then he gripes about the natural curl I passed onto him; untamed, it flips when it should curl and does the porcupine thing when it needs to lie down.

Grandson Kaleb has the same problem but apparently his girlfriend cut

lifeline between every teenager and breathing – recharging stations for phones and games.

And of course, some mention was made of all of our hairdos. We don’t have any. After six or more weeks since our last haircuts, Hubby has enough white stuff on his head that you can’t see his ears and he could probably give himself a senior bun. Or at least a rabbit tail. Mine is big at the front and winged at

Tofield RCMP responded to 35 calls for service in the last week.

On May 20, during the early evening hours, there was a noise complaint from the Ryley Campground. Members made patrols of the area and did not locate any loud vehicles.

During the night of May 20, entry was made to the auto wrecking yard, east of Tofield and a vehicle was stolen. The vehicle is a white 2004 GMC extended cab truck with a headache rack. The gate to the property was closed but not locked.

This investigation is ongoing.

On May 21, there was a report of a motor vehicle collision between a Ford Expedition and a deer. There were no injuries other than the deer.

On May 21, a rifle in a gun case was located in a ditch near Twp. Rd. 504 and Rge. Rd. 205.

The rifle had been reported stolen on April 24, from another rural property. The rifle and case were returned to the original owner On May 22, there was a report of a suspicious

vehicle in the Holden area. It is a newer 4door black Dodge pickup truck that was seen taking pictures of the property and the vehicles on it. The home owner also noticed that the keys in one of the vehicles were missing.

The Dodge truck sped off when the home owner exited the house.

This same truck was also seen near other residences in the Holden and Ryley area. These incidents are currently being followed up on closely.

During the early morning hours of May 24, members were dispatched to a loud party in an apartment complex on 52 Ave. One male was arrested for intoxication and causing a disturbance and lodged until sober. He was released without charges. There were no further complaints from the residence.

Alberta RCMP conducts long weekend enforcement operations Alberta roads typically experience an influx of drivers during long weekends. Due to the ongoing pandemic, this year was different than all others.

Throughout Canada Road Safety Week, May

12-18, Alberta RCMP focused enforcement operations on speeding, distracted and impaired driving.

Between May 15-18, 2020, there were three fatal and 19 non-fatal injury motor vehicle collisions in Alberta RCMP

jurisdictions.

Alberta RCMP Traffic Services issued over 1,700 speeding tickets and over 50 distracted driving tickets.

Toronto the real reason for gun ban EDITORIAL Kerry Anderson Tofield Mercury Publisher

Although I am not a gun owner, I have gone hunting on occasion and know many hunters. Over the years we have done stories on gun ranges and their members (including police) who use the facilities for target practice and for sport. Never can I remember any of these hunters or legal gun owners, and/or range members, shooting someone.

So why has PM Justin Trudeau come out against gun ownership in a country where we already have strict gun control, and homicides have been decreasing in practically every part of Canada?

Simple: to appease Toronto and Ontario, our prodigal sons . . . er, people.

The Liberal Party voters in Ontario, and

in particular Toronto, are feeling unsafe.

There were 490 people shot in Toronto last year with 44 of the 142 murders reported in the most recent stats using guns.

Toronto was the location for nearly a quarter of all the murders in Canada. Ontario itself was responsible for over 40 per cent of Canadian homicides.

Canada’s most populated city and province have been booming, and not coincidentally the Liberal Party secured over half of its seats in Parliament in that province – so they want it to stay that way. If PM Trudeau can’t really protect his voters, he has to give them the word salad they have been gleefully gnawing on for five years now.

And he did.

“It is no longer permitted to buy, sell, transport, import or use military grade assault weapons in this country,” said the PM. “Today we are closing the market for military grade assault weapons in Canada. We are ban-

ning 1,500 models and variants of these models by way of regulations.

“These weapons were designed for one purpose, and one purpose only. To kill the largest number of people in the shortest amount of time.”

If he was speaking of the nasty looks of an AR-15, he was really just blowing smoke. Let’s face it most Canadians, especially in Toronto, haven’t a clue what a AR-15 does other than look like a military assault weapon.

True military rifles are capable of firing fully automatic continuously, dozens of rounds at up to three shots a second. The AR-15 is semi-automatic, meaning you have to pull the trigger multiple times.

Get this, its magazine only holds five shots in Canada. It’s more powerful than a handgun, but it isn’t even considered a high-powered rifle.

The AR-15 is already a restricted weapon in Canada and a potential pur-

chaser has to pass a higher threshold of screening to own one. This rifle has been used in shootings in the past, but certainly not frequently.

According to Toronto police chief, Mark Saunders, gun activity in Canada’s largest city has mostly been gang related. “There is a thriving gang culture in Toronto centred on the illegal drug trade, largely in the city’s poorer outer suburbs.”

As Canada’s financial hub, Toronto has seen a growing gap between rich and poor which has increased along with the gang activity. The average price of a home in Toronto has nearly doubled in the past decade to almost $1 million.

Divisions in Toronto are getting cavernous due to the division in prosperity, opportunities, fairness and justice – either real or perceived.

This gun ban will cost Canadians be-

tween $1.6 and $4.92 billion when all is said and done, according to the Fraser Institute.

Criminals don’t use registered legal guns, so the only people losing their freedoms will be registered, legal gun owners.

Why not put these billions into more gang policing, border guards and security to keep illegal weapons away from criminals instead of taking property and rights away from law abiding citizens.

Letter to the Editor Alberta Rural Health Week May 25-29 Dear Editor, One of the keys to a vibrant community is a strong healthcare network. We are fortunate in the Tofield, Ryley, and Beaver County region to have

a wonderful Health Care Centre, Medicial Clinic, Pharmacies and top-notch Ambulance service. These facilities are successful because of the dedication shown by their

health care professionals and support staff.

We would also like to acknowledge, the Beaver Emergency Services Tofield and Ryley Station members who play an ac-

tive role in medical first response.

In addition, the Primary Care Network (PCN) and the Rural Health Professions Action Plan (RhPAP) play a key role in enhancing

health services here.

Battle River School Division sets 2020-21 budget Leslie Cholowsky Staff Reporter

The Battle River School Division (BRSD) Board of Trustees have approved their 2020-21 budget.

The Division says, “As a school division located in an area of declining population and school enrollment, but still facing increasing costs, BRSD has struggled with balancing its budget in recent years.”

It goes on to say that this budget reflects “many difficult decisions about how to reduce spending, in light of the school division’s current financial realities.”

Because the Division has used its reserves in previous school years to offset deficits and avoid cuts, its reserves are now depleted.

There were also some unanticipated funding changes that will impact services in next years school programs.

The board reports that because of an existing budget shortfall combined with funding changes for next year, BRSD needed to find an addition $6 million or make extensive cuts to completely cover 2020-21 costs; however, bridge funding in the amount of

Harold Schacher of Camrose passed away on May 16, 2020 at the age of 93 years.

The board says that permanent closure of Allan Johnstone School, and the consolidation of Holden and Ryley Schools into one K-9 schoot site, as well as a relocation of Ryley High School Students were necessary cuts to balance the budget.

The Division says it is expected that re-entry decisions for the fall will likey be made by the beginning of August, based on how re-entry plans go for other services and businesses over the next couple of months.

Approval for study into illegal drainage Patricia Harcourt Division 5 Councillor Dale Pederson received approval from Beaver County Council for exploration into setting up policy direction and its enforcement regarding drainage issues.

At the May 20 regular meeting, Pederson expressed his concern over the "unapproved/unauthorized drainage (that) has resulted in significant costs to the county in the way of road maintenance and repair annually."

And he advocated for the county to pursue a policy that would address the issues concerning farmers doing questionable drainage practices that have affected the county's infrastructure.

"Establishing a policy that adheres to the provincial laws and regulations that already exist could significantly reduce the annual financial burden from maintenance and repair of road infrastructure that is going to rise with the water levels," he told fellow councillors.

He noted that "...drainage of a wetland constitutes an "activity" within a water body and requires Water Act approval. This requirement was in place prior to the implementation of The Alberta Wetland Policy (1996)."

Pederson continued: "The Water Act is the enabling legislation for the Alberta Wetland Policy. The Act is not affected or altered by the policy," whose implementation was completed in June 2016.

The policy direction required by council would be researched by administration regarding drainage and enforcement of illegal drainage of agricultural lands.

Pederson earlier outlined the problems he has noticed in Division 5, including the high water levels at Thomas Lake "Thomas Lake is at its highest level in many years, and one potential cause is drainage from agricultural properties (draining potholes, etc.)," stated county CAO Bob Beck, in his report to council.

Pederson has asked council to consider some options to respond to the drainage activity, he said. These include: • Development of an enforcement policy; and, • More public communication and education of the issue to local landowners.

Beck also informed council that Alberta Environment has the responsibility over agricultural field drainage enforcement not the county.

"They have confirmed that the only area that the county has jurisdiction in regarding drainage are lands that have been subdivided or developed (such as country residential subdivisions), but not agricultural lands," Beck specified.

In his notations to council, Pederson described the various pieces of legislation regarding the drainage matter such as the Water Act, Municipal Government Act, Public Land Act and Farmers' Advocate Office.

He stated that "removal of debris in water bodies is not the responsibility of the provincial government or the municipality.

“A person who owns or occupies the land adjacent to a water body may remove debris, including beaver dams, without Water Act

authorization if the body is not frequented by fish.

"However, a Public Lands Act authorization may be needed. In any case a courtesy notification should be provided to adjacent landowners if impacts are anticipated," he said.

Pederson provided some information on Beaver County's natural drainage system, which includes two watersheds.

The sources of the Vermilion River and Iron Creek (Battle River tributary) are both in the county and the water eventually feeds into the North Saskatchewan River.

"Very little water flows into Beaver County," he said, that being Norris Creek from Lamont County.

Pederson also provided photos of washed over roads and plugged up culverts as a sign of what improper drainage can do to infrastructure.

Financial indicators look positive for Beaver County Patricia Harcourt Beaver County is in a favourable position regarding recent reports on municipal financial indicators and municipal spending.

The report by Alberta Municipal Affairs on municipal financial indicators "…compiles financial information from municipalities' financial statements and produces a graphical comparison of various financial measures over the past six years," county CAO Bob Beck explained.

"The most recent year available from Municipal Affairs is 2018," he said, adding that "…the municipal financial indicator graphs for Beaver County (are) compared to other rural municipalities where Beaver County is the median of rural municipalities with a similar equalized assessment base."

Other graphs compare the financials of Beaver County to its rural neighbours, excluding Strathcona County. In this grouping, Beaver County ranks 3 out of 6 on the basis of equalized assessment.

On the basis of population Beaver County ranks 5 out of 6 indicating a higher population than most of the other municipalities. On the basis of equalized assessment per kilometre of roads, Beaver County ranks 2 out of 6 for a lower assessment than most.

At the May 20 regular county council

meeting, council appeared pleased with the Canadian Federation of Independent Business report.

Reeve Jim Kallal (Division 2) reviewed the CFIB report and found it to be favourable to the county.

"I enjoy seeing these reports," he said, adding that they "put Beaver County in the high due diligence category."

County CAO Bob Beck noted that Beaver County was "close to the bottom regarding wages and benefits on a per capita basis…So we are on the low side as a portion of the budget (which) says we're pretty lean (financially)."

Beck also mentioned that the CFIB's second report for 2006 to 2016, which rated all municipalities over 1,000 population, "we ranked 12th out of 182 in terms of spending, with 1 being best and 182 being worst.

"On this list, there are only four counties or MDs ahead of us, and many behind us," he said. "So we were the 5th best county/MD and the 12th best municipality out of 182 for the period 2006-2016."

While Division 5 Councillor Dale Pederson wished he report was more current, he still believed that it was "definitely valuable."

"Things don't change a whole lot over the years so I think we've got a pretty good handle," replied Kallal, on the financial affairs of the county.

Beaver County passes final reading on mill rate bylaw Patricia Harcourt Concerns that halted final reading of Beaver County's mill rate bylaw for 2020 May 6 did not prevent the third and final reading from taking place two weeks later.

concerned about the potential of cutting back on programs to the point where there could be a collapse of services, most importantly roads.

The 2020 budget exercises restraint but Bruce felt that the ratepayer would understand that in order to keep services taxes may have to go up somewhat if assessments continue to drop.

Following the passage of the mill rate bylaw, administration went to work preparing the tax roll and printing assessment and tax notices, expected in late May or early June.

Campground Reservations Guidelines On May 6, 2020 Beaver County Council made the decision to open Beaver County’s campgrounds on June 1, 2020 based on recommendations established for Provincial campgrounds by the Province of Alberta and Alberta Health Services These recommendations include 50% capacity, only one unit per site, no group camping, no out of province campers, no fires, no public showers. The complete rules and regulations for the campgrounds are still being developed by the Province and will be posted as soon as they are released, which will impact County campgrounds also. The health and safety of our residents, visitors, staff, and contractors is our top priority. These measures are in line with Provincial recommendations to practice physical distancing.

Our campground reservation system is now taking reservations for June1, 2020 onward. Local FCSS launches ‘Fountain of Youth’ Moush John

Tofield, Ryley, and Beaver County West FCSS has designed a new program called ‘Fountain of Youth.’

According to Community Programmer Samantha Giegold, the program is a beneficial intergenerational one for the surrounding areas, which aims to tackle some of the new changes that have been brought by the unprecedented COVID-19 pandemic.

“We believe it is important to keep our youth and seniors connected, while keeping the health and safety of our community members in mind,” Giegold said. “That’s why we have come together with the seniors’ residences including the Tofield Lodge, Sunshine Villa, and the Ryley Lions Golden Manor to help keep that connection going with our ‘Fountain of Youth’ program.”

She added that the program is designed to allow

When Terry Fox started his Marathon of Hope, a run across Canada, to raise funds for cancer research, he could not have had any idea how his actions would inspire the world, even decades later.

Fox, who had lost most of one leg to cancer two years earlier at 18, started a running program in the late 1990s.

He trained for 15 months, running over 3,000 miles during that time, until his stump would begin to bleed; until he could run 23 miles per day.

He told his mother that his dream was to run across Canada. She said he was crazy. Then he told his father, who simply replied, “When?”

Fox approached the Canadian Cancer Society about his idea, but they were skeptical that he could raise $1 million.

They turned him away,

telling him to go find some sponsors.

They thought they’d heard the last of him; they were wrong.

He got his sponsorship.

He even wrote to running shoe giant Adidas, and they agreed to send him 24 pairs of “Orion” shoes for his trip.

On April 12, 40 years ago, then 22-year-old Fox dipped his artificial leg in the Atlantic Ocean in St. John’s harbour, and started a run that would later define him as a national hero.

The Canadian Cancer Society promised that they would promote his run, and Canadians started taking notice.

Running on an artificial leg made Fox’s running gait unique. People have described it as a doublestep and hop. It looked painful.

Fox said afterwards, “I loved it. I enjoyed myself so much and that was what other people couldn’t realize.

“They thought I was

going through a nightmare running all day long. People thought I was going through hell.”

He said even though it was difficult, there was not another thing in the world he would rather have been doing.

“I got satisfaction out of doing things that were difficult. It was an incredible feeling.”

He said the pain was there, but that pain didn’t matter. “But that’s all a lot of people could see; they couldn’t see the good that I was getting out of it myself.”

Sponsors came out of the woodwork; they were everywhere. One corporation pledged $10,000 and challenged 999 other Canadian Corporations to do the same.

People pressed bills into his hands as he passed. He inspired others to raise funds towards his cause.

“That’s the thing about cancer. I’m not the only one. It happens all the time, to other people. I’m not special. This just intensifies what I did. It gives it more meaning.

It’ll inspire more people.

I could have sat on my rear end, I could have forgotten what I’d seen in the hospital, but I didn’t.”

Donations to his Marathon of Hope reached $23.4 million by the end.

Fox succumbed to cancer just one month shy of his 23rd birthday.

this day, in Canada, and throughout the world as Fox’s story continues to inspire people. It is estimated that $750,000 million has been raised since then.

In 2005, on the 25th anniversary of the Marathon of Hope, Adidas decided to release 6,500 commemorative editions of the shoe they’d donated to his run, with 100 per cent of the sale of the shoes being donated to cancer research.

Those shoes sold out in two days.

In addition, the Terry Fox Organization also auctioned 12 very special pairs. These were encased in a plexiglass box, and each of the 12 stripes on the two shoes were hand-autographed by some of Fox’s biggest heroes, from Wayne Gret-

zky to Muhammad Ali, enclosed with a commemorative plaque.

Dr. Hartley Miltchin, a Toronto Podiatrist, was one of the lucky people who purchased the commemorative set, and sent us photos of his prize.

Miltchin says he’s been collecting shoes since 1984, and has amassed the world’s largest collection of celebrity shoes, many worn and autographed.

On Wednesday, May 20, Adidas released a 40th anniversary edition of the Orion, the same shoe, this one bearing the words “Terry Fox” above the first stripe and quotes from Fox on the shoelaces, as well as a tshirt similar to those worn by Fox during his run.

of the letter he wrote to Adidas to ask for their support before his run.

The shoes, priced at $130, and the shirts, at $40, this time sold out in just minutes, with Adidas again donating all proceeds to cancer research, over $1 million.

If you missed the chance to buy a pair, the company says they plan to release more in the coming months.
