On Thursday, May 14 Tofield’s Main Street came alive again for a few moments around 10 a.m. as Tofield and area’s Fire Deprtments, Ambulance, RCMP, and Peace Officers participated in the Frontline Workers Appreciation Drive By. This event was hosted by the Tofield and Area Health Services Foundation and the Communty Attraction and Retention Committee (CARC) to show their appreciation.

The Drive By went through the communities of Tofield, Ryley, Holden, and Viking.

“On behalf of the Tofield and Area Health Services Foundation I would like to thank the many people that helped put this event together,” said Foundation Chair Brenda Chehade. “It started with board member Sandy Brolly suggesting we show all the healthcare workers as

well as the frontline workers some love and appreciation for all that they have done for everyone since this pandemic has started.”

The idea was also suggested to Cyndy Heslin, who is the Chair of the Community Attraction and Retention Committee as well.

“The firefighters were the ones who suggested that we include Ryley, Holden and Viking communities as well,” Chehade added. “The towns and villages were of great help with maps of each community and a suggested route so the businesses that have been open and helping everyone with needs could also be recognized.”

Chehade also said that it felt good for her to see so many people help make this special ‘THANK YOU’ come together.

Council Corner Town of Tofield urges community to follow guidelines as crisis concludes Since the onset of the COVID -19 pandemic, the thoughts, views and approach from the perspective of Mayor and Council has not changed.

The health, safety and well being of Tofield’s residents is of paramount importance.

In order to ensure the aforementioned is being adhered to, Mayor and Council can not stress enough the extreme importance of the Provincial guidelines. These guidelines state; Social Distancing, not gathering in groups, staying home to self isolate when not feeling well, and performing self isolation upon returning from travel.

Of great concern is the last piece. Collectively, we have became aware of people not fol-

lowing the necessity to self isolate. This is providing a danger to our community. This creates a potential spread to the community through ignorance and a cavalier approach.

Tofield, as with many communities across the country have vulnerable individuals and an approach of not following Provincial guidelines puts these people at high risk.

Sentiments can not be stated more passionately, follow the Provincial guidelines.

This pandemic is larger than anyone of us individu-

ally. The success, health and longevity of our community and residents lies with each of our approaches during this very challenging time.

Finally, I have heard reports of community members not self isolating upon return from travel. I have heard of people accessing grocery stores and other community amenities.

This needs to stop, now.

The County is in the midst of a pandemic and what each of us do today can mitigate further spread.

Each of us yearns to return

to normal, by not following what we have been asked to do, this will not happen.

in a dark coloured pick up swerving across multiple lanes of traffic and into ditches. The vehicle and driver were located and the driver was arrested for Impaired Operation and Refusal to Provide a Breath Sample. The driver was later released for a court date.

Loose Ends: High marks for whimsy

I’m writing this in a hurry, which means I’m working slower than usual because my old hunt-and-peck method of

typing does not improve with haste. I’m all thumbs so it’s a case of two words forward, four back. Why am I rushing to finish? Well, the fault lies with a short item I read in today’s paper, a puff piece dealing with what people are doing to cope with isolation, or quarantine or house arrest, whatever you want to call it. Apparently people are baking bread into frog-shaped loaves – I’m not making this up; it’s a real thing. The frogs

aren’t perfect – the one pictured looks more like a google-eyed crab – it’s the making that counts.

High marks for whimsy and individuality.

So I’m sitting there looking at this frog/crab thing and something stirred inside me. I’ve been feeling in need of a diversion lately but Hubby can’t sing so harmonizing on ‘Danny Boy’ is out and he refuses to dance with me, even with the drapes closed. So what about those four

According to Cpl. Sheryl Cody of the Tofield RCMP detachment, the members responded to a fatal collision on Tuesday early morning, May 19 around 8 a.m.

“This morning at approximately at 8 a.m., Tofield RCMP responded

to a report of a single vehicle rollover on Township Road 494, east of Tofield,” Cody said.

Preliminary investigation has revealed a SUV was travelling eastbound on Township Road 494 when the rollover occurred.

“The adult female driver suffered serious non-life threaten-

ing injuries and was transported via EMS to hospital,” Cody added.

“A 60-year-old passenger from Holden was pronounced deceased at the scene.”

Tofield RCMP along with a RCMP Collision Analyst continue to investigate. The name of the deceased will not be released.

We could make something whimsical with those, if not frogs then caterpillars or Ladybugs. Just need some red food colouring and squid ink – ugh. Maybe look for a source of edible dyes… the whole thing was beginning to sound too complicated; the idea is to be creative and fun.

And Hubby was eyeing me like I needed to be measured for a straitjacket.

Maybe I needed to stick to something more familiar, perhaps frogs from fabric? I have a few patterns tucked away somewhere. But why stick to frogs? It could be…pigs!

Where did I put that pattern? Fat, round little pigs rendered in polka-dots or plaids. Yes! I haven’t been this excited about a project since BTV (before the virus).

Talk about

whimsy - flowers tucked behind ears; ribbons tied to curly tails; nail polish on hooves; butterfly ‘tattoos’ on butts; bow ties under chubby chins. And who says you can’t put lipstick on a pig?

Oh I’m fired up! I’ll start with one, but won’t stop there. I really like this piggy idea. So excuse me, I have to start shoveling through the black hole (my sewing room), find the pattern and get creating. See ya later.

On May 15, a possible stolen truck was reported to Tofield RCMP. Members attended and located a a semi tractor in the middle of the field, with all of the windows rolled down and the interior removed.

The semi was reported stolen out of Edmonton.

Later that day, the Tofield RCMP received a complaint of a single vehicle motor vehicle collision on Hwy. 14. The

driver stated that he was distracted by his phone and ended up leaving the road and driving into a slough. The driver

was not impaired at the time of the collision. The driver was ticketed as he did not have a driver’s license.

UFOs going from sci-fi to near certainty

Recently the Pentagon declassified and confirmed that UFO videos taken by US Navy pilots in both 2004 and 2015 were real, and the identity of the flying objects remain a mystery. After thousands of years of humans reporting UFO sightings, it now seems possible many of the witnesses weren’t delusional and the cover-ups were real.

Around the world . . . crickets. Has anyone else wondered why this isn’t the biggest news story of our lifetime?

Last year the New York Times did a report about Navy pilots from 2014-2015 seeing the objects all day long over the East Coast of the USA, while doing defence exercises over the Atlantic. The next day the NY Post exclaimed that UFOs are real, and people need to deal with it. Much of the mainstream media

has reported the same.

Every country in the world has reported thousands of similar occurrences by reputable aircraft pilots, police, EMTs, military, and even astronauts.

As Astrophysicist Carl Sagan once said: “The universe is a pretty big place. If it's just us, it seems like an awful waste of space.”

Cosmologists say it would take 93 billion years travelling at the speed of light (186,000 miles per second) to go from end to end in our universe.

Physicist Stephen Hawking calculated a theory that there may be as many as eight or nine universes.

Sagan taught us there were 100 billion galaxies each with 100 billion stars in our known universe. In 2016, Hubble revealed the discovery of three trillion more previously unknown galaxies. The number of stars in our universe is now estimated by astronomers to be at 300,000,000,000,000,000, 000,000 (300 sextillion).

Most stars have solar systems, most solar systems have two stars, and according to astronomers 25 per cent of solar systems have a planet that

could support life.

According to Einstein nothing can travel faster than the speed of light, but even at 99 per cent it would still take close to five years to travel to Earth from the nearest planet of our nearest star. Not a problem, said Hawking, expeditious interstellar travel could be accomplished through “wormholes” in spacetime.

Understanding this concept is one thing. Intelligence able to execute travel through spacetime is quite another. Yet the objects

most recently sighted by pilots and caught on radar by nuclear aircraft carriers appear to have technology many hundreds of generations ahead of our own.

The pilots say the UFOs seem to defy Earth’s gravitational force and manoeuvre contrary to anything we presently understand, and without any visible engine or means of propulsion.

No wings, no exhaust, no rotors or noise or smoke trail. Other fighter pilots report instantaneous acceleration of 0-10,000 km/hr

in a second or two, or a drop from 24,000 feet to a dead stop at sea level in 0.7 seconds.

There have been reports of missing time, and an ability to conceal appearances.

Fighter pilots have witnessed trans-media travel, the same object moving through space, air and water. A female F-18 pilot and her commander encountered a 40-foot tic tac shaped object hovering above a strange churning in the middle of an otherwise calm ocean. Many sightings end in the objects vanishing into the

ocean. Why not, most of our planet’s surface is underwater. Shipping and flying lanes have very specific paths.

Ninety per cent of oceans are unexplored.

Most public UFO sightings and abductions are still pretty hard to believe, but people trained in aeronautics?

Maybe it is about time that witnesses to UFO incidents are finally able to take off their tinfoil hats. More than ever, it seems just possible they didn’t see airplane lights, or a flock of geese, or a weather balloon.

Frontline Workers BRSD facing budget challenges for 2020-21 Appreciation Drive By school year Continued from Page 2

The Battle River School Division (BRSD) released a news report after the Board of Trustees April 30 meeting outlining further budget challenges for the coming year.

“BRSD had initially project the School Division would have to reduce spending by about $4 million dollars for next year because the reserves the division has been using to offset deficits in instructional funding are depleted.

“Now that we have details of the new funding models, we know we are facing more changes.”

The Division announced that funding for Inclusive Education,

which provides for things like Education Assistance, assistive technology and adaptive resources for specific students, has been reduced by $2.5 million, with services beyond that funding cut from a new “Specialized Learning Supports” grant.

The division says that changes to a PUF program that allowed it to provide early intervention services to children have been reduced by $1.7 million.

“Additionally, funds we used to receive to support speech language services for complex communication, OT and PT, hearing and sight services, and a portion of the FSLW program have also been eliminated.

“There is no way the

PUF or Inclusive Education service we provide to students next year can look like it used to.”

Some good news is that Transportation and Facilities budgets have increased slightly for next year, the division says, and should help it offset some increases in costs.”

The board will discuss decisions about spending at their next meeting, Thursday, May 14. The Division’s final budget is due at the end of May. Due to COVID-19, the Division has cancelled Reading University, as well as their “Friends of the Battle River” awards.

In April, the board of trustees voted that all schools in Battle River will follow the same five-day-week calendar.

In fact, REM Allan Weiss of BESC said that they would be honoured to participate in the Drive By.”

in Grade 11 attending the Ardrossan Jr. and Sr. High at the time, and decided to visit her boyfriend in Holden.

“It was May 14, and I was driving to Holden in the evening.

“The rail crossing in those days was unguarded, and instead of pressing the brakes, I somehow pressed the gas, and the next thing I know I was in the hospital. There was a moment though when I did see the train but it was too late.”

What followed was tumultuous for Blakely and her family and friends.

“I was first taken to the Tofield Hospital and then to the University of Alberta Hospital, where they X-rayed me up and down, but except for my face, which was badly bruised and bashed up, they didn’t find a single bone in my body that was broken,” Blakely said.

“Of course my brain was a different issue. I had to have brain surgery.”

Blakely was in a coma for approximately fiveand-a-half weeks, after which when she regained consciousness, her memory was blank.

“I didn’t remember how to function, and had to be taught everything.

But even though I was in the hospital for more than five months, the doctors were unable to reteach me basic functions, I just wasn’t ready yet,” Blakely recalled. “So I went home after six months, and my family devoted their time to help me recover and remember.”

Blakely noted particularly how difficult it was for her parents to manage their time and finances.

“They were farmers and I had four younger

“Needless to say, I didn’t do very well, and that led to my next crisis. I tried to take my life, and ended up in hospital for another two weeks,” she said.

Once she was in a place to make decisions again, Blakely started attending Norquest College in Edmonton and lived at the YWCA. “That provided me with some semblance of what I had in mind, but I wasn’t able to graduate from there finally, even though I was able to work at the time, holding two jobs, one in the bank and another job at the Royal Alberta Museum,” she said. “Then one day I went on a blind date, and met my husband. I was told I wouldn’t be able to have children, but later that year, in 1977, we had a son, and two years after, we had a daughter.”

Despite Blakely’s struggles for the past few decades, she is deeply appreciative of her “second chance” at life.

“I am grateful to all the people in Ardrossan and the surrounding communities who have helped me and all my friends who think of me,” she added. “I must say even through all my insurmountable difficulties, I’ve been able to complete a course in Conservation, which has always been my passion.”

She was able to research and develop her keen interest in Soil Sciences and wrote many ‘Letters to the Editor’ which got published in Edmonton Journal.

“Eventually, I was invited by the University of Alberta to sit in on their classes and learn more about soil and conservation, which was quite amazing,” Blakely said.

“I just wish that in those days we had all the technology that we have now so that we could start a GoFundMe page or something similar to help my family with the expenses of what they went through while tending to me.”

One of Blakely’s dream was to be a Kindergarten teacher, for which she was attending classes in Norquest, but that might be one she will have to forego for now.

Campgrounds to open June 1 in Beaver County Reservations now being taken Patricia Harcourt Beaver County will open its two campgrounds on June 1 in alignment with the time the province will also open its own recreational facilities.

Council had passed a motion April 15 to keep the campgrounds closed for the time being, but that changed when the province decided to allow municipal campgrounds to open as of May 14, subject to conditions.

As a follow up to that, administration had recommended at the May 6 meeting of council that Camp Lake and Black Nugget Lake campgrounds be reopened on May 28. At the meeting, a closed session was held to meet with campground operators who wanted to open May 15 before the Victoria Day long weekend.

CAO Bob Beck stated in his report to council that as of May 6, "…administration is not aware of all the conditions being required or recommended by the province, to all the campgrounds to re-open."

He told councillors: "We have no idea what the rules will be from the province," adding administration is "flying blind" on this. He said the May 28 date was "picked out of thin air, but we wouldn't open any sooner," than that.

The two campgrounds have operators under contract with the county. Beck said additional measures such as distancing rules and sanitation would be necessary, asking if county staff would be required to provide additional resources.

"The increase in operational costs to achieve sanitation levels of the common facilities may affect the financial viability of the campgrounds, which we know is of concern to council," said Beck.

But Deputy Reeve Gene Hrabec (Division 3) felt going along with the rules of Parks Alberta, which was opening its campgrounds on June 1 using a 50 per cent occupancy rate would work for Beaver County. And common areas like playgrounds and toilet facilities would be prohibited, as well as tenting activity.

The guidelines include 50 per cent capacity, only one unit per site, no group camping, not out-of-town campers, and no fires. The province is currently developing a full slate of rules and regulations for its campgrounds, which the county campgrounds would also adhere to and the county will post.

"The health and safety of our residents, visitors, staff and contractors is our top priority," stated communications officer Susan Lungal, in a Beaver County posting. "These measures are in line with provincial recommendations to practice physical distancing."

The county's reservation system for campers is taking reservations for both campgrounds.

"For those who have already made reservations at campreservations.ca, we are working on processing refunds or rebooking, if the reservation system has not contacted you please contact them," said Lungal.

"We apologize to our residents and visitors for this inconvenience, which we realize is significant and unprecedented."

Fire ban since lifted after preventing controlled burns Patricia Harcourt Beaver County Division 4 Councillor Barry Bruce spoke on behalf of an area farmer at Beaver County Council who wanted to do a controlled burn on a crop full of green moss.

Many farmers kept crops in the fields over the winter due to the early onset of snow last fall and moist conditions.

A fire advisory put out by Beaver Emergency Services Commission (BESC) in late April was lifted as of May 11 with the recent rains helping dry conditions.

At the May 6 meeting, Bruce spoke of a farmer in his division with 800 acres of wheat that was "full of green moss," and written off by insurance. The farmer was told to burn the crop off, but was unable See FIRE BAN BCC2

Request to Name a Road At the April 1, 2020 council meeting, council reviewed a request to name a portion of Township Road 522, approximately 3.25 km (2 miles), located between Highway 834 and Range Road 192, to Chubaty Way, in honour of the applicant’s grandparents. Council made a motion to seek community opinion regarding the request prior to making a decision. Administration sent out letters to all adjacent property owners who would be directly affected by the request to name the road.

Administration received two submissions from adjacent property owners, one in favour and one opposing the request to name road. Council tabled the matter pending discussions with the Town of Tofield at a future InterMunicipal Committee meeting.

"There are other ways to deal with it," he said, referring to the field crop that needs to be removed. "Is it costly? Yes." "Today it's not tinder dry," replied Kallal, urging Hrabec as BESC chair to go out and look at the field in question himself.

"It's common sense that has to prevail, too," he said. "He (the farmer) has a fire guard and fire equipment," and he could sign a waiver.

Hrabec said he would pass the message along to the REM of BESC. "I'm sure he'll go out there if he has time."

Bruce agreed that all the farmer wanted was for the BESC regional manager to visit the site and see for himself" if a controlled burn was possible. A week later, however, the ban was lifted. as of noon May 11.

"BESC won't issue a permit one day after a rain," he said. But Division 5 Councillor Pederson said he wouldn't encourage any fires being set.

And Division 1 Councillor Kevin Smook, who sits on the BESC commission, added: "We have to respect the regional emergency manager's decision, he's the professional."

But Bruce said that the crop needed to be cleared off so the farmer can cultivate the soil and seed a new one for spring.

"Here we are kicking another leg out from his stool," he said, suggesting the BESC manager should at least "go out and look at it" before deciding. As it is, it was cancelled without any on-site inspection, Bruce said.

Deputy Reeve Gene Hrabec (Division 3), who is the BESC chairman, agreed that the conditions went from "okay to super dry" almost overnight.

Hrabec has a quarter of land himself that he can't combine and wanted to burn. "There are other things which must be taken into consideration," he said, citing the cost of a $400,000 to $600,000 fire truck having to be pulled out of mud.

However, Bruce stated that there is a road on two sides of the field, the adjacent field won't burn and a 90-ft. fire perimeter guard has been built.

Councillor upset over drainage issues Patricia Harcourt Beaver County Division 5 Councillor Dale Pederson is upset that drainage by landowners is once again causing flooding problems in his and other divisions.

He is calling for some preventative action to be taken as roads are getting soft and repairs are costing the county financially.

Pederson said he is "disappointed," especially since the trenching done last spring is happening again this year.

The councillor said a road has been flooded out at Camp Lake, and roads are getting soft because "they keep draining and causing it.

"I think we need to move on this," he said, after the county gets aerial photos that show where the water is distributed.

"I think it's hurting the roads…and it's compounding year after year," with the help of huge amounts winter snowpack.

"It kind of makes me cranky,"

he said, because the county is then blamed for the condition of the roads. Then others complain about it, "when someone is causing it with this drainage."

He said that "a lot of our road problems are going back to this." Such drainage problems "cost a lot of money," he said.

"Why should our tax dollars from one division be spent in other divisions where they wouldn't have to be if (people) wouldn't be doing this?" he said. "It's just going to keep compounding if we don't do something about it."

The water goes through the ditches, freezes up in the culverts, causing other water to bypass it and flood elsewhere instead of being diverted properly.

Referring to the county's economic downturn, Pederson said: "I feel we have to save money, in future years we have to address it…The landowners are causing part of the problem."

County CAO Bob Beck said

he recently drove through Division 3 and noticed this same issue there. "It happens everywhere," he said. "I won't dispute that. I see it everywhere. It's not just one area (where) water is draining out into the nearest road allowance."

In areas of extensive ditching, "now there are pothole issues that don't dry out anymore."

"You would have to take on a lot of farmers," he said, "who think it's their right to do it."

"The province owns the water but the county controls it," said Pederson, adding: "There are other farmers getting cranky about it, too.

"We've got to take the lead," he said.

"We're losing roads (and) putting in overtime cleaning up culverts, etc.

Council agreed to discuss the issue at the next meeting May 20 to provide direction regarding drainage, and enforcement of illegal drainage of agricultural lands.

Campground Reservations Guidelines On May 6, 2020 Beaver County Council made the decision to open Beaver County’s campgrounds on June 1, 2020 based on recommendations established for Provincial campgrounds by the Province of Alberta and Alberta Health Services.

These recommendations include 50% capacity, only one unit per site, no group camping, no out of province campers, no fires, no day use. The complete rules and regulations for the campgrounds are still being developed by the Province and will be posted as soon as they are released, which will impact County campgrounds also.

The health and safety of our residents, visitors, staff, and contractors is our top priority. These measures are in line with Provincial recommendations to practice physical distancing.

Our campground reservation system is now taking reservations for June1, 2020 onward. For those who have already made reservations at campreservations.ca, they are working on processing refunds or rebooking, if the reservation system has not contacted you, please contact them for your refund or to rebook.
