Village of Ryley pulls out all stops

Ryley Summerfest 2022 brings communities together MOUSH JOHN Editor

Ryley Summerfest 2022 was a “huge success” with the Village of Ryley pulling out all stops to bring communities together.

Held over Friday and Saturday, the small community had visitors from surrounding areas taking in the festivities.

“It was overall as the mayor and council said a success because it brought all the people of Ryley together and

showed everyone the positive side of our community,” said Village of Ryley’s Ron Cust. “The team is already thinking about what next year can be and improve on this year’s events. A big shout out to all the people who came, participants, all the volunteers, and the council to have the foresight to see this is what Ryley needed to get going again!”

Ryley Museum’s Nancy Brook to be celebrated Moush John Tofield Mercury

Ryley Museum Society’s long-term curator and worker Nancy Brook passed away on Sunday, May 22, and

will be celebrated by her friends and family on Friday, June 24, at the Salem Mennonite Church.

Having been her close friend and support for a long time, Ryley resi-

dent Willis Reist reflects back on her life, and said, “She had a special way of making you feel important and appreciated as her friend. She was a terrific listener and asked interesting

questions; I think sometimes to avoid talking about her troublesome life. She was incredibly knowledgeable about a lot of different subjects, and could hold a conversation on just about anything, some of this coming from her many and varied life experiences.

“One thing that we

didn’t agree on was her love of cats and dogs in the house but it provided her a lot of company and comfort over the years.”

According to Reist, Brook wanted what was best for you and on occasion offered up some common sense advice and encouragement.

He met her one summer when his daughter Katie was working at the Museum, and he offered to help her with errands and appointments, and since then they have been great friends, and Brook even started attending Reist’s church.

“She had a very difficult family life as a kid, yet she was able to eventually get by those experiences and grow as a person and in her faith,” Reist added.

Beaver County Victim Services (BCVS) held their Annual Ron Robinson Memorial on Friday morning at the Tofield Golf Course, raising $7,000 approximately in profits.

“We had around 80 golfers and 19 teams, and the event had a

great turnout,” said Ara Victoor of BCVS. “We ran this program with the help of board members and volunteers, and were happy to fundraise again.”

The top overall teams were Tofield Towing and 3 and a Half Men, both tied with a score of 32.

Camrose’s Bradley Rodin, part of Our Lady Mount Pleasant (OLMP) Royals has made it to

the final roster of Team Alberta U18’s defensive line, and will be playing in Football Canada Cup next month. The annual tournament features U18 teams from differ-

ent provinces who will battle it out for the national championship.

Council Corner Council explains steps taken to enforce Tofield bylaws for unsightly premises Unsightly premises are a concern of many communities throughout Alberta, both large and small. These concerns unfortunately include the community of Tofield. Council and Administration have heard the concerns of the citizens and wanted to provide a background on the process which is involved in the unsightly premises process.

Town of Tofield By –Law Number 1308, being the “Community Standards” Bylaw contains measures of control for; Property, Public Lands, Refuse, Structures and Unsightly Premises. Should an individual be in contravention of the By-Law they are issued a Notice to Maintain Letter referencing the By-Law and affixing a date in which the identified issue is to be remedied. The typical length of time to address these concerns is one week. Should this date come to pass without the issue being dealt with, the Town will then send a Notice of Entry Letter. The

letter states the contravention to be remedied within 48 hours. If this is not adhered to, the Town retains the services of a local contractor to perform the required work. The billing will then be added to the property owner’s tax role to ensure payment.

There have been concerns raised over the enforcement with the backyards of dwellings. It is understood that residents and homeowners have concerns over the states of backyards, however, at this time; it is difficult for the Town to enforce these measures.

Gaining access to the backyards is often troublesome and many homes contain animals which pose a risk to the Peace Officer or to contractors. In a similar fashion,

it is difficult to enforce homes which may be missing siding, have piecemeal fences or a large collection of personal items.

To enforce these measures beyond issuing a letter to the registered owner and requesting a timeline in which to remedy the situation, would likely involve the necessity of a court appearance.

This action would only be followed if we cannot successfully request our contractor to perform the fixes. The enforcement can be done if the issues pose an imminent threat to the safety of residents, in accordance with section 546 of the Municipal Government Act. Further to this, a court appearance does not guarantee success for the Town and becomes

quite costly.

The harmony of the Town as well as its aesthetic appeal is of our utmost concern, which is why a By-Law such as this is in place.

The process can be somewhat time consuming and may not move as quickly as all would like. It is important to understand the process and the time frames which both are enforced and required.

In closing, the concerns are being heard, and the process is in place in which to enforce contravention. However, please note; each of us is responsible for maintaining our properties, for the betterment of Tofield.

Loose Ends: Flushing the Jam

Our neighbour told Hubby that our eaves troughs appeared to be clogged. Not the best news, especially with nearly a week of rainy

days and nights ahead.

We’d already experienced some thunder and a couple of gully washers where the rain, with no place else to go, sluiced out of the clogged troughs in a waterfall that, if something wasn’t done about it, could become a popular tourist destination. Come see the only man made waterfall in the vast Canadian prairies! Bring the family and a picnic lunch.

Hubby, ladder-hater deluxe, climbed up and fished around with his hand long enough to discover that, yup, it was indeed clogged.

He’s restricted his laddering – his term – to the short but rickety one he needs to reach the bird feeders that refuse to self-fill. I’ve seen him fall off it enough – more than enough since once is too many times – so seeing him texting the eaves trough outfit who installed them with netting that is supposed to

prevent clogs, made me happy enough to dance.

(Lest I lose my place in the funnies in the daily digital paper, I settled for a joyful, abbreviated version of the Twist in my chair.)

As they texted back and forth Hubby made it clear that all he was looking for was some direction about clearing the clog, perhaps a younger pair of legs on the ladder since at eighty years old his laddering days were behind him. Playing the

age card must have worked because Hubby had barely stopped texting before the fellow arrived with his ladder, prepared to do battle.

Bless him! He’d got here so fast I nicknamed him The Flash.

Hubby helped where he could, supplying a plastic pail for handfuls of scooped muck and a garden hose to flush out the jam. I remained inside (they didn’t need me out there telling them to be careful) and could hear them talking

and the swooshing noises as the hose was put into operation.

When I heard footfalls scampering across the roof like a giant squirrel from a horror movie, and no one screamed (except me, Get back from that edge!) or dropped to the ground past my kitchen window, I assumed it wasn’t anyone aged eighty up there. No one was hurt during this operation!

Which had me doing a happy cha-cha across the kitchen.

The Tofield RCMP responded to 39 occurrences from June 13 to 19, 2022 (inclusive). Also included in these calls for service were eight complaints/tickets, seven suspicious person/vehicle complaints, six wellbeing checks, six 911 complaint/false alarms, one motor vehicle collision and traffic enforcement provided by the K Division Traffic Unit.

On June 13, Tofield RCMP responded to a fraud complaint in Tofield. Tofield RCMP spoke to the complainant who provided money and personal information to an unknown person representing themselves as an agent for a local financial institution. This file is still under investigation.

On June 13, Tofield RCMP responded to a theft complaint in Beaver County. Tofield RCMP attended and found that suspect(s) stole a 1986 Suzuki RG500 motorbike from the property. This file is still under investigation.

On June 15, Tofield RCMP responded to a residential break and enter complaint in Beaver County. Tofield RCMP attended and found that suspect(s) broke into a building on the property and stole a number of tools and

On June 17, Tofield RCMP responded to an assault complaint in Beaver County. Tofield RCMP attended and found that a verbal argument between occupants of the residence had turned physical. Both parties were separated.

Session in Review MP DAMIEN KUREK Battle River-Crowfoot

As Parliament begins to wind down for the summer, I wanted to highlight some of the issues my colleagues and I have been working to address in the last several months.

First, a small victory as a result of pressure from industry leaders, stakeholders, and the Conservative Party of Canada, the Liberal Government finally decided to end some federal COVID mandates. On June 20, 2022, the vaccination requirement to board a plane or train in Canada will be suspended. This comes after millions of Canadians have been barred from travel, tens of thousands of Canadians being forced out of work, and chaos at airports and borders. The re-introduction of preCOVID normalcy gives me some hope Canada’s airports can now resolve the many problems that currently exist.

In addition, federally regulated transport employers will no longer be required to have mandatory vaccination policies in

place for employees.

This means more workers for departments in desperate need of help. Immigration can work to address the massive backlog of more than two million cases, including helping Ukrainian refugees and aiding the Afghan interpreters who laid their lives on the line for the protection of Canada.

Likewise, more CBSA officers can protect Canada’s borders and address the long lines in Canada’s airports and more passport processing workers to fix the months-long delays. We will also continue to pressure the Liberals to reinstate the more than 1600 soldiers dishonourably discharged as a result of the mandates.

Canada’s finances continue to be in a state of disarray, and Canadians are suffering because of it. Conservatives have proposed practical solutions to lower taxes at the pumps, reduce costs for Canadians, and promote growth in industries like Ag

and Energy. Unfortunately, the Liberals refuse to take constructive solutions out of what seems to be spite. As Interim Conservative Leader Candice Bergen recently pointed out, Prime Minister Trudeau “thinks he is hurting Conservatives politically by saying no to our proposals, when in fact he is punishing Canadians with his petty political vengeance.”

There was a host of other legislative and committee work that kept MPs busy over the last number of months.

I have proudly stood for the people of East Central Alberta each and every day in Parliament. This has in-

cluded calling for accountability at the Ethics Committee (of which I am a member) and working on important issues at other committees in which I regularly participate.

It is unfortunate the Liberals’ legislative agenda works against the values of the people I represent. C-11 includes mechanisms that would allow the Government to censor aspects of the internet, Bill C-5 eliminates penalties for serious offences allowing hardened criminals to serve house arrest, C21 targets law-abiding firearms owners, and C-19 (as well as other related bills) continue the destructive fiscal path the Government has led the country

down. These bills are still being debated.

On a positive note, there’s been a number of opportunities to support legislation that helps make life better for Canadians.

Private Members Bills are one of those items, and although they can be limited in scope and take time, some of which I have been proud to support and co-second. A few of these bills include Bill C-278, which would prevent the Government from imposing vaccine mandates; Bill C-230, which would legislate conscience protections; Bill C-224 which would raise awareness and expand support for those who develop cancer as a result of being a fire-

fighter or first responder; Bill C-234, which would eliminate the carbon tax from farm used natural gas; and C-253 which would bring accountability to the Bank of Canada.

Additionally, many motions put forward

by Conservatives have helped bring accountability to Parliament, a couple of examples are the creation of committees to examine government failures in Afghanistan and our nation’s relationship with China.

Although Parliament has adjourned for the summer, I remain hard at work. I look forward to travelling across East Central Alberta during the summer months to connect with you.

“She experienced a lot of discrimination in her life because of her native background and gender, which helped shape her into the determined woman that she was.”

Brook’s first dream as a teenager was to fly fighter jets, but unfortunately back in the day that was not an option for women, Reist said, let alone an Indigenous woman.

“She was a union leader when that was almost unheard of. And she of course was a writer, producer and director in film and televi-

sion when it that was predominantly a man’s world. She put up with a lot of harassment, but soon won people’s respect with the quality of her work.”

Brook worked for the Ryley Museum Society for a long time through the summers.

“Nancy loved working at the Museum, and was fascinated by history and wanted some day to take a tour of a lot of the little museums in Alberta,” Reist noted.

“She was amused by the fact that I had gone to school in both of the Museum buildings when they were a part of the Ryley School. She always thought that we had a hidden gem of a museum, and she was glad to be a small part of it.”

Among her hobbies were gardening, camping, reading, entertaining guests, travelling, and sending cards and gifts to her friends. She loved to write stories

and was a keen poet.

Reist said he wasn’t sure why Brook moved to Ryley but felt it was because of “affordable housing” and “quiet” of the rural community.

“I think she wanted the calm and quiet of Ryley so that she could put pen to paper,” Reist stated. “Nancy had enough life experiences for about three lives, and she surely has touched and impacted many lives, including my own.”

Rodin’s biggest strength on the d-line is being able to use his size and speed to his advan-

“I have to do my job, but that being said, I am always working hard to improve my speed; you can never be too fast,” he noted. “I will be working hard to make sure that I am mentally prepared, knowing all of the plays and systems so that I can do my job the best I can.

I will also be working out in the gym to continue building strength and staying in the best shape possible.

“Our goal is to win

gold, and I have very high expectations of myself to perform at a high level, competing against the best U18 players in Canada. I know that my 39 other teammates will have the same expectations!”

Rodin thanked all of his past Buffaloes coaches for his years with them.

“They are the reason that I fell in love with football and they are the reason that I have been able to get to this level.”

Council goes through land use draft proposal - new bylaw and MDP will go to public sessions for review Patricia Harcourt Beaver County Council went through a draft Land Use Bylaw (LUB) and Municipal Development Plan (MDP) with a fine tooth comb June 15 in preparation for public sessions to be held in future.

It was a targeted review of the major amendments within the documents.

They were lead through the drafts by the county’s development officer Kim Vana and General Manager for Community Services Aimee Boese. Once they were completed, Vana said: “We will look at all the comments,” and also discuss them with consultant V3 Companies of Canada.

“We want to make sure you’re comfortable with this process before taking (the draft LUB) to public sessions,” said Vana, noting the draft MDP had been discussed earlier.

“The comments are all that’s required for today,” added Boese.

The LUB/MDP documents were passed in 1998 and require updating, despite the fact some amendments have been made over the years.

The report to council stated that updates are necessary to reflect changes in the community, development demands, more modernized regulations, and a need to “minimize red tape.”

V3 Consultants of Canada was hired as the consultant in this process, and they came to council’s May 25 meeting to review the amendments and clarify issues.

“During the presentation the consultants were able to address many of the questions regarding the MDP; however, there were still some outstanding items in the LUB that were not covered,” stated Vanas and Boese in their report to council.

Councillors were given an attachment outlining the major changes to the LUB that are proposed, along with additional questions for consideration.

After questions from Deputy Reeve Gene Hrabec (Division 3) regarding where certain activities should be classified, Boese said: “We

need to clarify the definitions around agriculture.”

After Hrabec listed several examples, Boese said: “We need to clarify the definitions of agriculture.”

It was also suggested that definitions could be revamped to allow for different types of housing such as tiny homes, garden homes, and others as secondary places to live on the same parcel.

Any changes “would have to come back through council, so it would be best to get it right now so there are not problems,” said Hrabec.

Administration also included a Land Use Summary Table in a second attachment for council’s perusal and discussion purposes.

Councillor Lionel Williams (Division 2) said he felt the use of the table would “bring people out.” There is also the issue of trying to protect agricultural land.

Discretionary uses in agriculture were discussed with Hrabec wondering where a drive-in movie theatre would fit in if food is served.

Vana reassured Hrabec that the changes in agricultural uses apply to new development. “It doesn’t affect current businesses,” she said.

Reeve Kevin Smook (Division 1) also stated that “some that are in business now wouldn’t fit into this,” definition in the draft.

“It’s considered a non-conforming use,” said Vana, and grandfathered in unless changes are made and then the business must conform to the new standards.

An existing business “can remain as is,” said Vana, “as long as no changes happen.”

In discussing site coverage maximums, Hrabec asked how the county’s industrial park would work if a large warehouse wanted to move into the space.

“There is no site coverage in industrial,” but it does apply to country residential areas. Boese said she will address this issue and bring it back to council.

And with two public engagement sessions coming, Vana said administration can get comments before, during and after they are held.

Other discussions concerned the height of a building and fire suppression, what falls under the community living standard, and the type of dwellings allowed on a parcel of land.

“We need a definition between additional and accessory dwellings,” said Smook. Boese said the county can clarify such things with the developer regarding additional dwellings. For example, an accessory development “can’t be a home.” She said they are “for personal use,” and can’t be sold or rented.

“At the end of the day how do you police it?” asked Hrabec, saying it “opens up a can of worms…I see it as a big headache.”

Boese tried to reassure him that the definitions would clearly defined, and would refer it to the consultants for that help.

Other changes regarding how applications are received and appeals processed were called “significant changes,” by Boese, adding it could add costs to the resident in terms of getting site plans prepared. “We may hear from people about how applications are processed.”

Said Vana: “It could add something (to the cost) to ensure it is done properly.”

County changes definition of ‘local’ for procurement purposes Patricia Harcourt Beaver County has made changes to the definition of ‘local’ when buying services from businesses or companies.

The motion passed June 15 at county council’s regular meeting now states that: “A vendor will be considered local even if the main base of operations is elsewhere in Alberta or Canada provided that the business operates within Beaver County or any of the region’s urban municipalities.”

Margaret Jones, manager of Legislative Services, said that comments were made and addressed regarding these changes at the May 25 Governance and Priorities Committee (GPC) meeting.

Other changes included the need to open publicly tendered bids for procurement in public (subject to certain exceptions).

Also, a clarification was made that two criteria need to be met for cost over runs or change work orders. They include approval by the appropriate authority and budget availability.

Plus, in terms of evaluating a procurement’s criteria, this will be expanded to include “the bidder’s prior reliance on the county for financial, human or equipment resources or timeliness of service delivery.”

A motion by Councillor Lionel Williams (Division 2) to approve the recommended changes was passed by council.

Beaver County making efforts to beef up its security protocols Patricia Harcourt Beaver County is beefing up its security protection of buildings and other infrastructure.

Phase one of proposed security upgrades were approved June 15. Two weeks earlier, the closure of the ATB in Ryley resulted in a change to the county’s deposit policy. Larger amounts of cash would be kept on hand than previously, a move that also is triggering the need for more security.

The security and cash control policy decisions were both made after discussions done in closed session.

The Cash Control Policy and Administrative Procedure amendment meant leaving more money on hand from a previous $200 limit changed to $5,000 - before a deposit must be made.

Ed Bujnowicz, General Manager of Corporate Services, provided a report to council June 1 stating that a review of the policy had been “necessary with the awarding of the banking services contract, coupled with the closure of the ATB Ryley location.

“An advanced ATB bank machine will still be available in Ryley to take deposits” said his report, although it is unable to accept coins.

The previous policy required deposits be made to the bank once there was cash on hand of $200, as well as on the last day

of the week and the month.

This meant making “a large number of trips to the bank, often with small amounts of money,” he said.

Administration’s recommendation was to increase the minimum to $5,000 before a deposit is made to reduce the number of trips to the ATM. Bujnowicz’s title was changed from Director of Finance to GM Corporate Services “to be in line with the new organizational structure,” said the report.

There is now an employment listing on the county website for this position.

Plus, the administrative procedure was updated so the amended policy would “clarify how the float will be counted each day.” And for a designated float coins would be exchanged for bills when making deposits.

An enforcement report included in council’s agenda stated that a security phase for upgrading security at county facilities was currently being prepared.

That report was explained to council in closed session at council’s regular meeting June 15. Council heard a review of the security upgrades believed to be required from Community Peace Officers Rick Ells and Trent Kenyon.

The report stated that a security audit on Beaver County infrastructure provided recommendations on March 2020.

Then the county’s municipal review last year put enforcement services in charge

of security.

“As a result, a complete review was conducted covering everything from security system functionality, key controls and security protocols/policy,” stated the CPOs’ report to council.

County councillors were given a comprehensive plan with a phased approach to be implemented as budgets allow. The security plan should be reviewed annually to ensure any technology advancements can be incorporated as needs evolve.

Recommended upgrades from the initial security report included steel frame doors, audible alarm sirens on the outside of buildings, window grates, exteri-

or motion lighting, and upgrading of security cameras.

“Security upgrades will allow Beaver County to better manage response times to security events and necessary followup,” said the report.

After emerging from closed session, a motion by Reeve Kevin Smook (Division 1) was passed, which read: “That council approve Phase 1 of the infrastructure security upgrades as discussed in closed session in order to protect our valuable assets and enhance the safety of our employees.”

Phase 2 and 3 of the recommended security upgrades will be discussed at a future meeting, it was agreed.

Construction Update Range Road 182 Construction Update Over the next few weeks, Range Road 182 from Township Road 500 to Highway 14, will be upgraded from an oiled surface to an all-weather hard surfaced road.

This involves stabilizing the road base with soil cement before applying two coats of “chip seal”. While this process is much different from the process to pave a road with asphalt, the end result will seem similar to residents and the travelling public resulting in a road that is not dusty when it is dry, nor muddy when it is wet.

During this construction phase, portions of the road may be closed to allow crews to work safely please use another route, detours will be posted or be cautious when you need to drive through construction zones (local traffic only). Beaver County's goal is to provide a healthy, injury free work environment for all employees, contractors, visitors and general public. Already this year we have had people exceeding the posted speed limit through our construction zones, endangering staff, contractors and the public.

There are potential hazards to the public and vehicles during the construction process. This can include heavy machinery, dust or mud, road material such as gravel, asphalt coatings and rock chips.

We apologize for the inconvenience that road maintenance and upgrading causes, but the same roads that receive the most traffic also need the most maintenance.

Reports to: Senior Community Peace Officer The Community Peace Officer is responsible to patrol and enforce designated Provincial Legislation as authorized by Alberta Justice. The Community Peace Officer ensures compliance of Municipal Bylaws within Beaver County and the areas under contract with Beaver County, and assists with emergency and disaster responses.

Spilstead Community Hall had their annual Steak Fry event on Friday, June 17.

According to Lesley Anderson, Spilsetad Community Hall Secretary, the fundraiser was a success and had 70 people attending.

Along with steak, gar-

lic bread, baked potatoes, corn, Caesar salad, coleslaw, and dessert were served.

“Thanks to everyone that came out to support our community hall. One of the major renovations we did from grants received was the kitchen. It looks amazing and was so much better as a place of hosting and serving.”

Among those leaving this year are Principal Janice Muench, Asst.

Principal Chad Kendall, and staff Dave Gunderson and S. Estey.

Both Muench and Kendall have been at their positions for fours years, while Gunderson has been at the School for 33 years, and Estey for two years.

For Gunderson, the students presented him with a rose for every year taught, so he ended up having a bouquet of 33 roses.

The school gymnasium upper floor was overflowing, while other students occupied some of the space near the stage to prevent overcrowding.

All students and staff were present at the event as they said goodbye to another academic year.

Crib tournament was held on Friday afternoon from 2-5 p.m. at the Sunshine Club in Ryley. Pie and ice cream was served after the event.

Tofield School staff Dave Gunderson retires Moush John

Along with three other staff, long-term teacher at the Tofield School, Dave Gunderson also retires at the end of this school year.

On Friday, June 17, Tofield School staff and students said goodbye to him at the year-end assembly.

With a career of a little more than 32 years at the Tofield School, Gunderson has been a pillar of support and familiarity for generations of students.

In October 1989, he was hired by Beaver County for the position of French Teacher at Tofield School.

“I have thoroughly enjoyed my years of working with the students and staff,” Gunderson said. “Soon after I was hired, in 1992 I had an amazing opportunity. I was approached by the County about attending a summer immersion program in La Rochelle, France and was granted a bursary with an agree-

ment to commit to teaching at least an additional two years in the County. For a new French teacher, this was fantastic!”

With his passion of French as a second language, Gunderson said he has been very fortunate to spend all of his teaching years at the Tofield School, doing what he loves.

“I have truly enjoyed the journey! Thank you to all current and former colleagues and students.

Through the years, I’ve taught all grades (5-12).

French as a Second Language. Other courses include Social Studies, PE, Math, Science, Psychology, Leadership, ELA, Sports Performance, Drama, Outdoor Ed, Media Studies and Learning Strategies. In earlier years, I have coached cross country running, junior high badminton, facilitated Peer Support and was a grad advisor. I will treasure my time at Tofield School.”

behind is his passion of including all students in his classroom as valued learners and contributors, and hopes that they will continue to foster learning and belonging in Tofield School.

“I’ve created a list of ‘105 Things To Do In Retirement’ and I’m looking forward to checking off the first one on July 1st! I hope to stay connected to the community, one that has been a big part of my life!
