It’s not often that a hairdresser can touch four generations of the same family, but it’s a different story for local hairdresser and owner of Tofield’s Color Box, Tamara Gacek.

Gacek, who reached a career milestone of 30 years in the industry has had a career worth highlighting.

“I feel truly blessed and honoured to be able to say this is one of the milestones of my career,” she said. “Having Bev Sr. Bev Jr, Leah, Haley and Taylor as clients and being able to watch, listen and be part of so many of the events in their lives over the years has definitely enriched my career as a stylist.”

research study to find out how the COVID-19 pandemic has impacted family caregivers in the province.

They say that a similar study conducted in the United Kingdom found that the pandemic increased caregivers work by an additional 10 hours per week.

“We would like to explore if the COVID-19 protocols had a similar impact on family caregivers, care partners, and carers in Alberta and hopefully identify areas where we can learn from

this experience and better inform pandemic planning in the future,” says research coordinator Sharon Anderson.

The survey is meant for anyone who is caring for a child or adults who may be ill, disabled, frail, or elderly.

lies aren’t often as lucky enough to share four generations let alone a hairstylist to be able to say she has a family of clients that are four generations.

It’s been 31 years of a path that people can take only if they love something with the passion that Gacek has.

Starting off as a receptionist in a hair salon when she was in high school introduced her to the profession she would embark on.

“After completing my Grade 12 year I decided to attend Estelle Academy of Hair design in Edmonton,” Gacek recalled. “And after work-

ing in a hair salon for three years prior to my graduation I knew this trade was for me and it would be one of the most rewarding and satisfying careers that I could be a part of!”

According to her, she loved the connection with people; the joy of making others feel so good about themselves; the ability to show creativity; and the chance to branch in so many directions while staying under one career umbrella.

“It all came together for me slowly, and over the past 31 years, I have throroughly enjoyed the interactions and knowing a diverse community of clients,” Gacek

added. “Throughout my career I feel blessed to have had so much diversity, change, and many, many opportunities.”

From working in a corporate salon chain such as the Raymond Hair Studios to being the hair and make-up artist at CBC, and then going on to being a mobile hairstylist for 15 years, her range of experience has been varied and rewarding.

“I have been in clients’ homes and businesses; been a part of small town salons as a stylist; before opening up The Color Box in town,” Gacek explained. “Here in town, I have worked with the long-term care

salon, which has etched many memories along the way for me. Meeting so many wonderful peo-

ple of all ages and from all walks of life has given me lifetime friends and relation-

ships I cherish even to this day!”

Council Corner Town of Tofield enters phase 2 relaunch including readying Spray Park for useage Friends, the Province of Alberta made an official announcement on the Phase 2 Relaunch, which was effective Friday, June 12, 2020.

This announcement sees the further loosening of restrictions, which are in part specific to indoor gatherings and outdoor gatherings, seeing the numbers at 50 and 100 respectively, while still maintaining proper hygiene and physical distancing.

Restrictions on restaurants, cafes, bars and lounges have been removed for occupancy while still maintaining public health measures, and recreation facilities and gyms can reopen as well.

Community Halls can also reopen while still adhering to allowable numbers and

maintaining proper sanitization and all other public health measures.

Now, under Phase 2, swimming pools and spray parks can reopen, also garage sales can be held with the presence of social distancing, sanitization and all other provincial protocol.

For further details and specifics, please contact Alberta Health Services or refer to internet based information. Of important note: these areas were unable to open until the phase 2 announcement, as has been detailed by the Province throughout the

pandemic. These pieces were outside the Town’s control and mandated by the Province of Alberta.

Therefore given this new information, the Town will be working towards having the spray park prepared and readied for opening in the near future.

Please watch our social media updates on a specific date. As with all pieces, success on phase 2 is based upon the actions of each of us. We must continue to abide by provincial guidelines as we move through phase 2 in readiness for the announcement of phase 3.

NOTICE OF PUBLIC HEARING TOWN OF TOFIELD (the “Municipality”) IN THE PROVINCE OF ALBERTA PROPOSED RESOLUTION REGARDING MUNICIPAL SERVICES To be held June 22, 2020, 10:00 a.m. Tofield, Alberta PURSUANT to sections 75.1, 75.5, 230 and 606 of the Municipal Government Act, Revised Statutes of Alberta 2000, Chapter M-26, as amended and Section 3 of the Municipally Controlled Corporation Regulation, A.R. 112/2019, the Council of Town of Tofield, in the Province of Alberta hereby gives notice of its intention to incorporate and control a corporation pursuant to the Business Corporations Act. THE PURPOSE of proposed Resolution is: A.

Beaver County, Town of Tofield, Town of Viking, Village of Ryley and Village of Holden are the sole members of the Beaver Regional Waste Management Services Commission also known as “Beaver Municipal Solutions”, (the “Commission”);

B.

The Commission and the five municipal members, including the Municipality, wish to corporately reorganize the Commission, by transferring operations over to the proposed Claystone Waste Limited Partnership (the “New Waste Provider”), with these five municipalities being the sole partners in the New Waste Provider;

C.

As the New Waste Provider is a limited partnership, a new municipally controlled corporation shall be created pursuant to the Business Corporations Act (“BCA”) to act as the General Partner of the New Waste Provider, to be called Claystone Waste Ltd. (the “MCC”). The same five municipalities will also be the only shareholders of the MCC;

D.

The Municipality wishes to be a shareholder and jointly create and control the MCC under the BCA;

E.

Pursuant to both the terms of Division 9 of Part 3 of the Municipal Government Act (the “MGA”) and the Municipally Controlled Corporation Regulation (the “MCC Reg”), a municipality may only incorporate and control a corporation incorporated pursuant to the BCA if certain preliminary steps are taken, which include, but is not limited, to holding a public hearing as stated hereof;

F.

The Council of the Municipality wishes to comply with all obligations under the MGA and the MCC Reg to cause the MCC to be incorporated.

DURING THE COVID-19 PANDEMIC, the Government of Alberta has enacted the Meeting Procedures (COVID-19 Suppression) Regulation pursuant to Order in Council 099/2020 (the “COVID Regulation”) to permit for electronic hearings to be held instead of in person hearings, in light of the global COVID-19 pandemic; THE FOLLOWING INFORMATION will be disclosed at the public hearing: (1) (2) (3) (4) (5)

Loose Ends: Gifts for dad

One of the biggest clichés concerning Father’s Day has to be giving Dad another tie.

That – or socks – may have been a good choice

if your family belonged to the same era as Father Knows Best, when it seemed that every man wore a suit and tie to work. But it’s unlikely to get a big ‘wow, just what I wanted’ these days.

We seldom bought ties for Hubby, not on his special day or any other occasion. For one thing, this dad was not fond of ties – he rated them right up there with spending the day with a noose around his neck. Fortunately, the only time his

job called for one was when we had a ‘dress’ occasion, read staff party, to attend. And then the strangler was chucked at the earliest opportunity, usually before dinner was served. Definitely before dessert. You couldn’t enjoy Tiramisu if you couldn’t breathe.

He’s never worn cologne or even spicy aftershave so giving him anything containing sandal wood, silver sage or oakmoss was out of the question. Apparently guys

who work with or sell big earthmoving machines with a bunch of other guys don’t like to smell pretty.

We did go through what I call the ‘sweats years’ but that was mostly at Christmas.

Pleas of ‘what can we get you, dad?’ were answered with ‘I can always use another pair of sweats.’ He wore sweats a lot back then; they were super comfy. So every Christmas dad got a fresh replacement for the one he’d worn out. But since

they never really wore out, his side of the dresser soon resembled a can of sardines, but less smelly.

He’s graduated to short pants with orange suspenders now; sweats are reserved for occasional lounging and cooler days while out camping. He has cut some into shorts for sleeping but judging by those still crammed into the drawer, he won’t run out until 2050 or later.

Tofield RCMP responded to a total of 27 requests for service in the last week, three of which were traffic collisions.

On June 8, there was a report of a lost/stolen wallet from the IGA Food Store in Tofield. The wallet was turned into the detachment and returned to the owner, all contents were accounted for.

On the afternoon of June 8, a concerned citizen attended the Tofield RCMP Detachment stating that they had just received a call from an elderly lady stating that there were people in her house who would not leave. Members attended

and spoke with the female and checked the house for any people. In speaking with neighbours, she had just returned from a week in hospital. Follow up was done with home care as the female indicated she had no family local.

During the evening of June 8, Tofield RCMP Member initiated a traffic stop with a silver Hyundai Santa Fe. The driver of the vehicle had a warrant of arrest out of Grande Prairie for other traffic offences and failing to appear for court.

The driver was released roadside on the warrants and given a court date for Grande Prairie Provincial Court.

On June 9, Tofield RCMP received a back line complaint of a burnt out vehicle in a seacan on an industrial property in Tofield. Auto Theft attended and deemed there was no outstanding issues with the vehicle. The last registered owner of the vehicle was contacted and they stated that the

vehicle was involved in a dealership fire in Drayton Valley in 2007 and they had no idea why it was in a seacan in Tofield. The Insurance company was contacted and they indicated the vehicle was sold as scrap in 2007.

A break and enter was reported to Tofield RCMP on June 9th to Beaverhill Auto Centre. It is believed to have happened sometime between May 28th and June 9th.

Unknown persons gained access through a broken window that was covered with cardboard.

Footprint impressions and evidence was seized from the scene. This file is still under investigation.

DNA becoming essential for law enforcement

A couple of years ago, police in California entered some old DNA samples into a genealogy data base and found a close match. They knew it wasn’t the DNA from the person of interest, but they knew it had to be a close relative.

Among those relatives, police were looking for a person now likely in their 70s, once athletic, caucasian, male, average height, shoe size 9, blood type A, who lived near the areas of the crimes at the time.

Police tailed the most likely person, waiting for him to discard some evidence they could match. Finally they followed him to a mall where he used and then tossed away a tissue.

Detectives retrieved the specimen from the trash and ran the DNA. It was an exact match to the evidence gathered from unsolved crimes and murders 30-40 years ago.

The matching DNA in question was found as evidence at dozens of crime scenes, starting with a serial prowler, burglar and Peeping Tom nicknamed the Visalia Ransacker (early 1970s). After DNA evidence became more exact and indisputable, investigators discovered that the Visalia Ransacker was also the Original Night Stalker and East Area Rapist, whose crimes spanned the 1970s and presumably ceased in 1986. Because of the enormity of the cold cases (100+ burglaries, 50+ rapes, 13+ murders), and the variety of horrific crimes, this psychopath became known simply as the Golden State Killer.

After some 30 years of apparent inactivity, imagine his surprise when Joesph James DeAngelo, 72, opened his front door and was arrested at his home in 2018. His criminal trial is pending on all crimes not escaping the statute of limitations.

Before and since the Golden State Killer arrest, police world-wide have been able to use genealogy sites to capture hundreds of criminals and give a semblance of peace to victims, their friends

and families of victims.

Unfortunately investigators do not have free rein when it comes to people’s DNA. Some genealogy companies have protection guaranteed to their clients and will not share DNA information with police.

My wife and I have purchased kits with 23andMe where our DNA imprint is stored.

The site protects our data, but in its privacy

statement you must agree that it can share your information for research purposes and also with law enforcement if necessary.

That sounds like a great idea to me. Imagine the number of solvable crimes there would be these days if there was a world-wide DNA data bank. If someone leaves behind a genetic print of themselves at the scene, in-

vestigators would just have to find the evidence, take a swab, enter it, and “voila” – round up the criminal.

As well, innocent people are now getting out of jail because DNA evidence found at the crime scene positively did not link them whatsoever despite coincidences presented to a judge or jury which convicted them. Instead the real perpetrator can

be arrested.

Today there are over 50 million DNA tests sold, and every year the number seems to double. In a world of smart phones, computers, social media, security cameras, and dash cams, would we really have much less privacy if doctors were simply required to take DNA samples from babies at birth and we had an international data bank?

The trailer was used only as storage behind a main residence. It has been determined that the fire was started by an electrical fault. No one was injured.

On June 11, Tofield RCMP were dispatched to a single vehicle roll over with two occupants on Hwy. 626. Members attended with EMS and both parties were transported to Tofield Health Centre with minor injuries. The driver of the vehicle lost control on the gravel, causing the car to roll when it hit the ditch. No alcohol or drugs were involved.

dispatched to a barn fire on June 14 located near Rge. Rd. 194 and Twp. Rd. 505. Tofield Fire Department attended and extinguished the blaze.

The fire was started by an electrical short and no people or animals

were injured during the fire.

During the evening hours on June 14, members were dispatched to a family dispute on 52nd Avenue in Tofield.

Two brothers had a disagreement and ended

up in a physical altercation. The parent called RCMP and was able to break up the fight.

Charges were not pursued by either party and ended up with both apologizing to each other and the parent.

RCMP cautions against fraud Moush John Tofield Mercury

A fraud prevention information session, which was scheduled to be held in the Beaver County area has been postponed because of COVID-19 pandemic measures.

However, the RCMP in Tofield wanted to get the information out there, especially in difficult times like this to help residents in the area.

Don't give out personal information Beware of unsolicited calls where the caller asks you for personal information, such as: • Your name • Your address • Your birthdate • Your Social Insurance Number (SIN) • Your credit card or banking information

If you didn't initiate the call, you don’t know who you’re talking to.

Do your research Always verify that the organization you’re dealing with is legitimate before you take any other action: • Verify Canadian charities with the Canada Revenue Agency; • Verify collection agencies with the appropriate provincial agency; • Look online for contact information for the company that supposedly called you, and call them to confirm; • Verify any calls with your credit card company by calling the phone number on the back of your credit card.

If you’ve received a call or other contact from a family member in trouble, talk to other family

members to confirm the situation. Watch out for fake or deceptive ads, or spoofed emails. Always verify the company and its services are real before you contact them.

Motor vehicle services unavailable Moush John Tofield Mercury

Motor vehicle services, including vehicle registrations, driver’s licence renewals, and knowledge and road tests will be unavailable to Albertans June 19-22, across the province.

The Motor Vehicles System (MOVES) that tracks all driver and vehicle information in the province is being updated to continue serving Albertans.

“We appreciate Albertans’ patience while we make this necessary update,” said Nate Glubish, Minister of Service Alberta. “I’ve been clear that I want to take Alberta from worst to first when it comes to online registry services and this update will enable us to develop such services including,

for example, online driver’s licence renewals.”

To complete the update, the system must shut down for four days.

The system will be unavailable from June 18 at 9 p.m. through June 22.

The system will be back in operation by 8 a.m.

June 23.

During the shutdown, Albertans will be unable to access all motor vehicle services, including: • Knowledge tests, road tests and road test bookings; • Vehicle registrations and renewals; • Driver’s licence suspension reinstatements; • Driver’s licence and ID card services (including new applications, renewals, temporary licences, exchanges, duplicates and reclassifications); • Driver’s abstracts,

searches, in-transit permits, etc.

Albertans whose driver’s licences or ID cards are set to expire on or around these dates should plan to complete their renewals before June 19. Some registry agents are offering services remotely, and Albertans requiring renewal should connect with their local registry agent to explore options for remote renewal ahead of the shutdown.

Albertans with expiring vehicle registrations have until the end of June to renew.

During the shutdown, Albertans can pay outstanding fines online only. Registry agents will be unable to process fine payments during the outage, and traffic courts remain closed to the public due to COVID-19.

Patricia Harcourt Sherwood Park Fish and Game Association was granted a partial tax exemption at the regular Beaver County Council meeting June 3.

It is a recreational facility for its members as an outdoor shooting facility for rifles, handguns, black powder, trap shooting and marksmanship practice.

Association President Al Keeler attended council May 6 to provide an overview of the club and its services for the community and the youth of Beaver County.

On behalf of the club, Keeler was asking or a partial exemption under the Community Organization Property Tax Exemption Regulation, or COPTER. However, a decision was deferred until neighbouring municipalities could be asked what taxation and exemption policies they have for gun club associations.

In his report to council June 3, County Assessor Orest Golinowski stated: “In has been discovered that most municipalities with the exception of two (Provost and Leduc) do allow for farmland valuation. All other municipalities have utilized a full market value standard.

“Another significant finding of the survey is that some municipalities have used the residential mill rate compared to the non-residential mill rate (which is being recommended).

“The residential mill rate is lower than the non residential mill rate.

There usually exists a 2.0 to 3.0 difference in these taxation rates,” he continued.

“The M.D. of Bonnyville, M.D. of Wainwright and Minburn County do not impose any tax on their local gun associations. Flagstaff, Lamont and Two Hills counties did not report any gun club associations within their municipalities.

“Also of importance to note is that municipalities who reported conservation lands owned by conservation organizations are all assessed on a market value standard and were made taxed at t he residential mill rate for property tax purposes.”

He noted that the SPF&GA meets the criteria as found under Part 3 of COPTER. “The decision is under council’s authority to grant, and council’s decision cannot be appealed to the Assessment Review Board,” the report states.” The property can be exempted or parts thereof due to provisions under Sections 15(s) and 16 of Part 3.

After receiving the report, council reconsidered the matter and approved a partial tax exemption based on the valuation model of market value, and a difference in tax between non-residential mill rate and vacant residential mill rate, for the years 2020, 2021, and 2022.

The Sherwood Park Fish and Game Association owns 639.86 acres in the west end of the county, and is registered as a non-profit organization under the Societies Act. The Nature Conservancy of Canada has a registered conservation easement in perpetuity on all properties owned by SPF&GA to preserve and conserve wetlands and forest habitat.

Beaver County is waiving postage fees during COVID-19 by passing an amendment at the regular meeting June 3 and providing all three readings at one sitting to enact the legislation.

County Assistant CAO Margaret Jones explained that the County Service Centre will be open as restrictions due to COVID-19 are reduced.

“The County Service Centre will become more accessible to the public and we will resume public service directly to residents when deemed necessary,” she stated.

But Jones said that when the

county various goods and services available through its fee for services bylaw, there is often a charge for the service and for postal fees.

For example, for the purchase of maps the county has provided pick and mail services, charging $5 to mail the map.

“Some customers will drive to the County Office rather than pay the postage fee,” she said.

“To protect the health and safety of both county employees and customers, and discourage visitors to the Service Centre, administration recommends that council authorize a temporary waiver of the postage fee for maps.”

Purchase of new printing equipment authorized at meeting Patricia Harcourt Beaver County Council authorized administration to get quotes on the purchase of a multi-functional printer and a desktop printer at the June 3 meeting.

Council heard that maintenance contracts have expired for printers and photocopiers used at the county transportation shop. This means that repairs would have to be made at market value, “and will be expensive considering the age of the machines,” said Assistant CAO Margaret Jones.

“We have also been advised by the technician that parts are becoming hard to find,” she said.

A review was made of the printers

and photocopiers in the shop and office.

Based on the review, administration wants to discontinue use of two low use printers, replace the shop machine with a multifunctional unit including printer, copier, fax and scanner and replace a desktop printers the office for a machine less expensive to operate.

As the purchase of the equipment is not included in the 2020 budget, it must be authorized by council. Administration would then be authorized to seek quotes and award the purchase.

Administration estimated that the cost of two printers would be less than $20,000.

County amends payment policy for ratepayers and two employee policies Patricia Harcourt At the June 3 meeting, Beaver County Council approved and/or amended several policies related to payment options for ratepayers. Also, for employees, the Health and Safety Committee terms of reference and rules of operation were amended and new violence and harassment prevention policies were approved.

Methods of Payment Policy Council approved an amended Methods of Payment Policy at the June 3 meeting that allows ratepayers to pay their property taxes through a payment processing agency using a credit card, e-transfer, PayPal, etc. A service fee usually between 1% to 2.5% is charged directly to the payer. “This method of payment can be made accessible via the county’s website and will enable taxpayers to make payment at a time and place convenient to them,� said Assistant CAO Margaret Jones. Other pluses are they can accumulate award points, reduce uncertainty of mail posting dates, and avoid in person visits which are discouraged during the COVID-19 restrictions.

Council approved the amended policy without naming a particular company or product. “This will give administration the flexibility to choose a product that best meets the needs of the county and its residents,� stated Jones.

Health and Safety Policy These references and rules are now combined in one document to follow the standard set by Alberta Occupational Health and Safety.

The revised Health and Safety Committee’s terms of reference and rules of operation was forwarded to the union for comments and input, stated Cindy Cox in her administrative report to council.

The policy is in place to protect all employees, county property, other workers who enter the property and the general public and environment, Cox added.

Violence and Harassment Prevention Policies Approved Council approved the Violence Prevention and the Discrimination and Harassment Prevention policies.

They replace the county’s Respectful Workplace and Violence Prevention Policy, which has now been split into two separate policies in accordance with the Alberta Occupation health and Safety template.

However, the intent of the policies remain the same.

The auditors had recommended the policy be split into two separate policies and the fact that in 2019 it was noted that employees were confused regarding the policy that has now been eliminated.

RCMP seek assistance to locate missing male Vermilion RCMP continue to ask for public assistance in locating (now 78) Gerhart Kiel (aka Jerry Kelly). Gerhart was reported missing to Vermilion RCMP on March 25, 2020 but was last heard from on November 23, 2019 in Vermilion.

There is a concern for his safety and well-being and Vermilion RCMP would like to speak with him.

Beginning approximately June 22, 2020 (weather permitting) road construction will begin in Bruce on the following: • • •

These roads will be upgraded from an oiled surface to an all-weather hard surfaced road. This involves stabilizing the road base with soil cement before applying two coats of “chip seal”. While this process is much different from the process to pave a road with asphalt, the end result will seem similar to residents and the travelling public resulting in a road that is not dusty when it is dry, nor muddy when it is wet.

During this time, the road may be closed to allow crews to work safely; however, access for locals will be maintained during construction however, they may experience delays. There are potential hazards to the public and vehicles during the construction process. This can include heavy machinery, dust or mud, road material such as gravel, asphalt coatings and rock chips.

In order to comply with social distancing recommendations and to ensure the safety of our contractors and crews, the cement trucks will begin arriving on site around 2am in order to finish their delivery before County crews arrive to continue work.

While this process is much different from the process to pave a road with asphalt, the end result will seem similar to residents and the travelling public resulting in a road that is not dusty when it is dry, nor muddy when it is wet.

During this time, the road may be closed to allow crews to work safely; however, access for local landowners will be maintained during construction. We encourage patrons to Coal Creek Golf Course, Buzzard Gulch Campground and Black Nugget Lake Campground to take alternate routes. The detour route is Range Road 182 south from Highway 14 to Township Road 502, then east on Township Road 502 to Range Road 181, then south on Range Road 181 to Township Road 492.

There are potential hazards to the public and vehicles during the construction process. This can include heavy machinery, dust or mud, road material such as gravel, asphalt coatings and rock chips.

Looking back on three decades of career is never easy, but speaking about some of the memories that stand out for her, she said, “Sharing some of people’s most precious moments in their lives from weddings, graduations, to children’s first haircuts, to the last hairstyle of a loved one that has passed . . . they are all so precious.

“I’ve also volunteered at many ‘Hair Massacre’ events in support of Kids with Cancer; prepared Santa Claus for his yearly appearances during Christmas; and having freshly minted stylists apprentice under my guidance to

As the hair stylist for the four generations of the family she has been fortunate to be a part of, Gacek remembers fondly many of their family milestones, times when she was giving them their first hair cuts to styling them for birthdays and other family occasions.

“My connection with this family has shown me the true nature of my career and the joy and fulfilment that a stylist can get from watching and being part of their clients’ lives,” she said. “I have shared in many of their family memories from weddings, anniversaries, to new babies, to milestone

birthdays, to crazy great grandma stories, family holiday trips, family loss, and of course just the relaxation and pampering at the salon during their visits.”

Gacek said that as she looks back and reminisces about her time spent in the industry, she can’t help but feel a tinge of nostalgia and a huge amount of blessing at how her life has been shaped by the many lives she has touched.

“My chosen career as a hairstylist has been a truly gratifying one, and my heart is so full. I am grateful for all my clients and all those I have had the pleasure to work with, it’s been quite the journey.”
