Tofield resident remembered in ‘The Freedom Swimmers’ MOUSH JOHN Editor

When Tony Chin started recording his mother Hanna’s life, it was only meant to capture her story and life events for his daughters to know her better, but soon it took a life of its own.

“Initially I wrote the manuscript to record my mother’s life story about her escape from her home country for my daughters to know,” Chin said. “It was only supposed to stay in the family and never be published. But, as I progressed with the document, and hundreds of interviews later, I thought it might be good to reframe it into a book.

“There was so much more to the story than what I initially knew that it deserved a full narration. It was only after I received the first few feedbacks from critics that

I was convinced her story needs to be heard. And that’s what they thought too!”

Chin said that his grandfather nad father were operating a Chinese restaurant in Tofield, where The Guardian Pharmacy stands now.

Once his parents got married, his mother joined his father from Hong Kong and that’s when their journey began

here in the community.

“My mother always just told me to work hard and to always try; and that I should not waste the opportunity,” Chin recalled. “They sacrificed a lot to get to Canada and always asked my brother and I to do the things that they were never able to do and to live my life with focus.

For someone who has been a firefighter for 19 years, Tofield’s new Fire Chief Kevin Moos is no novice.

“Taking over as Station 1 District Chief is not a role I am taking lightly,”he said. “I plan to bring technology and a new attitude to the fire service to help protect the people of Tofield and Beaver County!”

Moos further stated, “I have had the luxury of working with a group

of individuals who are well trained, detected, and are highly involved in the community.

“To be a volunteer firefighter in a small community such as ours is a truly round-theclock job – 24/7 365 days. It is not something these people do in there spare time or when it’s convenient! They respond from their homes, their work, when they’re getting groceries or even if they are at their child’s Christmas concert!”

Moos noted that to

help people on perhaps the worst days of their lives and/or even save it. is what him and his team are all about.

“I would like to extend an invitation to people in the community that we are currently looking for new recruits and look forward to seeing interested candidates at the Station any Tuesday at 7:30 p.m.,” he added.

Municipalities getting ready for October elections Moush John Tofield Mercury

This year nominations for the general election opened Jan. 1 and will end Sept. 20, but despite a longer nomination period, Chief Operating Officers (CAOs) haven’t been receiving a lot of interest yet.

Town of Tofield CAO Cindy Neufeld said, “I don’t foresee any changes, with the nomination open since January I have received no enquries. The few revisions that the Municipal Government Act (MGA) has made will not have much impact on Tofield.”

She added that it was difficult to comment on what precautions the administration would have to take because of the effect of COVID once it’s October.

“No matter what, we’re however looking forward to holding an election in October.”

Ryley CAO Glen Hamilton-Brown commented that social distancing parameters might be in place.

“There will definitely be social distancing norms under the new normal,” he added. “The biggest obstacle will be to address a rule that says: "only those already inside the polling station can vote when the sta-

tion closes”. Given additional distancing, this might prove to be a wrinkle!”

According to Hamilton-Brown, this year the Alberta Government is creating the “short-list for nominations to the Canadian Senate.”

While Senators are appointed, past PM Harper and others from Alberta have pushed for reform to have an elected Senate. Therefore, this government is promoting the concept by getting an elected list of potential nominations out of this election. When the PM asks for recommendations from the West in future, Alberta will have it’s ‘elected’ nominations ready to go.

“Often, people want to get involved to make an impact in their community,” he stated. “The election is one big opportunity for everyone to have their say on who becomes the Village visionaries. Researching candidates can be challenging, but it is crucial.

Attending forums and asking questions are vital to getting to know potential councillors.

“So, while the 2021 Municipal Election is around the corner, getting informed and voting is so important to getting involved to make an impact on your community.

According to Hamilton-Brown, getting elected for Council is a more strategic commitment for getting involved.

“Council sets the general direction – designing the goals and vision for the Village,” he explained. “Council creates bylaws so the staff and other organizations can develop policies, rules, procedures, and ultimately execute what needs to be done. But, many people feel that becoming a councillor is a complex process.

The Tofield RCMP responded to 50 occurrences from July 5 to 11, 2021 (inclusive). Also included in these calls for service were fifteen traffic complaints/tickets, eleven wellbeing checks, five false alarms, one traffic collision, eight suspicious person/vehicle complaints and traffic enforcement provided by the K Division Traffic Unit.

On July 5, Tofield RCMP responded to a mischief complaint in Tofield. RCMP attended and found that the complainants’ vehicle was damaged. This file is still under investigation.

On July 5, Tofield RCMP responded to a commercial break and

On July 6, Tofield RCMP responded to an online fraud complaint in Ryley. RCMP spoke to the complainant who advised that they were being forced to send money to prevent a video of the complainant from being published online.

The RCMP advised the complainant to not send money and provided direction through Canadian Anti Fraud Center at www.canadianantifraud.ca.

On July 8, 2021 Lillian Ann "Louise" Hubbard of Edmonton passed away at the age of 81 years.

Louise is survived by her children Teresa Lukawiecki, Vince (Annette) Lukawiecki, Anona (Seeven) Vydelingum; and 10 grandchildren: Elena, Deiter, Anastazya, Emilia, Meaghen, Kaylee, Michael, Emanuel, Brayanna, and Jonathan. Louise was predeceased by her father Floyd and mother Grace; brothers Lawrence and Dan; and daughters Andrea, Deidre and Marcia.

Louise grew up on a farm near Lavoy, AB and after graduating from Vegreville High School, she studied at the University of Alberta to become a teacher. She taught Grade 4 at the Holden Elementary School. Louise loved music and was an accomplished musician, playing accordion and piano with local country western bands. She also travelled a lot and taught school overseas before she retired to Edmonton.

All are welcome to attend a celebration of Louise’s life which will take place at 11:00 a.m., Friday, July 16, 2021 at the Holden Senior Club (Main Street 4914-50st, Holden, AB). Inurnment will follow at the Holden Cemetery. Lunch will then be served at the Holden Senior Club. In lieu of flowers memorial donations may be made to S.T.A.R.S., or to the Holden Cemetery, or to the Edmonton Humane Society.

George Henry Kleinschroth of Ministik, AB was born on March 14, 1925; he passed away on July 6, 2021 at the age of 96 years.

He is survived by one sister Donalda Norman; his children Harvey, Evelyn May, Elaine Farmer, Alex, David, Laura Swann, and Wayne; as well as numerous grandchildren, great grandchildren, extended family, and friends.

He was predeceased by his wife Jean; brother John; and sister Norma Hughes.

A memorial service will be held at 11:00 a.m., Saturday, August 28, 2021 at the South Cooking Lake Community Hall. A time of sharing and fellowship will follow the service. Cremation has taken place. Inurnment will take place at the South Cooking Lake Cemetery.

RCMP attended along with Fire Department and EMS, located two vehicles involved and the occupants were taken to Tofield Hospital for assessment and medical treatment. This file is still under investigation.

On July 9, Tofield RCMP responded to a domestic disturbance in Ryley. RCMP attended and spoke to both parties and arrested one individual. This file is still under investigation.

On July 9, Tofield RCMP responded to a theft of motor vehicle in Ryley. RCMP were advised that a 2007 Ford F350 was stolen from the residence. This file is still under investigation.

RCMP attended and spoke to the complainant who advised that they were receiving harassing telephone calls from a known individual. RCMP was able to locate and speak to the suspect and warned them about the behaviour.

Parliament Rising MP DAMIEN KUREK Battle River-Crowfoot

Alberta is open! It is encouraging to see our province move forward and to finally start putting COVID behind us. There seems to be a palatable optimism as vaccination numbers continue to rise, cases and hospitalizations fall, and folks are out and about enjoying the weather. It’s also been very encouraging to visit dozens of communities, speak with thousands of you in person, and see public events taking place. Each day, I am encouraged by the resilience, fortitude, and optimism shown by the people of Battle River-Crowfoot.

That is not to diminish the concerns that continue to exist.

Moisture levels and drought conditions locally, the ongoing challenges in our economy, the ongoing national unity crisis, and the frustration as the Liberal Government in Ottawa becomes increasingly

out of touch, corrupt, and dysfunctional. It is, however, the people of this region that give me confidence that, amid these hardships, we will see a recovery.

As the countdown to Parliament rising for the summer began at the beginning of June, there seemed to be a realization that the Government had accomplished very little in terms of their legislative agenda. In fact, they saw much of the legislation they deemed a priority stagnating without being debated fully on the Order Paper.

Parliament's job is to thoughtfully and actively ensure that there is thorough debate on everything that goes before it.

Yet, increasingly we have seen the Liberals treat our democracy as an inconvenience rather than a place to ensure Canadians’ perspectives are represented. This was emphasized when the Liberals were only

able to bring their budget bill to vote the day that Parliament was scheduled to adjourn.

While this Government has one of the least productive Parliamentary sessions in Canadian history, the Official Opposition were hard at work. We saw a record number of Private Member’s Bills passed that include changes to tax rules to help farm succession, extended bereavement care, and easing the barriers to register for organ donations. Further, a bill that would provide

farmers relief from the carbon tax is very close to passing the final reading in the Senate.

Then, there is the extensive work being done to hold the Government to account.

This includes committee work, holding officials and departments accountable for COVID failings, exposing unprecedented scandals, and fighting to ensure that Canadian democracy remains strong. I will write more on this in the following columns, as there is much to cover.

Finally, you have likely heard talk of a summer federal election. Thus far, the Liberal Government has not yet lost a confidence vote and are being supported by the NDP. However, contrary to Prime Minister Trudeau’s promises, he seems to be intent on calling an election before many of the investigations into his and his government's conduct are finished. Locally, I have heard from some of you that would welcome another election and others who would not. However, as this

speculation continues you can be assured that I remain undeterred as your voice in Ottawa and am prepared for the possibility of an election.

Tofield RCMP ‘Positive Ticketing’ hits communities Moush John Tofield Mercury

Starting in July, Tofield RCMP has teamed up with Beaver County Victim Services, and local community businesses, to promote a RCMP youth initiative within the communities of Beaver County.

Between July to Sept.

30 of this year, Tofield RCMP will be looking to issue positive tickets to the youth in our communities who present excellence and awareness in various areas, such as road safety, bike safety, vehicle safety, community stewardship or who are just being awesome.

“These tickets will be redeemable for “treats to beat the heat” during the

summer at various community businesses for ice c re a m / t re a t s , slurpies/slushies, freezies, pop, jerky, and golfing,” said Tofield RCMP Sgt. Lee Knelsen.

“These will be tickets you want to collect and will be handed out by Tofield RCMP, randomly throughout the summer months.”

According to Knelsen, the Tofield RCMP missed the opportunity to be active and participate in the community schools this last year due to the Covid pandemic and that is unfortunate for everyone.

“This youth initiative allows the Tofield RCMP an opportunity to again engage with the youth and allow for positive interactions during these

summer months when school is out, additionally providing an opportunity for us to acknowledge/support proper safety and thoughtful actions of our youth,” he added. “We also know that the Covid pandemic restricted our local small businesses in many ways and this initiative was developed with the intent to try and boost or increase attendance back to them.”

Knelsen expressed his gratitude saying that the Tofield RCMP and Beaver County Victim Services would like to thank the various community businesses and partners who have shown support and welcomed this very valuable youth/community initiative.

Proposed bylaw gives county authority to inspect property and issue fines for surface drainage infractions Patricia Harcourt A new county surface drainage bylaw was given first reading at county council’s July 7 regular meeting in order to pave the way for a public hearing.

The hearing will allow residents and landowners to express their opinion on the county’s new bylaw, which controls surface water drainage and prevents alterations to the land that cause drainage concerns.

The issue has been of great concern to Division 5 Councillor Dale Pederson.

“I’m happy to see this come through,” he said, adding he’s been “questioning the drainage business since I came into office.”

Deputy Reeve Gene Hrabec called the new bylaw a “pretty significant change so first reading is okay for

today…We should have some public engagement on it (and) give it a couple of weeks to have the landowners consider it,” then “have an opportunity to tweak it or air concerns.”

Acting CAO Margaret Jones said that can be done and “tell the public they have an opportunity to give comments.”

Hrabec asked “how would this bylaw change access to beavers,” noting that previously private land could not be accessed.

Jones said it would “allow reasonable access like the nuisance bylaw…

If there are objections (by the landowner) the county can get a court order.”

Division 1 Councillor Kevin Smook said he “sees no harm in having a public hearing” to get public input as “some people think we already should have this (bylaw) in place.”

But he explained that the county didn’t have such a bylaw “up to now because we didn’t need it,” as it was provincial jurisdiction until the provincial government stopped doing the enforcement.

“It’s important people understand this will be in place,” he said. “The county needs to get the attention of people on this.”

The county’s bylaw sets out restrictions to changes on land that affect surface water drainage and create drainage concerns. Examples given in Jones’ report to council include destabilization of a slope, alteration of a drainage course, or filling in a water body, water course or wetland.

“County staff will have the ability to inspect property and issue fines for contravention of the bylaw,” she stated.

“The county could issue an order to

return the drainage area back to its natural state.”

She added: “Staff are already investigating complaints and attempting to resolve issues. The bylaw would provide authority for enforcement.”

There has been an increase in the last few years of these drainage kinds of complaints but Alberta Environmental Protection no longer provides the enforcement needed, so it now falls to the county.

Fines will range from $100 up to $10,000, and there is nothing in the bylaw concerning imprisonment as a penalty. If another infraction is found within a year of the first one, a “subsequent” fine larger than the initial fine will be meted out.

For instance, failure to comply with an order issued by the county would mean a $1,000 fine; a subsequent fine for this would be $1,500.

County pursues returning Waskwei Creek to nature Patricia Harcourt Beaver County wants to revert Waskwei Creek back to a naturally flowing waterway again after 40 years of a water management project controlling the surface water.

The project was a partnership formed in 1982 with Ducks Unlimited Canada in an area northeast of Ryley.

The county has learned that DU plans to abandon the project prompting the county to explore a partnership with DU to “naturalize” the creek.

Mike Bates, county agricultural official, suggested the partnership as a way of naturalizing one mile of the creek, then cancel the license “and make it like any other creek in the county.”

Deputy Reeve Gene Hrabec represents Division 3 which includes the creek project, said he “has concerns about naturalizing it and going back,”

in light of recent water issues expressed by the local landowners.

Hrabec said he “would like to wait until we have a better relationship with the landowners,” due to flooding and drainage problems causing road issues. The rest of council agreed that the landowners should also be consulted.

Bates said the weirs currently in place on that portion of the creek were contributing to those issues by holding back the water. “Removing them will enhance the spring runoff,” he said, adding that all the landowners south along the creek would be engaged in discussion about weir removal.

“So we want to address the public support,” he said, but “we just want to have the discussion with Ducks Unlimited now.” DU could come in early August, “once we get back to them with our (approved) intentions.”

Division 5 Councillor Dale Pederson agreed that a partnership should be explored.

Division 4 Councillor Barry Bruce felt there were landowners in his area that were more positive about the move.

“They would really like to see the water moving again,” he said, adding the current situation “is causing them grief.” Bruce said he was alright with the naturalization discussions if the landowners are included in them.

Division 1 Councillor Kevin Smook was in favour of exploring the idea with DU, and with the public consultation.

Hrabec agreed the consultation should include landowners living along the creek.

“The phones get awfully hot when those guys are on the other end,” said Hrabec, telling him about roads “ruined by back flooding in the

spring.”

In his report, Bates defined the naturalization of the creek as: “…the removal of the structures along the creek to allow water to flow as nature intended. Because the structures hold water back, removal…would improve water management through the area during high flow events (spring run off).

“The naturalization of the project would also facilitate the cancellation of the county’s water license on Waskwei Creek, at which point (the creek) would be treated like other creeks within the county and subject to the county’s Pest Control level of Service Policy,” for removal of beaver and other pests.

Funding may be possible through the Watershed Resiliency and Restoration Program to remove the structures and allow the creek to revert back to its natural state.

Mask bylaw ends Patricia Harcourt Beaver County Council has rescinded its bylaw requiring that masks be worn by people inside public spaces and vehicles within county jurisdiction.

The action repealing the Face Covering Bylaw occurred at the July 7 regular meeting of council, a full week after the province’s opening up of the province from COVID-19 health restrictions.

“Everybody’s had enough of masks,” said Councillor Barry Bruce (Division 4).

But the county employees will still wear the masks, said Ag Fieldperson Aimee Boese. “We will still continue to carry on those practices as best we can,” she said, adding the issue of enforcement for wearing the masks is being repealed.

Deputy Reeve Gene Hrabec (Division 3) said that he “still believes in the masks. I learned the need to promote safety in the community.”

The rescinding of the bylaw means “people have a choice, I’m happy with

that now.” However, he said that the mask still is important for protection during situations where people can’t keep six feet apart.

“Nothing prevents people from wearing a mask,” said Councillor Kevin Smook (Division 1), even with the repeal of the bylaw. “it seems logical…the time is right.

“You still have that option, if you decide you want to keep a mask, go ahead.”

Reeve Jim Kallal (Division 2) agreed that masks are effective prevention against catching a virus. “In the last two years I have had no colds or flu,” he said.

The face covering bylaw was in effect since last November 25 as part of the response to the COVID-19 pandemic.

“Without a bylaw in place, Council can still strongly recommend or encourage that face coverings be worn as a complement to the already good practices of physical distancing, good hand hygiene, and staying home when sick, which are already being done,” stated Boese in her report to council.

Smaller municipalities in jeopardy due to tax collection problems Patricia Harcourt Deputy Reeve Gene Hrabec (Division 3) expressed concerns that smaller local municipalities may be in jeopardy due to an inability to collect on taxes.

The comments were part of a larger discussion about a new directive from the Alberta Energy Regulator (AER) that would reject energy licenses for oil and gas companies if money was owed on Crown owned land.

However, if the money is owed on non-Crown land, such as on county property, this rule will not apply.

Acting CAO Margaret Jones states that AER’s “position is that they do not have jurisdiction to implement compliance or enforcement actions related to outstanding taxes.”

In other words, “municipalities are responsible to collect outstanding taxes.”

“This (directive) doesn’t include any requirement to pay taxes to the coun-

ty,” in order to get an approval, said Jones during the July 7 meeting of council. ”There is something for Crown land but the same courtesy has not been extended to other jurisdictions.”

Directive 067 was released in April of this year. “While outstanding municipal taxes will considered when assessing a company’s licensing eligibility, that issue alone will not prevent a company from obtaining a license,” stated Jones.

Hrabec expressed grave concerns about the future of some smaller municipalities due to their inability to collect taxes owed.

“I think we should be providing some feedback to that portion of it,” he said, of Directive 067.

“I think it’s unfair to provide for payback of taxes to the Crown but not other areas.

“A lot of these municipalities are hurting because (people) aren’t paying their taxes.”

Hrabec also noted that the situation could become

dire with the lowering of Municipal Sustainability Initiative (MSI) funding for the next two years before it disappears.

“We’re losing money because we can’t collect taxes,” he said, adding that “there are a couple of smaller municipalities on the edge of going broke.”

The loss of MSI funding should be tied in with it, he said, because “some municipalities aren’t going to be viable.”

He suggested the county send a letter to the Rural Municipality Association (RMS) stating these concerns regarding tax collection and loss of MSI funding.

Hrabec received support from other councillors, with Division 1 Councillor Kevin Smook saying: “I believe that we should have the same teeth as the province (to collect taxes) as has been expressed by other councillors at this meeting.”

“I think it’s a step in the right direction,” agreed Division 5 Councillor Dale Pederson, stating that “this only deals with

Hrabec said: “My point is that it’s parallel to some of the other things…We need the MSI money and we need the taxes.

“Our municipality could look at taking on two or three towns or vil-

lages if that MSI funding is gone.” There are two more years of MSI coming, he said, “but what’s going to happen in Year 3? As smaller municipalities we need to band together…We need proper equalization of funding.”

Hrabec said it was up to the RMA “to come up with a formula (for this

funding), warning: “In two or three years we could be one of those municipalities.”

The motion passed unanimously for council to direct administration to forward a letter to AER regarding the directive in question, and cc it to the ministers of energy and municipal affairs, as well as the local MLA.

Township Road 202 Construction Update Over the next few weeks, Range Road 202 from Township Road 504 to 510, will be upgraded from an oiled surface to an all-weather hard surfaced road.

This involves stabilizing the road base with soil cement before applying two coats of “chip seal”. While this process is much different from the process to pave a road with asphalt, the end result will seem similar to residents and the travelling public resulting in a road that is not dusty when it is dry, nor muddy when it is wet.

During this construction phase, portions of the road may be closed to allow crews to work safely please use another route, detours will be posted or be cautious when you need to drive through construction zones (local traffic only).

Beaver County's goal is to provide a healthy, injury free work environment for all employees, contractors, visitors and general public. Already this year we have had people exceeding the posted speed limit through our construction zones, endangering staff, contractors and the public.

There are potential hazards to the public and vehicles during the construction process. This can include heavy machinery, dust or mud, road material such as gravel, asphalt coatings and rock chips. We apologize for the inconvenience that road maintenance and upgrading causes, but the same roads that receive the most traffic also need the most maintenance. Chin said his life is a “living proof” of what he imbibed from his mother.

“I wouldn’t have reached any of my goals if I didn't use my mom’s advice or watched her, as she always led by example,” he noted. “This book is a great testament of it! I do not write professionally for a living, but I had to learn and apply new skills. I had to go outside my comfort zone and to focus on the task at hand. Anything can be accomplished with hard work!”

Chin couldn’t recall much of his younger years when his parents were running the grocery store and the restaurant, but he said that his mom got great joy from cooking for her customers.

“And she always made friends, which also brought her great happiness,” Chin added. “It was a busy time of their lives, but I remember people would come in always to buy orange pop, fries, and gravy for $2.”

Both Hanna and Chin said they are overwhelmed by the support they have received from the community.

“I would like to thank everyone, especially Darren Erickson who is stocking up the book at The Guardian Pharmacy, and to all my parents’ customers and patrons who have supported them over the years. We are truly grateful.”

MP Kurek seconds the Equalization and Transfers Fairness Act O’Toole promises to pass Moush John

Leader of the Conservative Party of Canada, The Honourable Erin O’Toole met with MP Damien Kurek and other leaders on Saturday, July 10. O’Toole shared his vision to restore fairness to the province, and vowed to end unfairness for Albertans.

“You have been there for Canada. So, it is only fair that the rest of Canada will be there for you. It is time for the nfairness to end,” stated O’Toole.

He promised that the first step taken by a Conservative Government would be an equalization rebate of 4-billiondollars, which Albertans paid into the Fiscal Stabilization Program during the economic downturn.

He also promised to pass the Equalization and Transfers Fairness Act, a bill introduced by Alberta MP Tom Kmiec, and seconded by Battle RiverCrowfoot MP Damien Kurek, which is meant to bring accountability to Canada’s Equalization formula.

O’Toole spoke to a crowd of around 200 at the Home Place Ranch, just outside of Three Hills, as part of his Southern Alberta Tour, where his message was one of restoring respect between Ottawa and Alberta and securing a prosperous future for Albertans.

At the event, he took the time to connect with those in attendance and to answer their questions.
