With a select executive of eight members, and a dwindling Legion membership, Ferguson explained that getting people to attend Legion events have been “difficult” to host.

“We are hoping that we will have a better attendance for our St. Patrick’s Day event on Saturday, March 14,” Ferguson said. “We usually serve

The past two years that’s what we did at least.”

Ferguson also mentioned that in late November last year, the Tofield Legion participated in the crib tournament in Holden, and since they won, they will be headed to Grimshaw for the provincials in February.

“Our branch is represented by President Barb and Brenda Javorsky in Team A, while Team B includes Roy Ellingson and Kay Curtis, with me being the backup in case someone is unable to attend,” Ferguson ex-

plained. “And if we win, we will be going to New Foundland for the next level in April!”

Ferguson noted that some of the bigger events are Veterans’ Appreciation and Remembrance Day, and usually for those events the community participates on a bigger scale.

“We are involved in other community endeavours as well, and support and sponsor local teams to the best of our ability,” Ferguson stated. “We’re hoping that we can create enough awareness for people to take part in our events, and thereby support us.”

Loose Ends: Brain reboot

The latest research, which didn’t include its source, shows that practically everything in our world can be toxic for our brain. But before we

order a big protective bubble from Amazon they suggest we try some grey-matter boosting tips, adding some ‘brain gym’ to our weekly schedule. The list is so long I dozed off about midway but I thought trying a few might be worthwhile.

• Use the opposite hand to light up both hemispheres of the brain – my first mistake was trying this while eating; I need a bib using my dominant hand. After hosing myself off and

changing my clothes I switched to writing righthanded, which in my case is wrong-handed. It took me 15 minutes to write my name and address, the result looking like a childish mix of Chinese and French. All I got from that was an insatiable craving for Egg Foo Yung and pot stickers.

• Exercise, well, you’ll never hear that bingeing on the new season of Jack Ryan is a way to stimulate anything. Except maybe a desire for more junk food. Running

is out for me because the foot impact that’s supposed to increase blood flow to the brain also increases pain in my ankles, knees and hips.

And I don’t run except in my sleep, when rabbits chase me.

• I passed on aromatherapy-even scented candles give me a headache and meditation which is another word for sleep. And I’m still waiting for Google to get back to me on what the heck sound wave therapy and binaural beats are.

Sounds weird and I don’t do weird.

• And speaking of weird, stimulating your tongue with an electric pulse? What? And light therapy, described as pulsing an infrared light into the brain via a machine attached to your nose.

Again, what?? I’ll just flick the brightest light in our house (in a bathroom, who knows why) off and on whenever I’m in there. Multitasking – good for brain fog.

• They also recommend drinking more water, but if I increase the 6-8 glasses I already drink I’ll have to take up permanent residence in the bathroom. Bad for brain fog.

And sleep – six hours is not enough, eight hours is too much. Couldn’t they just say we need seven hours a night?

• Lastly, I’ll learn to cross-crawl, some sort of exercise that does the same as using my opposite hand, no bib necessary. Bonus.

During the last week, Tofield RCMP responded to 32 calls for service, nine of which were traffic offences and collisions.

On Jan. 22 in the early evening, Members responded to a suspicious vehicle on Rge. Rd. 191 and Twp. Rd. 514. The vehicle was located and a traffic stop initiated. The male driver showed signs of impairment by drugs.

Members issued the Stan-

dard Field Sobriety Test and the driver failed. A Drug Recognition Expert was contacted which conducted further testing.

This file is still under investigation.

On Jan. 23, there was an attempted break-andenter to a residence in the area of 52nd Street and 51st Ave. A window at the back of the house was damaged but no entry was gained to the residence. No other items on the property were damaged. Neighbourhood en-

Seniors neglect cases very sad EDITORIAL Kerry Anderson Tofield Mercury Publisher

The sad case of Josephine Ewashko’s poor care at Extendicare Viking, causing her death in late 2018 in part due to dehydration and urinary tract infection, emphasizes the importance and dependence we have on health care workers.

Despite complaints from family members about Josephine’s care, and even several reports from a doctor stating a “shortage of staff and experience is lacking,” the facility was unable to correct itself before accidentally assisting in Mrs. Ewashko’s death.

The 79-year-old had dementia, and like most in an assisted care facility, needed to be shown a regular helping hand and kindness by doctors, nurses, and staff, to live the remainder of her life with dignity. But in a report on her care, Mrs. Ewashko was not living with

much dignity at all. It found that she was badly dehydrated, and family members said a urinary tract infection due to the infrequency of help to the washroom or regular assistance with hygienic care was exacerbating her illness.

But let’s try not to allow the emotions of this horrible case of neglect, tar and feather every health care worker in our country.

Many are not just paid workers, but have a calling to the profession. Or, at least they should.

Last week I was in Claresholm attending to the needs and comforts of my dad, who has gone from independence, to the hospital, to assisted care, in a matter of only a few months.

The care centre, now his home, is very typical of most in Alberta.

When I met with the patient care manager she showed me around to the in-house store, physio room, family visiting area, bathing room, and many other features. She could not have been nicer, and from what I observed, all the staff seemed very caring including

the doctor who makes his rounds once a week, minimum.

The deterioration of my Dad’s health of late is a terrible reality of aging, for those lucky enough to reach his old age. He can only get around in a wheel chair now, and it takes him five minutes to hoist himself up off his bed to get into the contraption. Just last fall he was driving.

But Dad is one of the lucky ones. He still has most of his wits about him, though his medications and fatigue do take their toll. At least he can still ask for help,

or tell his family if he isn’t happy with his treatment. Many at the facility can not do that, and rely solely on family and staff for their very existence. It seems like Mrs. Ewashko was this vulnerable.

I felt horrible reading about what Mrs. Ewashko and her family have had to go through because of the unfortunate situation in Viking. But we have to remind ourselves that this happens relatively infrequently considering the hundreds of thousands of seniors in this situation in different communities

across Canada. However, we certainly must push for a better system of checks and balances where this can never happen again, to anyone.

Alberta and Nova Scotia are the only two provinces in Canada where regulators can fine nursing home operators when their facilities are not being run properly, yet neither province has ever levied such a fine.

The provincial ruling on Extendicare Viking gives that private company until Feb. 29 to comply

with standards for staffing, training, and knowledge about properly caring for these proud yet often helpless people – or fines will be imposed.

No mention of dismissals.

If the death of Mrs. Ewashko teaches us anything as a society, it is the importance of having better guidelines and punishments for facilities and staff who are not meeting our standards either intentionally or by accident. At the very least, we owe that to the seniors who built this country.

fuel is in the bulk tank was taken but it is also equipped with a GPS transmitter. Upon tracking the unit, it showed on a rural property south of Viking. Viking RCMP attended the location and found the transmitter in a stolen truck that was towed earlier in the day.

The truck was stolen out of Wainwright. This file is still under investigation.

On Jan. 21, RCMP received a complaint from the yard manger of the Beaver County yard. The lock was cut off of the fence. Surveillance shows a light brown older model GMC extended cab truck with two occupants attempting to steal

fuel. They were not successful in this venture.

On Jan. 21 at 8:45 a.m., Tofield RCMP were dispatched to a possible impaired driver who was stuck in the snow in a field south of Twp. Rd. 492 on Rge. Rd. 191.

Members attended and located a male in the truck who was heavily intoxicated. The male refused to identify himself and was arrested for Obstruction and Impaired.

The male was lodged in cells until an identity could be confirmed and a responsible adult could be located to release him to.

There is a new class in Tofield School. This class is focused on helping Grade 7 and 8 students excel in their learning.

The class is called 7X/8X. “We collaborated with students and parents in June, 2019 to create the class list,” said Principal Janice Muench. “The classes of 7X/8X started this school year. It started in September and is still

currently going.”

Muench noted that 7X/8X is curriculum based and it is covering all outcomes that need to be covered in Grade 7 and 8 courses.

“This class utilizes experiential learning, inquiry-based learning and strength-based learning in meeting the learning outcomes for their grade levels,” explained Muench. “We wanted it at our school because we believe in strength-based

programming. We had students and families agree to enroll in the class.“ According to Muench the 7X/8X class has been very altruistic. They provide concession and hot lunch support, snow removal in the community and also volunteer in various ways that improve the school and community.

Beaver County holds joint IDP Tofield questions grant consistency hearing with Town of Viking Patricia Harcourt

Patricia Harcourt Beaver County and the Town of Viking held a special joint council meeting and public hearing to hear from anyone regarding a proposed Inter-municipal Development Plan between the two jurisdictions.

Attending Viking's council chambers were Reeve Jim Kallal, Deputy Reeve Gene Hrabec, and councillors Kevin Smook, Barry Bruce and Dale Pederson.

"Amendments to the Municipal Government Act in 2018 require municipalities with common backgrounds to adopt an IDP," said the county's Assistant CAO Margaret Jones.

The new IDP would address issues such as "coordination of inter municipal programs, environmental matters and other matters related to the physical, social or economic development adjacent to the common boundary," explained Jones.

A discussion paper and amended IDP was prepared by a consultant. It included a review of each municipality's planning documents, a population and land supply analyses and amendments to the IDP. These were reviewed by the Viking/Beaver Intermunicipal Committee. The discussion paper indicated enough residential land was available in the Town of Viking for the next 20 years, and enough commercial/industrial land was available for the next 40 years. This meant that, for the foreseeable future, there would be no need to annex any more land by the town.

Short and long term growth areas were identified in the IDP. Future land uses include urban residential development to the north and east of town and commercial/industrial development to the north and south.

Jones stated that, "the results of the public survey indicated support for the amended IDP," after the discussion paper and amended IDP were made available to the public for review.

Three people attended the public hearing portion of the meeting, con-

cerned the new IDP would have an affect on their county properties.

Carol Poche gave a written submission but attended to speak to the IDP in person. Poche owns the former Roddick property on the west side of Highway 36 at Viking and uses it for a bed and breakfast and equine centre activities. The property lies within county boundaries but is adjacent to the town's commercial area.

Poche spoke against residential being "mixed up" with commercial land uses. She cited a large number of trucks speeding along Highway 36 calling them dangerous for students who have to walk across the highway to access her place for lessons.

Poche made a plea for the town to keep the trees in the woodland area adjacent to her property. She said many wildlife including Great Horned Owls, deer herds and Prairie Warblers inhabit those woods.

The trees are a natural noise and dust buffer, she said, advocating for the town's eco-friendly policy. Poche also wants a crosswalk put in to protect people who want to cross from the town proper to the commercial strip and her property.

Town CAO Don McLeod said the intent of the IDP was to have the county notify Viking of any development plans along Highway 36, and other areas where the town and county have a common boundary.

Jones added that the IDP "is the municipality's best guess on how it's developing," but serves as a guideline not a directive.

"It means the two jurisdictions have to talk now," said Viking Councillor Clint Nearing. Viking Councillor Dana Ewashko added: "They (the province) just want agreements between municipalities that butt up against each other so they can talk."

Following the public hearing, Beaver County Council left for a similar meeting at Village of Holden Council.

At the Town of Viking's regular council meeting, the IDP Bylaw 2019686 was given second and third reading by Viking Council enacting the bylaw.

At the Jan. 15 meeting, Beaver County Council reviewed and discussed a letter from the Town of Tofield regarding community grants from the county.

The matter was put on the agenda by Deputy Reeve Gene Hrabec. In his report, CAO Bob Beck said: "Grants are a significant amount each year. This year, the interim budget includes $75,000."

In December, all shared services partners were sent a letter from Reeve Jim Kallal stating that the Community Support Requests funding would be reduced from $250,000 to $75,000.

Council would also be reviewing the eligibility criteria for the program.

"Rarely has the amount of grants provided by the county to community organizations exceeded $100,000 annually, therefore we anticipate that the impact on your organization will be minimal," Kallal wrote.

In the letter, it was explained that the county has "serious cash flow challenges …(that) places a significant strain on the county's 2020 municipal budget."

"Over the last few years, our tax collection rate has plummeted and the amount of uncollectible taxes has reached $3.9 million in total," said Kallal's letter. "The uncollectible taxes relate to the linear and machinery and equipment assessment base and are not collectible under the MGA's tax recovery process."

Consequently, he said council would also not accept any increase to the shared services budgets in 2020. This applies to all SSAs with towns, villages, agricultural societies, FCSS and regional services commissions.

However, the Town of Tofield took exception in regards to what it called inconsistencies in decisions regarding community sponsorship grants.

A letter from Tofield Mayor Deb Dueck referred to a beaver county motion to approve a funding request from the Sears Student Support Society, "subject to the Town of Tofield providing matching dollars."

Deuck pointed out that at the same meeting, the Village of Ryley "was not asked for matching dollars, which

given the motion provided regarding Tofield, is a complete contradiction."

Dueck said that the town reviewed the county's policy to find "there is no mention of a matching municipal component," needed for funding purposes.

She asked if this was policy "done on a whim? There needs to be a following of policy and consistency for all municipalities."

The Town of Tofield requested the issue be discussed at a joint Intermunicipal Committee meeting to get some clarity.

At county council's Jan. 15 meeting, the issue was deferred to the upcoming Beaver/Tofield Inter-Municipal Committee for further talks between the two parties.

At County Council's meeting the previous week, a motion had been passed to defer changes to various policies regarding community support grants to future discussions regarding the 2020 budget at the priority based budgeting process.

Digital 3D Model for Park Council passed a motion that council seek RFPs for a digital 3D model for Equity Industrial Park based on the current Intermunicipal Development Plan (IDP), plus the cost for a change when the new IDP for the park is approved.

Council originally considered both a 3D digital and scale/table top model.

Reeve Kallal pushed the idea of a representation as an easier way to view and understand the expansion plans for the county light industrial park.

Assistant CAO Margaret Jones explained that administration had looked for funding assistance from other organizations that could also use the mapping as their sites were adjacent or nearby. These included Clean Harbors, Beaver Municipal Solutions and the Village of Ryley, but there has been no official response.

Jones said unofficially it is understood that BMS and the village are not interested in participating.

A digital model would cost $5,000 to $12,000, "depending on the level of detail captured," she said. The scale/ table top model was $4,000 to $5,500, "depending on the amount of landscaping required."

Unpaid taxes from oil and gas companies to rural municipalities continues to increase The Rural Municipalities of Alberta (RMA) has conducted a member survey that identifies that approximately $173 million in property taxes are currently owed to rural municipalities from oil and gas companies have gone unpaid. This is a 114% increase from the $81 million that was identified through a similar survey in March 2019. The current survey was completed by a significant number of RMA’s 69 member municipalities. The $173 million estimate above was determined by extrapolating the survey results to apply to all RMA members using equalized assessment.

Non-payment of taxes by oil and gas companies on property that they own and operate has been an ongoing issue

for rural municipalities. The massive increase in unpaid taxes since the last survey less than a year ago indicates that the problem is worsening. Many oil and gas companies are unable or unwilling to pay municipal property taxes due to the ongoing downturn in the price of oil and Alberta’s challenges in market access and receiving a fair price for its resources.

Additionally, rural municipalities also have little recourse to recover unpaid taxes from companies that have declared bankruptcy, as municipalities rank below the Alberta Energy Regulator in priority for seizing the assets of a bankrupt company.

Obituary Lois Joanne Lauber Dec. 15, 1940 – Jan. 23, 2020

Lois Joanne Lauber of Tofield, AB was born on December 15, 1940 in the Lee Roth home, presently the farm where Vic and Charlene Roth reside.

She passed away on January 23, 2020, shortly after her 79th birthday. She was the first daughter born to David and Velma (Yoder) Lehman.

Lois had a child like enthusiasm for life, always ready and waiting for an adventure, even if it meant tenting in the mountains with her grandchildren in her seventies! She had a genuine love for others, especially her family.

Throughout her school years, church and young peoples activities, she grew to know and love

William Joseph Lauber. They were married on June 8, 1960.

Holding her precious memories close to their hearts are her children Mardelle (Dale) Oslund, Rod Lauber, Charlene (Vic) Roth; grandchildren Geoffrey Oslund, Jennelle (Clint) Young; Gillian Oslund, Melissa (Rhys) Jones, Miriam (Keith) Neufeld, Sawyer (Tori) Roth, and Jordan Roth; as well as eight great-grandchildren; sister Marilyn (Rudy) Huebert; inlaws Ben (Pearl), Calvin, Murray, Byron (Leslie), Phyllis (Geoff) Milligan; as well as many nieces, nephews, and special friends.

She was predeceased by her husband William in 2005, after 45 years of marriage; her parents; infant brother; brother-in-law Leo; sistersin-law Ellen and Sylvia; and one niece Michelle Lauber.

Lois attended Salem Mennonite Church.

She attended singing

tours with Paul Voegtlin in her youth, taught many years of Sunday School, Bible School, and Pioneer Girls which she poured her heart into, and she served on the hostess committee for the church.

Lois passed away with her family by her side. She kept her positive outlook and love for life throughout this past year during her battle with cancer.

She has left a hole in our hearts and will be greatly missed.

A funeral service will be held at 2:00 p.m., Monday, February 3, 2020 at the Salem Mennonite Church (1 mile north of intersection TWP492 - Range Road 184). Interment will have taken place at Salem Mennonite Cemetery.

Memorial donations may be made to Mennonite Central Committee or to the St. Mary's Hospital Foundation.

Oil Companies Continued from BCC2 long history of collaborating with the oil and gas industry and sharing in its successes and struggles, RMA is deeply concerned that flaws in Alberta’s tax collection regime are allowing oil and gas companies to transfer their struggles to municipalities in the form of unpaid taxes, and municipalities have no ability to take action to recover owed taxes on this type of infrastructure.

“Rural municipalities are proud of their role as partners and supporters of Alberta’s oil and gas industry. However, municipalities require property taxes to provide the infrastructure and services that industry relies on to access natural resources. If Alberta’s property tax system is not amended to prevent oil and gas companies from refusing to pay property taxes, many rural municipalities will struggle to remain viable," stated Al Kemmere, RMA President The survey results show that the issue of unpaid taxes on oil and gas properties is worsening at an alarming pace. Strengthening municipal tax recovery powers would help address the issue, but broader action to address the industry’s struggles is needed, as the viability of both industry and rural municipalities is at risk.

“RMA members have been impacted by provincial decisions to attract industry through reduced red tape and government spending in the form of reduced municipal grants, increased expectations for municipalities to contribute to policing costs, and an ongoing review Alberta’s assessment model which is likely to result in reduced tax revenue in many municipalities,” said Kemmere. “However, this survey shows that municipalities are struggling, and need similar support from government and industry

to remain viable and serve rural Alberta’s businesses and residents.”

In 2019, the Government of Alberta implemented the Shallow Gas Tax Relief Initiative (SGTRI), which was intended to support struggling shallow gas companies by allowing municipalities to provide them with a 35% reduction on their property tax bills, which would then be reimbursed to municipalities by the province. In 2020, shallow gas companies will continue to receive this reduction, but municipalities will no longer receive a corresponding credit, and instead must absorb the 35% loss in assessment on these properties. RMA is concerned with the SGTRI and its focus on property taxes as a source of the shallow gas industry’s struggles while larger issues related to market access and world resource prices remain unaddressed. RMA’s survey found that among the responding municipalities with properties eligible for the SGTRI, 81% had outstanding taxes on such properties, with some municipalities attributing up to 98% of their unpaid taxes to the shallow gas industry. This suggests that the SGTRI is not solving the problem of unpaid taxes and industry struggles, but is rather providing many companies with 35% forgiveness on their taxes while the rest remain unpaid.

Kemmere stated: “The assessment and taxation model for shallow gas infrastructure is not the cause of or solution of the industry’s challenges. Until government and industry are successful in making fundamental changes rather than blaming long-term, fixed costs such as municipal taxes for the industry’s struggles, this uncertainty will continue.”

Muench noted that she among others are constantly researching and finding ways to improve this class and make it a safe class. She added that this class is helping establish strong relationships among the students as well as between the students and Teacher, Cathy Brown.

“This class breaks away from just using textbooks and paper,” said Brown.

“It focuses on trial and error learning and understanding that making mistakes is part of learning.”

Brown stated that one example of the hands on learning is the use of the Pythagorean theorem when pipefitting.

According to Brown there are many resources online that partner theory with real world applications.

“It's a wonderful opportunity to include community in our student’s learning,” enthused Brown. “We were fortu-

nate to have the quilting guild, Mrs. Allan, and her colleagues to come in and teach us how to quilt.

Our classroom was transformed to a quilting room with five sewing machines, three ironing stations and immeasurable enthusiasm from all students!”

“We have also started learning mechanical theory and will invite local mechanics to either come in or we will visit their shops and share their ex-

periences,” Brown added. “We are looking forward to aesthetics with the Color Box! “ The class will work with many more local businesses in town before the end of the year.

She said that many of the students in the class enjoy community service, such as shovelling the snow.

“This class helps me reduce my anxiety,” said Grade 7 student Jenna Arriagada. “It helps me

with many things such as focusing and helps me calm down when I’m stressed about some of the subjects I am learning about.”

Arriagada added that she has a cousin that has struggles swapping classes and eventually had to be homeschooled because he struggled with the transition from class to class; and believes that if her cousin had the option to join this type of class

he would have been able to excel with his learning.

Grade 8 student Chase Cure said being a visual learner, in previous classes he struggled with certain concepts.

“We do more projects that are better suited for us as learners here,” Cure explained. “For example, hands-on projects and diagrams help me better understand than notes on the computer that I would have to read!”

Tofield Tier 3 Atoms (12-2-0) lost a 9-0 game against CNN on the road on Saturday.

Tofield Tier 4 Peewees (9-2-2) won a 5-2 game at Killam Agriplex on Friday against Battle River.

Zachery McFadzean (2g 2a) and Kowyn Laschowski (1g 3a) both

had 4-point games. Other scorers were; Ty Rude (2a), Sam Stephen (1g), Carter Olson (1g), and Ethan Turnbull (1a).

Jacob Bigney made 26 saves for the win.

Tofield hosts Annual Novice Tournament Moush John

Tofield hosted their annual Novice tournament this past weekend, Jan. 25 and 26, with the arena filled with local hockey teams from Camrose, Strathcona, and Fort Saskatchewan.

“This year was the first year we held a tournament with the new Novice program mandated by Hockey Canada in which players moved from a full ice game to four-on-four on half ice,” said Novice Director Kelsey Williams.

“All the teams skated hard and put in some great games! The kids had fun, and the concession is always great and we had many great prizes for our raffle table.”

Tofield owed a big thank you to many of the local sponsors that took the time to get donations together to support the kids.

“Especially during these harder economic times, every little bit helps in a small town tournament,” Williams added. “We’d also like to thank our local IGA for donating juice boxes.”

Novice 1 Head Coach Chris Warren said, “I’m really proud of how the kids played this weekend. Our passing and teamwork are really starting to click.”

He explained that they have been talking a lot lately about hitting the ice with intensity and they came out flying in all three games.

“We’re not a big team, but we have an amazing

group here,” Warren stated. “They work hard in practice, and no matter what happens during a game they’re ready to go for the next one!”

Novice 2 Head Coach Mark Fritz said, “Our Tofield Novice 2 team played three entertaining games over the weekend, and in each of the three games we were successful in executing our game plan of skating, passing, puck pressure and back checking. Throughout the season we have continued to focus on hockey fundamentals and player skill development.”

Both coaches thanked Director Kelsey Williams; team managers – Kristie Dehid and Aimee Boese; and their VP Off-Ice Jenn Gauthier, who put in a lot of work to make the weekend a huge success.
