Local cannabis store Nobal Buds schedule for a March opening Moush John Tofield Mercury

For local residents and Nobal Buds owners, Ian Mansley and Bradley Brooks, the green signal came earlier this month.

After an incredibly long wait, their patience have paid off as they decide on an opening date for the only cannabis store in Beaver County.

“We are looking at a March opening at the moment,” said Ian Mansley, one of the co-owners.

“While we are now approved, we are starting the supply chain and finance portion of the process, and given how long it’s taken, we can’t be certain, but we’re hoping in March we will be

able to get this finally rolling.”

Mansley stated that while speaking to other small cannabis store owners, they found out that after approval, it could take upto about four weeks to complete the last part of the process.

“Going through the process has been at times somewhat frustrating, however, all we could do was be as transparent with the AGLC, and answer all their questions the best we could, and as fast as possible,” Mansley explained. “There was a thorough background check, and that took time, but the people at AGLC were helpful, and always professional.”

and co-owner Bradley Brooks have been hopeful through the entire time, and never thought of giving up when hurdles came.

“We just worked through them, and now here we are; as the industry is in its early stages, it’s a learning curve for all involved,” Mansley added. “The support and encouragement from family, friends, and the community have really helped our journey and we look forward to the continued support.”

Brooks mirrored Mansley’s sentiments, and said, “There are no words that can really describe how we feel – nervous and excited. Now our objective will be to find a way to

provide the most affordable cannabis in Alberta to our customers; that’s very

important to us.”

Brooks is hoping that the community embraces

what they have to offer, and are supportive.

“I feel and hope that with this store we’re able to draw more people, and thereby revenue to this community,” Brooks noted. “With more people coming to town we’re hoping they stop and support all of the town’s businesses. If we are doing good the rest of the town businesses should be doing better. We want Nobal Buds to be a positive thing for Tofield, and a positive experience for

all our customers.”

Mansley continued that the community has been really co-operative.

“We would like to thank all the local service companies that we had contracted for services while doing the store renovations; they did such a great job! We’re also thankful for all the encouragement along the way, we look forward to being an asset to this community.”

In terms of what the store will be carrying, Brooks said, “We are

going to be bringing in eatables, cannabis, accessories for proper use and storage of cannabis.”

He added that they want to have nine different kinds of cannabis including Sativa’s, Indica’s, Hybrid’s and CBD. “During the next month we are talking to everyone who has input on what they have been buying from other dispensaries so we can offer strains that customers already enjoy,” Brooks concluded.

The Holden 4-H Beef Club started off 2020 with a tire recycling fundraiser to raise money for our club.

We all met at different locations to load the tires into trailers and took them all to the Ryley landfill in the afternoon.

All the members and parents who participated were very happy that the weather was nice. A big thank you to those who donated their old tires to support our club.

After tossing tires for a good part of the day everyone got pretty hungry and headed over to Waskwei Creek Ranch (the Gundersons) to have

our meeting and some well-deserved food.

Our meeting went smoothly and we touched base on a few up and coming events that some members will be participating in.

The parents will be getting together in the near future to finalize the game plan for the remainder of our 4-H year.

After the meeting lunch was served and we were all happy to be inside and warmed up.

Zane took some members out to the corrals for a quick tour of his show animals.

Thank you to the parents who set up the day and the Gundersons for allowing us to show up unexpectedly.

On Sunday, Jan. 5, some members and parents were lucky enough to head to Rogers Place and cheer on the Edmonton Oil Kings during their 4-H Day. The luck didn’t stop there because we also got to go downstairs to high five the players as they were heading back onto the ice. So cool! We had a great day.

Our Club will be very busy in the upcoming weeks with You Be The Judge on Saturday, Feb. 8; Public Speaking on Sunday, Feb. 23; and our Annual Pancake Supper on Tuesday, Feb. 25 at the Holden Community Hall.

Our next meeting will be held on Thursday, Feb. 6 at 7 p.m.

Council Corner Snow removal in Tofield among the best in area when procedures followed Winters months pose a multitude of challenges to each municipality. Tofield in this regards stands no different.

However, one area that Mayor and Council believe brings Tofield to the forefront is its snow removal process.

The Operations Department through their diligent work is able to provide service to the community in its entirety in five days. The placement of signage allows residents to know when service is going to be provided in their area and to make the appropriate arrangements to allow this work to take place.

The placement of signage is done as both an awareness piece as well as being done from a perspective of courtesy. It should be noted; Tofield is one of the only communities within this area to perform such a method. Others have noted this policy and have looked to follow suite based upon our success.

Although the Town has seen

many positives through the placement of signage and the diligence with snow removal, there are still issues. These issues lie in the fact that even though signage is placed many still choose not to remove their vehicle from the street.

By leaving your vehicle on the road you have restricted the ability for large equipment to freely navigate the roadways.

This creates undue stresses for operators to now avoid these barriers. The road is not able to be cleaned in its entirety and also poses a risk of damage to your vehicle.

The Town does have the ability to tow vehicles from the roadway if the signage is not adhered to. The Town would certainly prefer for residents to

comply to avoid this necessity altogether, as would our contracted Peace Officer.

Also of note: the Operations Department has a route to which they follow, starting with emergency access roads. This provides clear passage for our ambulances, fire trucks etc. The Operations Department as aforementioned, places signage to allow people ample notice of the clearing process. Areas may experience drastic change to elements outside of our control, such as weather. The Operations Department as well as Administration are aware of these changes. However, the crews can not be pulled from one area to immediately respond to another prior to full completion of work. This would

create a multitude of issues and never see an area being fully completed. Please respect our workers and the process which they follow. All areas will be addressed, as mentioned, following a process.

In the essence of snow removal, please be reminded that all property owners (residential and commercial) must clean snow from all walkways 24 hours following snow fall. Please note; that these specifics are detailed in the Town’s Community Standards Bylaw 1308, available for review on the Towns website. It is the Town’s goal to see easily navigable walkways free of snow and ice for all residents and visitors.

Later in the week, a Tofield RCMP member initiated traffic stop with a Dodge Ram truck whose license plate did not match. When asked, the driver stated that he did not have his driver’s licence, registration, or insurance with him. The member asked the male to exit the vehicle at which point the male refused and drove off almost striking another vehicle in the process.

The identity of the driver is known and the investi-

gation is continuing.

On the night of Jan. 17th, the Beaver County Storage yard was broken into. The suspects cut the locks off the fence and then attempted to siphon fuel from some of the equipment. They were

not successful and left their jerry can and hose behind. No other items were stolen.

Aug. 10, 1928 - Jan. 12, 2020 Enos Roydan Stauffer was born in Ryley, Alberta, August 10, 1928, to JB and Lydia Stauffer. Enos was the sixth of seven children. He passed away peacefully, January 12, 2020, at the Tofield Long Term Care Center, at the age of 91 years, after a brief illness.

Enos was predeceased by his wife Lucetta (Jutzi) Stauffer and his parents and five older siblings.

Left to mourn his passing are his children Sandra (Reid)

Fisher; Joy (Mark) Hendricks; Randy (Sheila) Stauffer; Jeff (Joanna) Stauffer; his twenty grandchildren and twelve greatgrandchildren; and his sister Elsie Boettger as well as many nieces and nephews.

Enos enjoyed working, and his several jobs included farming near Ryley, driving transport truck in Lloydminster, AB, and working at the Bible Book Store in Edmonton. In 1973, he and his wife Lucetta opened a

Christian bookstore in Lloydminster. After retirement Enos decided that rest and relaxation were not for him and he went back to work as a janitor for an Edmonton office building until he was 85. He was always eager to contribute and help others and he shovelled snow for neighbours until the age of 88.

Enos will be remembered for his tall tales, his easy going disposition and his willingness to help others.

Loose Ends: Cold weather cravings

A friend who recently spent two months in Honduras, returning home for Christmas and then leaving Jan. 3rd to

reside in Yuma until April 30th, texted us yesterday to ask if our weather was as dreadful as he’d heard. We replied, no, it was much worse.

He suggested that we try to stay warm. I’ve decided to unfriend him and am doing a Google search for hitmen who work cheap. While I wait for a call-back from a guy named Rocco “Madman” Marcello, found under SureShot Hits, which has nothing to do with music, I’m concentrating on sat-

isfying my cravings for cold weather foods.

When the temperatures dip and then stick on unbelievable lows, and we daren’t open the doors lest we immediately freeze in place like a giant Popsicle, the only way to fight the cold is to warm up from the inside out with hearty foods. All I want to eat are things like thick soups; casseroles and stews made with lots of red meat, and spicy chili. Just the thought of eating salads or drinking

iced tea sends goosebumps all over and I can’t hardly force my chattering teeth open wide enough to swallow the cold water necessary to ingest the daily Metamucil prescribed by my doctor.

If it doesn’t warm up soon Hubby and I will need to be rolled out to the car like a couple of empty wine barrels.

Our recent creations include maybe a half dozen goulash type dishes made with ground beef

and pasta and anything else we have on hand to make a gravy or sauce; one Shepherd’s pie and one stir-fry with pork.

Last night we made pepperoni pizza. Tonight the menu reads Chili Dogs and spicy fries. There will be no leftovers.

I’ve discovered that adding more spices, the hotter the better, my feet get and stay all toasty, a comfy situation at night.

For me, anyway; Hubby would sleep with his feet sticking out of the covers

even if the indoor temp was in the minus thirties.

So far I haven’t had the same luck with my hands. Cold hands, warm heart? Well, I can wear layers over my heart if needed but wearing mittens makes pretty well everything but bingeing on new Netflix TV shows difficult.

Sewing is a no-go.

Tofield RCMP members received a report of a suspicious vehicle parked at the Lindbrook Tempo Gas Station. The truck was backed up to the doors with two males walking around the store. Mem-

bers attended and spoke to the males on scene. The pipes in the store had frozen and they were there to thaw them out.

The store owners were also on site and were thankful that the police had came to check.

Environmental protesters leading Canadians to the brink of destruction EDITORIAL Kerry Anderson Tofield Mercury Publisher

What would happen to our country if the cortege rhythm of loudmouth Canadian environmental protestors actually succeeded in shutting down Canuck oil, and the black gold was left in the ground forever?

Canada would lose out on incredible economic opportunities as “97 percent” of economic scientists say that oil demand will continue to increase with certainty until at least the year 2050 and likely beyond.

So while they would have Canada leave its ethical oil in the ground, countries like Saudi Arabia, Russia, Iraq and Iran will benefit from our exit from the petroleum market. They will get richer.

Canada will get poorer . . . and the environment will be

worse off without us.

It’s basically the same thing as GM or Ford capitulating for no reason and allowing Toyota and Volkswagon to sell more vehicles world-wide.

The same amount of vehicles will ultimately be sold with our without Ford or GM. But in the environmental fantasy-world where we are no longer producing oil, Canadians will now have to purchase all our oil from the rest of the world. As recently illustrated by our -40 temperatures and seven hours of daylight, Canadians need fossil fuels to at the very least heat their homes – or perish.

But beyond petroleum usage for vehicles and airplanes, it is estimated that over 6,000 products worldwide are made from petroleum.

So, Canada would also eliminate itself from providing the raw materials necessary to make those products and again open up more market via less

competition to the world’s top oil producing countries.

They would be upping production to compensate for Canada’s abandonment of the market.

So what products would we eliminate ourselves from providing material for?

How about everything from nail polish, to soap, to dentures, to hearing aids, to toothpaste and vita-

min capsules? How about pens, tires, skis, linoleum, vehicle battery cases, life jackets, basketballs, pantyhose, fishing rods, boats, lipstick, paint, shoes, bandages, cameras, glasses, dishes, clothes, heart valves, and roughly 5,975 more including cell phones, computers and ipads (ahem, Millennials?).

Presently Canada produces roughly

two billion barrels of oil per year, and without ridiculous government laws, regulations and obstacles, could produce much more. Canada has the third largest oil reserves in the entire world at 170 billion barrels.

Besides job losses, oil company revenues and tens of thousands of satellite business revenues will be lost in the hundreds of

millions of dollars yearly. Provincial and federal governments will lose their cherished taxation base and meanwhile pay hundreds of millions in EI and crime prevention due to the glut in poverty.

At that point in time, environmentalists will have to put away their placards and raise new signs: “Welcome to the third world.”

Tofield School’s Annual Reindeer Games are held during December, with students from grades 9 to 12 and staff members participating.

“This is a fun annual Christmas activity for students and staff, that has been running for several years,” said Melissa Korpan, organizer of the Reindeer Games. “The goal is to clip your clothespin onto your partner first in order to move onto the next round. However, you can only pin your partner during locker and lunch breaks.”

The participants tend to be very competitive and take the game seriously, according to Korpan.

Annual Reindeer Games “It’s a great and easy way to get all grade 9 to 12 students participating in an activity during the locker breaks and at lunch,” she noted. “I love that it has been running for as long as it has. It’s a tradition here at Tofield School!”

Korpan learned about the games from one of her friends who taught at a high school in southern Alberta. She thought that this would be something that should be incorporated into Tofield School’s winter traditions.

“The games typically run for two to three weeks,” explained Korpan. “I usually start it during the first week of December so it ends the final week before the break.”

Rickett added that this is an ideal tradition for Tofield School because it gives everyone the opportunity to meet new people, and get to know them in person.

“All of my competitors throughout the games were difficult to win against,” Rickett added.

“One person I versed made me chase them through the entire school.

Lucky for me they were so tired by the end that I was able to pin them!”

Rickett said she had a driving factor that made her want to win. Since she had lost last year many people had told her she would not make it past the second round.

She explained that those comments made her want to win even more.

“I was very excited to win,” remarked Rickett.

“I was happy to win the treats, $25 Subway gift card, and my name on the Reindeer Games trophy.”

Rickett noted that the Reindeer Games was a unique way for Tofield School to express their holiday spirit. She added that the tradition should continue since it is something that she believes many students will remember years after they are done at Tofield School.

“I really enjoy the Reindeer Games,” said Grade 10 student Ben Woodruff.

“I got second place this year, it was really hard, but really fun!”

Woodruff said he also enjoys the competitiveness that is associated with the games, and said that the nature of the games made everything more fun.

“This is the second time I have made it to the final round,” remarked Woodruff. “Both years that I have participated in this event I have placed in second. I look forward to keeping my second place streaks for the rest of my time at Tofield School.”

I have one New Year's resolution for 2020, but it has two parts: to try harder in school and that leads to the second part of being more successful!

I have been struggling in school lately, however, I think I can overcome my struggles and be more successful overall, both within and outside of school. I hope everyone has a great 2020 and is able to follow their own personal goals.

This year I made a resolution to shoot the puck lower in order to get it into the net. I have been shooting high over the net in hockey and since I want to become a better player I made working on my aim – a personal goal for this year.

Even if I don’t fulfill my resolution, I hope 2020 will be a good year for me.

I want to get a higher mark in tests and study more at home.

I made this my resolution because I think school is important and doing well in school can help me more in the future. I hope I can stick to my resolution this year and at the end of 2020 be proud of what I have accomplished by working hard and sticking to my goal.

My family and I are doing a January Challenge. It’s similar to a resolution however it’s only a month-long – to work out everyday!

So far we’ve been doing really well and I might even continue working out even after January is over.

I think this one is working out well for me, and I will be able to stick to it for a while at least.

BMS transition to municipally controlled corporation Patricia Harcourt As of Jan. 8, Beaver County Council still had questions regarding regional landfill Beaver Municipal Solutions' transition to a municipally controlled corporation.

Administration and board members of BMS attended a county council meeting. BMS General Manager Pierre Breau, BMS Board of Directors Chair Brian Ducherer and Vice-Chair Harold Conquest, Chair of the steering committee for the MCC Deb Dueck, Town of Tofield CAO Cindy Neufeld and governance facilitator John McGowan were all present.

Breau, McGowan and Ducherer took the chairs facing council, with Breau stating that "it was clear that work had to be done" following the public information sessions last fall.

McGowan emphasized the need to "get every municipality to agree to move forward," and "ensuring that issues from the public information meeting are being addressed."

Reeve Jim Kallal noted that "everybody sees it's been awkward for us in Beaver County." Kallal said the county wants a joint public hearing "so everyone can see the cumulative effects of the landfill on the county land."

While one of the five stakeholders wants its own public hearing, Kallal said that municipality is "far removed from the landfill," thereby not receiving its negative effects as those living closer in are experiencing them.

"We want to see the municipally controlled corporation go through," he said. "And I think it's imperative that the public hearing includes all the towns and villages."

McGowan replied that it was a requirement that a public hearing be held "but the legislation doesn't state whether it needs to be joint or not."

Councillor Dale Pederson stated there are no cumulative negative impacts of the landfill at his end of the county. Pederson represented Division 5, but added he "appreciates the concerns of people living closer in."

Neighbouring councillor Barry Bruce said people in Division 4 "aren't so lucky. They feel left out and ask if their concerns are being met."

To that, a resident said he has "never seen traffic like it is now," and feels that while driving "if I make one mistake, I'm dead." Another issue was the mud generated on the highway going past the landfills.

Breau said a joint hearing was recommended by a BMS consultant as being more efficient, rather than each municipality having its own.

"It makes a lot more sense to have a joint public hearing," he said. But he said democratically elected members of the new board should address the concerns that are affecting residents' lifestyles, " to

ensure that gentleman's concern is formally channeled to address it and have it answered."

Councillor Smook stressed the importance of getting a matrix in place and then recruitment of the new corporation's board.

McGowan said the MCC steering committee should develop the "mandate and matrix of what requirements" are needed for that.

Discussion ensued regarding the county's desire for a professional board to be in place as of the first day the new corporation, called Claystone Waste, would be up and running. This is opposed to the previous idea of a transition board, and the uncertainty concerning the role of the current BMS board causing a "duplicate governance structure."

McGowan said a recruitment company would have to be hired to search for candidates that fit the established matrix for a seven person board.

Breau said the issues were "all valid concerns."

"Every municipality has to be comfortable before walking into a public hearing," said McGowan, and have "all needed information."

But Deputy Reeve Gene Hrabec wanted "all the i's dotted before heading into a public hearing." Hrabec said Beaver County wanted to move forward with a professional board established at the start. "Let's just do it right."

Hrabec said that, if the county had agreed to the terms of the incorporation as stated last November, "we would have been crucified…If we don't get the governance right we're going to get fired."

Reeve Kallal called the problem a political one, charging that the other four municipalities were directing the representatives of the BMS board and MCC steering committee. Kallal had recently resigned as chair of the MCC committee.

"We had lots of MCC meetings with nothing resolved," he said. "Everything Beaver County stands on is legitimate."

Breau said everyone on the steering committee "had the opportunity to be heard," adding he believed the MCC steering committee "is the right forum."

He added: "Beaver County's concerns have to be brought forward to the others in a legitimate fashion so the membership all understands."

McGowan agreed that, "to get it done you have to deal with all the municipalities' concerns."

The MCC steering committee was due to have a meeting the next day. "MCC will be brought up to date tomorrow," said Ducherer, who said he thought it would "go very well."

"I think we're on the right path," said Hrabec. "We need to move forward but correctly."

Beaver County Council decisions from Jan. 8 meeting Village of Ryley – Inter-Municipal Collaboration Framework (ICF) Council passed a motion that arbitration costs for the Ryley ICF be established on population as with other municipalities and as approved by the Beaver Regional Partnership at the start of the process.

Councillor Internet and Cell Phone Allowance Council reviewed a report on Councillor Internet and Cell Phone Allowance that contained sample cell and internet allowance policies from other Counties.

Council discussed that any additional cell phone billing due to using cell phones to tether or provide hot-spot for other devices should be billed on their expense claims. Council passed a motion to accept the report as information.

Amendment to BMS Waste Bin Benefit Area At the November 20, 2019 Council meeting, Council amended the Beaver Municipal Solutions’ Surplus Revenue Policy. Administration requested that Council clarify its intent to include “properties within or intersected by the 4-mile radius of the centre of NE 10-50-17-W4”. Most land that is intersected by the 4-mile radius are full quarter sections; however there are 4 incidences where the quarter sections include subdivided property that is not intersected by the 4-mile radius. A Council motion to include the additional properties in the waste bin area was defeated by a tie vote.

Highlights from Jan. 15 meeting Patricia Harcourt At Beaver County Council's Jan. 15 meeting, council acted on a request by a resident to clear blockages within the licensed drainage project that runs north along the east side of Rge. Rd. 181, from the NW 1350-18 to Twp. Rd. 504.

The resident came before council Aug. 21 but as of the meeting no action had been taken, and no motion was passed.

Public Works Director Darby Dietz stated in his report that" "Upon review of the original approval…by Alberta Environment…, the county is allowed to 'remove material which is obstructing the drainage…as long as the original elevations are maintained.'"

After several inspections, Dietz said the blockages are mainly along the north end of the project at Twp. Rd. 504 heading about a kilometre south along that road.

"The majority of this portion of the project is filled with vegetation," stated Dietz.

"There are also a few spots where landowners have installed temporary dams to fill adjacent dugouts, but were never fully removed."

The landowner and a neighbour intended to remove a couple of approaches that could also hold back water. Also beaver dams to the north of the 504 were removed to Ducks Unlimited control structures.

Council referred the issue of land flood to the Agricultural Service Board for input, with a meeting set for Jan. 16.

At the Jan. 15 meeting, council passed a motion directing staff to clear the blockage

within the licensed drainage project from Twp. Rd. south one kilometre, and to perform regular maintenance of the roadside ditch.

Community Partnership Grant Deferred Council deferred on a decision on whether to co-sponsor an Alberta Community Partnership (ACP) grant application with the Village of Ryley for a drainage study.

Administration had recommended the county decline supporting the application, stating: "The village has provided no information how the study may help address drainage concerns they had with respect to the Equity Park Inter-municipal Development Plan bylaw amendment."

The matter was deferred to the county's Feb. 19 meeting, "to allow for more time for further discussion."

ICFs Approved Council approved the Inter-Municipal Collaborative Frameworks worked out between the county and Tofield/Beaver, Holden/Beaver and Viking/Beaver. ICFs between jurisdictions that share common boundaries are now required under the Municipal Government Act. The approved ICFs "address the sharing the costs associated with inter municipal services," states Assistant CAO Margaret Jones, in her report. "With the exception of the Village of Ryley, all shared services agreements have been approved and are included in the applicable frameworks. The county is still negotiating with the Village of Ryley."

Strathcona County and Beaver County Inter-municipal Development Plan The Strathcona County and Beaver County IDP project included one phase of public engagement.

Public engagement included an open house and comment sheets, which provided the opportunity for residents to review information on the draft IDP and provide comments and feedback.

A public open house was held on November 21, 2019 at the Hastings Lake Community Hall. The open house allowed the public opportunities for written comments and the completion of the comment sheets. Thirty-eight members of the public attended the open house, and 3 comment sheets were filled out during that time.

Council reviewed the Public Engagement Summary from the IDP Open House and the revised IDP. Rural Municipalities of Alberta District 5 Chair Council passed a motion to support Deputy Reeve Hrabec’s pursuit of RMA (Rural Municipalities of Alberta) District 5 Chair position.

Amendment to Insurance Claims Policy and Administrative Procedure Council approved an amendment to the Insurance

Claims Policy and Administrative Procedure. The amendments to the policy are as follows: 1.

The Policy indicates that Council will not accept any appeals of insurance claims decisions.

Administration will provide complainants with information regarding the insurance claims process.

3.

Council will receive quarterly reports regarding the number and nature of insurance claims submitted and the decision made on each claim.

Community Support Requests Policy and Administrative Procedure At the December 4, 2019 meeting, Council requested that the Community Support Requests Policy be reviewed, with particular attention given to the eligibility criteria.

Council passed a motion deferring changes to various policies regarding community support grants to future discussions regarding the 2020 budget and the Priority-Based Budgeting process.

RCMP Police Funding That Council forward a letter to the Alberta Solicitor General, Rural Municipalities of Alberta, Minister of Municipal Affairs, Members of Legislature, and Member Parliament, expressing concern regarding the funding of RCMP police and service delivery.

Prime Minister’s Award for Teaching Excellence Council discussed the Prime Minister’s Award for Teaching Excellence. Consensus was reached that this be pursued next year, if time permits.

Beaver Municipal Solutions Agreements Council reviewed the report on outstanding concerns related to the Unanimous Shareholders’ Agreement, Limited Partnership Agreement, Member Service Charter, and other Operating Agreement.

Input on Agriculture Research The government is holding engagement sessions and launching an online survey to gather feedback about the future of agriculture research in Alberta.

Unpaid taxes owed from oil and gas companies to rural municipalities continue to increase The Rural Municipalities of Alberta (RMA) has conducted a member survey that identifies that approximately $173 million in property taxes are currently owed to rural municipalities from oil and gas companies have gone unpaid.

This is a 114% increase from the $81 million that was identified through a similar survey in March 2019. The current survey was completed by a significant number of RMA’s 69 member municipalities. The $173 million estimate above was determined by extrapolating the survey results to apply to all RMA members using equalized assessment.

Non-payment of taxes by oil and gas companies on property that they own and operate has been an ongoing issue for rural municipalities. The massive increase in unpaid taxes since the last survey less than a year ago indicates that the problem is worsening.

Many oil and gas companies are unable or unwilling to pay municipal property taxes due to the ongoing downturn in the price of oil and Alberta’s challenges in market access and receiving a fair price for its resources.

While rural municipalities have a long history of collaborating with the oil and gas industry and sharing in its successes and struggles, RMA is deeply concerned that

flaws in Alberta’s tax collection regime are allowing oil and gas companies to transfer their struggles to municipalities in the form of unpaid taxes, and municipalities have no ability to take action to recover owed taxes on this type of infrastructure.

“Rural municipalities are proud of their role as partners and supporters of Alberta’s oil and gas industry. However, mu-

nicipalities require property taxes to provide the infrastructure and services that industry relies on to access natural resources. If Alberta’s property tax system is not amended to prevent oil and gas companies from refusing to pay property taxes, many rural municipalities will struggle to remain viable,” stated Al Kemmere, RMA President.

The survey results show that the issue of un-

paid taxes on oil and gas properties is worsening at an alarming pace.

Strengthening municipal tax recovery powers would help address the issue, but broader action to address the industry’s struggles is needed, as the viability of both industry and rural municipalities is at risk.

ernment spending in the form of reduced municipal grants, increased expectations for municipalities to contribute to policing costs, and an ongoing review Alberta’s assessment model which is likely to result in reduced tax revenue in many municipalities,” said Kemmere. “However, this survey shows that municipalities are struggling, and need similar support from government and industry to remain viable and serve rural Alberta’s businesses and residents.”

In 2019, the Government of Alberta implemented the Shallow Gas Tax Relief Initiative (SGTRI), which was intended to support struggling shallow gas companies by allowing municipalities to provide them with a 35% reduction on their property tax bills, which would then be reimbursed to municipalities by the province.

In 2020, shallow gas companies will continue to receive this reduction, but municipalities will no longer receive a corresponding credit, and instead must absorb the 35% loss in assessment on these

properties. RMA is concerned with the SGTRI and its focus on property taxes as a source of the shallow gas industry’s struggles while larger issues related to market access and world resource prices remain unaddressed.

RMA’s survey found that among the responding municipalities with properties eligible for the SGTRI, 81% had outstanding taxes on such properties, with some municipalities attributing up to 98% of their unpaid taxes to the shallow gas industry. This suggests that the SGTRI is not solving the problem of unpaid taxes and industry struggles, but is rather providing many companies with 35% forgiveness on their taxes while the rest remain unpaid.

Kemmere stated: “The assessment and taxation model for shallow gas infrastructure is not the cause of or solution of the industry’s challenges.

Until government and industry are successful in making fundamental changes rather than blaming long-term, fixed costs such as municipal taxes for the industry’s struggles, this uncertainty will continue.”

Tofield teams fail to put points on board TOFIELD MINOR HOCKEY REPORT Kerry Anderson Tofield Mercury

These are some of the results from the Northern Alberta Interlock Minor Hockey League games held recently.

No Novice boys’ scores are ever posted.

Tofield Tier 6 Atoms (4-3-1) were scheduled to play a home game against Fort Sask. on Saturday, but no score was posted.

Tofield Tier 3 Bantams (2-11-4) lost an 11-5 game at home on Saturday against Wabasca. Tofield had the lead early in the game but by the midway point Wabasca took control scoring eight unanswered goals in the second frame alone.

Davin Codd had 5-points for Tofield (4g 1a). Other scorers were; Connolly Mozak (3a), Seth Sideroff (1g 1a), and Christian Amirault (1a). On Sunday Tofield travelled to the Killam Agriplex for a game against Battle River. Down 3-1 Tofield scored with 11:07 remaining to get to within one; but BR put the game away with a goal at the 15:09 mark. Davin Codd scored both Tofield goals, with assists going to Caleb Lampitt and Hudson Stephen.

Tofield Tier 4 Midgets (7-7-1) were shutout 7-0

by Hinton at Tofield Arena on Friday. On Sunday, Tofield travelled to Barrhead where they

lost a 6-4 matchup.

Tofield had a 4-1 lead in the second period before the home team’s comeback. James Wipf (1g 1a), Carter Chomik, Cody Forbes and Brett Holmes scored for Tofield.

Daniel Romaniuk picked up two helpers.

Tofield’s Ty Yoder got an assist in his Major Junior Victoria Royals 61 win over Tri City on Jan. 15 at Victoria. Royals are 25-15-3 on the season, in second place in the BC Division of the Western Hockey League.

Tofield Bantams still struggling to find form Moush John Tofield Mercury

Tofield Bantams lost both their games this past weekend, one at home, the other at the Killam Agriplex.

Although Tofield started scoring in the first period, Wabasca netted nine in the second period and took away the game from the home team.

Speaking about their form, Head Coach Wayne Codd said, “We had two really strong periods in our home game against Wabasca, in which we outscored them 4-2 and outplayed our opponent, but the

last 10 min of the second period the team struggled to put something together and gave up eight unanswered goals.

Even though we had a strong third, it was not enough in the end to overcome what we had given up.”

In their second game against Battle River in Killam, Tofield held strong, but in the end losing 4-2.

Battle River scored the

first goal with Tofield’s Davin Codd scoring the equalizer. However, two more goals from the opponent team in the second period once again put Tofield on the back foot, and Codd’s second goal in the third period wasn’t enough to help Tofield score a muchneeded win.

“Battle River is the league leader and we lost to them 4-2 in our second game in the

weekend,” said Coach Codd. “We had a strong game, but not quite enough. The team is so close with all the teams . . . it’s hard to see the losses, but we’re generally just a goal or two away from winning most of them!”

The Bantams are off to Beiseker for a tournament this weekend and have only five more league games before their playoffs start.
