Stuff the Bus reflects Tofield’s generous spirit

MOUSH JOHN PHOTOS MOUSH JOHN Editor COVID-19 pandemic continues to play spoiler as Tofield Winterfest was cancelled this past weekend, however that didn’t dampen residents from the town and surrounding areas to participate in Stuff the Bus on Saturday, Nov. 29.

“We had a great turnout, with people showing up throughout the day and purchasing the $10 and $15 coupons

for respective hampers,” said Dave Hare Sr., owner of Tofield IGA, and an active participant in the Christmas Hamper program. “It’s amazing how people of this community comes together in a spirit of giving. Despite COVID, we were able to raise a significant amount!”

Each year Hare matches up to $2,000 in contributions to Stuff the Bus donations.

“This year we had 201 hampers of $15 and 150 hampers of $10. In all

these years, this is the foirst time we crossed the 200 mark in the $15 hampers, which is truly generous,” said Vanita Eglauer, treasurer and secretary of the Christmas Hamper committee.

“What we do through this program is really a community effort, and this year despite COVID, it will be no different.”

Tofield School given outbreak status

Tofield School was declared a COVID-19 outbreak site by Alberta Health Services (AHS) on Tuesday, Dec. 1.

In a letter published on the School’s website, Principal Janice Muench confirmed this and said, “All of the families who are impacted by this new case have been notified directly. If you have notbeen contacted directly we do not believe your child is a close contact.

“Your child is not at an increased risk. None of the people who have tested positive have been in the school this week.

Our school remains open for in-person learning for the elementary grades and our Grade 7 to 12 students continue to learn online.”

She added, “We can see from our own school experience how quickly COVID can spread. Students and staff who are in quarantine must stay home from work and all other activities.”

In a press release addressed to parents and guardians of Tofield School students, AHS stated that with more than two cases of COVID-19 being confirmed, it’s now an outbreak site.

It noted: ‘Public Health staff are investigating to determine who may have been exposed at your school to cases of COVID-19 during their infectious period. The virus is passed from person to person by large, respiratory droplets, like

According to Diane Hutchinson, Battle River School Division (BRSD) Communications Director, the first positive case at Tofield School was identified on the evening of Sunday, Nov. 29.

“On the morning of Monday, Nov. 30 two more cases were identified,” she said. “Between the three cases, we have about 70 students and staff who are being asked to quarantine at home.”

“FCSS is very kindly doing the intake of the names, getting in all the requests for the hampers,

and we’re really happy to have so many people on board, including organizations; thank you to Ryley Lions Club, who joined this year, and has already donated.”

This year Eglauer hopes they will be distributing approximately 120 hampers between Tofield, Ryley, and all of Beaver County.

Former Tofield graduate Michel Blades contributes to National Award Moush John Tofield Mercury

Former Tofield graduate, Michel Blades of Elk Island Public Schools played her part in Kristian Basaraba’s 2020 Governor General’s History Award for Excellence in Teaching. Blades, who is now an educator in Elk Island Child and Youth Ranch in Lamont County works with students there raising awareness about Indigenous land and culture.

Basaraba of Salisbury Composite High School out of Sherwood Park brought together his love for skateboard art and combined it with a history lesson on Indige-

nous culture and colonialism in an effort to raise awareness about reconciliation.

Students worked with Blades and community leader and professional skateboarder Joe Buffalo to explore Indigenous history and their understanding of the effects of government policies, legislation, and practices on Indigenous cultures and peoples.

Blades, who has been a teacher the past 21 years has focused much of her career on working with vulnerable youth, Indigenous communities, and how best to bring Indigenous ways of knowing and doing into the classroom.

“I recently completed my Masters of Education and specialized in both Indigenous Education and Advancing Healthy and Socially Just Schools and Communities,” she explained. “At the Ranch all of my students are living within government care. It is Indigenous teachings, ways of knowing, doing and inter-generational pedagogy that help vulnerable youth find their identity and place within a system that often leaves them feeling lost and disconnected.”

On Nov. 23, Tofield RCMP responded to a suspicious vehicle complaint in Beaver County as an ATV/UTV was parked in the middle of a field. RCMP attended and spoke with the owner of the vehicle and confirmed that the ATV/UTV was not stolen and valid reasons for its placement at this location.

On Nov. 23, Tofield RCMP responded to a suspicious vehicle that was parked in a ditch in Tofield. The motor vehicle was located and was towed under the authority of the Abandon Vehicles Act as it did not have valid insurance and registration.

On Nov. 23, Tofield RCMP received a suspi-

cious vehicle complaint from Hwy. 14. RCMP attended and were able to locate and confirm the ownership of the motor vehicle. Nothing of criminal nature determined.

On Nov. 23, Tofield RCMP responded to a driving complaint on Hwy. 14 where the driver was reportedly tailgating other drivers, passing unsafely and driving at unreasonable speed. Tofield RCMP located the vehicle and spoke to the driver.

The driver advised the RCMP that they were late to pick up their children from school and decided the best way to solve this issue, in the middle of winter and during terrible driving conditions, was to drive dangerously and put their safety of the safety of others at risk.

Warning provided to the driver.

On Nov. 23, Tofield RCMP responded to another driving complaint on Hwy. 14 where the driver was unable to

maintain their lane of travel on the busy highway. RCMP located the vehicle and driver and issued a ticket under the authority of the Traffic Safety Act. On Nov. 23, Tofield RCMP responded to a motor vehicle collision with a deer on Hwy. 14.

No injuries reported and vehicle was driveable.

On Nov. 23, Tofield RCMP responded to a suspicious vehicle/person complaint in Tofield.

RCMP attended although the vehicle and occupants had left the scene prior to arrival. RCMP were able to obtain the details of the vehicle and were able to follow-up with the registered owner of the vehicle to confirm that they had run out of fuel.

On Nov. 23, Tofield RCMP responded to a report of a stolen green BMW car from Beaver County. This file is still under investigation.

Obituary Vera Lillian Tiedemann Vera Lillian Duckett was born in Hinckley, Leicestershire, England; coming to Alberta in 1948. In 1962, she married Clarence Tiedemann and moved out to the farm near Lindbrook, Alberta.

Vera passed away peacefully, at her home in Tofield, Alberta, on Nov 22, 2020, at the age of 97.

Vera is survived by numerous relatives and friends. She was predeceased by her loving husband (of 51 years), Clarence; by her parents: Horace and Sarah Duckett; by her sisters: Edith and Rene (Irene); and her brothers: Walter, George and Sidney.

Vera was the last surviving

member of her family, and of Clarence’s. At 97 years, she was the longest-lived member of both families.

To respect her wishes, and because of COVID-19, there will not be a public celebration of her life at this time. More about Vera is provided on our website: www.vikingfuneralservices.ca/obits.

Loose Ends: Spirit Lifters

It doesn’t take me long to read the weekly newspaper from front to back these days. I avoid anything Covid or Trump related – why don’t they

both just go away? – so along with my usual weather-horoscope-funnies viewing, I look for anything that might lift my spirits. Because lately I’ve been down in the dumps, and I don’t like it down there.

Believe it or not, I found several spirit lifters that I thought I’d share with you. Just stop me if you’ve already heard them.

First let’s talk about the cute pictures of small dogs out walking with their people, who have

dressed their pets for the cold weather in sweaters, some quite ugly but so what, and little booties wrapping their tiny paws. Surprisingly the dogs didn’t have disgusted expressions on their faces; they actually seemed happy to be outside, warm and getting some exercise. At least they weren’t snarling at the photographer. That has to be a good sign.

And then there’s the news that William and Kate were heartbroken

over the death of their beloved family dog.

Their remembrances were touching. It might have been a slow news day in the UK where journalists are known for their cold hearts but I prefer to think that they decided we all needed a warm and fuzzy change.

And did you hear that in an effort to make milk cool again the US dairy industry hosted a competition in which the winner was an ice cream infused with vegetables?

I know – sounds awful, doesn’t it? But I guess the frozen part does make milk cool.

Something more interesting was a new recipe for crispier, juicier chicken wings. Especially since the wings I made last week were, um, crispy, as in critters, and not juicy at all.

If you want to LOL, check out the BC Ferries logo encouraging travelers to wear masks. It shows what looks like part of the male anatomy and has been a real hit on

late night talk shows and social media. Officials say they will remove it once everyone has had a good laugh.

And lastly, Goldie Hawn and Kurt Russell are reviving their roles on Netflix as Mr. and Mrs. Claus. This is one Christmas movie I may make a point of watching since I like both the Russells and the Clauses. (By the way – did you know Goldie just celebrated her 75th birthday?

Unbelievable.)

RCMP report Continued from Page 4 On Nov. 24, Tofield RCMP responded to a reported scam on the online buying/selling platform Kijiji. The complainant stated that they received an e-cheque from a potential buyer of their property and they were asked to cash it. The complainant believed this to be suspicious and reported to RCMP and to their local bank. This file is still under investigation.

On Nov. 25, Tofield RCMP responded to a suspicious occurrence in Tofield where the complainant states that someone attempted to enter buildings on her property. RCMP attended and confirmed that no entry was gained.

On Nov. 25, Tofield RCMP responded to an abandoned and damaged vehicle on Hwy 14. The vehicle was towed under the authority of the Abandoned Vehicles Act. On Nov. 25, Tofield RCMP responded to an uttering threats complaint in Tofield area.

RCMP attended and spoke to the complainant who advised that a known individual had made verbalized threats toward them. Although this matter was determined to not be criminal and options were provided to the complainant

to consider.

On Nov. 25, Tofield RCMP responded to two motor vehicle collisions with a deer on Hwy. 833.

No injuries reported and vehicles was driveable.

On Nov. 25, Tofield RCMP responded to a break and enter and theft to a commercial property in Beaver County. RCMP attended the scene and confirmed that a building was broken into and a large amount of tools, property and diesel fuel from machinery was stolen. On Nov. 26, Vegreville RCMP located and arrested Tyler PETERS, a Tofield resident, while he was driving a stolen motor vehicle. During their investigation, PETERS was found to be in possession of a number items of stolen property, including items from this investigation. PETERS was subsequently charged with possession of property obtained by

crime over $5,000, possession of a weapon for dangerous purpose, resist/obstruct police officer, identity fraud and failure to comply with undertaking condition.

This file is still under investigation.

On Nov. 25, Tofield RCMP responded to a suspicious vehicle complaint in Beaver County.

RCMP arrived and located the vehicle and identified the driver. The motor vehicle was towed and seized as it was not properly registered and insured. The driver was subsequently arrested and charged for failure to comply with a release order under the authority of the Criminal Code of Canada and the driver was charged under the authority of the Traffic Safety Act for not properly registering and insuring the motor vehicle.

On Nov. 26, Tofield RCMP responded to a

wellbeing check in Tofield. RCMP attended and were able to confirm the wellbeing of the individual and no further issues reported.

On Nov. 26, Tofield RCMP received a suspicious vehicle complaint in Beaver County. RCMP attended and spoke with the registered owner of the motor vehicle the reasons for the vehicle to be there.

On Nov. 27, Tofield RCMP responded to a 911 complaint from On-star regarding a female driver who had run out of gas outside Tofield on Hwy. 834 and requested assistance. RCMP attended, located the female although were unable to identify the female as she appeared to be lying about her name. During further investigation, RCMP were able to identify the female, Elora BRUNO of Maskwacis Alberta, and she was sub-

The Feast of Giving Moush John Editor

If any of you clicked on the Google icon yesterday, Dec. 1 it showed all the December holidays around the world. Topping the list of course was Christmas, followed by Hanukkah, Kwanzaa, and Boxing Day. And if we were to play the odd one out, which one would it be . . . unequivocally Boxing Day. Because there’s a difference between the first three and the last holiday. I used to think the same, until I dug a bit deeper and realized Boxing Day too started with its origins in giving.

According to the etymology of the word, it is the European tradition of giving money and other gifts to those in need, or in service positions, and dates back to the Middle Ages, but the exact origin is unknown. It is sometimes believed to be in reference to the Alms Box placed in the narthex of Christian churches (commonly known as the lobby) to collect donations for the poor.

This tradition is supposedly derived from a

custom in the late Roman/early Christian era, wherein alms boxes placed in churches were used to collect special offerings tied to the Feast of Saint Stephen, which in the Western Christian Churches falls on the same day as Boxing Day. On this day, it is customary in some communities for the alms boxes to be opened and distributed to the poor.

Nowadays, in the modern context of course the holiday is synonymous with a war zone, riddled with getting to being the first in line to snag some ‘awesome’ deals and sales, often accruing things that might be sold eventually on the Facebook Marketplace or your community’s Buy or Sell or Bidding page.

Here’s the difference between gift-giving and buying, or to be specific, between shopping and buying. Both acts are universally engaged in across the world; people participate in the market in different ways, but in some way or the other

we take part. We need things, we buy them.

And even though Boxing Day is pretty much the act of buying things, having researched and narrowing the scope down to exactly what we’re going to get, it is vastly different from shopping.

For those of you who have begun your holiday shopping, you’d know! You have a list, or not, but you’re buying mostly for other people in your lives.

People you want to say thank you to, or just to make them smile. You

put in so much thought, think of what they want, what they’ve been asking for . . . for people we love, and care for – our friends and families.

Sometimes it’s our coworkers and clients and customers who have been supporting us. It’s a selfless act, and one that ends up making us happy. It’s retail therapy, but even better, laced with kindness and generosity.

It is in the anticipation of spreading joy, in imagining people being happy on receiving our

gifts that we get a dopamine rush. It’s called the happiness hormone for a reason.

Simon Sinek, an entrepreneur and thought leader, was one day crossing the street.

There was a guy right in front of him whose bag was open and some papers fell off. Sinek gathered the papers, and ran them over to him. The guy was really thankful and went on his way.

While Sinek was waiting to cross over, a stranger walked up to him and said that he saw what Sinek did,

that was awesome, and he would try to do a kind deed that day for someone. Sinek was touched, and said that even watching someone do something kind, makes us happy and we want to follow suit.

Most people look back and think of what they could’ve done more, or how they could’ve stretched the dollar. Few wish they had bought less for the people who matter to them.

In short, by giving others, we give ourselves, the gift of giving.

Letters to the Editor Dear Editor, Recent articles indicating Beaver County's intention to pursue the paving of Sec. Hwy. 626, with support from MLA Lovely, are extremely worrysome. The fact that the MLA initiated and nurtured this idea, along with support from the County Reeve suggests to me that there is some back-scratching going on.

Whatever favors are being looked for here, paving 626 shouldn’t be one of them! This needs to come off the table!

We do not need more paved roads in Division 3! This is farm and ranch country. It is not about making it more convenient, or faster for you to get to Tofield or Ryley.

Dear Editor, I have been a subscriber to the Mercury for the the past fifty years, and enjoyed the information and events reported in the paper.

The problems on Primary Hwy. 14 will not be solved by paving 626. If people need to detour because of an accident, so what if they have to drive on gravel. It was suggested that paving 626 could be a new or alternate route for the garbage trucks to use to get to the waste facility and dump.

Let’s be realistic here – the unpaved stretch of 626 is approx. 19 kms.

Going AROUND, the long way, (or the inconvenient way as some seem to think), which is fully paved, is a total of approx. 28 kms. That’s a difference of 10 kms. In travel time, that’s about six minutes. The cost now, to pave this 19 kms

is going to run in the millions – and double-digit millions at that. So; for six minutes and millions of dollars, you want to pave a country road so you can get to town faster. For six minutes and millions of dollars, you want to interrupt two active Ducks Unlimited Conservation Projects which directly border 626. For six minutes and millions of dollars, you want to disrupt and interfere with the habitat and biodiversity of the south end of Beaverhill Lake, which is in close proximity to this portion of 626 and is home to hundreds of species of birds and which is designated as Heritage Rangeland. For

six minutes and millions of dollars, you want to disrupt and interfere with hundreds of amateur and professional bird watchers who drive these roads yearly; taking their time to stop and explore or investigate, take pictures, enjoy the view, the countryside; and relax. For six minutes and millions of dollars, these attributes which this gravel road runs through would disappear.

Large volumes of traffic, faster traffic, garbage trucks, garbage – that’s what six minutes and millions of dollars will get you. How about we start respecting the farm and ranch lands we have left. How about we start

the editorials to be very offensive. I understand that everyone is entitled to their own opinion.

But when you are given a platform like a newspaper column to express your views the readership must be con-

sidered.

Extremely biased opinions can be seen as a form of prejudice and intolerance.

However, in the past few months The Tofield Mercury has returned to positive and informative

appreciating the idea of a nice drive in the country, on a gravel road. How about taking your six minutes and millions of dollars and re-direct it to issues on Hwy. 14, which has been going on for decades!

I will go to great lengths to ensure this paving project doesn’t happen! I would be directly and negatively affected by the paving of this road. I have made friendly calls to both Reeve Kallal and Councillor Gene Hrabec advising of same. My family has been here since 1910.

This road runs through three quarters of our deeded land. Many farm-

ers on this road, including us, are cattle farmers and use this road to move cattle throughout the year. ALBERTA GOV'T DO NOT PAVE THIS ROAD!!

RCMP report Continued from Page 5 On Nov. 27, at around 6 a.m., Tofield RCMP responded to a report of a pedestrian and vehicle collision on Hwy. 14 and Twp. Rd. 502 just east of Tofield. Preliminary investigation revealed two vehicles that were westbound on Hwy. 14 collided with a pedestrian who was walking in the same direction. The 53year-old male pedestrian from Edmonton was pronounced deceased at the scene. The drivers of both vehicles were not injured.

The Tofield RCMP is requesting anyone that may have witnessed anything suspicious or had witnessed a pedestrian walking on Hwy. 14 between Holden and Tofield in the early morning hours of midnight to 6 a.m. Nov. 27, to please

contact the Tofield RCMP immediately at 780-6623353. This file is still under investigation.

On Nov. 27, Tofield RCMP responded to a suspicious person complaint in Beaver County where the complainant reports that two unknown persons were on their property. RCMP spoke to property representative who later advised that that nothing criminal occurred as reported.

On Nov. 28, Tofield RCMP responded to a driving complaint on Hwy. 14 where the driver was reportedly passing unsafely and driving at unreasonable speed.

RCMP were unable to locate or identify the vehicle or driver.

On Nov. 28, Tofield RCMP responded to a missing person com-

plaint. The complainant reported that her husband had left in a motor vehicle in the evening and had later called her, disoriented, appeared to be unsure of his whereabouts and his cell phone had died. The RCMP were able to successfully locate the subject and confirm that he was safe and unharmed.

On Nov. 28, Tofield RCMP responded to a suspicious vehicle complaint in the Holden area.

RCMP attended and recovered a stolen Dodge Ram truck from the property.

On Nov. 28, Tofield RCMP responded to a complaint from CN Rail concerning a male walking on the tracks outside Tofield. RCMP attended, located and identified the male who advised that he was hunting. RCMP

spoke to him concerning railroad safety and that it is illegal and unsafe to walk on the tracks. Warning was provided.

On Nov. 28, Tofield RCMP responded to a suspicious vehicle on a rural property outside Holden. RCMP attended and were able to confirm with the property representative that this vehicle was allowed to be there.

On Nov. 28, Tofield RCMP responded to a domestic assault complaint in Tofield area.

RCMP attended and identified all parties involved. RCMP were able to separate all parties and confirmed nothing criminal at this time.

On Nov. 28, Tofield RCMP responded to a mental health complaint in rural Tofield. RCMP attended and spoke to parties involved and

arrested a subject under the authority of the Mental Health Act and safely delivered the subject to a medical facility for assessment.

On Nov. 29, Tofield RCMP responded to a theft of a grey Chevrolet Silverado from rural Tofield. This file is still under investigation.

On Nov. 29, Tofield RCMP responded to a driving complaint on Hwy. 14 where a semi truck was reportedly driving at unreasonable speed. RCMP were unable to locate or identify the vehicle or driver.

The weather cooperated nicely that day so people could get out and attend their favourite market. Beaver County passes face covering bylaw Patricia Harcourt Beaver County Council passed a face mask bylaw making it mandatory within the county and its two hamlets of Bruce and Kinsella to wear a face covering or mask in all public spaces.

The bylaw passed all three readings on Nov. 25, two days before the county was given a provincial enhanced status for having 10 cases of COVID-19.

The county is divided into Viking (Beaver County East) and Tofield (Beaver County West), with the western end of the county having nine of the cases to the east’s single case of COVID-19.

Division 5 Councillor Dale Pederson pointed this out and considered the measures “not a necessity” in the east end. “But the close relationship with the west end (means we) should go ahead,” he said, as it “won’t hurt anyone.”

“It seems reasonable to me,” said Division 4 Councillor Barry Bruce.

“I think this is a very prudent move by Beaver County,” said Division 1 Councillor Kevin Smook, noting that the Town of Tofield and Camrose County already have similar bylaws in place.

Smook said the move should also be done in their county as the province has not issued a blanket masking order in its latest new health measures issued last Tuesday.

Deputy Reeve Gene Hrabec (Division 3) stated he had concerns about enforcement of the bylaw.

“We hope this sends a message that people should do the right thing,” said county CAO Bob Beck. He noted that there has yet to be a discussion on how “to pro-actively enforce it,” but added that discussion would definitely be taking place soon.

To that, Hrabec said he favoured educating people first before trying to enforce the bylaw.

Beck said of the bylaw that “it’s important the message it sends,” adding he believed most people would follow it.

“There always will be those who are against the masks,” said Hrabec, reminding council that, at eight cases of the virus, the county was on the threshold of becoming an enhanced status area.

When there are 10 cases per 100,000 the designation kicks in, he said.

“Once we move to 10 (cases of the virus) then the province looks at it and (their edicts) take precedence over this bylaw,” he said. That happened two days later on Thursday, Nov. 27, and the county became an enhanced status jurisdiction with restrictions to social gatherings, a ban on festivities or events, and new rules for retail and restaurant business.

“You’re right,” agreed Beck, at the special meeting. “As soon as it jumps into the enhanced category, the new regulations will apply to us immediately.”

Hrabec said he believed the virus “will jump fast,” adding: “I support this bylaw” calling it a pro-active move for the county.

“We need to send a message for people to follow it, too,” he said.

Pederson questioned who could enforce the bylaw. “The bylaw allows local police to enforce it,” replied Beck.

And Bruce expressed his concern that people were not wearing their masks properly.

“It’s not in the bylaw but we need to do some communication with the public,” said Beck, including discussion is needed on how the provincial regulations apply here (in the county).”

Beaver County issued an information bulletin on the new bylaw. It stated: “This means it is mandatory for members of the public who are not exempt, to wear a face covering or mask at all times while in an indoor, enclosed, or substantially enclosed public place, or in a public vehicle.”

The new bylaw now means that anybody entering a business accessible to the public must wear a face covering.

Examples of accessible places include a front lobby or waiting room, or a store front.

Exception to places where masks need to be worn are schools, day care facilities, day camp areas, areas in an office not accessible to the public; hospitals, health facilities and offices of health professionals.

There were also exceptions listed for people not to wear masks including, children under two, persons with underlying medical conditions or disability, people eating or drinking in a public premise for designated seating, among others.

The bylaw will be in effect until further notice, but council may consider rescinding the bylaw as the situation improves.

Reeve responds to letter Dear Editor: As a result of the media reports, and the perception that has developed in regards to upgrading Secondary Highway 626, I felt it necessary to reply.

Being the Reeve of Beaver County, even during COVID-19, I get called to attend special events to commemorate or celebrate special occasions. Many of these celebrations include members of the legislative assembly. It was at one of these functions that I was passed the question from our member MLA Jackie Lovely's staff. Is Highway 626 paved from RR 170 to Tofield? As they were going to use that route to get to Tofield, I stated that there is approximately 18 kms that are not paved. Her staff were quite interested as it is a provincial highway and seemed odd it would go from pavement to gravel. MLA Lovely then kindly requested a letter from me in that regard.

So please note and be aware “i did not” !!! “and have never lobbied “....To have 626 surfaced or paved prior to that question or request.

The following is information that people may or may not know.

4. Beaver County has a priority list in which we review annually with the province; presently 626 is not on that list.

5. The letter to MLA Lovely was a general description of the cumulative effects and the possible advantage to have 626 surfaced. It was not a letter asking to have it paved nor be put on the priority list and certainly was not a topic I personally brought up. (A copy of that letter is in our office.)

6. Presently there is major construction on Highway 14 for a bypass that will connect to 834 leading to the heartland; as well we will see 834 improved and widened. As your Reeve I have personally lobbied and kept 834 in my scope to be improved and widened, I never let up campaigning and lobbying for this over the past 15 years.

7. Highway 14 has been in the Province's plans for twinning for over 30 years and if you have travelled it lately you will notice very unprecedented traffic volumes, it is no longer a safe highway. My home is within 200 metres of the highway now and its widening will have profound effects on our lifestyle, I know and realize I have to accept that change for the benefit of all when the time comes to twin highway 14.

8. Unfortunately all of our towns and villages are on the north side of our railway and the north side of Highway 14. I do not think that there is anyone that has not been detained or waited for a train or waited to cross Highway 14 because of the high traffic volumes.

We have cases at these intersections where traffic is backed from the rail onto Highway 14 and have also

COMMUNITY SUPPORT As we turn the calendar page to the last month of the year, typically it is with much excitement, as staff look forward to seeing so many happy and cheery faces at the local Christmas parades. This year however, the season will be verry y different all across the nation.

This COVID-19 pandemic has affected many people so one of the last motions made by our interim Board of Directors of Claystone Waste was to provide some financial support to the residents in our area. Both the Tofield d-Ryley and VikingHolden Food Banks have received $5000 each to support them during this difficult time. This support is in addition to the annual contribution provided for their Christmas hamper campaigns formerly by Beaver Municipal Solutions and now Claystone Waste.

9. 626 is the only alternate artery highway in Beaver County that can service east to west for our first responders and our essential services, should a disaster happen on our rail or highway.....626 connects all of our towns and villages from east to west and provides alternate routes for travellers and farmers to grain terminals, medical services, schools, and shopping.

Presently 626 is the alternate route on the north side of the main transportation corridor and should it remain partially paved and gravel. and at times closed and unpassable, “So be it”..If that is the wish of the residents and the result of our democratic petitions and folks that live and use the corridor for their services.

11. I personally cannot apologize to anyone that lives along a transportation corridor or a numbered highway, many are good friends who I hope realize I have to support my fiduciary job and duty for what I was elected and sworn in for. “That being our residents’ safety, well being and best interests of Beaver County.”

I personally salute the petition initiative and will watch with great interest the comments and results.

As well I don’t expect this to happen in any of the very near future considering the financial crisis that Beaver County, Alberta municipalities, and the provincial government are facing.

As well as the already thousands of miles of gravelled secondary highways that already exist within Alberta.

As well I thank MLA Lovely for keeping a very close relationship and interest with us here in Beaver County.

Presently, on a more important note, please comply and monitor the latest COVID-19 news, take it serious, this is not a time to be cavalier! Mask, hands, distance, sanitize.

On November 26, 2020, the Beaver County Region (including all the towns and villages within the County) moved into ENHANCED status on the Provincial Government’s COVID status map.

Deadline to sign up is Thursday, December 11, 2020

To move into Enhanced status, the active case rate must be 50 cases per 100,000 population with a minimum of 10 active cases. The County reached 10 active cases on November 26.

Beaver County recognizes the seriousness of the coronavirus outbreak and our top priority is the health and safety of our community and staff.

We are taking the necessary precautions to prevent the spread of the virus and are limiting staff interaction with the public.

Face Coverings Bylaw (COVID – 19) At a Special Council meeting on November 25, 2020, Beaver County Council adopted the Face Covering Bylaw (No. 20-1098) to enhance safety measures in the prevention of the spread of COVID - 19. This means it is mandatory for members of the public who are not exempt, to wear a face covering or mask at all times while in an indoor, enclosed, or substantially enclosed public place or in a public vehicle.

FREQUENTLY ASKED QUESTIONS What is a face covering?

In the County's Face Covering Bylaw, a “face covering” means a mask or other face covering that covers the mouth, nose, and chin ensuring a barrier that limits the transmission of infectious respiratory droplets.

Is a face shield an acceptable face covering?

Face shields are not proven to be effective at protecting others from the wearer’s respiratory droplets. The Government of Alberta recommends face shields in the health care industry in addition to a face mask, to protect the eyes as well as the mouth and nose. Outside of health care, face shields are not an effective form of protection and are not considered a face covering under Beaver County's Face Covering Bylaw. This is consistent with the bylaws of other municipalities.

Are there any exceptions to who needs to wear a face covering?

The following exceptions are identified in the County's Face Covering Bylaw: • children under 2 years of age; • persons with an underlying medical condition or disability which inhibits their ability to wear a Face Covering; • persons who are unable to place, use, or remove a Face Covering safely without assistance; • persons who are caregiving for or accompanying a person with a disability where wearing a Face Covering would hinder the accommodation of the person’s disability; • persons who are eating or drinking at a Public Premise that offers food or beverage services in designated seating areas; • persons who have temporarily removed their Face Covering where doing so is necessary to provide or receive a service; and • persons engaging in an athletic, fitness, or water activity, the latter being an activity where their face may be submerged in water, including but not limited to persons employed as a lifeguard.

Remember that some people may be unable to wear a mask for various reasons, which may not be obvious or visible to the general public. Please refrain from making assumptions in these situations and do not judge others for not wearing a mask.

How about exceptions to places where masks are required?

The following places are exceptions under Beaver County's bylaw. However, people should follow the face covering guidelines in place by each individual organization.

• Schools, as defined by the School Act, RSA 200 c S-3; • Day Care facilities, as defined in Beaver County’s Land Use Bylaw; • Portions of buildings that are being used for the purpose of providing day camps; • Areas not open to the general public in offices of professional service providers such as lawyers and accountants where clients receive services; and • Hospitals, independent health facilities, and offices of regulated health professionals.

How long will the bylaw be in effect?

The bylaw is in effect until further notice, but Council will consider rescinding the bylaw as the Provincial COVID – 19 situation improves.

us community, teachings, and history together within an urban social group setting to help continue the valuable conversation and awareness of society’s connection to colonialism, the land that we live on and how Treaty, the Indian Act, and Residential Schools have forever affected the lives of Indigenous people,” Blades said. “He approached me to consult on his application and education components for his ‘Exploring Colonialism, Creativity and Reconciliation with Skateboards’ project with his class at Salisbury Composite High.

“The project incorporated foundational knowledge on Treaty, Indian Act, the Truth and Reconciliation Commission’s 94 Calls to Action and the United Nations Declaration on the Rights for Indigenous People with relationship building and inter-generational learning with Residential School survivor, Joe Buffalo and local artist, Jonathon Cardinal, J-Cat. I gave the students the opportunity to share their existing knowledge, while exploring the above historical and active documents to increase awareness and connection to this land and its history.”

Blades who graduated from Tofield School in 1991 said that her roots in Tofield has given her a

stable and sturdy connection to where she is from and what is the history of the land.

“I spent my summers working for the Beaverhill Lake Nature Centre, and this too gave me the opportunity to learn from and share with others the lessons that the migratory and habitual birds and animals have established within this area,” Blades added.

“We need to keep this understanding to allow species and people to flourish, just as we need to learn and understand from the Cree, Stoney Nakoda, Saulteaux, Metis, Dene, and Blackfoot teachings that are foundational to the very land we all live on.”

According to Blades, teaching now needs to be a lot more open to other ways of doing things.

“We teach within a colonial, institutionbased system that if you go back historically, was not designed to be inclusive nor mindful of Indigenous culture and language,” she noted.

“We are all colonized and had no choice about it, some students thrive within this way of learning and others do not. To help better the connections we can make with our parents and students and communities, we need to know and understand the harsh effects of Residential Schools that have lasted generations!”

Blades’ father, John Blades who is a Tofield resident echoed her sen-

timents, “Michel has been quite involved with the education about and of First Nations people and their plight in Canada. I might add that we, her parents, have learned much over this period of her involvement. I often say that I wish I could wave a magic wand and solve the problems, but I have no idea what the solution is. It’s really a steep learning curve. Each little step, such as the project with the skateboards helps, but there is a really long way to go.”

Blades further added that she teaches her students the importance of knowing the land that they are on, no matter if it is their home or not.

“We look to the changes in the seasons, what is going on outside around us, land-base learning, Natural Law, and we are learning to grow our own food and plants,” Blades explained. “Our classroom is equipped with Tower Gardens and we are using an aquaponics system to learn about growing, patience, and caring for the life of another, whether its a human or a plant.

“We will be submitting our own project for the History Award this year, ‘Keeping Tobacco Sacred’, a learning initiative that allows our students to grow ceremonial tobacco from seed to plant and eventually dried to use for an offering to an Elder for prayers and guidance.”
