It was a devastating fire that started on Friday afternoon, Aug. 13 on a hay field on Hwy. 630 destroying approxiately five acres.

Around 12:32 p.m., a 911 call was made report-

ing a running fire in a field/brush.

“We sent our ‘first alarm’ crew designation of three brush trucks; three water tankers; one fire truck; one incident commander; and one ambulance,” said Devin Capcara, Deputy Chief Operations of Strathcona

County Emergency Services. “Our crews arrived and found approximately two to three acres of field and brush on fire with one structure threatened.

“The crews initiated an offensive attack and called for more resources.

With a snap election called for Sept. 20 by Canadian Prime Minister Justin Trudeau, federal political parties are ensuring that constituents are aware of their platforms. An early election has been called because Trudeau needed a new mandate to ascertain that voters were on board of his Liberal government’s pandemic recovery plan.

Battle River-Crowfoot Conservative Party of Canada (CPC) candidate and incumbent MP Damien Kurek stated, “The Prime Minister has called an election for no other reason than his own vanity. Justin Trudeau’s selfish gambit comes at a time when many of our allies are working to tackle some of the major challenges facing the world.

“In fact, the United Kingdom just announced that they will recall Par-

liament to address the developing situation in Afghanistan.”

According to Kurek, this is in direct conflict with a statement made by the Prime Minister earlier

this year, when he promised Canadians that he would not call an election until the pandemic is over.

Canada’s (CPC’s) stand, Battle River-Crowfoot MP Damien Kurek said, “Conservatives have a five-pillar platform for this election. We plan to secure jobs, accountabil-

Hwy. 834 Tofield Bypass to be completed by September Moush John Tofield Mercury

The ongoing construction work on Hwy. 834, which began in May last year is scheduled to be completed by September 2021. This two-year project was tendered in the

spring of 2020.

Crews are working to meet this deadline according to Wes Kennedy, project manager of AlTerra Engineering Ltd., the firm contracted by Alberta Transportation.

“Hwy. 834 and Hwy. 14 are part of the over dimensional load corridor

for vehicles travelling to Fort McMurray from Edmonton and other origins from the south; these loads travel on 834 and currently pass through the town of Tofield,” Kennedy explained. “To improve safety as well as provide a more continuous route for traffic, par-

ticularly over dimensional loads, a new bypass – Highway 834 Tofield Bypass – is being constructed to take traffic on Hwy. 834 north of Hwy. 626, east of town, and continue north until it ties in near Twp. Rd. 512, just north of the cemetery.”

He added that Hwy. 626 will also be paved from Tofield to Hwy. 834 east of town.

Kennedy said that construction has been progressing this year with grading (topsoiling), gravel, paving, traffic signs, and paint line markings.

“We anticipate the project to be completed by the end of September 2021, weather pending.”

An additional brush truck, tanker, and incident commander were deployed.”

The crew managed to prevent the fire from damaging the structure, according to Capcara.

“In total approximately five acres were affected. The fire was brought under control

by 5:08 p.m. that day,” he explained. “Crews are still on scene dealing with hot spots but are expected to wrap up Tuesday afternoon.”

He noted that no one was injured as a result of the fire and the cause is under investigation.

“It is believed that a tractor working in the area may have started the fire.”

Loose Ends: Life Digits

Our grandson Kaleb’s birthday is easy to remember. He was born on the eighth day of the

eighth month, in the year 1998. So he claimed 8 not necessarily as his lucky number but as his personal number or ‘life digit’ and has it tattooed on his upper chest.

I’ve never had a personal number but if I do claim one it would probably be four. I was born in 1944, on the 26th day of July and if you subtract the two from the six you get four. (Too much of a stretch?) Also, I’m

one of four sisters; we were married in 1968 which is a Leap Year, which occurs every four years and we have four members in our family.

So there you go, the perfect digit to call my own.

All I need to do now is figure out what to do with it. I mean, it took me all of forty-four minutes to choose four so it either it has to make itself useful or I need to celebrate it somehow. I don’t think

I’ll get it tattooed anywhere on this old body; too many sags and wrinkles are already making me resemble four kliks of rough road. It would have to be small and in a month it could be twisted into the letter h or I’d never be able to find it, due to migration. Thank you, gravity. But mainly I’d veto a tattoo because they use a needle to puncture your skin – I’m too much of a wuss to

purposely inflict that pain on myself.

Okay, should I expect something magical to happen on the fourth of every month? Is that the date I should buy a lottery ticket and circle only numbers with four in them? Can I adopt ‘may the fourth be with you’ as my personal mantra?

When we order pizza can I have 4 slices? Should I buy that facial ‘crème’ that costs $400 and prom-

ises me skin as smooth as a baby’s butt in four weeks?

Perhaps I could simply make a set of four couch cushions with four appliqued on the front? Or just draw a stylized four – somewhere – with my black permanent marker, maybe on the back of one hand. Or the number two on each hand. . . . Okay, enough. My head hurts from overthinking this whole life digit thing.

Obituary Wilhelm Siemens 1936 - 2021 Bill Siemens of Tofield, Alberta passed away on August 15, 2021 at the age of 84 years.

Thrilled to see more job opportunities MLA JACKIE LOVELY Camrose Constituency

I hope everyone is having their best summer ever in the Camrose constituency! It has been a great opportunity for me to visit with many of you all over our beautiful Camrose Constituency and connect with you directly. Direct contact was the point of my Summer Community Check in - to hear from as many of you as possible. Whether I have been knocking on doors in Forestburg, Bashaw, Viking, Hardisty, Bawlf, Tofield or anywhere in the riding, people have asked me questions about our economy, as well as support for an industry that is so critical to our livelihoods here, and that is agriculture.

When it comes to the economy, I was pleasantly surprised by July’s numbers from Statistics Canada! Approximately 20,000 full-time jobs were created last month. Also, Alberta’s unemployment rate dropped by 0.8 to 8.5 percent compared to June. The government’s Alberta

Recovery Plan is working, and we are just getting started. In fact, since the United Conservative Government launched our ambitious plan in June of 2020, over 180,000 new jobs have been created in our province. Minister of Jobs, Economy and Innovation, Doug Schweitzer pointed out that the new jobs are not tied to a specific industry but are coming from many sectors of the economy.

Building on our strengths while diversifying the economy has been a long-standing goal of our government. Some of those opportunities are right here in the Camrose constituency. I encourage you to check my Facebook page regularly as I make it a habit to post many of the latest job openings as I come across them in our community.

like to welcome you. I found a number of young families have moved back home to be closer to family. I have also found a number of seniors who have relocated to our community as they have found it to be much more affordable out here as compared to the larger cities. Thank you for choosing our community to live in and embarking on enjoying the good life that we have available to us.

When it comes to our agriculture industry, I think we can all appreciate and empathize with the producers and ranchers in our constituency, and across Alberta. As a result of this situation, our government has been working closely with industry to identify producers’ most pressing concerns and to make sure they have the support they need to make it through this difficult time. Now, we are announcing that drought-stricken livestock producers and beekeepers will soon

have access to millions in financial relief and will benefit from new rangeland initiatives that will improve access to water and grazing.

Under the AgriRecovery program – a joint program between Alberta’s government and the Federal Government– $340 million will be made available to Alberta livestock producers and beekeepers to help cover the extraordinary costs they are facing due to the dry conditions across the province.

The $340 million will be split 60-40 be-

tween the federal and provincial governments (Alberta’s contribution is $136 million). This funding will provide much needed financial support and immediate cash flow for our livestock producers and beekeepers to purchase feed, water, and fencing. In addition, Alberta Environment and Parks has approved several temporary changes to grazing and water regulations to open new sources of feed for livestock.

Our farmers and ranchers have endured an exceptionally difficult year

because of drought conditions, and we are pleased to be able to provide this relief and support to help them get through this difficult time. These hardworking Albertans are always there for us.

We owe it to them to be there when they need us. Our government understands that and will always stand by our producers, in good times and bad.

County decides to remove beavers from Waskwei Creek Patricia Harcourt Beaver County councillors have decided to remove beavers along Waskwei Creek as its agreement with Ducks Unlimited (DU) winds down to the end of the year.

A contractor would be hired to do this work in order to prevent further damage to infrastructure, stated council at the Aug. 4 meeting.

Three Ducks Unlimited officials met with council in public session at the meeting, including Tracy Scott, head of industry and government relations for DU, Brent Thygesen, conservation and retention, and Angus Bryan, conservation program specialist.

Bryan went through the Waskwei Project’s background started in 1982 to manage the water flowing through areas of Waskwei located northeast of Ryley.

A partnership was formed almost 40 years ago with DU and the county, with some funding through the Alberta Water Management and Erosion Control Program. Although that agreement ended in 2002, DU has kept on managing the project but has decided to end its involvement, asking the county for a year’s written notification to terminate the agreement.

The goal, started in the late 1970s, was to preserve flood prone land, said Bryan, and two weirs were put in place. DU said it would continue to maintain the creek until the end of 2021. And Thygesen said they would “be happy to work with the residents,” some of whom are unhappy with flooding and drainage issues.

When asked by Councillor Kevin Smook (Division 1) why DU is pulling out, the reply was: “Because there’s not any benefit to Ducks Unlimited,” adding: “We don’t have municipal, government or county support,” so “there is no reason to continue.”

DU would “want it as originally designed,” he said, but ”there’s no support for that now (as) there would be significant flooding.”

Council also heard about the other projects and initiatives being done in Beaver County, with 60,000 acres under Ducks Unlimited stewardship. They include a revolving land program, forage program, and services to municipalities to help them meet their wetland obligations.

As well as authorizing administration to have beavers along Waskwei Creek removed, council also agreed to review its Water Management Policies.

July 7, Council had passed a motion authorizing administration to explore a partnership with Ducks Unlimited Canada for the purposes of naturalizing the Waskwei Creek water management project, subject to consultation with the affected landowners.

Division 3 resident Jason Suchy attended a July 21 meeting to discuss his concerns over drainage along Waskwei Creek.

Points made to council were that beaver dams are affecting infrastructure with flooding and drainage problems affecting 40 quarters of land along the creek.

Suchy also urged council to do something about the problems before there is more flooding in future, either from rain or snow fall.

At the July meeting , council had asked administration to compile a report on the cost to remove beaver dams along the creek from Twp. Rd. 500 north to Twp. Rd. 512.

During the meeting with DU officials Aug.4, Division 4 Councillor Barry Bruce noted that the county has dealt with three or four wet years followed by drought conditions this year.

“So I don’t envy your jobs at all,” he said.

“You can’t make everybody happy all the time.”

But Scott said that relations with most landowners these days “are pretty good,” adding that DU no longer buys land and hangs onto it. “Now we use easements,” he said, and have voluntary agreements with landowners.

Deputy Reeve Gene Hrabec (Division 3) reminded them that DU has 60,000 acres in Beaver County and listed his reasons why he voted against a DU request for time to give notice on pulling out of the agreement.

Hrabec said DU is wrong in stating it doesn’t take the land out of use,” under its stewardship. He also said that DU “takes taxes away from the county.”

Scott said building sites carved out in five or 10 acre parcels could be included in conservation easements, which would contribute taxes to the county.

But Hrabec countered that the county has already “lost the potential for residential areas or farm sites out of that 60,000 acres,” DU now controls.

Farmers want to get the best price they can for their land, he said, but added: “That land cannot now go back into grain production,” once sold to DU. “The farm sites, that’s where we get (county tax money),” he said, telling them

his major concern was with acreage sites.

“Land purchases (are) what gives Ducks Unlimited a black eye in the county,” Hrabec continued. “We have 20 farmers in the area who despise you because of your policy.”

Council was told Hrabec made “a great point…As an organization we need to review our policies,” said Bryan.

But Hrabec also didn’t appreciate the comments made “about walking away from Waskwei Creek project,” referring to farmers with pasture land there. “After 41 years I think it’s irresponsible…We hold that water licence in conjunction with Ducks Unlimited and we should be working together.”

Hrabec said he didn’t understand why DU was walking away “because some farmers are unhappy with the water (situation)…There are lots of beaver there. I didn’t like that comment.”

But he was reminded that DU has continued to manage the creek even after the licence expired.

“We’ve been doing kind of a free service for a fair bit of time and Angus is doing a lot of work,” he said, adding that “Angus will work with you so Ducks Unlimited staff isn’t so heavily allocated.”

And he reassured council that “Angus is not just dropping you, he will be willing to work with you…We have a year to figure out what this will look like after giving notice.”

Speaking of impending municipal elections in October, Hrabec said: “One week of campaigning I have heard a lot (of talk) about beavers on creeks and on waterways.” But he said “some of the landowners like to work with the beaver.” Scott agreed with this, referring to the use of pond levellers that keep the water levels down while allowing beavers to keep their dams.

“Some don’t mind the water, they just want it managed right,” said Hrabec.

In later discussions with Ag Fieldman Mike Bates, council considered the two options. One was to stick with the current policy of the county and landowners each paying 50 per cent of the cost for removal of beaver dams.

However, council went with the second option of authorizing administration to contract out the removals. Bates pointed out this was not in line with the county’s current policy.

Reeve Jim Kallal (Division 2) said in consulting with landowners it was determined

they did not want to pay so favoured option two.

“We need to be proactive,” said Hrabec, noting that “if we get a lot of rain it will affect county infrastructure.”

He recommended going into the creek and removing the dams now and saving the added cost of repairing flooded roadways down the road.

“We should go in now while it’s dry… and use a contractor,” he said.

While Smook wasn’t opposed to getting the work done, he favoured going with the current policy of the landowner paying 50 per cent of the cost.

“We have one person saying ’no’ to paying but there are others in the community who will benefit,” he said, “and I think they should pay for it, in part.”

“Mr. Suchy said there were five to 10 dams,” said Bruce. “I don’t think all of them were causing infrastructure problems…One or two (beaver dams) are probably doing it and the county should pay (to remove them). But down the creek, the residents should contribute to the others (being removed)…Maybe the solution is a little bit of both.”

But Bates provided a cautionary tale: “It’s not as easy as pulling one dam. This action can flood people downstream and that’s a challenge.” The last motion made by council was “to do the entire (water) system,” he reminded them.

“I am going to advise you to follow your policies,” said Bates.

But Hrabec said he agreed with council’s motion to eradicate all the dams as “a way to be proactive and clear it up…I believe that this is the right thing to do.”

Smook felt the beaver removal should be done within a policy, “because if we are doing it for one (group of landowners) we should do it for others…Maybe we need to change the policy if there is more than one issue.”

Division 5 Councillor Dale Pederson said he was alright with doing the removal of dams at Waskwei “if there is damage to (county) infrastructure…It should be opened up but I believe in option 1.”

Bates told council that “there are landowners along (Twp.) 500 to 502 who won’t want any part of it,” but Hrabec replied that “you can’t keep everybody happy.”

Bates suggested council look at the water management policy before the next budget, and part of the motion passed was to do that.

Locals interested in running for county council have a month to file Patricia Harcourt Anyone interested in running to become a councillor in Beaver County has about a month to get their nomination papers filed.

There may have been the sense of there being plenty of time, as nominations opened for this year’s municipal elections on January 1. The gap is closing rapidly now, however, with the final day to file on Sept. 20.

In previous elections, political hopefuls had only one nomination day to get their name in as a candidate.

Sept. 20 is also the date set for the federal election after the prime minister requested the governor general to dissolve Parliament August 15, setting off the campaign nationally.

This means the week of Monday, Sept. 20, will be full of political news about who has put their name in to run in the local elections and, at the same time, who will have won seats as Members of Parliament in the 44th federal election.

The general municipal elections will take place on October 18 and will result in the election of one candidate from each of five Beaver County divisions. After that, the newly elected council will choose its new reeve, deputy reeve and acting reeve by an in-council vote at an organizational meeting.

The municipal terms are now set at four years, changed from three prior to the last municipal election.

Drought leaves just 18 per cent of crops looking good provincially The latest Prairie Crop Report for Aug. 13 paints a grim picture for conditions as many producers start to harvest much earlier than normal due to the drought like conditions and poor growing season.

Dry conditions caused Beaver County to declare an Agricultural Disaster last month, and conditions locally are not any better than they were then leaving crops and pasture land in a bad state.

In Alberta, the crop report states that over the previous two weeks, low to moderate amounts of moisture were received through widespread thunderstorms across the province, with the exception of last week’s general rains over southern parts. Rain was welcome in the areas where it was received, particularly for hay and pasture fields.

However, the report states that it might be late for most annual crops.

Temperatures over this period remained in the mid to high 20s across all regions. Overall, precipitation accumulations tended to be highly variable throughout most parts of the province.

Crop development was accelerated by the heat wave over the months of June and July. Spring seeded cereals across the province are mostly in the dough development growth stage, while all dry peas, 97 per cent of canola and more than 95 per cent of lentils and chickpeas are in the podding stage.

Crops still look weak in many areas with small head sizes and unfilled kernels. Provincial crop condition ratings declined slightly from the previous crop report (conditions as of July 27).

Currently, 18 per cent of crops in Alberta are in good or excellent condition, compared to the 5-year average (2016-2020) of 69 per cent. Compared to the previous crop report, growing condition ratings dropped for all regions, with the North West Region deteriorating the most (down three per cent), followed by the Peace and Central Regions (down two per cent).

Conditions deteriorated marginally (by one per cent) in the South and North East Regions.

Harvest is advanced in all regions and operations have begun for fallseeded crops, pulses and some earlyseeded spring cereals. Provincially, 62 per cent of fall rye, 44 per cent of winter wheat, 32 per cent of lentils, 19 per cent of dry peas and 14 per cent of both durum wheat and triticale are now in the bin, accounting for about four per cent of all crops. About one per cent of crops across the province have been swathed and 95 per cent is still standing. Average yields are below both the 5-year and 10-year averages in all regions. Provincially, the estimated dryland 5-year yield index is 58.7 per cent, indicating that provincial yields are estimated to be below the 5-year

Over the past five years, no crops were harvested at this time, while all winter wheat, 93 per cent of fall rye and eight per cent of dry peas are now in the bin. Overall, nine per cent of crops have been combined in the region and 91 per cent still standing. First cut haying is 99 per cent complete, much ahead of the 5-year average of 79 per cent completed at this time.

Yield is reported at 0.9 ton per acre, below the 5-year average of 1.7 tons per acre and quality is rated as 23 per cent poor and fair, 24 per cent good and 53 per cent excellent. Second cut hay is also under-way. Pasture growing conditions (tame hay conditions shown in brackets) are reported as 72 (78) per cent poor, 18 (18) per cent fair and 10 (4) per cent good. Surface soil moisture is reported (sub-surface soil moisture ratings shown in brackets) at 62 (47) per cent poor, 24 (33) per cent fair and 14 (20) per cent good.

Pasture conditions (tame hay numbers shown in the brackets) across the province are now reported as 52 (51) per cent poor, 30 (32) per cent fair, 17 (16) per cent good and 1 (1) per cent excellent. First cut haying is virtually complete across the province, significantly ahead of the 5-year average of 85 per cent. There will not be any second cut in many areas, due to little regrowth. Yield for first cut dryland hay is estimated at one ton per acre (below the 5-year average of 1.5 tons per acre), with quality rated as 17 per cent poor,

Train Whistle Cessation Funding

At the June 16, 2021 meeting of County Council, Council agreed to fund the necessary improvements to enable train whistle cessation at 4 crossings in the County.

2021 MUNICIPAL ELECTION

The locations and costs of improvements are as follows: • Mile 196.7 (Main Street in Bruce) with improvement costs of $26,384 • Mile 197.16 (SH 857) with improvement costs of $17,984 • Mile 232.39 (SH 630) with improvement costs of $20,295 • Mile 204.44 (Twp Rd 492) with improvement costs of $0 (nil) The County will be responsible for 50% of the annual maintenance fees at the above crossings once the improvements are complete.

Council withdrew its train whistle cessation request at Mile 205.14 (Rge Rd 161) because the cost of improvements exceeded $500,000.

Construction Update

The next step in the process is to sign funding agreements with CN. The agreements are being prepared by CN and if they are submitted to the County in a timely manner, the improvements may be completed this Fall.

Over the next few weeks, Range Road 132 from Parrish & Heimbecker to Township Road 482 and Township Road 482 from Range Road 132 to Highway 36 will be having spot repairs done.

ASB Scholarship

During this construction phase, portions of the road may be closed to allow crews to work safely. Please use another route. Detours will be posted or be cautious when you need to drive through construction zones (local traffic only). Beaver County's goal is to provide a healthy, injury free work environment for all employees, contractors, visitors and general public. Already this year we have had people exceeding the posted speed limit through our construction zones, endangering staff, contractors and the public.

To help promote agriculture as a career choice among our youth, the Beaver County Agricultural Service Board sponsors an annual scholarship for students who are pursuing a field of study related to the Agriculture Industry. The scholarship is open to all students graduating from Tofield, Ryley, and Viking High schools that are enrolled in a post secondary agriculture or agriculture related program, of two or more years in length. Proof of enrollment will be required.

The scholarship awarded is in the amount of $500.00.

Public Hearing: Surface Drainage Bylaw Beaver County Council has given first reading to a Surface Drainage Bylaw and is now inviting public input.

AAAF Memorial Bursary The Association of Alberta Agricultural Fieldman, as an ongoing tribute to active or retired AAAF members who pass away, and in the spirit of continuing education valued by our Association, created the AAAF Memorial Bursary.

The bursary is intended for students continuing their education in a College or University program that focuses on Agriculture or Environmental Science. One $ 1000.00 bursary is available annually for each of the 5 Provincial regions of the AAAF. Application submissions must be received by September 1, 2021.

Blowdown Notice The County has received notification from TC Energy that it intends to conduct “blowdowns” on its natural gas pipeline in SE 2-49-13-W4. The blowdowns are necessary to release natural gas so that maintenance work can be performed on TC Energy’s facilities.

The timeframe for the blowdowns and maintenance activities is August 11 – 24, 2021. If you live near the blowdown area, you may hear a loud roaring sound for approximately 15 minutes each time natural gas is released.

The Surface Drainage Bylaw will enable the County to investigate drainage-related complaints wherever the County has jurisdiction over drainage and waterbodies. This applies primarily to the registered subdivisions in Divisions One and Two. Surface water diversions on agricultural lands remain under the jurisdiction of Alberta Environment and Parks and may require an authorization from Alberta Environment and Parks.

The County’s Surface Drainage Bylaw prohibits the alteration of the surface elevation or grade of any property (public or private) if such work creates a nuisance or danger, adversely affects the stability of a slope, alters an on-site storm water management system, or alters the elevation of an adjacent property. The Bylaw also restricts naturally occurring drainage features or easements from being filled, drained, or redirected.

Enforcement of the Bylaw includes the power of a County Designated Officer to enter onto the property (after reasonable notice is given) to carry out an inspection and obtain information. The Designated Officer may issue a fine for contravention of the Bylaw and/or may issue an Order to a person to return the property to its original state.

The costs incurred for the remediation action are the responsibility of the landowner or the person who caused the contravention.

According to Kurek, it is clear that Trudeau does not care about these issues the country is facing, and instead wants to try his best to secure a majority.

“This election, because of these crises, will be unlike any other.”

He added that rural Albertans deserve a strong voice each and every day, and he has endeavoured to be that voice.

“In the Official Opposition I used every tool at my disposal to be the tireless advocate we need, and I am proud to run on that record,” Kurek stated. “Further, as we go forward, Conservatives have offered a clear and comprehensive path forward for our country, which includes a plan to ensure that rural Canada no longer takes a back seat.

“Plus, the divisive methods that the Liberals have used to pit Canadians against one another need to stop, something Conservatives are committed to. For the last two years, I’ve been fighting for the people of Battle River-Crowfoot and it has been an honour to serve my constituents.”

He further noted that his Alberta Conservative colleagues have been fighting for the province, and Canada’s Conservatives have been fighting for the country.

“And we are ready to secure Canada’s future. It is an honour to continue that fight. It certainly hasn’t been an easy time for anyone, from COVID to the economic crisis. But in the midst of those challenges, I have seen how rural Albertans have been resilient and shown the best of what it is to be Canadian!”

According to Kurek, there are some specific things that he is hoping to accomplish, such as re-

forming equalization; ensuring Alberta is better represented in the House of Commons; reforming access to information laws to increase transparency; and taking steps to advance rural economic development.

“The big picture though I am still talking about the same things I have been since first running here in Battle River-Crowfoot,” Kurek said. “That is the need for good governance in our capital and for a rural lens to be applied to public policy. And the last

Kurek feels this election shows a clear contrast in what all the parties are offering Canadians – more of the same scandal, division, corruptions, and waste, or a comprehensive plan to secure Canada’s future.
